Abstract This article presents the underlying concepts of a mathematical model optimizing the routes of vessels carrying dangerous goods proceeding in the vicinity of passenger ferries. The method is based on the estimated risk of collision between a chemical tanker and a passenger vessel. Risk assessment was performed using three models. The first model determines the distance of the passing ships on the selected area on the basis of the AIS data. The second one is a stochastic model of navigational safety assessment, which provides statistical data on the probability of collision between the two chosen types of vessels. The third model determines the consequences of collisions between passenger ships and chemical tankers. The study defines the scope of the parameters affecting the objective function of vessel route optimization and their importance in the optimization problem.

The paper presents an analysis of the accident between a passenger ship moving on the route Swinoujscie Ystad with tanker carrying hazardous substances category X. In order to assess the safety of navigation in the study area the authors have developed a probabilistic domain, which aims to estimate the number of incidents of navigation on the basis of real data from AIS and to find potentially dangerous areas, where there is the highest number of incidents. Then the vessel traffic model was built and the model of navigational safety assessment to evaluate the probability of Ro-Pax Ferry-Chemical tanker collision. Finally the consequences assessment of collision between Ro-Pax and chemical tanker carrying ammonia was performed, taking into consideration ammonia release.

CRG casualties create one of the major type casualties in shipping. Prevention of CRG casualties is an important issue, especially because of the number of CRG casualties has increased almost twice during recent years. For the great majority of all CRG casualties human factor responsible, and the increasing number of these casualties might be attributed to poorer qualifications of ship masters who have not enough experience in handling very large ships put into operation presently. Risk analysis is a modern method for assessment of safety level of technical systems. This tool may be the used to investigate causes of casualties and to find out most effective prevention measures. Risk analysis is widely used in many areas; in case of marine technology it is used routinely in off-shore technology. The author investigates possibilities to apply risk analysis in the area of ship handling with the focus on human factor. This is preliminary study where possible methodology for hazards identification and risk assessment in respect of CRG casualties are investigated and risk control options are suggested. Various aspects of the influence of human factor in collision avoidance are listed and in particular the effect of training is stressed.

Rambøll is on behalf of Femern A/S carrying out navigational studies of the vessel traffic conditions in the Fehmarnbelt in connection with the establishment of a future Fehmarnbelt fixed link, a 19 km long bridge or immersed tunnel connection crossing the Fehmarnbelt. The focus is on documenting safety and efficiency for the vessel traffic when a fixed link is crossing the Fehmarnbelt. Rambøll has developed the ShipRisk software package to perform the quantitative risk assessments in the Fehmarnbelt fixed link project. Focus in this article is on describing the background for estimating frequencies of ship accidents in ShipRisk and describe factors influencing the accident scenarios and present the work performed for testing and verifying the model.

W artykule przedstawiono najważniejsze informacje dotyczące oceny bezpieczeństwa statków w stanie uszkodzonym w czasie katastrofy na morzu. Podano podstawowe informacje na temat identyfikacji podstawowych charakterystyk statków w stanie uszkodzonym w czasie katastrofy. Następnie opisano istniejące metody, które można zastosować do oceny bezpieczeństwa statków w stanie uszkodzonym, które oparte są na wymaganiach zwartych w konwencji SOLAS 2009. Potem przedstawiono proponowaną kompleksową metodę oceny bezpieczeństwa statków w stanie uszkodzonym opartą na analizie ryzyka, którą można zastosować do oceny bezpieczeństwa statków w stanie uszkodzonym w czasie katastrofy na morzu. Przedstawiono główne elementy tej metody, które dotyczą oceny zachowania się statku i oceny ryzyka nieprzetrwania kolizji. Opisano procedurę oceny bezpieczeństwa statku w stanie uszkodzonym w czasie ratowania statku na morzu. Podano podstawowe elementy modelu ryzyka nieprzetrwania kolizji przez statek, który zastosowano w metodzie wraz z przykładem dotyczącym metody wyznaczania ryzyka nieprzetrwania kolizji.
The most important information regarding the assessment of the safety of ships in damaged conditions during a catastrophe at sea is presented in the paper. Brief knowledge about how to identify the basic characteristics of ships in damaged conditions during a catastrophe at sea is introduced. Next, the possible methods for the assessment of the safety of ships in damaged conditions based on the requirements included in the SOLAS 2009 convention are briefly described. Then a proposed complex method of safety assessment of ships in damaged conditions based on risk analysis that can be applied for the safety assessment of ships in damaged conditions during a catastrophe at sea is introduced. The major elements of this method concerning ship performance analysis and risk analysis of not surviving a collision are described. The procedure for the assessment of the safety of ships in damaged conditions during salvage at sea is also presented in the paper. The basic elements of the risk model that has been applied are shown. An example regarding the calculation of the risk of not surviving the collision is presented.

Ship collision risk index is the basic and important concept in the domain of ship collision avoidance. In this paper, the advantages and deficiencies of the various calculation methods of ship collision risk index are pointed out. Then the ship collision risk model based on complex plane, which can well make up for the deficiencies of the widely-used evaluation model proposed by Kearon.J and Liu ruru is proposed. On this basis, the calculation method of collision risk index under the encountering situation of multi-ships is constructed, then the three-dimensional image and spatial curve of the risk index are figured out. Finally, single chip microcomputer is used to realize the model. And attaching this single chip microcomputer to ARPA is helpful to the decision-making of the marine navigators.

Opis:
Flexible strategies for collision avoidance, presented at TransNav 2007, were examined using computer program for its correctness in different situations of ships interaction. It was determined, that on short distance the risk of collision can arise again when the vessel returning to the planned route after deviation from collision. For controlling ship’s safe returning, the mathematical model was developed. This model describes the analytical dependence of the rate of changing relative course with respect to rates of turning of the vessels and its initial relative position. This method can be used in automatic systems for controlling the safe returning of the vessel to the planned route.

Opis:
Collision risk measurement is an essential topic for ship collision prevention. Many risk measures, i.e. DCPA/TCPA, etc., decouple the ship traffic into several pairs of ships and then evaluate the risk in each pair. This kind of measurement loses some information of the entire traffic and might include some biases in risk measurement, especially in multiple-ship scenarios. In this article, Imminent Collision Risk Assessment (ICRA) is extended, which formulates collision risk as a ratio of reachable maneuvers leading to a collision and all reachable maneuvers (velocities). Two groups of scenarios have been simulated to show the ICRA is suitable for assessing the collision risk in multiple-ship scenarios. Moreover, two improvements have been introduced: (1) a generalized velocity obstacle algorithm is introduced to collect the maneuvers leading to collisions, which considers ship dynamics; (2) the constraints of forces are considered in the formulation of reachable maneuvers. As a result, the proposed measurement helps one ship assess the risk of approaching obstacles which are difficult to avoid the collision in terms of own-ship’s dynamics and kinetic constraints.

The paper presents the use of the Fast-Time navigational simulator to verify the location of designed elements of navigational infrastructure in vicinity of a high traffic fairway. The aim of the study is to perform the analysis of navigational safety in vicinity of newly constructed quay placed to the east of the island Ostrow Brdowski. The Quay is intended handling of large steel structures. The Fast-Time simulation is performed to evaluate the safety of the navigation passage through the fairway along the quay for the future use of vessels which length may exceed 260 m. This kind of simulation method has been implemented to make a statistical analysis based on a large amount of data, the collection of which would be very expensive and time consuming using a Real-Time simulator.
W artykule przedstawione zostanie wykorzystanie symulatora nawigacyjnego typu Fast-Time w celu weryfikacji lokalizacji projektowanego nabrzeża w pobliżu uczęszczanego toru wodnego. Celem opracowania jest wykonanie analizy nawigacyjnej dla nowobudowanego nabrzeża na wschodniej części wyspy Ostrów Brdowski przeznaczonego do załadunku wielkogabarytowych konstrukcji stalowych. Zaprezentowano ocenę bezpieczeństwa nawigacyjnego przejścia przez tor wodny prowadzący wzdłuż nabrzeża, dla przyszłościowych jednostek o długości 260 m, wykonana metodą symulacyjną Fast-Time. W badaniu wykorzystano model czasu przyspieszonego ze względu na dużą ilość danych (przejazdów) potrzebnych do wykonania analizy statystycznej, użycie symulatora czasu rzeczywistego do uzyskania wystarczającej ilości danych byłoby zbyt drogie i zbyt kosztowne w czasie.

Evasive action in ship-ship encounter has to be carried out on time and in line with the international convention on collision regulation – COLREG. The convention not only includes a set of rules defining types of relations between encountering ships but also indicates appropriate action to be taken in a given encounter. One of such encounters is crossing, where, in case of a collision situation, a give-way ship has to take an appropriate action in due time. However, a stand-on vessel is also given an opportunity to manoeuver, if it is made clear to her that the other ship is not fulfilling her obligations. However, it is difficult to specify, at which point in time in the course of an encounter, the stand-on ship has to take an action in order to avoid collision. It is understandable, as this parameter depends on numerous factors, both endogenous (e.g. ship characteristics, her maneuverability), and exogenous (e.g. type of encounter, weather conditions). Therefore in this paper we make an attempt towards the definition of the critical area for a maneuver of a stand-on ship, in the situation where the give-way vessel does not take an action. This is determined with the use of a hydrodynamic model of ship motion, and series of simulations conducted for several types of encountering ships under various conditions. Once determined, the critical area demarcates the no-go area around the own ship, where any other ships on collision courses must not enter. Otherwise a collision cannot be avoided by an action of one ship alone.

Work shortly analyses statistics of maritime casualties registered by European Maritime Safety Agency (EMSA) for years 2014-2019 and gives short description of chosen collisions that took place in last ten years. Article points out main causes of navigational accidents and the need to keep improving navigators skills and operation of systems available on board to minimalize risk of collision or grounding due to human error. In this work very small sample is presented and author mainly focuses on European waters and incidents investigated by only one maritime authority – Danish Maritime Accidents Investigation Board (DMAIB).

In this paper, we introduce a new risk evaluation model for evaluating the navigation safety zone for an entire ship route. This model considers a new algorithm to determine the navigational safety zone in real-time, and also takes the navigation officers’ perception while navigating a ship into consideration. The risk quantification has been developed using a questionnaire and incorporated into the new model. A simulation was carried out for the Osaka bay area in order to verify the usefulness of the proposed model. A new approach was employed to monitor the level of navigation safety along a ship route. The entire ship route is divided into small sections as a gridded matrix. The level of navigation safety can be quantified by means of a safety index on the basis of the ship’s navigation data within a specified distance range. The results show that the comparison between risks identified for different sections across the entire ship route is easy, which helps determine the navigational safety zone quickly. This model is expected to be able to serve as a new tool for managing safety throughout an entire ship route area in real-time in order to support the port safety authority or vessel traffic service center.
