The aim of this essay is to discuss the possibility of applying knowledge from the field of sociology and other disciplines into the theory of public diplomacy. Due to changes in the international environment, public diplomacy (a complementary tool of foreign policy) is used for various foreign policy goals including spreading state influence. We identify the need for alternative approaches to public diplomacy especially within the domain of value and norm diffusion. Current prevailing concepts, such as state branding (derived from marketing discipline), do not prove to be effective in the political aspect of this field. This calls for the implementation of new approaches in international relations and diplomacy, particularly from sociology, psychology and communication studies. This article should stress the importance of transferring the knowledge from the above mentioned fields into the theory of public diplomacy-which has been neglected (or only now starting to gain importance) in the theory of international relations. It tries to draw attention especially of sociologists who have much potential to contribute to its development and analysis.

The paper adds to the body of recent scholarly literature that emphasizes the role of domestic publics in public diplomacy – a field until recently examined with only minor attention to the domestic realm. It suggests conducting an analysis of the domestic dimension of public diplomacy on three levels: individual, organizational, and national. By doing so, we are able to understand in a complex manner the environment from which public diplomacy practice grows, and thus also its specific dynamics. Applying this model of analysis to the case of Israel, the paper describes major domestic factors shaping Israeli public diplomacy: the culture of individual engagement (individual level), the clash of organizational ethea of institutions responsible for public diplomacy (organizational level), and the intertwining of public diplomacy and nation-building (national level). The analysis also allows us to better grasp the dilemma faced by Israeli public diplomacy between efficiency and democratic character.

The paper concerns the application of public diplomacy measures to preserve border security of Australia, which nowadays is the key interest of this state. First, the meaning of public diplomacy in Australia is analysed, and next, the notion of border security of Australia - in a broader context of its national, homeland and internal security - is elaborated upon. The main argument is that in the case of Australia public diplomacy is inseparably linked with its security and it is used as one of the means of preserving Australia's territorial integrity. Border security is therefore an essential national interest of the state and public diplomacy would be applied as a tool to ensure it. The key research questions posed in this article concern the nature of public diplomacy and border security of Australia, the relationship between the two notions in the case of Australia, and the ways in which public diplomacy can be used to pursue border security goals. The analysed period covers the years 2006-2015. First, in 2006 and 2007 there emerged a public debate on the further directions of Australian overseas activities, provoked by the 2006 Australian Senate inquiry on the nature and ways of conducting Australia's public diplomacy. Second, in 2013-2015 border security and migration policy became hot topics for Australian politicians due to the rapidly increasing number of unauthorised arrivals on boats as well as institutional changes in the service responsible for border security. Starting from the concept of social diplomacy, in the system of international relations as a form of “soft power”, which appeared and developed in the system of international relations is quite recent. Current- ly, there is the question of the interdependence of public diplomacy with other forms of communica- tion on the example of the state’s foreign policy. In the first place it concerns propaganda, external pol- icy and state branding. Comparative analysis of the external terms of diplomacy, propaganda and state branding will demonstrate common features, among other things, to promote the political culture of the country, an indication of the place and the role of public diplomacy in the system of external policy.

Both human security and public diplomacy have been openly criticised for their lack of precision. They also both belong to the area of foreign policy. This paper deals with the interplay between public diplomacy and human security in the field of foreign policy. First, definitions of human security are reviewed, and three main groups of definitions of this term are provided. Second, the concept of public diplomacy is explained, emphasising the evolution of “classic” diplomacy and its functions. The final part of the paper looks at the relevance of public diplomacy to the promotion of human security. To do so, case studies of policies of the two main human security supporters, Japan and Canada, have been scrutinised. The main research question posed is whether public diplomacy, and its modern tools such as digital technologies, is used to spread human security values abroad. The key point is that human security – an official policy of the states that affirm it – is promoted through public diplomacy abroad. To verify this claim, the author has looked at the positions of Japan and Canada in this respect.
Zarówno human security (bezpieczeństwo jednostki ludzkiej), jak i dyplomacja publiczna są poddawane krytyce za brak precyzji. Obie te kategorie należą do obszaru polityki zagranicznej. Artykuł dotyczy zależności między dyplomacją publiczną a human security w dziedzinie polityki zagranicznej. Po pierwsze, dokonano przeglądu definicji human security, wyodrębniając trzy ich główne grupy. Po drugie, wyjaśniono pojęcie dyplomacji publicznej, wskazując na ewolucję „klasycznej” dyplomacji i jej funkcji. Wreszcie zbadano użyteczność dyplomacji publicznej do promocji human security na forum międzynarodowym. W tym celu przeanalizowano studia przypadków polityki Japonii i Kanady, wiodących zwolenników human security. Główne pytanie dotyczy tego, czy dyplomacja publiczna i jej nowoczesne narzędzia, takie jak technologie cyfrowe, są wykorzystywane do rozpowszechniania założeń human security na forum międzynarodowym. Przyjęto, że human security, jako oficjalna polityka w państwach, które je promują, jest upowszechniane środkami dyplomacji publicznej. W celu sprawdzenia tego twierdzenia zbadano stanowiska Japonii i Kanady w omawianym zakresie.

Scholars over the years have delved into the discourse of states’ foreign publics engagements in their foreign policy objectives. This analysis is done generally with the western perspective of public diplomacy with recent Asian scholarship evolving. As a result, this study aims to reflect on public diplomacy from an African perspective. Therefore, it analyses how African governments have been engaging their foreign publics (foreign governments and their citizens) to attract foreign aid, tourism, and investments in their nation-building and development trajectory. The article explores African public diplomacy mechanisms such as diasporas, nation branding, cultural diplomacy, and many others. It also digests some of the challenges confronting African governments in their public diplomacy campaigns, like lack of research, human and financial resources, and lack of coherent foreign policy documents. The article’s findings demonstrate that although Africa generally has rich public diplomacy resources, these are not adequately harnessed in most African states’ foreign policy. This situation has led to poor foreign policy implementation by most African governments. The study contributes to the public diplomacy scholarship in general and African public diplomacy in particular, which scholars have underexplored. It concludes that scholars should delve into the exegesis of the rich African public diplomacy currencies.

The aim of the current article is to examine the main peculiarities of public diplomacy of Poland in Eastern Partnership countries. The main fields of Polish public diplomacy realization in those countries, among which are the promotion of democracy values, informational propaganda, cultural and science diplomacy, sustention of Polish diaspora, will be analyzed. The article outlines the level of Poland’s promotion and branding activities in the framework of multilateral cooperation. The most important projects, initiatives and educational programs that represent Polish culture and traditions in Eastern Partnership countries will be examined. The research will show which of the Eastern Partnership countries are highly or less involved in the programs of Polish public diplomacy realization.

The article develops the traditional theoretical framework of public diplomacy, used in international relations since decades, into the new approach – the nation branding. The nation branding became very popular practice within the public diplomacy and more general “applied foreign cultural policy” in the last two decades. The development of new communication tools such as the Internet and social networks challenged the public diplomacy approaches and brought search for new communication tools the state can use towards the public of other states. Cieszyn i Czeski Cieszyn jako transgraniczne duopolis jest interesujący z dwóch względów: (a) jako przykład dokonujących się między oboma miastami procesów reintegracji społeczno-kulturowej i ekonomicznej oraz (b) jako przestrzeń spotkania dwóch silnie ugruntowanych kultur narodowych (polskiej i czeskiej). Autorzy proponują, by spojrzeć nań z punktu widzenia wielodziedzinowej teorii publicznej dyplomacji, określanej niekiedy jako soft diplomacy; jako taka może być użyteczna zarówno w naukowej analizie transgraniczności, jak i dla władz lokalnych i rządowych, a także innych interesariuszy, myślących o tym, jak w owej reintegracji, jak i tworzeniu wspólnej, przyjaznej przestrzeni pomóc, dla obopólnego dobra. W ramach niniejszego opracowania autorzy skupią się na przeglądzie różnych form oddolnych i odgórnych działań, wpisujących się w dyplomacją publiczną po stronie czeskiej i polskiej, uwzględniając przede wszystkim jej kulturowe aspekty. Zarysowana jest przy tym działalność władz miejskich, które powinny tworzyć dogodne warunki do prowadzenia takiej dyplomacji publicznej, aby sprzyjała ona intensyfikacji międzynarodowych kontaktów. Artykuł jest wreszcie próbą oceny projektów tejże uspołecznionej dyplomacji.
Polish Cieszyn and Czech Český Těšín as a cross-border duopolis is interesting for two reasons: (a) ongoing socio-cultural and economic reintegration processes, and (b) as a place of two strongly established national cultures (Polish and Czech). The authors suggest employing to their study and the phenomenon of transborderness at all the perspective of multidisciplinary public diplomacy theory, sometimes calles as soft diplomacy. As such may be useful both in cross-border scientific analysis, as well as for local and government authorities, and other stakeholders. The authors will focus on a review of the various forms of bottom-up and top-down action, enrolling in public diplomacy in the Czech and Polish, particularly considering its cultural aspects. The activities of municipal authorities is outlined, as they are responsible for creating such favorable conditions for public diplomacy that would support the intensification of international contacts. Finally, the article is an attempt to assess the relevant projects of this „socialized” diplomacy.

An unsuccessful military coup d’etat took place in Turkey in 2016. The government in Ankara recognized a representatives of Hizmet Movement guilty of carrying it out. In retaliation they has begun actions to bring them to the court and at the same time criminalize an activity of their organization in Turkey. Ankara government demanded also the limitation of the functioning Hizmet supporters abroad. On the other hand, the key is the fact, that all the activities of Hizmet Movements all around the world has been a part of Turkish public diplomacy. So the ban of an activities of the organization abroad would affect both the Hizmet Movement and Turkish state. The article contains an explanations of the origin of the Hizmet Movement and it forms of activities, especially in Poland. There are also pointed out the possible consequences that the government in Ankara may face in the field of public diplomacy underestimating the role of this non-governmental organization which also had shaped the image of Turkey.

Rola sportu i muzyki w dyplomacji publicznej na przykładzie Kosowa Niniejszy artykuł omawia wpływ sportu i muzyki na dyplomatyczną pozycję Kosowa. Mimo, że Kosowo jest młodym państwem, które stara się o uznanie polityczne i dopiero buduje relacje dyplomatyczne, to już zyskało popularność dzięki światowym sukcesom jego obywateli w sporcie i muzyce. Analiza międzynarodowych mediów wykazała, że istnieje znaczna korelacja między sukcesem poszczególnych osób w zmianie podejścia dyplomatycznego wobec Kosowa a redefinicją ograniczeń wobec jego obywateli. Ponadto, liczne sukcesy we wspomnianych dziedzinach przyczyniły się do poprawy wizerunku państwa na arenie międzynarodowej. Na przykładzie Kosowa zaprezentowano w jaki sposób dyplomacja sportowa i kulturalna odniosła większy sukces niż dyplomacja klasyczna.

Opis:
Current trends in global development (migration processes, hybrid wars, global pandemics, multiculturalism) bring new challenges for nation states. The level of international competitiveness and subjectivity of a modern state depends on the successful positioning of its political brand, secured by the choice of adequate tools for achieving the goals and objectives. This research aims at studying the peculiarities of the public diplomacy resource potential and its use in the process of political branding in Germany. The research methodology combines system and axiological approaches, as well as discourse analysis; this helps to reveal the structural relationships within the brand, and their correlation with the peculiarities of national political and economic development and global trends. The content of the political brand is studied through the prism of the interaction of the public (politics, economics, public administration) and national (mentality, culture, traditions) components that correlate with the level of political and economic development. National political leaders, public and political institutions play a leading role in generating the key message of a state. It is proved that public diplomacy expands the possibilities of successful implementation of economic, political, socio-cultural initiatives of the state, based on partnership and cooperation with representatives of the international community. The main tools of public diplomacy include setting the agenda, synchronization of information messages by government agencies, the use of a wide range of communication channels and special events aimed at building trust and lasting relationships between international actors. The article pays special attention to the study of the content of the branding campaign «Land of Ideas». It presents Germany as an active actor in the international political space, focused on the use of brand-new technologies in all spheres of society to ensure sustainable development. The authors prove that the current branding campaign focuses on economic (sustainable development and citizens’ welfare), technological (technological innovation, energy efficiency, environmental safety), and cultural (dialogue, intercultural communication) aspects. The key ideas of the branding strategy are sustainable economic development, manufacturability and digitalization, environmental friendliness and energy efficiency, partnership dialogue and cooperation. German public authorities are actively involved in the process of political branding, which is carried out at the internal and external levels through public diplomacy. The key ideas of the political brand are presented to the domestic public through constant two-way communication on specialized online platforms, meetings of high-ranking officials with representatives of municipalities, and citizens’ potential is actively involved in various innovative projects. The process of state branding in Germany is synchronized with key global trends – environmental security, climate change issues, energy efficiency. In this context, Chancellor A. Merkel and government agencies are actively cooperating with the EU and other international organizations, participating in forums, summits and online discussions. The experience of German political branding is relevant for other countries in the context of its content, synchronization of government and society, and the use of public diplomacy.

The article is focused on public diplomacy viewed as the instrument of soft power of the state and the ability to persuade and create reputation as well as cultural and institutional attractiveness. Moreover, the paper emphasizes the importance of the correct formation of priorities and values of the state, and skillful national branding. The authors pay a particular attention to the foreign policy of the Republic of Finland in the context of public diplomacy service. Hence, developmental phases of the Finnish public diplomacy were given. In addition, a special attention was paid to the functional features of public authorities with reference to public diplomacy viewed as an important factor in international relations and the national interest protection of Finland. Therefore, the spheres of public diplomacy such as the cultural, educational-scientic, public, or digital diplomacy of Finland are under analysis, too. Additionally, the means and methods of public diplomacy, including those practiced in Ukraine were under particular attention. Thus, a special emphasis was put on the national brandmark and international position of the State. Based on the conducted empirical research which conrms the necessity of further cooperation between Ukraine and Finland, aimed at implementation of public diplomacy tools, there were given recommendations concerning the execution of the means and methods of "soft power".

This article discusses the issue of state cooperation with non-governmental organizations in public diplomacy. This has been explored in relation to the liberal perspective in international relations, which very clearly highlights the importance of NGOs as an influential participant in world politics. The article contains an analysis of the international system, categorizes the roles and functions of NGOs in international relations. It shows concepts on contemporary understanding of power and a clear focus on reinforcing and using components of soft power, including public diplomacy, in moden international relations. Methodological aspects are deepened by an analytical layer exploring Civil Society 2.0 Program, what is an example of an effective combination of diplomatic efforts between the state and NGOs to achieve common goals.

The working paper consists of the analyses of different forms of Taiwanese public diplomacy and it also contains a future development scenario as far as such an essential tool of foreign affairs is concerned. The research project has been conducted from many points of view. There are institutional, strategic and operational dimensions of public diplomacy with the engagement of government officials and agencies, NGOs, public institutions and citizens as well. Having analysed the whole activity concerning public diplomacy, the main conclusion ought to be made, i.e., the official development assistance and humanitarian aid shall be provided as the most effective tool to enhance Taiwanese international visibility.
Artykuł prezentuje wynik analiz dotyczących różnych form dyplomacji publicznej prowadzonej przez Republikę Chińską na Tajwanie oraz możliwości rozwoju tego procesu. W toku badań wyróżniono trzy poziomy analityczne: strategiczny, instytucjonalny i operacyjny, obejmujące aktorów publicznych i niepublicznych zaangażowanych w realizację dyplomacji publicznej. Pomoc rozwojowa oraz pomoc humanitarna stanowią w przypadku Tajwanu najistotniejszy czynnik wzmacniania obecności Republiki Chińskiej na arenie międzynarodowej.

The paper analyzes the essence of public diplomacy as an instrument of foreign policy. Attention is drawn to the institutional aspects of the implementation of public diplomacy in Ukraine, in particular to governmental and non-governmental initiatives in this area. In the conditions of the Ukraine crisis, Ukrainian public diplomacy is intensifying. In particular, Ukraine has established the Ukrainian Institute, the Ukrainian brand (UkraineNow) has been approved for the first time since independence, and the Department of Public Diplomacy was established at the Ukrainian Ministry of Foreign Affairs. The paper also considers the program dimension of Ukrainian public diplomacy, its historical traditions, its contemporary role and significance. It is established that in modern conditions, public diplomacy not only ensures a positive perception of the state by the international community, but also plays an important role in ensuring national security.

In turbulent times of the COVID-19 pandemic, there are many challenges to a country’s international reputation. During the pandemic, Sweden, especially in its first stage, was frequently presented by international media outlets, sometimes negatively. Such adverse reporting may have imposed some reputational threats on Sweden. This research aims to investigate Swedish communication through a short-term perspective of public diplomacy (its day-to-day dimension) with the foreign public during the COVID-19 pandemic. The research was based on qualitative content analysis of official statements made by the Swedish Ministry for Foreign Affairs, the Ministry of Health and Social Affairs, the Swedish Institute’s Instagram account, and interviews with the Swedish Institute employees. The main argument of this research is that in Sweden, day-to-day communication within PD served as a tool supporting the crisis management process. The research question refers to whether Sweden, through the activity of the Swedish Institute, used some elements of its public diplomacy conduct to react to the coronavirus pandemic. The hypothesis states that the day-to-day dimension of public diplomacy can be associated with the crisis management process.

In the study of general public diplomacy, China can be regarded as a special example with regard to all case studies. E. Gilboa defines a 'framework of analysis' in which public diplomacy is broken down into three parts: a short initial period, a medium period, and a long period. The article will focus on the latter period of the framework of analysis, represented by the two periods since the founding of the People's Republic of China.For this academic inquiry, M. Leonard's instruments for public diplomacy, from domains such as those of NGOs and political parties, were analysed. In addition to these tools, external propaganda was also researched. The period from 1949 to 1978 was the first phase of the public diplomacy of the PRC. At the beginning of the founding of New China, the official diplomatic space was relatively narrow because there were few countries that had established diplomatic relations with China. Public diplomacy could have played a larger role. The article analyses mostly the diplomatic environment and the modes of practice for the main actors within Chinese public diplomacy. It also takes China's diplomatic relations with Japan as a case study of success. It examines all public diplomacy practices from 1979 until the present time. China faces the task of interpreting itself through public diplomacy and shaping its image for the rest of the world. This article also pays close attention to China's public initiatives, offered to the outside world through the One Belt One Road initiative. The author analyses the construction process of the objectives of public diplomacy and reveals its intrinsic direction, from idealism to realism, and eventually back to idealism. The article also examines the relationship between public diplomacy and China's traditional official diplomacy.(original abstract)

Artykuł skupia się na debacie politycznej wokół spraw związanych z diasporami i dyplomacją publiczną. Członkowie diaspor nie są już postrzegani tylko przez pryzmat pieniędzy wysyłanych do swych ojczyzn, ale coraz częściej jako katalizator międzynarodowych kontaktów. Dyplomacja diaspor staje się istotniejsza w kontekście rosnącej liczby osób, która żyje poza granicami ojczyzn, ale także dzięki rozwojowi środków transportu oraz narzędzi komunikacyjnych, które umożliwiają utrzymywanie relacji z miejscem pochodzenia. Artykuł skupia się na korzyściach, które działania diaspor przynoszą państwom wysyłającym oraz przyjmującym, na zjawisku tworzenia międzynarodowych sieci, metodach wykorzystywanych przez państwa wysyłające do tworzenia relacji z diasporami, zmianie w podejściu do diaspor oraz wskazaniu konkretnych przypadków.
At the heart of this article lie issues related to diasporas and public diplomacy. Members of diasporas are no longer viewed through the lense of the money sent to their motherlands, but – ever more frequently – as the driving force of international relations. Diaspora-related diplomacy is, then, becoming increasingly significant as a result of the growing number of people living in countries other than countries of origin, but also thanks to the advancements in transportation system and communication tools that make it possible for diaspora members to keep in touch with their families and friends in their homelands. The main focus of the article is on the advantages of diasporas’ activity for both migrant- sending and migrant-receiving countries, on the phenomenon of creating international networks, and on the methods used by the sending countries to establish relations with diasporas (specific examples have been provided). Unfortunately, the limited space has made it impossible for the author to raise several important issues such as that of defining public diplomacy.

The main purpose of this paper is to present commonly occurring trend in international relations, which is building diplomacy by the state in the formula of the new public diplomacy, where education has a vital importance, especially in its international, digital release. For this purpose we analyse cyberdiplomacy solutions of the leader in this activity –the United States. To give the global nature of its educational and diplomatic activity, the United States have used cyber tools (education online platform, massive open online courses - MOOCS), which resulted in the achievement of strategic objectives of the state thus strengthening the country's position in the international arena.
Celem niniejszego artykułu jest przedstawienie powszechnie występującej tendencji w stosunkach międzynarodowych jaką jest budowanie dyplomacji przez państwa w formule nowej dyplomacji publicznej, w której istotne znaczenie odgrywa edukacja, szczególnie w jej międzynarodowym, cyfrowym wydaniu. W tym celu zostały przeanalizowane cyberdyplomatyczne rozwiązania lidera tej aktywności, czyli Stanów Zjednoczonych. Aby nadać globalny charakter swojej edukacyjno-dyplomatycznej aktywności, USA wykorzystały cybernetyczne narzędzia (edukacyjne platformy online, powszechne otwarte kursy edukacyjne – MOOCS), które przyniosły efekt w postaci osiągania strategicznych celów państwowych przysługując się tym samym wzmocnieniu pozycji kraju na arenie międzynarodowej.

Rozwój internetu jako uniwersalnego medium o zasięgu globalnym, a zwłaszcza wielka popularność mediów społecznościowych sprawiły, że dyplomacja rozumiana jako dialog na linii: rząd kraju A – rząd kraju B stała się wysoce niewystarczającym narzędziem komunikacji międzykulturowej. W postmodernistycznym, wielowektorowym świecie pojawiła się konieczność wzbogacenia tradycyjnej dyplomacji o dwa dodatkowe kanały rozprzestrzeniania informacji: „rząd kraju A – społeczeństwo kraju B” oraz „kanał bezpośredniej komunikacji pomiędzy członkami obu społeczeństw”. Te dwie formy komunikowania konstytuują się w tak zwaną dyplomację publiczną. Niniejszy artykuł jest próbą odpowiedzi na pytanie, jakie wyzwania stoją przed tymi, którzy dyplomacji publicznej wyznaczają kierunek i jakich środków używają, aby osiągnąć założone cele.
The development of Internet as the universal medium of global range, and popularity of social media especially, made diplomacy understood as a dialogue on the line: Government A – Government B highly insufficient mean of transcultural communication. In post-modern, multivectoral world there is a need of augmenting traditional model of diplomacy by two additional channels: “Government of the country A – society of the country B” and “the direct channel for the distribution of information between the members of both societies”. These two forms of communication constitute so called “public diplomacy”. This article is an attempt of answering the question, what challenges are facing those who create policies in public diplomacy and which means they apply to achieve the objectives pursued.

Within the context of the Belt and Road Initiative (BRI), which aims to connect China and Europe, the role and exercise of public diplomacy in China-Europe relations is becoming increasingly significant, in particular China's public diplomacy in Europe. China has had some success in exercising its public diplomacy in Europe, but the means of improving its relationship with Europe through public diplomacy strategy within the context of BRI have been discussed less. China has been investing heavily in its charm offensive, and it does have an increasingly positive influence on developing countries, especially in Africa and Latin America. However, its image in Europe is still predominantly negative. Due to the differences in cultural norms and values between China and Europe, it is not enough for China to use its traditional culture and history to create soft power; instead, it needs to unleash the talents of its civil society and make its attractiveness conform to domestic realities. This article aims to tackle problems with the exercise of China's public diplomacy in Europe and provide practical suggestions on how to enhance it in the future, particularly through the use of non-governmental organisations (NGOs). To this end, working within the theory of constructivism, it proposes that China and Europe must go beyond the emotional entanglements of history and culture, cultivate innovative thinking and initiate a new paradigm in China-Europe relations.(original abstract)

The article tackles the issue of measurement and evaluation of the effectiveness of public diplomacy instruments, such as strategies. The author suggests applying the approach based on the phenomenon of attraction. The evaluation of quality of public diplomacy is presented as the evaluation of influence of capabilities of public diplomacy instruments, and their certain set (aggregate) in subjective and functional strategies of public diplomacy. The article also argues a state that the more public diplomacy instruments meet the conditions of successful attraction and affiliation, the more likely they would be attractive to the population of a host country and would provide an involvement effect.
Artykuł dotyczy kwestii mierzenia i oceny skuteczności instrumentów dyplomacji publicznej, takich jak strategie. Autorka proponuje zastosowanie podejścia opartego na zjawisku atrakcyjności. Ocenę jakości dyplomacji publicznej przedstawiono jako ocenę wpływu skuteczności jej instrumentów oraz pewnego ich zestawienia w subiektywnych i funkcjonalnych strategiach dyplomacji publicznej. W artykule postawiono również tezę, że im bardziej instrumenty dyplomacji publicznej spełniają warunki skutecznego przyciągania i przynależności, tym bardziej będą one atrakcyjne dla ludności kraju przyjmującego oraz zapewnią efekt zaangażowania.

India is a country experiencing tremendous economic growth while its political ambitions are aiming higher and higher as well. The country is trying to increase its global power using resources and instruments of soft power. India is learning this art anew, using its rich culture and reaching back to its past traditions. References made to religious diversity and democracy are another powerful tool in the state arsenal. There has been a reorientation in foreign policy as well, which refocused on supporting the state’s economic development by seeking and maintaining good relations with foreign countries. Soft power instruments have grown in importance, especially as concerns culture and values, which combined with peaceful policies made for a truly great opportunity of using soft power.

Russia has always been a country seeking the Great Power status. Even though it lost its importance after the collapse of the Soviet Union, the desire to return to the role of the creator of international order force it to introduce new strategy that will implement soft power resources. This represents a certain obstacle for Russia, which traditionally is accustomed to hard power resources like economic pressure or the use of armed forces. Culture is Russia’s soft power resource that is significant. Values can be more problematic for Russia, because in Moscow’s intentions they should be different from the Western values. Russia is trying to create an alternative soft power project, competitive to that of the West. Russia is trying to make good use of its diplomacy, including digital diplomacy, in order to show the use of its hard power to be seen as soft.

This article’s aims are twofold. Firstly, it endeavours to define the concept of development diplomacy (that is, diplomacy done through development aid) as a part of public diplomacy that realises its aims thanks to soft power re- sources. Several theoretical sources are recalled and reflected upon in order to come up with a vision of the role of development diplomacy within public diplomacy. Secondly, this article focuses on the role of development diplomacy in the context of the foreign policy aims. Theoretical reflection on this issue is followed by illustrative examples of documents, actions and research, where practical linkages between development aid and foreign policy’ aims where made. It leads to conclusions regarding the practicalities and effectiveness of embracing development aid under the public diplomacy and thus also under foreign policy umbrella.

The present paper considers the essential role of cultural diplomacy as a foreign policy vector and discusses its place among the tools of public diplomacy. The emphasis is placed on analysing the potential of cultural diplomacy in the Ukrainian foreign policy activities. In particular, the authors examine institutional aspects of promotion of the Ukrainian culture abroad; special attention is paid to the Ukrainian Institute, established in 2017 under the auspices of the Ministry of Foreign Affairs. As for many years there was no comprehensive governmental approach to cultural diplomacy, private initiatives in the field emerged to fill the gap. Objectives: The purpose of this article is to identify the role of international diplomacy in shaping the outer Space Traffic Management. Methods: The theoretical research methods were used in this paper - analysis, synthesis, abstraction and generalization. Results: The article presents the potential possibility of not only gaining the public awareness in the area of space traffic management problems thanks to the international mandate of institutions such as the European Union (EU) or NATO, but also its attempt to indicate the role of European institutions in shaping international security in the context of the development of space traffic management at the global level. Conclusions: Taking into consideration all potential space threats and military and non-military issues of building international security we can find straight links of complexity with the outer space environment and multilateral diplomacy. It sems to be the most efficient tool to build resilience in the environment of international institutions of strategic status to establish space situational awareness of key importance for future global defence and deterrence. Taking a huge intensity of space traffic management, especially with the example of the tensed conflict in Ukraine since 24th February 2022 we are witnessing the new era of space technological resolutions. The awareness should also concern the possibility of technical achievement, as the example done by Chinese or Russians that can destroy satellites in orbit in case of the possible conflict scenario in the space.

Sea areas are essential for the security of the European Union, given their geographical location as well as the EU’s Integrated Maritime Policy. The EU is taking action to ensure security in the seas and oceans and promoting international cooperation on maritime policy in line with the strategic priorities set out in the European Union’s Global Foreign Policy Strategy. However, in order to strengthen its position in the international arena, it aims to create a space that will guarantee the integrity of sectoral and national maritime strategies, as well as to deepen civil or military cooperation between member states. The European Union’s diplomatic activities and initiatives, which were focused on dialogue with third countries, made the Maritime Force of this organization, apart from the systems supporting the EU diplomatic service, an instrument of maritime diplomacy in the EU’s foreign policy.

The article discusses the use of social media in Sweden's foreign policy, which, as part of public diplomacy, complements the diplomatic channel by reaching a wider audience - the international public. The starting point for the discussion was the presentation of Sweden's foreign policy concept, its normative character where human rights, peace diplomacy, sustainable development or feminism are key values and set the course of action. In Swedish case the nation brand and the associated categories of credibility and reputation, which are sources of power (soft power), are also an important aspect used for effective foreign policy. The analysis of contents of the three key profiles, allowed to present the strategy of using social media in Sweden's foreign policy, to observe what issues are being addressed in them, the relationships between the official diplomatic discourse and the less formal social media content.

The questions of sport instrumentalization and use of sport events for PR purposes that are raised in this article have been discussed for many years. In recent decades however one may observe the intensified competition and efforts of states to obtain the rights to organize sport events, especially the Olympics, FIFA World Cup or UEFA European Championship. As in such events the media interest all over the world has been enormous, event hosting country gains a unique chance to promote and strengthen its image. The PR strategies realized by Poland during the organization of EURO 2012, analyzed in this article, are an example of such actions.

This study presents various perspectives on cultural communication issues, in the context of globalization and political and economic transformation in Poland and Bulgaria since the democratic revolution of the 1989. Poland and Bulgaria have old historical and cultural relations, defined and developed institutionally in different spheres of social life at the be-ginning of the twentieth century. Cultural cooperation is a kind of catalyst for the country’s foreign policy: maintains the historical, ethnic, and regional cooperation, symbolizes the successes, compensates for the negative relations and is an indirect tool for deepening the breakthrough in bilateral relations. Nowadays, branding models are used to promote the image of countries as a tool of the public diplomacy. This article examines the dynamic role of the changes in the cross-cultural communication. The article draws on the most important cultural and scientific publications and literature to argue that building this cultural coopera-tion has its roots in the capability to mobilize and use culture as a resource for collaborative action between Poland and Bulgaria.

The paper has the objective to present public diplomacy as a discipline requiring interdisciplinary approach. At the current stage of development of the discipline, the approach rooted in the theory of international relations is dominating. The author suggests inclusion of the tools used for the analysis of political communication into the body of research on new public diplomacy. Therefore, there is nothing more as an aggregate of paradigms and tools of two disciplines implemented at the moment. Public diplomacy was defined in the paper as a symmetrical form of international, political communication targeted at foreign public opinion in order to facilitate the achievement of the goals of state abroad. Currently, the adjective „new” as added to public diplomacy, means that new public diplomacy is different from informational public diplomacy of United States before the liquidation of USIA. The new public diplomacy acknowledges non state organizations as actors of international relations and adjusts to the logic of globalization. New public diplomacy should not be equalized with political propaganda.

Throughout the XVIIIth century, Anglo-Russian relations were very contentious. The Ochakov crisis of 1791 risked escalating into direct military action between Russia and England. Ambassador Count S.R. Vorontsov managed to garner the support of members of the House of Lords and the House of Commons of the English Parliament, come in contact with the Prime Minister, members of his cabinet and opposition leaders. The above mentioned allowed him to handle the possibilities of the press, publishing houses and the opposition during the Ochakov crisis of 1791 as well as influenced a public opinion in Britain. In large part, because of the active actions of S.R. Vorontsov and his office staff, it was possible to avoid an armed conflict between Russia and England. One of the closest employees of Semyon Romanovich was the son of a Ukrainian priest Yakov Ivanovich Smirnov, who was considered by many contemporaries as one of the outstanding employees of the office of the Russian Embassy. Ya. I. Smirnov was knighted of the Order of St. John under Paul I, and then the Emperor’s stunning decision took place – the priest was appointed charge d’affaires of Russia in London. V.F. Malinovskiy, the future first director of the Tsarskoye Selo Lyceum, served in Vorontsov’s office. After leaving London, he worked as a secretary at the negotiations in Iași in 1792. As well as V.F. Malinovskiy, V.P. Kochubey hailed from Ukraine. The nephew of Count A.A. Bezborodko was in London from the early spring of 1789 until January of 1791. In 1793, Vorontsov gave V.P. Kochubey, who was diligently engaged in his education, a brilliant character reference. Over the course of his service, Count S.R. Vorontsov regularly defended the interests of the employees of his office; he knew how to gather individuals for his inner circle and work. In the XIXth century, there was a concept of “official of the Vorontsov school”. S.R. Vorontsov and members of his office used the methods of modern public diplomacy, which implies means used by governments, private groups and particular persons to change the views of other people and governments in order to influence their external political decisions. Public diplomacy is a tool for creating the image of the state. Appealing to public opinion, publication of government documents, use of the mass media and issuance of brochure for manifesting one’s position are methods which play a crucial role in modern public diplomacy, which originated due to Ukrainian diplomats as well.

Shortly after its invention, radio began to be used for political broadcasting with an international range. It was used to exercise power at a distance, sending messages to overseas diplomatic outposts or colonial territories. In the inter-war period it became an instrument of propaganda, and during the II World War the countries engaged in the conflict began to broadcast propaganda to listeners abroad, trying to bring them to their way of thinking. Simultaneously, you could observe a change in the approach to the international use of radio. It was regarded that radio programmes didn’t have to be used for disinformation and manipulating foreign listeners, but that it could aid in building a positive image of a given country, by basing the messages on genuine information and presenting the country’s cultural attractions, as well as cultivating a positive opinion among among listeners abroad. In consequence the stations and programmes that emerged and which utilised soft power – in international communications, which was the impulse behind the development of a new public diplomacy treating the recipient of the message – the overseas public – as the object of the communicative process.

Autorka prezentuje mit polityczny jako narzędzie dyplomacji publicznej i element stosunków międzynarodowych, opierając się na przykładzie amerykańskich mitów politycznych po 2001 roku. Ogłoszona przez Georga W. Busha wojna z terrorem (War on Terror) wymagała stworzenia politycznych mitów usprawiedliwiających moralnie polityczne i militarne działania Stanów Zjednoczonych. Zadaniem amerykańskiej dyplomacji publicznej w tym okresie było uzyskanie społecznej akceptacji dla tego rodzaju działań, co częściowo udało się w odniesieniu do społeczeństwa amerykańskiego, lecz zakończyło fiaskiem w odniesieniu do światowej opinii publicznej. W ocenie autorki „walka o serca i umysły” globalnej publiczności została przegrana, ponieważ przyjęto błędne założenie o uniwersalności amerykańskiego mitu politycznego, nie zadając sobie trudu poznania i zrozumienia symboliczno-mitycznego kapitału innych uczestników gry.
Based on the example of American political myths created after 2001, a political myth has been presented in this article as a tool of public diplomacy and an element of international relations. The War on Terror declared by George W. Bush created a need for political myths that would morally justify political and military actions to be undertaken by the United States. What came as the main objective of the then U.S. public diplomacy was to achieve social acceptance of this type of actions. As far as American citizens are concerned, the task was partially fulfilled, yet in terms of the reaction on the part of the global public opinion it turned out to be a complete fail. In view of the author the “fight for people’s hearts and minds” was lost because of the mistaken assumption of the universality of the American political myth, without a proper analysis of main symbols and myths underlying other involved countries.

The paper looks at the important subject of the sister city frameworks as part of China’s public diplomacy at the time of the COVID-19 pandemic (post-2020). The first part presents the concept of public diplomacy, with special focus on the role of provincial and municipal governments in China. Relations between the local Chinese governments and other local governments are seen as “having less political color” and, according to Chinese scholars, are more effective in transmitting the national image and discursive power in the P.R.C. The second part elaborates on the situation during the COVID-19 pandemic and argues that local governments in China have been using the Health Silk Road and Digital Silk Road as a vehicle of China’s public diplomacy. This section also includes a detailed analysis of the Chinese government’s plans and actions taken by the central authorities. After a general analysis, the authors present Sichuan and Guangdong provinces’ actions as a case study. The first case study examines Sichuan and Chengdu’s efforts to promote the Health Silk Road through the “mask of diplomacy,” in the second, the authors discuss actions undertaken by Guangdong province and the city of Guangzhou as part of the Digital Silk Road.

Norway is perceived as a country with a clear international identity. The aim of the article is to investigate the sports diplomacy of Norway and to examine its influence on the international brand of this country. The author will define the term “sports diplomacy” and attempt to outline the strategy of Norway’s public diplomacy; an analysis of the methods used in Norwegian sports diplomacy will follow. The main hypothesis of this paper is that sports diplomacy only plays a subsidiary role in Norwegian nation branding.

Cultural diplomacy is getting more and more important instrument of the foreign policy in achieving objectives in increasingly globalized world. Undoubtedly it became one of the crucial components of international relations, promoting deeper cooperation and understanding between states, international organizations and people. The article aims to analyze how ASEAN use the cultural diplomacy in order to strengthen its position in the region and in the world as a whole. I start with defining what the cultural diplomacy is. Next I try to explain the differences as well as re lationship between ‘cultural diplomacy’, ‘public diplomacy’ and ‘cultural relations’. Then, by using the concept of cultural diplomacy I examine how ASEAN use the cultural diplomacy, as foreign policy instrument, in the multilateral environment. Finally, I summarize the article and give some suggestions how ASEAN cultural diplomacy should be directed in order to improve it.

In the age of globalization and the dominance of digital technologies, public diplomacy is no longer the prerogative of politicians, as the number of agents of influence is constantly increasing. The purpose of this paper is to study the international experience of integrated inclusion of digital diplomacy into the arsenal of public diplomacy and the opportunities and problems to apply that experience for the digitalization of Ukrainian public diplomacy. The need to understand digital diplomacy is determined by a number of factors, in particular, increasing information flows, the inclusion of diplomatic communication in the global context of networking, the use of new communication channels and tools as well as its intensity, and the emergence of new types of influence on the audience in diplomatic practice.  The experience of the leading world’s democracies shows the potential of digital diplomacy as a strategic resource for promoting national interests and implementation of diplomatic tasks and state political doctrine. The essence of the cultural and political dimension of digital diplomacy is that the use of the latest information and communication tools in the foreign policy area contributes to strengthening the attractive image of the political culture of the state, ensuring the main goals of the country’s economy in the world economic space, as well as the promotion of national identity abroad. Digital diplomacy is a tool for spreading democratic values worldwide that creates a basis for global unity. Opportunities for the development of "digital diplomacy" in Ukraine seem to be limited by the lack of national information and communication strategy, the shortage of trained professionals, and a number of risks inherent in working on the Internet. Nevertheless, digital diplomacy in Ukraine is actively developing, involving more and more stakeholders in the process of information exchange. That is facilitated by the very nature of social media, which, like any living organism, is constantly evolving.

Opis:
The phenomenon of the “soft power” as one of the effective means of improving the efficiency of influence of the state has been considered. The attractiveness of the soft power, the arsenal of its instruments, such as economic projects supporting and new promising markets opening, questions of energy and food security, cooperation in the sphere of science and technology, cultural and humanitarian relations, has been analyzed. The attention is paid to the effectiveness of the public diplomacy, especially in the long-term perspective, importance of the particular country presence in the world media space, which is brightly seen in the terms of conflict or crisis situations. The examples of absence of the “soft power” explicit policy of Ukraine in the sphere of information and communication are adduced, and the evidence of that was coverage of events related to the Russian-Georgian war. The emphasis is made on the urgent need of intensifying of the “soft power” policy in Ukraine in conditions of inability of achieving success through the use of “hard power”. It has been proposed to use the “soft power” also for the purposes of internal policy and supplement of the communication model strategy “from government to government” by the means of new principle - “from country to country”, “from society to society”, “from region to region”, “from people to people”. The main approaches, which are the prerequisites for the formation of such policy, in particular the idea of a weak but steady influence; the concept of “cultural and ideological hegemony” and the idea of “ethical state”; the concept of power of T. Parsons; views of Ukrainian scientist Vyacheslav Lypynskiy, has been considered. The examples of the soft power in EU and France policies has been demonstrated; on the basis of analysis of the ‘soft power’ creation experience in Ukraine has been shown the main directions of its practical application.

Мета дослідження полягає в з’ясуванні особливостей діяльності дружин глав держав у сфері публічної дипломатії на прикладі України й Польщі. Методологія дослідження спирається на принципи науковості, історизму, системності та загальнонаукові і спеціальнонаукові методи, зокрема біографічний. Наукова новизна результатів дослідження полягає в постановці питання про інститут Першої Леді як суб’єкт публічної дипломатії та аналізі напрямів діяльності Перших Леді України й Польщі в цій сфері. Висновки: На прикладі діяльності Перших Леді України й Польщі можна стверджувати, що Агата Корнгаузер-Дуда й Олена Зеленська змінили уявлення про роль дружин президентів у розвитку публічної дипломатії. Попри перші згадки про публічну дипломатію наприкінці XIX ст., апробацію її інструментарію в першій половині XX ст., активне залучення до наукового і професійного використання розпочалося у другій половині XX ст., а в Україні в XXI ст. Елементи публічної дипломатії можна помітити в діяльності дружин перших осіб України й Польщі в період боротьби за державність на початку ХХ ст.: Марії Грушевської, Олександри Пілсудської, Ольги Петлюри, Міхалини Мосцицької. Вони створили історичне підґрунтя застосування Першими Леді інструментарію публічної дипломатії. Сучасні Перші Леді України й Польщі поспіль із традиційними обов’язками віртуозно опанували інструментарій публічної дипломатії для формування позитивного іміджу своєї держави в уявленні суспільств інших країн. Особливого значення набуло використання цього інструментарію з початком широкомасштабної війни Росії проти України і фактично всього цивілізованого світу 24 лютого 2022 р. Своєю діяльністю Агата Корнгаузер-Дуда й Олена Зеленська засвідчують належність Інституту Першої Леді до суб’єктів публічної дипломатії.
The purpose of the study is to identify the peculiarities of the First Lady's activities in the field of public diplomacy on the example of Ukraine and Poland. The research methodology is based on the principles of scientificity, historicism, systematicity, and general scientific and specialised methods, including the biographical method. The scientific novelty of the research results lies in raising the issue of the institution of the First Lady as a subject of public diplomacy and analysing the activities of the First Ladies of Ukraine and Poland in this area. Conclusions: Based on the activities of the First Ladies of Ukraine and Poland, it can be argued that Agata Kornhauser-Duda and Olena Zelenska have changed the perception of the role of presidential wives in the development of public diplomacy. Despite the first mentions of public diplomacy in the late nineteenth century, the testing of its tools in the first half of the twentieth century, active involvement in academic and professional use began in the second half of the twentieth century, and in Ukraine in the twenty-first century. Elements of public diplomacy can be seen in the activities of the wives of the first persons of Ukraine and Poland during the struggle for statehood: Maria Hrushevska, Aleksandra Piłsudska, Olha Petliura, and Michalina Mościcka. They created the historical basis for the use of public diplomacy tools by First Ladies. The modern First Ladies of Ukraine and Poland in addition to their traditional duties have mastered the tools of public diplomacy to create a positive image of their countries in the minds of other countries. The use of this toolkit gained particular importance with the outbreak of Russia's large-scale war against Ukraine and, in fact, the entire civilised world on 24 February 2022. Agata Kornhauser-Duda and Olena Zelenska demonstrate that the First Lady's Institute belongs to the public diplomacy community.
