The article discusses an algorithm devised for presentations of acceptable solutions to collision situations of ships at sea. The solutions, course alteration ranges, are determined in compliance with the Collision Regulations. The solutions account for cases where more than two vessels are involved in a collision situation. The algorithm has been implemented into NAVDEC, a navigational decision support system. The presented results have been obtained in field research, onboard the motor vessel “Nawigator XXI”.

The paper concerns the modelling of lateral dynamics of vehicle movement. Two concepts related to vehicle steering were presented and compared with each other in this paper. One of them was related to the idea of a curvilinear motion assistance system, which might be used for automatic vehicle driving or for the correction of driver's actions. It aimed at the optimization of the steering wheel input in terms of the correctness of performance of typical manoeuvres. The other one was related to the realization of steering assistance. It concerned the evaluation of steering control guality by determination of the steering effort value. For the analysis of the correctness of typical manoeuvres performance, a double lane-change manoeuvre was chosen. To evaluate the correct performance of the manoeuvre an objective function was adopted and presented in the paper. A computer simulation oftwo examples of the typical double lane-change manoeuvre was carried out. The first example concerned an avoidance of an obstacle having suddenly sprung up and the second one concerned an avoidance of an obstacle without the element of surprise. Some examples of computer simulation results were presented and discussed in the paper.

In the paper, mathematical relationships which are used to describe kinematic variables of the aircraft-obstacles configuration and motion of the aircraft are presented. These define the base for the set of conditions enabling determination of the possibility and threat of collision. The second important aim of such a definition is creation of prerequisites for selection of an appropriate anti-collision manoeuvre, computation of reference signals and inequalities used as limitations on these signals in the automatic flight control process. Theoretical analysis is illustrated by an example of computer simulation of the flight of aircraft. Two anti- -collision manoeuvres are studied in this experiment. The first one, performed in a vertical plane, consists in emergency climbing. The second one, performed in the horizontal plane, is shaped by three turns, each one of small radius, to go around the obstacle and then return to the previously realised flight path.

The paper indicated the results of the vehicle motion trajectory calculations determined on the basis of the recorded waveforms of the acceleration vector and angular velocity components during the double lane change maneuver, taking into account the errors of acceleration sensors reset (zeroing). For the sake of simplicity, it was assumed that the zeroing errors apply only to the linear acceleration sensors, while the angular velocity sensors show exact values at the time t = 0 s (when starting the double lane change maneuver). During the analysis of the results of the experimental research, the vehicle kinematics model was used, in which right-handed coordinate systems were used: global and two local coordinate systems. The differences in the results of the calculations were determined and possible causes of these differences were indicated. The test results indicate that special attention should be paid to zeroing the acceleration sensors, in particular the ay component.

Radar target tracking on a sea-going ship is a basic source of information about movement of other vessels, influencing directly safety of navigation. The research on improving of tracking methods has led to a new concept of multiple model neural filtration, which is a combination of multiple model approach with the use of artificial neural networks for the needs of estimation of movement vector. One of the key issue during designing of filter id to establish rules of interaction between elementary filters. The paper presents the most popular methods of manoeuvre detection and interaction of elementary filters in the numerical filtration. The modifications of them for the needs of neural tracking are proposed. Additionally, a concept of use of probabilistic neural network for this purpose is described. The idea was checked in the experimental research with the use of simulation. The result of the research confirmed usefulness of using PNN in multiple model filtration, showing however simultaneously the directions of future research in this. The research was financed by Polish National Centre of Science under the research project “Development of radar target tracking methods of floating targets with the use of multiple model neural filtering”.

By using fully theoretical method the heeling moment due to centrifugal forces has been determined for a small river cruiser in turning manoeuvre. The authors applied CFD software for determination of hull hydrodynamic forces, and open water characteristics of ducted propeller for estimation of thrust of rudder-propellers. Numerical integration of equations of 3DOF motion was used for prediction of ship trajectory and time histories of velocities, forces and heeling moment.

The paper introduces a visualization method that enables the navigator to estimate an encounter situation and choose collision avoidance manoeuvre if necessary. It is based on the CTPA method and offers new features: fuzzy sectors of forbidden speed and course values and the possibility to use any given ship domain. The method is fast enough to be applied in the real-time decision-support system.

In this paper is presented possible application of the theory of semi-Markov processes to elaborating an eight-state model of the process of occurrence of serviceability state and unserviceability states of sea-going ships making critical manoeuvres during their entering and leaving the ports. In the analysis it was taken into account that sea-going ships are in service for a very long time t (t → ∞). The model was elaborated to determine the probability (P0) of correct execution of critical manoeuvres during ship’s entering and leaving the port as well as the probabilities Pj(j = 1, 2, 3, …, 7) of incorrect execution of critical manoeuvres by a ship, that leads to marine accidents. It was assumed that such accidents result from: ship’s grounding on port approaching fairway, collision with a ship on port approching fairway, collision with a pierhead during passing through port entrance, collision with a hydrotechnical structure during ship’s passing through port channels, collision with a port quay during coming alongside it and collision with a ship already moored to the quay. The probability (P0) was assumed a measure of safe execution of a critical manoeuvre. The probability characterizes possibility of avoiding any collision during ship’s entering and leaving the port. The probability Pa = 1 – P0 was assumed a measure of occurrence of a collsion and - consequently - marine accident. The probability Pa was interpreted as a sum of the probabilities Pj(j = 1, 2, 3, …, 7) of occurrence of all the selected events. In summing up the paper, attention was drawn to its merits which - in opinion of this author - are crucial for research on real process of accidents during entering the port and leaving it by sea-going ship in difficult navigation conditions.

The display mode is intended for facilitation of building strategies for collision avoidance by so-called B-manoeuvres. It can be used in ECDIS, ARPA and the simulator systems. B-manoeuvre includes the segment of deviation at a certain angle from the initial course and at the end of it the segment parallel to the initial way’s line (planned route). The offered mode is based on the use of forbidden domains for B-manoeuvres. These domains allow choosing parameters and beginning moment of B-manoeuvre for collision avoidance with one or a few vessels. The account of presence of navigation hazards at the choice of B-manoeuvre is produced by setting the borders of maximum lateral shifting from planned route. The offered mode enables visual drafting of strategies for collision avoidance with vessels by successive B-manoeuvres. It is possible to use this mode as basis of computer search of strategies for collisions avoidance with a few targets.

The article presents the analysis of anomaly of rotor dynamics in ultra-light helicopter - Robinson R22. Robinson R22 is two-seat, two-blade main rotor and single-engine helicopter, well known as simple and common used aircraft because of low price and high availability. At the same time, large number of accidents and strictly defined rules (recommended piloting technique) and weather condition for safe flight show disadvantages of Robinson R22. The reason for considering this topic is the analysis of different flight properties and helicopter behaviour as well as easy entering into dangerous flight manoeuvre. In the article different flight properties and loss of control during the pull-up, manoeuvre or vertical gusts of wind and mast bumping accidents were analysed. Analysis shows that problem may be caused by construction of three-hinged rotor hub, designed and patented by F. Robinson. Article presents model of rotor hub and review of main rotor and rotor hub construction in light helicopters. Because of number of accidents, caused by the unusual behaviour of Robinson R22, restrictive pilotage rules were introduced: prohibition of flight in certain weather conditions, the necessity of attending additional training conducted by trained instructors. To reduce the probability of an accident a special instruction for specific Robinson R22 properties was created. Moreover, the statistics of accidents resulting from loss of control and review of legal changes caused by Robinson R22 accidents are presented.

In this paper we highlight and discuss a Swedish equality paradox in two different spheres: entrepreneurship and politics. We focus on the EU Structural Funds and women entrepreneurs' access to resources through the European Regional Development Fund (ERDF). Combining human geography and political science, we draw upon network and partnership theory posing questions concerning the room for manoeuvre for women entrepreneurs to gain access to relevant networks, to create new networks in order to establish relations with EU related partnerships, and to gain access to the process of allocating EU structural fund financial resources.

Zwykle w punktach skrzyżowania kilku linii kolejowych, w miejscach powstawania lub zanikania znacznych potoków wagonów, jak np. w rejonie wielkich miast, albo w pobliżu dużych zakładów produkcyjnych, zachodzi potrzeba wykonania znacznej pracy manewrowej. Warto jest analizować pracę stacji rozrządowych w zmieniających się warunkach, aby wskazywać kierunki poprawy funkcjonowania stacji rozrządowych. Podstawowy zakres pracy manewrowej stanowi rozrządzanie i zestawianie składów pociągów towarowych. Ważne jest wobec tego, aby zakłócenia w technologii pracy górek rozrządowych były możliwie małe i nie wpływały znacząco na pracę manewrową stacji. W pracy starano się przeanalizować problem liczby zespołów operacji przygotowawczych na grupie przyjazdowej stacji rozrządowych w interakcji z czasem ich pracy. Artykuł jest kontynuacją wcześniejszych rozważań autorów w tym zakresie.
Usually, at the intersections of several railway lines, where large streams of wagons are being concentrated or split-up, such as in big cities, or near large manufacturing plants, significant manoeuvre works are required. It is worth to analyse the operation of marshalling yards under changing conditions in order to improve and optimise their functioning. The main goals of operation of marshalling yards are arranging and composing the freight trains. Therefore it is important to minimise disturbances in the hump operation technology so that they do not affect the marshalling yards operation significantly. In this paper the problem of the number of preparatory operation on the arriving set of wagon in interaction with their time of operation was analysed. The article is a continuation of the previous consideration of the authors in this respect.

W pracy starano się przeanalizować wielkość zakłóceń mających wpływ na technologię pracy górek rozrządowych. Głównie skupiono się na nieprawidłowościach w pracy górek rozrządowych wynikających z uszkodzeń hamulców torowych na górce rozrządowej. Zaproponowano pewne rozwiązania mające poprawić jakość pracy manewrowej na górce.
Usually at railroad crossings comes to formation of large streams of railway cars. These are mainly located in metropolitan areas or near big production facilities. Huge amount of manoeuvre tasks emerge at these hump yards. Basic manoeuvre assignments include management of coupling/uncoupling of cars to freight trains. That is why minimisation of hump yard malfunction risk plays a crucial role. The paper analyses the amount of disturbances and their influence of work flow at hump classification yards. Authors mainly concentrate on workflow at hump yards and on management of retarders’ failures. We propose specific solutions improving the quality of manoeuvre work at the hump.

The paper introduces a new numerical deterministic method of finding the necessary course alteration manoeuvre in a multi-target encounter situation for a given ship domain model. Its simplicity, flexibility and low computational complexity make this algorithm a useful component for real-time systems, where processing time is of importance. The algorithm is presented explicitly, so that it could be directly applied in any on-board collision avoidance system or VTS system. Example results of its use are also provided.
