Opis:: The public sphere which is the closest to the inhabitants is managed by the local government. The legislator entrusted this local government with a number of tasks that should certainly be defined as basic from the point of view of the local and regional communities. These tasks having the nature of a public interest include also tasks related to telecommunication. The local government units as entities financed to a large extent from the public funds could abuse their market position by competing with telecommunication companies, therefore, they were obliged by the legislator to comply with the rules of the market game, including fair competition. They cannot, therefore, abuse their position in the scope of telecommunication activities or in the case of developing telecommunication infrastructure or sharing it with others.

Opis:: Artykuł przedstawia główne zmiany wprowadzone do ustawy o wspieraniu rozwoju usług i sieci telekomunikacyjnych. Omówiono w nim zmiany zakresu przedmiotowego i podmiotowego ustawy. Przedstawiona została definicja infrastruktury technicznej – nowego pojęcia, jakim posługuje się ustawa. Opisano także zasady dostępu do infrastruktury technicznej oraz kwestie obowiązków informacyjnych ciążących na operatorach, a także uprawnienie przedsiębiorców telekomunikacyjnych do inspekcji infrastruktury technicznej. Uwzględniono nowe uregulowania dotyczące ochrony infrastruktury ze względów bezpieczeństwa, zdrowia, obronności i porządku publicznego. Zostały również omówione skrótowo przepisy dotyczące punktu informacyjnego do spraw telekomunikacji oraz koordynacji robót budowlanych.
The article presents the main changes to the law on supporting the development of broadband services and networks. Changes in the subject and object scope of the Act were described. Article presents the definition of the technical infrastructure – as a new concept in the law Discussed is the principle of access to technical infrastructure and issues of information obligations imposed on operators, and telecommunications company’s right to inspect the technical infrastructure. Separate paragraph is devoted to the protection of infrastructure because of safety, health, defense and public order. Briefly presented are provisions on the point of information for telecommunications. The article also presents the new rules on coordination of construction works.

Opis:: Introduction/background: The article presents a literature analysis related to the concept of distribution network configuration. The main determinants of network configuration and their impact on key solutions used in networks are also indicated. As a key solution related to the correct management of demand, including forecasting, the author considered centralisation in networks. The article also presents the results of research carried out on 5 distribution networks, in which the correlations between the elements of their configuration and the results of forecasts made using the tool previously created by the author are examined. Aim of the paper: The purpose of the article is to present the concept of distribution network configuration in the conditions of centralised demand forecasts, with the central unit at the level of logistics operator. In addition, the article will consider the hypothesis regarding whether the configuration of the distribution network affects the accuracy of forecasts. Materials and methods: The purpose of the article and verification of the hypothesis was carried out with the help of literature studies, results of the conducted case study, and on the basis of the results of forecasts obtained using the prognostic tool created by the author in the R environment. Results and conclusions: The article demonstrates the basic ability of a logistics operator, working in MDP in the distribution network, to make forecasts and analyse the distribution network. In addition to that, the article presents results indicating that a properly selected configuration of the distribution network has a positive effect on the accuracy of forecasts contained in it.

Opis:: Considering the non-linear characteristics of the activation functions, the entire task is multidimensional and non-linear with a multimodal target function. Implementing evolutionary computing in the multimodal optimization tasks gives developers new and effective tools for seeking the global minimum. A developer has to find the optimal and simple transformation between the realization of a phenotype and a genotype. In the article, a two-layer neural network is analysed. In the first step, the population is created. In the main algorithm loop, a parent selection mechanism is used together with the fitness function. To evaluate the quality of evolutionary computing process different measured characteristics are used. The final results are depicted using charts and tables.

Opis:: Purpose: This article addresses the issue of forecasting demand for products flowing in a distribution network conducted from the perspective of a 3PL logistics operator. Its purpose is to present a tool based on the R software, which is to be used for automatic forecasting of time series. Design/methodology/approach: The work uses the algorithm of automatic forecasting of time series implemented in the "forecast" package. The algorithm was used in a loop for different lengths of the time series to determine the best length of the series. The minimal RMSE value in the training set and in the test set were considered as optimality criteria. Findings: It is shown that the best time series length is 60 weeks in the considered case. Originality/value: The procedure for selecting the best time window length for forecasting demand for products in distribution network.

Opis:: Purpose: The purpose of this paper is to analyze material flow from the perspective of a logistics operator operating in a distribution network at Material Decoupling Point (MDP). This analysis will focus on classifying the flowing products into the appropriate groups in terms of their sales characteristics, release volume and the value of the coefficient of variation. This analysis will also involve product classification in terms of forecast accuracy. Design/methodology/approach: Main method used for the research focuses on analyzing one of distribution network. Analyze considered examination of material flow and tests of forecast tool to improve operational issues. Findings: Logistics operator is able to forecasting demand of products in distribution network. It is interesting area of research developing in the future. Originality/value Forecasting is considered here as a kind of development perspective for the operator who currently does not make forecasts. Forecasting implementation could be in these case

Opis:: Purpose: The main goal of article focuses on identification the main research directions for transferring the function of centralised demand forecasting to 3PL enterprise. To meet this goal the concepts connected with central demand forecasting in distribution network was considered and it was taking into account the meaning of demand management and forecasting in logistics. There were also distinguished the main stages which could include the attributes of central forecasting enterprise. Design/methodology/approach: Paper includes literature analysis connected with centralised forecasting and specification of determinants which could be the main reference point in finding the enterprise able to get the function of centralised forecasting. Findings: According to literature review determinants of distribution network configuration in the centralised forecasting is showed and also there is showed a possibility of transfer the function of centralised forecasting to logistic operator. Originality/value Paper shows determinants of distribution network configuration in the conditions of centralised forecasting and takes into account possibility of transfer this function to logistic operator.

Opis:: Artykuł dotyczy teoretycznego konceptu koordynacji logistycznej, która zakłada szeroki udział operatora logistycznego (usługodawcy logistycznego) w aktywnym planowaniu, realizacji i dostarczaniu usług logistycznych, wspomagających oraz VAS w obszarze sieci dystrybucji. W artykule poruszane są przykłady wdrożeń częściowych założeń koncepcji w działalność rynkową oraz opisane jest nowe rozwiązanie, które ma za zadanie ukazać kolejny aspekt koordynacji logistycznej, mianowicie jej wpływ na realizację założeń zrównoważonego rozwoju. Założenia te dotyczyć będą dwóch filarów związanych z ekologią i ergonomią pracy przedstawioną za pomocą optymalizacji w obszarze gospodarki kartonami przeznaczonymi do wysyłki w ramach działalności outsourcingowej. Takie podejście możliwe jest dzięki zastosowaniu nowoczesnej technologii przetwarzania i prezentowania danych oraz zdolności operatora do przejęcia niektórych funkcji w aspektach koordynacji logistycznej. Autor artykułu nakreśla również perspektywy badań w zakresie wdrażania rozwiązań dążących do implementacji podstawowych założeń koncepcji koordynacji logistycznej w realiach praktyki przemysłowej w sieciach dystrybucji, w których funkcjonuje operator logistyczny świadczący usługi w ramach logistyki kontraktowej dla przedsiębiorstw produkcyjnych oraz przedsiębiorstw w branży e-commerce.
The article concerns the theoretical concept of logistics coordination, which assumes the wide involvement of the logistics operator (logistic service provider) in active planning, implementation and delivery of logistics, support and VAS services in the area of the distribution network. The article discusses examples of partial implementation of the concept on the markets and describes a new solution that is intended to show another aspect of logistics coordination, namely its impact on the implementation of sustainable development assumptions. The assumptions of sustainable development concern two pillars related to ecology and work ergonomics, presented by means of optimization in the area of management of cartons intended for shipment as part of outsourcing activities. This approach is possible thanks to the use of modern data processing and presentation technology and the operator's ability to take over some functions of logistics coordination. The article also outlines further research perspectives in the field of logistics coordination in the realities of industrial practice in distribution networks in which there is a logistics operator providing services under contract logistics for manufacturing enterprises and enterprises in the e-commerce industry.

The reports concentrate on assumptions and technical requirements concerning the supporting system for the operator of telecommunication departmental network. The author analysed fundamental processes, functions and principles of management system of the Railway Telecommunication. The special attention was paid to description of organizational structure of NMC (Network Management Centre) including division of responsibilities and examples of the processes supporting operator functions.

The article presents a theoretical discussion on network structures. The research focus is on the operations one of Dachser branches. The article characterises and makes a comparative analysis of strategy of one of the European logistics operators based in Poland. The research provides a comprehensive insight into practical problems in managing supply chain based on procedures implemented in a logistics company. Main research trends running between strategy and logistics are also presented and the development prospects of supply chain strategy are highlighted.
