W artykule przedstawiono standardowe parametry jakości, niezawodności i pewności dostaw energii elektrycznej oraz przeanalizowano odpowiedzialność ekonomiczną przedsiębiorstw energetycznych (operatorów systemów: przesyłowego i dystrybucyjnych) za niedotrzymanie tych parametrów. Ponadto określono przysługującą odbiorcy wysokość bonifikaty i upustu za niedotrzymanie poziomu napięcia znamionowego, wysokość bonifikaty za przerwę w dostawie energii elektrycznej oraz wysokość upustu za niewystarczającą pewność zasilania.
The article presents standard quality and reliability parameters of electrical energy provision along with the analysis of responsibilities of power transmission and distribution companies once these parameters are not fulfilled. Additionally, the authors defined: the volume of discounts that should be given to customers when the level of rated voltage is not fulfilled, the volume of discounts in the case of breaks in electrical energy provision, and the volume of discounts for too low reliability of provisions.

The reform of rail transport in Russia is creating entirely new business environment, imposing additional requirements for those working in the industry including the graduates of vocational training institutions. Under these conditions, the responsibility of the industry decision-makers of all management levels is rapidly growing. The reform of JSC Russian Railways reflects the company’s goal of conformity to the European standards along with participation in European integration process. The article’s focus is on one of the real steps taken to achieve this goal - the retraining program titled Innovative Management (Engineer Entrepreneurship). This paper contains the comparative analysis of education systems of Russia and the leading countries of the world, analyzes the main trends in the global as well as domestic education, vocational education system in Russia and abroad, the goals of innovative programs implementation, its content, the faculty involved, final results indicators for the program participants, its novelty. The issues encountered during the implementation of the program have been discovered. The forms and methods of solving these issues have been offered.
Реформа железнодорожного транспорта России создает принципиально новые условия хозяйственной деятельности, предъявляет дополнительные требования к специалистам, работающим в отрасли, в том числе к выпускникам учреждений профессионального образования. В этих условиях неизмеримо возрастает степень ответственности принимаемых руководителями любого звена железной дороги решений, их эффективности и целесообразности. Реформа ОАО “РЖД” свидетельствует о стремлении компании к деятельности по европейским стандартам, процессам евроинтеграции. В данной статье рассматривается один из реальных шагов к достижению данной цели – реализация образовательной программы дополнительной профессиональной переподготовки “Инновационный менеджмент” (“Инженерное предпринимательство”). В статье дан сравнительный анализ систем образования в России и ведущих странах мира, проанализированы основные тенденции в развитии мирового и отечественного образования, системы профессионального образования в России и за рубежом, цели реализации инновационной программы, содержание, кадровый состав преподавателей, индикаторы конечного результата для субъектов и объектов программы, ее новизна. Обозначены проблемы, возникшие в ходе реализации программы. Рекомендованы формы и методы решения этих проблем.

Głównym celem artykułu jest przedstawienie spodziewanych zmian w regulacjach dotyczących systemu wewnętrznej kontroli jakości firmy audytorskiej na tle dotychczasowych doświadczeń (obecnych regulacji oraz działań podejmowanych w ramach wprowadzonego w 2009 r. nadzoru publicznego). Badania były skoncentrowane na planowanych zmianach w Międzynarodowym Standardzie Kontroli Jakości 1 (ISQC 1) i zostały przeprowadzone w kontekście wpływu przedmiotowego zagadnienia na zapewnienie jakości usług świadczonych przez biegłych rewidentów. Wnioski badawcze sformułowano na podstawie analizy międzynarodowych standardów kontroli jakości, aktów prawnych, publikacji z zakresu rewizji finansowej (głównie internetowych), dedukcji i wnioskowaniu popartych doświadczeniem własnym. Wyniki badania wskazują, że projektowane przez Radę Międzynarodowych Standardów Rewizji Finansowej i Usług Atestacyjnych (IAASB) zmiany w zakresie ISQC 1 w istotny sposób zmieniają podejście do systemu wewnętrznej kontroli jakości w firmach audytorskich i wychodzą jednocześnie naprzeciw postulatom w zakresie poprawy jakości w firmach audytorskich, wynikającym z kontroli przeprowadzonych przez Komisję Nadzoru Audytowego oraz Krajową Komisję Nadzoru. Artykuł może być wskazówką dla regulatora, organu nadzoru publicznego, firm audytorskich, ale także inspiracją do dalszych badań naukowych.
The main goal of the article is to present the expected changes in the regulations concerning the internal quality control system of the audit firm against the background of previous experience (current regulations and activities undertaken as part of public oversight introduced in 2009).The research focused on the planned changes in the International Standard for Quality Control 1 (ISQC 1) and was conducted in the context of the impact of the issue on ensuring the quality of services provided by statutory auditors. The research conclusions were formulated based on the analysis of international quality control standards, legal acts, publications in the field of financial revision (mainly online), deductions and conclusions supported by own experience. The results of the survey show that the changes in ISQC 1 designed by the International Auditing and Assurance Standards Board (IAASB) significantly change the approach to the internal quality control system in audit firms and at the same time meet the demands for quality improvement in auditing companies and the recommendations resulting from inspections carried out by the Audit Oversight Commission and the National Audit Oversight Committee. The article may be an indication for the regulator, public oversight body and audit firms, but also an inspiration for further scientific research.

The study examined the relationships between residents’ socioeconomic characteristics and the housing quality standard in Abeokuta, Nigeria. Systematic sampling technique was used to select 198 household heads for questionnaire administration. The findings revealed that socioeconomic factors are correlated in the following proportions: educational level shows a moderate correlation with monthly income (r = .463, p < 0.01), length of stay (r = -.433, p < 0.01) and age of building (r = -.414, p < 0.05); monthly income displays a fairly strong correlation with length of stay (r = -.502, p < 0.01) and age of building (r = -.625, p < 0.01); household size presents a relatively strong correlation with length of stay (r = .766, p < 0.01), and a moderate correlation with age of building (r = .545, p < 0.01). The results of the multiple regression analysis produced an R2 = 0.387, meaning that socioeconomic variables explained the 38.7% variance in the housing quality standard (HQS) in the study area. Therefore, the study concluded that length of stay, educational level and age of building are strongly associated with the housing quality in Abeokuta
Opracowanie miało na celu zbadanie związku między charakterystyką socjoekonomiczną mieszkańców a jakością warunków mieszkaniowych w Abeokuta, Nigeria. Autorzy wykorzystali technikę doboru losowego do wyznaczenia 198 gospodarstw domowych i przeprowadzenia badania kwestionariuszowego z głowami tych rodzin. Uzyskane dane ujawniły, że czynniki socjoekonomiczne są skorelowane w następujących proporcjach: poziom wykształcenia pokazuje umiarkowaną korelację z dochodem miesięcznym (r = .463, p < 0.01), długością pobytu (r = -.433, p < 0.01) oraz wiekiem budynku (r = -.414, p < 0.05); dochód miesięczny wykazuje dość silną korelację z długością pobytu (r = -.502, p < 0.01) i wiekiem budynku (r = -.625, p < 0.01); wielkość gospodarstwa domowego prezentuje względnie silną korelację z długością pobytu (r = .766, p < 0.01), a umiarkowaną korelację z wiekiem budynku (r = .545, p < 0.01). Wyniki analizy regresji wielorakiej wyniosły R2 = 0.387, co oznacza, ze zmienne socjoekonomiczne wyjaśniały 38.7% zróżnicowania jakości warunków mieszkaniowych (Housing Quality Standard) jakie istnieje na badanym obszarze. W konsekwencji, wnioski wynikające z opracowania mówią o tym, że długość pobytu, poziom wykształcenia oraz wiek budynku wiążą się ściśle z jakością warunków mieszkaniowych w Abeokuta.

The problems concerning the quality and quality assurance systems were discussed on the base of the International Standards series ISO 9000. The structure, scope and the field of application of these Standards were described. The special attention has been drawn to the models of quality assurance specified in ISO 9001, ISO 9002 and ISO 9003. The role of the International Standards series ISO 9000, as a useful tool to harmonize the international trade in free-market economy was stressed. It was emphasized that the application of quality management and quality assurance systems according to ISO 9000 is compatibile with the implementation of Hazard Analysis Critical Control Point (HACCP) system in the food industry.

Z pomocą menedżerom przychodzi technika z całą paletą nowoczesnych narzędzi. Trzeba pamiętać jednak o tym, by wykorzystywać je z myślą o całej macierzy współzależności, by likwidując jedno zagrożenie, nie spotęgować drugiego. Artykuł prezentuje możliwości wykorzystania jakościowej oceny usług transportowych metodą SERVQUAL.
To properly and effectively manage transport services is necessary to use the most advanced quality standards. Their role is becoming more and more essential every day. The engineering and its wide range of tools is a relevant support to the managers. What is worth remembering is that they should be used with consideration to all correlations matrix, so that one threat does not increase the other one. The article presents possibilities using of quality for the estimation of transport services SERVQUAL method.

(Polish title: Analiza jakosci zycia osob bezrobotnych zarejestrowanych w powiatowym urzedzie pracy w Bydgoszczy). The study was carried out on the basis of interviews, conducted directly with 200 randomly chosen people, registered as unemployed in the council labour offices in Bydgoszcz in September 2009. The main tool in this survey was a specially prepared questionnaire which made possible the collection of information on the following topics: the socio-demographic characteristics of the person taking part in the study, their current situation on the job market and the material and immaterial aspects of their lives. Questionnaire also allowed to explore the subjective feelings of respondents on the quality of their lives.

Standard życia społeczeństwa odgrywa specjalna i ważną rolę w koncepcji rozwoju społecznego. Można przyjąć, że im wyższy jest standard życia społeczeństwa, tym większe są szanse na rzeczywisty rozwój społeczeństwa. Standard życia wyraża pewien poziom zaspokojenia potrzeb społeczeństwa, gdyż żadne społeczeństwo nie jest w stanie zaspokoić wszystkich potrzeb własnych mieszkańców. Standardu życia nie można wyrazić za pomocą pojedynczych wskaźników, gdyż jest to pojęcie złożone uwzględniające zarówno aspekty jakościowe, jak i ilościowe. Standard życia zazwyczaj charakteryzuje się biorąc pod uwagę system wskaźników odnoszących się nie tylko do sfery makroekonomicznej, ale również mikroekonomicznej. Celem artykułu jest próba porównania standardu życia w Polsce i w Armenii. Obydwa kraje należały do dawnego bloku wschodniego, w którym dominowała gospodarka centralnie planowana i która odcisnęła również piętno na jakości życia społeczeństw. Po upadku systemu socjalistycznego, w obu krajach nastąpił zwrot w kierunku gospodarki kapitalistycznej i wejście na ścieżkę rozwoju.
A population’s standard of living has a special and important place in the concept of human development. Ultimately, the higher the standard of living of a population, the greater the chance for real human development, other things being equal. The standard of living in its most general sense is nothing more than a certain level of satisfaction of the population’s needs because no society and no country is able to fully meet the needs of all people. The standard of living of a population cannot be expressed by any one indicator taking in both quantitative and qualitative aspects. The standard of living of a population is characterized and reflected by a system of indicators in which there is a special significance for such indicators, such as the needs of households, real incomes, private consumption, and socio‑psychological satisfaction. However, in order to quantify exactly the level of standard of living, the degree of satisfaction of the needs, wealth, poverty and income stratification, as well as their causes, should be evaluated. They should be considered not only and not so much at the macroeconomic level (GDP, GNP, National Income, Consumption general fund, etc.) but also at the microeconomic level, by selecting a socioeconomic cell as an observation object, study its composition, the number of working persons in employment, and the ratio of workers, among others (Gevorgyan, Margaryan 1994, p. 52). The aim of this paper is to compare the standard of living in Poland and Armenia. Both countries belonged to the Eastern bloc with centrally planned economies, which had an enormous impact on the whole economic and social life in both countries.

The subject of the article is the analysis of solutions and applications of modern information and communication technologies (ICT) in urban centers and the measurement of transport quality indicators, taking into account the requirements of the ISO 37120 standard: Sustainable cities and communities – indicators for city services and quality of life. The article consists of two parts. In part I of the article, the subject of smart cities was introduced, including the functioning concepts of smart city. A description of the shaping of urban spaces and the quality of life in the smart aspect was made, taking into account the issues of sustainable development. The characteristics of the ISO 37120 standard, used to measure the level of services and living conditions in cities, are presented. The basic and auxiliary indicators in the field of city services and quality of life, including those related to transport, were presented. Polish cities that received the smart city certificate were listed. At the end of part I, there was a review of experiences and solutions that improve mobility that operate in selected cities around the world and in Europe.

The major research objective of this article is to investigate the connections between human capital accumulated in 25 EU countries and the level and quality of life recorded in these countries in the 2005-2015 time period. Three research tasks were subordinated to the process of reaching the defined goal, the first of which was to make a concise theoretical presentation of the concept and determinants of human capital in the broad sense. The second stage of the research conducted involved the construction (using taxonomic methods) of a synthetic measure of human capital accumulated in the EU in 2005-2015 and the development of international rankings for the degree of human capital development. The final task is the most important one considering the objective of the work – this was the analysis of correlation relationships occurring in 2005-2015 between the synthetic measure of human capital and selected indicators of the level and quality of life estimated for the EU countries.
Głównym celem niniejszego artykułu jest zbadanie związków łączących kapitał ludzki zakumulowany w 25 krajach Unii Europejskiej z poziomem i jakością życia odnotowywanymi w tych państwach w latach 2005-2015. Procesowi dochodzenia do tak zdefiniowanego celu podporządkowano trzy zadania badawcze, z których pierwszym było dokonanie zwięzłej teoretycznej prezentacji pojęcia i determinant kapitału ludzkiego sensu largo. Drugi etap prowadzonego badania polegał na skonstruowaniu (z wykorzystaniem metod taksonomicznych) syntetycznej miary kapitału ludzkiego zakumulowanego w krajach Unii Europejskiej w latach 2005-2015 oraz na opracowaniu międzynarodowych rankingów stopnia rozwoju kapitału ludzkiego. Z kolei ostatnim zadaniem – najważniejszym z punktu widzenia celu pracy – była analiza związków korelacyjnych występujących w latach 2005-2015 między syntetyczną miarą kapitału ludzkiego a wybranymi wskaźnikami poziomu i jakości życia szacowanymi dla krajów Unii Europejskiej.

Opis:
A laboratory is an organization which operates a quality system, has technical competence, generates valid results and its quality system and technical competence are conformed and recognized. A cryptology laboratory operates in information technology security area, where cryptographic methods of information protection play main role. Appropriate confidence, correctness and effectiveness of security services is needed and may be achieved trough development, evaluation, accreditation and certification processes performed by competent and commonly recognized organizations like: laboratories, certification and accreditation bodies. We describe in the paper the accreditation and certification structure and the IT security framework and also the role of the cryptology laboratory in this structure and framework.

This article is aimed to show differences in quality of life regarding education and employment in a given area. The research hypothesis assumes the presence of the difference in quality of life across Poland and of interrelation between the quality of life and the living standards. The studies were conducted on a group of respondents selected intentionally from three provinces. The provinces were selected using a multidimensional analysis and the criterion for selection was the living standards of Polish residents. The studies were conducted as part of the individual Research Grant launched in 2011 under the title: “Living standards and quality of life among Polish residents” 1708/B/H03/2011/40 from the Ministry of Science and Higher Education.

The subject of the article is the analysis of solutions and applications of modern information and communication technologies (ICT) in urban centers and the measurement of transport quality indicators, taking into account the requirements of the ISO 37120 standard: Sustainable social development – indicators of urban services and quality of life. The article consists of two parts. In part two, the transport indicators are described in detail along with the measurement methodology used, including the selection of source data necessary for the calculation of the indicators. For selected seven capitals of Polish provinces (Kraków, Poznań Szczecin, Białystok, Rzeszów, Olsztyn, Opole) existing smart mobility solutions were presented. The main subject of this part of the article is to present the results based on the ISO 37120 standards in the field of transport, together with a discussion and list of results. At the end, the main conclusions from the reviewed analyses and studies are presented.
