Opis:
One of the main challenges in implementing process-oriented management is establishing a governance mechanism in the organisation. It creates a coherent framework for the execution, management and perception of business processes, which is the foundation of consistent Business Process Management (BPM). Process governance (PG) refers to an organisation’s ability to manage its relationships with all process stakeholders and support the value chain for its customers. Its implementation involves establishing process regulation mechanisms and stakeholder-oriented criteria to support prioritisation, cascading, and change management within BPM initiatives. A review of the domain literature reveals that while process governance has been discussed from several but separated perspectives (strategy, business roles, performance, and maturity), only a few studies identify and synthesise the barriers to its implementation in organisations. The paper mainly aims to identify and classify the key barriers to the implementation of process governance. The author’s approach refers to the six core elements of Business Process Management capability and process governance frameworks. Research results confirm that most process governance barriers polarise around the competence gaps of the process stakeholders and the immaturity of the process-oriented culture of companies. Another significant group of constraints to process governance arises from the existing organisation’s structure. They are mainly related to the proper division of responsibilities and a weak position or the lack of BPM centres of excellence. The research contributes to the literature on management by identifying potential barriers to business process governance that constrain BPM initiatives. The identified PG challenges can provide a basis for developing a theoretical framework for Business Process Management and models for BPM success factors.

Odpowiedzią organizacji na rosnącą komplikację warunków jej funkcjonowania, opisywanych jako „świat VUCA” (VUCA: zmienność ang. Volatility, niepewność ang. Uncertainty, złożoność ang. Comlexity i wieloznaczność ang. Ambiguity), jest wdrażanie w organizacjach wielu różnorodnych instrumentów zarządzania. Tempo i skala ich wprowadzania prowadzi w wielu przypadkach do obniżenia spójności zarządzania organizacją powodując, wbrew intencjom, obniżenie sprawności i efektywności funkcjonowania organizacji. Aby przeciwdziałać tym niekorzystnym zjawiskom postulowane jest od pewnego czasu rozszerzenie hierarchii zarządzania o dodatkowy poziom zarządzania normatywnego. Działalność zarządcza realizowana na tym poziomie określana jest jako governance dla odróżnienia od tradycyjnej działalności zarządczej określanej jako management. Rozwiązania z zakresu governance – zarówno odnoszące się do organizacji jako całości jak też do jej dziedzin – są intensywnie rozwijane. Celowy jest w tej sytuacji przegląd aktualnego stanu tej problematyki i perspektyw jej rozwoju. Zagadnieniom tym poświęcony jest niniejszy artykuł. Treść artykułu opiera się na analizie literatury przedmiotu, standardów zarządzania oraz sprawdzonych dobrych praktyk.
The organization’s response to the growing complexity of its operating conditions, described as the ‘VUCA world’ (VUCA: volatility, uncertainty, complexity, and ambiguity) is the implementation of many different management instruments in organizations. The pace and scale of their implementation leads in many cases to a reduction in the cohesion of the organization’s management, causing, contrary to the assumptions/intentions, a reduction in the efficiency and effectiveness of the organization’s functioning. In order to counteract these unfavourable phenomena, it has been postulated for some time to extend the management hierarchy by an additional level of normative management. Management activities carried out at this level are referred to as governance to distinguish them from traditional management activities referred to as management. Governance solutions – both relating to the organization as a whole and to its areas – are being intensively developed. In this situation, it is advisable to review the current state of this issue and the prospects for its development. The content of the article is based on the analysis of the literature on the subject, management standards, and proven good practices.

One of the elementary conditions of democratic society includes, among others, an active and powerful civil society which acts as an intermediary between the state and citizens. Moreover, the functioning and effective civil society represents the way to influence the public governance. The aim of the article is to research the scope of the relationship between civil society and public governance in the particular post-communist country – the Slovak Republic, where preconditions for establishing a civil society were completely different than in Western democracies. Rozpoczynam swoje sceptyczne przemyślenia dotyczące pojęcia governance i jego naukowo-politycznego potencjału od wyrażenia kilku uwag na temat funkcji składniowej, semantyki i pragmatyki tego terminu (żadne moje ambicje językowe nie wchodzą tu w grę, nie wypowiadam się też jako teoretyk dyskursu) (I). Następnie podejmę analizę relacji występujących między governance a rynkiem i państwem (II). Postaram się także wyjaśnić − spekulując w duchu socjologii wiedzy − zawrotną karierę tego pojęcia (III). Na zakończenie streszczę trzy linie krytyki koncepcji Governance i jej zastosowań w naukach społecznych (IV).
The introduction presents critical insights on the structure and semantics of the concept of governance. The main approaches to understand the concept of governance, in the debate on the modern state and the market, have been examined. Furthermore, the reasons why at present the concept of governance is so popular all over the world, have been explained. The final part of the paper offers some critical observations on the important limitations in the use of the concept of governance both in theory and practice.

Nowadays the requirements for good governance under the pressure of global development crisis become not only legitimate but even necessary. Good Governance concept is relatively known in theoretical area, first of all in area of good governance principles. Principles such as efficiency, transparency, efficiency and responsibilities etc. are the basis of the concept of Good Governance. The second important aspect of the concept is the procedural feature because the processes running (including decision making) create a basic area for the application of the principles. The primary research question is how Good Governance concept could be implemented in to the practice for support modern democratic public administration. The procedural aspect of the concept requires a direct connection with the new trends in public management, which are influenced by New Public management. New Public management is trying to revitalize the processes of public organizations with inspirations of wellestablished managerial methods from private sector (including process management and others). Good governance concept and New Public Management have been inspiration for administrative reforms in many countries. The paper deals with the possibility of using the process management in intraorganizational area in public organizations for better governance in wider perspective. It’s focusing on analysis of benefits of process management in the context of keeping the selected good governance principles. Part of the paper is to analyse some of critical factors determining the implementation of process management in the public sector in Slovakia.

Artykuł przedstawia analizę oddziaływania wybranych instytucji zarządzania budżetowego na skłonność i zdolność jednostek sektora publicznego do tworzenia, wdrażania i upowszechniania innowacji w produkcji publicznej. Pozytywnie na innowacyjność oddziałują m.in. numeryczne reguły budżetowe, odgórny i skoncentrowany budżetowy proces decyzyjny, średniookresowe ramy budżetowe i programowy podział budżetu. Analiza stanowi podstawę oceny systemu zarządzania budżetowego w podsektorze rządowym w Polsce, który zaliczono do grupy systemów hamujących innowacyjność. Koncentracja publicznych procesów decyzyjnych w ramach procesu planowania budżetowego oraz integracja zarządzania budżetowego z innymi systemami zarządzania publicznego przy wykorzystaniu wspólnej architektury programowej zostały rekomendowane jako warunki wstępne skutecznego oddziaływania na innowacyjność sektora publicznego.
The paper analyzes how selected budgetary governance institutions can influence the motivation and capability of public sector entities to generate, implement, and diffuse innovations in public production. Numerical fiscal rules, top-down and concentrated budgetary decision-making process, medium-term budget framework and program budgeting were identified as having positive impacts. The analysis is followed by an assessment of the central government sub-sector budgetary governance system in Poland, which showed that the existing budgetary arrangements might be classified as innovation restrictive. The concentration of public decision-making within the budgetary process and integration of the budgetary governance system with other public governance systems by means of a common programmatic architecture were recommended as prerequisites for effective stimulation of public sector innovativeness.

Challenges for university in XXI century are: quality of services, effectiveness, efficiency and flexibility. To meet these expectations HEIs started a restructuring of a management system using a modern concepts and methods based on process approach. There are: TQM, EFQM, ISO 9001, Lean Management, Six Sigma, reengineering, benchmarking, outsourcing, shared service centers. The purpose of the paper is to present the theoretic and practical achievements in implementation of concepts and methods based on a process approach. The paper is based on literature analysis and own research. The results of analysis is presentation of the main issues taken in research on a process management, reasons and barriers of its implementation and the research gap in these area.

The article deals with the issue of shortcomings of governance. The author presents and discusses the fundamental limitations of governance networks. To that end, he focuses on the issues of trust and communication between network members, network transparency and accountability as well as the problems of management and coordination within a network. He also reviews the impact of governance networks on increasing social inequality.
Tekst poświęcony jest kwestii słabych stron współzarządzania. Podjęto w nim próbę przedstawienia i omówienia podstawowych ograniczeń sieci rządzenia. W tym celu przedstawione zostały problemy zaufania i komunikacji między podmiotami sieci, transparentności i rozliczalności sieci oraz kwestie kwestię kierowania i koordynacji w sieci, w artykule zaznaczono również kwestię wpływu współzarządzania sieciowego na problem narastających nierówności społecznych.

Zagadnienie sieci i wspólnot politycznych oraz ich znaczenie we współczesnych systemach rządzenia konstytuują zakres problemowy tego tekstu. Dokonano w nim krytycznego przeglądu podejść konceptualnych do sieci i wspólnot politycznych z perspektywy badań porównawczych nad politykami publicznymi. Autorzy, eksponując użyteczność tych podejść do wyjaśniania procesów politycznych, dostrzegają zarazem ich immanentne ograniczenia. Nie przesądzają one jednak, zdaniem autorów, o nieprzydatności tych podejść, a jedynie oznaczają konieczność posługiwania się nimi w sposób umiejętny i rozważny.
The paper focuses on the issues of policy networks and communities as well as their significance in contemporary systems of governance. The authors critically explore co nceptual approaches to policy networks and communities from the standpoint of comparative studies of public policies. While emphasizing the explanatory value of these approaches in the area of political processes, the authors are at the same time aware of their inherent limitations. The latter, however, do not imply their ineffectiveness, but suggest the need to apply such approaches in a competent and prudent manner.

Autor analizuje wybrane mechanizmy w polityce przestrzennej, a także to, co można nazwać jej rezultatami w Polsce. Wskazuje na źródła złożoności, wzorce ładu i chaosu w tej polityce. Stawia tezę, że niesatysfakcjonujące rezultaty wynikają z tego, iż instytucje państwa wypracowały niski poziom sterowności w programowaniu, implementowaniu i ewaluowaniu problemów przestrzennych. To skutek ich nieadekwatnego potencjału instytucjonalnego, analitycznego. W konsekwencji instytucje państwa nie są w stanie w sposób adekwatny posługiwać się instrumentami regulacyjnymi, nadawać odpowiedniego znaczenia roli analizy, w tym analizy konsekwencji i długoterminowych skutków występowania chaosu przestrzennego. Dla zrozumienia problemów z potencjałem państwa w tej polityce autor uważa za ważny kontekst kulturowy. Sprawia on, że zagadnienia zagospodarowania przestrzeni są nisko ulokowane na agendzie dyskutowanych zagadnień publicznych wśród innych zagadnień życia publicznego (jak cele gospodarcze, rozwojowe).
The author analyses the selected mechanisms in the spatial (planning) policy as well as its outcomes. He points out at the sources of complexity within this area, patterns of order and chaos. His hypothesis claims that unsatisfactory results come from the low level of the state’s governability in the area of policy formulation, implementation and evaluation. It also derives from inadequate institutional and analytical potential. As a consequence, public institutions are not able to use the regulatory instruments in an adequate way as well as to pay a proper attention to the policy analysis, including the consequences and long-term effects of spatial chaos. According to the author, cultural background seems to be important while trying to understand the state’s problems in the area of spatial policy. It leads to the fact that spatial issues are rather lower on the public agenda among other public concerns (like economic or developmental goals).

The purpose of this study is examines the impact of entrepreneurial leadership and good governance of the entrepreneurs to the operational performance through business process management. The object of this research is SME of Batik product, one of the fastest growing SME in Indonesia. The method of this study is explanatory research, analyze the relationship of entrepreneur leadership, good governance to operational performance and business process management as an intermediate variable. This research conducted in 67 batik entrepreneurs in the center of batik industry in Surabaya and surrounding. The results indicated that entrepreneurial leadership and good governance affect business process management and operational performance. Finding revealed that business process management has no direct impact on operating performance. Based on these findings, concluded that it is important for entrepreneurs to develop entrepreneurial leadership and build a good governance as well in managing their business.
Celem tego badania jest zbadanie wpływu przywództwa przedsiębiorczego i dobrego zarządzania przedsiębiorców na wyniki operacyjne poprzez zarządzanie procesami biznesowymi. Przedmiotem tych badań jest MŚP produktu Batik, jednego z najszybciej rozwijających się MŚP w Indonezji. Metodą tego badania są badania wyjaśniające, analiza relacji kierownictwa przedsiębiorcy, dobrego zarządzania do wyników operacyjnych i zarządzania procesami biznesowymi jako zmiennej pośredniej. Badanie przeprowadzono u 67 przedsiębiorców batikowych w centrum przemysłu batikowego w Surabaya i okolicach. Wyniki wskazują, że przywództwo w zakresie przedsiębiorczości i dobre zarządzanie mają wpływ na zarządzanie procesami biznesowymi i wydajność operacyjną. Odkrycie wykazało, że zarządzanie procesami biznesowymi nie ma bezpośredniego wpływu na wydajność operacyjną. Na podstawie tych ustaleń stwierdzono, że ważne jest, aby przedsiębiorcy rozwijali przywództwo w przedsiębiorstwie i budowali dobre rządy w zarządzaniu swoją firmą.

Opis:
The study presents the evolution of process organization and process management, as well as the process approach, along with classic, contemporary and modern management concepts that build the value of a global enterprise. The present paper introduces to the reader aspects of contemporary global economy, modern technologies and information technologies in particular, and customer demands, which in the 21st century necessitate changes in management. Based on the collected statistical data, observations and literature, we formulated conclusions concerning the application of process management to the creation of value in global enterprise, including its sustainability. The advantages and disadvantages of this organizational form are also outlined. The aim of the present study is to introduce to the reader, the importance of various methods and forms of management, and process management in particular, for building the value of a global enterprise.

Opis:
Purpose: The aim of the study is to present selected elements of management, vital for the future development (change trends) of enterprises, with respect to the global environment, process management and ecology. Design/methodology/approach: Statistical data analysed, surveys and research literature. Findings: There are some change trends in the management of enterprises of the future, modern technologies and good management of innovations that will be of importance here, as well as the growing significance of ecology and sustainable development, together with waste recycling and searching for alternative and new energy sources. Process management, in contrast, may be on a similar level of assessment in the future as it is at present. Research limitations/implications: Survey small research, unrepresentative of the SME sector in the Lesser Poland Voivodeship. Pilot case studies. Practical implications: For the good development of enterprises of the future, innovations in a new perspective are of great significance. The development of networks of all kinds will also have a large impact on management in the global future with the use of digital platforms, but already global according to the fourth industrial revolution. Nevertheless, when selecting technologies, forms, concepts, methods and management techniques, all their advantages and disadvantages must be considered. Social implications: Although the ecological approach is not the most crucial for the management and employees of companies, it is nonetheless growing according to evaluations. Ecology and innovation in governance must be taken into account for the benefit of societies. Originality/value: Own small survey research, pilot studies and own analysed references. On the basis of the analysed economic and social statistics, own observation and research, there are selected aspects of the development enterprise, modern methods of management and in the global environment, having regard to the ecology and risk. Herein are conclusions on the development of changes in organisations and the development of the management process.
