Opis:: W artykule przedstawiono historyczny zarys znaczenia transportu śródlądowego w systemie transportowym Polski. Wykazano, że od lat osiemdziesiątych ubiegłego wieku obserwuje się stały regres znaczenia tej gałęzi transportu w Polsce. Zasadniczy wpływ na taki stan, prócz zmian w strukturze podaży ładunków, ma degradacja dróg wodnych, a szczególnie Odrzańskiej Drogi Wodnej (ODW). Droga ta, która w przeszłości spełniała wymogi klasy III, obecnie na wielu odcinkach ma tylko parametry klasy II. Znaczącym elementem rozwoju śródlądowego transportu wodnego jest dostosowanie się tej gałęzi do nowych istniejących i rozwijanych technologii transportu, a zwłaszcza do transportu kontenerów. Transport ten jest możliwy nawet w obecnie występujących warunkach nawigacyjnych przy wykorzystaniu istniejącej floty.
The article presents a historical outline of the importance of inland waterway transport in the Polish transport system. It has been shown that since the 80s of the last century steady regression in that sector of transport in Poland has been noticed. A major impact on the state, except for changes in the structure of the goods supply, has the degradation of waterways, especially the Oder Waterway. The waterway, which in the past met the requirements for Class III, now in many places meets only Class II. A significant element in the development of inland waterway transport, is to adapt the system to existing and new transportation technologies developed on a global scale, particularly the transport of containers. Containers transport is possible even with the currently existing navigation conditions, using the existing fleet.

Opis:: The article presents an analysis of offenses in inland navigation in 2013-2017, based on the number and reasons for issuing fines by Offices of Inland Navigation in Poland. In the investigated period, in Poland, over 1,300 fines were issued on the basis of five articles of the Act of 21st of December 2000 on Inland Navigation. Based on the collected data, the most common reasons for punishing crews of inland vessels were determined and the impact of these offenses on the safety of inland navigation in Poland was identified. In addition, recommendations for changes in the classification of offenses were presented due to the too wide spectrum of individual articles, which adversely affects the ability to interpret the most common offenses and makes it difficult to assess the causes and effects of their occurrence.

Opis:: Socio-economic development creates a lot of problems and challenges. At various levels, these problems are different, for example: • globalisation, generating increased demand for transport, presents new challenges for transport, especially international; • increasing disparities in regional development, as a source of social problems, make it necessary to look for more effective ways of eliminating these disparities; • problems of towns and large cities, associated amongst other things with the growing needs of transport and insufficient infrastructure, reduce the standard of living and require an urgent solution. Contemporary socio-economic problems have significant impact on transport, but on the other hand through changes in transport, many of them can be partly solved. This article aims to analyze the possibilities of developing inland waterways to solve today’s social and economic problems.

Opis:: The purpose of the present paper is to present the most important aspects for competency-based education and training for both maritime and the Inland Waterways sector, to ensure that every student/trainee in the EU possesses the same competencies on operational level (OL) and management level (ML) after graduating from their study or training. To reach these goals, trainers need to be able to educate and train students in the competency based system, which serves two purposes: defining minimum key competencies needed for crew members on board maritime and IWT vessels throughout the EU or worldwide, and thereby improving safety of navigation at sea and on the European interconnected waterways, and an increased level of labour mobility for crew members educated with the competencies as laid down in STCW 2010 and the new European directive.

Opis:: Model tests of propeller performance in bollard conditions, in deep and shallow water, were carried out at Ship Design and Research Centre in Gdansk. Corresponding calculations of propeller performance with account for finite dimensions of canal cross-section were carried out at Wroclaw University of Technology by using their own theoretical model of propeller -hull interaction. The calculations were carried out in model scale, at the same water depth as in model tests. For given hull form, propeller geometry and canal cross-section the HPSDK computer code was used to calculate wake fraction, as well as propeller thrust, torque and efficiency. The distribution of pressure on waterway bottom and ship sinkage were also determined.

Opis:: For many years, satellite systems have seen widespread use in a variety of technical applications, as well as in operations related to setting-out and the exploitation of track infrastructure. Their main applications include an inventory of the trackage course and detecting changes in its position. In both of these tasks, the most important element that determines the quality of an analyses is the high accuracy of the determinations being carried out. Satellite surveying techniques are not always sufficiently accurate, and in such cases, it is necessary to employ other land surveying methods to process surveying data. This article presents the authors’ considerations with regards to the possibility of applying one of the most common land surveying adjustment methods, the parametric method, to operations related to an inventory of tram infrastructure in Gdańsk. The results are based on surveys carried out during a surveying campaign in the autumn of 2018. The considerations presented in the article concern a small part of the research conducted under project No. POIR.04.01.01-00-0017/17 entitled “Development of an innovative method for determining the precise trajectory of a railborne vehicle” which is being implemented by a consortium of Gdansk University of Technology and Gdynia Maritime University

Opis:: Mobile devices are increasingly popular among recreational water users and for navigational purposes. Making full use of the possibilities they offer requires a navigational system to be designed and built for mobile devices which make use of mobile cartography. A dynamically adaptive mobile presentation model offering various display possibilities may be an appropriate example of such a system. The navigational purpose of the system, however, requires that the main navigational data presented are integrated in one place, in a so-called conning display. These data should be easily accessible to the user, which is not always the case with mobile devices. The idea of using a Head-Up Display (HUD) as a conning display in a mobile navigation system arose from these considerations. The current paper presents research on implementing a HUD into a mobile system. First, the idea of mobile cartographic presentation is discussed, then the navigational data available in the system are presented. Finally, the concept of using a HUD is explained, a HUD presentation model is shown and technical aspects of HUD integration are described.

Opis:: This study aims to identify and quantify the economic benefits of eliminating collisions between two transport systems: rail and inland waterway transport. The collision between transport systems is caused here by the obsolete structure of a railway drawbridge, which constitutes an element of the railway line used by freight and passenger transport and is located on the main inland waterway used by inland waterways freight transport. Railway transport results in limitations of inland waterway transport and, vice versa, inland waterways transport blocks railway transport during lifting of the bridge span. In the case of railway transport, the low capacity of the single-track railway bridge constitutes an additional limitation of the development of transportation. There are plans to eliminate the collision in the regional transport system by constructing a new railway bridge in place of the old drawbridge. The effects of the transportation infrastructure improvement were measured directly for both rail and inland water freight systems as well as the result of the interaction between passenger rail and car and bus transport. In order to compare the different types of impact, the effects of different actions were valued in monetary terms. The planned intervention, as investigated here, will lead to reductions in the cost of time of inland waterways freight transport and costs of time of rail passenger and freight transport and a decrease in the external costs of transport. This will make possible transportation services that are both cheaper and more reliable.

Opis:: This paper presents a concept of hull structure of novel environment-friendly inland navigation and coastal ships for Polish east-west waterways. In compliance with its assumptions the inland navigation passenger ship is designed in the form of two mutually connected segments : a propulsion segment which contains gastronomy and entertainment infrastructure and crew accommodations and an articulated hotel segment. In this paper attention is focused on solutions of the hotel segment of an innovative structure mainly consisted of steel polyurethane-filled sandwich panels. Similar structural solution is intended for the propulsion segment.
