In this article the authors present the methodology adopted and the results obtained in the first stage of the research encompassing focus group interviews (FGI) about the needs of public transport users in a selected city (Poznan). The elicitation and assessment of the requirements were carried out for three groups of people with disabilities using public transport in the city of Poznań: blind and partially sighted people, deaf and hearing-impaired people, as well as people with locomotor dysfunctions. A study carried out on the basis of a scenario especially designed for the FGI purpose has made it possible to identify barriers for people with disabilities and, consequently, to formulate their pre-trip, on-trip and post-trip requirements when it comes to urban public transport services. The results will be used to construct a questionnaire to be used further on in the project.

Przedmiotem artykułu jest charakter prawny planu transportowego. Rozważania rozpoczęto od wyjaśnienia pojęcia planu transportowego. Opisano warunki niezbędne dla przyjęcia skutecznego planu transportowego ze szczególnym uwzględnieniem podmiotów zobowiązanych do uchwalenia planu oraz postępowania w zakresie uchwalenia planu. Wskazano również na skutki braku planu dla praktyki publicznego transportu zbiorowego. Całość zamykają rozważania dotyczące możliwości współpracy transgranicznej w zakresie planowania transportu zbiorowego.
Subject of the article is the legal character of transportation plan. The definition of transportation plan constitutes the starting point for further considerations. Conditions required for the acceptance of an effective transportation plan were described, with particular consideration of the subjects with an obligation to enact. Should no such plan be implemented, an indication of the effects of such omission on the practice of public transportation was made. The concluding deliberation reflects on the possibilities of cross-border cooperation within public transport planning.

In the field of transport planning in the Czech Republic, there is increasing need not only for infrastructure planning, but also for public transport planning and creating operational concepts. Public transport, as well as investments and operationally intensive industries, requires a guaranteed long-term strategy in the field of transport services. The first prerequisite for successful transport planning is the most accurate description of passenger flows, including the parameters affecting the choice of transport mode. These inputs constitute an important basis for the following steps: setting up the line network, timetable design, managing the circulation of vehicles and courses of staff, controlling, and any eventual requests for infrastructure improvements. There are currently, in the Czech Republic, few transport models that provide relevant outputs for transport planning tasks in public services. For this reason, we use a variety of heuristics, one of which is described via a practical example, i.e., the transformation of a timetable concept on a selected rail network, including the effects resulting from a change in the number of passengers.

Zostanie przedstawione znaczenie trans-portu miejskiego w Polsce w latach 2014-2016 oraz zapotrzebowanie na ten rodzaj przemieszczania w różnych regionach kraju. Charakterystyce poddane zostaną środki i infrastruktura transportowa wykorzystywana do zaspokajania potrzeb społeczeństwa w zakresie przemieszczania się po mieście i terenach podmiejskich. Ocenie zostanie poddana także jakość usług oferowanych przez przewoźników miejskich w Krakowie, ich tabor, ceny biletów oraz zamieszczone zostaną opinie pasażerów o tej formie przemieszczania się na krótkie odległości.
This article focuses on the issues regarding the city transport. The significance of city transport in Poland from 2014 to 2016 is discussed, including the demand for this type of travel in various regions of the country. The means of transport and transport infrastructure used to meet the society’s needs in terms of moving about the city and the suburban areas is characterized. The quality of services offered by the city’s transport operators in Krakow is also examined as well as their fleet vehicles and ticket prices. Furthermore, passengers’ opinions about this form of travelling short distances are included.

Zarządzanie strategiczne jest procesem powszechnie wykorzystywanym w celu podniesienia konkurencyjności organizacji oraz realizacji długookresowych celów. Podejście to wykorzystują także instytucje publiczne do programowania rozwoju w wymiarze regionalnym. Ze względu na złożoność społeczno-gospodarczych uwarunkowań rozwoju regionalnego konieczne jest podejście systemowe, uwzględniające wielorakie czynniki kształtujące konkurencyjność. System transportowy, w tym także transport zbiorowy, wpisuje się w tę grupę i także wymaga uwzględnienia w procesie zarządzania strategicznego. W artykule przeprowadzono analizę trzech rodzajów dokumentów strategicznych: regionalnych strategii rozwojowych, strategii transportowych oraz planów rozwoju transportu publicznego. Szczególną uwagę skoncentrowano na dwóch pierwszych grupach. W strategiach można wyróżnić dwie zasadnicze części: diagnostyczną (powiązaną z analizą strategiczną) oraz projekcyjną (postulatywną). Kierując się tym układem, starano się zbadać intensywność i jakość odwołań dotyczących systemu transportu zbiorowego. Porównano liczebności poszczególnych odwołań na poziomie analizy SWOT oraz dokonano subiektywnej oceny (rangowania) pod względem szczegółowości wskazanych celów i zamierzeń. Przedstawiono także uwarunkowania tworzenia planów zrównoważonego rozwoju publicznego transportu zbiorowego, ze szczególnym uwzględnieniem procesu konsultacji społecznych. W toku badań wskazano na marginalizowanie problematyki transportu zbiorowego na poziomie regionalnych strategii rozwoju, zarówno na etapie diagnozy, jak również w procesie ustalania zamierzeń priorytetowych. Na poziomie strategii transportowych, których uchwalenie jest fakultatywne (w odróżnieniu od strategii rozwojowych) konkretyzacja działań jest istotnie wyższa. W artykule wskazano błędy i uchybienia występujące w procesie strategicznego zarządzania rozwojem transportu zbiorowego, jednak fakt uwzględnienia tej tematyki w najważniejszych dokumentach planistycznych oceniono jako zjawisko pozytywne.
Strategic management is a commonly used process used to improve the competitiveness of the organization and the implementation of long-term goals. This approach is also used by public institutions to programme regional development. Due to the complexity of the socioeconomic determinants of regional development it is necessary to use the systems approach taking into account multiple factors that shape competitiveness. Transportation system including public transport are included in this group of factors, and also require inclusion in the process of strategic management. The article presents the analysis of three types of strategic documents: the regional development strategies, transport strategies and plans for the development of public transport. Special attention is paid to the first two groups. The strategies can be divided into two major parts: diagnosis (including the strategic analysis), and projection. Following this system, the intensity and quality of the appeals of public transport system was discussed in the article. Comparison of the number of appeals on the level of SWOT analysis and subjective assessments of details of the specified objectives have been included as well. Conditions of creation of sustainable development of public transport have been presented with particular emphasis on the public consultation process.In the course of the study, it was pointed out that the public transport issues are being marginalized at the level of regional development strategies, both at the stage of diagnosis, as well as in the process of determining the main goals. Specification of activities is significantly more important on the level of the transport strategy, whose adoption is optional (as opposed to development strategies). Errors and omission that occur in the process of development of the strategic management of public transport have also been indicated in the paper. However, the appearance this issue in the most important planning documents has been assessed as a positive phenomenon.

The Time-Dependent Orienteering Problem with Time Windows (TDOPTW) is a combinatorial optimization problem defined on graphs. Its real life applications are particularly associated with tourist trip planning in trans-port networks, where travel time between two points depends on the moment of travel start. In the paper an effective TDOPTW solution (evolutionary algorithm with local search operators) was presented and applied to generate attractive tours in real public transport networks of Białystok and Athens. The method achieved very high-quality solutions in a short execution time.

If South Africa's Gauteng Province is to become a more 'sustainable', urbanised region, attention needs to be paid to building a transportation network that aligns with sustainable development principles. Currently, public transport passenger levels are low, whilst the geographical area it serves is large and becoming larger. This study analysed the long term, historical transportation trends of Gauteng by comparing four transport studies undertaken between 1975 and 2003. It reveals that an adherence to the 'predict and provide' transportation planning model has systematically enhanced road infrastructure over rail, and private over public transport. Effective, efficient and low cost public transport has been systematically under-provisioned; while a reliance on private vehicles is now entrenched and systemic. Racial segregation, spatial apartheid and weak urban land use planning, has resulted in an entrenched, low-density urban sprawl. Lastly, there is the need to collect comparable, longitudinal transportation data, if the successes and failures of policies are to be monitored.

Projektowanie sieci transportu zbiorowego wymaga od projektanta wiedzy dotyczącej obecnej oferty przewozowej oraz umiejętności wyznaczenia efektu ewentualnych zmian. Obecnie wyzwanie to stoi także przed autorami planów transportowych, którzy zobowiązani są do opracowania zmian w sieci transportu zbiorowego na kilka najbliższych lat. Szczególnie istotnym etapem analizy oferty przewozowej jest identyfikacja obszarów o najsłabszej i jednocześnie niewystarczającej obsłudze transportem zbiorowym. Na ocenę oferty przewozowej wpływa wiele czynników, z których najważniejszym jest szeroko rozumiana dostępność. W artykule przedstawiono problematykę identyfikacji obszarów o najsłabszym poziomie oferty publicznego transportu zbiorowego w oparciu o wyniki badań i analiz sieci połączeń województwa pomorskiego.
Transportation network design requires from a designer knowledge of the current transport offer, and the skills to appoint the effect of any changes. The challenge is facing the front of the authors of transportation plans, who are responsible to develop changes to the public transport network for the next few years. A particularly important step in the public transport offer analysis is the identification of the areas with the weakest and the insufficient offer of public transport. The assessment of the offer, is affected by many factors and the accessibility seems to be the most important one. The article presents the problem of the identification of the areas with the lowest level of public transport supply on the basis of the results of the research and analysis of the public transport network in Pomerania Province in Poland.

Artykuł prezentuje wyniki badania poświęconego funkcjonowaniu Łódzkiej Kolei Aglomeracyjnej w ujęciu przestrzennym. Badanie odnosi się do obszaru Łodzi i koncentruje na określeniu, w jakim stopniu kolej aglomeracyjna stanowi element komplementarny lub substytucyjny miejskiego systemu transportu zbiorowego. Tak przyjęte założenie badawcze zrealizowano, biorąc kolejno pod uwagę dostępność czasowąpunktowej infrastruktury kolejowej w ujęciu indywidualnego transportu samochodowego, lokalnego transportu zbiorowego (autobusowego i tramwajowego) oraz transportu pieszego. Przeprowadzona analiza pozwoliła na wskazanie, w jakim zakresie rozmieszczenie przystanków Łódzkiej Kolei Aglomeracyjnej jest dopasowane do rozmieszczenia przystanków lokalnego transportu zbiorowego, zabudowy miasta i jakie jego części objęte są poszczególnymi izochronami dojścia i dojazdu do transportu kolejowego. Biorąc pod uwagę powyższe zmienne, w artykule wskazano potencjalne lokalizacje przystanków kolei aglomeracyjnej, które charakteryzująsię optymalną dostępnością względem poszczególnych zmiennych. Należy rozpatrywać je jako próbę weryfikacji obecnie funkcjonującego rozmieszczenia i jednocześnie wskazówkę dla ewentualnego rozwoju systemu.
The article presents the results of a study on the functioning of Łódź Agglomeration Railway in spatial terms. The study refers to the area of Łódź and focuses on determining the degree to which the agglomeration railway system is a complementary part or substitute to the urban public transport system as such. This research assumption was developed, successively taking into account the time-based accessibility of point rail infrastructure as regards individual car transport, local public transport (bus and tram services) and pedestrian communication facilities. The analysis allows determining to what extent the distribution of Łódź Agglomeration Railway stations matches the deployment of local public transport stops, the city’s buildup areas and which of its parts are covered by different isochrones of reaching the means of rail transport by car or on foot. Taking account of these variables, the authors indicate potential sites to locate agglomeration railway stations, which are characterized by optimum accessibility regarding different variables. They shouldbe considered to be an attempt at verifying the currently functioning arrangement and, at the same time, as a proposal for possible development of the urban communication system.

Rosnące znaczenie transportu zbiorowego wymusza zmiany organizacji przewozów. W utrwalonym standardzie podziału kompetencji pomiędzy organizatora i operatorów komunikacji, wraz z intensyfikacją dynamicznych zaburzeń przewozów i wzrostem oczekiwań pasażerów, problemem stał się brak możliwości bieżącej wymiany danych pomiędzy tymi instytucjami. Obecny, asynchroniczny model współpracy opiera się o dwa odrębne systemy informatyczne, osobne bazy danych z niespójnymi pod względem formatu i zakresu danymi. Wymiana jest realizowana przy pomocy wydruków, plików .xml lub baz pośrednich z dużym udziałem ręcznej edycji, co jest to przyczyną opóźnień w pracy, licznych błędów, nieporozumień, a w konsekwencji obniżeniem jakości usług przewozowych i ich wysokim kosztem. Niedostrzeganym dotąd rozwiązaniem jest zmiana modelu na synchroniczną współpracę obu instytucji, poprzez wdrożenie jednolitego oprogramowania i jednej wspólnej bazy danych. Wówczas wszyscy użytkownicy, ze strony organizatora, jak i operatorów komunikacji, zgodnie z przydzielonym uprawnieniami pracują równocześnie, w czasie rzeczywistym, w oparciu o jednolitą topologię i spójne dane o przewozach. W takim systemie nie ma błędów, opóźnień, możliwe jest planowanie wszystkich typów transportu w jednym systemie, a przede wszystkim możliwa jest optymalizacja na każdym etapie planowania, co w efekcie przyczynia się do polepszenia jakości przewozów i znacznego obniżenia kosztów. Jest to wystarczający powód do niezwłocznego wprowadzenia jako standardu, nowego, synchronicznego modelu współpracy organizatora i operatorów transportu publicznego według propozycji zawartej w artykule.
The growing importance of public transport forces changes to the organization of transport. In the established standard of the division of competences between the organizer and transport operators, along with the intensification of dynamic transport disturbances and the increase in passenger expectations, the lack of the possibility of ongoing data exchange between these institutions has become a problem. The current asynchronous cooperation model is based on two separate IT systems, separate databases with inconsistency in terms of format and scope of data. The exchange is carried out using printouts, .xml files or intermediate databases with a large share of manual editing, which causes delays in work, numerous errors, misunderstandings and, consequently, a reduction in the quality of transport services and their high cost. A solution that has not been noticed so far is the change of the model to synchronous cooperation between both institutions, by implementing a uniform software and one common database. Then all users on the part of the organizer and transport operators, in accordance with the allocated rights, work simultaneously, in real time, based on a uniform topology and consistent transport data. In such a system, there are no errors, delays, it is possible to plan all types of transport in one system, and above all, it is possible to optimize at every stage of planning, which in turn contributes to the improvement of the quality of transport and a significant reduction in costs. This is a sufficient reason to immediately introduce a new, synchronous model of cooperation between the organizer and public transport operators as a standard proposed in the article.

Opis:
Implementing the statutory obligation to prepare the plan of public transport integrated development have met with criticism both from practitioners dealing with organizing and managing public transport and from local government representatives. Critical remarks concern the range as well as the rules of implementing transport plans into the public transport organizing and managing processes. The hereby article presents the proposal how to prepare the transport plans in a way that enables not only meeting formal criteria of their possession, but also using them in the practice of organizing and managing public transport.

Ticket tariff is an important factor influencing the demand for public transport. Among basic problematics regarding ticket tariffs are designing new fare systems and optimization of current systems. The task of optimization is influenced by two main factors: ticket prices and the structure of the tariff. Both elements were researched in this article, based on eleven public transport organizers fare systems in Poland – metropolitan areas and cities of a different scale. The purpose of this article was to define basic tariff types used in urban and regional public transport with a presentation of their function models. Ticket tariffs split into two main groups: flat and differential. Differential group of tariffs covers: distance (usually are encountered fares based on a number of kilometres or stops travelled), quality (e.g. different fares on basic and express lines), time (minutes, hours or days of ticket validity, but also different tariff during on-peak and off-peak hours), sections (between which passenger travel on a transit route) and zones (transport network divided into areas, e.g. designated by municipalities boundaries) tariffs. The concept of this study was to transform as many tariffs as possible from tabular form to the mathematical function. Five types of functions were considered for each tariff schematic: linear, power, polynomial, logarithmic and exponential. Functions and associated with them R-squared parameters were obtained as a result of re-gression analysis. The paper indicates that for time, distance and flat tariffs conformity (R2) was in most cases very high and above 0,90. The results indicate that the power function best describes time tariffs. In the case of distance tariffs, different kind of functions can be used: logarithmic, power or polynomial. The proposed function form of tariffs may speed up the process of creating new fare systems or upgrading existing ones. With general knowledge about the structure of tariffs and their function forms, it would be easier to determine the price of different kinds of tickets. New fare integration solutions could be also proposed in the future by using Big Data analysis.
