Taking Sweden as a case study, the role of public service broadcasting (PSB) is explored, with a focus on issues of data retention and innovation that accompany web distribution. Th e issue of predicting audience preferences by means of data retention is investigated, and the related problem of organizational autonomy when interacting with commercial actors in the digital sphere. We hypothesize that previous tendencies towards paternalism might be equally supplemented by ten- dencies towards so-called “panspectric” surveillance and tracking, given a technological environment where such practices are increasingly common. We argue that the absence of advertising partially helps keep these broadcasters from panspectric temptation. Still, practices such as Facebook integra- tion entail a panspectric element. We ask whether the potential increase in the effi cacy of targeting audiences promised by panspectric practices might be off set by its negative impact on civic account- ability. Is there a possibility for a “benign,” democratically accountable panspectrocism?

This paper represents a review of how public service broadcasting (PSB) has emerged and developed from the theoretical perspective in post-communist countries, also analysing the way in which these trends exist in Latvia. The development of PSB in Eastern Europe and the Baltic States has been affected to a great degree by the political culture. Parliament and the National Radio and Television Council are not focused on active dialogue with other social partners. Unprofessional management is also a problem in terms of the effectiveness and innovation of PSB operations. The author of this paper concludes that a fundamental necessity is to make note of European experience with culture and democracy, to take into account the experience of post-communist societies, and to react to changes caused by technologies. The point here is not to copy existing solutions, but instead to look for ones that are innovative.

The remit of public service broadcasting includes the obligation of universal programming, which covers all kinds of programmes such as culture, news, entertainment and sport. Several European Union documents stress the special role of Public Service Broadcasting (PSB) in society and acknowledge a far-reaching autonomy of Member States to define and finance their national system of public service broadcasting. All European countries have defined remits for their public service broadcasters. The definition of the mission of PSB in Poland is only related to the activity of the public radio and television. Also the way PSB gives account for its programme activities, and the control of the way PSB fulfils its remit. Theme channels are part of the remit of public service broadcasting. These channels are considered as important and almost self-evident activities of PSB. Nevertheless there is a need for such provisions to define the mission of PSB in Poland. This is necessary to further specify the criteria used to determine whether a service of theme channels which are transmitted by the public television is of an economic or a non-economic nature. This is the most important because of the requirements of state financing of public service broadcasters. These transparency requirements are internal accounts corresponding to different activities – public service and non-public service activities must be separated.

This paper critically examines Latvian media policy from the point of view of public value theory, regarding the management of public service media. Since 1992, Latvian Television (LTV, 1954) and Latvian Radio (LR, 1925) officially, i.e. according to law, are independent public service media organisations, and consequently two legal entities. In fact LTV and LR are two state enterprises with one supervising council (five members) elected by parliament according to political proportionality – National Electronic Mass Media Council (the NEPLP). Since 2011, the Latvian government has been slowly deciding plans for the reform and creation of a unified PSM corporation, not just a PSB, i.e. including not only radio and TV broadcasting but a multimedia approach, especially on the Internet platform, due to media convergence. Political decisions of government and parliament for the above-mentioned intent are still wanted. Also, an initiative by LTV and NEPLP to establish a Russian language TV channel was not taken further by decision makers.

The ongoing globalization of mass media offers ample opportunities for citizen debate and pluralism of thought. One of the recent world media trends is the creation of different models of public media, which are an alternative to other means of communication. Public media might address issues of contemporary journalism, namely the quality and independence of media, ensuring that citizens receive accurate and impartial information. Ukraine has undergone tremendous changes since it has gained independence in 1991 but the political and legal systems remain unduly centralized, the economy weak, and the government attempts to limit freedom of speech and work of media. During both the Orange Revolution in 2004 and the Euromaidan 2013–2014, the need to deepen democratic freedoms was emphasized. Major advocates of the reform called for strengthening the rule of law, decentralization, denationalization of media, and the establishment of community media in the country, which will be created by the society, serve the society, and work under its control. Measures to increase the diversity of Ukrainian media are one of the practical means to guarantee freedom of speech and diversity of viewpoints. The diversity of media includes not only the diversity of content and multiplicity of media owners but also the variety of media types. Along with traditional models of public service media and private commercial broadcasting, community media emerged as the “third level” of media development that enhances freedom of speech. This article examines the legal aspects of community media implementation in Ukraine, their compliance with the standards and principles of the media law of European countries that govern the media community, and illustrates the development of community broadcasting in the world. It also provides an overview of the international standards for community media, which are backed by legislatures and regulators. Analyzing the Ukrainian media legislative draft, the author of the article offers improvements to the content and funding of community media in Ukraine.

The conception of the public media assumed their isolation from state authorities and party impact. The assumption was failed to be achieved. The article shows the mechanism of politicization of the supervisory boards and boards of management in public media companies. The aim of this article was to analyze personnel makeup of these organs and to define political connections of individual members. This research emphasizes the action of the National Broadcasting Council as one of the element making the public media dependent on parties.

Koncepcja powołania publicznej radiofonii i telewizji w Polsce zakładała, że nadawcy ci muszą realizować zadania misyjne. W tym celu wprowadzono obowiązek płacenia publicznej daniny na rzecz tego sektora mediów. Tylko dzięki temu publiczne media mogły zachować niezależność. Prezentowany artykuł skupia się na przedstawieniu przepisów prawnych dotyczących abonamentu radiowo-telewizyjnego oraz na opisie trudności w zakresie jego ściągalności. Z analizy wynika, że polski system poboru abonamentu nie może być skuteczny.
The conception of creating the public media in Poland pointed to the fact that these broadcasters had to fulfill the public mission. To this end the duty of paying the license fee in aid of this media sector was introduced. Only in this way the public media could remain independent. This article focuses on presenting regulations concerning the public charge and describing difficulties in the field of collection of this license fee. This analysis shows that the Polish system of the collecting of the license fee cannot be effective.

This paper aims to analyze and provide parameters for radio ombudsman services, considering the ombudsman experience carried out by the Brazilian Public Communications Enterprise (EBC) radio stations. The analysis of the listeners’ feedback during July 2008–September 2011 allows us to conclude that the ombudsman experience may be considered a Media Accountability Instrument (MAI) focused not only on journalism but also on music and entertainment. The ombudsman performance may be a MAI because it provides visibility and transparency to errors, issues and dilemmas associated with the media actions. Thus it stimulates more credibility, prompt discussion with readers, listeners and viewers, and could encourage a culture of greater accountability in the newsroom. The EBC ombudsman sought to be a mediation channel that provides visibility to matters raised during the weekly radio program: Radio in Debate.

The subject of the study is a comparison of television broadcasting for school-age children and youth by public broadcasters in Slovakia and the Czech Republic during the first wave of the coronavirus pandemic in spring 2020. The authors selected and researched programs which were supposed to partially replace full-time teaching in primary schools. Radio and Television of Slovakia (RTVS) broadcast a program called Školský klub (School Club) and Czech Television broadcast the UčíTelka (Teaching TV) program. The aim of the group of authors was to analyze five parts of both programs broadcast in one week and then compare the results. In the theoretical part of the study, the authors characterize the broadcast during an emergency situation and present the examined programs. Subsequently, they are presenting an overview of television broadcasting during the mandatory quarantine in Slovakia in the children’s television JOJKO, which they divided into two categories: broadcasting focused on coronavirus and broadcasting focused on spending free time at home. In the research part, the authors carry out a qualitative analysis of the researched lectures with a focus on several aspects: visual design, tools used in the lecture, the role of the presenter and their performance, the overall contribution of the lesson in terms of topics and curriculum and interaction with viewers. They compare the results of both lectures and deduce the results of the analysis based on the findings. The result of the study is a comparison of the level, processing and benefits of lessons aimed to partially replace the teaching process of children and youth in primary schools in Slovakia and the Czech Republic at the time of emergency measures and quarantine caused by the COVID-19 virus.

Opis:
Public service broadcasting in the United States, organized in a different way than in Europe, is a mosaic composed of various entities and methods of fi nancing. That model is constructed on a based which is the Corporation for Public Broadcasting (CPB) and the dispersed structure of the radio and television networks. The most recognizable of broadcasters, radio NPR radio or television PBS have also worked in close association with affi liated local stations. Funding, provided mostly by grants from federal budget, since the very beginning has been insuffi cient, forcing public broadcasters “begging” for donations from recipients and sponsors. Many observers believe that the current period is critical for shaping the future model of American public broadcasting. They have to defi ne, like any other media, their role in the new media ecosystem, changed so deeply by digital technologies.
Nadawcy publiczni w Stanach Zjednoczonych, zorganizowani w sposób odmienny niż w Europie, stanowią mozaikę złożoną z różnorodnych podmiotów i sposobów fi nansowania. Model jest skonstruowany wokół korporacji CPB oraz rozproszonej struktury stacji członkowskich sieci radiowych i telewizyjnych. Najbardziej rozpoznawalni z nadawców, czyli radio NPR i telewizja PBS, także działają w ścisłym związku ze stacjami lokalnymi. Finansowanie z grantów federalnych od początku było i jest niewystarczające, dlatego zmusza nadawców do sięgania po model żebraczy, czyli po datki od sponsorów oraz odbiorców. Obserwatorzy sądzą, że obecny okres stanowi krytyczny moment, w którym rozstrzyga się przyszły kształt amerykańskiego nadawania publicznego. Tak jak media komercyjne, muszą one bowiem zdefi niować swoją rolę w nowym ekosystemie mediów, tak głęboko zmienionym przez technologie cyfrowe.

The article analyses the changes in the Estonian television landscape between the years 1992 and 2007. The article states that, in the conditions of Estonian liberal policy (Knell, Srholec, 2007; Holmes et al., 2008), European Union media regulation and television stations’ economic con- ditions, influenced by the size of the Estonian television market, led to the enforcement of the legis- lation which was economically advantageous and protectionist towards commercial TV-stations owned by international corporations. As a result, profit for private television companies was guaran- teed but, at the same time, the value of the offered contents diminished. The Broadcasting Act amend- ments from 2000–2001 were aimed to increase the promotion of Estonian culture and to guarantee its better refl ection. In reality Acts’ impact was minor and private channels commercialized. As a re- sult of these processes, the private television programmes aired today are equable and entertainment dominates.

The article gives an insight into the development of Russian language media in such a small media market as Estonia.

Transformacja krajobrazu medialnego na Ukrainie nie jest procesem łatwym. Jednocześnie zmiany te są bardzo duże i nieodwracalne – podobnie jak zmiany w społeczeństwie ukraińskim. Niniejsza praca porusza problematykę dotyczącą obecnego krajobrazu medialnego Ukrainy i czynników, które mają na niego wpływ. Podjęto w niej kwestie związku mediów z wydarzeniami Euromajdanu i Rewolucji Godności, a także kryzysu tożsamości, który doprowadził do wydarzeń 2013 –2014 r. na Ukrainie. Rola środków masowego przekazu w demokratycznych rewolucjach na Ukrainie jest bardzo ważna. Zmiana pozycji mediów, wpływ oligarchów i opór pracowników mediów – to wszystko było częścią rewolucji, która zmieniła nie tylko ukraińskie społeczeństwo, ale także środki masowego przekazu na lepsze. Dziennikarze jako osoby publiczne byli aktywnymi uczestnikami rewolucji i stali blisko jej początków. Co prawda miało to swój wpływ na specyfikę pracy dziennikarzy, którzy musieli działać w ekstremalnych warunkach, najpierw podczas Rewolucji Godności, a później transmitując wydarzenia na Krymie i wschodniej Ukrainie. Wydarzenia Euromajdanu całkowicie zmieniły sytuację, kładąc kres kryzysowi samoidentyfikacji narodowej. Media nie tylko relacjonowały, ale także tworzyły te zmiany, równocześnie doświadczając restrukturyzacji. Pojawił się nowy typ mediów – tworzony przez zwykłych ludzi, którzy korzystając ze swoich profilów na portalach społecznościowych, upowszechniali informacje o wydarzeniach, komentowali i dzielili się refleksjami.
The process of changing the media landscape in Ukraine cannot be called simple. At the same time, these changes are very large and irreversible - as well as changes in Ukrainian society. This paper deals with the issues related to the present media landscape of Ukraine and the factors that influence it. The work describes the relationship between the media and the events of Euromaidan and the Revolution of Dignity, as well as the identity crisis that led to the events of 2013–2014 in Ukraine. The role of the mass media in the democratic revolutions in Ukraine is very important. The changing position of the media, the influence of the oligarchs, and the resistance of media workers - all of this was a part of the revolution that changed not only Ukrainian society but also the mass media for the better. Journalists, being public figures, were active participants in the revolution and stood close to its roots. Admittedly, this had an impact on the specifics of the work of journalists who had to operate in extreme conditions, first during the Revolution of Dignity, and later broadcasting events in Crimea and eastern Ukraine. The events of the Euromaidan completely changed the situation, putting an end to the crisis of national self-identification. The media not only reflected on but also created these changes while experiencing restructuration. A new type of media has emerged – are ordinary people who, using their profiles in social networks, acted to spread the information about events, commented on them, and shared their reflections.

This study explores developments in Latvian broadcast media during the period known as the “awakening” that led up to the re-establishment of independence. It pays particular attention to the celebrated television program Labvakar (Good Evening). It argues that pre-existing patterns of political communication persisted through the period showing that while media practices and content were the product of social agency emanating from an elite group of intelligentsia and politicians, broadcasting was less successful at generating social agency at the grassroots, a precondition for and ideal of effective civic and public service communication.
