Opis:
This article presents two aspects regarding marine equipment control and monitoring. The first one is the issue of remote and local control in the maritime and land industry. The second is the economical and efficient use of redundant devices. This article describes the structure of remote control implemented on vessels. Paper presents an idea of control that combines remote and local control to provide optimal use of redundant devices with simultaneous increase of system reliability. The whole concept is shown on the built physical model with the control and operator panels. The control was implemented using freely programmable controller and HMI panel.

W artykule przedstawiono problematykę związaną z przebudową Linii E-20 na odcinku Warszawa – Siedlce. Główny nacisk w artykule postawiono na charakterystykę Lokalnego Centrum Sterowania w Mińsku Mazowieckim. Centrum to jest przykładem rozwiązań stosowanych obecnie na kolejach polskich na modernizowanych odcinkach linii, przy dostosowywaniu ich do prędkości 160 km/h.
This paper presents problems connected with reconstruction of the E-20 section Warsaw - Siedlce. The main emphasis in the article there was to characterize the Local Control Center in Minsk Mazowiecki. This center is an example of solutions currently used on Polish railways on upgraded sections of the line, to adapt them to the speed of 160 km / h.

Within the existing model of control in local government, the domineering position was held by a legislative and controlling body, realising its controlling functions mainly through an audit commission, other commissions and in pleno. Its control extended over the activity of the executive body, local government organisational units, and – within a municipality – auxiliary units. Within this model, a councillor did not have any statutory individual controlling competences. The Bill on Amending Certain Acts in Order to Increase the Participation of Citizens in the Process of Electing, Functioning and Controlling Certain Public Bodies (print no. 2001 of 10 November 2017; www.sejm.gov.pl) has given the councillors aset of competences in the area of controlling, which cannot be subject to clear assessment. Without any doubt, a positive aspect is giving the councillors the right to make major parliamentary questions and queries, which until now has only been granted in the bylaws of local governments. However, granting the councillors individual controlling rights shall be deemed negative. The basic drawbacks of this solution give us the basis to conclude that they will not have a negative impact on the image of a councillor as a member of a legislative and controlling body, and – in consequence – on the image of the local government among local communities.

Prognozowanie warunków pogodowych odgrywa szczególnie istotną rolę z punktu widzenia zapewnienia bezpieczeństwa ruchu drogowego oraz właściwego utrzymania dróg. W pracy przedstawiono krótką charakterystykę deterministycznego modelu METRo oraz przykładowe wyniki predykcji temperatury nawierzchni drogi z wykorzystaniem modułu prognostycznego.
Proper prediction of weather conditions is of great importance to provide road safety and appropriate maintenance activities. The problem of working out short-term predictions of road surface conditions is still an actual research issue, due to complexity of phenomena referring to the road surface. In paper authors are presenting a short characteristics of the METRo model and example results of prediction of road surface temperature.

The article explores the subject of diversification of local tax policy and its fiscal consequences in Poland in 2007–2019. It focuses on various types of municipalities and tax governance tools they use (establishing tax rates, applying tax exemptions and non-statutory reliefs). The analysed taxes include immovable property taxes (property tax, agricultural tax) and movable property ones (tax on means of transport). Theoretical and empirical analyses confirmed the hypotheses. Polish municipalities utilize tax governance tools on a small scale and their taxation policies differ depending on the category of local tax and the type of municipality.

Samorząd terytorialny jest ważnym elementem systemu politycznego państw demokratycznych. Zaspokaja liczne potrzeby zbiorowe, uczestniczy również w wykonywaniu władzy publicznej. Powoduje to konieczność sprawowania kontroli nad działalnością jednostek samorządu terytorialnego, która może być kontrolą państwową (publiczną), jak również społeczną. W artykule podjęto problematykę kontroli prowadzonej przez członków wspólnot lokalnych i regionalnych, skoncentrowano się na konsekwencjach jej instytucjonalizacji prawnej. Posłużono się przykładem nowej formy kontroli, jaką jest debata nad raportem o stanie jednostki samorządu terytorialnego. Stosując metody analizy instytucjonalno-prawnej i porównawczej zweryfikowano tezę: prawna instytucjonalizacja kontroli społecznej ułatwia obywatelom jej podejmowanie, stwarza lepsze warunki kontrolowania poczynań władz lokalnych i regionalnych, a zalety instytucjonalizacji kontroli przeważają nad jej pewnymi mankamentami.
Local self-government is an important element of the political system of democratic countries. It satisfies numerous collective needs and also participates in the exercising of public authority. This makes it necessary to exercise control over the activities of local government units. The article deals with the issues of control carried out by members of local and regional communities, and focuses on the consequences of its legal institutionalization. An example of a new form of control was used, which is the debate on the report on the state of a local government unit. Both the institutional-legal analysis and the comparative method have been applied to verify the following thesis: legal institutionalization of social control makes it easier for citizens to undertake it, creates better conditions for controlling the actions of local and regional authorities, with the advantages of institutionalization of control outweighing its certain shortcomings.

Problematyka kontroli zarządczej w sektorze finansów publicznych określona została w przepisach ustawy o finansach publicznych. Jej koncepcja zakłada przede wszystkim zmianę w stylu zarządzania na wzór rozwiązań przyjętych w corporate governance. Najogólniej mówiąc, filozofia kontroli zarządczej sprowadza się do samodoskonalenia urzędów administracji publicznej, w szczególności poprzez umiejętne zarządzanie ryzykiem, co w konsekwencji ma diagnozować luki w mechanizmach kontroli. Sprawność i efektywność działania jednostek samorządu terytorialnego w znacznej mierze uzależnione są od uwzględnienia postulatów kontroli zarządczej. W artykule przedstawiono wybrane wyniki badań ankietowych, których przedmiotem była ocena organizacji kontroli zarządczej w samorządzie terytorialnym z uwzględnieniem standardów kontroli zarządczej.
The issue of management control in the public finance sector is specified in the provisions of the Public Finance Act. Its concept assumes, above all, a change in the style of management based on the solutions adopted in corporate governance. Generally speaking, the philosophy of management control comes down to self-improvement of public administration offices, in particular through skillful risk management, which consequently is to diagnose gaps in control mechanisms. The efficiency and effectiveness of the operation of local government units depends to a large extent on the inclusion of postulates of management control. The article presents selected results of surveys, the subject of which was the assessment of the organization of management control in the local government, including the standards.

The subject of the article is the analysis of the rights of councillors regarding an individual oversight of municipal companies. The article identifies interpretation problems that may arise in the exercise of these powers. Doubts may concern the definition of entities obliged to provide information, linking the scope of information with the mandate exercised by a gmina (commune) councillor. Additionally, the problem of refusal or failure to provide information to councillors arises. If such information is classified as public, councillors may attempt to obtain it only according to the relevant statute. However, if this qualification is taken into account, the introduction of separate provisions, which are not sanctioned, raises doubts.

W  tekście omówiono teorię kontroli społecznej na przykładzie kontroli rodzicielskiej oraz sposobów konformizowania swoich członków przez społeczność lokalną. Obie instytucje socjalizacji wymuszają porządek (ład) społeczny za pomocą dwóch form kontroli: bezpośredniej (zewnętrzne sankcje) oraz pośredniej (więź społeczna). W tekście dowodzi się, że umiarkowany poziom kontroli jest wyraźnym czynnikiem chroniącym przed przestępczością.
The text discusses the theory of social control on the example of parental control and local community ways to conform its members. Both institutions of socialization enforce the social order by means of two forms of control: direct (external sanctions) and indirect (social bond). The text argues that a moderate level of control is a protective factor for crime.

The concept of management control in the Polish legal system has been implemented together with the amendment to the provisions of the Public Finance Act of 27 August 2009. The essence of management control concerns a different view of local government decision-makers on managerial activity in public administration. Management control solutions contribute to increasing the quality, efficiency and effectiveness of public services. In the activities of local government units, the concept of management control may also contribute to the self-improvement of local government administration. The main purpose of the article is an attempt to assess and demonstrate the functioning of management control in local government units in Poland. The practical goal was to illustrate the solutions that local government decision-makers can implement to design management control systems in offices. The research hypothesis is as follows: The effective implementation of public tasks by the local government depends on the quality of the management control system. The hypothesis was verified by means of an electronic questionnaire. The research conducted demonstrated that the proper functioning of management control depends on the involvement of the head of a local government. A helpful instrument in assessing management systems is the use of internal audit. The research results illustrated that an obligatory audit commission is of little importance in ensuring the efficiency of management systems in local government administration. As for risk management, respondents pointed out that the main barrier to achieving this goal of management control is, unfortunately, a lack of a uniform risk management methodology in the public sector.
Koncepcja kontroli zarządzania w polskim porządku prawnym została wdrożona wraz ze zmianą przepisów ustawy o finansach publicznych z 27 sierpnia 2009 r. Istota kontroli zarządzania dotyczy odmiennego spojrzenia decydentów samorządu na działalność jednostek administracji publicznej. Rozwiązania kontroli zarządczej przyczyniają się do podnoszenia jakości i wydajności świadczonych usług publicznych. Skuteczna kontrola zarządcza zapewnia również realizację celów. W działalności jednostek samorządu terytorialnego koncepcja kontroli zarządczej może również przyczynić się do samodoskonalenia administracji samorządowej poprzez zarządzanie ryzykiem. Głównym celem artykułu jest ocena oraz ukazanie funkcjonowania kontroli zarządczej w jednostkach samorządu terytorialnego w Polsce. Celem zaś praktycznym jest próba wskazania decydentom samorządowym rozwiązań, które mogą być wykorzystane do projektowania systemu kontroli zarządczej w urzędach. Postawiona hipoteza badawcza to: skuteczna realizacja zadań publicznych przez samorząd terytorialny uzależniona jest od jakości systemu kontroli zarządczej. Weryfikacji postawionej hipotezy dokonano za pomocą elektronicznego kwestionariusza ankiety. Przeprowadzone badania ukazują, że poprawne funkcjonowanie kontroli zarządczej uzależnione jest od zaangażowania kierownika JST. Pomocnym instrumentem w ocenie systemów zarządzania jest audyt wewnętrzny. Wyniki badań pokazują, że obligatoryjna komisja rewizyjna jest mało istotna w zapewnieniu sprawności działania systemu zarządzania w urzędach samorządowych. Jeżeli chodzi o zarządzanie ryzykiem – respondenci wskazali, że główną barierą w realizacji tego celu kontroli zarządczej jest brak jednolitej metodologii zarządzania ryzkiem w sektorze publicznym.

Regulation methods of the receiving node voltage has been analyzed in the paper. There has been used Thevenin equivalent to develop, simulate and analyze these methods. The paper presents also an on-line method of Thevenin model parameters updating using local phasor measurements. Based on this model influence of the voltage regulation on the local stability margin of the receiving node has been analyzed. Three methods of voltage regulation: transformer tap changing, compensation of reactive power and under voltage load shedding have been examined.

In this paper, the hybrid method connects the ultrasonic spraying method with a injector of complex cooling micro-jet system is presented. The use of properly constructed injector allows for local and selective cooling of the coating structure immediately after spraying process. The construction of injector is the subject of patent in Polen. The presented new technology gives practical possibility of control of coatings structure. This is the kind of positive feedback between the technology process and obtained product (the quality of the process increases the quality of the final product). The initial experimental investigations, presented in this paper, show, that the obtained coatings structure is: fine-dispersion of the grain, with a lower porosity, good compactness and adhesion to the substrate.
