W pracy przedstawiono możliwości zastosowania modelu hydrologicznego HEC-HMS przy opracowywaniu strategicznej oceny oddziaływania na środowisko projektów miejscowych planów zagospodarowania przestrzennego na wody powierzchniowe. Praktyczne możliwości zastosowania modelu w symulacji reakcji zlewni na opady o dużym natężeniu przedstawiono na przykładzie zlewni cieku Różany Potok, która podlega szybkiemu procesowi urbanizacji. Pole powierzchni zlewni Różany Potok wynosi 8,1 km2, a długość cieku 5,57 km. W latach 1992–2012 nastąpił znaczny przyrost terenów uszczelnionych w zlewni z około 5,2 do 16%. Dodatkowo obrębie zlewni opracowywane są nowe mpzp, realizacja ich zapisów może przyczynić się do wzrostu udziału terenów nieprzepuszczalnych do ponad 20%. Wzrost udziału terenów nieprzepuszczalnych w analizowanej zlewni oraz tradycyjne podejście do zagospodarowania wód opadowych, może doprowadzić do dwukrotnego wzrostu przepływów wezbraniowych i zwiększenie ryzyka występowania lokalnych podtopień i powodzi.
The paper presents the possibility of application of the hydrological model HEC-HMS in the development of a strategic environmental assessment of local spatial development plans on surface water. The practical possibility of using simulation models of catchment response to high intensity precipitation is shown on the example of the Różany Potok watercourse catchment which is subject to rapid urbanization process. The area of Różany Potok catchment is 8.1 km2 and a stream length is 5.57 km. In the years 1992–2012 there was a significant increase in impervious areas in the catchment of about 5.2 to 16%. In addition, new local spatial development plans are prepared within the catchment area. The implementation of their records may contribute to the increase in the proportion of impervious areas to over 20%. The increase in the share of impervious areas in the catchment area and traditional approach of precipitation water management can lead to doubling flood flows and increase the risk of local flooding.

This article presents issues related to the implementation of performance-based budget in Poland and the arguments justifying the need for further strengthening activities in this area. The first section presents obstacles and concerns related to this new budget system raised by the experts. Next, the process of implementation of the performance budgeting is covered, with particular focus on the changes within the scope of organisation and coordination. The author discusses the connection between performance-based budgeting and strategic planning, in particular with the mid-term integrated strategies 2012–2020. In conclusion, she stresses the need for corrections and deepening the discussion on effective performance-based budgeting in Poland.

In the Europe of the European Union, policies and programmes on the social inclusion of millions of Euros have been presented for years in different countries, with a greater concentration in the countries of the South and neighbouring countries. This issue is of concern to state, regional and also local governments. The strategies proposed are also multilevel. It is the latter that have the most complicated role since they are the ones that are closest to the problem.  For this last level of public administration, the main obstacle is the lack of resources, becoming clearly dependent on European, national and autonomous funds. The analysis of the plans guides us as to which aspects are the most important. This is the case of Barcelona, because it is an example of inclusive support measures and teamwork on a European and international scale. A theoretical model derived from the analysis of the theory and the results of the application of the different social policies of inclusion through training is presented, in which the leader has a determining role and a new actor is incorporated into the traditional models.

In today’s turbulent times, companies need to embrace new business models and paradigms of B2B marketers, learn from the mistakes of others and get inspired by new ways and innovative ideas, as innovations represent a source of a long-term profit, business success and competitive advantage. The aim of this contribution is to propose an effective business and marketing plan of the business and manufacturing holding companies Výstaviště České Budějovice in the Czech Republic with regard to the planned sales volume in quantitative and financial terms of long-term profit potential, business success and competitive advantage in the field of exhibitions in the Czech Republic. Scientific methods for obtaining information, data collection and results from the evaluation were analysis of identifying the phases of innovative marketing - selecting the area of interest of the marketing process, creating a “marketing gap” and suggesting of the way to link new ideas to original ones; method of secondary analysis of professional economic studies and written internal documents of the holding companies Výstaviště České Budějovice in the Czech Republic; formal interview in way of open questions with selected members of the management holdings Výstaviště České Budějovice in the Czech Republic and other. A specific hypothesis was proposed to verify the current change in the marketing concept that has an impact on the expansion of services portfolio, progress of an enterprise, support of production processes, and improvement of output values of economic indicators.
W dzisiejszych niespokojnych czasach firmy muszą stosować nowe modele biznesowe i paradygmaty marketerów B2B, uczyć się na błędach innych i inspirować się nowymi sposobami i innowacyjnymi pomysłami, ponieważ innowacje stanowią źródło długoterminowego zysku, sukces biznesowy i przewaga konkurencyjna. Celem tego artykułu jest zaproponowanie skutecznego planu biznesowego i marketingowego holdingów biznesowych i produkcyjnych Výstaviště České Budějovice w Czechach w odniesieniu do planowanej wielkości sprzedaży pod względem ilościowym i finansowym pod względem długoterminowego potencjału zysku, sukcesu biznesowego i przewaga konkurencyjna w dziedzinie wystaw w Czechach. Naukowe metody uzyskiwania informacji, gromadzenia danych i wyników oceny obejmowały analizę identyfikacji faz marketingu innowacyjnego - wybór obszaru zainteresowania procesu marketingowego, tworzenie „luki marketingowej” i sugerowanie sposobu połączenia nowych pomysłów z oryginalne; metoda wtórnej analizy profesjonalnych badań ekonomicznych i pisemnych dokumentów wewnętrznych spółek holdingowych Výstaviště České Budějovice w Czechach; formalny wywiad w formie pytań otwartych z wybranymi członkami kierownictwa Výstaviště České Budějovice w Czechach i innych. Zaproponowano konkretną hipotezę, aby zweryfikować obecną zmianę koncepcji marketingowej, która ma wpływ na rozszerzenie portfela usług, rozwój przedsiębiorstwa, wsparcie procesów produkcyjnych i poprawę wartości wyjściowych wskaźników ekonomicznych.

Diversity pedagogy and inclusive education – understood as the integration of the representatives of heterogeneous groups into the educational community – is as an example of a very up-to-date, socially important innovation, which requires serious, systematic approach to its generation and diffusion. The paper shows that successful implementation of such innovation depends not only on what part of the population considers it to be socially useful, but also on the consistent and, in the long term perspective, logical steps taken to implement and disseminate the innovation. Such consistency can be accomplished most effectively within the framework of the strategic plan of innovation implementation.

The aim of the single capital market of the EU is the access of all Member States to the funds, according to the same principles, and the diversification of sources of financing for enterprises, paying special attention to the SME sector. The author highlights that the improvement of attractiveness of the capital markets in the EU countries would result in a greater number of investments from the world. This, in turn, would increase the ability of the European economy to respond to shocks and to reduce debt.
Celem jednolitego rynku kapitałowego UE jest dostęp, na tych samych zasadach, wszystkich państw członkowskich do funduszy i dywersyfikacja źródeł finansowania dla przedsię-biorstw, ze szczególnym uwzględnieniem sektora MŚP. Autorka podkreśla, że poprawa atrakcyjności rynków kapitałowych w państwach UE wpłynęłoby na większą liczbę inwestycji ze świata. To z kolei zwiększyłoby zdolność europejskiej gospodarki do amortyzowania wstrząsów i do obniżania poziomu zadłużenia.

The aim of the article is to identify the possibility of creating legal solutions for the implementation of innovation in agriculture in the Polish and European legal system. The particular emphasis on the development of new technologies put in the Common Agricultural Policy after 2023 indicates that it is becoming one of the most important factors shaping the competitiveness and profitability of agriculture. It presupposes the development of a number of legal mechanisms that together will make up agricultural innovation. This heterogeneity is a major problem but at the same time an opportunity for agriculture. The article identifies first of all possible legal solutions, but emphasises that they cannot be developed without the cooperation of specialists from other scientific disciplines and representatives of business related to modern technologies. The definition of the legal framework for innovative solutions in agriculture cannot be separated from the consideration of global and European aspects. The speed and possibilities of the application of modern solutions will determine the place of Polish agriculture in the international arena for many years to come.
Celem artykułu jest określenie możliwości stworzenia rozwiązań prawnych dotyczących wdrożenia innowacji w rolnictwie w polskim i europejskim systemie prawnym. Szczególny nacisk na rozwój nowych technologii we Wspólnej Polityce Rolnej po 2023 r. wskazuje, że staje się on jednym z ważniejszych czynników kształtujących konkurencyjność i dochodowość rolnictwa. Zakłada on wypracowanie wielu mechanizmów prawnych, które łącznie będą składać się na innowacje w rolnictwie. Ta niejednolitość jest dużym problemem, a jednocześnie szansą dla rolnictwa. W artykule określono przede wszystkim możliwe rozwiązania prawnej, ale zaakcentowano, że nie mogą one powstać bez współpracy specjalistów z innych dyscyplin nauki oraz przedstawicieli biznesu związanego z nowoczesnymi technologiami. Określenie ram prawnych dla rozwiązań innowacyjnych w rolnictwie nie może być oderwane od uwzględnienia aspektów globalnych i europejskich. Szybkość i możliwości skorzystania z nowoczesnych rozwiązań na długie lata określą miejsce polskiego rolnictwa na arenie międzynarodowej.

The aim of the considerations was to identify the challenges related to smart villages arising in the Polish and European legal systems. The expansion of the smart villages concept has become more apparent the new Common Agricultural Policy which provides for the development of different legal mechanisms which, put together, will help to create a smart village. The legal, but also social and economic challenges related to this proposal have been indicated and supported by examples of the implementation of innovative villages in selected European countries, taking into account the influence of globalisation and Europeanisation on the very concept of intelligent villages. Further to that, potential threats from the adopted solutions, as well as their impact on the competitiveness of agriculture have been highlighted. It has also been shown that intelligent villages constitute one of the transmitters of innovation in agriculture and digital rural development.
Celem rozważań jest identyfikacja wyzwań związanych z inteligentnymi wsiami w polskim i europejskim systemie prawnym. Rozwój koncepcji inteligentnych wsi jest bardziej widoczny w nowej Wspólnej Polityce Rolnej po 2023 r. Zakłada ona rozwój wielu mechanizmów prawnych, które razem będą tworzyć inteligentną wieś. W artykule wskazano przede wszystkim wyzwania prawne, ale także społeczne i ekonomiczne. Ich identyfikacja została wsparta przykładami wdrożeń innowacyjnych wsi w wybranych krajach europejskich. Przedstawione w artykule wyzwania uwzględniają również kwestie globalizacji i europeizacji koncepcji inteligentnych wsi. Jednocześnie odniesiono się do możliwych zagrożeń wynikających z przyjętych rozwiązań, a także ich wpływu na konkurencyjność rolnictwa. Wskazano, że inteligentne wsie są jednym z przekaźników innowacji w rolnictwie i cyfrowego rozwoju obszarów wiejskich.
L’articolo si propone di identificare sfide fondamentali relative ai villaggi intelligenti negli ordinamenti giuridici polacco ed europeo. Nella nuova politica agricola comune dopo il 2023 lo sviluppo della concezione di smart village è più accentuato. Essa prevede di sviluppare vari meccanismi giuridici che nell’insieme porteranno a creare questo tipo di villaggio. Nell’articolo sono state messe in risalto soprattutto sfide giuridiche, accanto a quelle sociali ed economiche, supportate da concreti esempi provenienti da Paesi europei scelti. Nel contesto delle sfide discusse si è tenuto conto anche delle questioni riguardanti la globalizzazione e l’europeizzazione. Si è fatto altresì riferimento a possibili minacce risultanti dalle soluzioni adottate, nonché ad un loro impatto sulla competitività dell’agricoltura. È stato anche appurato che i villaggi intelligenti agiscono da cassa di risonanza per promuovere l’innovazione nel settore agricolo come anche l’innovazione digitale delle zone rurali.

Odpady sprzętu elektrycznego i elektronicznego są źródłem m.in. glinu, żelaza (surowce strategiczne), miedzi, srebra (surowiec deficytowy), magnezu, kobaltu i antymonu (surowce krytyczne) oraz kadmu, stopów metali, a także tworzyw sztucznych (polipropylen, akrylonitryl-butadien-styren, polistyren i teflon). Stale postępujący rozwój technologiczny w zakresie sprzętu elektrycznego i elektronicznego powoduje u potencjalnych użytkowników chęć posiadania sprzętu nowej generacji. Naturalną konsekwencją tej prawidłowości jest wzrost ilości wytwarzanych odpadów zużytego sprzętu elektrycznego i elektronicznego (ZSEE).
The waste management of waste electrical and electronic equipment are the source of metals, for example: aluminium, iron (strategic raw materials), copper, silver (deficit raw material) magnesium, cobalt, antimony (critical raw materials) and cadmium and alloys, and plastics (for example: polypropylene, acrylonitrile-butadiene-styrene, polystyrene and teflon). Constant technological development in the field of electrical and electronic equipment causes potential users to desire newer generation of hardware. The natural consequence of this regularity is to increase the amount of waste of electrical and electronic equipment (WEEE).

Celem opracowania było przedstawienie sytuacji Systemu Doradztwa Rolniczego po wejściu w życie nowej perspektywy finansowej na lata 2021-2027. Doradztwo wyodrębniono jako odrębny rodzaj interwencji w ramach planu strategicznego WPR. Dla realizacji zadań przeznaczono dwa rodzaje interwencji związane ze współpracą oraz wymianą wiedzy i informowaniem. Jako niewystarczający uznano liniowy system transferu wiedzy. Zamiast tego zaproponowano, by realizować interaktywny model innowacji oparty na wielu podmiotach. Kierunkowym działaniem jest zorganizowanie w każdym kraju Systemu Wiedzy i Innowacji Rolniczych.
The purpose of the study was to present the situation of the Agricultural Advisory System after the entry into force of the new financial perspective for 2021-2027. Consultancy was distinguished as a separate type of intervention under the CAP strategic plan. Two types of interventions related to cooperation as well as exchange of knowledge and information were intended for the implementation of tasks. The linear knowledge transfer system was considered insufficient. Instead, it was proposed to implement an interactive innovation model based on many entities. Organization of the Agricultural Knowledge and Innovation System is organized in each country.

Opis:
Celem rozważań jest ocena regulacji prawnej w zakresie ochrony wód w procesie produkcji rolnej z punktu widzenia Wspólnej Polityki Rolnej na lata 2023-2027. W konkluzji autor stwierdza, że obowiązująca regulacja nie zapewnia właściwej ochrony wód przede wszystkim ze względu na jej rozproszenie, zbyt słabe oddziaływanie na ochronę zasobów wodnych i niewystarczające sankcje za zanieczyszczanie tego elementu środowiska. Wyzwania, jakie wynikają ze Wspólnej Polityki Rolnej, mogą wpłynąć na poprawę obecnej sytuacji. Potrzeba ochrony wód w produkcji rolnej wymaga konstruowania regulacji prawnej w oparciu o właściwie wyważone instrumenty nakazowo-zakazowe oraz instrumenty stymulacyjne. Zachodzi konieczność usystematyzowania regulacji prawnej z uwzględnieniem kwestii bezpieczeństwa żywnościowego, zachowania zdolności produkcyjnych rolnictwa oraz racjonalnego wykorzystywania wody, gleb i powietrza w procesie produkcji rolnej.
The aim of the considerations was to assess the legal regulation of water protection in the process of agricultural production from the perspective of the Common Agricultural Policy 2023-2027. It has been established that the current regulation does not provide for adequate water protection due to, primarily, its fragmentation, weak impact on the protection of water resources and unsatisfactory sanctions currently available for polluting this element of the environment. The challenges arising from the Common Agricultural Policy are capable of influencing the improvement of the existing situation but the protection of waters in agricultural production requires constructing a legal regulation based on properly balanced preventive and incentive instruments. The legal regulation needs to be systematised taking into account the issues of food security, the preservation of the productive capacity of agriculture and the rational use of water, soil and air in the agricultural production process.

Opis:
Strategic development and planning predetermine all the major fields of activities. Marketing activities are the key tool of communication with a company’s customers, suppliers and other stakeholders. Nowadays, short but informative presentation solutions are becoming more attractive and popular. Companies are using more visuals with a short text in their communication channels as well as in building strategies. One of the tools is the one-page strategic plan (OPSP). The research problem of the paper is how to develop a strategy in its compressed version for the organisation that can have a format which is easy-to-understand and communicate. The paper aims to propose the OPSP model for the Aarong company, which should include both the commercial and non-profit activities. As a research method, the case study of Aarong company was chosen, using the secondary data. The proposed OPSP for Aarong company clearly showed the connections of all key elements of a strategic plan. The practical implications of using the OPSP tool in the Aarong company are clearly visible in terms of synthesis of a complicated strategic plan and having an attractive form of the company strategy for the external communication.

Zwiększenie konkurencyjności Europy i pobudzenie inwestycji sprzyjających tworzeniu miejsc pracy – zgodnie z deklaracją złożoną przez Jeana-Claude’a Junckera w wystąpieniu poprzedzającym głosowanie nad zatwierdzeniem przez Parlament Europejski jego kandydatury na nowego szefa Komisji Europejskiej w dniu 15 lipca 2014 r. – jest priorytetem Komisji Europejskiej. W myśl tej idei Komisja Europejska przygotowała trójelementową inicjatywę przyśpieszenia procesu wychodzenia z kryzysu i wzrostu inwestycji w latach 2015–2017. Założenia tej koncepcji przedstawiono w niniejszym artykule.
Increasing Europe's competitiveness and stimulating investment for job creation is a priority for the European Commission. According to this idea, the European Commission has prepared a threefold initiative to accelerate the recovery from the crisis and investment growth in the years 2015-2017. The paper presents the assumptions of this concept.

NIK’s work plans for the years 2012–2016 were developed with consideration to certain social and economic conditions in the country’s economic and social development. Financial stability was considered the basic factor that allows for improving the citizens’ living conditions. In the course of formulating these conditions, two stages can be identified. During the first stage, in the years 2012–2013, focus was placed on the issues related to, among others, the budget deficit, infrastructure, business environment, national education, professional activity of the citizens, demography, research and development activities and the citizens’ security. At the other stage, comprising the years 2014-2015, the focus was on the issues related to improving the citizens’ living conditions and effective public assets management, national education and medical care. In that period, significant changes took place with regard to the development of annual work plans.
