Opis:
The aim of the article is to prove that Information and Communication Technologies (ICTs) can serve as viable didactic tools in the CBRN troops’ education and training. The analysis of selected case studies reveals that specific competences can be trained with the support of social media, e-learning platforms, virtual worlds, mobile technologies or even augmented reality technologies. The unique qualities of these tools, such as an easy access to the training content, interactivity, or possibility of simulating different scenarios allow for designing a training process tailored both for larger groups and an individual.

Work-related research, education, and training (WRET) have not been widely recognised in many developing countries (DCs) as the most important factor for sustainable workplace improvement. There are many reasons why WRET is still neglected or remains unrecognised. Empirical research, advanced studies, and training abroad do not seem to be cost-effective for many people living in DCs because of enormous obstacles. Therefore, it is not easy to demonstrate that WRET result in workplace improvement in diverse situations in each DC. Taking into consideration poor health and safety in various workplaces, this paper aims to stimulate critical opinions and discussions on WRET, which are yet to be given high priority in the national agenda to ensure industrial production and social progress.

This study analyzes the role played by social networks in maritime education and training. The objective of this study is to investigate the shortage of seafarers in maritime global transportation, as mentioned by the BIMCO. The authors divide the processes of maritime education and training into two categories: “Maritime educational institute” and “Maritime Company.” These are not systematically connected but are found in the processes between social networks; it has the social networks to both. Therefore, teaching staff members, in their roles as job advisors in “Maritime educational institutes,” use social networks in conjunction with “Maritime companies.” The teaching staff members communicate with students using these processes. The teaching staffs are the carriers in regard to how these processes are related. This study surveyed aspects of “personality” and “social networks” pertaining to teaching staffs and quantitatively analyzed the processes related to social networks.

At the same time, the paper aims to draw attention to a very effective and unique concept as proposed by the Slovak composer and pedagogue Juraj Hatrík. This musical-pedagogical method very effectively solves the identified problems of musical pedagogy, starting at the elementary level, where he addressed mainly conceptual and methodical questions. Allmost all projects and methodologies of that are proven and effective in practice.

Opis:
The rapid global spread of COVID–19 has created numerous challenges for educational organizations of all levels around the world. Maritime Education and Training (MET) institutions are no exception and have faced major disruptions from the pandemic. Differing technological and organizational solutions have had to be quickly adapted in short timeframes in order to fill gaps and ensure continued teaching and learning. Although online education is nothing new, COVID-19 has accelerated the necessity for distributed learning, digital tools and infrastructure needed to not only cope, but excel in the restructuring of MET. In this article we present our experiences from the blended course offered to maritime bachelor students at our university in Norway through a case study. The findings from the study have revealed that although blended learning has helped continued education during the pandemic, it still has to overcome general as well as MET specific challenges to be successful in future. Considering the impact and challenges of the COVID-19 pandemic on MET, we further discuss the short-term responses and possible long-term solutions that can contribute to uninterrupted, high-quality learning for future MET. The use of emerging technologies for education, such as virtual reality (VR) and web-based training simulators, are likely to play an essential role in the future direction of MET.

The paper argues for the necessity to combine MMR methods (questionnaire, interview), gaze tracking as neuroscience tool and sentiment/opinion techniques for personal satisfaction analysis at the maritime and training education (MET) and proposes a practical research approach for this purpose. The purpose of this paper is to compare the results from gaze tracker (Face analysis tool) of three experiments & sentiment analysis of two experiments for satisfaction evaluation of the students-users’ (subjective) satisfaction of the maritime education via user interface evaluation of several types of educational software (i.e. engine simulator, ECDIS, MATLAB). The experimental procedure presented here is a primary effort to research the emotion analysis (satisfaction) of the users-students in MET. The gaze tracking & sentiment analysis methodology appears to be one sufficient as evaluation tool. Finally, the ultimate goal of this research is to find and test the critical factors that influence the educational practice and user’s satisfaction of MET modern educational tools (simulators, ECDIS etc.).

The STCW Convention and Code defines the quality standards at a minimum requirement as the harmonized threshold for contracting parties, which includes Kenya. Educational Institutions in Kenya primarily uses Quality Management Systems in application of quality to education and training. This is however contrary to the requirements of the STCW Convention and Code for institutions engaged in Maritime Education and Training. The paper focusses in assessing the extent of non-compliance, the circumstantial challenges and thereafter proposes a framework to address challenges in implementing Quality Standard Systems.

Lack of data has been a serious deficiency for comparative research on adult learning until recently. The present paper explores new opportunities based on the European Adult Education Survey (AES). It argues that general indicators of participation in adult education and training must be complemented by more specific indicators revealing sectoral structures and behavioural patterns within the adult learning system. AES as a subject-specific survey can help to understand better “what is behind” a general level of participation in adult learning, as provided in other statistics. Country variations are explored across a set of 16 European countries.

Opis:
Development of the national economy produces growing demand for qualified personnel. The school system is no longer able to satisfy the needs of the economy with the biggest deficit appearing in category of qualified workers. Thus an important role will be played here by the system of education and training of professionally active people. Non-school system of acquiring and improving professional qualifications by workers is based on ,,on-the-job” training, courses and practical training conducted in enterprises (traineeship, probation engagement) constituting an element of continuous education. Growing requirements as regards qualifications, increase of the general level of education of the society, and growing role played by qualifications in promotion processes account for increasing interest taken by workers in learning and improving their professional qualifications. There can be observed a growing number of attitudes characterized with autonomous drive to knowledge among workers. Training in the place of work encompasses annually about 300 thousand persons (including 19.1 per cent people obtaining education of secondary-school level). However, maintaining workers’ activity in the sphere of education and complementary training at the unchanged level makes it necessary for the industry to attribute a bigger, than it is the case sometimes now, importance to employee’s qualifications in the personnel policy (promotions). That is due to the fact that expectations of workers, reflecting improvement of their qualifications and education, are linked, in most cases, with promotion to higher posts and increased pay. Fulfilment of these expectations by the enterprise encourages others to supplement their education. This leads to improvement in qualifications of the working personnel and thus paves the way for positive attitudes in relation to work and place of work.

The reforms of the initial vocational education in Poland (1999, 2012, and 2017–2019) placed learning outcomes in the centre of attention, strengthened work-based learning, introduced a forecast for the labour market demand for graduates, and launched a graduate monitoring system. However, several challenges remain, such as the low level of students’ general skills and inadequate funding. Recent surveys and the newly developed graduate monitoring system based on administrative data show that vocational education is heterogeneous. In addition to the differences in educational and labour market status by type of school, the situation of juvenile workers in the dual system differs from the situation of other students of sectoral schools. The educational and labour market experiences also vary by sector of training.

Opis:
The concept of Industry 4.0 has now become a fact. One of its key technological solutions – the digital twin – serves as a bridge between the real and virtual worlds. Designs for both products and tools to make these products are generated in the virtual world. Thanks to the simulation capabilities of these digital replicas, it is possible to eliminate design flaws well before the creation of physical prototypes. Thus, the question naturally arises as to what degree these mathematical models of objects, processes or services replicate their physical counterparts. A correctly generated digital twin is not only a model or visualisation of its counterpart; it also reflects its dynamic behaviour. The issue of digital twins is a very broad one, and currently on the market, there are appearing an increasing number of tools available for the development of these twins. More and more often, 3D modelling software can be integrated with a control system model, facilitating the testing of newly designed objects in the virtual world. This paper presents the concept of building simplified digital twins in a web application environment. In addition to educational usage, the presented idea should find application in the design of small production lines, significantly affecting the cost of producing a digital twin.

Maritime education and training (MET) are under constant pressure from the maritime industry, characterized by extremely rapid development. Due to the high risk in the transport and handling of crude oil, seafarers employed on oil tankers are required to have skills and competencies well above the minimum education standards set by the International Maritime Organization (IMO) and the International Convention on Standards of Training, Certification and Watchkeeping (STCW). Therefore, tanker companies should provide additional training for their employees to ensure the fundamental goals of zero‐accident rates and reduce human error to a minimum. This especially applies to seafarers at the management level, who must have the competence and knowledge to operate oil tankers at the highest professional level. This paper examines the current challenges in education and the required competencies of seafarers at management levels concerning the rapid growth and development of the tanker industry. In addition, some shortcomings regarding the current form of education and training have been considered, and recommendations for the future upgrade of the education and training system for seafarers at the management level are provided.

This paper provides an overview of the initial and periodic training required by pilots directed by the China Maritime Safety Administration in accordance with IMO’s A.960 “Recommendation on Training and Certification and Operational Procedure Maritime Pilot Other Than Deep-Sea Pilot” and China’s pilot training requirements. The paper then goes into details describing how pilot training is implemented in Dalian Maritime University (DMU), taking into account the course setting, class hour arrangement, theory and practical class distribution of different class pilots, as well as examining the equipment requirements, trainer’s qualification, and trainee’s seagoing experiences. Based on the results of the China’s pilot training regime, recommendations will be made not only for improving China’s pilot training program, but also where DMU’s best practices may be implemented at other institutions engaged in pilot professional development.

Opis:
This study interrogated the relevance of maritime education and training (MET) at the secondary level as an effective strategy for developing a sustainable supply of maritime labour and to mitigate current and future supply-demand imbalances arising from philosophical and sociological changes in society and in the maritime industry. Secondary education and its associated curriculum may be developed to form the underlying fundamentals of early awareness of maritime concepts targeted at youth of ages 11-18 years. To find answers to five research questions relating to this topic, a mixed method approach was applied in collecting and analysing data. The findings indicate strong evidence of the importance and relevance of MET at the secondary level. They further show this importance as it relates to an appreciation by the youth of the maritime industry as a domain for technical career options and to the creation of a sense of stewardship of the world’s oceans. Despite these positive findings, the study also finds that a number of key stakeholders are unaware of the potential and role of the maritime industry leading to a notable barrier to the implementation of MET at the secondary level and a lack of the necessary rigour and focus on promoting the industry to the youth via MET in secondary education. The study concludes by noting that there is a need for a focus on reforming the curricula of national secondary education system, where appropriate, as a first step towards the achieving the benefits of implementation of MET at the secondary level.

Opis:
This paper aims to present the role of educational activities in the history of Polish cooperative movement before World War 2 at the background of such activities conducted in other European countries. The paper mentions the place of education in different conceptualizations of Cooperative Principles as well as in various ideological trends of the cooperative movement. It indicates how educational activity was implemented on the territory of Poland in the period of partitions (before World War 1), in the period of independent Polish Republic (1918 – 1939) and during World War 2. In conclusion, while referring to the dramatic reduction of this activity since 1989, when the system transformation began in Poland, the article argues that it is indispensable to rebuild and develop the system of cooperative education not only for the representatives of cooperatives themselves, but also for the general society and in particular for young people.

Opis:
First, we especially focused on Uchida-Kraepelin performance test (hereinafter, referred to as UK-Test) in order to check the ability of non-technical skills of the officers in charge of a navigational watch (hereinafter, referred to as OICNW). UK-Test is one of the psychological test for understanding the personality. In this paper, we considered whether UK-Test is effective methods for OICNW in order to check the ability of non-technical skills using UK-Test results and collision avoidance manoeuvre experiments results on the ship handling simulator (hereinafter, referred to as the simulator). Specifically, we analysed the correlation between UK-Test results and collision avoidance manoeuvre experiments results on the simulator. We also created the collision avoidance scenario that required a lot of the ability of non-technical skills as OICNW, and evaluated the ability of non-technical skills of OICNW.
