The paper presents the method of estimation of safety navigation. The proper criteria, measures and rate will need the estimation of safety navigation. These are very often expressed by risk. Four different definitions are used. The mostly used definition is a combination of accident probability with connection to its results. Probability of accident can be expressed in different manner. Three kinds of them are presented. Also the consequences of accident may be calculated in many aspects. There are necessary activities leading to efforts of unifying of these quantities.

W artykule przedstawiono analizę porównawczą kryteriów oceny bezpieczeństwa nawigacji przy zastosowaniu badań symulacyjnych wykorzystujących nieautonomiczne i autonomiczne modele ruchu statku. Badania symulacyjne polegały na przeprowadzeniu serii prób "przejazdów" wejścia do portu Świnoujście o wiarygodnej liczebności dla przyjętego typu statku w założonych warunkach hydrometeorologicznych. Wyniki badań wykonanych na modelu ruchu statku przez doświadczonych nawigatorów zostały porównane z wynikami badań przeprowadzonych na tym samym modelu przez nawigatorów, których wspomagał autorski system doradczy oraz z wynikami badań przeprowadzonych bez fizycznego udziału nawigatora w oparciu o symulację ruchu statku w czasie przyśpieszonym z zaimplementowanym uproszczonym algorytmem procesu decyzyjnego nawigatora.
The paper presents a comparative analysis of the navigation safety criteria acquired by means of simulation studies using non-autonomic and autonomic model of ship's motion. The simulation studies consisted of series of trials of the ships' entrances to Świnoujście harbour and were performed on one chosen type of ship in assumed hydrometeorological conditions. The results of trials performed on the model of ship's motion by experienced navigators were compared to results obtained from research conducted on the same model but by navigators supported with a decision system and to results obtained from research conducted by means of fast time model of ship's motion (FTS) with simplified human decision algorithm implemented.

This article presents practical application of the probabilistic-fuzzy method for assessment of the safety of a ship manoeuvring in fairways. The method, based on the probabilistic risk analysis and elements of fuzzy logic, allows to account for a situation of threatened safety and a situation when a navigator intuitively thinks that the safety of manoeuvring ship is threatened. The probability of grounding of a ship manoeuvring in a fairway bend was determined. Then, with the use of experts’ knowledge and tools of fuzzy logic the probability of a dangerous situation was determined. Two different approaches, discussed in Part 1, have been applied for the determination of the probability. The results were compared.

The paper presents theoretical basis of the probabilistic-fuzzy method for assessing the safety of a ship manoeuvring on fairways. The method allows to account for such different states / conditions as the danger to the safety and the intuition that the safety of a ship manoeuvre is threatened, based on the probabilistic analysis of risk and elements of fuzzy logic. A dangerous navigational situation is defined as a fuzzy event. Two methods of determining the probability of a fuzzy event occurrence are presented. The results are compared with those obtained from a quantitative method of safety assessment based on probabilistic methods.

The most important global problem being solved by the whole world community nowadays is to provide sustainable mankind development. Recent research in the field of sustainable development states that civilization safety is impossible without transfer sustainable development. At the same time, sustainable development (i.e. preservation of human culture and biosphere) is impossible as a system that serves to meet economical, cultural, scientific, recreational and other human needs without safety. Safety plays an important role in sustainable development goals achievement. An essential condition of effective navigation functioning is to provide its safety. The “prescriptive” approach to the navigation safety, which is currently used in the world maritime field, is based on long-term experience and ship accidents investigation results. Thus this approach acted as an the great fact in reduction of number of accidents at sea. Having adopted the International Safety Management Code all the activities connected with navigation safety problems solution were transferred to the higher qualitative level. Search and development of new approaches and methods of ship accidents prevention during their operation have obtained greater importance. However, the maritime safety concept (i.e. the different points on ways, means and methods that should be used to achieve this goal) hasn't been formed and described yet. The article contains a brief review of the main provisions of Navigation Safety Conceptions, which contribute to the number of accidents and incidents at sea reduction.

The optimisation of vessel traffic in narrow channels is concerned with the optimisation of vessel passage times with the regulations in force being complied with. These types of problems are normally solved by classical methods of linear programming. However, the implementation of solutions thus obtained is practically hardly feasible. This is due to difficulties in observing exact times of vessel entries into the fairway, maintaining exactly the expected times of passage along particular fairway sections. Therefore, it becomes necessary to account for inaccurate vessel entry and times of passing particular sections. Consequently, an optimisation problem in this context naturally fits in the format of problems of linear programming with fuzzy coefficients. This approach enables a more flexible formulation of an optimisation problem. From the point of view of the solutions obtained, the interpretation of fuzzy inequalities in the system of constraints is of much importance. The article presents solutions to the vessel traffic optimisation problem with the use of various interpretations of fuzzy inequalities. The calculation results are shown. These refer to vessel traffic in the Szczecin-Swinoujscie fairway. The results have been interpreted and conclusions have been drawn. INTRODUCTION

The berthing of ship to the quay is last stage of navigation process. An ideal manoeuvre would be consisted in a total loss of speed at the moment the ship makes contact with the quay. In practice, the ship has some speed, which caused the impact of ship in the quay. The accident can be happened when kinetic energy overdone the admissible value during contact the ship-quay. In results, the damage of ship's hull or port structure can occur. The fenders improve the safety of berthing operations by partially absorbing the kinetic energy of ship. The fenders parameters should be properly selected relative to existing condition during ship's berthing. It depends on effective energy of berthing ship. There are used some method to calculate of its value. One of them is based on phenomena of ship turning relative to point of first contact to the quay. Then the part of ship's kinetic energy is altered to work of turn, and in result, energy of ship impact is decreased. This part can be determined by coefficient of eccentricy. Its value mainly depends on radius of ship's turning, which is equal of distance between point of ship, gravity and point of first contact with quay. Simplified method of calculation the eccentricy coefficient based on ships angle of approaching to the quay. But such estimated value is weighted some discrepancy. The paper presents the analysis of methods of calculation the kinetic energy during first impact in the quay. Especially, the geometrical shape of ship's hull is considered to achieve the accuracy value of ship's impact energy during the berthing to the quay. The application of elaborated method permits to optimize the parameters of fender system.

Opis:
This article describes a method for the determination of ship's trajectory curvature in the horizontal plane using a series of GPS positions. Using mean square approximation of a series of position coordinates measurements, we can obtain parametric equations of ship's coordinates. This allow to plot a ship's plane trajectory curve and its evolute. Besides, an example of ship's curvilinear trajectory and its evolute are presented, including the turning circle and the point of inflection, determined from actual DGPS measurements.

Jednym z podstawowych zadań VTS jest przygotowanie planu przejścia statków oraz kontrolowanie jego wykonania. Regulacja ruchu statków dokonywana przez centrum lądowe VTS opiera się na kryteriach zawartych najczęściej w przepisach portowych. Rozwiązanie takie nie zawsze jest rozwiązaniem optymalnym. Warunki bezpiecznego ruchu statków określone mogą zostać w oparciu o wiedzę i doświadczenie pilotów.
One of the main tasks of the VTS is to prepare safe passage of the vessel and to control its execution. Sea traffic regulation made by shore centre of VTS is often based on criteria included in harbour regulations, which is not always an optimal solution. Conditions of safe vessel traffic can be based on the pilot's knowledge and experience.

Modern Integrated Navigation Systems (INS) integrate information obtained from various sensors and functions. Processed data are presented on the computer display generally with the aim to increase navigator’s situation awareness and to reduce his/her workload. The investigations described in the paper were carried out to assess the advantages of the new functionality of the test INS (e-Navigation enhanced Integrated Navigation System ee-INS), developed in the EU financed EfficienSea Project, that looks and works like a standard ECDIS. This new functionality implements ‘Exchange of Intended Route’ service. The experiment was conducted in a full mission ship simulator environment with 20 experienced mariners. The bridge layout without ECDIS ‘Exchange of Intended Route’ functionality, and bridge layout with this functionality implemented, was applied in research and its results enabled to carry out their comparison. The navigators’ workload was measured by NASA-TLX method. Navigators’ situation awareness in respect to other ship’s state and the final passing distance were utilized to evaluate safety of navigation process.

Sea–river ships can connect the area inside of land with oversea places without of indirect trans- shipment. In many cases the sea-river ships move on waterways (natural and artificial) inside of land for hundreds kilometres. Navigation in inland waters has to meet the same requirements as those for pilot navigation. This is due to the relations between the ship size and other objects on water area. These ones caused the navigation more hard then on open seas. The paper presents the criterion of safety assessment of navigation during sea-river ships manoeuvring ship in inland waters.

The paper presents assumptions concerning estimation of the safety of navigation under a bridge over the river. Taking into account these assumptions, the simulation of the river push train movement has been carried out using MMSIM computer software. The described method can be used for determining ship's swept path in various hydro-meteorological conditions and for designing the type of a bridge to be built and the position of piers providing for an accepted level of navigational.
Przedstawiono założenia dotyczące oceny bezpieczeństwa żeglugi na rzekach w rejonie mostów. Opierając się na tych założeniach dokonano symulacji ruchu rzecznych zestawów pchanych z wykorzystaniem programu MMSIM. Prezentowana metoda może być stosowana zwłaszcza do określania pasów ruchu statku przy różnych warunkach hydrometeorologicznych oraz do projektowania długości przęseł mostów zapewniających określony poziom bezpieczeństwa żeglugi.
