This article is a part of a broader study. Two more parts are planned in which this issue will be continued. The aim of this publication is to present the competences of the German territorial administration bodies in the General Government in the years 1939—1940. They resulted from the regulations established by the German occupation authorities. The internal structure of the study is based on a mixed criterion (substantive and chronological). In the first place, the regulations concerning administration at the district level are presented, in the second — at the poviat level, in the third — at the municipal level. Within these three parts, normative acts are referred to in chronological order.

In the Second Polish Republic, the governors (voivodes) were the most important officials of the territorial administration. They managed the general administration consolidated in the provincial office; from 1928 their authority in supervising the administration not consolidated in the voivodeship strengthened. Following the guidelines of the central authorities, they exerted influence on the form of national, social and economic policy; after the May coup d’etat in 1926 they also affected the shape of political relations in their provinces. The seven governors of Pomerania in the years 1920–1939 reflected the traditions of the three partitions of Poland, various perspectives of individual roads to independence, and the changing tendencies in home policy in the Second Polish Republic.

The author defends the thesis that language is an attribute of a nation and as such it is officially protected by the international legal system irrespective of the number of its speakers; thus, there is no such phenomenon as a “little language”. Opis:
In the 20th century many territorial reforms were introduced. The reforms in 1918 were problematic due to the re-creation of Polish independent state after more than a century of partitions by Austria-Hungary, the German, and the Russian Empires. After 1945 the estab-lishment of new administrative units was still a difficult issue since again the government had to take new Polish borders into consideration before making a decision. The adminis-trative changes between 1945 and 1946 were soon followed by another set of reforms. The major ones were introduced in 1950, early 1970s and 1998. There were also many reforms between the mentioned periods, however, those changes dealt with single cities, villages and other small administrative units. Quite frequently, especially between 1952 and 1989 (The Polish People's Republic) the reforms served political rather than social needs. The present administrative division has been valid since 1999.

Goal – the article deals with the regional administration initiation and evolution of the Ukrainian lands in the context of statehood origin and national traditions of governance formation. Research methodology – the methodological basis of the work consists in comprehensive, interdisciplinary, systemic and historical approaches to the analysis of regional administration development. Synthesis, generalization, comparison, observation, retrospective analysis as well as other general scientific methods were used while research conducting. In particular, the historical method was applied to realize a retrospective analysis of the emergence and evolution of domestic administrative traditions. Score/results – democracy, elections, ability to self‑organization, restriction of central power by self‑government elements are considered its characteristic elements of domestic administrative features. National administrative traditions and historical experience is presented as an important component within the process of introducing European principles and standards of public administration and reform implementation in the modern Ukraine. Originality/value – the originality and novelty of the scientific paper lies in the definition of national administrative traditions that contribute to the adaptation of foreign experience for the regional administration development and the factors limiting its use. In modern Ukraine, there are practically no fundamental studies examining the problems of adapting the European administrative experience in an organic relationship with the domestic tradition of governance. Therefore, the research remains relevant in the scientific and practical aspects.

Artykuł poświęcony jest organizacji szkolenia dowództw i sztabów na szczeblu terenowych organów administracji wojskowej. Przedstawiono w nim ogólne założenia realizacji przedsięwzięć w zakresie szkolenia dowództw i sztabów, w tym kwestie stanowiące o istocie, treściach oraz celach szkolenia dowództw i sztabów na szczeblu Wojewódzkiego Sztabu Wojskowego (WSzW) i Wojskowej Komendy Uzupełnień (WKU). Ponadto zaproponowane zostały typy, formy, kryteria i rodzaje ćwiczeń oraz wskazano założenia organizacyjne w zakresie procesu przygotowania, prowadzenia, oceny i przebiegu zakończenia ćwiczeń z dowództwami i sztabami na szczeblu WSzW i WKU. Określone zostały również zasady zgrywania systemów walki. Przedstawione w pracy propozycje i warianty rozwiązań w obszarze prowadzenia ćwiczeń z dowództwami i sztabami mają wymiar konceptualny. Można je wykorzystać w działalności szkoleniowej na tym szczeblu. Mogą one również stanowić podstawę do prowadzenia dalszych rozważań w tym zakresie.
The article presents the organisation of command and staff training at the level of territorial organs of military administration. There have been general assumptions presented of the implementation of projects in the training of command and staff, including issues deciding about the essence, content and objectives of command and staff training at the level of Voivodeship Military Staff and Military Conscription and Recruiting Headquarters 30. In addition, there have been proposed types, forms, criteria and models of exercises and indicated organisational assumptions in the process of implementing, monitoring, evaluation and course completion exercises with commands and staffs at territorial organs of military administration. Specific rules have also been determined for coordinating combat systems. Presented proposals and variants in the area of conducting exercises with commands and staffs have a conceptual dimension. They can be used in training activity at this level. They can also provide a basis for further discussion in this spectrum of activities.

Opis:
Zagadnienie kształtowania lokalnej administracji terenowej w Polsce w latach 1945-1952 należy do jednego z ciekawszych w historii powojennej. Z jednej strony mamy formalnie istniejący samorząd terytorialny, z drugiej zaś pojawia się nieznany dotąd na ziemiach polskich radziecki model administracyjny – rady narodowe. Połączenie samorządu terytorialnego i rad narodowych przez władze zagmatwało sytuację administracyjną w Polsce. Hierarchiczny układ rad, tzn. podporządkowanie rad niższego szczebla radom wyższego szczebla oznaczało odejście od jednej z podstawowych cechy samorządu terytorialnego – decentralizacji, czyli niezależności danego szczebla struktury w stosunku do szczebla usytuowanego wyżej. Skład osobowy rad narodowych nie był ustalany w drodze wyborów, a jedynie o proces delegowania przez tzw. organizacje demokratyczne ściśle związane z ruchem komunistycznym.
The shaping of the local administration system in Poland in the years 1945-1952 is one of the most interesting issues in the post-war history. On the one hand, there is a formally existing local government system, but on the other hand, there appears a Soviet administrative model of national councils, previously unknown in Poland. The combination of the systems of local government and national councils authorities confused the administrative situation in Poland. The hierarchical arrangement of councils, i.e. the subordination of lower-level councils to higher-level ones, meant a departure from one of the basic features of local government, i.e. the independence of a given level of the administrative structure in relation to the level located above it. The composition of national councils was not determined by way of elections, but only by a process of delegation by so-called democratic organisations closely linked to the communist movement.

The detachments of Territorial Defence Force (TDF, Polish: Wojska Obrony Terytorialnej) are an important element in the new structure of the Polish Army. The article presents the challenges the Territorial Defence Force, a new branch of the Armed Forces of the Republic of Poland, are currently facing. The author discusses the origin of TDF as well as the basic normative and legal documents that specify the role and tasks of TDF in the national security system. The principles of recruitment to TDF, the basic criteria laid down for candidates for service and a timeline of TDF development in 2016–2019 are described. Particular attention is paid to the cooperation between TDF and operational forces in case of an armed conflict, which poses a serious challenge to the new type of armed forces. Additionally, research suggests that the range of tasks assigned to TDF indicates their significant role within the crisis management system. This requires the TDF command to work closely with public administration and to gain trust and esteem in local communities in the regions of their operation.

Local self-government constitutes a part of executive power in the state, with the state’s law underlying its functioning. Local government remains under the state’s supervision, representing a form of the political system within the decentralized public administration. 2018 marks 20 years of the functioning of local self-government based on a three-tier structure. The aim of the paper is an attempt at finding the answer to the question whether or not the organizational solutions adopted by the legislator and established in practice need to undergo reforms and if so, to what extent? The question thus formulated relates directly to the argument that the organization of local government system is not sound while the criteria assumed in the territorial breakdown of the local government organization do not correspond to the conditions in which those units operate, and therefore what appears necessary is for the system to be reorganized and the number of units at individual tiers to be reduced. The paper presents selected problems of the local administration in the context of a systemic organization and suggest possible (or necessary) changes which, in the author’s view, should become a subject of discussion (and in practice are such) between local selfgovernment and government administration.

The analysis of primary sources presented in this article determines that the career of Michael Küchmeister in the administrative structures of the State of the Teutonic Order in Prussia until 1410 at certain points significantly differed from what the scholarly literature previously assumed. His first office to appear in primary sources was the castle commander of the Commandry of Rhein, newly established in 1394. After that territorial administration unit was dissolved in 1397, Küchmeister held other offices in the Commandry of Balga, such as the companion of a local commander and the Pfleger of Rastenburg. However, in 1400 he certainly was not the Schäffer of Elbing. Immediately before the end of June 1402, Küchmeister was appointed the Großschäffer of Königsberg. Most likely he held this office until the end of September 1404. From this moment, he was probably the Pfleger of Gerdauen for a year and then in September 1405, he was granted the office of a Vogt in Samogitia which had been re-conquered by the Teutonic Order. He stayed there until August 1409. In September 1409, by command of Grand Master Ulrich von Jungingen, he set out on a diplomatic mission to Hungary. Unfortunately, there is no record of his actions in the period of six months between August 1409 and April 1410. At the end of April 1410, he was appointed the Vogt in the Teutonic Neumark. The further steps in the career of Küchmeister, who eventually reached the office of the Grand Master of the Teutonic Order in January 1414, are well known.

This article’s aim is to examine a dependency between local government administration at a municipal level and the level of local entrepreneurship. This paper attempts to answer the question of whether the size of the local government administration has features of stimulant or de-stimulant in the process of setting up a business. In other words, does the size of public administration at a local level (municipal level) have a positive or negative impact on creating new business entities? This is important due to at least a couple of reasons. First of all, the current research achievements are not extensive, when it comes to the publications that link entrepreneurship and the size of local government administration. Secondly, the problem of entrepreneurship determinants constitutes still topical and not fully investigated (or explained) aspects of local economy development. Thirdly and finally, the authors of this article have proposed and copyrighted an approach to the quantification of the size of local government administration, modifying commonly used measures of local public administration. Thus, this article fits not only into the explanation of the entrepreneurship phenomenon and its determinants, but also contributes to the development of knowledge about dependencies between the size of local self-government and the entrepreneurship level. It expands the knowledge resource on analyzed dependencies and re-orients current approaches to similar research.

The article considers the peculiarities of local government reform based on the examples of Ukraine, Poland, and Latvia. It is substantiated that the Ukrainian vector of European integration requires the implementation of the principles of deconcentration, decentralisation, and subsidiarity in the local governance systems. It is indicated that regional disproportions in the development of the territory of Ukraine, the inability to implement the reform on the ground in specific administrative-territorial units, the spread of corruption schemes – all these are the consequences of an ineffective model of local self-government and public administration of regional development, inherited from the Soviet system, which requires fundamental changes. Broad powers for sub-regional units characterise the Polish model of the administrative-territorial structure. However, this model is underpinned by a high level of political activity and community self-awareness. The Latvian experience of decentralisation of power emphasises the basic principle of success: the volunteer approach to the reform’s implementation. In conclusion, it is proved that for the successful implementation of the Ukrainian local self-government reform, the following factors are necessary: firstly, the victory of Ukrainian armed forces against the military aggression of Russia; secondly, the elaboration of a legal framework for the development of local self-government and the support of society; thirdly, qualified personnel capable of continuing the implementation of the local self-government reform.

The purpose of this article was a description and justification of the direction of changes which inevitably await the area of the functioning of the internal audit within the territorial self-government units in Poland. The analysis was preceded by a review of the evolution of the functioning and the definition of the internal audit within the territorial self-government units in Poland over the last twenty years. The sources and causes of the planned legislative changes in the act on public finance concerning the internal audit in the sector of public finance in Poland are presented with a special emphasis on the territorial self-government units. The conducted research is based on the study of literature on public finance, internal audit, and managerial control. A detailed analysis and interpretation of legal acts in force in the researched area was conducted, particularly including the draft bill amending the public finance act and certain other acts (no UD327 in the list of legislative and programme works of the Council of Ministers as of 1st March 2022) to justify the direction of the changes.
Celem niniejszego artykułu jest omówienie i uzasadnienie kierunków zmian, które są nieuchronne i czekają obszar funkcjonowania audytu wewnętrznego w jednostkach samorządu terytorialnego (jst) w Polsce w kontekście projektu ustawy o zmianie ustawy o finansach publicznych oraz niektórych innych ustaw. Dokonano również próby oceny projektowanej ustawy z punktu widzenia poprawy funkcjonowania audytu wewnętrznego w samorządowym sektorze publicznym. Przeprowadzone badania oparto na studiach literaturowych z dziedziny finansów publicznych, audytu wewnętrznego i kontroli zarządczej. Dokonano wnikliwej analizy i interpretacji aktów prawnych obowiązujących w badanym obszarze, w tym w szczególności Projektu ustawy o zmianie ustawy o finansach publicznych oraz niektórych innych ustaw (nr UD327 w Wykazie prac legislacyjnych i programowych Rady Ministrów; stan na dzień 01.03.2022) celem uzasadnienia kierunków zmian. Wykorzystano również materiały pochodzące z rządowych stron internetowych, zawierające propozycje nowych zapisów w ustawie o finansach publicznych oraz dokonano oceny możliwych skutków prezentowanych zmian.

Opis:
The rationale of this paper would be extracted from the fact that a regional policy, in the full European patterned comprehensive sense, was never thoroughly pursued in Romania since joining EU in 2007. Our research try to evaluate if there are any preliminary historical assets in order to ease the process of modern regionalization and further on to investigate the policies that were officially implemented in order to comply with the overall EU territorial developmental framework. Last but not least we investigate the ad-hoc approaches of several of the local public administrators in the country, innovative approaches conceived in order to mend the evident lack of consistency of governmental public policies in this area. Within this respect our endeavor is to benchmark the overall progress of the country towards genuine regional development to some recently taken steps by some local administrative bodies, steps that already proved to be lucrative for a few counties in North-Western Romania.
Uzasadnieniem niniejszego artykułu jest fakt, że polityka regionalna, w pełnym europejskim znaczeniu tego słowa, nigdy nie była dokładnie realizowana w Rumunii od momentu przystąpienia do UE w 2007 roku. Nasze badania próbują ocenić, czy istnieją jakieś wstępne historyczne atuty, które mogłyby ułatwić proces nowoczesnej regionalizacji, a następnie zbadać polityki, które zostały oficjalnie wdrożone w celu dostosowania się do ogólnych ram rozwoju terytorialnego UE. Wreszcie badamy podejścia ad hoc kilku lokalnych administratorów publicznych w kraju, innowacyjne podejścia opracowane w celu naprawienia oczywistego braku spójności rządowych polityk publicznych w tej dziedzinie. W tym kontekście naszym celem jest porównanie ogólnego postępu kraju w kierunku prawdziwego rozwoju regionalnego z pewnymi krokami podjętymi ostatnio przez niektóre lokalne organy administracyjne, krokami, które już okazały się dochodowe dla kilku powiatów w północno-zachodniej Rumunii.
