The paper presents an analysis of the accident between a passenger ship moving on the route Swinoujscie Ystad with tanker carrying hazardous substances category X. In order to assess the safety of navigation in the study area the authors have developed a probabilistic domain, which aims to estimate the number of incidents of navigation on the basis of real data from AIS and to find potentially dangerous areas, where there is the highest number of incidents. Then the vessel traffic model was built and the model of navigational safety assessment to evaluate the probability of Ro-Pax Ferry-Chemical tanker collision. Finally the consequences assessment of collision between Ro-Pax and chemical tanker carrying ammonia was performed, taking into consideration ammonia release.

First, we especially focused on Uchida-Kraepelin performance test (hereinafter, referred to as UK-Test) in order to check the ability of non-technical skills of the officers in charge of a navigational watch (hereinafter, referred to as OICNW). UK-Test is one of the psychological test for understanding the personality. In this paper, we considered whether UK-Test is effective methods for OICNW in order to check the ability of non-technical skills using UK-Test results and collision avoidance manoeuvre experiments results on the ship handling simulator (hereinafter, referred to as the simulator). Specifically, we analysed the correlation between UK-Test results and collision avoidance manoeuvre experiments results on the simulator. We also created the collision avoidance scenario that required a lot of the ability of non-technical skills as OICNW, and evaluated the ability of non-technical skills of OICNW.

Offshore wind farms are developing well all over the world, providing green energy from renewable sources. The evaluation of possible consequences of a collision involves Finite Element computer simulations. The goal of this paper was to analyse the influence of selected strain-based failure criteria on ship damage resulting from a collision with an offshore wind turbine monopile. The case of a collision between an offshore supply vessel and a monopile-type support structure was examined. The results imply that simulation assumptions, especially the failure criteria, are very important. It was found that, using the strain failure criteria according to the minimum values required by the design rules, can lead to an underestimation of the ship damage by as much as 6 times, for the length of the hull plate, and 9 times, for the area of the ship hull opening. Instead, the adjusted formula should be used, taking into account both the FE element size and the shell thickness. The influence of the non-linear representation of the stress-strain curve was also pointed out. Moreover, a significant influence of the selected steel grade on collision damages was found.

Opis:
The maritime shipping industry has been making significant contributions to the development of the regional and global economy. However, maritime accidents and their severe consequences have been posing an incrementing risk to the individuals and societies. It is therefore important to conduct risk analysis on such accidents to support maritime safety management. In this paper, a modified ship collision candidate detection method is proposed as a tool for collision risk analysis in ports and waterways. Time-Discrete Velocity Obstacle algorithm (TD-NLVO) is utilized to detect collision candidates based on the encounter process extracted from AIS data. Ship domain model was further integrated into the algorithm as the criteria for determination. A case study is conducted to illustrate the efficacy of the improved model, and a comparison between the existing method and actual ship trajectories are also performed. The results indicate that with the integration of ship domain, the new method can effectively detect the encounters with significant collision avoidance behaviours. The choice of criteria can have a significant influence on the results of collision candidate detection.

The paper presents an extended version of the author’s Evolutionary Sets of Safe Ship Trajectories method. The method plans safe tracks of all ships involved in an encounter including speed reduction maneuvers, if necessary, and taking into account Rule 10 of COLREGS, which specifies ships’ behavior within Traffic Separation Schemes governed by IMO. The paper focuses on the evaluation phase of the evolutionary process and shows how fitness function is designed to compare various possible tracks as well as to assess the quality of a final solution. The impact of the fitness function on the method’s results is illustrated by examples.

Groundings and collisions still represent the highest percentage of marine accidents despite the current attention on Maritime Education and Training and the improvement of sensor capability. Most of the time, a collision is caused by a human error with consequences ranging from moderate to severe, with a substantial impact on both environment and life safeguarded at sea. In this paper, a brief statistical data regarding human element as a root cause of marine incidents together with collision regulations misunderstanding is presented as a background chapter. Furthermore, the present work discusses a decision support system architecture to suggest an appropriate action when the risk of a potential collision is detected. The proposed architecture system is based on various modules integrated with proper sensor input data regarding the surrounding navigation area. As a result, the tool can support the Officers of Watch in the decision-making process providing an early suggestion in compliance with the COLlision REGulations. The proposed system is intended to be used onboard independently from the degree of automation of the ship, and it is based on AIS, which is mandatory, making it widely applicable. The proper use of the system can considerably reduce the number of collisions, as demonstrated by the obtained results.

4M Overturned Pyramid (MOP) model is a new model, proposed by authors, to characterized MTS which is adopting epidemiological model that determines causes of accidents, including not only active failures but also latent failures and barriers. This model is still being developed. One of utilization of MOP model is characterizing accidents in MTS, i.e. collision in Indonesia and Japan that is written in this paper. The aim of this paper is to show the characteristics of ship collision accidents that occur both in Indonesian and Japanese maritime traffic systems. There were 22 collision cases in 2008–2012 (8 cases in Indonesia and 14 cases in Japan). The characteristics presented in this paper show failure events at every stage of the three accident development stages (the beginning of an accident, the accident itself, and the evacuation process).

Opis:
Safety analysis of navigation over a given area may cover application of various risk measures for ship collisions. One of them is percentage of the so called near- miss situations (potential collision situations). In this article a method of automatic detection of such situations based on the data from Automatic Identification System (AIS), is proposed. The method utilizes input parameters such as: collision risk measure based on ship’s domain concept, relative speed between ships as well as their course difference. For classification of ships encounters, there is used a neuro-fuzzy network which estimates a degree of collision hazard on the basis of a set of rules. The worked out method makes it possibile to apply an arbitrary ship’s domain as well as to learn the classifier on the basis of opinions of experts interpreting the data from the AIS.

The paper presents a newly designed improvement to the method of solving multi-ship encounter situations. In general, the method combines some of the assumptions of game theory with evolutionary programming and aims to find optimal set of cooperating trajectories of all ships involved in an encounter situation. The improvement presented here is a new way of modelling some of the COLREGS rules. Due to this change, the method is now able to find solutions, which are more compliant with COLREGS, more intuitive and consequently – safer from the navigator’s point of view.

The paper introduced the basic model of process of safe ship control in a collision situation using a game model with j objects, which includes non-linear state equations and non-linear, time varying constraints of the state variables as well as the quality game control index in the forms of the game integral payment and the final payment. Approximated model of the process control as the model of multi-step matrix game in the form of dual linear programming problem has been adopted here. The Game Ship Control GSC computer program has been designed in the Matlab/Simulink software in order to determine the own ship’s safe trajectory. These considerations have been illustrated with examples of a computer simulation using an GSC program for determining the safe ship's trajectory in real navigational situation. Simulation research were passed for five sets of strategies of the own ship and met ships.

The paper presents results of a ship's safe trajectory planning method verification - the Trajectory Base Algorithm, which is a deterministic approach for real-time path-planning with collision avoidance. The paper presents results of the algorithm’s verification from different ships’ perspectives and with changing strategies of target ships. Results prove the applicability of the algorithm in the Collision Avoidance Module of the Autonomous Navigation System for Maritime Autonomous Surface Ships.

This paper represents the first stage of research into a multi-objective method of planning safe trajectories for marine autonomous surface ships (MASSs) involved in encounter situations. Our method applies an evolutionary multiobjective optimisation (EMO) approach to pursue three objectives: minimisation of the risk of collision, minimisation of fuel consumption due to collision avoidance manoeuvres, and minimisation of the extra time spent on collision avoidance manoeuvres. Until now, a fully multi-objective optimisation has not been applied to the real-time problem of planning safe trajectories; instead, this optimisation problem has usually been reduced to a single aggregated cost function covering all objectives. The aim is to develop a method of planning safe trajectories for MASSs that is able to simultaneously pursue the three abovementioned objectives, make decisions in real time and without interaction with a human operator, handle basic types of encounters (in open or restricted waters, and in good or restricted visibility) and guarantee compliance with the International Regulations for Preventing Collisions at Sea. It should also be mentioned that optimisation of the system based on each criterion may occur at the cost of the others, so a reasonable balance is applied here by means of a configurable trade-off. This is done throughout the EMO process by means of modified Pareto dominance rules and by using a multi-criteria decision-making phase to filter the output Pareto set and choose the final solution.

Due to the great danger of the collision of oil tankers, lots of research on the collision of oil tankers has been carried out. But, at present, the research on the collision of oil tankers mainly focuses on the loading condition of the struck ship, ignores the impact on the loading condition of the striking ship. However, during the actual oil tanker collision, the striking ship is generally in the state of loading. Therefore, it is necessary to carry out the analysis of the impact of the loading condition of the striking ship on the collision damage of the oil tanker. In this paper, the effect of striking ship with loading on the impact performance of the side structure during the collision of the cargo double hull oil tanker has been investigated. The ship collision model was established by using the finite element software ANSYS/ LS-DYNA which is based on 7000 tons of double hull oil tankers. Based on the analysis of the collision force, impact of striking speed changes, impact of striking deep changes and structural energy absorption during the collision process, the influence of the striking ship with loading on the damage mechanism and the impact performance of the double shell oil ship side structure was expounded. The results show that the influence of the striking ship with loading can be great to the damage to side hull during the research of the collision performance of the oil tanker.

During the loading operation of a ship loader in bulk terminal, in order to bring bulk cargo, such as coal and ore, precisely into every corner of the cabin and not to raise dust at the same time, the slip barrel mechanism usually is placed fully inside the ship cabin near the cargo as close as possible. However, if too close, it will increase the risk of collision between slip barrel and cargo, which poses a security risk to loading operation. This article proposes an anti-collision method for slip barrel in the process of automatic ship loading in bulk terminal. This method can accurately position the cargo of cabin which is blocked by slip barrel and shovel, and provide a reliable guarantee for the automatic loading operation. Firstly, this method use an array of laser radar mounted on the maintenance platforms to perceive the collision objects around the slip barrel, including the cargo and cabin. Meanwhile, it provides a compensation algorithm to reduce the effect of anti-collision recognition brought by dust and various obstacles during the operation. According to the calculated effective distance between the cargo and slip barrel, the automatic control system of ship loading can adjust the loading operation on a real-time basis. In the end, this article analyze and illustrate the reliability and validity of this method by the case of the application in automatic ship loading system in Tianjin coal terminal.
