An important issue that needs to be explored in the context of exploring further perspectives for the expansion of shipping industry is maritime education, understood for the purposes of this initial study as a system for educating mariners and seafarers. According to the author, in the last decade the most important issue in the academic discourse on maritime education is the analysis of the quality of higher education in maritime schools, striving to formulate solutions in this area (pursuing global standardization of this education using modern communication technologies) as a response to the outflow of candidates to maritime occupations and the increasing demand of the shipping and marine industry.

This article presents the history of the Liga Morska i Rzeczna during its 99 years of activties promoting the idea of a marine Poland. The task of this organization is the broadly understood concept of development which is to be achieved by development of the principles of the organization of ports, shipping, universal maritime terminology, the development of shipping, the construction of the waterway system in Poland, the training of personnel and the promotion of shipping and maritime sports in Polish society. In addition, the text describes the various types of activities of Liga Morska i Rzeczna, such as launching publications related to maritime issues, creating plans for the construction of the port of Gdynia, the Naval Yard and the expansion of the city of Gdynia, collecting money for ship construction and promotional activities. The article also includes the relationship between the actions of Liga Morska i Rzeczna and the expansion of the Polish Navy. The conclusion mentions an exhibition organized by the Library of the Polish Naval Academy in Gdynia which will travel throughout Poland over the next two years.

When operating in confined waters such as ports, channels and canals, the ship’s master may not be familiar with the specific and up-to-date navigating conditions such as wind, current and tide. In this case, the master must rely on the knowledge and experience of local experts, the seaport and river pilots, to ensure the safety of the ship, crew and environment. This paper provides an overview of the initial and periodic training required by pilots directed by the China Maritime Safety Administration in accordance with IMO’s A.960 “Recommendation on Training and Certification and Operational Procedure Maritime Pilot Other Than Deep-Sea Pilot” and China’s pilot training requirements. The paper then goes into details describing how pilot training is implemented in Dalian Maritime University (DMU), taking into account the course setting, class hour arrangement, theory and practical class distribution of different class pilots, as well as examining the equipment requirements, trainer’s qualification, and trainee’s seagoing experiences. Based on the results of the China’s pilot training regime, recommendations will be made not only for improving China’s pilot training program, but also where DMU’s best practices may be implemented at other institutions engaged in pilot professional development.

Digitization of the maritime transport formed a paradoxical situation of an increased interest in informatics and data sciences among youth, whilst the level of interest of these programmes in the maritime education and training (MET) field remained relatively low. Based on theoretical modelling the solution to the problem is divided in two parts, one of which is related to adding data sciences to MET and the other refers to increasing intensity of digital advertising to solve the problem of low knowability index (KI) of MET. The research showed that KI is the output of effective digital marketing strategy. Thus, all parameters characterizing effectiveness could be divided into categories and by applying AHP methods the weight of each criteria could be assessed. Based on the weights and on the analytical measurements collected from monitoring tools the KI was calculated. Analysis of KI component and whole KI found out main ways of increasing MET popularity, which could be implemented through on increasing advertising intensity in the social networks the whole year and also by adding new content which are related within the digitization into MET study programmes’ modules.

The COVID-19 pandemic has very quickly changed various human behavior including the world of education. Maritime Education is one that feels the impact of the pandemic. Various Solutions in educational technology must be quickly adjusted to fill the gap and ensure learning is not disrupted. Although online learning is not new, with the pandemic can accelerate digital learning used to overcome and improve the quality of online learning. Article we want to convey our experience in organizing maritime education at the Semarang Shipping Science Polytechnic using case study techniques. The results of this study revealed that although online learning is very helpful for teaching and learning activities during the pandemic, it has not been able to replace practical learning. With the decline of Covid-19 pandemic cases in Indonesia, the author wants to make short-term breakthroughs and possible long-term solutions that can contribute to learning in the future. The use of learning recordings with simulators, practicum recordings and theoretical learning recordings is expected to help maritime learning in the future.

Recent developments in Taiwan toward the technology intensive country, the employment of cost effective foreign labors by shipping companies, the widespread of universities and the internationalization of shipping industries propose considerable threats on the quality assurance of maritime education. A resultant crisis for lacking on-board seafarers with managerial levels has urged the consolidation of governmental, private and educational organizations in the attempts to further improve the quality of maritime education and to promote the on-board career incentives. The process from the formulation of problems to the implementation of strategies undertaken by the National Kaohsiung Marine University (NKMU) is reviewed. A chain reaction initiated from the degradation of students’ entry performances due to the widespread of universities has formed a viscous cycle leading to the outsourcing of foreign human resources by shipping industry. Strategies in the aspects of course reform, joint ventures of lectureship with shipping industry, pre-courses for students’ extended career plans and the establishment of educational center that consolidates the departments of navigation, marine engineering and fishery in NKMU are illustrated.

From November 2015 to June 2016 Research and Development Centre of the Estonian Maritime Academy (hereinafter R&D Centre of EMARA) carried out a survey among the alumni of maritime institutions in Estonia. The survey based on a questionnaire developed by R&D Centre of EMARA in cooperation with the academies’ management, curricula leaders and maritime associations. Participants included different maritime education institutions alumni, including the citizens of the Republic of Estonia, who had studied in marine educational institutions abroad. In total 343 maritime educational institution alumni participated in the survey.

In the field of education, the importance of active learning as a more effective educational method has recently been noted. The element of active learning was introduced to the anchoring training of the training ship for third-year students of Tokyo University of Marine Science and Technology, and its effects have been verified. The learning effect of training was confirmed by the questionnaire results of the students. Moreover, the self-evaluations of student and evaluation of instructor confirmed the skill of grasping a ship's position with improved accuracy and learning effects. Self-evaluation and evaluation by the other student, which were introduced as the element of active learning, both demonstrated a positive learning effect. Furthermore, since an effective training method was examined, a result is reported.

This study interrogated the relevance of maritime education and training (MET) at the secondary level as an effective strategy for developing a sustainable supply of maritime labour and to mitigate current and future supply-demand imbalances arising from philosophical and sociological changes in society and in the maritime industry. Secondary education and its associated curriculum may be developed to form the underlying fundamentals of early awareness of maritime concepts targeted at youth of ages 11-18 years. To find answers to five research questions relating to this topic, a mixed method approach was applied in collecting and analysing data. The findings indicate strong evidence of the importance and relevance of MET at the secondary level. They further show this importance as it relates to an appreciation by the youth of the maritime industry as a domain for technical career options and to the creation of a sense of stewardship of the world’s oceans. Despite these positive findings, the study also finds that a number of key stakeholders are unaware of the potential and role of the maritime industry leading to a notable barrier to the implementation of MET at the secondary level and a lack of the necessary rigour and focus on promoting the industry to the youth via MET in secondary education. The study concludes by noting that there is a need for a focus on reforming the curricula of national secondary education system, where appropriate, as a first step towards the achieving the benefits of implementation of MET at the secondary level.

Under the Manila 2010 amendments to the STCW , all crew members on board cruise vessels, mainly those assisting passengers during emergency situations and not only, “should be able to communicate safety-related issues in English or in the language spoken by the passengers and other personnel on board.” Having in view that navigational and safety communications from ship to shore and vice versa, ship to ship, and on board ships must be precise, simple and unambiguous, so as to avoid confusion and error, besides the need to standardize the language used, there is a growing demand of developing communication skills in English, especially for personnel working on cruise vessels, but also on RORO vessels, yachts and small passenger vessels. This is the reason why we have designed, developed and are already delivering the “Maritime English for Auxiliary Personnel" course in Specialized Maritime English to auxiliary personnel working on board cruise vessels to develop their ability to communicate with passengers, mainly during an emergency. The course covers the specific language used to describe the parts of ships, organisation on board ships, all essential safety-related matters and work-specific topics. It also reflects the situations in which auxiliary personnel need to communicate, with each other, with other crew members and with shore side authorities. The final goal of this course is to improve fluency in spoken English in real life situations which, of course, can be both routine and non-routine.

E-learning brings the third wave to Internet applications. E-learning is a new training mode with the open characteristics, which is completely different with traditional training. The evaluation with the use of neuroscience methods and tools of a student’s satisfaction – happiness from using the e-learning system (e-learning platforms, e-games, simulators) poses an important research subject matter. In the present paper, it is presented a research on course conducted in the Marine Training Centre of Piraeus. In particular, this research with the use of a neuroscience tools-gaze tracker and voice recording (lexical analysis), investigates the amount of satisfaction of the students using Engine room simulator (ERS 5L90MCL11, Kongsberg 2003 AS) and ECDIS system by monitoring the users’ eye movement and speech in combination with the use of qualitative and quantitative methods. The ultimate goal of this research is to find and test the critical factors that influence the educational practice and user satisfaction of e-learning marine systems and the ability to conduct full-time system control by the marine crew.

In the presented article, we address the issue of gender inequality in the context of seafarer labor market. In particular, attention was paid to inequalities experienced by women in the first stages of their professional career, including a period of maritime apprenticeship held by female cadets of "maritime navigation" as a field of higher education studies. The analyzes presented here include diagnosis of specific problems faced by cadets during a period of apprenticeship, in the context of its cultural and social conditions. The results of the research induced the authors to suggest desired changes in the field of maritime higher education, which could in the future contribute to the easier entry of women into the maritime labor market and remain on it, due to more stable and transparent conditions for developing their professional careers.
W prezentowanym artykule poruszamy zagadnienie nierówności pod względem płci w kontekście zatrudnienia na morzu. W szczególności zwrócono uwagę na nierówności doświadczane przez kobiety na pierwszych etapach ich morskiej kariery zawodowej, w tym – w okresie realizacji zawodowych praktyk morskich przez studentki kierunku studiów „nawigacja morska”. Przedstawione analizy objęły m. in. diagnozę problemów, jakie napotykają kadetki, w kontekście ich kulturowych i społecznych uwarunkowań. Rezultaty przywoływanego badania skłoniły autorki do wskazania pożądanych zmian w zakresie edukacji wyższej adresowanej do kształcenia marynarzy, co mogłoby w przyszłości przyczynić się do łatwiejszego wchodzenia przez kobiety na morski rynek pracy oraz pozostawania na nim dzięki stabilnym i przejrzystym warunkom realizacji ich karier zawodowych.

The article is inspired by a theoretical and practical discussion on whether the Polish concept of civil maritime education is equal to global sail training movement which took place during the conference “Education and Adventure”, which took place on 16th–17th October 2014 in Jedlnia Letnisko, Poland. I describe the origins of sail training movement and three most characteristic Polish projects: Class Afloat of Krzysztof Baranowski; Blue School and Class Afloat of Education Under Sails Association in the context of sail training and civil maritime education as a theoretical voice in Polish discussion.

Waga przyznawana dla związku Polski z morzem jest ważna dla Marynarki Wojennej RP, zaś dla bezpieczeństwa państwa i jego gospodarki jest bezsporna. Celem artykułu była próba ukazania, w jaki sposób idea edukacji morskiej, tu w rozumieniu dążenia do związania się w przyszłym życiu zawodowym z pracą na morzu, służbą w Marynarce Wojennej RP, czy wreszcie pasją, jaką jest żeglarstwo, jest propagowana i popularyzowana pośród polskiego społeczeństwa. Tekst stanowi próbę odpowiedzi na pytanie, jakie z wątków prezentowanych w dyskusji publicznej w przekazie „tradycyjnym” (analogowe źródła przekazu), jak i internetowym, mają w tym wypadku szczególne znaczenie. W opracowaniu dokonano przeglądu różnych źródeł, podjęto próbę wskazania zakresu i przykładów literatury, publicystyki, wybranych portali i stron internetowych, muzeów itp., co umożliwiło wstępną ocenę skali i do pewnego stopnia metod oddziaływania społecznego znaczenia wychowania obronnego w zakresie edukacji i wychowania morskiego. Jest to szczególnie ważne w kontekście nowej Ustawy o obronie Ojczyzny z 11 marca 2022 r. Tematyka związana z obronnością, wychowaniem obronnym i morskim, edukacją morską oraz dotycząca związków Polski z morzem, jest obecna w przestrzeni publicznej i często dyskutowana. Świadczy to nie tylko o jej popularności, ale i o wadze. Troska o perspektywy tego tematu jest szczególnie ważna w obliczu popularności wśród młodych ludzi zawodów związanych z morzem, w tym niełatwej służby w Marynarce Wojennej. Jeśli najbardziej skromne prognozy perspektyw dla rozwoju Marynarki Wojennej RP pozostaną w dużej części tylko „na papierze”, to zainteresowanie związaniem swoich życiowych losów z morzem i Marynarką Wojenną będzie pośród młodego pokolenia malało.
The importance given to Poland's relationship with the sea is significant for the Polish Navy, while for the state’s security and its economy, it is indisputable. The article aims to show how the idea of maritime education, here in the sense of aspiring to be associated in one's future professional life with work at sea, service in the Polish Navy, or, finally, with a passion such as sailing, is promoted and popularised among Polish society. The text attempts to answer the question of which of the themes presented in the public discussion in the "traditional" way (analogue media sources), as well as on the Internet, are of particular importance in this case. The paper reviews a variety of sources and attempts to identify the range and examples of literature, journalism, selected portals and websites, museums, etc., enabling a preliminary assessment of the scale and, to some extent, the methods of the social impact of the importance of defence education and maritime training. This is particularly important in the context of the new Homeland Defence Act of March 11, 2022. The topics related to defence, military and maritime training, maritime education and the relationship between Poland and the sea are present in the public space and are often discussed. This demonstrates not only its popularity but also its importance. Concern for the prospects of this subject is particularly important given the popularity among young people of professions related to the sea, including the uneasy service in the Navy. If the most modest prognoses of the prospects for the development of the Polish Navy remain, for the most part, only "on paper," the interest in tying one's life's destiny to the sea and the Navy will diminish among the young generation.

Opis:
Sustainable development of the Baltic Sea region cannot be imagined without the continuous improvement of the quality of higher education. Maritime and ecological education takes a special role in the development of this region. Shipping has always had a significant impact on the environmental safety of the Baltic Sea. Safe and reliable operation of a ship’s equipment allows to minimize pollution from ships. The electronic educational resource TotDesigner has been developed for simulator training of marine engineers and bachelor students in the sphere of engineering. This resource allows for the study of the principles of operation, as well as, the design of machines and devices used in maritime and coastal engineering. Through the use of TotDesigner it is also possible to solve various operational tasks. The TotDesigner system may be used in lectures, and in laboratory and practical exercises to consolidate theoretical knowledge and practical skills. The next step in the development of the software is to use mathematical modeling to predict the working modes of the ship’s refrigeration plant. The implementation of this idea will improve the quality of a bachelor student’s scientific-research competence formation in the sphere of engineering.

Jednym z wielu przedmiotów zainteresowania socjologii morskiej, obok ludzi morza, procesów związanych z morzem i lokalnych społeczności nadmorskich, jest od kilku dekad wychowanie morskie. Idea wychowania morskiego oraz działania z nią związane ulegają ciągłym przekształceniom. Celem artykułu jest określenie dzisiejszych sposobów rozumienia wychowania morskiego oraz zasad wprowadzania tej idei w życie przez nauczycieli różnych poziomów nauczania. Autorzy artykułu przedstawiają wyniki badań opinii nauczycieli (badania ilościowe, ankieta pocztowa) zatrudnionych w szkołach województwa zachodniopomorskiego. Starano się odpowiedzieć na dwa podstawowe pytania: jakie formy wychowania morskiego są preferowane przez nauczycieli oraz jakie funkcje powinno ono (ich zdaniem) pełnić w procesie wychowawczym. Zdaniem respondentów wychowanie morskie jest czymś pożądanym, szczególnie jeśli zostanie wpisane w proces budowania tożsamości regionalnej.
One of the interests of maritime sociology beside the maritime professions, social maritime processes, seaside communities has been for decades maritime upbringing. The idea of maritime upbringing as well as the activities associated with it have been constantly transforming. The aim of the article is to specify the current ways of understanding the maritime upbringing and the rules of implementing this idea by teachers of various educational levels. The authors of the article present the results of their survey among teachers (quantitative research, questionnaire survey by post) employed in Westpomeranian schools. As it comes to more detailed research problems the authors make attempt to answer two questions: which forms of maritime upbringing are preferred by teachers and what functions in their opinion it should fulfil in the upbringing process. According to the research maritime upbringing is thought to be desired especially when incorporated in the process of building local identity.

In the paper, divided into two parts, a problem of advancements in maritime education and research facing the 21st century challenges, based on the case study of the Gdynia Maritime University (GMU) experience is discussed. Part I is devoted to the main directions of advances in the maritime education and research towards the challenges in a global meaning. In this context, the education and research potential of the Gdynia Maritime University, as one of the world-leading maritime universities, is shortly presented. Part II is dedicated to the Gdynia Maritime University experiencing the 21st century challenges. The GMU’s contribution and good practices concerning the participation in modification of the processes of the IMO STCW 78/2010 convention, adoption of programmes into the international and national qualification frameworks’ standards and procedures, as well as the development of research addressed to a new technological and organizational solution are described and analyzed.

Opis:
Strength of educational system depends upon the quality pf teachers. Teachers have always been considered as one of the noblest professions. (Naz, 2016). Students are generally influenced by their teachers because they spend most of their time at school (Rahaman, 2010; Rosen, 2010). To teach students according to today’s standards, teachers need to understand subject matter deeply and flexibly so that they can help students create useful cognitive maps, relate one idea to another, and address misconceptions. Teachers need to see how ideas connect across fields and to everyday life. Teachers use suitable strategies and resources to follow instructions according to the needs of the needs of individuals and groups of students. Teachers should guide pupils learning in analyzing. Teachers should provide manifold models and explanations of concepts behaviors and skills. Teachers provide creative and critical thinking, problem solving ability, curiosity. They should know how to use various technological and communication. They should believe in change and flexibility in teaching learning process (Rahaman, 2010; Rosen, 2010).

It is the basic requirement of maritime safety education to guarantee the safety of teaching operation while training the crew's occupation safety capability. Marine Training Center of Shanghai Maritime University has undertaken the practical teaching of "marine survival" for many years and come up with the whole safety procedures of training. Based on the requirements of SOLAS convention and regulations of STCW over crew training, this paper introduces the safety allocation, utilization and maintenance of teaching equipments. Through the investigation of the safety situation of students' practical operation, the safety teaching method named "four in one" has been put forward, which includes the pre-teaching safety precaution, the whole monitor during the teaching process, the post-teaching summary evaluation, and the reset and standby of teaching facilities. Finally, during the learning and training of "marine survival", crews and students are called on to place priority on personal safety rather than acquisition of knowledge and skills. Only in this way can they be capable of self-protection and protection of others in the career of seafaring.

The Merchant Shipping (Training and Certification) Regulations of Kenya adapt The International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW Convention) and the Standard Training, Certification, and Watchkeeping (STCW Code) for Seafarers. The STCW Convention and Code defines the quality standards at a minimum requirement as the harmonized threshold for contracting parties, which includes Kenya. Educational Institutions in Kenya primarily uses Quality Management Systems in application of quality to education and training. This is however contrary to the requirements of the STCW Convention and Code for institutions engaged in Maritime Education and Training. The paper focusses in assessing the extent of non-compliance, the circumstantial challenges and thereafter proposes a framework to address challenges in implementing Quality Standard Systems.

Maritime upbringing is the category used by maritime sociologists at least for half a century. At first the authors take an attempt to reconstruct the idea of maritime upbringing which emerged after the Second World War. Next they refer to the idea of maritime upbringing and education discussed during the transformation and then to the current understanding and ways of implementing it in Poland and abroad. The authors conducted an introductory research project among Polish Westpomeranian teachers to find out about the scope, significance and forms of maritime upbringing realized these days in Polish seaside areas. They elaborate on the results concentrating on forms and goals of maritime upbringing as well as the prospects for the seaside region development.
Wychowanie morskie jest kategorią używaną przez socjologów morskich przynajmniej od półwiecza. Na wstępie autorzy podejmują próbę zrekonstruowania idei wychowania morskiego, która pojawiła się po II wojnie światowej. Następnie odnoszą się do wychowania morskiego i edukacji morskiej jako zagadnień podejmowanych w czasie transformacji, jak również do obecnego rozumienia i dróg realizowania wychowania morskiego w Polsce i poza jej granicami. Autorzy przeprowadzili wstępne badania wśród zachodniopomorskich nauczycieli, by dowiedzieć się, jaki jest: zakres, znaczenie i formy wychowania morskiego praktykowanego współcześnie na polskim wybrzeżu. Opisują oni rezultaty, koncentrując się na formach i celach wychowania morskiego, a także perspektywach rozwoju regionu.
