Narodowe Centrum Nauki we wrześniu 2018 r. zadeklarowało udział w realizacji Planu S, który przewiduje, że od 1 stycznia 2020 r. wszystkie publikacje naukowe powstałe z udziałem finansowania ze środków publicznych muszą być publikowane w czasopismach Open Access lub na platformach Open Access. Na Uniwersytecie Opolskim trwały już wtedy prace nad uruchomieniem platformy, która zapewniłaby otwarty dostęp do uczelnianych czasopism naukowych. Docelowo umieszczono na niej trzynaście tytułów wydawanych przez uczelnię. Zadanie to powierzono do realizacji Bibliotece Głównej UO jako jednostce koordynującej wszelkie prace związane z jej powstaniem. Jest to kolejna – po repozytorium uczelnianym – forma aktywnego uczestnictwa Biblioteki w realizowaniu polityki otwartego dostępu na opolskiej Alma Mater. Platformę uruchomiono w listopadzie 2018 roku. Prace związane z jej utworzeniem nie zostały jednak jeszcze zakończone. Celem artykułu jest przedstawienie etapów budowy platformy przy udziale redakcji czasopism, wydawnictw uczelnianych, Centrum Informatycznego, firmy zewnętrznej oraz zespołu pracowników Biblioteki. Stanowi on też omówienie zakresu prac, które będą realizowane przez uczestników projektu, tak, aby zapewnić płynne funkcjonowanie platformy i wysoki poziom widoczności zasobów w bazach indeksujących treści naukowe.
In September 2018 the National Science Center declared to participate in the implementation of the S Plan, which provides that since January 1, 2020, all academic publications created as a result of public funding must be published in Open Access journals or on Open Access platforms. At the University of Opole, the work has already been on the way to launch a platform that would provide open access to the university academic journals. Ultimately, thirteen titles published by the university were placed on it. This task was entrusted to the Main Library of the University of Opole as a unit coordinating all work. Apart from the university repository, this is another form of the library’s active participation in implementing the policy of open access on Opole Alma Mater. The platform was launched in November 2018. The work related to its creation has not yet been completed. The aim of the article is to present the stages of building the platform with the participation of editorial offices, university publishing houses, university IT Services, an external company and a team of library employees. It also shows the scope of work performed by project participants to ensure an efficient functioning of the platform and a high level of visibility of platform’s resources in databases indexing scientific content.

The internet has greatly altered the way that people and institutions communicate. One of the most recent changes is the growth of the Open Access (OA) model, where research articles are provided free of charge to readers online. Such changes are having a domino effect on traditional communication. In most cases, articles in professional journals have been evaluated by a strict peer-review system. However, due to the inherent problems with these peer reviews, such as the length of time it takes referees to complete their analysis and the reviewer’s personal biases and potential unethical behavior, there is a growing consensus that a different review method needs to be developed for OA articles. In addition, the internet has led to the development of many new professional journals, which range from poor to excellent, based on the articles accepted. Unfortunately, some journals are being published solely for monetary gain from high author fees. Presently, different review methods are being suggested or implemented for articles, such as ranking systems, online commentaries and crowdsourcing, Also, various institutions are publishing lists that rate academic journals on their quality level. Such experimentation of review models is important. However, after the trial period, the primary OA sources need to agree on using the same review model. Consistency of evaluation is critical for readers to be able to make objective comparisons of scholastic articles from one OA site to another.

Celem artykułu jest przedstawienie coraz częściej spotykanego w kolejowych przewozach pasażerskich w UE zjawiska tzw. operatorów (przewoźników) open-accessowych (open-access operators). W artykule zostali oni zdefiniowani jako przedsiębiorstwa kolejowe, które (1) są nowymi graczami na rynku, (2) dokonują przewozów, które nie są subsydiowane w żadnej formie przez władze publiczne jakiegokolwiek szczebla oraz (3) konkurują z rywalami „na torach”. W części pierwszej nakreślono kontekst analizy. W części drugiej zaprezentowano aktualny zasięg występowania operatorów open-accessowych w UE. Część trzecią poświęcono sformułowaniu wniosków dla konkurencji wynikających z dotychczasowych doświadczeń w tym zakresie.
The objective of this paper is to present an increasingly widespread phenomenon in railway passenger transport in the EU – open-access operators. They are defined as railway undertakings which (1) are newcomers to the market, (2) their operations are not subsidized by public authorities (of whatever level) and (3) they compete with their rivals “on the tracks”. The first section of the paper shows the context of the analysis. The second presents the extent of this phenomenon in the European Union. The third section focuses on formulating conclusions for competition resulting from prior experiences in this field.

Objective: to investigate the accessibility of open access article on anatomical variations described on cone beam computed tomography (CBCT) using PubMed database. We wanted to investigate how many journals are sharing articles without pay-wall and how many are sharing articles without author publication charges. Material and methods: a search equation was designed with exclusion criteria limiting the search in PubMed to articles published in English and French. The search was performed by one observer. We had found 2228 articles; among them 709 were accessible as ‘full text’. After applying exclusion criteria and after full text reading only 50 articles remained for the review. Results: the 50 selected articles shared 306 annotated (visual marking, explanation like arrows) and 432 not annotated figures with the public. The 76% of articles were single studies on one specific topic. The main topic was endodontics with 22 articles. 28 journals from all continents participated in the effort of sharing of figures on anatomical variations from CBCT. However, only 2 journals were completely free of charges for authors and readers. Conclusions: we have found only 15 annotated and 3 not annotated figures in 2 articles published in 2 different open access journals (without reader pay-wall and without author publication charges). Sharing the knowledge on anatomical variations from dentomaxillofacial CBCT represents an exception in dental literature.

The aim of the article is to present a base of Polish Publishers Open Access Policies as a tool supporting the scientific community in the implementation of openness policies. It is the first national platform to gather and analyze a publishing policy in the field of Open Access to Polish scientific journals. For scientists, it is a tool for searching for a Polish journal meeting certain criteria. It enables grant recipients to verify whether the journal meets the principles of Plan S. The database also provides information on the principles of using intellectual property.The functionalities of the database were analyzed based on NCN’s policy comparing them with the principles of publishing research results in Open Access. The specific criteria used in the Polish Publishers Open Access Policies database were compared with other databases: Arianta, SHERPA/RoMEO. The analysis shows that the Polish Publishers Open Access Policy is the only national database for Polish scientific journals, bringing together in one place information necessary for the scientific community on publication in Open Access. The database facilitates project preparation and implementation. Academic librarians, promoting the idea of Open Science, support the scientific community at each stage of the activity described, providing tools, knowledge base and competences.

The article presents the legal concept of orphan works in the context of the Polish Law on Copyright and its social and cultural impact on the effectiveness of scientific research, especially in the field of humanities. The purpose of introducing legislative solutions relating to orphan works is to save the cultural heritage from oblivion, and also to restore the continuity of scientific research. The article also raises the question of the contemporary idea of Open Access, which is considered as another plane for new humanities — as a place of common ground to exchange knowledge without barriers.

The paper analyses the recent policy relating to open access publication as a requirement of funding councils and future research excellence assessments. This is considered in the context of the way in which the university and the researcher have been reconfigured by and for the knowledge economy. Open access is explored in relation to both the opening up of the university and its constituent functions and the way in which new technologies and social media are constitutive of the researcher to explore how practices of visibility and transparency operate in modes of governing and self-governing. The principle of making research accessible to the public through open access publication opens the question of how the public is understood in this relationship. Drawing on the work of Bruno Latour a distinction is drawn between publication as making visible and publication as making public.

Symbolic interactionists can gain much by engaging more with public audiences. One way to do this is through open-access publishing, such that the content of interactionist research is freely available to the global public. We reflect on the issue of public sociology within symbolic interactionism, considering the recent impact of digital technology and social media. Within this context, we consider the rise of the open-access movement in scholarly publishing, and consider strategies to better realize open-access in the symbolic interactionist field. We argue that doing this will greatly benefit the development of a more public interactionism moving forward.

Otwarte czasopisma naukowe odgrywają coraz większą rolę w komunikacji naukowej, a ze względu na nieograniczony dostęp do ich treści mogą być częściej czytane i cytowane niż czasopisma rozpowszechniane w sposób tradycyjny. Celem artykułu jest przedstawienie stanu ilościowego czasopism otwartych z nauk humanistycznych. Szczegółową analizą objęte zostały polskie czasopisma z zakresu bibliologii i informatologii. W artykule zestawiono wyniki badań z 2014 i 2018 r., dotyczących m.in. widoczności poszczególnych tytułów w katalogach otwartych czasopism, strategii wydawania czasopism i stosowania licencji Creative Commons czy oprogramowania wykorzystywanego do udostępniania artykułów. Ilościowe zestawienia poszczególnych kryteriów pokazują, jak na przestrzeni ostatnich czterech lat Open Access rozwijał się w bibliologii i informatologii.
Open-access scholarly periodicals play an increasingly important part in scholarly communications, and due to the unlimited access to their content, they may be read and quoted more frequently than periodicals which are disseminated in a traditional manner. The purpose of the article is to present the quantitative state of open-access periodicals representing the humanities. An in-depth analysis was performed on Polish periodicals representing the field of bibliology and informatology. The article presents the results of research of 2014 and 2018 which have to do with inter alia the visibility of the particular titles in the catalogues of open-access periodicals, the strategies of publishing periodicals and the application of the Creative Commons licence or the software which is used to ensure the availability of articles. Quantitative presentations of the particular criteria demonstrate the development of Open Access in bibliology and informatology in the period of the last four years.

This paper presents evidence of the head-on open access competition which took place on the market of long-distance passenger rail services in Poland in 2009-2015. The regional governments-owned challenger managed to raise its market share to more than 33% (2010) but eventually was forced out of the market (2015) due to a sudden change in its business strategy as well as the incumbent’s strategic pressure on the political and regulatory decision-makers. This case has not featured yet in the scientific discussion on the open access in the passenger rail markets in Europe and the main aim of this preliminary study is to fill this gap.

Both agriculture as an research area and its closely re-lated life sciences have developed rapidly over recent decades. The amount of knowledge that comes from day to day is vast and we are in the “Agriculture 4.0” era not by accident. Research-ers representing agricultural science and research audiences often face choice - is open knowledge sources and data are appropriate source for their research or not. The discussion on the scope of open science resources is becoming intense, even though these initiatives are not new. The European Commission’s position is clear – the results of EU-funded research should be as widely disseminated as possible. This will allow to have a broader dis-cussion and develop new knowledge from existing data. It also applies to data relating to agricultural science. W niniejszym artykule poruszone zostały zagadnienia dotyczące ruchu otwartego dostępu do treści naukowych. Głównym celem autorów było uwidocznienie wzrastającej popularności tego modelu na świecie oraz pozytywów płynących z jego wprowadzenia. Zjawisko prywatyzacji wiedzy oraz polityka komercjalizacji wszystkich aspektów funkcjonowania świata naukowego stoi w sprzeczności z podstawowymi założeniami o naturze wiedzy (dobro niekonkurencyjne, niewyłączające i nietransparentne). Pomijanie znaczenia swobodnej cyrkulacji wiedzy i roli tego zjawiska w procesach tworzenia wiedzy może prowadzić do spadku jakości obecnej i przyszłej nauki w Polsce. Polscy naukowcy dzięki aktywnemu wspieraniu idei otwartego dostępu ma szanse nie tylko pozytywnie wpłynąć na jakość nauki i kształcenia, ale również wpisać się w ogólnoświatowy trend nowego myślenia o nauce i jej roli w życiu społecznym.
The paper addresses problems of open access in the scientific field. Authors' main goal is to show a growing popularity of this model across the world as well as benefits of its introduction. The phenomena of knowledge privatization and commercialization of every aspect of scientific activities contradict basic principals of the nature of knowledge (non-competative, non-rivalous, non-transparent). Neglecting significance of free knowledge circulation and its importance in knowledge production process can lead to diminishing the quality of contemporary and future science in Poland. Polish scientists actively supporting open access model not only have an opportunity to improve quality of science and higher education, but also join a worldwide trend redefining knowledge and its role in social life.

The European policy of Open Access to scientific research is now one of the key issues discussed in public debates on the future development of scientific communication. The implementation of Open Access tools has significant impact on scientific and economic growth. On the one hand, Open Access accelerates disseminating new research findings and facilitates recognition of authors on a more global scale. On the other hand, Open Access helps provide equal access to knowledge and stimulates innovation. Thus, it has an important role in creating the modern information society and economic growth. International organisations, the European Union and governments of individual countries support the idea of Open Access giving recommendations and guidelines concerning making the outputs of research financed from public funds freely available. The paper aims to discuss the process of preparing and implementing the Open Access policy at the institutional level as well as the functionality and tasks of the Open Repository which is now being established on the Multidisciplinary Open System Transferring Knowledge Platform. The acronym of its name in the Polish language is “ MOST Wiedzy”, which means “Bridge of Knowledge”. The repository is a project of an archive of scientific publications, research data, scientific dissertations, as well as other documents and sources, created as a result of scientific experiments and other research and development work conducted at the Gdańsk University of Technology. It will also be a solution supporting communication between researchers and a platform for cooperation between science and business.

Addressing the demands emphasizing indispensable right of man to education and information formulated by the academic community, the idea of Open Access (of free and unlimited access to publications in science and the humanities) has followed. The article discusses setting up relevant repositories with a particular emphasis on institutional repositories at universities. The advantages and disadvantages of the idea are evaluated and discussed as well as relevant legal aspects and the place the institutional repository can occupy in scientific communication. The intention of the authors is to persuade the academic and scientific community in Poland to participate in setting up repositories, which would substantially enrich the propagation of knowledge and, within a given time perspective, enhance its better development.

Objective: to know how much open access/open knowledge reference figures were available on motion artifacts in CBCT dentomaxillofacial imaging, and to describe and to categorize clinical variation of motion artifacts related to diverse types of head motion retrospectively observed during CBCT scanning time. Material and methods: a search equation was performed on Pubmed database. We found 56 articles. The 45 articles were out of scope, and 7 articles were excluded after applying exclusion and inclusion criteria. Only 4 articles were finally freely accessible and selected for this review. Moreover, we retrospectively used our department CBCT database to search examinations with motion artifacts. We also checked retrospectively for radiological protocols as the type of motion artifact was described when occurred during the CBCT scanning time by the main observer. We had obtained the approval from the Ethical committee for this study. Results: The accessibility of free figures on motion artifact in dentomaxillofacial CBCT is limited to 13 figures not annotated, and to one annotated figure presenting a double contour around cortex of bony orbits. We proposed to categorize the motion artifacts into three levels: low, intermediary, and major. Each level was related to: 1) progressive image quality degradation, 2) distortion of anatomy, and 3) potential possibility of performing clinical diagnosis. All 45 figures were annotated. Conclusions: There exists a scarce open access literature on motion artifacts in CBCT. In our pictorial review we found that low level motion artifacts were more related to head rotation in axial plane (rolling). Rolling and lateral translation were responsible of intermediary level motion artifacts. Major level motion artifacts were created by complex motion with multiple rotation axes, multiple translation directions, and by anteroposterior translation. The main limitation of this study is related to retrospectively report empirical observation of patient motion during CBCT scanning and to compare these observations with motion artifacts found on clinical images. More robust methodology should be further developed using a virtual simulation of various types of head movements and associated parameters to consolidate the open knowledge on motion artifacts in dentomaxillofacial CBCT.
