Rural development policies lately take an inter-sectoral area-based approach. This turn raises questions relating to governance on the one hand and issues relating to the participation of different sectors therein on the other. In this paper I present a case study from Germany, focussing on three area-based rural development funding programmes, two temporary pilot programmes and a mainstream scheme. The concept of regional governance is shown to play a crucial role in the implementation of pilot programmes, while mainstream policy only partly is affected. Forestry as a sector was found to only play a minor role in such processes of regional governance. This paper reveals sector – internal as well as – external causes of this phenomenon and closed with conclusions on how to (sector-internally and – externally) enhance forestry participation to area-based rural development programmes.

Introduction. Diabetes mellitus is a chronic metabolic disorder that can lead to an increased length of hospital stay, delayed healing, and exacerbation of co-morbidities with complications arising if not properly managed. Better understanding and maintenance of normal blood glucose by nurses can positively influence care outcomes. The study aimed to assess nurses’ knowledge on the management of diabetes and skills in blood glucose monitoring. Materials and method. A structured pre- and post-questionnaire was used to assess nurses’ knowledge on the management of diabetes, and a structured checklist was used to assess their skills in blood glucose monitoring. Three hundred and thirty- eight (338) participants directly involved in the provision of care to diabetic patients were randomly selected for the study. Data were analyzed using descriptive and inferential statistics. Results. The study revealed that 58.9% of the respondents scored above the mean score of 33.1±3.5 during pre-assessment, which shows they had a good baseline knowledge of blood glucose. A post-intervention finding showed 64.8% scored above the mean score of 36.3±3.1. Assessment of nurses’ knowledge of blood glucose monitoring proficiency showed that 70.1% scored above the mean score of 11.4. Conclusions. The educational intervention programme with a practical training session was an effective method of approach for improving blood glucose management among the participants. However, it is recommended that protocols and practice guidelines should be placed at strategic locations, and methods of empowering nurses, such as providing them with equipment needed to sustain this practice, should be heightened.

The academic literature in the past has frequently highlighted that the European Commission (EC) tends to provide more accurate public finance forecasts compared with national governments, thanks to its neutrality. The recent conflicts regarding the excessive deficit procedure with Romania and Italy and rule of law with Hungary and Poland raises the question of whether such conclusions are still binding. Therefore, we analysed a panel of forecasts submitted by the national governments with an annual update of Convergence programmes and corresponding EC predictions. Our dataset contains predictions of the general government deficit, revenues and expenditures for EU27 economies and the United Kingdom in the years 2014–2019. First, the analysis shows no meaningful discrepancies between both estimates when the horizon is set at the current year. Forecasts for the next year have equal accuracy in the case of government revenues and expenditures. However, the EC performs worse in the case of the final deficit. Second, cross-country effects are present, but the accuracy is different mainly in the very small economies, that is, the Baltic countries, Cyprus, Malta and Luxembourg. Amongst the more populated states, the EC outperforms the Slovakian and Denmark governments but has worse performance than the Irish, Portuguese and Spanish governments. We also do not see evidence of any political bias in the forecasts.

The purpose of this paper is to trace the very origins of an adventure education in Poland. We present some ideas that can be found in the Polish literature and articles published in the early 1920s. In the novel entitled Lato leśnych ludzi (The Forest People’s Summer) Maria Rodziewiczówna (1864–1944) presents a complete adventure education programme which is realized in a forest wilderness. Although this programme is similar in properties to that of British boy scouts, both educational systems are different in many ways, so “the forest people school” can be regarded as Rodziewiczówna’s original concept based mainly on the Polish history and local traditions. Ślizgawka (Ice Rink) is a memoir written by Franciszek Wysłouch (1896–1978) describing a unique pattern of winter skate-tour performed in the Polesie country before the Great War. These skate expeditions in the wilderness are the best examples of the pure adventure education. General Mariusz Zaruski (1867–1941) in his articles edited in the anthology Na bezdrożach tatrzańskich (In the Tatra Wilderness) pointed out many educational advantages of mountaineering and ski-touring in the Tatra Mountains. He also focused his attention on the wilderness education programmes. These ideas sounded revolutionary and were rejected by the Polish society of the beginning of 20th century.

Subject and purpose of work: The article concerns own contribution of local government units involved in the Regional Operational Programmes. The aim of the research is to assess the amount of own funds in the projects implemented under the ROP Materials and methods: The article analyses the secondary data obtained from the Local Data Bank, the data from the programme documents and available literature. Results: As the study has shown, no significant differences were found in the disbursement of funds in different years. However, in the perspective 2014-2020, the amount of local governance units contribution is higher. Conclusions: The regional distribution of the local government units resources in the particular regional programmes is strongly related to the total amount of the entire programme, but there is a noticeable variation between the perspectives. Still, local governance units own resources outweigh the national contribution.

Celem artykułu jest identyfikacja edukacyjnych aspektów realizacji programu Odnowa Wsi na przykładzie projektu zrealizowanego w gminie Nowosolna w województwie łódzkim (budowa świetlicy środowiskowej we wsi Byszewy) w ramach Sektorowego Programu Operacyjnego „Restrukturyzacja i modernizacja sektora żywnościowego na lata 2004–2006” oraz doświadczeń województwa opolskiego. Edukacja w Odnowie Wsi może, zdaniem autorki, przejawiać się w dwóch głównych aspektach. Przeprowadzone badania naukowe na terenie gminy Nowosolna pozwalają na ich dostrzeżenie i identyfikację.
This article aims to highlight the educational aspects of the implementation of the Rural Renewal basing on an example of a project implemented of Nowosolna community in łódzkie voivodeship (a creation of a community center in the village Byszewy) under the Sectorial Operational Programme Improving the Processing and Marketing of Agricultural Products 2004–2006 as well as showing the experience form opolskie voivodeship. According to the author there are two aspects of education in Rural Renewal. Research conducted in Nowosolna, presented in the article allows to distinguish and identify those.

Pursuant to the assumptions of the strategic document of the European Union, namely the Europe 2020 Strategy, objectives were designated for Member States in the scope of the conducted development policy. Poland is one of the beneficiaries of the Operational Programmes and receives financial support from the EU The main aim of the article is to verify whether the tasks implemented in that scope affect the development of particular regions. The objective of the article is the determination of the effect of pro-environmental projects on the development of Polish voivodeships. The analysis covered initiatives implemented in the scope of Operational Programmes in the programming period 2014-2020. Moreover, the levels of the development of Polish voivodeships in the selected years were determined by taxonomic research methods by Z. Hellwig, The analysis of changes in the development levels of voivodeships and pro-environmental projects in the area of which investments and activities concerning the low-emission economy, renewable energy sources, thermo-modernization and recycling are carried out is indicative of several conclusions. The low share of projects related to recycling and strictly environmental protection is worrying. In all voivodeships, most pro-environmental projects financed by ROP concern thermomodernization.
Zgodnie z założeniami Strategii Europa 2020 wobec państw członkowskich wyznaczono cele w ramach prowadzonej polityki rozwoju. Równocześnie Polska, jako jeden z beneficjentów programów operacyjnych, korzysta z pomocy finansowej UE, realizując projekty na rzecz środowiska, gospodarki niskoemisyjnej, a szerzej − rozwoju zrównoważonego i trwałego. Celem artykułu jest zidentyfikowanie oddziaływania projektów o charakterze prośrodowiskowym na rozwój województw Polski. Analizie poddano inicjatywy realizowane w ramach programów operacyjnych w okresie programowania 2014-2020. Ponadto określono poziomy rozwoju województw Polski w wybranych latach. Zastosowano taksonomiczne metody badawcze Z. Hellwiga oraz metodę desk research, za pomocą której dokonano analizy projektów. Analiza zmian w poziomach rozwoju województw i projektów prośrodowiskowych wskazuje na kilka wniosków. Odsetek projektów proekologicznych jest bardzo mały w większości regionów. Niektóre województwa wdrażają te projekty w większym stopniu niż pozostałe (łódzkie, lubuskie, warmińsko-mazurskie). Niepokojący jest niski udział projektów związanych z recyklingiem i stricte ochroną środowiska. We wszystkich województwach najwięcej projektów prośrodowiskowych finansowanych w ramach RPO dotyczy termomodernizacji.

RESEARCH OBJECTIVE: The purpose of this paper is to assess the state of entrepreneurship education in higher education institutions in Europe (which are not universities for Economics) comparing the academic developments in the field of entrepreneurship in Central and Eastern Europe (CEE) and Western Europe (WE). THE RESEARCH PROBLEM AND METHODS: To fulfil the objectiveof the paper such research methods as literature review and Internet research were applied. THE PROCESS OF ARGUMENTATION: The process of arguments presented in this paper was systemized in two parts. Firstly, there was discussed the theoretical background of academic entrepreneurship education. Secondly, based on own Internet research there was presented and discussed the educationalprogramme in the field of entrepreneurship at selected European universities. RESEARCH RESULTS: There are discrepancies in teaching entrepreneurship between universities in Europe. West-European universities offer a richer entrepreneurship programme than those in South-Europe. Moreover, universities in CEE lag behind those in WE in entrepreneurship education. Poland is an exception,which offers a range of specialist subjects in the field of entrepreneurship, which Polish academics seem to specialize in. CONCLUSIONS, INNOVATIONS, AND RECOMMENDATIONS:The paper focuses on examining the entrepreneurship as a single subject (compulsory or optional) of university curriculum. It is recommended to analyze, if universities have specialist chairs for entrepreneurship and entrepreneurship centres offering a comprehensive entrepreneurship programme.

Safety engineering has become a challenging and rewarding career field in the present day age of rapid technological and scientific advances. But how to raise student’s awareness regarding the legal and regulatory requirements introduced by safety organizations and government agencies? The aim of this paper is to show how successful cooperation between professionals in the field of safety engineering, especially functional safety and experienced university language teachers can boost student motivation and inspire them to face the social and industrial needs of changing business environments. We will try to prove that a tailor-made course provides students with efficient information about the subject, source material and vocabulary from the field of safety engineering. It will also enable students to use knowledge to respond to hazards and accidents. It will teach them to take independent decisions in emergency situations and prepare them to feel comfortable in the global business.

In the article the authors analysed cooperation of preschool teachers with parents. It is a complex area of operation for preschool teachers, which requires communication skills, management of potential conflict situations, approaches to identification and management of different family situations, as well as approaches to coping with stress and working with different people. During the research on the population of students and preschool teachers (616), the authors also found that this is an area which the students rated as difficult, expecting problems with it at the beginning of their career, whereas in-service preschool teachers estimated that they did not have many problems when interacting with their pupils’ parents.

The self-governmental programme “Modernisation of Vocational Education in the Region of Małopolska”, co-financed with European Union funds, was addressed to secondary vocational schools for youngsters. The objective of the programme was to improve the quality of vocational education and to more effective link it with the needs of the labour market. The programme focused, in the first place, on obtaining additional qualifications through participation in specialist courses that can make the graduates more competitive. NIK has highly apprised the effectiveness and efficiency of the project realisation, and recommended the Ministry of National Education to develop a similar programme to cover the whole country.
