The efficiency of the education is variable, which is very difficult to measure, influenced by a variety of input components-students, teachers, school curricula, the school’s internal and external factors. Generally, it is necessary to assess the degree of efficiency of the functioning of the training to carry out a comparison of the rate variables describing the inputs with the same intensity of quantities characterizing the outputs. This article deals with the intermediate results of the research evaluating the scope of the efficiency of the functioning of the educational process in the field of education and training in the context of electrical engineering by on-line education. The research investigated the extent to which online electrical engineering kits have an impact on learning and whether their use has a corresponding impact on learning outcomes. The object of the research was the students and the subject of the research was their knowledge and understanding.

This paper deals with PM training efficient and profitable for all stakeholders. The inspiration to write it was the author’s rich experience as a trainer and an IPMA Project Excellence Award Assessor. There are three reasons for writing the paper: to encourage managers to better prepare such training (formulation of needs and expectations by them), to indicate the main points of content and the method of training for inexperienced trainers and to promote the PE Award. The methodology used consisted in observation, interviewing and inquiring. Basic results are: showing managers the weight of needs and expectations formulation, the content and methods of training and PE Award promotion. Conclusions – training more profitable for companies and interesting for participants and trainers. The PE Award is more recognized worldwide.
Praca dotyczy szkoleń z zarządzania projektami, skutecznych i użytecznych dla przedsiębiorstw, instytucji i organizacji. Inspiracją do jej napisania było bogate doświadczenie Autora jako trenera PM oraz asesora konkursu INTERNATIONAL PROJECT MANAGEMENT ASSOCIATION Project Excellence Award. Są trzy powody uzasadniające napisanie tego artykułu. Zachęcenie menedżerów do lepszego przygotowania szkoleń z zakresu PM (sformułowania potrzeb i oczekiwań), podpowiedzenie niedoświadczonym trenerom głównych treści i metod szkolenia oraz promowanie idei PE Award. Zastosowana metodyka polegała na obserwacji, wywiadzie i ankietyzacji. Zasadniczymi wynikami są: ukazanie menedżerom wagi właściwego formułowania potrzeb i oczekiwań, treści i metody szkoleń oraz promocja dobrych praktyk w postaci PE Award. Wnioski – szkolenia z PM są korzystne dla przedsiębiorstw/organizacji i ciekawsze dla uczestników oraz trenerów. Ponadto, konkurs PE Award jeszcze bardziej rozpoznawalny w świecie.

Over the last decade, researchers have investigated to what extent cross-project defect prediction (CPDP) shows advantages over traditional defect prediction settings. These works do not take the training and testing data of defect prediction from the same project; instead, dissimilar projects are employed. Selecting the proper training data plays an important role in terms of the success of CPDP. In this study, a novel clustering method called complexFuzzy is presented for selecting the training data of CPDP. The method reveals the most defective instances that the experimental predictors exploit in order to complete the training. To that end, a fuzzy-based membership is constructed on the data sets. Hence, overfitting (which is a crucial problem in CPDP training) is alleviated. The performance of complexFuzzy is compared to its 5 counterparts on 29 data sets by utilizing 4 classifiers. According to the obtained results, complexFuzzy is superior to other clustering methods in CPDP performance.

In the present paper the authors address the importance of carrying out certain relevant internships by students and, at the same time, the influence that these internships have on the place where Romanian education system is situated on the map of the European competitive education systems. Because the student -perceived as a central section of the future evolution- must develop both in terms of personal and professional features, the authors approached aspects regarding the importance and the advantages brought out by the internships carried out by youths, since these often can represent the starting point for the future career of the graduates. The paper is, overall, a plea for projects co -financed through the European Social Fund and through the SOP HRD for ensuring the existence of public-private partnerships and for facilitating the emerge of first contact of the youth with the labor market. This article provides to readers the opportunity to create a picture regarding the role and importance of such projects in forming a competitive education system and, at the same time, a bright future through the influence exercised over students.
Autorzy prezentowanego artykułu uwypuklają znaczenie podejmowania przez nich praktyk o dość dużym znaczeniu, z jednoczesnym ich wpływem na miejsce, w jakim znajduje się edukacja rumuńska na mapie Europy, wśród konkurujących ze sobą systemów edukacji. Z uwagi na to że, student – postrzegany jako jednostka centralna przyszłego rozwoju – musi się rozwijać zarówno pod względem cech osobowościowych jak i zawodowych, autorzy niniejszego artykułu, przybliżyli aspekty związane ze znaczeniem i korzyściami, jakie przynoszą praktyki podejmowane przez studentów, a które mogą reprezentować punkt wyjścia do ich przyszłej kariery zawodowej. Niniejszy artykuł jest, ogólnie mówiąc, przedstawieniem projektów finansowanych przez Europejski Fundusz Społeczny oraz program SOP HRD, które zapewniają partnerstwo publiczno-prywatne a także ułatwiają pierwszy kontakt młodego pracownika z rynkiem pracy. Artykuł ten dostarcza czytelnikom, możliwość stworzenia obrazu w odniesieniu do roli i znaczenia takich projektów w tworzeniu konkurencyjnego systemu edukacji, a w tym samym czasie, uzyskanie lepszego obrazu przyszłości poprzez wpływ praktyk, podejmowanych przez studentów.

Conflicts in the 21st century have forced qualitative changes in the way of training missionary personnel. Police forces are currently used in various joint operations, which include, among others, elements of the fight against terrorism, ensuring the security of civilians and training of security forces. New types of operations require corrected preparation systems. This article analyses the previous way of preparing such units as Individual Police Officers, Specialized Police Teams, Formed Police Units, as well as the issue related to the training modification proposal, and one of them is the implementation of the virtual game “Gaming for Peace” as a supplement to the training gap through modern and more effective training.

The article describes the life cycle of a training project in a research and development unit, from setting the training target, through analyzing the needs of the group, establishing workshops' programs and logistics, up to the evaluation and implementation support. The role of human capital has been presented in the article, thus the need for training organization has been demonstrated to improve quality of work. The article also describes characteristics of the training market, defining types of projects addressed to representatives of the most often trained groups in the research and development unit, like professionals, managers and research workers. Methods and tools aiding the training system analysis and monitoring have also been introduced in the text with a goal to reflect customer, employer, and trainee satisfaction. A process of raising qualifications of employees was described at the Institute of Aviation. It has been found that internal trainings from the subject matter of "project management" are the best solution for research and development centers.
W artykule opisano cykl życia projektu szkoleniowego w jednostce badawczo-rozwojowej począwszy od wyznaczenia celów szkolenia, przez analizę potrzeb grupy, ustalenie programów warsztatów i ich logistyki, aż po ocenę i wsparcie wdrożenia. Zaprezentowano rolę kapitału ludzkiego i przez to wykazano potrzebę i istotę organizowania szkoleń, które mają na celu m.in. podniesienie, jakości wykonywanej pracy. Opisano charakterystykę rynku szkoleń określając rodzaje projektów adresowanych do przedstawicieli najczęściej szkolonych grup zawodowych w jednostce badawczo-rozwojowej: specjalistów, kierowników i pracowników naukowych. Przedstawiono metody i narzędzia pomocne w analizie i monitorowaniu systemów szkoleń uwzględniając głównie zadowolenie klienta: pracodawcy oraz szkolonego pracownika. Opisano proces podnoszenia kwalifikacji pracowników w Instytucie Lotnictwa. Stwierdzono, że dla jednostek badawczo-rozwojowych dobrym rozwiązaniem jest organizowanie szkoleń wewnętrznych, z tematyki „zarządzania projektami".

Purpose: The aim of the article is to present model Teacher Training Schools in Poland and to demonstrate conclusions from the diagnosis of needs of supported schools in order to specify the forms of support for teachers included in the project. Design/methodology/approach: The article presents the assumptions of the Teacher Training School Model as an innovative system of supporting teachers' competences, which can be financed from EU funds. Selected aspects of the Teacher Training School functioning were presented for an exemplary project: “Teacher Training School in the commune of Barcin”, implemented in the period from January 01, 2021 until July 31, 2022. The conclusions from the diagnostic research (CAWI and CATI) of 7 supported schools, 65 teachers and 10 principals and deputy principals, in terms of their expectations for the forms of support planned in the project, were indicated. Findings: The results of the diagnosis of needs of supported schools allow to specify the forms of support for teachers and principals affected by the newly established Teacher Training School in the commune of Barcin. Research limitations/implications: The assessment of the effectiveness of the impact of the Teacher Training School in the commune of Barcin presented in the article will be possible after the completion of the project. Practical implications: The results of diagnostic tests, including the expectations of teachers and managers, allow for detailed planning of workshops and cooperation networks in the project „Teacher Training School in the commune of Barcin”. At the same time, the results may constitute recommendations for the process of training and practical improvement of teachers in the field of developing key competences for students. Social implications: The priority of educational policy in Poland is to ensure an effective system of education and continuous professional development of teachers which will respond to real needs of a school and will allow teachers to improve their professional competences and develop their workshop. Originality/value: The implementation of the model Teacher Training Schools in Poland will have a social dimension directly affecting teachers’ and indirectly pupils' key competences.

Action learning, jako metoda uczenia bazująca na wykorzystaniu refleksji w oparciu o działania realizowane pod pełnym obciążeniem naturalnego kontekstu życia codziennego, jest słabo znana w polskiej literaturze z zakresu zarządzania. Celem tekstu jest prezentacja tej metody oraz dyskusji definicyjnych, jakie pojawiają się od 30 lat w literaturze anglosaskiej. Dodatkowo zostanie zaprezentowane jej precyzyjne rozróżnienie od innych metod rozwoju, które wykorzystują refleksję grupową, a mianowicie uczenia opartego na projektach oraz na problemach. Rozważania definicyjne zilustrowane zostaną opisem przypadku – interwencji mającej zwiększać szanse zatrudnieniowe młodzieży wiejskiej trwale pozostającej poza rynkiem pracy – w którym wykorzystano omawiane trzy metody rozwoju indywidualnych kompetencji.
Action learning as a teaching method is grounded on reflection based on action taken under the full burden of the natural context of daily life. It is not well known in Polish literature on management. The objective of this text is a presentation of the method and discussions on definitions that have appeared for the past thirty years in English–language literature. Moreover, a precise differentiation from other development methods using group reflection—those applying project– and problem–based learning—are also presented. A case study illustrates consideration of definitions—intervention aimed at increasing the employment opportunities of rural youth chronically outside the labor market—using the three discussed methods of developing individual competencies.

Aim. The paper presents feedback on the effects of a new approach to the teaching practice of teacher trainees introduced in Serbia. Verification of the new approach is connected with a mentor training conception which has been under preparation within the frame of Erasmus+ project 2020-1-SK01-KA201-07825 Mentor training addressed in mutual cooperation of higher education institutions from Slovakia, Czech Republic, Hungary, and the Republic of Serbia. Methods. Within the frame of the new approach, verification structured interviews were carried out with a research sample of ten mentor teachers—science teachers from primary and secondary schools. The teachers were asked about the teacher trainees’ knowledge and skills (competences) they use within the lessons taught by them during their teaching practice, ways to improve the mentoring process, as well as mentors’ competences and the ability to self-assess.   Results. The researchers collected rather positive opinions of mentors about mentees’ knowledge and skills they come to schools with. At the same time, the mentors expressed high satisfaction with their own knowledge about their mentoring role and competences. Conclusion. The paper presents, on the one hand, a good example of synergy of the national school policy strategies, introducing new approaches to the teaching practice of teacher trainees in Serbia. On the other hand, the goals of an international project are presented, which are meant to improve the quality of mentor-teachers at schools in Serbia.

The reason for modern Maritime Education and Training (MET) is to provide students with the necessary skills, and knowledge to be successful in the future outside of school. Futuristic teachers need to help students become life-long learners who are ready, organized, and equipped for new challenges. This paper tries to find position of Maritime English/IMO Standard Marine Communication Phrases (ME/ IMO SMCPs) versus autonomous ships, to facilitate developments in a safe predictable environment and for ensuring safe navigation in the future, also in a mixed traffic situation where both manned and unmanned ships will be sailing on the same routes and ports. In its attempts, this paper tries to analyse the Obstacles and Disadvantages when no crew is required on board; this could jeopardize the statute of seafarers, and not every aspect of unmanned shipping is all roses. The work is much future oriented and requires challenging conventional concepts and operations.

The article aims at evaluating the measures applied in the EU projects supporting e-services development in selected local governments. The article provides characteristics of three partner projects co-funded as part of the 2014-2020 Operational Program Knowledge Education Development, specifically actions implemented under priority axis II Effective public policies for the labour market, economy and education (measure 2.18). Then the actions focused on e-administration development and evaluated it in terms of the benefits for the participating local governments, and thus the residents using the e-services. Further the, article presents the training actions completed as part of the projects and which were evaluated by 672 local government administration employees. Participants evaluated the trainings in terms of acquiring competencies, professional career development and the possibility of applying the knowledge in their professional work. Detailed questions also consisted in collecting the opinions on training organisation and the teaching methods and tools applied. Recapitulation stresses the importance and significance of e-administration development for clients using e-services provided by local governments. Finally, there are some conclusions and recommendations presented, referring to the execution of EU projects with the participation of local governments. This article is an introduction to a series of publications aiming at performing research on the effect of EU funds on the development of local governments, and thus the regional competitiveness.

Opis:
W artykule przedstawiono informację o warsztatach szkoleniowych i informacyjnych dotyczących tematyki geotermalnego ciepłownictwa sieciowego w Europie, z uwzględnieniem wybranych miejscowości polskich, w których funkcjonują geotermalne systemy grzewcze. Warsztaty zostały zorganizowane w Uniejowie w dniach 13–14 października 2014 r. przez Instytut Gospodarki Surowcami i Energią PAN w ramach unijnego Projektu IEE „Promowanie geotermalnych systemów centralnego ogrzewania w Europie” (GeoDH). Głównym celem Warsztatów było przekazanie aktualnej i wszechstronnej wiedzy związanej z wykorzystywaniem energii geotermalnej w ciepłownictwie oraz przedstawienie europejskich i polskich dobrych praktyk w tej dziedzinie. Kolejnym istotnym celem spotkań było wzmocnienie przekonania o potrzebie propagowania działalności geotermalnej, wypracowania sprzyjających warunków politycznych, prawnych i finansowych dla rozwoju ciepłownictwa geotermalnego w Polsce (wzorem wielu innych krajów europejskich) oraz o konieczności angażowania w te działania ze strony przedstawicieli różnych środowisk społecznych i gospodarczych – samorządowców, polityków, inwestorów, ciepłowników, instytucji finansujących oraz społeczności lokalnych.
The paper presents the Training and Information Workshops on Geothermal district heating systems in Europe (including selected localities in Poland where such systems are operational) organized in Uniejów, 13–14 October 2014, by the Mineral and Energy Economy Research Institute of PAS in frame of the EU IEE Project “Promotion of geothermal district heating systems in Europe” (GeoDH). The main objective of the Workshops was to provide a current and comprehensive knowledge related to the use of geothermal energy for heating and presentation of good European and Polish practices in this area. Another important purpose of the meetings was to strengthen the awareness of the need to promote geothermal activity, to introduce favorable political, legal and financial tools for the development of geothermal heating in Poland (following the cases of several other European countries) and to engage in these activities the representatives of various social and economic environments – local authorities, politicians, investors, heating engineers, financing institutions and local communities.
