    Article presents an approach to the national security in the National Security Strategy developed in Spain in 2013. Indicates the scope of the strategy, which are strategic objectives, complexity and uniqueness of security risks and threats. These are the basic values, which represent a suffix to the strategic lines of action, and the need to reflect the planning and operational rules. To illustrate this situation the strategy presents the environment of strategy - the surrounding area and the position of Spain - relationships - in the world. Risks and threats characteristics is the basis aim for developing an action plan towards respond to diagnosed risk and threat. Summary strategic actions for security action is to establish a National Security System, which will be executed by the Government.

    The purpose of this article is to indicate changes in the perception of terrorist threats and the approach to them on the basis of normative documents defining strategic objectives in the area of security. The focus is on strategic papers in the field of security from 2000 to 2014, on the one hand, and on the other, on the law of 10 June 2016 about anti-terrorist activities. The content of the following normative documents has been analysed with regard to the recognition, combating, and prevention of terrorist threats. The authors focus their attention on: the Security Strategy of the Republic of Poland from 2000, the National Security Strategy of the Republic of Poland from 2003, the National Security Strategy of National Security Bureau, from 2007, and the National Security Strategy of the National Security Bureau from 2014. The implementation of the Polish security policy strategy is contained in four types of activity, i.e. national activities, integration with Western security structures, involvement in international actions to resolve hazardous situations, and cooperation with other international actors in strengthening international stability and security. The discussed strategies were created on the basis of the provisions of the amended Act on the universal obligation to defend the Republic of Poland.

    Zagrożenia terrorystyczne stanowią poważny problem związany z zapewnianiem bezpieczeństwa państwowego. Dla ograniczenia mogących się pojawić zagrożeń opracowywane są dokumenty, które następnie tworzą podstawę systemów zapewniających bezpieczeństwo kraju. W Polsce takim dokumentem jest strategia bezpieczeństwa narodowego Rzeczypospolitej Polskiej. W ostatnich kilkunastu latach strategie bezpieczeństwa narodowego były trzykrotnie zmieniane. W następujących po sobie dokumentach, wyznaczających kierunki kształtowania bezpieczeństwa kraju, podejście do problematyki zagrożeń terrorystycznych nie było traktowane jednakowo. Celem niniejszej publikacji była ocena kolejnych strategii w zakresie podejścia ich twórców do problematyki zagrożeń terrorystycznych na tle zmieniającej się sytuacji politycznej, militarnej, gospodarczej i zdrowotnej wewnątrz kraju i poza jego granicami. Artykuł stanowi opracowanie o charakterze teoretycznym, w którym wnioski zostały sformułowane na podstawie analizy treści kolejnych strategii bezpieczeństwa narodowego, aktów prawnych i literatury opisującej problematykę zagrożeń terrorystycznych. Za początek analizy wyznaczono datę przystąpienia Polski do strefy Schengen. Związane jest to z przyjętym założeniem, że zniesione kontrole graniczne w państwach członkowskich umożliwiły swobodny przepływ ludności, co mogło stać się czynnikiem sprzyjającym prowadzeniu działalności terrorystycznej.
    Terrorist threats are a serious problem in ensuring national security and in order to counteract them, documents are being developed which become the basis for the creation of systems ensuring the security of each country. In Poland, such document is the national security strategy of the Republic of Poland. In the recent years, national security strategy has been changed three times. However, in the successive documents setting out the directions for shaping the country’s security systems, the approach to the issue of terrorist threats was not treated in the same way. As such, author of this publication has undertaken an assessment of the approach of subsequent security strategies to the issue of terrorist threats in the view of changing political, military, economic and health situation within the country and abroad. The assessment of the directions of changes was carried out on the basis of an analysis of the content of successive national security strategies, legal acts and further literature describing the subject matter of the article. The aforementioned analysis has been undertaken from the moment when Poland become a part of Schengen area. This is due to the assumption that the abolition of border controls in the Member States allowed the free movement of people, which could become a factor conducive to the conduct of terrorist activity.

    Looking through the history of the international order is not consistent form in the life of nations. Changes in the international situation is not always beneficial pose new challenges. Variability and dynamics of emerging challenges forcing states and nations to permanent effort towards ensuring the security of the state and its citizens. Therefore, it becomes extremely important to develop and implementing the national security strategy. This article presents the national security strategy of the Polish Republic 2014 years. This strategy recognizes the complex issues of national security and shows how best to use for the security needs of all resources remaining at the disposal of the state in the field of defense, protection, social and economic.

    In a permanent changing security environment, the Republic of Moldova, a small state situated at the Eastern flank of Europe, is struggling to find her path in between two possible strategic ways – either towards Europe, or coming back to the Russian sphere of influence. The political situation and international influence from these areas are not easing decisions of the Moldovan leaders. On one hand, there is a real and permanent political and military support being received by the Moldovan Authorities from NATO, the EU, Romania and the United States in key domains like: migration and asylum, justice, local administration, transparency and e-governance, and Sector Security Reform (SSR). On the other hand, the pressure put by Moscow on central authorities from Chisinau, as well as the anti-European measures undertaken by proRussian parties from Moldova, balanced all positive reactions of pro-European population and negatively influenced the political, social and cultural life of Moldavians. SSR is the most developed and supported domain that has a strong impact on the possible future position of the Republic of Moldova in Europe.

    The purpose of this article is to analyze US foreign policy under the new White House administration and to present the most important aspects of Trump’s emerging doctrine, with the aim of answering the following questions: what are the goals and tenets of, and the measures to implement, the foreign policy outlined in the new US National Security Strategy? Which trends can be considered dominant in Trump’s emerging doctrine? What challenges and threats to international security were mentioned in the document? Do traditional US allies still play an important role in the superpower’s security strategy? The thesis of this paper is that political realism is the main trend in Trump’s emerging doctrine and that US foreign policy has taken a unilateral course, with a large dose of populism.

    The aim of this paper is to show the evolution of the perception of the threats to the security of the Republic of Poland. The text is based on an analysis of the Polish national security strategies for the 21st century, and in particular, on the document of 2014. This will allow to draw conclusions about the makers of the Polish security strategies connected with different political parties. Moreover, thanks to this, the Author will be able to evaluate these documents and try to answer the question concerning the right direction of the Polish national security policy and its instruments. In this way, he will refer to the self-sufficiency of defense and the Polish Special Forces.

    This article examines the issue of ensuring raw material security as seen in the contemporary national security strategies of Poland. The temporal framework identified as “contemporary” indicates that the analysis embraced documents from the period 2003–2020, which mark a significant qualitative change in terms of defining and understanding security as an area which is not dominated by its hard, military aspect. The study aims to identify, discuss and compare various concepts of ensuring raw material security to Poland on the basis of the four strategies of Poland’s national security. The following research problems were formulated to achieve the research objectives defined in this way: to what extent is the issue of Poland’s raw material security present in the documents analyzed? What tools have the authors of the strategies employed to ensure security in Poland in terms of raw materials? What are the main difficulties in ensuring raw material security to Poland highlighted by the analyzed national security strategies? Are there any convergences in the visions of ensuring Poland’s raw material security presented in the analyzed strategies? The research questions formulated in this way served as the basis for the following research hypothesis: given an increase in non-military threats, the raw material-related dimension of security is increasingly emphasized in national security strategies. The research methods used in this article include the comparative method and source analysis. The technique of analysis was also used.
    Przedmiotem badań niniejszego artykułu jest wizja kreowania bezpieczeństwa surowcowego obecna we współczesnych strategiach bezpieczeństwa narodowego Rzeczpospolitej. Tak ujęte ramy chronologiczne wskazują, iż analizie poddano dokumenty z lat 2003–2020 stanowiące istotną zmianę jakościową w definiowaniu i rozumieniu bezpieczeństwa jako obszaru niezdominowanego przez jego twardy, militarny charakter. Celami podjętych przez autora badań jest wskazanie, omówienie i porównanie koncepcji zapewnienia Polsce bezpieczeństwa surowcowego na podstawie czterech strategii bezpieczeństwa narodowego Polski. Do osiągnięcia tak określonych celów badań posłużyły następujące problemy badawcze: w jakim zakresie zapewnienie Polsce bezpieczeństwa surowcowego jest obecne w analizowanych dokumentach? Poprzez jakie narzędzia autorzy strategii kreowali w Polsce surowcowy wymiar bezpieczeństwa? Jakie główne trudności w zapewnieniu bezpieczeństwa surowcowego Polski uwypuklają badane strategie bezpieczeństwa narodowego? Czy istnieją zbieżne elementy wizji zagwarantowania Polsce bezpieczeństwa surowcowego ujęte w badanych strategiach? Tak sformułowane pytania badawcze stały się kanwą do sformułowania następującej hipotezy badawczej: wraz ze wzrostem zagrożeń o charakterze pozamilitarnym, surowcowy wymiar bezpieczeństwa jest coraz wyraźniej akcentowany w strategiach bezpieczeństwa narodowego. W poniższym artykule posłużono się następującymi metodami badawczymi: porównawczą oraz analizy źródeł. Zastosowano również technikę analizy.

    According to the former president Felipe Calderon, the National Security Strategy designed to overcome the danger posed by the organized crime was able to curb the tendency of violence by the end of his Administration. This article intends to evaluate such statement using data published by INEGI and the Finance Ministry. We correlate the amounts of public money spent in security tasks with the number of homicides per year to estimate the level of efficiency; we also focus on those federal entities, which received more support by the National Security Strategy and analyze them in terms of homicides in three different periods. At the end, other variables like kidnappings, extortion and unemployment are included in the analysis to see to what extent they could probably have been part of the violence during 2006–2012.
    que la Estrategia Nacional de Seguridad puesta en marcha por su gobierno para combatir la inseguridad logró revertir los niveles de violencia al concluir su gobierno El presente artículo se propone contrastar tal afirmación con las bases de datos publicadas por el INEGI y la SHCP en materia de homicidios y recursos públicos destinados a los rubros de seguridad. De esta manera, se correlacionan los fondos públicos asignados a los rubros de seguridad con el número de homicidios; se evalúa la tendencia de homicidios en las entidades más favorecidas por la Estrategia Nacional de Seguridad comparándola con la década de los 90 y el periodo del expresidente Vicente Fox y, por último, se analiza el papel que pudieron jugar el secuestro, la extorsión y el desempleo en los altos niveles de violencia registrados durante 2006–2012.

    Artykuł został poświęcony rozważaniom nad możliwościami starcia wojskowego Rosji z Polską. Opierając się na przedstawionych kluczowych strategicznych dokumentach, na podstawie ich analizy oraz prowadzonych wcześniej badań, autor odpowiada na pytanie postawione w tytule. Odpowiedź brzmi: Polska nie powinna się obawiać wybuchu wojny z Rosją. Jako podstawowe w artykule wykorzystano metody chronologiczno-problemową oraz analizę i syntezę dokumentów związanych z polityką bezpieczeństwa Federacji Rosyjskiej oraz Polski. Opracowanie zostało podzielone na cztery części. Obrazy Polski i Rosji zostały przedstawione w cytowanych strategiach bezpieczeństwa obydwu państw. Artykuł otwiera wstęp, a kończy podsumowanie, będące wynikiem prac nad tematem artykułu oraz wynika z poprzednich badań autora związanych z ewentualnymi zagrożeniami dla Polski płynącymi z Rosji. Pierwszym celem artykułu jest próba odejścia od mitów, utartych wyobrażeń oraz stereotypów dotyczących stosunków pomiędzy Polską i Rosją. Drugim celem artykułu jest skłonienie do rozważań nad polsko-rosyjskimi stosunkami, pozostawiając bagaż historycznych uwarunkowań na boku.
    This article aims to reflect on the possibilities of a military clash between Russia and Poland. Based on the presented key strategic documents, their analysis and the research conducted earlier, the Author addresses the question posed in the title. The answer appears that Poland should not be afraid of an outbreak of war 125 with Russia. The article uses the chronological-problem method, as well as analysis and synthesis of documents related to the security policies of the Russian Federation and Poland. The essay is divided into four parts. Both Poland and Russia are described in the quoted security strategies of the countries. The article begins with an introduction and ends with a conclusion, the latter being the effect of work on the article topic as well as previous research conducted by the Author about possible threats to Poland coming from Russia. The first objective of the article is an attempt to step away from myths, general beliefs, and stereotypes about the relations between Poland and Russia. The second one is to encourage reflections on Polish-Russian relations while forgoing any historical prejudices.

    Rozpatrywane są problemy interakcji pomiędzy głównymi komponentami Sektora Bezpieczeństwa i Obrony Ukrainy: siłami bezpieczeństwa i obrony, zarówno w czasie pokoju, jak i wojny. Analizowane są dokumenty normatywno-prawne określające zadania i cel Sił Zbrojnych oraz nakreślone są ich funkcje, które znajdują odzwierciedlenie w nowych dokumentach strategicznych. Wykazano, że pogorszenie sytuacji społeczno-politycznej na Ukrainie, nasilenie ruchów antypaństwowych i separatystycznych na terytoriach okupowanych i przyległych było wynikiem nacisku informacyjnego jako operacji specjalnej i bezpośredniej rosyjskiej interwencji w procesy społeczno-polityczne w naszego kraju, z którym konfrontacja wymaga kumulacji wysiłków wszystkich komponentów w Sektorze Bezpieczeństwa i Obrony. W tym kontekście zagrożenia dla Ukrainy postrzegane są jako hybrydowe, kompleksowe, wszechogarniające i takie, że ich skala rozciąga się nie tylko na Ukrainę, ale także na całą wspólnotę europejską. Określono zadania polityki wojskowej państwa w zakresie realizacji postanowień nowej Strategii Bezpieczeństwa Narodowego Ukrainy.
    The problems of interaction between the main components of the Security and Defence Sector of Ukraine are considered: security and defence forces, both in peacetime and in wartime. The normative-legal documents defining the tasks and purpose of the Armed Forces are analysed, and their functions are outlined, which are reflected in the new strategic documents. It is shown that the aggravation of the socio-political situation in Ukraine, the intensification of anti-state and separatist movements in the occupied and adjacent territories were the result of information pressure as a special operation and direct Russian intervention in socio-political processes in our country, confrontation with which requires the accumulation of efforts of all components in the Security and Defence Sector. In this context, the threats to Ukraine are seen as hybrid, comprehensive, all-encompassing and such that their scale extends not only to Ukraine but also to the European community as a whole. The tasks of the state military policy on the implementation of the provisions of the new National Security Strategy of Ukraine have been determined.

    Opis:
    Today, ecological safety is considered as one of the most important elements of non-military type of security. In the aspect of national security, human environment protection is also taken into consideration in the context of national interests. This approach certainly adds importance to the issue of environmental protection. The analysis of basic literature and strategic documents in the scope of national security conducted within the frameworks of this publication showed that environmental protection is treated there as an important interest, surpassing even other important aspects of security, still, it is not a vital national interest which is of the highest importance. On one hand, one can state that the need of environmental protection has been positively appreciated; on the other hand, accepting this hierarchy of national interests may not be satisfactory to some of the authors. It is in contradiction with the settlements of science, and, especially, natural sciences which confirmed a long time ago that the survival of all organisms, including humans, is dependent on a (good) state of the natural environment. Therefore, the question concerning ecological security and the connected environmental protection postulate arises: is it an important or vital national interest? The attempt of answering this (title) question constitutes the research problem of the publication. Its subject is ecological safety from the perspective of sciences of (national) security, humanities and, to some extent, natural sciences – more precisely, biology and, especially, its integral part – ecology. The objective of the publication is showing the issues of ecological security in the aspect of national interests – from the broader and comprehensive perspective. The author of this publication supposes that realization of vital interests is connected with a positive state of the natural environment which determines ecological security and all life processes of the planet. Therefore, referring to the foundations of biology and ecology seems to be unavoidable as all the environmental issues are inseparably connected to these sciences. On this basis, one may assume that ecological security is of greater significance than important interests, inferior to the vital ones. Thus the possibility of recognizing ecological security (natural environment protection) as vital national interest.
    Bezpieczeństwo ekologiczne uznawane jest współcześnie za jeden z najważniejszych elementów niemilitarnej odmiany bezpieczeństwa. W aspekcie bezpieczeństwa narodowego ochrona środowiska przyrodniczego człowieka ujmowana jest również w kontekście interesów narodowych. Ujęcie takie z pewnością dowartościowuje problematykę ochrony środowiska. Analiza podstawowej literatury oraz dokumentów strategicznych z zakresu bezpieczeństwa narodowego dokonana w niniejszej publikacji uświadamia, że ochrona środowiska ujmowana jest w nich jako interes ważny, przewyższający nawet inne istotne aspekty bezpieczeństwa, ale jednak nie żywotny interes narodowy, który ma rangę najwyższą. Z jednej strony można stwierdzić, że potrzeba ochrony środowiska została pozytywnie dowartościowana, ale z drugiej strony przyjęcie takiej hierarchii interesów narodowych może też niektórych autorów nie zadowolić. Przeczy ona bowiem ustaleniom nauki, zwłaszcza nauk przyrodniczych, które już dawno temu potwierdziły, że przetrwanie wszelkich organizmów, w tym i ludzkich, uzależnione jest (od dobrego stanu) środowiska przyrodniczego. Zatem pojawia się tutaj pytanie o bezpieczeństwo ekologiczne i związany z nim postulat ochrony środowiska, czy stanowi on (ono) w istocie ważny czy może żywotny interes narodowy? Próba odpowiedzi na to (tytułowe) pytanie, stanowić będzie problematykę badawczą rozpatrywaną w niniejszej publikacji. Jej przedmiotem zaś będzie bezpieczeństwo ekologiczne ujmowane w aspekcie nauk o bezpieczeństwie (narodowym), nauk humanistycznych oraz do pewnego stopnia nauk przyrodniczych, a dokładniej biologii, zwłaszcza zaś stanowiącej jej integralną część – ekologii. Celem publikacji jest ukazanie problematyki bezpieczeństwa ekologicznego w aspekcie interesów narodowych – z perspektywy szerszej i całościowej. Autor niniejszego tekstu przypuszcza, że realizacja interesów żywotnych powiązana jest z pozytywnym stanem środowiska przyrodniczego, które warunkuje bezpieczeństwo ekologiczne, jak i wszelkie procesy życiowe przebiegające na naszej planecie. Nawiązanie zatem do podstaw biologii i ekologii wydaje się być nieuniknione, ponieważ wszelka problematyka środowiskowa jest z naukami tymi nierozerwalnie związana. Na tej podstawie można przyjąć założenie, że bezpieczeństwo ekologiczne przekracza wagę interesów ważnych, ustępujących tym żywotnym. Istnieje zatem możliwość uznania bezpieczeństwa ekologicznego (ochrony środowiska przyrodniczego) za żywotny interes narodowy.

    The research purpose of the paper is to analyze the key assumptions outlined in the US National Security Strategy 2022. The paper will look for answers to the following questions: What is national security strategy? Is it an important document? What and for whom does it matter? What direction will US policy take under Joe Biden’s administration? What tools and methods will be used? What are the goals and priorities set in the document? Which countries are among the closest allies and biggest adversaries? What impact had the Russian aggression against Ukraine on the shape of the US National Security Strategy 2022? The main research method will be source analysis and criticism, as well as a comparative method to contrast the current NSS with previous ones. The research thesis assumes that the priority of the current US security strategy remains the one initiated during previous White House administrations – the rivalry with China, which in tandem with Russia aims to change the modern international order, threatening the national interests of the United States of America. The conducted analysis, on the one hand, confirms the thesis, and, on the other hand, points to inconsistencies in US strategic thinking (which takes the form of a “wish list”), which can significantly affect the effectiveness of the implementation of the set goals and objectives.
    Celem badawczym niniejszego opracowania jest przeanalizowanie najważniejszych założeń przedstawionych w Strategii Bezpieczeństwa Narodowego USA z 2022 roku. W artykule będą poszukiwane odpowiedzi na następujące pytania: Czym jest strategia bezpieczeństwa narodowego? Czy jest to ważny dokument? Jakie i dla kogo ma znaczenie? W jakim kierunku polityka USA będzie podążać za rządów Joe Bidena? Jakie środki i metody będą wykorzystywane? Jakie cele i priorytety wyznaczono w dokumencie? Które państwa znalazły się w gronie najbliższych sojuszników i największych przeciwników? Jaki wpływ na kształt Strategii Bezpieczeństwa Narodowego USA z 2022 roku miała agresja Rosji na Ukrainę? Główną metodą badawczą będzie analiza i krytyka źródeł oraz metoda komparatywna, pozwalająca na zestawienie obecnych założeń SBN z poprzednimi. Teza badawcza zakłada, że priorytetem obecnej strategii bezpieczeństwa USA pozostaje – zapoczątkowana za poprzednich administracji Białego Domu – rywalizacja z Chinami, które w tandemie z Rosją dążą do zmiany współczesnego porządku międzynarodowego, zagrażając interesom narodowym Stanów Zjednoczonych Ameryki. Przeprowadzona analiza z jednej strony potwierdza postawioną tezę, a z drugiej wskazuje na niespójność w amerykańskim myśleniu strategicznym (które przybiera formę „listy życzeń”), co znacząco może wpłynąć na efektywność realizacji wyznaczonych celów i założeń.

    The author discusses the issue of terrorism in the article, referring to both the analysis of this concept and related behaviors. The author also attempts to answer the question whether Poland is free from this type of threats.

    The author of the article has conducted a comprehensive theoretical and legal research of the principles for reforming national security in the domestic jurisprudence. The author has defined the priorities and directions of the reform in the national security sector, and more important – its theoretical and methodological basis. It has been outlined that theory of national security is currently undergoing a stage of active formation and dynamic development. The search for reliable theoretical principles for the organization of the strategic planning system in the national security sector requires its consideration in terms of the application of the most general political and legal methods and tools of the state’s activities, built on the basic principles of complex and systematic nature and aimed at achieving the highest level of the national security. It has been concluded that the formation and implementation of state national security policy in Ukraine is one of the main problems of effective management of a transforming society. Ukrainian political practice indicates that the technology of implementing the doctrines, strategies, concepts and programs of the state policy in the national security sector should objectively integrate all components of political activity of the state and should be based on sound theoretical principles and historical experience. It has been determined that the main purpose of the national security reform is such a quality improvement of legislation and governance in the national security sector, which can provide quality strengthening the protection of key national interests from external and internal, real and potential threats, in accordance with еру current and future needs of society. It may provide the creation or substantial renewal of the activities of existing entities that ensure the national security, a significant change (“reformatting”, “resetting”) of the national security sector in accordance with existing social needs.

    The aim of this article is to present the U.S. trade and investment strategy during the George W. Bush presidency based on the National Security Strategy of 2002 and 2006. Moreover, the article confirms the hypothesis that indicates that the U.S. trading and investment strategy was strictly subordinated to geopolitical foreign policy goals. The work consists of an introduction and theoretical perspective, institutional and legal analysis of the American political and economic system, analysis of economic priorities of foreign policy strategy and trade and investment strategies towards selected regions of Latin America and the Southeast Asia and the Pacific. These issues are being presented through the prism of the theory of neoclassical realism – pointing to the role and importance of the President’s office in U.S. foreign policy, institutional liberalism, taking into account the role and importance of structuring global trade and investment relations and the theory of comparative advantage in American trade policy. Methods used include systemic, comparative, institutional and legal, and descriptive statistics, as well as case study technique.
    Celem artykułu jest przedstawienie strategii handlowej i inwestycyjnej USA w czasie prezydentury George’a W. Busha w oparciu o Strategię Bezpieczeństwa Narodowego z 2002 i 2006 roku. Hipoteza artykułu wskazuje, że strategia handlowa i inwestycyjna Stanów Zjednoczonych była ściśle podporządkowane geopolitycznym celom polityki zagranicznej. Praca obejmuje wprowadzenie i perspektywę teoretyczną, analizę instytucjonalno-prawną amerykańskiego systemu polityczno-gospodarczego, analizę priorytetów gospodarczych strategii polityki zagranicznej oraz strategii handlowych i inwestycyjnych wobec wybranych regionów Ameryki Łacińskiej oraz Azji Południowo-Wschodniej i Pacyfiku. Zagadnienia te są przedstawiane przez pryzmat teorii realizmu neoklasycznego i liberalizmu instytucjonalnego. Stosowane metody obejmują statystykę opisową, systemową, porównawczą, instytucjonalno-prawną, jak również technikę studium przypadku.

    Opracowanie analizuje etapy przemian strategii światowej w ujęciu globalnym i regionalnym. Teza o nieadekwatności działań politycznych i ekonomicznych w dzisiejszej rzeczywistości międzynarodowej jest smutna, ale prawdziwa. Punktów zapalnych w polityce światowej nie ubywa, co gorsze pojawiają się nowe (np. wyścig zbrojeń konwencjonalnych). Problemów świata w ich złożoności nie da się rozwiązać za pomocą pomysłów i narzędzi z przeszłości. Punktem centralnym strategii światowej jest bezpieczeństwo. Pozorne oddalenie groźby konfliktu światowego, który mogą poprzedzić konflikty regionalne, jest dziś niepewne. Identyfikacja i opis zagrożeń nie zastąpi konkretnych, a nade wszystko skutecznych działań. Tym większe jest więc pole działania dla analityków i znawców dzisiejszej strategii ujmowanej wielowymiarowo. (abstrakt oryginalny)
    The study examines the stages in the evolution of global strategy in the global and regional dimension. The thesis on the inadequacy of political and economic activities in today's international reality is sad but true. The hotspots in world politics are not becoming less numerous, and new ones keep appearing (e.g. the conventional arms race). Given their complexity, the problems that plague the world cannot be solved using the ideas and tools of the past. The cornerstone of global strategy is security. The seemingly remote threat of a world conflict that may be preceded by regional conflicts is a bit more real today. The identification and description of threats will not suffice; specific and effective measures must be taken. This makes the work of analysts of and experts in contemporary strategy approached in a multidimensional manner even more important. (original abstract)

    The aim of the paper is the comparison of 2007 and 2014 National Security Strategies focusing on the role of Armed Forces in the system of National Security. Moreover, the author tries to verify the need for changes in relation to the current international situation in Central and Eastern Europe. The parts of this analysis are related to the given chapters of the strategies. The article indicates the reasons and presents conclusions resulting from the changes incorporating in the current document. Moreover, the author analyses the legitimacy of adjustments in the context of current threats to the security of Poland and Europe.

    For the first time internal security has been clearly articulated in Russian National Security Strategy of December 2015. That is when the so-called colour revolutions and “radical social groups which use nationalist and extremist religious ideologies, foreign and international nongovernmental organisations, as well as private citizens who act against the Russian territorial integrity and destabilise political processes” have been deemed the most significant challenges to the Russian security, together with the North Atlantic Alliance and the United States of America. As a response to such defined threats, Russian legislation introduced solutions that attempt to prevent the danger. The aim of this article is to answer the question, whether Russian authorities treat the destabilisation of internal situation as one of the main challenges to the Russian security, and if yes, what are the indications of that? Does Russian legislation (especially from the last few years), actions of the Russian authorities and Russian subject literature, include evidence confirming this hypothesis?

    The article is devoted to the study of the place, role and regulatory framework of economic security, identifying it as a key component in the national security system of Ukraine. The theoretical and methodological approaches to defining the categories of “economic security” and “national security” have been examined in this article. Objects and subjects of economic security of the state have been defined; the basic threats to economic security have been allocated. The purposes of the economic security system and the measures that must be provided to achieve it have been formed. It has been noted that the national security today is an important attribute of foreign, domestic and military policy of the state. A special place in the system of acts dealing with the ensuring of economic security the program constituent documents have, namely: strategies, concepts, doctrines that constitute a system of officially accepted views in the state, as they are constituent. Indicators of economic security have been identified, which are the most important indicators of the business situation in the economy and the effectiveness of the economic policy of the state. The national economic interests which are necessary to be considered at decision-making on maintenance of economic safety have been listed. 106 Valeriy Hnatenko Ensuring of the economic security is achieved through the development and implementation of a set of measures aimed to neutralize threats to economic security. The article outlines the main directions of the state policy in the field of economic security of the country. It has been concluded that the problem that had developed in the economy of Ukraine requires the development and implementation of economic security strategies for the short and long term, is actual as never before, and needs further researches.

    W artykule dokonano analizy porównawczej dwóch współczesnych strategii kosmicznych opublikowanych przez Wielką Brytanię i Francję. W odniesieniu do pierwszej z nich określono wizję oraz cele strategiczne. W następnej kolejności opisano realizację określonych celów za pomocą czterech filarów. Opisano 4 fazy wdrażania strategii, z horyzontem czasowym po 2030 roku. W odniesieniu do francuskiego odpowiednika strategicznego określono wagę przestrzeni kosmicznej we współczesnych działaniach militarnych, jak również wskazano na ramy prawne militarnych i niemilitarnych działań w Kosmosie. Kolejna część publikacji traktuje o kierunki rozwoju oraz nabywane w przyszłości zdolności kosmiczne. Za istotne uznano zwiększenie autonomii strategicznej, której czynnikami są: prawo, aspekty techniczne oraz współpraca międzynarodowa. Opisano mapę drogową, określając francuskie ambicje w rozwoju tego obszaru operacyjnego. W ostatniej części od- niesiono się do kwestii strukturalnych związanych z nabywaniem zdolności kosmicznych. Dokonano porównania najważniejszych elementów strukturalnych obydwóch strategii: wizje i cele strategiczne, sposoby osiągania celów strategicznych, aspekty międzynarodowego prawa kosmicznego, etapy realizacji zadań określonych w strategiach, analizę i identyfikację zagrożeń oraz ambicje dotyczące osiągnięcia statutu supermocarstwa kosmicznego. Wskazano różnice oraz części wspólne poruszanych elementów strukturalnych dokumentów.
    The paper presents a comparative analysis of two contemporary space strategies published by the United Kingdom and France. In respect to the first one, the vision and strategic objectives have been defined. This is followed by a description of the achievement of defined objectives through four pillars. Four phases of strategy implementation were outlined, with a time horizon after 2030. With reference to the French strategic counterpart, the importance of space in modern military activities was defined, as well as the legal framework for military and non-military activities in space was in- dicated. The next part is devoted to the development directions and future acquisition of space capabilities. An increase in strategic autonomy, the factors of which include law, technical aspects and international cooperation, was considered important. A roadmap was described, defining French ambitions in the development of this operational area. The final section addresses structural issues related to the acquisition of space capabilities. A comparison was made between the most important structural elements of two strategies: visions and strategic objectives, ways to achieve the stra- tegic objectives, aspects of international space law, stages to achieve the ta- sks defined in the strategies, analysis and identification of threats, and ambitions to achieve space superpower status. The differences and common parts of the addressed structural elements of documents were indicated.

    Autor podejmuje próbę analizy wydarzeń związanych z konfliktem na Ukrainie, które wiążą się z aktywnością w przestrzeni kosmicznej. Bierze pod uwagę trzy najczęściej nagłaśnianie aspekty tego konfliktu w postaci obserwacji satelitarnej, nawigacji satelitarnej i związanej z nią bronią radioelektroniczną, a także rosyjską odpowiedzią na sankcje międzynarodowe, w postaci zerwania współpracy w kosmosie. W przypadku wszystkich trzech aspektów zostaje przeanalizowane ich znaczenie polityczne i strategiczne. Autor zastrzega jednak, iż pełniejsza, bardziej wnikliwa analiza będzie możliwa dopiero po zakończeniu toczącego się konfliktu.
    The author makes an attempts to analyze the events related to the conflict in Ukraine, which are related to the activity in outer space. He takes into account the three most common publicizing aspects of this conflict in the form of satellite observation, satellite navigation (GNSS) connected with the radio-electronic warfare, as well as the Russian response to international sanctions, in the form of breaking cooperation in outer space. In case of all three aspects has been made the analysis their political and strategic significance. The author, however, reserve that a more complete, in-depth analysis will be possible only after the end of the ongoing conflict.

    Realization of a national interests is a leading through the country political-economy actions based on a possessed national strategy. In Polish reality the role of leading strategy should be played by a long-term development plans. Now strategy - Long-time National Development Strategy Poland 2030 is one of them. It defines detailed in some, defined by country, areas of its actions and indicate the way of achieve them. In case of Polish sea interest, we should admit that they are not strictly related with sea economy and in a much higher degree are determinate in sectors strategy, energetic, environment and regional development. Achieving them is conditioned by ability to use it’s own potential and due to limited possibility in impact on sea areas, also in use already existing or arising supranational arrangements. Independent leaded by Poland actions should be concentrate in Baltic Sea. Important target should be correlation polish national interests with regional cooperation plans. It should be concentrate in sailing security issue, especially oil tankers and incorporate polish ports into system of transporting commodities form Asia to Europe and combating organized crimes. We should admit that, the most important target of polish presence on others water reservoirs is partial assumption of liability for polish transport of LNG gaze security by UE and NATO. That is why committed ourselves in UE action, including combating immigrations (BRODEX project) is necessary.

    Literature reports that the national security state is less and less influenced by purely military factors. This increases the role of economic factors, such as the state of the national economy, the quality of international alliances and broadly understood infrastructure level, operations of a number government administration bodies, local authorities, social organizations, as well as individual citizens. The purpose of this article is to introduce the national security issues in terms of the hard and soft its elements. The article consists of three parts. The first section explains the essence of national security in terms of the distribution of the hard and soft elements. The second part presents its own security model based on the eight elements (8-E). The third part describes the organizational changes, which may include hard and soft elements of BN. According to the assumptions of the model for the effectiveness of the changes it is necessary to adapt each of the system components. The method adopted is to analyze the research literature and its own national security organizational model.

    National and international security remains a fascinating area of scientific research. Studies of phenomena and processes in military security suggest that we are witnessing great and intense changes. In their analyses of the modern security environment, both NATO and the EU wish to accommodate the existing conditions. Poland also has been affected by that process. The security policy should be based on the main assumption that Poland is a sovereign security entity, able to define its national interests and strategic objectives autonomously. However, the foundations of our security are assured by membership in the EU and NATO, good relations in the region, a strategic alliance with the USA, and an internal defense mechanism. The needs of the state and the society for national security arise from a dynamic rate of changes in challenges and hazards. The Author intends to combine theory with practice that is implemented in favor of the military security of Poland. First of all, the essence of military security is presented from theoretical and utilitarian viewpoints. The subsequent parts of the paper present research results related to the identification of contemporary challenges and hazards to the military security of Poland. This approach provided an opportunity to outline assumptions of policy and strategy underlying military security in current international security conditions.

    On 29th April, 2013, was published a new ‘French White Paper on Defence and National Security’. This numbering 160 pages document assumes, among others, further modernization of the country’s defence and security (with the sustainable adaptation of measures for appointed tasks), development of the national defence industry within the framework set by France; the goal is to return to sustainable public finances and it indicates the course that French armed forces should take over the next twelve years, this is until the year 2025. Furthermore, it serves as the basis for preparing the Act on Programming Spending on Defence (the name in original, French language - LPM – ‘Loi de programmation militaire’ means the ’Law of Military Programming’) for years 2014-2019. In addition to determining financial frames, the currant ‘White Paper’ (as the previous ones) serves one more, very important function, namely, it is a tool allowing familiarizing citizens with the strategy for defence and national security as well as gaining their support.

    Państwa pretendujące do roli mocarstw w szczególny sposób traktują globalizację, starając się zminimalizować te jej efekty, które mogą im zaszkodzić i zmaksymalizować takie, które są dla nich korzystne. Ani Niemcy, ani Indie nie prowadzą na chwilę obecną polityki mającej na celu uzyskanie pozycji globalnego mocarstwa tak agresywnej jak USA. W szczególności Niemcy skupiają się na współpracy z krajami, z którymi mają historycznie ugruntowane bliskie stosunki handlowe. Głównie chodzi o kraje sąsiedzkie, jak kraje Europy Środkowo-wschodniej czy Federacja Rosyjska, ale nie wyłączając tak odległych, jak Chiny. Indie natomiast, zwiększają pozycję w swoim regionie i budują relacje z pozycji aspirującego mocarstwa zupełnie od początku. Wynika to z faktu, że przez wiele lat utrzymywały kontakty z innymi państwami na zupełnie innych warunkach niż Niemcy ze swoimi partnerami.
    Aspiring superpowers approach globalization in a special way: attempting to minimize its effects that can harm them and maximize those that they find beneficial. Nowadays, neither Germany nor India enforce policies designed to achieve a global superpower position in such an aggressive way as the United States. Germany, in particular, is focused on cooperation with the countries with which it has historically-established close trade relationships. It mainly concerns its neighboring countries, i.e. Central and Eastern European countries or Russia, not excluding the ones located as far as China. India, however, enhances its position in the region and builds relationships as an aspiring superpower from scratch. This results from the fact that for many years it has maintained its relations with other countries from the region on different terms than Germany with its partners used to.

    Bezpieczeństwo państwa, czy narodowe jest w definiowane na szereg sposobów. Wynika to zarówno z różnorodnych podejść badawczych, jak i sposobu jego rozumienia przez społeczeństwoi establishment polityczny. Bez względu na spory definicyjne i zakres pojęciowy uznać należy, że w największym stopniu kreatorami bezpieczeństwa narodowego jest społeczność tworząca naród oraz aparat państwowy realizujący działania podejmowane przez to państwo. Rolą aparatu władzy jest określenie celów narodowych i inicjacja procesu ich osiągania. Instrumentem pozwalającym na ich osiąganie jest strategia państwowa (wielka strategia), którą w przypadku państw nie posiadających aspiracji mocarstwowych najczęściej zastępuje się ługofalowymi programami rozwojowymi. Zaprezentowane podejście jest także zauważalne w przypadku polskiej Długookresowej Strategii Rozwoju Kraju do 2030 roku. Jej założenia pozwalają bowiem na zdefiniowanie pojęcia bezpieczeństwo państwa i wskazanie form i rodzajów aktywności państwa w celu jego zapewnienia.
    National security may be defined in many ways. Usually it is said to be a result of feeling unsafe by the society. However, the way of its ensurance is a consequence of government acts,acting for the sake of national interests (which are defined by the governmental authorities). The way we can achieve it is the realization of national strategy (great strategy) which, in caseof medium-sized countries, is replaced by long – term development programs. Its guidelines allow us to definenational security and state its forms and kinds of national activity in order toensure it.

    Zmiany w środowisku zewnętrznym bezpieczeństwa Polski występują gwałtownie i mają niekorzystny charakter. Nowe zagrożenia wymagają nowego podejścia na problemy bezpieczeństwa narodowego. Konieczne jest wprowadzenie nowych rozwiązań. Zagrożenia stały się zbyt liczne, rozległe i skomplikowane, by mogły być skutecznie zwalczane tylko przez służby państwowe. Dlatego od ponad ćwierć wieku stale wzrasta znaczenie sektora prywatnego w działaniach sił zbrojnych oraz innych sił bezpieczeństwa na całym świecie. Sytuacja ta została dostrzeżona również w Polsce. W Strategii Bezpieczeństwa Narodowego z dn. 5 listopada 2014 roku znajdziemy zapis: „rosnący udział sektora prywatnego w zapewnieniu bezpieczeństwa oraz potencjał prywatnych instytucji ochrony jest szansą na wzmacnianie bezpieczeństwa obywateli oraz racjonalizacje wydatków państwa”. W opinii autora artykułu sektor prywatny w Polsce będzie w stanie zaoferować wysokiej jakości współpracę w realizacji zadań służbowych różnych instytucji państwowych, współdziałanie w chronię i ratowaniu ludzi i ich mienia oraz wsparcie działań sił zbrojnych.
    Changes in outside environment of polish safety are violent and have negative character. New threats are requiring new approach for national security problem. Implementation of new solutions is necessary. Threats became too much numerous, expansive and complicated, to be successfully combated only by government services. That’s why by over 25 years meaning of private sector of armed forces and other security forces on all over the world is always growing. That situation was recognized also in Poland. In “Strategy of National Security” from 5th November 2014 we can find a note: “growing share of private sector in ensuring safety and potential of private military companies is a chance for improving security of citizens and rationalizing of state expenses”.     Polska niemal zawsze zorientowana była bardziej na ląd, niż na morze. Przez wiele lat – w odróżnieniu od innych państw morskich – nie potrafiliśmy dostrzec szans i potencjału, jakie stwarzało nadmorskie położenie naszego państwa. W treści obecnie obowiązujących dokumentów strategicznych w Polsce również nie ma należytych odniesień do bezpieczeństwa morskiego. W artykule zaprezentowano miejsce, funkcje i charakter wyjątkowego dokumentu poświęconego bezpieczeństwu morskiemu: Strategiczna Koncepcja Bezpieczeństwa Morskiego RP. Autor przedstawia również zastosowane podczas prac rozwiązania organizacyjno-metodologiczne, a także katalog postulatów i rekomendacji, które mogą poprawić skuteczność procesu opracowywania i wdrażania analogicznych koncepcji w dziedzinie bezpieczeństwa narodowego w przyszłości.
    Poland has been almost always more land-oriented than towards the sea. For many years, unlike other maritime states, we have not been able to see the opportunities and potential of our country’s coastal location. The content of the current strategic documents in Poland does not have proper references to maritime safety either. The article presents the place, functions and character of the exceptional document devoted to the maritime security: Poland’s Strategic Concept for Maritime Security. The author also presents organizational and methodological solutions implemented during the work, as well as a catalog of postulates and recommendations that can improve the efficiency of the process of developing and implementing similar concepts in the field of national security in the future.

While playing a crucial role as a strategic geopolitical gas transit country, Ukraine requires the use of proactive strategies to advance the agenda for European energy security.     W referacie zaprezentowano główne założenia strategii bezpieczeństwa militarnego Polski po zakończeniu II wojny światowej. Wyszczególniono trzy okresy: I - lata 1945-1955, II - lata 1955-1991 i III - lata 1991-1999. Pierwszy okres obejmuje omówienie procesu kształtowania własnych koncepcji bezpieczeństwa w pierwszych latach powojennych. W drugim okresie ukazano warunkowania uczestnictwa Polski w systemie bezpieczeństwa zbiorowego, jakim był Układ Warszawski. Ostatni okres, obejmujący lata dziewięćdziesiąte XX w., to przedstawienie założeń strategii bezpieczeństwa Polski w warunkach wymuszonej samodzielności obronnej.
    The article presents the main concepts of the Polish military security strategy after WW2. Three main periods have been identified: the first one in the years of 1945-1955, the second one in the years of 1955-1991 and the third one in the years of 1991-1999. The first period includes the development of domestic security concepts during the post-war period. In the second period the participation of Poland in the Warsaw Pact as a collective security system has been elaborated. The last one, the end of the 20th century, describes the concepts of the Polish national security under the conditions of forced military self-reliance.

    W artykule przedstawiono problematykę planowania strategicznego w Polsce na przykładzie służb specjalnych. W pierwszej części zwrócono uwagę na teoretyczne aspekty tworzenia strategii oraz na niewystarczające unormowanie opisywanej problematyki w polskim systemie prawnym, w tym m.in. na brak definicji legalnych pojęć s ł u ż b y s p e c j a l n e i s t r a t e g i a b e z p i e c z e ń s t w a n a r o d o w e g o . Najważniejszym elementem artykułu jest ukazanie miejsca i roli, jaką przypisywano służbom specjalnym w dokumentach strategicznych na przestrzeni ostatnich 25 lat. Analizie poddano treść wybranych dokumentów, a w szczególności wymienione w nich zagrożenia, priorytety oraz zadania służb wywiadowczych i kontrwywiadowczych.
    The article presents the issue of strategic planning in Poland on the example of secret services. In the first part, there were highlighted theoretic aspects of creation of strategy and insufficient legal frames in this field in polish security system, including the lack of legal definitions of terms s e c r e t s e r v i c e s and n a t i o n a l s e c u r i t y s t r a t e g y. In the main part, there was shown the place and the role of polish secret services in strategic documents, which were published during the last 25 years. The author analysed selected national security strategies and pointed out hazards, priorities and tasks for intelligence and counterintelligence services.

    The article examines the development process of the national level security strategies in the United States. It explains the basic theory of the strategy-making, as well as the primary processes and relations among the major security enterprises. The author focuses on the 2017–2018 timeframe due to the significant changes in the U.S. legislative system and exceptional personalities involved in the strategy-making process. However, the article delivers a military perspective on strategy development. Still, it does not exclude general information on the U.S. political arena, legal framework, scope of the documents, or historical facts. These data facilitate a more comprehensive understanding of the complex political-military relations during the strategy-making process. The primary purpose of the article is to analyze coherent, layered strategic planning process during President Donald Trump administration (2017–2020) and draw significant conclusions, which other countries might implement in their planning system.
    Artykuł charakteryzuje proces opracowywania dokumentów strategicznych w Stanach Zjednoczonych w latach 2017–2108. Głównym celem artykułu jest analiza procesu planowania w czasie rządów administracji prezydenta Donalda Trumpa oraz przedstawienie wniosków do wykorzystania w innych państwach. W treści artykułu znajduje się objaśnienie najważniejszych podstaw teoretycznych z obszaru planowania strategicznego, głównych procesów, jak również najważniejszych podmiotów organizacyjnych z obszaru bezpieczeństwa państwa. Artykuł skupia się jedynie na okresie 2017–2018 ze względu na znaczące zmiany, które zaszły w obszarze legislacyjnym, jak również udział w całym procesie planowania strategicznego kluczowych oficerów Sił Zbrojnych Stanów Zjednoczonych. W artykule wykorzystano technki oraz narzędzia badawcze z obszaru wojskowości, jednak szeroko zaprezentowano informacje dotyczące aktów prawnych czy odniesień historycznych w celu ułatwienia zrozumienia skomplikowanego procesu planowania strategicznego.

W opinii autorów, dokument ma stanowić podstawę do prac nad przyszłą strategią bezpieczeństwa morskiego naszego państwa, a także stać się „motorem” publicznej dyskusji w Polsce na tematy bezpieczeństwa morskiego i efektywnego wykorzystania nadmorskiego położenia państwa do rozwoju gospodarczego
    In its history, Poland was usually more oriented to land than to the sea. For many centuries we have not been able to see the opportunities and potential created by the coastal location of our country. In the current strategic documents in Poland, there are also no proper references to the maritime security of the state, although we are a member of both NATO and the European Union. The article presents the creation process in 2015–2017 and the content of a unique document devoted to this issue: Poland’s Strategic Concept for Maritime Security, which was born thanks to the efforts of “enthusiasts” of maritime affairs from the Naval Academy, Shipbuilding Council and the Institute of General Józef Haller under the leadership of the National Security Bureau. In the authors opinion, the document is to form the basis for work on the future maritime security strategy of our country, and also become the “engine” of public discussion in Poland on maritime security issues and the effective use of the coastal position of the state for economic development.

    Artykuł jest poświęcony środowisku bezpieczeństwa państwa w ujęciu międzynarodowym. Rozpatrywane jest w nim najpierw środowisko bezpieczeństwa jednostki politycznej (państwa) jako kategoria pojęciowa. Autor zwraca uwagę, że wraz z rozwojem nauk o bezpieczeństwie wymagają one dookreślenia. Z uwagi na skupienie się w tym artykule na środowisku bezpieczeństwa państwa i tylko na jego zewnętrznych uwarunkowaniach analizowana kategoria jest rozpatrywana z wykorzystaniem analogii do środowiska międzynarodowego, a także rezultatów badań nad stosunkami międzynarodowymi. W analizowanej problematyce proponowane jest wprowadzenie pojęcia stosunków bezpieczeństwa. Następnie przedstawiana jest istota środowiska bezpieczeństwa państwa. Autor wskazuje w tym zakresie na przydatność podejść strategicznych. Ponadto, charakteryzowane jest środowisko bezpieczeństwa w czasach globalizacji.
    The article is dedicated to the state security environment in international perspective. First, the security environment of a political unit (state) is considered as a conceptual category in it. The author points out that along with the development of security sciences, it needs to be more specified. Due to the focus in this article on the state security environment and only on its external conditions, the analyzed category is considered using analogies to the international environment, as well as the results of research on international relations. It is proposed to introduce the concept of security relations in the analyzed problem. Then, there is presented the essence of the state security environment. The author points in this respect to the usefulness of strategic approaches. In addition, there is characterized the security environment in the times of globalization.

    The work on the new edition of the national security strategy requires a reflection on its role and importance in Poland. The analysis of the strategic achievements to date indicates the existence of political, organizational, theoretical, and cultural problems related to the development of the strategy as documents regarding national security, national development, and defense. Special attention should be paid to the problem of formulating a strategy as well as thinking and acting strategically in the military dimension. The problem of the shortage of formal-legal and structural framework of the strategy creation process in Poland indicates that one should strive to formulate a national (state) strategy together with its consolidation in the legal system.
    Prace nad nową edycją strategii bezpieczeństwa narodowego skłaniają do refleksji nad rolą i znaczeniem strategii w Polsce. Analiza dotychczasowego dorobku strategicznego wskazuje na istnienie politycznych, organizacyjnych, teoretycznych i kulturowych problemów związanych z opracowywaniem strategii jako dokumentów w dziedzinie bezpieczeństwa narodowego, rozwoju kraju i obronności. Na szczególną uwagę zasługuje problem formułowania strategii oraz myślenia i działania strategicznego w wymiarze wojskowym. Problematyka niedoboru formalnoprawnych i strukturalnych ram procesu tworzenia strategii w Polsce wskazuje, że należy dążyć do sformułowania strategii narodowej (państwa) wraz z ugruntowaniem jej w systemie prawnym.

    Opis:
    Adopted every 6 years, the national security strategies of Russia are the basic documents that fix the main challenges and threats to this country. The current strategy was adopted in June 2021 and replaced the previous document of December 2015. The following paper sheds a light on the most important aspects of the current strategy from a normative perspective and compares it with the previous version. Taking into account that for more than 10 years Russia has been undermining the western-centered international order, the paper stresses that the current strategy aims to consolidate the state, confirms the priority of the state over the society and individuals and the selfisolation from the foreign influences as a source of destabilization. It discusses the new tendencies in the evolution of strategies: the growing role of traditional Russian ethics, the need for the restrain a westernization of the society and the revival of patriotism.
    Главными документами, содержащими перечень основных угроз для национальной безопасности Российской Федерации, являются принимаемые каждые шесть лет стратегии. Ныне действующий документ был принят в июне 2021 г. и заменил стратегию от декабря 2015 г. В данной статье рассматриваются главные элементы стратегии 2021 г. и сравниваются с предыдущей стратегией. Учитивая, что свыше 10-ти лет РФ постепенно отходит от западноцетрического международного порядка, в статье доказывается, что стратегия 2021 г. сосредоточена на консолидации государства, она фиксирует преобладание ценностей государства над обществом и личностью и изоляцию от внешнего влияния, воспринимаемого как источник дестабилизации. Анализируются новые тенденции в эволюции стратегии — рост значения традиционных российских духовно-нравственных ценностей, необходимость предотвращения вестернизации общества и возрождения патриотического воспитания.

    The aggression of the Russian Federation to Ukraine, which began in 2014 with the annexation of the Crimea, and then continued in a hybrid war in Donbas, in modern terms means a threat to the whole European security system that has witnessed the tragedy of Malaysian «Boeing» July 17, 2014, Russia’s attempts to retain power anti-people regime of B. al-Assad in Syria, and the constant provocative actions and statements of top government officials aggressor. Under these conditions the European security system, along with Ukraine under current conditions fell to be tested for strength. Because of the departure of the requirements of international law, rules and standards of democratic behavior on the international arena, the response of the European Union and Ukraine cannot be symmetrical and requires the use of operational and non-standard asymmetric strategy. Asymmetric strategy means constant, active pressure on the system «vulnerabilities» of the enemy, the ability to organize their activities and think a great opponent so as to maximize their advantages and use its vulnerabilities, capture initiative or providing space for maneuvering. The defense strategy that Ukraine has to use, designed to minimize the negative effects on the actions of a dangerous rival that has a significant advantage in power and uses its dominant position. Strategy asymmetric nature of the Europe means above all sanctions against the aggressor through which the European Union lifted its own authority. Induced sanctions issues gradually form the internal opposition to Putin’s regime in Russia itself. The important role in asymmetric strategy plays studying the risks to Europe’s hybrid policy. These risks include: the provocative policy of in some European countries; activity funds, cultural associations, think tanks, pro-European orientation, which includes actions aimed at preventing enlargement of the European Union, or even to its collapse; systemic support from the far-right and ultra-Russian political parties and movements (this applies primarily to France, Italy, Hungary). Equally important is the expansion of diplomatic means opposition to Russian aggression, including large-scale informing the world community about events in Ukraine and strategic partnership in the military-political sphere (USA, Poland, Baltic countries). Asymmetric steps Ukraine is most clearly manifested in the creation of a new National Security Strategy of Ukraine. In the context of the national strategy for Ukraine challenges are: the external dimension - the depletion of enemy involvement and promotion of international assistance, activation policy of partnership with NATO; in domestic terms - to achieve a situation of domination own political liberty in troubled regions, effective implementation of internal reforms, building a modern public administration system in compliance with democratic principles, human rights and freedoms, support for small and medium businesses, the fight against corruption, attracting foreign investment. Confronting the destructive influence of a powerful enemy should include: outreach to the population of the occupied territories; defamation of illegal armed formations; linguistic use of arms, especially language factor; the formation of moral and psychological stability of society to sabotage and terrorist acts. Information expansion neighboring state encourages Ukraine to develop effective ways of intensive use of media as a powerful resource in terms of opposition to aggression. So, in the short term asymmetric strategy of Ukraine and the European Union must be defensive, that is to minimize the negative effects on the actions of an opponent who has a significant advantage in military capability and imposes its will and interests. But already in the medium term asymmetric strategy should take the offensive character and return channel in international relations democratic order and European security, which includes: the inviolability of borders, building an effective energy security, preventing the use of force in resolving political problems; overcoming latent threats which include terrorism, transnational organized crime, illegal migration, cyber-attacks, separatism, global climate change, proliferation of weapons of mass destruction and their means of delivery.

Jednakże, w sferze praktycznej, oddzielnie formułowane i realizowane, mogą prowadzić do duplikacji wysiłków, tworząc tym samym warunki dla możliwych luk lub nachodzenia na siebie różnych dziedzin. Artykuł opisuje wieloznaczną istotę natury bezpieczeństwa i rozwoju, jak również potencjalne zagrożenia związane z powyżej wspomnianymi trendami (paradygmatami), jednocześnie formułując postulat stworzenia narodowej strategii (Grand Strategy) jako narzędzia integracji polityki prowadzonej na szczeblu państwowym.

    Today, strategic culture becomes an essential element of the national security policy of the Russian Federation. While absorbing some modern aspects, its strategic culture reflects historical lessons learnt by the Russian Empire and the USSR. Russia still cannot refuse from the idea to restore its superpower status and to fight for new territories. Thus, we can define a number of essential elements of the Russian strategic culture formed in relation to the historical and contemporary development of this state. Throughout the history, the Russians have legitimized the decisions and activities of the ruling elites. As the Russian leadership has long built up powerful associations which had taken root in the minds of people while remembering patriotism and love for their Motherland, the Russians believe in the importance of maintaining and enhancing patriotic feelings. While cultivating its civilizational and cultural detachment, Russia continues developing its own messianic idea which envisages the views of the special historical kismet of Russia. In order to fulfill its global tasks, Russia uses the policy of military interventions and violates state sovereignty of other countries, since the ‘militant’ political culture of its leaders has always militarized the strategic culture of the RF. So, the strategic culture of Russia emanates from the unique position and history of this state which manages to adapt it to the new realities. However, Russia’s aspirations to reclaim its status as a global superpower at any cost do not allow its strategic culture to be changed or even to be altered.
    Kultura strategiczna staje się obecnie istotnym elementem narodowej polityki bezpieczeństwa Federacji Rosyjskiej. Przyswajając pewne współczesne wzorce, jej kultura strategiczna odzwierciedla doświadczenia historyczne zdobyte przez Imperium Rosyjskie i ZSRR. Rosja wciąż nie może odrzucić idei odzyskania statusu supermocarstwa i walki o nowe terytoria. W ten sposób można określić szereg kluczowych elementów rosyjskiej kultury strategicznej ukształtowanej w oparciu o historyczne oraz współczesne wzorce rozwojowe. Na przestrzeni dziejów Rosjanie legitymizowali decyzje i działania własnych elit rządzących. Te ostatnie z kolei, od dawna budowały i starały się zakorzenić w społeczeństwie rosyjskim patriotyzm i przywiązanie do państwa. Rosja, pielęgnując obraz swej cywilizacyjnej oraz kulturowej odrębności, rozwija własną ideę mesjanizmu, opartą na wizji realizacji wyjątkowej rosyjskiej historycznej misji dziejowej. Co więcej, do realizacji swoich globalnych zadań Rosja wykorzystuje politykę interwencji militarnych oraz naruszania suwerenności innych państw. Proces ten tłumaczony jest przez autora „wojowniczą” kulturą polityczną rosyjskich elit, która zawsze militaryzowała kulturę strategiczną Federacji Rosyjskiej. Reasumując, kultura strategiczna współczesnej Rosji jest efektem mariażu wyobrażenia rosyjskich elit o wyjątkowej pozycji Rosji oraz jej historycznego dziedzictwa ze współczesnymi uwarunkowaniami geopolitycznymi. Tymczasem zdaniem autora, aspiracje Rosji do odzyskania statusu globalnego supermocarstwa za wszelką cenę nie pozwalają na zmianę jej kultury strategicznej, utrudniając tym samym jej adaptację do zasad rządzących współczesną architekturą bezpieczeństwa w systemie międzynarodowym.

Ponieważ formułowanie  celów odgrywa zasadniczą rolę w funkcjonowaniu organizacji, to jest również ważnym etapem w planowaniu strategicznym państwa. W artykule prezentowane są poglądy różnych badaczy i stanowiska różnych nurtów teoretycznych. Autor rozpatruje podjętą problematykę w ujęciu: potrzeba – interes – cel – działanie. Przedstawia różne klasyfikacje celów i zależności między nimi. Dowodzi znaczenia celów w działalności praktycznej i poznawczej.
    The article presents an approach of the political science to national objectives in international relations. Among these goals, the attention is focused on security, because it is the overriding goal of human activity. The objectives are considered in the context of activity, as a central category of humanities and social sciences. Thus, the activity is also a leading interest of the science of international relations. Because the formulation of objectives plays an essential role in the functioning of the organization, it is also an important step in the strategic planning of the state. The article presents views of various scholars and positions of various theoretical trends. The author examines issues taken in terms of the need – interest – goal – operation. It presents various classifications of objectives and relationships between them. It also demonstrates the importance of goals in a practical and cognitive activity.

W konkluzji wykazał wyższość idei „małych ojczyzn” nad szowinizmem odrębności regionów.
    The article presents considerations about of aspirations and initiatives of Silesian autonomists in the context of Poland’s internal security. The Author presents the historical experience of the autonomy of Silesia and the threats resulting from the present actions of the autonomists of decentralization and disintegration of the state. In conclusion the Author shows the superiority of the idea of “small homelands” over the chauvinism of regional separateness.

    Prezes Najwyższej Izby Kontroli zatwierdził „Aktualizację strategii działalności kontrolnej na lata 2022–2024”1 9 lutego 2023 r. Tym samym zmodyfikowano podstawowe obszary działań kontrolnych Izby w tym oraz przyszłym roku. W SDK wskazano priorytet strategiczny – „Zapewnienie bezpieczeństwa narodowego”, który obejmuje trzy priorytety szczegółowe, a te z kolei przewidują po trzy kluczowe obszary interwencji dotyczące najważniejszych sfer działalności państwa. Artykuł omawia je, a także przybliża metodykę wyboru priorytetów szczegółowych oraz kluczowych obszarów problemowych wykazanych w tym dokumencie.
    The President of the Supreme Audit Office approved the update of the audit strategy for 2022–2024 on 9th February 2023, and simultaneously the basic areas of NIK’s audit activity were updated for this and next year. The strategy identifies “Ensuring national security” as the strategic priority that comprises three detailed priorities, which in turn include three key intervention areas, each related to the most important spheres of the State’s activity. The document indicates that “ensuring national security should be the basis for our State and it is necessary for audit planning, and for developing audit programmes and subjects. National security exceeds military security and it should guarantee, among others, protection of such values as human survival, the socioeconomic system, the dominating ideology, the State’s prestige in the international environment, interests of Polish citizens abroad, economic progress, the standard of living, etc.”. The article deals with the issues related to the nature of national security regarded as both: a strategic priority of the document and the basis of the State’s operations in present times. It also discusses the methodology for selecting detailed priorities and key problem areas. The article also comprises a synthetic description of the most important areas considered at the audit planning stage and when developing audit programmes and subjects. These are: safety of citizens, energy independence and effectiveness, and financial stability.
