In advanced modernity, the theory and practice of security have been modified by the effects of civilization development. One of the differences with respect to pre-modern times is the deconstruction of a simple cause and effect relationship. This state of affairs results from the cultural aetiology of threats, the overcoming of which also lies in the influence of culture, and more specifically, security culture. Safety has always been linked to risk. Today, however, this risk contains a significant element of uncertainty. The purpose of the article is to show new conditions determining the shaping of security culture in the perspective of the risk generated not by nature, but by human. The culture of being safe is the right risk that arises from estimating the likelihood of negative effects of civilization development. The above objective is related to the following questions (research problems): How does the risk determined by the progress of civilization affect the process of shaping a culture of security? To what extent will the risk society create the culture of reduction of this risk?

This paper demonstrates personal safety as a vital element in a human being’s life, as the number and types of threats are growing. People quite often experience enslavement in various aspects of their functioning. It is not always the result of external threats, but also of individual No.s. A human being has many options, and a multitude of possibilities and opportunities, while these in turn can create chaos. Contemporary enslavement is growing increasingly rapidly on the global scale, having spread across nearly all spheres of life. Enslavement has also become multidimensional, similarly to freedom. This paper encompasses the characteristics of an enslaved person, and the sense of personal freedom. The central concept of this paper shows that personal (individual, human) safety, together with the sense of peace, stability, and own development, are the most important values in the life of every human being.

Cel: Sformułowanie definicji bezpieczeństwa w ujęciu psychologii i socjologii humanistycznej. Wprowadzenie: Socjologia i psychologia humanistyczna to nurty stojące w opozycji do pozytywizmu w nauce, głoszące, iż nauki o człowieku są zasadniczo inne niż nauki przyrodnicze i wymagają odmiennych metod badań. Stawiają one w centrum badań konkretnego człowieka, nie jako przedmiot, ale podmiot świadomy swoich działań i interakcji społecznych. Główne postulaty socjologii humanistycznej to: antynaturalizm, interakcjonizm, podmiotowość interakcji społecznych oraz poszukiwanie i rozumienie przyczyn działania obiektu badań. Podobnie psychologia humanistyczna traktuje człowieka jako podmiot badający rzeczywistość, obserwujący, przewidujący, planujący, wnioskujący oraz wykorzystujący posiadaną wiedzę do kreowania rzeczywistości i przystosowywania się do niej. W artykule dokonano leksykalnej analizy bezpieczeństwa oraz opisano i uzasadniono przyjętą postawę metodyczną. Na tej bazie sformułowano definicję bezpieczeństwa. Na jej podstawie, w dalszej części artykułu, zwrócono uwagę na problematykę subiektywności poczucia bezpieczeństwa kształtowanego przez analizę docierających do podmiotu poznającego informacji w oparciu o własne doświadczenie, światopogląd oraz umiejętności badawcze. Tak kształtowane poczucie bezpieczeństwa jest bardzo podatne na manipulację medialną. Następnie w drodze rozważań dedukcyjnych sformułowano wnioski dotyczące uwarunkowań kształtowania bezpieczeństwa szeroko rozumianej organizacji (społeczność, państwo, przedsiębiorstwo). W ostatniej zaś części określono sposób oceny poziomu bezpieczeństwa w wymiarze personalnym i organizacyjnym. Metodologia: Definicję bezpieczeństwa oraz wnioski z niej płynące, w aspekcie kształtowania bezpieczeństwa personalnego i organizacyjnego wyprowadzono na drodze rozważań dedukcyjnych. W badaniach przyjęto teoretyczno – metodyczną postawę badawczą płynącą z nurtu humanistycznego socjologii i psychologii. Wnioski: Personalne poczucie bezpieczeństwa zależy od doświadczenia życiowego, światopoglądu oraz umiejętności badawczych konkretnej osoby – zdolność krytycznego myślenia postulowana przez Immanuela Kanta. Bezpieczeństwo organizacyjne może być definiowane w trzech kontekstach, dlatego też przy posługiwaniu się tym pojęciem należy określić kontekst jego definiowania.
Purpose: Formulating a definition of safety in terms of humanistic psychology and sociology. Introduction: Humanistic sociology and psychology are the trends standing in opposition to the positivism in science, arguing that human sciences are fundamentally different from natural sciences and require different research methods. They place a particular human being at the centre of research, not as an object but as an entity aware of its actions and social interactions. The main postulates of humanistic sociology are: antinaturalism, interactionism, subjectivity of social interaction, as well as search for and understanding of reasons for action of the research object. Similarly, humanistic psychology treats a human being as an entity investigating the reality, observing, providing and planning, requesting and using his knowledge to create reality and adapt to it. The lexical safety analysis, description and justification adopting the medical approach was made in the article. On this basis the definition of safety was formulated. On this basis, the article highlights the problems of subjectivity shaped by a sense of safety analysis of reaching the knowing subject information based on their own experience, belief and researching skills. Thus formed sense of safety is very susceptible to media manipulation. Followed by the deductive considerations, conclusions have been formulated as to the conditions which shape the safety of a broadly defined organisation (a community, a state, an enterprise). The method to assess the level of safety in the personal and organisational dimensions has been formulated in the last part of the article. Methodology: The definition of safety and its implications, in the context of shaping personal and organisational safety, was derived from deductive considerations. In the research, the theoretical-methodological attitude was adopted, originating from the humanistic mainstream of sociology and psychology. Conclusions: A personal sense of safety depends on life experience, beliefs and the research ability of a human being – the ability of critical thinking, as postulated by Immanuel Kant. Organisational safety can be defined in three contexts, so when using this concept, the context of its definition should be specified.

An issue that is essential to contemporary society is the question of state security and personal safety of the citizens. Therefore, the state has to deal with one of the most important threats, i.e. radicalization. The phenomenon of home-grown radicalism is known in Western European countries. The phenomenon of radicalization should not be identified solely with contemporary domestic Islamic terrorism. Radicalism is not limited to one ideology. The question about the process of acquiring extremist beliefs is one of the most important for political scientists, political psychologists, sociologists and criminologists. Wanting to deal with the etiology of the decision about a terrorist attack, the focus should be on the moment when potential terrorists start and undergo the process of radicalization. The article aims to signal the problem of radicalization in Polish penitentiary units. The authors do not provide the knowledge necessary to counteract this phenomenon in penitentiary units. However, they point to the definition problems, the theoretical model of radicalization, the place of radicalization in the European Union's policy. They also present the penitentiary unit as a place susceptible to radicalization. They formulate general remarks on combating radicalization among prisoners. They inform that the Prison Service should not be left alone in counteracting the radicalization of prisoners. It is an element of the state security system. It also cooperates with other entities in the rehabilitation of prisoners. The authors acknowledge that the way to prevent the negative effects of the radicalization process of prisoners is first of all training personnel in this field. It is also the fundamental issue to isolate prisoners who are a source of danger. In this area, the authors suggest that if the radical attitudes of prisoners are intensified, it is worth considering introducing legislative solutions facilitating faster and adequate operation of prison staff in such cases.

The phenomenon of aggression is the subject of neurophysiology, psychology, sociology and political science. The influence of cultural factors on the occurrence and the level of aggression between groups is raised especially in sociology. In the article – on the example of the analysis of Thomas Hobbes’s philosophical anthropology and his theory of the state (commonwealth) – the deeper level of cultural sources of aggression is considered, namely the impact of ontological assumptions on the model of human functioning and their translation into social and political practice. The original analysis of the influence of Hobbes’s antropology shows that man-mechanism is especially exposed to aggression and depression. Such a diagnosis has consequences in low level of personal safety and in high demand for external security structure. Personal safety is here analysed in three layers: ontic-cultural, psychological-social, and instrumental-defensive.

The ideology of transhumanism is subjected to analysis for the personal and social safety. Because of the personal safety, to a large extent, is determined by the rules of morality, it poses the question of ethics in transhuman or posthuman society. The reconstructed ethics of transhumanism appears to be close to a hedonism. There is considered the sense of personal safety in three philosophical concepts of society: Platonic, Epicurean and Hobbes’. That analysis shows defects of Epicurean hedonism and utilitarianism. Therefore it is suggested the Aristotelian-personalistic eudaimonism as the best guarantee of personal safety.

Legitymowanie stanowi podstawową czynność dokonywaną przez policjantów. Spełnia ono istotną rolę, gdyż pomaga w ustaleniu oraz zatrzymaniu sprawcy czy ujawnieniu naruszania przepisów prawa. Choć z pozoru czynność ta wydaje się prosta i bezpieczna, funkcjonariusze nie powinni jej lekceważyć. Podczas jej wykonywania może dojść do sytuacji zagrażającej ich życiu i zdrowiu. Z tego względu bardzo ważne jest zwrócenie uwagi na problematykę bezpieczeństwa policjantów podczas pełnienia służby. Celem artykułu jest próba przedstawienia bezpieczeństwa osobistego policjantów podczas legitymowania.
Identification (ID) checks are a primary activity of police officers. ID checks are essential in identifying and arresting perpetrators or disclosing violations of law. Although seemingly simple and safe, police officers should not underestimate them. Their life and health may be at risk. For this reason, it is very important to focus on safety issues faced by police officers on duty. This article discusses personal safety of police officers during ID checks.

Yet, incidents of personal data breaches, aimed at economic organisations have been on the increase in the recent years, leading not only to substantial financial losses, but what is worse, frequently resulting in damage to their reputation. Therefore, a vital issue for all enterprises is to make their employees acquainted with threats to data security and their potential harmful effects on the operations and financial results of organisations. The paper presents an analysis of breaches to personal data in organisations in a global dimension as well as analyses of their negative effects to their image and trust of their customers.

Celem niniejszej publikacji jest potwierdzenie, że schemat działania, opracowany w oparciu o system walki Krav Maga i zarządzanie kryzysowe zapewnia bezpieczeństwo jednostce wobec zagrożenia, jakim jest atak uliczny. Na początku artykułu omówiono problematykę samoobrony, przedstawiono system walki Krav Maga oraz wprowadzono najważniejsze elementy teorii zarządzania kryzysowego. W dalszej części dokonana została analiza każdej z faz zarządzania kryzysowego, w odniesieniu do zagrożenia atakiem ulicznym. Autor szczegółowo odpowiada na pytania badawcze: Jakie jest najlepsze źródło, dzięki któremu można nauczyć się skutecznej samoobrony? Jak powinna zachować się jednostka w poszczególnych fazach zarządzania kryzysowego wobec zagrożenia atakiem ulicznym, aby zapewnić sobie bezpieczeństwo? Przeprowadzona w pracy analiza w oparciu o dostępne źródła, obserwacje oraz zdobyte doświadczenia autora daje jednoznaczne potwierdzenie, że systemy walki są najlepszym źródłem, dzięki któremu można nauczyć się skutecznej samoobrony, ponieważ biorą pod uwagę wszystkie elementy, które towarzyszą atakowi ulicznemu. Postępując zgodnie ze schematem zawartym w publikacji, każda osoba, bez względu na wiek, płeć czy posturę fizyczną może efektywnie zwiększyć własne bezpieczeństwo personalne.
The goal of this publication is to confirm that the pattern of operation, developed based on the Krav Maga combat system and crisis management, provides an individual with safety against the threat of a street attack. At the beginning of the article, the issues of self-defence were discussed, the Krav Maga combat system was presented and the most important elements of the crisis management theory were introduced. Later in the paper, an analysis of each of the crisis management phases was carried out in relation to the risk of a street attack. The author answers the research questions in detail: What is the best source through which you can learn effective self-defence? How should an individual behave in particular phases of crisis management against the threat of a street attack to ensure its own safety? The analysis made in the paperwork based on available sources, observations and the author’s experience gained gives an unambiguous confirmation that combat systems are the best source through which one can learn effective self-defence, because they take into account all the elements that accompany a street attack. Following the scheme included in the publication, every person, regardless of age, sex or physical posture can effectively increase their own personal safety.

Żołnierze podczas pełnienia służby narażeni są na ogromny stres. Utrzymanie odpowiedniej kondycji psychicznej ma bezpośredni wpływ na skuteczność podejmowanych przez nich czynności. W niniejszym artykule przedstawiono, jak specyfika pracy żołnierzy wpływa na ich zdrowie psychiczne. Zaprezentowano, jak ważną rolę odgrywają w wojsku psycholodzy, i wskazano konsekwencje zaniedbań w kwestii pomocy psychicznej dla żołnierzy. Opisano, w jaki sposób w Polsce chronione jest zdrowie psychiczne żołnierzy – zarówno przez państwo, jak i powołane w tym celu instytucje. Szczególną uwagę poświęcono ochronie zdrowia psychicznego żołnierzy biorących udział w misjach poza granicami państwa, którzy są narażeni na urazy psychiczne będące efektem izolacji od rodzin, przyjaciół, przebywania w środowisku o odmiennej kulturze oraz religii. Na tej podstawie wskazano na konieczność wprowadzenia nowych systemowych rozwiązań dotyczących skutecznej ochrony psychicznej żołnierzy.
While on duty, soldiers are exposed to severe stress, and mental condition has a direct impact on the efficacy of their performance. The paper shows how the specificity of soldiers’ work affects their mental health. The importance of the role of psychologists in the army is emphasized, and the consequences of negligence in soldiers’ mental care are indicated. The way in which the mental health of soldiers is protected in Poland, by the state itself and by the institutions established for this purpose, is also characterised. Special attention is paid to mental health care for the soldiers that take part in foreign military missions, who are exposed to psychological trauma as a result of isolation from the family and friends, and as a result of being placed in a new cultural and religious environment. On the basis of the above, the necessity of implementing new system solutions to ensure the effective psychological protection of soldiers is indicated.

Opis:
The article was written as part of the development project entitled “Dressing kit for protecting injuries suffered by uniformed services while performing official duties” No. DOB-BIO6/19/98/2014, co-financed by the funds from the Polish National Centre for Research and Development under competition No. 6/2014 for the implementation of projects in the field of scientific research or development work, within the area of state defence and security. The project's result will be the PLEMODS dressing kit, intended for saving the life and health of uniformed service officers who have suffered injuries while performing their duties. The kit was developed in response to the needs of both the police and the Polish army. The project owner is the police, however, in line with the project assumptions, the kit is dedicated to be used as service equipment of other uniformed services as well. The article presents the premises and conditions that the project team followed when developing the concept of the dressing kit and the functionality of its individual elements. The answers obtained from the research conducted to verify the functional properties of the PLEMODS dressing kit, indicated the need to introduce design changes in the developed model. At the same time, the high comfort of using the PLEMODS dressing kit while performing official duties was confirmed, as well as the effectiveness of the applied innovative solutions in the scope of treating bleeding wounds.
Artykuł powstał w ramach realizacji projektu rozwojowego pn. „Zestaw opatrunkowy zabezpieczający urazy powstałe w trakcie pełnienia obowiązków służbowych przez służby mundurowe”. Efektem projektu będzie zestaw opatrunkowy PLEMODS, przeznaczony do ratowania życia i zdrowia funkcjonariuszy formacji mundurowych, którzy podczas służby doznali urazów. Zestaw ten został opracowany w odpowiedzi na zapotrzebowanie zarówno policji jak i wojska polskiego. Gestorem projektu jest Policja, jednak zgodnie z założeniami zestaw jest dedykowany do wyposażenia służbowego także innych służb mundurowych. Artykuł przedstawia przesłanki oraz uwarunkowania, którymi zespół projektowy kierował się przy opracowywaniu koncepcji zestawu opatrunkowego oraz funkcjonalności poszczególnych jego elementów. Uzyskane odpowiedzi z badań weryfikujących właściwości użytkowe modelu zestawu opatrunkowego PLEMODS wskazały potrzebę dokonania zmian konstrukcyjnych w opracowanym modelu. Jednocześnie potwierdzono wysoki komfort użytkowania zestawu opatrunkowego PLEMODS podczas realizacji obowiązków służbowych.

Jedną z cech charakteryzujących współczesnego człowieka jest pośpiech i jego ciągłe przemieszczanie się w celu zaspokajania potrzeb i realizacji planów życiowych. W ich urzeczywistnianiu korzysta on z różnorakich środków komunikacji, które dobiera tak, aby sprawnie i szybko przemieszczać się do wybranych przez siebie miejsc. Jedną z grup środków komunikacji, coraz powszechniej wykorzystywanych do przemieszczania się w zatłoczonych przestrzeniach ruchu miejskiego, są tzw. urządzenia transportu osobistego (UTO). Ich użytkownicy narażeni są na wiele niebezpieczeństw, które czyhają na nich w czasie przemieszczania się. Coraz powszechniejsze korzystanie z UTO oraz wypadki ich użytkowników były inspiracją do naukowego zainteresowania się tą sferą transportu oraz jej bezpieczeństwem. Złożoność problematyki bezpieczeństwa niechronionych uczestników ruchu oraz ograniczenia wydawnicze sprawiły, że wyniki prowadzonych w tym zakresie badań zaprezentowano w cyklu artykułów pod jednolitym tytułem Jednoślady i inne urządzenia transportu osobistego (UTO) a bezpieczeństwo ludzi. W niniejszej (pierwszej) części opracowania skupiono się na wyjaśnieniu roli UTO w życiu współczesnego człowieka oraz teoretycznych i praktycznych aspektach bezpieczeństwa komunikacyjnego niechronionych uczestników ruchu drogowego, którzy znacznie bardziej niż kierujący samochodami są narażeni na utratę życia lub bardzo poważne obrażenia. W artykule została przedstawiona analiza wpływu rowerów oraz urządzeń transportu osobistego na bezpieczeństwo komunikacyjne. Zaprezentowano statystyki dotyczące wypadków drogowych z udziałem pieszych, użytkowników hulajnóg elektrycznych oraz rowerzystów. Wskazano także, jak istotną rolę w życiu człowieka odgrywają jednoślady oraz urządzenia transportu osobistego. Dzięki niewielkim gabarytom pojazdy te pozwalają na pokonywanie krótkich dystansów, zwłaszcza w wąskich i zatłoczonych ulicach miast, wykorzystując do napędu siłę ludzkich mięśni lub inne alternatywne proekologiczne rozwiązania. Jednakże pomimo niewątpliwych zalet pojazdy te stają się również źródłem zagrożeń dla człowieka.
Modern people are characterised by constant haste and continuous changes of place that are needed to satisfy needs and to allow the implementing of diverse life plans. With this in mind we tend to make use of all kinds of communication means, which are selected in a way that assures quick and effective movement to desired locations. One of transport means groups that are being increasingly commonly used for communication in crowded municipal space are the so-called personal mobility devices. Their users are exposed to numerous hazards that may take place while they are moving. The increasingly common usage of personal mobility devices and the accidents sustained by their users gave rise to scientific interest in this field of transport and its safety. Given the complex nature of safety of unprotected traffic participants and publishing limitations, results of research conducted in this area were presented in a cycle of papers under the common name Two-Wheelers and Other Personal Mobility Devices Vs. Human Safety. The present (first) part of the study focused on clarification of the role played by personal mobility devices in the life of contemporary man along with the theoretical and practical aspects concerning transport safety of unprotected traffic participants who are exposed to the potential loss of life or severe injuries to a much bigger extent than car drivers. The article presents an analysis of the way that bicycles and personal mobility devices affect communication safety and summarises statistical data pertaining to road accidents entailing pedestrians, users of electric scooters and cyclists. Furthermore, the importance of the role played in our life by two-wheelers and personal mobility devices has been emphasised. Small dimensions of those devices enable covering short distances, particularly on narrow and crowded city streets, making use only of our muscles to drive them or of other alternative pro-ecological solutions. Nevertheless, despite their evident advantages, those devices give rise to diverse safety hazards.

Właściwości ochronne elektroizolacyjnych rękawic i obuwia uzyskane w procesie ich wytwarzania nie są trwałe. Zapewnienie bezpieczeństwa wykonywania pracy przy urządzeniach elektrycznych w obecności napięcia wymaga okresowej kontroli tych właściwości. Kontrole te powinny obejmować wykonanie badań elektrycznych przez kompetentne laboratorium badawcze Częstość tych kontroli powinna zostać określona na podstawie wymagań normatywnych, wymagań producenta oraz oceny ryzyka na stanowiskach pracy wymagających stosowania elektroizolacyjnych środków ochrony indywidualnej.
Safety protective properties of gloves and footwear of electro-insulating material obtained during their manufacturing process are not permanent. Ensuring safety of live work requires performing periodic inspections and electrical re-testing by a competent laboratory. Their frequency should be determined on the basis of standard recommendations, the manufacturers requirements and risk assessment at the workstation where this kind of personal protective equipment is used.
