Kolejne badania potwierdzają, iż zdrowie jest dla Polaków najważniejsza wartością. Mimo tego, decyzje dotyczące systemu służby zdrowia podejmowane są przez administrację państwową, często bez konsultacji z przedstawicielem obywateli w formie organizacji pacjenckich, którym to Polacy chcą powierzać kwestie reprezentowania ich w procesie podejmowana decyzji związanych z ochroną zdrowia. Polska jednak w zakresie partycypacji społecznej w dziedzinie służby tej najważniejszej wartości – zdrowia, znajduje się znacznie w tyle za pozostałymi krajami Unii Europejskiej. Stąd jest to niezwykle istotny obszar badawczy, któremu należy poświęcać więcej uwagi. Celem niniejszego artykułu jest w związku z tym przedstawienie jak w praktyce wygląda obecnie realizacja partycypacji rozumianej jako przywilej współdecydowania o kształcie ochrony zdrowia przez organizacje pacjenckie w Polsce. Opisano poziomy i narzędzia partycypacji dostępne dla polskich pacjentów, co stanowiło punkt wyjścia dla przedstawienia przykładów podejmowania przez organizacje pacjenckie prób partycypacji, co pozwoliło na podjęcie dyskusji na temat zdolności tych organizacji do faktycznego wywierania wpływu na ustawodawcę.
Recent studies show that health is value most treasured in Poland. In spite of this, the decisions related to the national healthcare system are made without consulting patients’ organizations. This happens despite the fact that citizens want their representatives, who are united in these organizations to represent their interests when the decisions related to the healthcare system are made by the administration. Clearly, Poland falls behind other European Union countries when it comes to the community participation in healthcare system. Therefore, the topic of patients’ participation constitutes very interesting research area. The main objective of the article is therefore to present how the community participation, which is a privilege, is implemented in Poland. Levels and tools of participation available to Polish patients were outlined. This formed the basis for describing case studies of patients organizations’ attempts to participate, which lead to discussion on their ability to really influence the legislator.

This paper is a second part of the analysis regarding social participation of the youth. One of the most fundamental institutions which stimulates the activity of the young people in commune selfgovernmentin the Juvenile Gmina Council. Aforesaid institution is laconically adjusted in Polish statutory regulations and is mainly based on the statutes enated by Gmina Council. The comparison of such statutes illustrates that despite of some varieties, some common standards recarding all Juvenile Gmina Councils can be indicated. A deeper outlook on the implemented solutions leads to conclusionthat the Juvenile Gmina Council which has a very similar structure to the traditional Gmina Council and is also subjected to supervision of the institutions of Gmina, it enables the practical education of functioning the commune self-government. Unfortunately at the same time, due to specific provisions of the electoral system which combines the Juvenile Councils with public schools, the strenghtening bonds with local community seems much more difficult.

The article presents the forms of the citizens’ participation in governing the state in socialist countries. As it is highlighted at the beginning of the article, this participation is much more intensive than in democratic countries of Europe. This is because, in socialist countries, participation is not limited to election of the citizens’ representatives every few years, but is, in different forms, realised constantly. These different forms of participation are analysed in the further part of article.In the socialist countries, participation is realised by electing the representatives who express the will of their electors and who are responsible before them, and even can be revoked before the end of their mandate. On the contrary, in democratic countries the representative is independent from the electors. In Poland there is a special notion of self-administration, which does not exist, neither in western Europe countries, nor in other socialist countries. It is embodiment of direct participation. Its realisation is provided by the activity of council of people (in countryside, cities and on the voivodship level), work councils in the enterprises, socio-professional self-administration in agriculture, cooperative self-administration and professional associations. Indirect participation is realised by social and political associations as Patriotic Movement for National Rebirth (PRON) whose broad public support justifies its broad competences (it, inter alia, organizes common consultations on proposed legal acts). Other examples are: Association of Combatants that takes care of the combatants’ rights and Environment Protection League. The exercise of state’s organs’ tasks also needs citizens’ participation, especially on the local level and in the judicial system – participation of jury in courts and the special organ judging the offences (called kolegium do spraw wykroczeń). There are also many organisations of social character, as Polish Women League, Consuments’ Federation, Social Committee against Alcoholism, Nature Protection League, National Technical Federation, Childhood Friends Society and many others. The special prerogatives are given to the Supreme Chamber of Control. Constitutional role of these institutions has been analysed in the further part of the article. Significant element of the citizens’ participation are the consultations over the projected legal acts and, existing also in other socialist countries, referendums. The results of the actions taken by the aforementioned forms of participation can be legally bounding (as the decision adopted by the majority in referendum) or may constitute only consultative opinion, for example in a form of recommendations. The last part of the article analysis the domains in which citizens’ participation may be of great importance, for example in law-making process, jurisdiction, in the executive, in social control, both on central and on local level. The conclusion is very optimistic for the future, as the citizens’ participation is constantly developing and it brings measurable effects that let the citizens feel they are part of the changes that are having place in People’s Republic of Poland.

In this research I explore the effect of religious denomination and belonging on political participation in former communist countries of East Central Europe after the fall of communism. In the early 1990s, mostly as a response to forced secularization during communism, authors heralded a massive religious revival in the countries formerly belonging to the Eastern Bloc. In this paper I show that the re-discovery of God and church was not equally popular in all countries. Moreover, I explore the links between religious participation and political participation and I find no uniform transnational effect of denomination. Rather, the Eurobarometer survey data from the early 1990s suggests that the ways in which religious believing and belonging influence political participation at the beginning of democratization is context driven. Indeed, one of the strengths of this paper resides in my attempt to capture the religious context in post-communist Europe shortly after its collapse. I thus contribute to a better understanding of how religious and political involvement are intertwined during early transition in East Central Europe. In the conclusion, I advocate the need for adequately taking context into consideration, especially given its dynamic and multi-faceted nature.

The article is devoted the analysis of ideological principles and essence descriptions of political participation of the Ukrainian citizens in the process of democratic transformation of society. The articles of analysis are the newest tendencies of forming of protest activity of citizens and directions of its bringing in to the processes of state building. The specific of the democratic mode of political power consists in that it cannot be created only efforts of political elite. Therefore a problem of forming of structural political participation, creation of the real mechanisms of bringing in of citizens, to acceptance and realization of political decisions is very important for Ukrainian society which tries to carry out scale democratic transformations. Progresses of the political participating trends in Ukraine are contradictory enough and demonstrate a wave dynamics. Under act of revolutionary events of 2013-2014 new ideology of political participation — ideology and culture of resistance which is based on the awareness of the involvement and responsibility for own life and life of people is formed. In order that ideology of resistance acquired unconflict forms gradually, it is necessary actively to use energy of people for the real changes in society. Therefore exactly balance of institucionalizacii and political participation certainly as an urgent condition of success of democratic reforms. In achievement of political order returning of trust needs to public, adjusting of collaboration of power and civil society authorities.

Any person may participate in meetings, classes, academic, society, Church, family or Fatherland’s life. In herein article we will hold on reflection about participation as relevant feature of human being in the spirit of Karol Wojtyła. The present article concentrates on the aspect of correlation between act and person consequent to the fact that deeds are fulfilled by people and “mutually with other” people. That is a consequence of the fact that the person exists “mutually with other” people. The characteristic of community, co-participation is stamped on human’s existence. Fulfilling deeds by the person himself forms a fundamental value. Cardinal K. Wojtyła terms it as “Personalistic value labor”. That value is different than every kind of moral values which are fulfilled labor values and they eventuate from reference to norm. Participation doesn’t mean only varied forms of reference of a person to other people or unit to society but it also means essentials of these forms which are deeply embedded in person. Acting “mutually with others” is convenient for transcendence and integration of person in labor, when the person chooses the same as others and chooses because others choose. Participation in case of acting with others comprises and expresses self – determination of the person, hence it is in a way a more complete image. However there are possible certain forms of constriction or even crossing out of participation. Such situation is possible mostly by lack of participation descended from entity and principal of action or throughout making participation impossible derived from extraneous of person and consequent to the wrong structure of acting community. First obstacle in a way to participation is called individualism and the second is called totalism. Despite efflux of time individualism and totalism are one of the utmost threats to our society and it begins from improper understanding of participation.

social life is an unquestionable fact, although from a sociological point of view, it is a universal phenomenon. The sources pertaining to its genesis are various. Plato spoke of the organic entity of social life. Aristotle dis-cussed human needs in the social development of man. Jean-Jacques Rousseau referred to the convention hypothesis. Baruch Spinoza considered collective human actions as an expression of the general will of the Absolute. Christian philosophy sees social life as a natural and primary condition of the human being. In view of that, from the perspective of Christian personalistic philosophy, man makes up a part of the universum, living in the specified environment to which he is related in various ways. Through his psychophysical structure, man is out of his nature directed towards social life and consequently, he seeks contact with the other persons in the society. Therefore, Karol Wojtyła emphasizes the indispensability of social life in terms of material and biological needs of the human being and the intersubjective experiences by sharing thoughts, values and moral relations.

Bagnoli, a neighbourhood on the west outskirts of Naples, has been a typical industrial and working class area for more than eighty years, having put up an important factory district in a wide territory belonging to its seaside zone, where the Ilva-Italsider building, third steel industry centre in Italy, dominated. Since 1993 this huge factory has been definitely closed and its facilities have been phased out. So the large territory has become object of an important conversion and urban requalification project. Between 1995, when the variant Regulation Plan of Naples Municipality was introduced, and 2005, when the Executive Urban Plan was approved, this project has been developing and completing, defining the future of the ex industrial area, according some privileged lines: enhancement of natural and landscape aspects inside the heart of Pozzuoli gulf; recovery and development of the original touristic vocation through the thermal system and bathing restoration. This project opens towards great expectations of transformation and improvement of life and environment quality both for the inhabitants who live there in the neighbourhood and for the whole city. At the same time it has happened a speculation phenomenon through the sale contract concerning buildings and flats by the realties, together with the transfer of many historical inhabitants and the arrival of new people in the neighbourhood. They are attracted by the changing prospective of the area, but they have no relation with the zone and its history. So, during the last twenty years, the neighbourhood identity has been modified. Contemporarily, the soils draining proceeds slowly and among thousands difficulties, while the sea bottom draining isn’t active yet. Today, most of the area is under seizure by judiciary, that found irregularities and defaults in the draining works, realized only for the 65%. The future imagined in the conversion project results, in this way, largely compromised. In this research work we intend to verify how a particular physical-spatial dimension has influenced the social relations and the same identities of the people and their “community”, how we can delineate the perception and the performance of a urban transformation largely failed, and which contribution the citizens of Bagnoli can give to the urban design through their own imaginary and meanings they ascribe to their environment (Lynch 1960). In this sense, the study aim at giving a contribution to the participative practice, that up to now is out of the transition dynamics.

Besides other aspects, one of the fundamental conditions of the modern political system is active and powerful civil society. Representatives of civil society and their increasing influence provide the background for increasing political participation and civic activism with the aim to make decision-making processes more effectual and having an impact on public policy actors. In that context, the objective of the article is to pay particular attention to one of the forms of participation, specifically using a comparative method to theoretically analyse the perspectives and limits of e-participation. The paper presumes the inevitable role of e-participation in the current modernisation of public administration processes which could overcome obstacles related to the participatory gap in post-communist countries.

Recently, the issue of intercultural relations between immigrants and the host society has been widely discussed. Taking into account the increasing spatial mobility of non-EU foreigners, it seems highly important to examine their relations with the host community on the local level. This article presents the results of the qualitative study conducted in the first quarter of 2014 in the Lesznowola municipality (Mazowieckie province, Piaseczno district) in Poland. It aims at analysing the situation of the Vietnamese community and its engagement in the local life of the municipality and examine attitudes of both Vietnamese and Poles towards prospects for granting local voting rights to migrants in Poland. Through several years of successful business and social cooperation, the Vietnamese immigrants have become a recognisable part of the social landscape of the municipality. The degree of social and political participation at the local level on the part of the Vietnamese community has also increased, which can be observed, for example, through such practical indicator as cooperation with local educational institutions. Therefore, we can argue that the Vietnamese community has been transforming itself from a marginalised and self-sufficient homogeneous group into more and more self-aware and active socio-political group of actors.

The purpose of this study was to identify long-term trends in conventional participation in the Federal Republic of Germany. The time frame for the analysis covered the period between 1946 and 2016. Conventional participation was measured against two variables using regression analysis: the level of participation in elections and the level of membership in political parties. For both variables, statistically significant development trends were identified, which were mainly of a declining nature. The data employed concerned voter turnout in elections to the Bundestag and Landtags, and the development process of membership levels in six major political parties: CDU, SPD, CSU, FDP, Alliance 90/The Greens, and the Left/PDS.

The purpose of the paper is to analyze the issue of the relations between being consumers and being citizens in the consumer society. Many researchers point to deepening crisis of mature democracy and a decrease in social and civil participation, which entails most developed and developing countries, including Poland. The phenomenon present in a context of consumer society and its culture are often indicated among causes of this state. Based on the analysis of social changes in modern world, Zygmunt Bauman arrives at a conclusion that as an individualized entity, the consumer is an enemy of the citizen. The citizen and the consumer have different interests, hierarchies of values and ways of perceiving the world. The Zygmunt Bauman’s thesis is being analyzed in the paper on the basic of author’s research results. In the first part of the study, the typical characteristics of “model” members of a consumer society in the liquid modernity era are discussed (with reference to Bauman’s and other authors’ views). The way a consumer society affects the mentality of its members (the consumers) and their relations with groups, or larger communities (especially civil participation) is addressed. The second part is devoted to the issue of relations between being consumers and being citizens and is based on the research results of author’s research results. The relationships between consumer orientations of AMU students and chosen elements of their civic and social participation are discussed. Finally, the study is concluded with an attempt at explaining the results of research with reference to Bauman’s concept.

The objective of this article is to describe surveys carried out in Poland which facilitated a comparison of selected forms of cultural activity and ways of cultural participation by people in their early and late adulthood, as well as its conditions and associated opinions. The analysis demonstrated that the model of cultural participation changes with age, which is a factor strongly differentiating between the mentioned fields of research. The majority of young people prefer mediated cultural participation, in which the Internet plays a significant role. Seniors prefer direct and elite forms of cultural activity. The respondents also differ in the way they assess the attractiveness of the forms of direct contact with culture. Most young people find popular music concerts and film screenings attractive, while seniors tend to go to classical music concerts, operettas and theatre performances. Adults also differ in respect of their opinions on the benefits of cultural participation and the majority of the associated barriers.
