After the russian Federation began its aggression against Ukraine in 2022, the Ukrainian critical infrastructure system was attacked with the aim of its complete or partial destruction. In response to these attacks, the Ukrainian authorities announced the reconstruction of the infrastructure protection system based on eU legal solutions. therefore, the article discusses the issues of critical infrastructure, both at the european and Polish level. the provisions of 2007 are in force in the Polish legal system, and the 2008 directive – in the european legal system. however, legal provisions were amended in 2022 and will be implemented into national legal systems in 2024. the aim of the article was to analyze the content of the provisions of legal acts in the field of critical infrastructure in Poland and the eU. the analysis is accompanied by research questions regarding how to define basic concepts and terms in both legal systems and the mutual relations of both systems. the article refers to the document examination method that allows for the analysis of legal acts and comparative analysis. eU Member States have gained a superior position over european bodies, but growing natural and anthropological threats and the process of deepening european political integration have resulted in a gradual change in the way of thinking about critical infrastructure. the position of EU bodies under 2022 directive has been significantly strengthened vis-à-vis member states.
Po rozpoczęciu przez Federację Rosyjską agresji na Ukrainę w 2022 r. zaatakowano ukraiński system infrastruktury krytycznej w celu jego całkowitego lub częściowego zniszczenia. W odpowiedzi na te ataki władze ukraińskie zapowiedziały odbudowę systemu ochrony infrastruktury na podstawie rozwiązań prawnych Unii europejskiej. W artykule omówiono zagadnienia infrastruktury krytycznej, zarówno na płaszczyźnie europejskiej, jak i polskiej. W polskim systemie prawnym obowiązują przepisy z 2007 r., natomiast w europejskim – dyrektywa z 2008 r., niemniej jednak w 2022 r. dokonano zmiany przepisów prawnych, które zostaną implementowane do krajowych systemów prawnych w 2024 r. W tekście jako cel przyjęto dokonanie analizy treści przepisów aktów prawnych w zakresie infrastruktury krytycznej w Polsce oraz w Unii europejskiej. Analizie towarzyszą pytania badawcze dotyczące sposobu definiowania podstawowych pojęć i terminów w obu systemach prawnych oraz wzajemnych relacji obu systemów. Nawiązano do metody badania dokumentów pozwalającej na dokonanie analizy aktów prawnych oraz przeprowadzenie analizy porównawczej. Państwa członkowskie uzyskały pozycję nadrzędną wobec organów europejskich, jednak rosnące zagrożenia naturalne i antropologiczne oraz proces pogłębiania europejskiej integracji politycznej wpłynęły na stopniową zmianę sposobu myślenia o infrastrukturze krytycznej. Pozycja organów Unii europejskiej na podstawie dyrektywy z 2022 r. została zdecydowanie wzmocniona wobec państw członkowskich.

Zgodnie z Ustawą o zarządzaniu kryzysowym infrastruktura krytyczna w Polsce obejmuje 11 systemów, spełniających kluczową rolę w funkcjonowaniu państwa i życiu jego obywateli. W artykule przedstawiono stosowane formy ataków terrorystycznych na systemy infrastruktury krytycznej. Na podstawie prowadzonych kontroli opisano spotykane błędy w zakresie ochrony systemów IK. W końcowej części artykułu powtórzono za NPOIK, że stosowane systemy ochrony IK powinny mieć zastosowanie do wszystkich typów zagrożeń, a także być przygotowane do możliwie szybkiego przywrócenia funkcji realizowanych przez daną IK.
According to the Act on Crisis Management, critical infrastructure (CI) in Poland includes 11 systems that fulfill a key role in the functioning of the state and the life of its citizens. The article presents applied forms of terrorist attacks on CI systems. On the basis of checks that were carried out, errors in the protection of CI systems are described. In the final part of the article it is repeated after NPOIK that the applied CI protection systems should apply to all types of threats and be prepared for the fastest possible restoration of functions performed by the given CI.

Infrastructural systems -such as railways- can be characterized as multi-actor socio-technical systems that are able to adapt during their life cycle, both to external disturbances as well as changes in the system itself. The design phase should mark the starting point for a resilient system to prevent ad-hoc and opportunistic design changes. A case study on the design and development of the High-Speed Line railway system in the Netherlands indicates that it is necessary to make both a technical and procedural evaluation of these future user’s possibilities before construction takes place. Once cast in concrete, the adaptive potential has been determined. The actors during design and operation adapt in different ways. During the design, the focus should be on the question which incentives are driving the designing parties towards a consistent and resilient design. The task for a strategic engineer or architect, is to understand how incentives and requirements influence each other and how they safeguard the future operational variance of the system and its safe performance. Such a strategic engineer should be involved in the project at the functional level, where requirements and incentives are formulated.

An extraordinary attention is dedicated to the evaluation of fatigue damage and technical life of different technical systems all over the world because breakdowns caused by a fatigue failure have often a nature of catastrophe. Material fatigue of parts of technical means in critical infrastructure (particularly oversized systems and technological devices) belongs to the most frequent causes of boundary states rise and relating operation breakdowns. Paper contains general formulation of reliability and safety of technical systems judging, brief characteristic of basic areas to be taken in account as input into calculated prediction of technical systems fatigue damage and analysis of risk items by its practical application on a transport means in real working conditions.

Solving workflow management system’s Distributed Computing Infrastructure (DCI) incompatibility and their workflow interoperability issues are very challenging and complex tasks. Workflow management systems (and therefore their workflows, workflow developers and also their end-users) are bounded tightly to some limited number of supported DCIs, and efforts required to allow additional DCI support. In this paper we are specifying a concept how to enable generic DCI compatibility for grid workflow management systems (such as ASKALON, MOTEUR, gUSE/WS-PGRADE, etc.) on job and indirectly on workflow level. To enable DCI compatibility among the different workflow management systems we have developed the DCI Bridge software solution. In this paper we will describe its internal architecture, provide usage scenarios to show how the developed service resolve the DCI interoperability issues between various middleware types. The generic DCI Bridge service enables the execution of jobs onto the existing major DCI platforms (such as Service Grids (Globus Toolkit 2 and 4, gLite, ARC, UNICORE), Desktop Grids, Web services, or even cloud based DCIs).

Critical Infrastructures (CIs), such as those that are found in the energy, financial, transport, communications, water, health and national security sectors, are an essential pillar to the well-being of the national and international economy, security and quality of life. These infrastructures are dependent on a wide variety of highly interconnected information systems for their smooth, reliable and continuous operation. Cybercrime has become a major threat for such Critical Information Infrastructures (CIIs). To mitigate this phenomenon, several techniques have been proposed within the space of Intrusion Detection Systems (IDSs). IDS is an important and necessary component in ensuring network security and protecting network resources and network infrastructures. In this paper, we propose a lightweight, non-intrusive generic embedded system that aids in the protection of CIIs. The operation of the proposed system is based on state of the art IDS and other open source frameworks for the monitoring and supporting services and aims to fulfill the end-user’s requirements. The generic and non-intrusive nature of the system along with the low configuration effort allows rapid deployment to a wide range of CII nodes such as telecommunication routers and smart grid nodes, as well as for single endpoint protection.

The paper presents problems of terrorism threats for transportation infrastructure. The range of transportation infrastructure has spread, and includes railway, inland waterways, road, maritime, air, intermodal transport infrastructure and intelligent transport systems (ITS). ITS means systems in which information and communication technologies are applied in the field of road transport, including infrastructure, vehicles and users, and in traffic management and mobility management, as well as for interfaces with other modes of transport. ITS application means an operational instrument for the application of ITS. ITS service is the provision of an ITS application through a welldefined organisational and operational framework with the aim of contributing to the user safety, efficiency, comfort and/or to facilitate or support transport and travel operations. Terrorism means acts of violence committed by groups that view themselves as victimized by some notable historical wrong. Although these groups have no formal connection with governments, they usually have the financial and moral backing of sympathetic governments. Typically, they stage unexpected attacks on civilian targets, including transport infrastructure, with the aim of sowing fear and confusion. Based on the analyses, transportation infrastructure is potentially threatened with terrorism attacks, especially road and rail infrastructure (about 23 %), and to a smaller degree the maritime and air transport infrastructure (about 2 %). Legal steps to fight terrorism have been taken on the international level; furthermore, some institutions have been established for this purpose at the UN, NATO and UE level as well as Poland too.

Various intelligent transportation systems are proposed in different forms of wireless communication technologies. Recently, the importance of visible light communication and free-space optics has been demonstrated in accomplishing vehicle-to-vehicle and infrastructure-to-vehicle communication systems, due to power efficiency, free licenses, and safety for human health. In this paper, a new hybrid relay system supported by free-space optics/visible light communication with two scenarios is proposed. The first one is that the data are transferred from the source to the relay through a free-space optics communication link and are then directed to the destination through a visible light communication link. The second scenario is that the data are transmitted from the source to the destination passing through two different relays to ensure larger coverage. A 10‾⁶ bit error rate is achieved at a distance of 900 m for the first scenario with a remarkable signal-to-noise ratio of ~25.5 dB, while the largest distance that can be covered by the second scenario is 1200 m with a signalto- noise ratio of ~30 dB.

The constant development of transport systems and the extensive activities related to the safety of its users necessitate the development of methods for assessing the impact of road infrastructure expansion/modernization on road safety. The objective of this paper is to elaborate the concept of such an assessment, which will form part of the author’s activities aimed at creating a methodology for a comprehensive analysis of the operational reliability of transport systems. The concept of assessing the impact of road infrastructure development on road safety presented in this paper refers to the GAMAB and Road Safety Impact Assessment methods from the subject literature. Our method is based on a comparative analysis of the condition of road infrastructure before and following its expansion/modernization, based on commonly available data, which constitutes the main advantage of the concept presented in this paper. Furthermore, the coefficients for occurrence of adverse road events were determined, and then conclusions drawn on this basis. The acquired results constitute an argument for the correctness of the presented concept.
