    Incremental modernization of higher education aiming at quality enhancement brings about transformations of the aim and concept, management and structure, content, technologies and techniques, teaching aids and resources, diagnostic, evaluation and assessment tools. Innovations are perceived as qualitative changes turning ideas into novelties in the educational process and its management. Innovative techniques of learner-centered foreign language teaching can sort out differences between a constantly growing level of imposed demands and requirements to the level of language acquisition and lagging level of personal sociopsychological readiness for them of the subjects of educational process.

    Opis:
    The most significant process of the modern civilization advancement is globalization. The crucial tendencies of the world educational system development aim at strengthening the main role of knowledge as a component of employee workshop, often much more precious than the material part, originating from the employer. In 1991, due to globalization processes, Ukraine abandoned the Soviet higher education model, following the international scenario of the higher education development. In the last few years some propositions for reforms of the above system have appeared. The Draft Law on Higher Education approved in December 2012 has made the situation less clear. Currently, the provisional Government of Ukraine declares an intention to tackle the situation properly. It seems necessary to conduct further work on the basis of certain fundamental assumptions and the experiences of countries trying to achieve the mentioned objectives in similar conditions, like Poland or the Czech Republic, etc. In all these countries there is a need for change in order to abandon huge hierarchic and administrative structures by organizing small, self-controlling as well as adaptive structures, and to rethink not only teaching methods but the whole legal environment and organizational principles.
    Globalizacja jest najbardziej znaczącym procesem w rozwoju współczesnej cywilizacji. Znalazło to odzwierciedlenie w głównych tendencjach rozwoju globalnego systemu edukacji, polegających na wzmocnieniu roli wiedzy jako zasadniczego składnika warsztatu pracy, często dużo cenniejszego niż część materiałowa, pochodząca od pracodawcy. W 1991 roku Ukraina porzuciła sowiecki model szkolnictwa wyższego, orientując się na progresywne, międzynarodowe rozwiązania. Projekty prawnych rozwiązań przyjęte w grudniu 2012 roku wywołały na Ukrainie wiele kontrowersji. Obecnie rząd tymczasowy zadeklarował uporządkowanie sytuacji w kierunku wdrożenia proeuropejskich standardów. Wzorowanie się na rozwiązaniach przyjętych w innych postsowieckich krajach, takich jak Polska lub Republika Czeska, może przynieść oczekiwane efekty, ale nie powinno być bezkrytyczne. Niektóre przyjęte w tych krajach biurokratyczne rozwiązania mogą bowiem zahamować procesy prorozwojowe i innowacyjne. Wymaga to ponownego przewartościowania i fundamentalnego przemyślenia nie tylko metod nauczania, ale i rozwiązań prawno-organizacyjnych przyjętych przy modernizacji szkolnictwa wyższego, prowadzących do porzucenia rozbudowanych administracyjnych struktur na rzecz stworzenia małych, adaptatywnych, samodzielnie zarządzanych organizacji.

    In 2006, the European Commission presented the Modernization Agenda for Universities founded on three reforms: curricular, governance and funding. According to the agenda, funding should be based on output-oriented budgeting. What is more, investment in higher education should bring benefits to all stakeholders. The most commonly used tool for measuring the private rate of return to education is Mincer’s econometric model. The paper presents the results of research on the private rate of return to education, which was estimated by the classical Mincerian function where wages are modelled as a function of level of education and experience. Empirical research was conducted using individual data from the Social Diagnosis – research of selected Polish households. The study was conducted in two stages. First, the parameters of the Mincer’s model for respondents included in the diagnosis in 2011 were estimated. Secondly, the parameters of the model for respondents, who declared in 2011 having higher education degree and who took part in the diagnosis in previous years (since 2003) and then declared a lower (other than higher) level of education, were estimated. To determine the significance of differences in monthly net incomes before and after reaching the higher education degree, the Wilcoxon Matched-Pairs Signed-Rank Test was used.

    We observe a number of evolutionary processes common to many societies, which form the general social effect, in particular in the form of globalization of education. Becoming a dominant trend in the development of the world economy and education, globalization has a transformative impact on national systems of higher education. The article is devoted fundamental problems and values strategies of education. Examines the impact of globalization trends on the processes in societies in transformation transitive systems. The necessity of pluralism of paradigms on the way of new development in higher education is substantiated. The quality of education, in turn, is determined not only by the ability of society to quickly assimilate the knowledge gained. It is increasingly dependent on its moral, ethical and cultural components, that is, elements of the education system, its quality management.     Artykuł jest próbą prześledzenia zmian zachodzących w szkolnictwie zawodowym w Polsce ze szczególnym uwzględnieniem możliwości lokalnych i regionalnych działań wspierających szkolnictwo zawodowe. Propozycje zawarte w tekście wynikają z eksperckich doświadczeń autorki związanych z realizacją projektów na rzecz wsparcia szkolnictwa zawodowego. Prezentowany model wsparcia szkolnictwa zawodowego jest obecnie realizowany przez Białostocką Fundację Kształcenia Kadr na terenie miasta Białegostoku i powiatu białostockiego jako Centrum Kompetencji Białostockiego Obszaru Funkcjonalnego (BOF). Doświadczenia w realizacji projektu i jego skuteczność są na tyle uniwersalne, że projekt będzie wdrażany na terenie całego województwa podlaskiego. Może stanowić też wzorzec dla samorządowych jednostek publicznych prowadzących szkoły zawodowe.
    The article is an attempt to trace the changes taking place in vocational education in Poland, paying special attention to the possibilities of local and regional activities supporting vocational education. The conclusions presented in the text result from the author’s expert experience related to the implementation of projects to support vocational education. The presented model of support for vocational education is currently carried out by the Bialystok Human Resources Training Foundation in the city of Białystok and Białystok Poviat as the Competence Centre of the Białystok Functional Area. The experience in the implementation of the project and its effectiveness is so universal that the project will be implemented throughout the Podlasie Voivodeship. It can also be a model for local government units running vocational schools.

    The article deals with the basis that human potential development is the most valuable resource of any society. Empirical research has been carried out to determine what expenditures and population opinion influence the formation of the human potential. The author’s definitione of “modernization of the human potential” has been suggested. The impact of income and expenditure of the household on the qualitative improvement of human potential was examined. It was established that education is the most important component of human development which provides wider choices for a person, shaping the quality of life. Implementing the method of facilitating as a basic tool of informal education was determined to be one of the directions of modernization of the educational system in Ukraine. It has been proved that overcoming negative effects in the employment sphere, improvement of the wage policy, and the development of social infrastructure are the priorities of sustainable development of within a region.

Uzasadniono znaczenie orientacji noosferycznej całego systemu edukacji artystycznej polegającej na formowaniu świadomości opartej na wiedzy noosferycznej i światopoglądzie noosferycznym. Osiągnięcie integracji edukacji artystycznej ze współczesnym globalnym światem informacyjnym wymaga włączenia przyszłych nauczycieli dyscyplin artystycznych w metasystem działalności artystyczno-pedagogicznej, który mimo swej dynamiczności posiada pewną strukturę i organizację, pozwala orientować się w procesie samorozwoju, dodając mu własne ukierunkowanie.
    In clause the scientific essence of modernization of art and pedagogical education is considered. The system of a self-developing personality should be included in the open, dynamic dissipative metasystem of art and pedagogical process. The development of future teacher’s creative potential is analyzed on the basis of synergetic approaches to teaching art subjects in vocational training.

    The article substantiates the need to modernize media education in higher educational institutions of the post-information society, the factors that determine the methodology of lectures and seminars are identified, the ways of optimization of media education with the example of teaching the professional discipline “History of Ukrainian and foreign journalism” are offered, the formats of lectures and seminars classes in media education with the use of information and communications technologies are proposed, the characteristic features and advantages of each format are determined. The typology of invariants of lectures is developed and the expanded classification of formats of seminars with implementation of innovative technologies through a prism of elements of gamification is modelled, in particular classes in the format of interactive quizzes and brain-rings, interactive crossword puzzles (classical, Japanese, fillwords, sudoku, scanwords), interactive group debates and discussions, interactive polls and interactive fine arts (mindmapping). The results of a survey of students of the specialty “Journalism” of the capital and regional Ukrainian universities regarding the most popular ICT, the most effective, motivational, and creative formats for lectures and seminars classes in the educational process are presented. The effectiveness of seminars with the implementation of gamification is substantiated, since information in the form of an intellectual game activates creative and analytical thinking, allows the integration of all students to creative cognitive activities, contributes to the intensification of the educational process, and makes it more interesting, flexible, and multifaceted.

Apart from fulfilling the performance standards regulated by the International Maritime Organization (IMO), the system models differ significantly regarding handling, interface, and interpretation of data and information, therefore biasing the required knowledge and the purposefulness of the system. The aim of this study is to determine navigators’ response in ECDIS comparison of different manufacturer models to identify pros and cons of specific tasks, features and other navigational functions. The present work is based on international survey in form of questionnaire conducted among ECDIS stakeholders. Answers are presented and discussed, revealing certain shortcomings of specific manufacturer ECDIS system. On the other hand, the analyses show the significant advantages of each system, potentially leading to creation of the ideal system from the end-user’s perspective. The proper configuration of ECDIS should standardise functions and display considering different types, and undoubtedly resolve a problematic issue as a consequence of numerous ECDIS models and their diversities.
