The article present the institution of the President against the background of the government regime’s evolution between 18th and 20th century. During this period a new model had been shaped based on separation of powers and balance between the head of the state, government (executive) and the Judiciary Branch. Author divided the history of the Presidential Office in Poland into four periods: the Second Republic of Poland (1918-1939), first years of the People’s Republic of Poland (1947-1952), late years of the People’s Republic of Poland (1989-1990) and the Third Republic of Poland (1990 ). Each of the period is different mainly because of the position and power of the President which directly depends on the Constitution, however political circumstances are not irrelevant in this matter. The dissertation attempts to describe all periods and comment them from the modern (current) point of view. Author spots that there’s been always conflict and dilemma between the idea of the strong presidency and weaker presidency. This tendency had been very visible during the Presidency of Lech Walesa, who had been trying to create the stable and firm institution of the President. New Constitution of the Polish Republic 1997 situated the President in accordance with the idea of the balance of power and division of powers. Role of the President depends currently on the political situation and the personal skills (even charisma) of the person who had been elected.

The author describes mutual, constitutional relations between the Senate and the head of state, and asks questions about the perspectives of their modification. The political events of 1989 leading to the reinstatement of a single-member head of state and Senate in Poland made their restitution closely related. At present, the competence and functional dependence of these bodies is low. The President and the Senate share a common view on the constant presence in the doctrinal and political discussion of the problem of changing their political position.
Autor opisuje wzajemne, konstytucyjne relacje Senatu i głowy państwa oraz stawia pytania dotyczące perspektyw ich modyfikacji. Wydarzenia polityczne z 1989 r. prowadzące do przywrócenia w Polsce jednoosobowej głowy państwa i Senatu spowodowały, iż ich restytucja była ściśle powiązana. Obecnie zależność kompetencyjna i funkcjonalna tych organów jest niewielka. Wspólna dla Prezydenta i Senatu jest natomiast stała obecność w dyskusji doktrynalnej i politycznej problemu zmiany ich pozycji ustrojowej.

The notion of ‘style’ with reference to power is inherently vague and non-existent in the research terminology of social science. On the other hand though, it is difficult to find a more adequate expression to describe a peculiar, individual way of making use of powers deriving not so much from systematic adjustments as from the personality of a leader. Political power does not simply come down to a simple mechanism of giving and executing orders. It is a sort of performance demanding appropriate requisites lights, prestige and actors. As Herman suitably states: authority by its very nature seeks obedience and enhances prestige. Adopting a common view that each leader is a product of his own age, the personality of a president, therefore, incorporates both individual features and a shared experience of his generation. Considering the ways of realization the presidential power in Poland after 1989 it should be referred not only to its institutional or political aspects but also to historical and cultural background as factors co-determining this peculiar model of leadership.

Author presents the evolution of Polish constitutional system between World Wars. The evolution had conveyed by the transition of fundamental rules embedded in two following Constitutions of Poland (1921 and 1935). It defined the process of formation of two separate constitutional models of Poland after the Great War. First was republican-democratic legal system set by the March Constitution 1921 and the second was antidemoratic system based on the authoritarian regime (set by the April Consitution 1935). Situation on Polish ground between 1935 and 1939, can not be however described unequivocaly as the facist system of government. It had been rather a system between liberaldemocratic and totalitarian. The article marks out three stages of the Polish constitutional system formation: stage Iformation of the parliamentary democracy fundaments and Cabinet government 1918-1926, stage II – limitation of parliamentary system and schemes for the Constitution changes 1926-1935, stage III – new Constitution and introduction of authoritarian regime 1935-1939. Author presented basic constitutional transitions characteristic for both constitutions. He especially pointed siginifact changes taking in relations between the prime minister and the president of Poland. The characteristic includes also historical and political background in Poland and around Europe.

The text deals with the influence that women’s movements on the one hand and organizations operating in Poland after 1945 on the other hand had on the poetry of Anna Świrszczyńska. Contrary to the established narrative developed by interpreters of this poetry after 1989, the feminist sensitivity of Świrszczyńska was not an isolated and individual phenomenon, as it grew directly from activities undertaken by women and from women’s organizations in the People’s Republic of Poland as well as during the moral and cultural transformations. Reading Świrszczyńska’s poetry in the light of socialist emancipation projects allows us also to redefine the genealogy of Polish feminism.

The Ukraine crisis, which started at the end of November 2013 and in April 2015 turned into armed conflict in the east of Ukraine, had a negative impact on the geopolitical situation of Poland; it compromised Poland’s security and impaired the perception of security among the majority of Polish society. This article’s objective is to outline the direct implications of the crisis and conflict in Ukraine for the security of Poland. These implications include: destabilization of the international security with serious consequences for the security of Poland; an increased sense of threat from Russia in Polish society; increased efforts of Polish foreign and security policy-makers to strengthen military defense potential; reinforcement of NATO’s cohesion and its more active involvement in Polish and Central European security; enhanced cooperation between Poland and the United States in the field of military defense; and increased threats to the economic stability of Poland.

The centenary of regaining independence by Poland arouses complex reflections. It leads to summaries but also arouses interest in the processes accompanying these events. The manuscript of Bogdan Suchodolski’s handwriting is an interesting document from this period. There is a reflection about the moral consequences of the First World War and questions about the future of the post-war world. A clear inspiration of Schopenhauer’s pessimism can be noticed there, which makes it an exceptional document in his work and at the same time casts an interesting light on his other achievements.

This article presents preliminary findings of the oral history project on the subject of the soldiers of the People’s Troops of Poland. Testimonies of ca. 40 “People’s Poland” veterans were recorded (giving more than 2000 hours of audio recordings). These soldiers fought on the Eastern Front, participating in, among others, the battles of Lenino, Budziszyn, and Berlin. The article describes the interviewed group and defines the method applied when conducting the interviews. It also gives a short account of how the interviewed were conscripted into the People’s army. The main part of the article is devoted to pointing to the similarities in the veterans’ accounts. These common elements include interspersing a personal narrative with a broad historical context, underlining that in their individual actions during the war and after it they encountered situations from which there was no escape, using the propaganda expressions dating back to the times of the Polish People’s Republic, and the feeling of being omitted (as a whole group of veterans of the People’s Troops) from the sphere of historical memory after 1989. In the last part of the article, plans for a monograph based on the project are presented.

The situation of the Republic of Poland, which was revived in 1918, in the educational field was dramatically difficult. As a consequence of partitions, the Second Republic of Poland inherited a relatively high rate of analphabetism (over 6.5 million analphabets, which constituted approximately 33% of the entire population of the country older than 10 years). As a result of individual differences in the economic, political, social and legals systems of the states occupying Poland, the educational system on the Polish territories at the threshold of independence was largely different with regard to the number of  schools, the organization, program and didactic assumptions. The reborn Polish state was confronted with an important task of unifying the system and the level of education. It must be emphasised that this task was actually accomplished. In this the Sejm on March 11, 1932 (the act conclusively dissolved the remains of the educational legislation of the states which partitioned Poland). In the interwar Poland, not only the school system but also the so-called extraschool education developed. The period of the Second Republic of Poland was also the  time of explosion of pedagogic thought. The most important theoretical trends in the educational sciences emerged at that time, primarily: “psychological pedagogy and the related great movement of New Education (progressive education)”, “sociological pedagogics (social pedagogy)”, “cultural pedagogy (humanistic, personalistic pedagogy)”. A special object of reflection on the education in the Second Republic of Poland and of controversy in the pedagogics of the twenty years between the First and the Second World War in Poland was the question of educational aims. In the period until 1926 the dominant trend influencing the educational practice to the largest extent was the so-called patriotic education, whereas in the subsequent years citizenship education prevailed.

W artykule przeprowadzono analizę realizacji inicjatywy ustawodawczej przez Prezydentów Rzeczypospolitej Polskiej (RP) w latach 1990–2019. W publikacji przedstawione zostały podstawy prawne obowiązujące w poszczególnych ustawach konstytucyjnych z lat 1989–1992 oraz w obecnej Konstytucji z dnia 2 kwietnia 1997 r., na mocy których Prezydenci RP korzystali z konstytucyjnych prerogatyw, wśród których jest inicjatywa ustawodawcza. W artykule poddano analizie wykonywanie tej kompetencji przez poszczególnych Prezydentów RP. Celem artykułu jest przedstawienie realizacji inicjatywy ustawodawczej Prezydentów w Trzeciej Rzeczypospolitej z uwzględnieniem zadań Kancelarii Prezydenta jako organu pomocniczego. Celowo pominięto zapowiedzi programowe kandydatów ubiegających się o urząd prezydenta, stanowiące realną realizację inicjatywy ustawodawczej w przypadku objęcia urzędu prezydenta, w tym także okresu kohabitacji, ponieważ kwestie te wymagają podjęcia odrębnych badań i analiz. W zakończeniu niniejszego artykułu dokonano podsumowania realizacji inicjatywy ustawodawczej przez poszczególnych Prezydentów RP z uwzględnieniem ich aktywności na przestrzeni ostatnich 29 lat.
In the article, the author analyses the implementation of the legislative initiative by the Presidents of the Republic of Poland in the years 1990–2019. The publication presents the legal basis for the individual constitutional laws of 1989–1992 and the current Constitution of 2 April 1997, under which the Presidents of the Republic of Poland exercised their constitutional prerogatives, among which is legislative initiative. The article analyses the exercise of this competence by individual Presidents of the Republic of Poland taking into account the procedure of submitting the act for signature by the President. The aim of the article was to present the implementation of the presidents’ legislative initiative in the Third Republic, taking into account the tasks of the Chancellery of the President as an auxiliary body. This article deliberately omits the programme announcements of candidates applying for the office of the President, constituting a real implementation of the legislative initiative in the event of taking up the office of the President, including the period of cohabitation, as these issues require separate research and analysis. At the end of this article the author summarizes the implementation of the legislative initiative by individual Presidents of the Republic of Poland taking into account their activities over the last 29 years.

Form Blessed Rev. Jerzy Popieluszko and the content of his sermons, preached in the church Stanislaus Kostka in Warsaw's Żoliborz already permanently etched in Polish history. Celebrated by him during martial law masses for the country attracted crowds of the faithful, and the content of homilies were full of patriotic and historical aspects. “Żoliborz preacher” in their teaching often referred to the events connected with the history of Poland, as well as profiles of genuine patriots to show a true and lasting values, as well as a remedy for man during the communist enslavement. Images of Polish history in the ministry, “the words” served Rev. Popieluszko to show the source of hope and witness the strength and, above all, to the example of the rebirth of the nation, even the most tragic moments of history. Using the historical aspects of the “martyr of communism”, he also wanted to show where lies the cause of the fall of man and the nation, and how, building on God, tormented society can be reborn.

“More and more phenomena are assuming a political dimension, and the surrounding world of politics is beginning to overwhelm us. Despite its grounding in rationality, and despite efforts to adapt it to the changing forms of social life, it systematically yields to derealisation. The key notions in this area, such as liberty, equality, democracy, raison d’état, revolution, counter-revolution, are becoming increasingly disconnected, receive variegated explanations and interpretations in political practice, are readily subject to manipulation.” Cultural myth expresses a collective, emotionally charged belief in the veracity of a conceptual content, a memory, and simultaneously provides a model, a set of rules for social behaviour. Leszek Kołakowski draws attention to the ubiquity of mythological thinking in contemporary culture in which it addresses the universal need to find meaning and continuity in the world and its values. Myth is then a particular mode of perception, cognition, and understanding of reality, part of man’s mentality, his national and cultural identity.

Opis:
The creation of a cohesive system of the protection of historical monuments in Poland was inaugurated by the Minister of Culture and National Heritage, who granted the National Heritage Board in Poland a new range of competence. The heretofore duties of this institution (formerly known as the National Centre for the Study and Documentation of Historical Monuments) were expanded by adding coordination and participation in work on periodic reports about Polish sites and objects on the UNESCO World Cultural and Natural Heritage List, the realisation of training and information programmes conducted for the sake of the protection of historical monuments, and the popularisation of knowledge about the cultural heritage. The organisational structure of the institution also underwent transformations. In order to render its work more legible and to divide the obligations and competences of its staff it was decided to establish new departments and teams of experts. The main tasks of the Department for the Strategy of the Protection of Historical Monuments include devising a conservation doctrine, studying historical monuments and their surrounding, and conducting a National Register of Historical Monuments. The Department encompasses a Workshop for Shaping the Conservation Policy, a Workshop for the Study of Historical Monuments, a Workshop for the Documentation and Registration of Immovable Historical Monuments, a Workshop for the Documentation and Registration of Movable Historical Monuments, and an Archival Material Team. The Department of Archaeology realises tasks associated with the protection of the archaeological heritage (it assumed the duties of the dissolved Centre for the Protection of the Archaeological Heritage). The components of this Department are a Workshop of Archaeological Conservation, a Workshop of Archaeological Salvage Studies and a Workshop of Archaeological Registration. Specialists from the Department of Education and Promotion are engaged in educational, training and information programmes as well as in popularizing knowledge about the cultural heritage and its protection. The Department includes a team for the Promotion of the Cultural Heritage, an Education Team, and a Board Library with the largest in Poland collection of specialist publications and works on the protection and conservation of historical monuments. The Organisational Department ensures suitable organisation of work and administers the Polish part of Muzakowski Park in Leknica. The Financial Department-Team conducts bookkeeping and realises the financial policy of the Board. The statutory tasks of the National Heritage Board of Poland in particular voivodeships are implemented by Regional Centres, whose duties include cooperation with the voivodeship conservators of historical monuments, the popularisation of the idea of the protection of historical monuments, educational campaigns, and the realisation of own projects. The tasks and objectives of the National Heritage Board of Poland, discussed in this article, call for further detailed supplementation. The positive changes in the Polish system of the protection of historical monuments will depend on the involvement and activity of the whole conservation milieu.

Poland came up to the EU membership gradually, reorientation on the West in trade and economic sphere was accompanied by desire of establishing with them close political relations. After the Warsaw Pact expiration polish leaders had to decide also the question of safety concerning the incorporation in NATO, at that membership in EU and NATO was considered as the related key objectives of the foreign policy. In 1988-1993 years the democratic reform of the armed forces of Poland was characterized by the political forces unsuccessful attempts to achieve a certain visibility of macro-stablity and come to an agreement concerning control of the armed forces. Poland received an offer of cooperation with NATO within the program «Partnership for the sake of peace» in January 1994 at the summit in Brussels with other CEE countries. In 1999 year the Polish Parliament ratified the North Atlantic Treaty, demonstrating consolidated position of the political forces concerning that question. To the Council of Europe took a decision for the start of negotiations concerning the accession to the EU, Poland had to satisfy the political criteria, for execution of which, the consolidated position of the political forces concerning eurointegrational question had to exist. The application for membership in EU was made then, when the majority of places in parliament belonged to the political party, which had been created before the parliamentary elections in 1991 year from the political forces connected with the previous system. Already on July 16 of the 1997 year the „Agenda 2000”, which was presented at the meeting of European parliament, denoted that, the political institutes of Poland function stably and consistently, and the parliamentary elections in 1991 and 1993 years had been free. Poland was recommended to negotiations concerning its membership, and its accession to the European Union took place while the fourth parliament cadence was functioning, when the majority belong to leftist forces.

The Kingdom of Poland was created by the proclamation (Act) on November 5, 1916. It was proclaimed by the German and Austro-Hungarian governors, who were occupying Polish territories at that time. The administration was held by the occupants, but the Provisional Council of State, as the highest political representation in the Kingdom, was also created. The Council was allowed to organize independent civil and martial courts. These courts started their activity on 1st September 1917. Before this date the Provisional Council of State created the Commission of Military Law, which was entitled to undertake all military steps to introduce German military law into Polish Armed Forces. Members of this Commission represented not only Polish institutions in the Kingdom but, like Wacław Makowski, they were also significant lawyers. The Commission ended its works on August 25th 1917, as a consequence of resignation of the Provisional Council of State. On August 29th 1917 Governor General Hans von Beseler announced his order on the organization of courts-martial and discipline in Polish Army. This document implemented German military law for all soldiers of Polish nationality, having German citizenship and serving in Polish Armed Forces (Polnische Wehrmacht). Soldiers, who had Austro- Hungarian citizenship were still under cognition of Austro-Hungarian courts martial. The highest superior officer for courts martial in the Kingdom of Poland was general Felix von Barth. He was also the commander of the Training Inspectorate, which was supposed to serve administrative support for courts martial. The order from August 1917 provided the creation of higher and lower courts martial. Finally there was created only one Court Martial of Training Inspectorate under command of major Bolesław Dunikowski. The Court was renamed after April 1918 into Court Martial of Polish Army, or Court Martial of 1st Brigade. Since that time colonel Henryk Minkiewicz, the commander of 1st Brigade, became the superior officer of this court. When Poland regained independence in November 1918, this court was reorganized into Court Martial of Military District Warsaw.

One of strongest acts of personal protest in the communist era was self-immolation, which was the subject of two Polish documentaries. Maciej Drygas in Hear My Cry invoked the figure of Ryszard Siwiec, who immolated himself on September 8, 1968 as a sign of protest against the Soviet army invasion of Czechoslovakia. In his documentary, Drygas shows a fragment of the film with the burning man, juxtaposing it with the testimony of witnesses to the tragedy and the account of the family. This documentary restores the memory of the whole society, who due solely to the film, learned about the radical gesture of a common man. Holy Fire by Jarosław Mańka and Maciej Grabysa in turn invokes the heroic but forgotten Walenty Badylak, who immolated himself in March of 1980 in Cracow as an expression of his objection to distortion of the truth about Katyń. Both acts of self-immolation had for many years been perceived as totally futile acts, while the directors show that the self-immolation of these now has a deep and symbolic meaning. In my analysis, I shall invoke historic and cultural contexts, conduct a multifaceted interpretation of self-immolation act and discuss the complex imagery included in the films.

The aim of this paper is to analyse the issues regarding the process of organising branches of Narodowy Bank Polski in the so-called “Regained Territories” based on the example of the National Bank of Poland’s branch office in Racibórz. First, the communist authorities’ attitude towards the banking system was discussed. Secondly, the legislation in the field of banking was analysed, especially the Decree on the National Bank of Poland of 15 January 1945. Then, the archival sources regarding the Racibórz branch of NBP were analysed. The final part of the article was devoted to conclusions based on the research.

This paper presents a very specific issue from the first campaign of World War II – fights between German cavalry and a Polish mixed battlegroup, which took place near the town of Myszyniec on 1 September 1939. Being aware of a very rich historiography referring to this subject, the author decided to focus on the tactical level of warfare in Poland, based on a case study. This very fragment of history has been chosen for the analysis because of two factors. First, the use of cavalry in 1939 is stereotypically linked with only Polish cavalry units, which is a considerable oversimplification. The author decided to make research on combats and actions of German cavalry formations, in this particular paper, focusing on a very short period of time and small area. This resulted in an in-depth analysis of the topic, leading to interesting conclusions about the adversaries’ tactics. Moreover, it was possible to accurately estimate losses in people and equipment. The second factor that contributed to the choice of the topic is a rich source database, enabling comparison and analysis of sources created by the opponents. Rich German and Polish historiography has also been thoroughly researched. It is quite surprising that although there is a lot of literature concerning the Polish Campaign published both in Poland and Germany, authors of only few publications honestly relied on sources of both sides, concluding with proper synthesis. This research is based on the primary sources material – operational and tactical information about the combats. The material can be found mainly in two groups of archives: operational documents of the Wehrmacht’s 3rd Army Operational Branch (Ia) and accounts of Polish soldiers and officers who fought in “Myszyniec” battlegroup. German and Polish books constitute secondary sources.

One of the activities pursued by the National Heritage Board of Poland (KOBiDZ) is identifying and counteracting threats posed to archaeological heritage. Together with the Criminal Bureau at the Police Chief Headquarters, it is engaged in preparing a series of training courses for police officers, relating to archaeology, the conservation doctrine and associated laws; the introduction of the course will take place in autumn 2007. In cooperation with voivodeship conservators of historical monuments the National Board is working on plans of archaeological sites threatened with robbery; such maps will be made available to the police force in assorted counties and communes. The Department of Archaeology at KOBiDZ includes a functioning Archaeological Emergency Service, which at the request of a conservator of monuments conducts on-the-spot archaeological salvage operations on sites, which demand immediate intervention. The National Board collaborates with the national Team for Combating Crime against the National Heritage at the Police Chief Headquarters and its coordinators in voivodeship headquarters, to identify crimes committed on the archaeological market and the Internet, with particular attention paid to auction portal and discussions fora as well as offers made by antique shops. Control of the antiquities market is only the beginning of necessary steps if combating crime is to be effective. The police force and legal circles must be educated about archaeology and cultural property while the level of social awareness of, and responsibility for joint heritage must be raised.

The article presents the actions undertaken by Maria Casimire during the Great Northern War in the hope of securing the throne of Poland for her eldest son Prince James. It is based on the queen's private correspondence with her eldest son, held in the National Historical Archive of Belarus in Minsk and being prepared for publication by the Museum of King John III's Palace at Wilanów. Letters dating from the years 1701-1704 reveal the queen's futile diplomatic endeavours to sway the opinion of the Holy See, as well as her attempts to secure the support of various European courts and to influence the anti-royalist opposition in Greater Poland through the intercession of supportive politicians. In addition, her correspondence discloses arguments referring to moral and ideological categories which the Sobieski family used to justify its actions, which were detrimental to the lawful reign of King Augustus II. The contents of these letters demonstrates Maria Casimire's considerable political experience; the queen was well versed in the mechanisms that ruled the democracy of the nobility, and especially in the bad political practices typical to it. The queen was her son's best advisor, mobilising him to act in concert with King Charles XII of Sweden, even though she herself was for a long time distrustful of him. Her correspondence with the prince indicates that Maria Casimire was deeply involved in the matter of her son's repeated election, but also shows that she was losing her political influence, especially in comparison with the period of the interregnum after the death of her husband King John III

This article analyzes tasks and competences of the President of the Republic of Poland as the guardian of sovereignty and security of the state. The author recognizes major importance of the head of state in that field. The President is the supreme commander of the Armed Forces and exercises powers connected with this function. The President also exercises a number of other powers, including those of an extraordinary nature (in- troduction of martial law and the state of emergency, declaring a time of war, declaring a general or partial mobilization). The author of the article underlines the necessity of cooperation of the President and the Council of Ministers in the field of the state security. It results from the fact that some powers are subject of countersignature of the Prime Minister or are exercised at the request of the Council of Ministers or its members (the Prime Minister, the Minister of National Defense).
Artykuł jest poświęcony analizie zadań i kompetencji Prezydenta RP realizowanym w charakterze strażnika suwerenności i bezpieczeństwa państwa. Autorka wskazuje na doniosłe znaczenie Prezydenta RP w obszarze bezpieczeństwa państwa. Prezydent pełni funkcję najwyższego zwierzchnika Sił Zbrojnych i realizuje szczegółowe kompetencje z nią związane. Wykonuje również szereg innych kompetencji, w tym o charakterze nadzwy- czajnym (wprowadzenie stanu wojennego i stanu wyjątkowego, ogłoszenie czasu wojny oraz stanu częściowej lub powszechnej mobilizacji). Autorka zwraca uwagę na konieczność współdziałania Prezydenta z Radą Ministrów w obszarze realizacji kompetencji związanych z bezpieczeństwem państwa, z racji na fakt, iż podlegają one kontrasygnacie Prezesa Rady Ministrów, względnie są wykonywane na wniosek Rady Ministrów lub jej członków (Prezesa Rady Ministrów, Ministra Obrony Narodowej).

The modern world is opening up to a series of innovations, differences and broadly understood diversity. The pace of changes becomes a peculiar substructure of creating patchwork nations. The variety of races, colors, religions and cultures. All of the above contain a point which, like an electron, resembles an omnipresent “variant”. This constant value is a human being. We are accompanied by a sense of belonging to a specific place, culture and values. On this basis, we expect something (e.g. having rights and freedoms). Citizenship seems to be a binder that puts us in a clearly narrowed community with certain values and often allows us to distinguish our own “self”. Created by history, absorbing presence, citizenship is an important element of our affiliation to the country, to culture and to the values hidden behind them. In the world of diversity, it seems to be a desirable and important element. The purpose of this article is to discuss the contemporary role assigned to citizenship, as well as to show the citizenship as a factor shaping the position of the individual and justifying the distinction made in specific areas of human functioning in the state.

In 1933 geopolitical situation in Europe had been changed. The leaders of four countries: Great Britain, France, Italy and Germany tried to make some agreement of ruling on the continent. For such countries like Poland and Czechoslovakia this agreement could be very dangerous. Both of them had a very difficult mutual relations. But potential threat could bring them closer. In a spirit of those thinking, polish military attache lt. Col. Andrzej Czerwiński had prepared a short report of political and military situation in Czechoslovakia, especially in the face of German’s pressures. He was writing about possibility of closing between two countries, chances of development of military forces and mutual cooperation.

In the case pending before the Constitutional Tribunal, a review is to be carried out in relation to the statute granting consent for ratification by the President of the Republic of Poland of the European Council Decision of 25 March 2011 amending Article 136 of the Treaty on the Functioning of the European Union with regard to a stability mechanism for Member States whose currency is the euro. Article 90 in conjunction with Article 120 the first sentence in fine of Polish Constitution and Article 48 (6) of the Treaty on European Union are invoked as a standard for the review. In the opinion of the Sejm, those standards for the review are inadequate. In relation to other matters, the Sejm applies for discontinuance of the proceedings due to inadmissibility of making a decision.

The Constitution of the Republic of Poland does not define in a comprehensive manner the matter to be standardized in laws and grants the legislator considerable freedom in determining their content. In view of the subject matter of this opinion, based on views founded on the doctrine of Polish constitutional law and on the jurisprudence of the Constitutional Tribunal and the Supreme Court, it can be concluded that the legislator should regulate by law, among other matters, the following matters reserved for statutory regulation (the principle of exclusivity of the act): regulations concerning citizenship and the rights, freedoms and duties of the individual, as well as the basic competences, principles of how public authorities are organised and function. On the basis of this assumption, it was examined whether there is any indication to the legislator from the constitutional norms relevant to the judicial authority. The following were taken into account: the right to a fair trial (Article 45), the principle of the separateness and independence of the judiciary (Article 173), the principle of bi-instantiality of court proceedings and the principle of statutory determination of the system and jurisdiction of courts (Article 176), the principle of the presumption of competence being assigned to common courts (Article 177), and the principle of the non-removability and non-transferability of judges (Article 180). On the basis of an analysis of these constitutional norms, it was concluded that the Constitution of the Republic of Poland enforces statutory regulation of the organisational structure and the material, local and appeal jurisdiction of common courts, and only allows for entrusting specific matters to be regulated by executive bodies by means of a regulation. In the event of any doubts as to whether a given case should be classified into the category of specific matters, the principle of exclusivity of the Act applies.

A manuscript of Pejsach Bergman of blessed memory, according to a copy receivedfrom his son, Bronisław BergmanThe text by Pesach Bergman (1898–1944) is an excerpt from his fictionalized memoirs about the life of the shtetl of Widawa from the late 19th century to the 1930s. Written in Yiddish, it was translated into Polish by Dr. Marcin Urynowicz with the assistance of Sara Arm. It constitutes an original and unique literary genre, which is closest to the meditation (Latin: soliloquia), combining elements of social criticism and sentimental recollections. Manuskrypt błogosławionej pamięci Pejsacha Bergmana, wedle kopii przekazanej przez syna, Bronisława BergmanaTekst Pesacha Bergmana (1898–1944) pochodzi z jego fabularyzowanych wspomnień, dotyczących życia sztetlu Widawa w okresie od końca XIX wieku do lat trzydziestych wieku XX. Został zapisany w języku żydowskim, z którego – z pomocą Sary Arm – przełożył go dr Marcin Urynowicz. Ustanawia oryginalny, właściwy tylko sobie gatunek literacki, najbliższy rozmyślaniom (łac. soliloquia), łączącym elementy krytyki społecznej i sentymentalnego wspomnienia.

Jesuit boarding schools did not fulfil only social roles. They were educational institutions shaping discipline, morality and religiousness of their pupils. The monks organized various activities for their students which were conducive for acquiring and consolidating knowledge. Students’ time was filled with the review of school material, literary exercises, debates or production of theatre performances. The offer depended on the degree of exclusivity of a given establishment. In the Second Republic of Poland, there functioned three Jesuit schools for laymen: in Khyriv (Pol. Chyrów), Vilnius and Gdynia. Only the first two ran boarding schools. Both boarding schools offered very good living conditions, and the life of the alumni passed according to a similar, clearly defined day rhythm. The institutions in busy urban Vilnius and peripheral Khyriv were very much different. The educational process used for the boarding students from Vilnius lacked special rigours, which was different from the methods generally accepted at that time. The behaviours of boarding students from Khyriv, in turn, were regulated in the minutest detail by Statutes and regulations and the system of punishments was very elaborate. The schools tried to restore order by the method of overcoming the resistance of the more independently feeling and thinking pupils.

In search of subjectivity marks. Poland in French history textbooks The aim of the paper is to examine subjectivity marks in the linguistic picture of Poland as identified in twenty-seven French history textbooks. Enunciation and value judgment marks observed both at the explicit and implicit levels point to a high degree of subjectivity in the linguistic picture of Poland. The analysis also reveals a steady decrease in the amount of information on Polish history in French textbooks, the source of which can largely be traced to the upper secondary school reform initiated in France in 2010.

Since the United Nations Security Council’s declaration that a disease outbreak may be considered a threat to the stability and security of state, the widespread use of the term “health security” has begun. This paper presents the concept of health security along with its threats, with particular focus on the new phenomena related to globalisation which contribute to the occurrence of new health threats. The threats to Poland’s health security are divided into internal and external. Internal ones may occur when the authorities do not meet the health needs of society. However, policymakers from industrialized countries put emphasis on protecting the population from external health security threats, especially from those that may become cross-border threats.

Although innovation and entrepreneurship have been subjects of researchers’ interests for years, nevertheless both the concepts and the relationships between them remain controversial. Since different indices are accepted for the measurement of these categories, the question is whether the relationship between them depends on the choice of measures. The aim of the paper is to indicate the innovation impact on the entrepreneurial process with regard to different measures of these concepts. The research was conducted with the use of regression analyses as a method and yearly data for Polish regions in the period 2003-2018. At the initial stage of the research as many measures of innovation and entrepreneurship as possible were introduced into the estimation of regression function parameters. Statistically insignificant variables were deleted at later stages of research. This research confirms that innovativeness and entrepreneurship are broad concepts and the relationship between them depends on the choice of measures. Saturation with enterprises and saturation with start-ups seem to be more sensitive to innovation than other measures of entrepreneurship. Innovation seen as input, measured by spending on research and development (R&D) has a bigger influence on entrepreneurship than the output innovation measured by revenues from innovative activities. Considering a relatively low level of explanatory power of innovations, it seems they are not the only factor influencing entrepreneurship.

The article is a presentation of concepts concerning the institution of the President of the Republic of Poland in the system of the Fourth Republic, promoted by Law and Justice and the League of Polish Families. Both groups took the position that the president should be made the most important person in the state, with influence over all areas of political life. The president would have the right to determine with the government the main directions of state policy, direct the work of the government according to his will, influence the legislative process so that it proceeds in accordance with his expectations, and control the judiciary. It was believed that this would make the head of state, coming from one party or the other, more effective in implementing the vision of the Fourth Republic.
Artykuł stanowi przedstawienie koncepcji dotyczących instytucji Prezydenta RP w ustroju IV Rzeczypospolitej, propagowanych przez Prawo i Sprawiedliwość oraz Ligę Polskich Rodzin. Oba ugrupowania stały na stanowisku, że należy uczynić z prezydenta najważniejszą osobę w państwie, mającą wpływ na wszystkie dziedziny życia politycznego. Prezydent miałby prawo ustalać wraz z Radą Ministrów główne kierunki polityki państwa, kierować pracami Rady Ministrów zgodnie ze swoją wolą, wpływać na proces ustawodawczy, aby przebiegał zgodnie z jego oczekiwaniami oraz kontrolować władzę sądowniczą. Uważano, że dzięki temu głowa państwa, wywodząca się z jednej lub drugiej partii, będzie bardziej skuteczna we wprowadzaniu w życie wizji IV Rzeczpospolitej.

This article is an attempt to reconstruct the most important research topics regarding public discourse in Poland from 1918 to the present. It shows the domination of discourse about domestic problems (the ‘internal’ discourse) over the discourse about European, foreign, or world problems (the ‘external’ discourse). On the basis of an analysis of the most important research, beginning at the end of the 1960s, the author discusses the specificities of the public discourse in Poland in each of three historical periods (the Second Republic, the People’s Republic of Poland, and the Third Republic). Research into the language of politics or social communication (the description ’discourse’ appears only after 1989) has been undertaken primarily by literary critics, philologists, and sociologists, but also by historians, political scientists, media experts, and persons engaged in culture studies. The most popular forms of empirical analyses of the public discourse in Poland are analyses of content, rhetoric, or semiotics. In recent years, works have increasingly often appeared referring to narrative, conversational, framework, or cognitive linguistic analyses.

Krakow as a center offering assistance to the Great Army during the Russian campaign of 1812 In the Napoleonic plans concerning the war with Russia in 1812, Kraków was not supposed to play any major role. The marches of Napoleonic army troops did not lead through the city nor were there plans of locating any major food storage places for the Great Army here. During the several drafts to the army of the Warsaw Duchy, conducted in 1812, 381 recruits were drafted from the city of Krakow; moreover the Krakow regiment of the National Guards, consisting of 160 soldiers, took part in the campaign. Shortly before the outbreak of the war, the soldiers of the 7th and 8th corps of the Great Army were supplied with food at the expense of the city. However the organization of food supplies was not carried out well; it was delayed and the city authorities were not able to collect the supplies and dispatch them on time. During the war, Krakow did not realize any major military orders; it was only in December 1812 that the government imposed on the city the obligation to gather a bigger food contingent which led to vehement protests of the city council. In the opinion of witnesses, Krakow and its surroundings came out of the war of 1812 relatively unscathed; the city itself had not suffered at the hands of the marauders of the Great Army and was able to play a decisive role in the reorganization of the Polish troops in 1813, as a logistic and supply center for the units of the Warsaw Duchy.

When the Great Army crossed the Niemen river taking over the eastern territories of the former Commonwealth of Poland and when in Warsaw the Parliament announced the creation of the Polish Kingdom, Napoleon imposed a new organization upon Lithuania and decided that a Lithuanian army should be created there. The new regiments were to be a proof of Lithuanian involvement on the side of the French emperor and besides, they were to secure and protect the supply lines of the war activities. Apart from the 3rd Chevaux-Légere Regiment of the Imperial Army, work was started on the organization of infantry regiments which received the successive numbers of the regiments of the Warsaw Duchy, from the 18th to the 22nd as well as the Ulhan regiments (light cavalry) with the numbers from the 17th to the 20th. The front line units were supplemented with two regiments consisting of volunteers, namely the 21st regiment of mounted riflemen and a squadron of the Tatars. The formation of the Lithuanian armed forces encountered considerable diffi culties and the lack of funds made it virtually impossible to provide adequate equipment and uniforms to the troops. The ulhan regiments struggled with a lack of horses which the country had earlier on been deprived of by the Russians and the French. In this situation, the Lithuanian troops could achieve full combat efficiency only towards the end of 1812. Yet contrary to the previous opinions, the army had an efficient officer corps and the recruits drafted to the infantry and cavalry regiments were young and healthy individuals, out of which nearly 10% were volunteers. Some of the Lithuanian regiments which had not yet been fully formed and trained confronted the Russians already during the 1812 campaign. This was partly due to the threat which emerged in the south of the Lithuanian territories, together with the arrival of the army of admiral Tschitshagov from the Turkish front; the latter wished to cut off the retreat route of the Napoleonic army. In the article, the author presents the battles which the Lithuanian troops had fought, among others at Slonim, Kojdanov, and ultimately at Berezina and in defense of Vilnius. The analysis allowed the author to assess anew the involvement of Lithuanians in the war of 1812 and to clarify numerous inaccuracies and errors which occurred in the descriptions of the war activity of the Lithuanian regiments. The author also discusses the retreat of the new regiments to the west which, following their reorganization in 1813 and the taking over by the French, allowed them to take part in the defense of Modlin as well as in the campaigns of 1813 and 1814 on the territory of Germany and Denmark

Opis:
The article is devoted to the historical evolution and modern development trends of the Constitution of Poland. It provides the general characteristics of formation and development of the Republic of Poland. It is emphasized that Poland is the earliest explorer of the European constitutionalism. Since 1791 in the constitutional history of Poland were approved the nine constitutional documents. In addition, consideration is given to such historical constitutions as the Constitution of May 3, 1791, the Grodno Constitution of November 23, 1793, the Lower Constitution of February 20, 1919, the March Constitution of 1921, the Constitution of 1935, the Constitution of the Peoples’ Republic of Poland of 1952, the Constitution of 1976, the present Constitution of 1997. The article reveals the main features of the present Constitution and characterizes contemporary constitutional system of Poland.
Статья посвящена исторической эволюции и современным тенденциям развития польской Конституции. В ней дается общая характеристика становления и развития Республики Польши. Особо отмечается, что Польша является первопроходцем европейского конституционализма. В польской конституционной истории принято, начиная с 1791 г., девять конституционных актов. Рассматриваются такие исторические Конституции Поль-ши как Конституция 3 мая 1791 г., Гродненская Конституция (23 ноября 1793 г.), Малая Конституция (20 февраля 1919 г.), Мартовская Конституция (1921 г.), Конституция (1935 г.), Конституция ПНР (1952 г.), Конституция 1976 г., действующая Конституция 1997 г. Выявлены основные особенности действующей Конституции и характеризуется современная конституционная система Польши.
