The supervision of OHS conditions (working conditions and the realization of work tasks) is one of the basic obligations of the employer. The number and variety of describing elements (and thus being subject to assessment) means that synthetic measures (measures that are one-dimensional images of complex phenomena) are more and more frequently applied to solve problems of that type. Although the methods of multivariate statistics used for this purpose differ in the way they treat assessment criteria (defining mutual dependency thresholds, unifying the field of compared criteria), the final effect of their application always offers the option to replace the entire set of features describing a given object with one variable (aggregate). The article presents a potential applicability of one of the so-called discrete multi-criteria decision-making methods (Simple Additive Weighting), which allows to determine a linear combination of normalized elements of the decision matrix and the elements of weight vector. As part of the article, the working conditions at 5 workstations were assessed (a miner’s workstation in 5 underground mine workings being excavated), taking into account 8 assessment criteria (6 were cost criteria and 2 – criteria of qualitative character). In effect of the application of the Simple Additive Weighting method, we could determine the ranking vector R, which allowed to order the examined objects and to carry out a comprehensive assessment of OSH conditions occurring in them.

Opis:
The level of occupational health and safety is one of the determinants of the company's efficiency. The article assessed the quality of general initial training (general training) and initial training at the workplace (on-the-job training) carried out in selected business entities related to the hard coal mining industry. Problem included in the above trainings were interpreted as a criterion function within a multi-criteria analysis based on the Analytic Hierarchy Process (AHP) method. Application of the AHP method allowed to perform a diagnostic (comparative) assessment of objects (business entities), both objects and accepted assessment criteria were compared in pairs with each other (the evaluator's preferences (subjectivity of assessments) are treated in the Analytic Hierarchy Process as a natural phenomenon).

Można zauważyć rosnące zainteresowanie zastosowaniem w systemach informatycznych ontologii, która ma za zadanie zobrazować model określonej dziedziny. W tym celu korzysta się z edytorów pozwalających na jej zapisanie. Pojawia się coraz więcej programów open source, jak również komercyjnych, mających wspomóc proces tworzenia ontologii. W artykule omówiono propozycję jedenastu kryteriów służących ocenie edytorów ontologii. Dla każdego przedstawiono skalę ocen. Zaproponowany wykaz kryteriów może posłużyć do przeprowadzenia badania i oceny edytorów ontologii z użyciem metod punktowych (scoringowych).
An increasing interest in using ontology, which is to illustrate a model of a specific field, in information systems may be noticed. In order to do that, editors that allow for creating an ontology are used. There is an increasing amount of both open source and commercial software to support the process of creating an ontology. In this article we discussed the suggestion of eleven criteria to evaluate ontology editors. For each of them, we presented a marking scale. The proposed list of criteria may be used to conduct research and evaluation of ontology editors with the use of scoring methods.

In Europe, at the end of the 20th century, the growth of marinas followed the rapid development of recreational marine activities. This trend has now slowed and today the creation of new marinas or the extension of existing marinas is less common, mainly due to the enforcement of protective environmental regulations. As the port sector is facing some major sustainability challenges, like tackling the pollution generated from port activities, the “green port”, or “green marina”, concept has now become a requirement. Both types of nautical ports, public ports and private marinas, share the same responsibility to achieve management standards. The term “green port” in practice describes the responsible behavior of all stakeholders in the port’s business, with a focus on the long-term vision towards the sustainable and climate-friendly development of the port’s infrastructure. This paper aims to confirm the adequacy of multi-criteria analysis (MCA) for the evaluation and introduction of energy efficient mobility options in nautical ports. Within the paper, a multi-criteria based model for energy-efficient mobility selection is presented. This model is tested on two Croatian private marinas and obtained results indicating the most suitable action for both. The output of the model showed that by far the best energy-efficient solution was the installation of electric charging stations (ECS) for cars. The presented model can assist decision-makers in port authorities and marina administrations in planning and finding the best scenario for the development of energy efficient systems and services.

In this study, TOPSIS and PIV methods were applied for multi-criteria decision making in hard turning process. Experiments have been conducted in accordance with an experimental matrix designed by the Taguchi method with a total of twenty-seven experiments. At each experiment, the values of coolant concentration, nose radius, coolant flow, cutting velocity, feed rate and depth of cut have been changed. Surface roughness, flank wear and roundness error have been selected as output criteria. The weights of criteria have been determined by three methods, inclusive of Equal weight, ROC weight and Entropy weight. The combination of multi-criteria decision-making methods with three weighting methods gives six ranking options of the experiments. The purpose of ranking the experiments is to find the experiment at which the three output parameters are ensured to have the minimum value simultaneously.

This paper presents a novel approach for user classification exploiting multi- criteria analysis. This method is based on measuring the distance between an observation and its respective Pareto front. The obtained results show that the combination of the standard KNN classification and the distance from Pareto fronts gives satisfactory classification accuracy – higher than the accuracy ob- tained for each of these methods applied separately. Conclusions from this study may be applied in recommender systems where the proposed method can be implemented as the part of the collaborative filtering algorithm.

The Authors’ research has concentrated on the modelling and parametrization of procurement processes – order/ delivery processes. The methods employed in the research were: modelling approach towards logistics systems and processes as well iGrafx software. The result of the works is the Authors’ own project composed of 10 elements, which allows for conducting a multi-criteria analysis of procurement and transportation processes. This paper describes the simulation of procurement according to economic order quantity method. Business processes today are volatile, complex and with many interdependencies; a tendency to reduce the risk of failure is prevalent. Computer simulation as a tool for analysing and predicting future enables the testing of various solution variants over a short period of time – at no capital investment cost or without taking unnecessary risk. The result of the research has a practical application in both manufacturing and trading companies.

Scheduling of multiobjective problems has gained the interest of the researchers. Past many decades, various classical techniques have been developed to address the multiobjective problems, but evolutionary optimizations such as genetic algorithm, particle swarm, tabu search method and many more are being successfully used. Researchers have reported that hybrid of these algorithms has increased the efficiency and effectiveness of the solution. Genetic algorithms in conjunction with Pareto optimization are used to find the best solution for bi-criteria objectives. Numbers of applications involve many objective functions, and application of the Pareto front method may have a large number of potential solutions. Selecting a feasible solution from such a large set is difficult to arrive the right solution for the decision maker. In this paper Pareto front ranking method is proposed to select the best parents for producing offspring’s necessary to generate the new populations sets in genetic algorithms. The bi-criteria objectives minimizing the machine idleness and penalty cost for scheduling process is solved using genetic algorithm based Pareto front ranking method. The algorithm is coded in Matlab, and simulations were carried out for the crossover probability of 0.6, 0.7, 0.8, and 0.9. The results obtained from the simulations are encouraging and consistent for a crossover probability of 0.6.

Building investment projects, both during the construction work and afterwards, have a certain impact on the natural environment when a raised structure is used. Depending on the character, size and location of a planned structure, such influences will vary. At the stage of planning a new development, investors are obliged to execute several procedures connected with the preservation of nature, for example they prepare several variants of the planned investment and evaluate which one will have the weakest effect on the environment. Assessment of variants is based on a series of criteria, and the final outcome is not always unambiguous. Hence, when trying to establish the importance of each criterion, it is advisable to apply efficient decision support methods. One option is to use multi-criteria analytical methods. However, for such methods to be applicable, an investor must prepare a wealth of information. The first stage preceding the actual analysis of variants is to define the assessment criteria and assign to them appropriate weights (importance). This stage requires the participation of experts, who – through questionnaires and interviews – express their opinions on the criteria that must be included and on their importance. This article contains a model procedure implemented for the sake of determination of the importance of parameters, which includes the methodology used for assessment and ranking of parameters. The approach presented in this paper demonstrates the usefulness of multi-criteria analytical methods when making an evaluation pertaining to the impact of a building investment on the environment.

In this work we obtained the solution of increasing of adequacy of models of multicriteria evaluation for the project and management decision support systems. Modifications of the utility functions of partial criteria and the procedure for calculating their values are proposed, which makes it possible to improve the accuracy of approximation of the preferences of the person making the decision, as well as significantly reduce the time for calculating their values. For the parametric synthesis of universal multicriteria estimation models based on the Kolmogorov-Gabor polynomial, an improvement in the method of comparator identification by calculating the Chebyshev point and the discrepancy vector is proposed.

The article describes the methodology related to determining the multi-criteria routes for sailing ships. Details of sea area discretisation and discretisation of the description of the sailing vessel properties and manoeuvring principles are shown. User requirements were specified (for five different categories of users) and on this basis the criteria for selecting the most suitable shipping route were formulated. The presented algorithm recommends a route for a given user category by means of defined restrictions and configuration parameters. The applied multi-criteria approach proves the universality and usability of the sailing ship route planning method.

The aim of the article was to develop a tool to support the process of planning and managing aircraft (ac) maintenance. Aircraft maintenance management has been presented for scheduled technical inspections resulting from manufacturers’ technical documentation for ac. The authors defined the problem under investigation in the form of a four-phase decisionmaking process taking into account assignment of aircraft to airports and maintenance stations, assignment of crew to maintenance points, setting the schedules, i.e. working days on which aircraft are directed to maintenance facilities. This approach to the planning and management of aircraft maintenance is a new approach, unprecedented in the literature. The authors have developed a mathematical model for aircraft maintenance planning and management in a multi-criteria approach and an optimisation tool based on the operation of a genetic algorithm. To solve the problem, a genetic algorithm was proposed. The individual steps of the algorithm construction were discussed and its effectiveness was verified using real data.

Purpose – The main aim of this paper is to evaluate the innovation level in the European Union countries, but in a different way than it was adopted in the European Union reports (European Innovation Scoreboard, and earlier Innovation Union Scoreboard). Analyses were performed in relation to INPUTS-OUTPUTS. Research method – Two methods of multi-criteria analysis were used in the calculations. The first is the popular method known as Simple Additive Weighting. The second is the method known as Processing Technique of Ratings for Ranking of Alternatives, which was developed by the author of this article. Results – The obtained results of the innovation level were analyzed. Analysis concerned two periods: 2016 and 2011 and determined aggregate ratings, which characterized the innovation level of particular European Union countries. Four classes of the innovation level were defined: innovation leaders, good innovators, week innovators and innovation outsiders. Then, based on the calculated global ratings, European Union countries have been assigned to the appropriate classes. The results of this analysis were compared with the classification of the EU Member States in terms of the innovation level that IUS / EIS reports contain. Analyses in relation to INPUTS-OUTPUTS have also made it possible to assess the usefulness of indicators from the IUS / EIS reports to measure the innovation level in such a way. Originality /value / implications /recommendations – The analysis of the innovation level was carried out using two multi-criteria analysis methods.

In this article, we describe and assess the implementation of several methods of multi-criteria decision-making using a web-based computer application. Such an application makes it easier to determine the effectiveness of decisions. The methods adopted in this application are SMART (Simple Multi-Attribute Rating Technique), AHP (Analytic Hierarchy Process), and ANP (Analytic Network Process). Each of these methods has distinctive characteristics in determining the best alternative for the user. This study assesses the feasibility of each method in the application. The application is assessed based on functionality, reliability, efficiency, and usability. (1) Functionality is tested according to the appropriateness of the decisions made, (2) Reliability is assessed using stress testing, (3) Efficiency is assessed according to the computational effort, and (4) System usability is tested according to the user's answers to the Computer System Usability Questionnaire authored by J.R. Lewis. This research results in a decision support system based on SMART that has been appropriately tested and is ready for use.

This paper describes an approach to multi-criteria evaluation of project variants based on the fuzzy set theory. The multi-criteria evaluation based on the criteria proposed by experts or decision-makers in the planning phase, during which it is critical to document the tasks to be completed in a project schedule. Fuzzy sets theory transforms criterion indicators into variants fuzzy partial evaluations by means of transformation functions. The method facilitates comparison of different values by transformation to the fuzzy numbers from the range of „´0, 1„Ä.The presented approach offers support for the decision makers in making various kinds of decisions, in all situations when we may determine an evaluation criteria set. Moreover, it takes into consideration versatility of criteria, their hierarchy and expertsˇŚ uncertainty; at the same time it is efficient and quite simple to be implemented in real decision problems.

Decision-making processes require the selection of appropriate and choose the optimal solution for implementation. This means that different criteria and their sub-criteria evaluate various alternatives of possible solutions to determine the optimal solution. The research focuses on an Analytic Hierarchy Process (AHP) as one of the multi-criteria decision-making (MCDM) methods and its implementation to evaluate road transport vehicles. The AHP is one of the most used methods for evaluating projects in transport and traffic area. This paper presents a comprehensive review of studies on road transport vehicles evaluated by the AHP method. To gather research articles for the study, several databases such as Web of Science and Scopus were searched. The focus of the research is on road transport vehicles but the performance of the AHP method in the road sector, in general, is briefly reviewed. The results show that most of the studies use AHP for the evaluation of electric and autonomous vehicles. Finally, research results are discussed and recommendations for future research are proposed.

Opis:
One of the key components of any project, especially mining projects, is the selection and design of haulage equipment. In most mining activities, which sometimes include mining machinery, haulage costs form a major part of the operating expenses as a matter of concern to mine managers. Due to various factors affecting the selection process of a haulage system, it is not considered a crystal clear one. Because of the complexity and multi-criterion characteristic of the selection process, the use of multi-criterion decision-making methods can be of great help to solve this problem. The TOPSIS, AHP and VIKOR methods among the multi-criterion decision-making methods are some options which are based on priority ranking. In the current paper, the loading systems of conveyors, wagons and winches as well as the locomotives and wagons are investigated. Then, the aforementioned systems are used to make a hybrid based on eight criteria, which yields the best loading system for the Parvadeh Coal Mine in Tabas. Since the obtained results were not consistent with each other in some cases, some integration techniques were utilized to employ the above methods. After integrating the results of the ranking methods, the conveyor haulage system was eventually introduced as the best option.

Because of the COVID-19 situation, selection for a teaching assistant position to get a TA scholarship in a university in Thailand needs to be performed online by the formed committee. Due to the online process and the limited number of scholarships offered by the university, beyond the face-to-face interview, multiple-criteria decision analysis can help to select a proper student. In this study, we use the extended VIKOR method with fuzzy numbers to help committees to select the students from the applicants. The criteria and the weights of the criteria are provided with the help of committees. Both trapezoidal and triangular linguistic variables are used to find the solution and to observe the range of the possible result. The different weights supporting the strategy of maximum group utility are varied to detect the potential alternatives. The ranking results are also compared with the one obtained from the TODIM approach to illustrate the appropriate alternative.

Due to the multifaceted nature of the revitalisation process, its evaluation and monitoring, as well as possible comparisons, are complex and difficult to carry out. Evaluation of the revitalisation process currently poses a challenge for all municipalities. The article aims to compare the revitalisation process in the two Polish cities of Toruń and Bydgoszcz. The analysis was based on two financial perspectives: 2007–2015 and 2016–2023. The authors chose a multi-criteria analysis method based on the analytical hierarchical process (AHP) as the main research method. The results show that the Local Revitalisation Programme of the City of Toruń for the years 2007–2015 had the best impact on the revitalisation process. Using the AHP method, we could carry out a multidimensional evaluation of the revitalisation process. Moreover, it allowed us to combine different elements of the evaluation of the revitalisation process and transform them into one synthetic result, ranking each programme in a hierarchy. At the methodological level, the article presents a new approach to conduct research in socio-economic geography, using the tool of multi-criteria analysis derived from the disciplines of economics and management sciences. Until now, the AHP method has not been used in the analysis of the revitalisation process, which confirms the innovative character of the conducted research.

The conventional Boolean logic models of land suitability assessment disregard the continuity concepts of the soil and landscape which might cause inaccurate evaluation and classification. To overcome this uncertainty and consequent constraints, the fuzzy set theories were introduced. Therefore, the current study was undertaken to estimate the optimum soil depth that is used in land suitability evaluation for irrigated rice through the fuzzy sets theory and analytic hierarchy process (fuzzy AHP) in Guilan Province, Iran. The square root and quantitative land suitability evaluation methods were employed to calculate traditional land suitability indices (for depths, 0-25, 0-50, 0-75, and 0-100 cm). Also, fuzzy and fuzzy AHP methods were used to explore new land indices. The Sarma similarity indices were used to compare the results of traditional and fuzzy methods for different soil depths. The results showed that the compatibility percentage between the representative pedons (0-100 cm) and the findings of this research (0-50 and 0-75 cm) were remarkable. Furthermore, the highest compatibility percentage of land suitability class was related to the comparison of these two former depths and 0 to 100 cm depths in each of the two used fuzzy methods. Besides, except for 0-25 cm depths, actual yield revealed a significant and positive correlation with the rest three soil pedon depths. These findings show that considering 0 to 50 cm soil depth might be a relevant alternative as the optimal depth to evaluate land suitability for rice in paddy fields in the Guilan rice-growing area.

This paper deals with some computational study of multi-criteria optimization in fuel distribution problem. We consider vehicle routing problem, e.g. routing of a fleet of tank trucks, for one of the famous polish petroleum companies. For the purpose of solving this problem, we developed the random search algorithm, which explores the broad range of feasible sets of routes and searches for non-dominated multi-criteria solutions. The problem is examined on real data, which contains distances between 50 petrol stations and one central warehouse (refinery). Obtained results indicate, that it is possible to obtain single solution and satisfy both optimization criteria. Based on the analysis of the collected data, we formulate a number of proposals useful in future for construction of algorithms for multi-criteria fuel distribution optimization.

The process of implementing sustainable development started at the end of the 20th century with the aim to balance economic, social and environmental development and minimize damage to humans and the environment. Nowadays, when new economic problems emerge social interest groups  lobby, environmental standards are raised, sustainable development becomes an integral part of  democratic society and is a particularly relevant object of scientific investigations. Taking into consideration the aspect of sustainable development complex assessment, the research problem can be formulated as follows: how to assess sustainable development comprehensively? This research, according to statistical data analysis (Lithuania’s case), identifies multi-criteria method (SAW) as the best method of analyzing sustainable development from the approach of different dimensions (economic, social and environmental). According to the results of SAW method, it can be noted that when a country is improving economic indicators, environmental indicators usually decrease, which in turn determines the characteristics of the social dimension slight decrease.

Weight elicitation is an important part of multi-criteria decision analysis. In real-life decisionmaking problems precise information is seldom available, and providing weights is often cognitively demanding as well as very time- and effort-consuming. The judgment of decision-makers (DMs) depends on their knowledge, skills, experience, personality, and available information. One of the weights determination approaches is ranking the criteria and converting the resulting ranking into numerical values. The best known and most widely used are rank sum, rank reciprocal and centroid weights techniques. The goal of this paper is to extend rank ordering criteria weighting methods for imprecise data, especially fuzzy data. Since human judgments, including preferences, are often vague and cannot be expressed by exact numerical values, the application of fuzzy concepts in elicitation weights is deemed relevant. The methods built on the ideas of rank order techniques take into account imprecise information about rank. The fuzzy rank sum, fuzzy rank reciprocal, and fuzzy centroid weights techniques are proposed. The weights obtained for each criterion are triangular fuzzy numbers. The proposed fuzzy rank ordering criteria weighting methods can be easily implemented into decision support systems. Numerical examples are provided to illustrate the practicality and validity of the proposed methods.

In the following paper methodological concept of combining energy scenarios and multi-criteria analysis (MCA) will be introduced. Energy scenarios are tools that help to explore and understand the future energy system. MCA provides assessment of different policy option in respect to multiple criteria. Moreover it allows public participation in decision making process. Combined method is promising tool for energy planning and decision.

Multi-criteria evaluation of complex phenomena is an important part of decision problems. The multi-criteria evaluations are different types of difficulties, in particular, the multiplicity and diversity of the assessed phenomena, the multiplicity and the variety of diagnostic variables characterizing the evaluated phenomenon, the difficulty to transform the quality characteristics of quantitative traits, the difficulty of aggregating sub-criteria. This paper presents selected models of multi-criteria evaluation corresponding to different decision-making situations.

Using the case study, the authors proposed an alternative solution for decision-making problems in mining companies in relation to solutions based solely on unit costs of coal mining. The aim of this paper is to assess the groundwater potentiality using statistical multi-criteria evaluation and AHP (analytic hierarchy process) as an additional method to the hydrogeological research in order to create a map that represents the groundwater potentiality. The extraction of this map is based on the study of multi-criteria input data, such as lineaments, land use, lithology, drainage, slope, soil, rainfall and geomorphology. Weights were assigned using the AHP method to all these multi-influencing factors according to their influence on groundwater potential. Sensitivity analysis was calculated to validate the AHP weights result. The presented methodology has been applied to the Bouhedma region in southwestern Tunisia, located in an arid climate. This technique revealed that very good, good, moderate and poor groundwater potential zones are spread over 382 km2 (26.9%), 437 km2 (30.7%), 552 km2 (38.8%) and 51 km2 (3.6%), respectively. Furthermore, the effect of each influencing factor on groundwater capacity was computed. The results provide significant information and found to be helpful in better planning and management of groundwater resources.

During the past few years, the number of drones (unmanned aerial vehicles, or UAVs) manufactured and purchased has risen dramatically. It is predicted that it will continue to spread, making its use inevitable in all walks of life. Drone apps are therefore expected to overrun the app stores in the near future. The UAV’s software is not being studied/researched despite several active research and studies being carried out in the UAV’s hardware field. A large‐scale empirical analysis of Google Play Store Platform apps connected to drones is being done in this direction. There are, however, a number of challenges with drone apps because of the lack of formal and specialized app development procedures. In this paper, eleven drone app issues have been identified. Then we applied the DEMATEL (Decision Making Trial and Evaluation Laboratory) method to analyze the drone app issues (DIs) and divide these issues into cause and effect groups. First, multiple experts assess the direct relationships between influential issues in drone apps. The evaluation results are presented in spherical fuzzy numbers (SFN). Secondly, we convert the linguistic terms into SFN. Thirdly, based on DEMATEL, the cause‐effect classifications of issues are obtained. Finally, the issues in the cause category are identified as DI’s in drone apps. The outcome of the research is compared with the other variants of DEMATEL, like rough‐Z‐number‐ based DEMATEL and spherical fuzzy number, and the comparative results suggest that spherical fuzzy DEMA‐ TEL is the most fitting method to analyze the interrela‐ tionship of different issues in drone apps. The findings revealed that highest influenced values feature request (DI9 ) 3.12, Customer support (DI6) 2.91, Connection/Sync ((DI4) 2./72, Cellular Data Usage ((DI3) 2.51, Battery (DI2) 2.31, Advertisements ((DI1) – 0.3, Cost (DI5) – 0.5, Additional cost (D11) – 0.5, Device Compatibility (DI7) – 0.96, and Functional Error (DI10) – 1.2. The outcome of this work definitely assists the software industry in the successful identification of the critical issues where professionals and project managers could really focus.

Jedną z dziedzin nauki, w której GIS ma szerokie pole zastosowania jest planowanie przestrzenne. Obecnie w Polsce technologia GIS wykorzystywana jest w procesie tworzenia dokumentacji planistycznej głównie jako narzędzie do gromadzenia i prezentacji wejściowych danych przestrzennych oraz wyników ich przetworzeń. Podstawowym celem artykułu jest prezentacja innych możliwości zastosowania technologii GIS - jako narzędzia do wspomagania procesu podejmowania decyzji planistycznych. Szczególną uwagę zwrócono na lokalizację zabudowy. Ponadto sprawdzono możliwość zastosowania analiz przestrzennych m.in. w celu automatyzacji pewnych etapów prac planistycznych. Skupiono się na wykorzystaniu analizy wielokryterialnej. Spośród trzech rodzajów tej analizy przetestowano metodę nakładkowania (ang. Boolean) będącą metodą twardą oraz metodę liniowego wagowania (ang. WLC Weighted Linear Combination) należącą do metod miękkich. Wybór kryteriów do analiz został przeprowadzony w oparciu o zebraną dokumentację w postaci przepisów prawnych oraz konsultacje z planistami. Istotne dla wyniku pracy było bowiem to, aby kryteria pokrywały się z czynnikami branymi pod uwagę w trakcie tworzenia studium. Dane wykorzystane w pracy zostały udostępnione przez Instytut Rozwoju Miast w Krakowie. Poszczególne warianty obu metod analizy wielokryterialnej pokazały, że analiza WLC jest bardziej odpowiednia do ustalania tendencji występującej w lokalizacji terenów zabudowanych, natomiast do wspomagania procesu tworzenia studium korzystniej zastosować metodę Boolean. Ponadto badania metody twardej pokazały różnorodność zastosowania analiz przestrzennych w planowaniu, jak też możliwość zautomatyzowania niektórych etapów tworzenia studium. Prace finansowane w ramach badań statutowych AGH 11.11.150.949.
Spatial planning is one of the domains where GIS technology could be applied. Nowadays in Poland GIS is used in planning process as a tool for data gathering or/and for input/output data presentation. The main aim of the paper is to present GIS as a decision support in spatial planning. The research focuses on urban site selection. Besides, automation of some stages of planning process was tested. Multi - criteria analysis was chosen for the tests. Boolean and WLC (Weighted Linear Combination) methods were applied. Criteria in the analysis were delivered from existing legal regulations, technical specifications and planner’s consultations. In this kind of research it is crucial to assume the same criteria, like during original planning procedure. Data used in the research were supported by Institute of City Development in Cracow. It can be concluded that WLC is adequate for the assessment of urbanization trends, while Boolean method is more proper for spatial planning study elaboration. The research showed various possibilities of applying GIS in spatial planning processes, and, among others, possibility to automate some planning processes.

The paper is to present a multi-criteria approach for sustainability assessment of manufacturing processes, which can be applied to carry out the sustainability assessment of manufacturing processes requiring less detailed data, time, and expert knowledge, but still providing a company-level analysis. The analytical hierarchy process method is used to determine ranking of simple and relevant activity areas for manufacturing processes in terms of sustainability objectives. Analytical technique is also employed to assess the degree of sustainability in manufacturing due to limited information which appear to be a characteristic of the case study presented. One goal of sustainability characterization methodology is to improve the manufacturing sustainability performance. Similar to the baseline scenario, sustainability reevaluation for sustainability improvement is also applied and discuses performance profile at the process level. This approach seems particularly useful when comparing different processes. It makes applicable for various industries and might be a challenge to derive priorities for systematic improvement. The applicability and usability of the proposed assessment method was verified by the case study in company producing heating devices.

The paper depicts an application of Response Surface Methodology (RSM) for predicting selected parameters in turning of Ti-6Al-4V titanium alloy using polycrystalline diamond tool. Response surface plots that are generated by the model helps in determining the optimum combination of input factors (cutting speed vc and feed rate f) for best possible surface roughness (Sa), cutting force (Fc)and temperature (T) for dry and cooling turning. The methodology of multi-criteria optimization was used to establish the interaction between input parameters and given responses.

W literaturze przedmiotu istnieje wiele metod służących ocenie jakości działalności marketingowej organizacji (np. audyt marketingowy, czy kontrola rentowności marketingu). Są też takie, które można do tej oceny zaadaptować. A zatem celem niniejszego artykułu jest identyfikacja metod pokrewnych możliwych do zastosowania w ocenie jakości działalności marketingowej organizacji. Stąd też w opracowaniu przedstawiono systematykę tych metod w podziale na dwie odrębne grupy: służące do wspomagania wyborów wielokryterialnych oraz do porównywania wielowymiarowych obiektów.
There are many methods in the literature for purpose of assessing the marketing activities quality in organizations (e.g. a marketing audit, control and profitability of marketing). There are also methods that can be adapted for this assessment. Therefore, the aim of this article is to identify methods possible to use in assessing the quality of marketing activities in organizations. In this document you will find a systematization of methods in two different groups: designed to support multi-criteria choices and designed to compare multidimensional objects.

In the case of the integration process, economic and social differences between economic units represent a barrier. There are reasonable and active efforts of many administrative bodies to transfer the existing inequalities to equalities. In practical life, it is often necessary to order different objects and take a decision based on it. Decision-making can be intuitive or, conversely, based on various quantitative methods. The paper discusses some quantitative methods of multi-criteria decision-making (MCDM), namely Analytical Hierarchy Process (AHP), Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS), and Weighted Linear Combination (WLC); and their use for innovation projects. Autonomous orders of objects (projects) are performed on the same basic data set by the above-mentioned methods, and they are compared with each other. The Spearman’s rank correlation coefficient was used for mutual comparison. The test results showed that the investigated methods do not provide results with a close dependence, which means that the order of objects (projects) created depends on the method used.
W przypadku procesu integracji barierą są różnice ekonomiczne i społeczne pomiędzy jednostkami gospodarczymi. Wiele organów administracyjnych podejmuje rozsądne i aktywne wysiłki, aby ograniczyć istniejące nierówności. W praktyce często trzeba uporządkować różne kwestie i argumenty i na tej podstawie podjąć decyzję. Podejmowanie decyzji może być intuicyjne lub odwrotnie, oparte na różnych metodach ilościowych. W artykule omówiono metody ilościowe podejmowania decyzji wielokryterialnych (MCDM), a mianowicie: Analitical Hierarchy Process (AHP), Technique for Preference by Clarity to Ideal Solution (TOPSIS) oraz Weighted Linear Combination (WLC) i ich wykorzystanie w projektach innowacyjnych. Autonomiczne oceny obiektów (projektów) wykonywane są na tym samym podstawowym zbiorze danych wspomnianymi metodami i są ze sobą porównywane. Do wzajemnych porównań wykorzystano współczynnik korelacji Spearmana. Wyniki testów wykazały, że badane metody nie dają wyników o ścisłej zależności, co oznacza, że kolejność tworzonych obiektów (projektów) zależy od zastosowanej metody.

The most recent big reform of the Polish health system took place in 2017 and introduced a basic hospital service provision system. Hospitals were able to be included in the network and receive flat-rate financing from the National Health Fund. The current paper aimsto assess how the relative situation of hospitals changed between 2015 and 2018. This study is based on multicriteria rankings which take into account the values of profit/loss on sales, the contract with the NHF, the income from health services outside the NHF, the income from rental and lease, the employment of doctors, the employment of nurses, liabilities, operating costs, and interns and residents per hospital bed. The similarity of rankings constructed using different methods is shown. Based on the results of the Chi-squared test, it can be concluded that the inclusion in the network does not affect whether the relative situation of a hospital between 2015 and 2018 improved or not. In the regression analysis, the dummy variable for level 1 hospital was negatively related to the median rank; however, this impact was not statistically significant.

Opis:
The main objective of this paper is to present an example of the IT system implementation with advanced mathematical optimisation for job scheduling. The proposed genetic procedure leads to the Pareto front, and the application of the multiple criteria decision aiding (MCDA) approach allows extraction of the final solution. Definition of the key performance indicator (KPI), reflecting relevant features of the solutions, and the efficiency of the genetic procedure provide the Pareto front comprising the representative set of feasible solutions. The application of chosen MCDA, namely elimination et choix traduisant la réalité (ELECTRE) method, allows for the elicitation of the decision maker (DM) preferences and subsequently leads to the final solution. This solution fulfils all of the DM expectations and constitutes the best trade-off between considered KPIs. The proposed method is an efficient combination of genetic optimisation and the MCDA method.

The study aims to develop a decision-making framework by integrating queuing theory and multi-criteria decision-making (MCDM) tools, namely TOPSIS, EDAS, CoCoSo, and TODIM to select a roll-over car washing machine for an oil station. The queue, technical and financial characteristics of the alternatives are added to the decision-making process. The decision matrix includes five criteria and five alternatives. One million weight sets are created randomly, and MCDM techniques are applied to interpret the results statistically. Results indicate that Alternative 3 is statistically superior to the others. The proposed procedure can help decision makers to make decisions when expert knowledge isn’t available, and it can be applied for other purposes by making small changes.

EU Biodiversity Strategy for 2030 aims to restore 25,000 km of free-flowing rivers across Europe. The critical issue is which barriers should be prioritised for removal. In this study, a set of socio-economic and environmental criteria was chosen to rank the dams on salmonid rivers in Lithuania and recommend them for removal. As these criteria usually contradict themselves, the multi-criteria decision analysis tool was utilised. The results showed that the Anykščiai dam on the river Šventoji could be recommended to be removed first. The removal can significantly increase the salmonid population in the river Šventoji over a significant stretch of the river. Also, this dam is in a protected area, is not listed as a national heritage, and does not have a hydropower plant. Although, this study showed that dams with hydropower plants could also be recommended for removal.

Analiza wielokryterialna jest często stosowaną metodą wyboru optymalnego rozwiązania przedsięwzięcia. W prezentowanej analizie zastosowano cztery kryteria: funkcjonalno-ruchowe, kosztowe, środowiskowe i społeczne oraz możliwości etapowania. Analiza wrażliwości jest prostą techniką analityczną pozwalającą na badanie wpływu zmiany kryteriów analizy wielokryterialnej na ostateczny wynik wyboru koncepcji. Analiza odpowiada na pytanie czy wybrany wariant przedsięwzięcia jest „stabilny”, tzn. odporny na zmianę wcześniej założonych kryteriów. Analiza przepustowości pozwala ustalić poziom swobody ruchu i wyznaczyć liczbę pasów ruchu.
Multi-criteria analysis is a common method of choosing the optimal solution for specific project. Four criteria were used here: functional-utility, cost, environmental and social, and staged capabilities. Sensitivity analysis is a simple analytical technique that allows to study the impact of changing the criteria of multi-criteria analysis on the final outcome of the concept selection. It answers the question whether the chosen option of the project is “stable”, that is resistant to the change of previously established criteria. Capacity analysis allows to determine the level of service and the number of lanes.

Opis:
Selected issues of component importance analysis for complex technical systems have been presented in this paper. A generic example of a complex technical system and selected statistics of operating losses have been described. A description and diagrams of both qualitative and quantitative importance analysis have also been included. The most significant problems facing complex technical system modelling have been pointed out. A multi-criteria system component importance analysis and the basic criteria for a system component quality evaluation have also been introduced. Some factors influencing the importance of the technical system’s components have also been described. Finally, the necessity of further developing importance analysis methods for machinery operation has been highlighted.

Opis:
Improving product quality while making decisions remains a challenge. The objective of this research was to develop a model that supports the precise enhancement of product quality through comprehensive analysis of possibilities, product incompatibilities, root causes, and recommended improvement actions. The model incorporated various tools and methods such as the SMARTER method, expert team selection, brainstorming, Ishikawa diagram, 5M+E rule, FAHP, and FTOPSIS methods. The study demonstrated that integrating quality management tools and decision-making methods into a unified model enables the accurate prioritization of activities for product quality management. This integrated approach represents the novelty of this research. The model was evaluated using a mechanical seal made of 410 alloy. The research findings can be valuable to enterprises seeking to enhance product quality at any stage of production, particularly for modified or new products.

The article proposes the use of one of the methods of multi-criteria decision analysis (AHP method) to determine the urgency of consolidation works in the area of the Moniecki county. To this end, an appropriate set of criteria was adopted for the mutual comparison of precincts in the considered area. The calculations include a non-typical for AHP method, a large number of considered ranges. The analysis covered 201 precincts, and as a result, the areas with the greatest urgency of merging works were indicated.

The main aim of the paper is to present the possibility of use of the multi-criteria optimization method Analytical Hierarchy Process (AHP) to liquid cargo transportation by sea. Finding the optimal solution is not simple. There are many factors influencing the shipping process. In the case of liquid cargo, the most important thing is the safety of the crew, ship, and environment. Therefore, the Mathematical Theory of Evidence is introduced and used to determine the optimal path in terms of time and safety of transport. Moreover, the details of liquid cargo transport process are described with particular attention to ship to ship operations. Besides, the basic concept of the AHP method, steps of the algorithm are introduced. Finally, the multicriteria optimization of the transport of the liquid cargo from the Persian Gulf to Port of Gdansk is done. It is based on the experts’ opinions.

This study identified the zones likely to apply high-tech rice and corn technology based on criteria from different expert groups. Based on the resulting limiting factor for ability suitable, structural and non-structural solutions have been proposed to improve the suitability of rice and corn with high-tech applications. It was the basic foundation to support strategic planners in agricultural development sustainability in the future. High technology application in agricultural production is an inevitable trend in today’s society. In Vietnam, high-tech agricultural production has developed for a long time in high-tech industrial park production. However, in agricultural production, applying high technology with mass production has yet to have any specific regulations on criteria for implementation in production. On that basis, the research aimed at determining the requirements for developing high-tech agriculture with mass production. Therefore, the predefined criteria for primary and secondary data were developed, which were used for the data collected from farmers, managers, and scientists. Thereby, a production hierarchy of adaptations for rice and corn was built based on consultation results with the farmers and scientists and published studies. The results also made three land adaptation zones apply high technology in mass production for these two crops. The areas suitable for producing rice and corn with high technology applications were marginally suitable, and not suitable prevailed. No region in the An Giang province has a strong potential for cultivating high-tech rice and corn. This result also established adaptive upgrading solutions for applying high technology in the future, which helped improve agricultural production efficiency.

Opis:
Proces inwestycyjno-budowlany jest niezwykle złożony a czynności związane z jego realizacją można podzielić na kilka etapów. Najważniejszym z nich jest etap przygotowania inwestycji. To wtedy zapada szereg decyzji dotyczących m. in. wyboru lokalizacji, wyboru rozwiązań materiałowych czy technologicznych. O wyborze ostatecznego rozwiązania może zadecydować wiele czynników i podjęcie decyzji w sposób bezpośredni jest niezwykle trudne. W skomplikowanych przypadkach decyzyjnych konieczne jest stosowanie matematycznych metod wspomagania. Ze względu na mnogość rozpatrywanych czynników, szczególnie przydatne są metody analiz wielokryterialnych. W artykule przedstawiono możliwości wspomagania różnych problemów decyzyjnych z wykorzystaniem metod analizy wielokryterialnej. Postępowanie zilustrowano przykładami analizy wyboru lokalizacji inwestycji mieszkaniowej, wariantowania inwestycji drogowej oraz wyboru rozwiązania materiałowo-konstrukcyjnego obiektu budowlanego. W wyniku analizy przeprowadzonej różnymi metodami stwierdzono ich przydatność w przypadkach analizy inwestycji o różnych cechach i funkcjach.
The process of investment is extremely complex and activities related to its implementation can be divided into several stages. The preparation stage is the most important of them. At the planning stage a number of decisions concerning, among others choice of location, choice of materials and technological solutions should be taken into account. The choice of the final solution may depend on many factors and making a decision in a direct way is extremely difficult. In complicated cases, it is necessary to support the use of mathematical methods. Due to the multiplicity of the considered factors methods of multi-criteria analysis are particularly useful. The article presents the possibility of supporting different decision problems using multi-criteria analysis. The procedure is exemplified by the analysis of the choice of location of the residential project, variants of road investment and choice of materials and construction solutions in the building object. The analysis of different methods shows their usefulness in cases of investment analysis of various features and functions.

The paper presents the structure and basic properties of the SWPL-1 helmet-mounted flight parameter display system, constructed for the Mi-17 helicopter with analogue systems and on-board instruments. It describes the basic components of the SWPL-1 system and on board components cooperating with the SWPL-1 system necessary to ensure the imaging system’s operation (including the ADU-3200 central unit for aerodynamic data and the GPS-155XL satellite signals receiver). It presents the architecture, the principle of operation, and the main constituents of the SWPL-1 helmet-mounted flight parameter system, as well as the standards of data transmission used in digital communication between the SWPL-1 system and on-board systems (installed on the Mi-17 helicopter). It describes the scope and manner of pilot and navigation data presentation as well as control of drive unit operation parameters in detail. It presents selected optimization methods for tasks executed in the helmet mounted system’s life cycle. The particular stages of the life cycle were described in detail, from the earliest stages of needs identification, through the analytic and conceptual phase, then the implementation stage, and ending with the operation stage. It introduces tasks for optimization and related methods into the process of creating the new system at every stage of its implementation. It presents one of the methods of multi-criteria optimization based on the experts’ assessment of choice of a variant of the helmet-mounted flight parameter display system’s hardware architecture in detail.

The Slovak Republic, as a Member State of the European Union, is committed to meet the strategic objective, which is to “significantly increase the competitiveness and performance of the regions of the Slovak economy and employment, while respecting sustainable development”. Today's status of environmental pollution is a global problem, especially in the field of air protection, minimization of adverse effects of climate changes, the promotion of renewable energy sources, water conservation and the rational use and protection of land. Sustainable development represents the evolution of human society while preserving the environment for future generations. The article1 is focused on the strategic priorities with the aim of achieving economic growth in conjunction with the ecology and the quantification of indirect effects. The article describes the multi-criteria decisional analysis, which takes into account the indirect effects in the form of environmental aspects. At the end of the article the benefits of research are articulated.
