The supervision of OHS conditions (working conditions and the realization of work tasks) is one of the basic obligations of the employer. The number and variety of describing elements (and thus being subject to assessment) means that synthetic measures (measures that are one-dimensional images of complex phenomena) are more and more frequently applied to solve problems of that type. Although the methods of multivariate statistics used for this purpose differ in the way they treat assessment criteria (defining mutual dependency thresholds, unifying the field of compared criteria), the final effect of their application always offers the option to replace the entire set of features describing a given object with one variable (aggregate). The article presents a potential applicability of one of the so-called discrete multi-criteria decision-making methods (Simple Additive Weighting), which allows to determine a linear combination of normalized elements of the decision matrix and the elements of weight vector. As part of the article, the working conditions at 5 workstations were assessed (a miner’s workstation in 5 underground mine workings being excavated), taking into account 8 assessment criteria (6 were cost criteria and 2 – criteria of qualitative character). In effect of the application of the Simple Additive Weighting method, we could determine the ranking vector R, which allowed to order the examined objects and to carry out a comprehensive assessment of OSH conditions occurring in them.

Opis:
The level of occupational health and safety is one of the determinants of the company's efficiency. The article assessed the quality of general initial training (general training) and initial training at the workplace (on-the-job training) carried out in selected business entities related to the hard coal mining industry. Problem included in the above trainings were interpreted as a criterion function within a multi-criteria analysis based on the Analytic Hierarchy Process (AHP) method. Application of the AHP method allowed to perform a diagnostic (comparative) assessment of objects (business entities), both objects and accepted assessment criteria were compared in pairs with each other (the evaluator's preferences (subjectivity of assessments) are treated in the Analytic Hierarchy Process as a natural phenomenon).

Można zauważyć rosnące zainteresowanie zastosowaniem w systemach informatycznych ontologii, która ma za zadanie zobrazować model określonej dziedziny. W tym celu korzysta się z edytorów pozwalających na jej zapisanie. Pojawia się coraz więcej programów open source, jak również komercyjnych, mających wspomóc proces tworzenia ontologii. W artykule omówiono propozycję jedenastu kryteriów służących ocenie edytorów ontologii. Dla każdego przedstawiono skalę ocen. Zaproponowany wykaz kryteriów może posłużyć do przeprowadzenia badania i oceny edytorów ontologii z użyciem metod punktowych (scoringowych).
An increasing interest in using ontology, which is to illustrate a model of a specific field, in information systems may be noticed. In order to do that, editors that allow for creating an ontology are used. There is an increasing amount of both open source and commercial software to support the process of creating an ontology. In this article we discussed the suggestion of eleven criteria to evaluate ontology editors. For each of them, we presented a marking scale. The proposed list of criteria may be used to conduct research and evaluation of ontology editors with the use of scoring methods.

In Europe, at the end of the 20th century, the growth of marinas followed the rapid development of recreational marine activities. This trend has now slowed and today the creation of new marinas or the extension of existing marinas is less common, mainly due to the enforcement of protective environmental regulations. As the port sector is facing some major sustainability challenges, like tackling the pollution generated from port activities, the “green port”, or “green marina”, concept has now become a requirement. Both types of nautical ports, public ports and private marinas, share the same responsibility to achieve management standards. The term “green port” in practice describes the responsible behavior of all stakeholders in the port’s business, with a focus on the long-term vision towards the sustainable and climate-friendly development of the port’s infrastructure. This paper aims to confirm the adequacy of multi-criteria analysis (MCA) for the evaluation and introduction of energy efficient mobility options in nautical ports. Within the paper, a multi-criteria based model for energy-efficient mobility selection is presented. This model is tested on two Croatian private marinas and obtained results indicating the most suitable action for both. The output of the model showed that by far the best energy-efficient solution was the installation of electric charging stations (ECS) for cars. The presented model can assist decision-makers in port authorities and marina administrations in planning and finding the best scenario for the development of energy efficient systems and services.

In this study, TOPSIS and PIV methods were applied for multi-criteria decision making in hard turning process. Experiments have been conducted in accordance with an experimental matrix designed by the Taguchi method with a total of twenty-seven experiments. At each experiment, the values of coolant concentration, nose radius, coolant flow, cutting velocity, feed rate and depth of cut have been changed. Surface roughness, flank wear and roundness error have been selected as output criteria. The weights of criteria have been determined by three methods, inclusive of Equal weight, ROC weight and Entropy weight. The combination of multi-criteria decision-making methods with three weighting methods gives six ranking options of the experiments. The purpose of ranking the experiments is to find the experiment at which the three output parameters are ensured to have the minimum value simultaneously.

This paper presents a novel approach for user classification exploiting multi- criteria analysis. This method is based on measuring the distance between an observation and its respective Pareto front. The obtained results show that the combination of the standard KNN classification and the distance from Pareto fronts gives satisfactory classification accuracy – higher than the accuracy ob- tained for each of these methods applied separately. Conclusions from this study may be applied in recommender systems where the proposed method can be implemented as the part of the collaborative filtering algorithm.

The Authors’ research has concentrated on the modelling and parametrization of procurement processes – order/ delivery processes. The methods employed in the research were: modelling approach towards logistics systems and processes as well iGrafx software. The result of the works is the Authors’ own project composed of 10 elements, which allows for conducting a multi-criteria analysis of procurement and transportation processes. This paper describes the simulation of procurement according to economic order quantity method. Business processes today are volatile, complex and with many interdependencies; a tendency to reduce the risk of failure is prevalent. Computer simulation as a tool for analysing and predicting future enables the testing of various solution variants over a short period of time – at no capital investment cost or without taking unnecessary risk. The result of the research has a practical application in both manufacturing and trading companies.

Scheduling of multiobjective problems has gained the interest of the researchers. Past many decades, various classical techniques have been developed to address the multiobjective problems, but evolutionary optimizations such as genetic algorithm, particle swarm, tabu search method and many more are being successfully used. Researchers have reported that hybrid of these algorithms has increased the efficiency and effectiveness of the solution. Genetic algorithms in conjunction with Pareto optimization are used to find the best solution for bi-criteria objectives. Numbers of applications involve many objective functions, and application of the Pareto front method may have a large number of potential solutions. Selecting a feasible solution from such a large set is difficult to arrive the right solution for the decision maker. In this paper Pareto front ranking method is proposed to select the best parents for producing offspring’s necessary to generate the new populations sets in genetic algorithms. The bi-criteria objectives minimizing the machine idleness and penalty cost for scheduling process is solved using genetic algorithm based Pareto front ranking method. The algorithm is coded in Matlab, and simulations were carried out for the crossover probability of 0.6, 0.7, 0.8, and 0.9. The results obtained from the simulations are encouraging and consistent for a crossover probability of 0.6.

Building investment projects, both during the construction work and afterwards, have a certain impact on the natural environment when a raised structure is used. Depending on the character, size and location of a planned structure, such influences will vary. At the stage of planning a new development, investors are obliged to execute several procedures connected with the preservation of nature, for example they prepare several variants of the planned investment and evaluate which one will have the weakest effect on the environment. Assessment of variants is based on a series of criteria, and the final outcome is not always unambiguous. Hence, when trying to establish the importance of each criterion, it is advisable to apply efficient decision support methods. One option is to use multi-criteria analytical methods. However, for such methods to be applicable, an investor must prepare a wealth of information. The first stage preceding the actual analysis of variants is to define the assessment criteria and assign to them appropriate weights (importance). This stage requires the participation of experts, who – through questionnaires and interviews – express their opinions on the criteria that must be included and on their importance. This article contains a model procedure implemented for the sake of determination of the importance of parameters, which includes the methodology used for assessment and ranking of parameters. The approach presented in this paper demonstrates the usefulness of multi-criteria analytical methods when making an evaluation pertaining to the impact of a building investment on the environment.

In this work we obtained the solution of increasing of adequacy of models of multicriteria evaluation for the project and management decision support systems. Modifications of the utility functions of partial criteria and the procedure for calculating their values are proposed, which makes it possible to improve the accuracy of approximation of the preferences of the person making the decision, as well as significantly reduce the time for calculating their values. For the parametric synthesis of universal multicriteria estimation models based on the Kolmogorov-Gabor polynomial, an improvement in the method of comparator identification by calculating the Chebyshev point and the discrepancy vector is proposed.

The article describes the methodology related to determining the multi-criteria routes for sailing ships. Details of sea area discretisation and discretisation of the description of the sailing vessel properties and manoeuvring principles are shown. User requirements were specified (for five different categories of users) and on this basis the criteria for selecting the most suitable shipping route were formulated. The presented algorithm recommends a route for a given user category by means of defined restrictions and configuration parameters. The applied multi-criteria approach proves the universality and usability of the sailing ship route planning method.

The aim of the article was to develop a tool to support the process of planning and managing aircraft (ac) maintenance. Aircraft maintenance management has been presented for scheduled technical inspections resulting from manufacturers’ technical documentation for ac. The authors defined the problem under investigation in the form of a four-phase decisionmaking process taking into account assignment of aircraft to airports and maintenance stations, assignment of crew to maintenance points, setting the schedules, i.e. working days on which aircraft are directed to maintenance facilities. This approach to the planning and management of aircraft maintenance is a new approach, unprecedented in the literature. The authors have developed a mathematical model for aircraft maintenance planning and management in a multi-criteria approach and an optimisation tool based on the operation of a genetic algorithm. To solve the problem, a genetic algorithm was proposed. The individual steps of the algorithm construction were discussed and its effectiveness was verified using real data.

Purpose – The main aim of this paper is to evaluate the innovation level in the European Union countries, but in a different way than it was adopted in the European Union reports (European Innovation Scoreboard, and earlier Innovation Union Scoreboard). Analyses were performed in relation to INPUTS-OUTPUTS. Research method – Two methods of multi-criteria analysis were used in the calculations. The first is the popular method known as Simple Additive Weighting. The second is the method known as Processing Technique of Ratings for Ranking of Alternatives, which was developed by the author of this article. Results – The obtained results of the innovation level were analyzed. Analysis concerned two periods: 2016 and 2011 and determined aggregate ratings, which characterized the innovation level of particular European Union countries. Four classes of the innovation level were defined: innovation leaders, good innovators, week innovators and innovation outsiders. Then, based on the calculated global ratings, European Union countries have been assigned to the appropriate classes. The results of this analysis were compared with the classification of the EU Member States in terms of the innovation level that IUS / EIS reports contain. Analyses in relation to INPUTS-OUTPUTS have also made it possible to assess the usefulness of indicators from the IUS / EIS reports to measure the innovation level in such a way. Originality /value / implications /recommendations – The analysis of the innovation level was carried out using two multi-criteria analysis methods.

In this article, we describe and assess the implementation of several methods of multi-criteria decision-making using a web-based computer application. Such an application makes it easier to determine the effectiveness of decisions. The methods adopted in this application are SMART (Simple Multi-Attribute Rating Technique), AHP (Analytic Hierarchy Process), and ANP (Analytic Network Process). Each of these methods has distinctive characteristics in determining the best alternative for the user. This study assesses the feasibility of each method in the application. The application is assessed based on functionality, reliability, efficiency, and usability. (1) Functionality is tested according to the appropriateness of the decisions made, (2) Reliability is assessed using stress testing, (3) Efficiency is assessed according to the computational effort, and (4) System usability is tested according to the user's answers to the Computer System Usability Questionnaire authored by J.R. Lewis. This research results in a decision support system based on SMART that has been appropriately tested and is ready for use.

This paper describes an approach to multi-criteria evaluation of project variants based on the fuzzy set theory. The multi-criteria evaluation based on the criteria proposed by experts or decision-makers in the planning phase, during which it is critical to document the tasks to be completed in a project schedule. Fuzzy sets theory transforms criterion indicators into variants fuzzy partial evaluations by means of transformation functions. The method facilitates comparison of different values by transformation to the fuzzy numbers from the range of „´0, 1„Ä.The presented approach offers support for the decision makers in making various kinds of decisions, in all situations when we may determine an evaluation criteria set. Moreover, it takes into consideration versatility of criteria, their hierarchy and expertsˇŚ uncertainty; at the same time it is efficient and quite simple to be implemented in real decision problems.

Decision-making processes require the selection of appropriate and choose the optimal solution for implementation. This means that different criteria and their sub-criteria evaluate various alternatives of possible solutions to determine the optimal solution. The research focuses on an Analytic Hierarchy Process (AHP) as one of the multi-criteria decision-making (MCDM) methods and its implementation to evaluate road transport vehicles. The AHP is one of the most used methods for evaluating projects in transport and traffic area. This paper presents a comprehensive review of studies on road transport vehicles evaluated by the AHP method. To gather research articles for the study, several databases such as Web of Science and Scopus were searched. The focus of the research is on road transport vehicles but the performance of the AHP method in the road sector, in general, is briefly reviewed. The results show that most of the studies use AHP for the evaluation of electric and autonomous vehicles. Finally, research results are discussed and recommendations for future research are proposed.

Opis:
One of the key components of any project, especially mining projects, is the selection and design of haulage equipment. In most mining activities, which sometimes include mining machinery, haulage costs form a major part of the operating expenses as a matter of concern to mine managers. Due to various factors affecting the selection process of a haulage system, it is not considered a crystal clear one. Because of the complexity and multi-criterion characteristic of the selection process, the use of multi-criterion decision-making methods can be of great help to solve this problem. The TOPSIS, AHP and VIKOR methods among the multi-criterion decision-making methods are some options which are based on priority ranking. In the current paper, the loading systems of conveyors, wagons and winches as well as the locomotives and wagons are investigated. Then, the aforementioned systems are used to make a hybrid based on eight criteria, which yields the best loading system for the Parvadeh Coal Mine in Tabas. Since the obtained results were not consistent with each other in some cases, some integration techniques were utilized to employ the above methods. After integrating the results of the ranking methods, the conveyor haulage system was eventually introduced as the best option.

Because of the COVID-19 situation, selection for a teaching assistant position to get a TA scholarship in a university in Thailand needs to be performed online by the formed committee. Due to the online process and the limited number of scholarships offered by the university, beyond the face-to-face interview, multiple-criteria decision analysis can help to select a proper student. In this study, we use the extended VIKOR method with fuzzy numbers to help committees to select the students from the applicants. The criteria and the weights of the criteria are provided with the help of committees. Both trapezoidal and triangular linguistic variables are used to find the solution and to observe the range of the possible result. The different weights supporting the strategy of maximum group utility are varied to detect the potential alternatives. The ranking results are also compared with the one obtained from the TODIM approach to illustrate the appropriate alternative.

Due to the multifaceted nature of the revitalisation process, its evaluation and monitoring, as well as possible comparisons, are complex and difficult to carry out. Evaluation of the revitalisation process currently poses a challenge for all municipalities. The article aims to compare the revitalisation process in the two Polish cities of Toruń and Bydgoszcz. The analysis was based on two financial perspectives: 2007–2015 and 2016–2023. The authors chose a multi-criteria analysis method based on the analytical hierarchical process (AHP) as the main research method. The results show that the Local Revitalisation Programme of the City of Toruń for the years 2007–2015 had the best impact on the revitalisation process. Using the AHP method, we could carry out a multidimensional evaluation of the revitalisation process. Moreover, it allowed us to combine different elements of the evaluation of the revitalisation process and transform them into one synthetic result, ranking each programme in a hierarchy. At the methodological level, the article presents a new approach to conduct research in socio-economic geography, using the tool of multi-criteria analysis derived from the disciplines of economics and management sciences. Until now, the AHP method has not been used in the analysis of the revitalisation process, which confirms the innovative character of the conducted research.

The conventional Boolean logic models of land suitability assessment disregard the continuity concepts of the soil and landscape which might cause inaccurate evaluation and classification. To overcome this uncertainty and consequent constraints, the fuzzy set theories were introduced. Therefore, the current study was undertaken to estimate the optimum soil depth that is used in land suitability evaluation for irrigated rice through the fuzzy sets theory and analytic hierarchy process (fuzzy AHP) in Guilan Province, Iran. The square root and quantitative land suitability evaluation methods were employed to calculate traditional land suitability indices (for depths, 0-25, 0-50, 0-75, and 0-100 cm). Also, fuzzy and fuzzy AHP methods were used to explore new land indices. The Sarma similarity indices were used to compare the results of traditional and fuzzy methods for different soil depths. The results showed that the compatibility percentage between the representative pedons (0-100 cm) and the findings of this research (0-50 and 0-75 cm) were remarkable. Furthermore, the highest compatibility percentage of land suitability class was related to the comparison of these two former depths and 0 to 100 cm depths in each of the two used fuzzy methods. Besides, except for 0-25 cm depths, actual yield revealed a significant and positive correlation with the rest three soil pedon depths. These findings show that considering 0 to 50 cm soil depth might be a relevant alternative as the optimal depth to evaluate land suitability for rice in paddy fields in the Guilan rice-growing area.

This paper deals with some computational study of multi-criteria optimization in fuel distribution problem. We consider vehicle routing problem, e.g. routing of a fleet of tank trucks, for one of the famous polish petroleum companies. For the purpose of solving this problem, we developed the random search algorithm, which explores the broad range of feasible sets of routes and searches for non-dominated multi-criteria solutions. The problem is examined on real data, which contains distances between 50 petrol stations and one central warehouse (refinery). Obtained results indicate, that it is possible to obtain single solution and satisfy both optimization criteria. Based on the analysis of the collected data, we formulate a number of proposals useful in future for construction of algorithms for multi-criteria fuel distribution optimization.

The process of implementing sustainable development started at the end of the 20th century with the aim to balance economic, social and environmental development and minimize damage to humans and the environment. Nowadays, when new economic problems emerge social interest groups  lobby, environmental standards are raised, sustainable development becomes an integral part of  democratic society and is a particularly relevant object of scientific investigations. Taking into consideration the aspect of sustainable development complex assessment, the research problem can be formulated as follows: how to assess sustainable development comprehensively? This research, according to statistical data analysis (Lithuania’s case), identifies multi-criteria method (SAW) as the best method of analyzing sustainable development from the approach of different dimensions (economic, social and environmental). According to the results of SAW method, it can be noted that when a country is improving economic indicators, environmental indicators usually decrease, which in turn determines the characteristics of the social dimension slight decrease.

Weight elicitation is an important part of multi-criteria decision analysis. In real-life decisionmaking problems precise information is seldom available, and providing weights is often cognitively demanding as well as very time- and effort-consuming. The judgment of decision-makers (DMs) depends on their knowledge, skills, experience, personality, and available information. One of the weights determination approaches is ranking the criteria and converting the resulting ranking into numerical values. The best known and most widely used are rank sum, rank reciprocal and centroid weights techniques. The goal of this paper is to extend rank ordering criteria weighting methods for imprecise data, especially fuzzy data. Since human judgments, including preferences, are often vague and cannot be expressed by exact numerical values, the application of fuzzy concepts in elicitation weights is deemed relevant. The methods built on the ideas of rank order techniques take into account imprecise information about rank. The fuzzy rank sum, fuzzy rank reciprocal, and fuzzy centroid weights techniques are proposed. The weights obtained for each criterion are triangular fuzzy numbers. The proposed fuzzy rank ordering criteria weighting methods can be easily implemented into decision support systems. Numerical examples are provided to illustrate the practicality and validity of the proposed methods.

Formulation of long-term energy strategies and polices is a complex tasks. There are number of formal methods that aim supporting decision making for the long-term energy planning. They help understanding complexity of problem, finding the best compromise solution and allow public participation. In the following paper methodological concept of combining energy scenarios and multi-criteria analysis (MCA) will be introduced. Energy scenarios are tools that help to explore and understand the future energy system. MCA provides assessment of different policy option in respect to multiple criteria. Moreover it allows public participation in decision making process. Combined method is promising tool for energy planning and decision.
