    Opis:
    This paper concerns a viscoelastic Kirchhoff-type equation with the dispersive term, internal damping, and logarithmic nonlinearity. We prove the local existence of a weak solution via a modified lemma of contraction of the Banach fixed-point theorem. Although the uniqueness of a weak solution is still an open problem, we proved uniqueness locally for specifically suitable exponents. Furthermore, we established a result for local existence without guaranteeing uniqueness, stating a contraction lemma.

    Local existence of solutions is proved for equations describing the motion of a viscous compressible barotropic and self-gravitating fluid in a domain bounded by a free surface. First by the Galerkin method and regularization techniques the existence of solutions of the linearized momentum equations is proved, next by the method of successive approximations local existence to the nonlinear problem is shown.

    We consider the initial problem for a quasilinear partial functional differential equation of the first order [formula], z(t, x) = varphi(t, x) ((t, x) ∈ [-h0, 0] x Rn) where z(t, x) : [-h0, 0] x [-h, h] → R is a function defined by z(t, x) (τ, ξ) = z(t + τ, + ξ) for (τ, ξ) ∈ [-h0, 0] x [-h, h]. Using the method of bicharacteristics and the fixed-point theorem we prove, under suitable assumptions, a theorem on the local existence and uniqueness of classical solutions of the problem and its continuous dependence on the initial condition.

    The local existence and the uniqueness of solutions for equations describing the motion of viscous compressible heat-conducting fluids in a domain bounded by a free surface is proved. First, we prove the existence of solutions of some auxiliary problems by the Galerkin method and by regularization techniques. Next, we use the method of successive approximations to prove the local existence for the main problem.

    We consider the motion of a viscous compressible barotropic fluid in ℝ³ bounded by a free surface which is under constant exterior pressure, both with surface tension and without it. In the first case we prove local existence of solutions in anisotropic Hilbert spaces with noninteger derivatives. In the case without surface tension the anisotropic Sobolev spaces with integration exponent p > 3 are used to omit the coefficients which are increasing functions of 1/T, where T is the existence time.

    We investigate the behaviour of the meniscus of a drop of liquid aluminium in the neighbourhood of a state of equilibrium under the influence of weak electromagnetic forces. The mathematical model comprises both Maxwell and Navier-Stokes equations in 2D. The meniscus is governed by the Young-Laplace equation, the data being the jump of the normal stress. To show the existence and uniqueness of the solution we use the classical implicit function theorem. Moreover, the differentiability of the operator solving this problem is established.

    We abandon the setting of the domain as a Cartesian product of real intervals, customary for first order PFDEs (partial functional differential equations) with initial boundary conditions. We give a new set of conditions on the possibly unbounded domain Ω with Lipschitz differentiable boundary. Well-posedness is then reliant on a variant of the normal vector condition. There is a neighbourhood of ∂Ω with the property that if a characteristic trajectory has a point therein, then its every earlier point lies there as well. With local assumptions on coefficients and on the free term, we prove existence and Lipschitz dependence on data of classical solutions on (0,c)×Ω to the initial boundary value problem, for small c. Regularity of solutions matches this domain, and the proof uses the Banach fixed-point theorem. Our general model of functional dependence covers problems with deviating arguments and integro-differential equations.

    The local-in-time existence of solutions of the free boundary problem for an incompressible viscous self-gravitating fluid motion is proved. We show the existence of solutions with lowest possible regularity for this problem such that $u\in W^{2,1}_r(\widetilde{{\mitΩ}}^T)$ with r>3. The existence is proved by the method of successive approximations where the solvability of the Cauchy-Neumann problem for the Stokes system is applied. We have to underline that in the $L_p$-approach the Lagrangian coordinates must be used. We are looking for solutions with lowest possible regularity because this simplifies the proof and decreases the number of compatibility conditions.

    Ustawa z dnia 5 lipca 2018 r. o ułatwieniach w przygotowaniu i realizacji inwestycji mieszkaniowych oraz inwestycji towarzyszących dopuszcza je bez względu na to, czy dla objętych nimi nieruchomości istnieje miejscowy plan zagospodarowania przestrzennego, w tym bez względu na to, jak plan określa przeznaczenie nieruchomości. Inaczej mówiąc, wspomniane inwestycje mogą zostać zrealizowane na nieruchomościach, które w planie miejscowym przeznaczone są na całkowicie inne cele, w tym na wydobywanie kopalin. O takiej lokalizacji orzeka rada gminy, działając w drodze uchwały. Projektowana lokalizacja w granicach terenów występowania udokumentowanych złóż kopalin oraz tzw. terenów górniczych wymaga m.in. uzgodnienia z właściwym miejscowo organem administracji geologicznej. Brak jego stanowiska w terminie 21 dni uważa się za dokonanie uzgodnienia. W odniesieniu do złóż nieobjętych koncesjami na ich wydobywanie ustawa nie wskazuje przesłanek, którymi należy kierować się dokonując takiego uzgodnienia. Istnieje obawa, że może to doprowadzić do zabudowy nieruchomości w sposób, który uniemożliwi późniejsze wydobywanie kopaliny.
    The Act of July 5, 2018 on Facilitating of Preparation and Implementation of Housing and Accompanying Investments allows such investments irrespective of the existence of a local development plan or determination of use of land in the local development plan. In other words, the abovementioned investments may be implemented on land with a completely different designation according to the local development plan, as for example the mining of minerals. The location of the investment is decided by a resolution of the municipal council. If the planned location is to be situated within the boundaries of documented mineral deposits and the so-called „mining areas”, it needs, among others, to be agreed with the appropriate geological administration authority. Not taking a position within 21 days is considered as a consent. With reference to the deposits not covered by mining licenses, the Act does not indicate the premises that should be taken into consideration while providing 112 such consent. There is a concern that this may lead to the development of the land in a way that will cause the subsequent extraction of the mineral impossible.

    Przedmiotem niniejszego artykułu jest wskazanie miejsca rządowej władzy wykonawczej w rozległym systemie prawa administracyjnego. Praca ukazuje strukturę organów egzekutywy oraz ich hierarchiczne relacje na różnych szczeblach i w rozmaitych formach. Omówiono ustrojowe podstawy jej prawnego bytu oraz wskazano najważniejsze zadania i kompetencje. Treść pracy odwołuje do aktualnego stanu faktycznego reprezentacji władzy wykonawczej. Uwagę poświęcono procesom stosowania prawa – w ramach organizacyjnej siatki administracji rządowej, której zagnieżdżenie odpowiada istotnej zasadzie konstytucyjnej: centralizacji i dekoncentracji rządu wobec decentralizacji organów samorządowych. W tym zakresie wskazano rolę wojewody jako reprezentanta Rady Ministrów w terenie i naszkicowano tryb, w jakim koresponduje on z organami samorządu. Ze względu na rozległość tematyczną zagadnienia, praca dotyka jedynie podstawowych, a zarazem najważniejszych celów i założeń funkcjonowania rządu RP, a kwestie szczegółowe ujęto w formie licznych odwołań, bibliografii i wykazów aktów normatywnych.
    The subject of this article is to indicate the place of the executive government in an extensive system of administrative law. The following study presents the structure of executive organs and their hierarchical relations at various levels and forms. System foundations of its legal existence were discussed, and the most significant tasks and competences were pointed out. The content of the presented study refers to the current state of the executive authority. Particular attention was devoted to law enforcement processes – within the framework of the organizational network of governmental administration, which entity corresponds to an important constitutional principle: centralization and deconcentrating of the government towards the decentralization of local government bodies. In this regard, the role of the provincial governor as a regional representative of the Cabinet was indicated and the mode in which the provincial governor corresponds with local government bodies was outlined. Due to the thematic scope of the issue, the paper focuses only on the basic and also the most important aims and assumptions of the Polish government functioning. Specific issues are included in the form of numerous references, bibliographies and lists of normative acts or legal texts.
