The article presents the problem of managing projects by administration departments at higher education institutions in Poland. Changes in the higher education sector raised the need to increase efficiency in administrative work. One solution may be to implement project management standards. The main objective of the study was to check whether administration departments at higher education institutions in Poland use project management in their work. The author’s questionnaire was used as a research tool to conduct the study. The questionnaire was addressed to the Chancellors. 13 universities from 10 cities in Poland participated in the study. Eight of the universities declared to have regulations on project management activities in organizational documentation, while ten out of thirteen universities have project offices.

Celem artykułu jest wskazanie przesłanek stosowania benchmarkingu w uczelniach wraz z identyfikacją korzyści i ograniczeń używania tego narzędzia w środowisku szkół wyższych. Benchmarking należy do stałych praktyk zarządczych w uczelniach na świecie. W Polsce dotychczas stosowany był w sposób nieformalny lub wycinkowy. W ramach badań przeanalizowano artykuły naukowe oraz raporty z przeprowadzonych projektów benchmarkingowych i na ich podstawie wskazano korzyści i ograniczenia aplikacji tego narzędzia. Wykorzystano również praktyczną wiedzę autorki czerpaną z doświadczeń w udziale w projekcie europejskim, polskim oraz zdobytą w trakcie wizyt studyjnych w HIS Hochschul-Informations-System GmbH w listopadzie 2011 roku oraz lipcu 2013 roku (od września 2013 roku zmiana nazwy na HIS HE im DZ - Deutsches Zentrum für Hochschul- und WissenschaftsforschungGmbH), instytucji z siedzibą w Niemczech, posiadającej wieloletnie doświadczenie w benchmarkingu uczelni.
The aim of the paper was to indicate premises of benchmarking application in higher education institutions and to identify benefits and constrains of benchmarking usage in higher education setting. Benchmarking became a tool systematically used in higher education institutions around the world. In Poland so far it has been used informally or partially. In the course of research, scientific papers and reports from benchmarking initiatives have been analysed. On this basis benefits and constrains of benchmarking usage in higher education institutions have been identified. Also important was practical knowledge of the author gained from the participation in European and Polish benchmarking project as well as conclusions from study visits in HIS Hochschul-Informations-System GmbH in November 2011 and July 2013 (since September 2013 the name of the institution has changed into HIS HE im DZ - Deutsches Zentrum für Hochschul- und Wissenschaftsforschung GmbH), a German institution specialised in benchmarking higher education institutions.

In the context of the ongoing changes in the management systems of higher education, the issue of higher education institutions’ (HEIs) relationships with external stakeholders are of key importance. The article discusses the issue of external stakeholders of polish HEIs. The aim of it is to answer following questions: Who is perceived by HEIs as their external stakeholders? What expectations external stakeholders formulate towards HEIs? In order to do so, a questionnaire was conducted among HEIs’ heads in Poland, and the Polish and foreign literature on the subject was analysed. The results of survey show that many entities are in the network of Polish HEIs external stakeholders, however key categories of stakeholders are: employers, economy representatives, regional authorities, and labor market institutions.

Our study contributes to a limited body of literature and aims to examine the type and frequency of linkages between creative industries and higher education institutions (HEIs). The objective of our study is to investigate the extent to which various types of linkages contribute to enhanced innovative capabilities in creative industries. Based on a qualitative research design and a case study carried out in a peripheral south-western Norwegian county, our empirical analysis shows that HEIs are generally not very relevant partners and that other actors are mainly involved in innovation dynamics. As clarified and discussed in the paper, this finding largely depends on some specific characteristics of HEIs, the form of knowledge primarily employed by creative firms (symbolic knowledge base), and the cultural divergence between the two spheres.

Celem artykułu jest przedstawienie analizy wynagrodzeń absolwentów z rocznika 2014 polskich uczelni prowadzących studia na kierunkach rolniczych, tj. rolnictwie, ogrodnictwie, leśnictwie, weterynarii, zootechnice i rybactwie. Analizę oparto na danych pochodzących z raportów publikowanych w ramach „Ogólnopolskiego systemu monitorowania losów absolwentów szkół wyższych”. W analizowanej grupie 1953 absolwentów badanych kierunków rolniczych, średnie wynagrodzenie brutto, w czwartym roku po uzyskaniu dyplomu, wyniosło 3416,85 zł. Oznacza to, że absolwenci kierunków rolniczych uzyskali po czterech latach pracy wynagrodzenia niższe niż średnia krajowa dla wszystkich pracujących absolwentów rocznika 2014 studiów drugiego stopnia (3765,30 zł) i jednolitych studiów magisterskich (4209,21 zł). Ponadto najwyższe przeciętne wynagrodzenia, w czwartym roku po zdobyciu dyplomu, uzyskali absolwenci leśnictwa. Należy mieć na uwadze, że uzyskane wyniki mają charakter względny. Włączenie do analizy innych kierunków np. biotechnologii czy technologii żywności i żywienia człowieka, prawdopodobnie zmieniłoby uzyskaną klasyfikację. Tym samym artykuł w żadnej mierze nie wyczerpuje podjętej problematyki, a ze względu na wskazane ograniczenia powinien być raczej traktowany, jako przyczynek do dalszych analiz z tego zakresu.
This paper is an analysis of the salary levels in a group of people who graduated, in 2014, from Polish higher-education institutions with agricultural degrees, i.e. degrees in agriculture, horticulture, forestry, veterinary science, zootechnics and fishery. This analysis is based on data from reports published as part of the Polish National System for Monitoring the Situation of Polish University Graduates. In a group of 1,953 graduates with agricultural degrees, the average gross salary in the fourth year after graduation amounted to PLN 3,416.85. This shows that the salary paid to such graduates after four years of work was lower than the average salary in Poland for all working year-2014 graduates with second-cycle degrees (PLN 3,765.30) and long-cycle master-level degrees (PLN 4,209.21). Moreover, the data shows that the highest average pay in the fourth year after graduation is earned by graduates with forestry degrees. It is worth noting that the results of the study are relative in nature. If other degrees, such as biotechnology, food technology or human nutrition, were included in the analysis, the classification would probably be different. This paper is by no means an exhaustive explanation of the topic and, given the limitations mentioned above, should be regarded as a contribution to further analyses.

This aim of this article is to examine several entrepreneurial education innovations (competency-based education as a disruptive innovation model and pedagogy in the HEIs) using a comprehensive systematic literature review (SLR). It is accepted practise to undertake systematic literature reviews when implementing evidence-based policy. This article discusses the ways higher education has evolved in teaching leading to innovative scholarships that unsettle established institutional structures and academic practices. Particularly, within the African context as entrepreneurship is gaining increasing mention as a discipline at Higher Education Institutions (HEIs) given the potential employment and GDP contribution benefits. The findings support the conclusion that the move towards this high-quality, personalised approach, the focus is not only on the level of competency achieved by the student but also on validating the learning experience.

Rapid pace of technological progress puts higher education institutions (HEI) tasks that require them not only quick reaction, but also the ability to work ahead. Higher education institutions, that formulating a proposal for educational specialties, are oriented towards the market of educational services, but not always take into account the demand for them among potential consumers of these services and their interests. The process of planning the provision of educational services for the HEI is an important aspect for its effective performance in the educational services market. Consequently, the purpose of this work is to formulate linguistic approaches to planning the provision of educational services in HEI, which taking into account the peculiarities of the formation of demand and proposals for these services. The factors influencing the formation of demand for educational services and proposals for their implementation are analyzed in this paper. Identification the motivational intentions of potential university entrants in the educational Web communities' posts is also contained in the article.

Along with switching to on-line conversations on a global level due to quarantine restrictions, the importance of English language competency, becomes from day to day more and more evident. Since the initiation of quarantine it has become essential for higher education institutions to launch the search on new forms and methods capable of not only teaching foreign language, but of developing creative thinking and communication skills in future professionals. The paper describes the specifics of storytelling as a modern communication tool, suggests a new approach to the development and evaluation of communication skills in English by the technique of student storytelling online and proves the effectiveness of this technique. The research was conducted on the basis of Foreign (Professional) Language Curricula at three Ukrainian Universities, namely: Danylo Halytsky Lviv National Medical University, Lutsk Pedagogical College, and Lesya Ukrainka Volyn National University. The research included 78 participants (16-18 years old). The technique, based on the developmental and evaluation criteria related to the structure and style of the whole online student story, was tested in three stages - introductory, intermediate and final evaluation of online student storytelling skills. Each of the stages was followed by the training on the rules and strategies for effective storytelling and individual analysis of student’s mistakes. By the results of the pilot study, all of the three experimental stages are characterized by the dynamic increase in general level of online student storytelling skills (p<0.01). Thus, a designed technique for communication skills development and evaluation by means of student storytelling online has been proved to be effective.

Entrepreneurship has become a critical competency in the 21st century. Higher education (HE) institutions, aware of the need to answer market needs, have started several initiatives to develop entrepreneurial education. However, the concept of social entrepreneurship does not seem to be widely known among graduates. The aim of the article is an attempt to assess entrepreneurial competencies and knowledge in the field of social entrepreneurship. The authors have focused on the teaching of social entrepreneurship, an undervalued element of entrepreneurial education in HE institutions. For that purpose, a case study of a course introduced at the academic level was used, which allowed answering the following questions: Is social entrepreneurship known among students as a possibility for entrepreneurial development? How do they assess a course in social entrepreneurship regarding its usefulness and ability to develop competencies? The study shows that social entrepreneurship seems to be a form that is not well recognised, which means that students do not even have the chance to know the whole entrepreneurship picture. Researwch has shown students’ positive approach to a course devoted to social entrepreneurship and its potential to develop the knowledge and skills to run one’s venture in the future. The results are a part of a broader trend related to the need for social entrepreneurship in HE institutions.

This paper seeks to investigate empirically the relationship between the enrolment at public and private higher education institutions (HEIs) and regional growth in Poland. Based on the panel data of 16 voivodeships for the period of 2000-2011, it is established that an increase in the number of students at both types of HEIs has a positive effect on the regional growth. Regardless of the specifications of the regression model, our results demonstrate, supporting the Nelson–Phelps hypothesis, that accumulation of human capital is one of the factors behind economic growth, with no differences detected between public and private HEIs.

Higher education institutions (HEIs) play a significant role in modern economies, and it is worthwhile to analyze the factors that affect their effectiveness. To our knowledge, few studies have focused on the attitudes of students in Poland to their work environment. The purpose of this paper is to present differences in the perception of current and desired organizational culture in public and non-public HEIs in Poland from the perspective of students. A synthetic review of the literature on organizational culture at HEIs was conducted and presented. Research in the form of a survey based on Cameron and Quinn’s model was conducted in two public and two non-public HEIs in Poland. A sample of opinions of 402 students was gathered and analyzed. According to students from public and non-public schools alike the present culture was clan culture. Both groups also pointed at clan culture as the desired one, with adhocracy culture following closely. The findings may be useful for higher education decision makers in their attempts to create an effective working environment at HEIs. A further, more comprehensive research into the subject will be worth conducting.

Purpose: This article addresses selected aspects of internationalization of higher education (HE) in Poland in the context of demographic changes. The purpose of it is to analyze the dynamics of the number of foreign students studying at Polish Higher Education Institutions (HEIs) and their structure by type of HEI, field of study and origin. Design/methodology/approach: A review of the literature on the subject and desk research with reference to data from the Statistics Poland were used. The analysis, covered the years 2004-2020, was based on selected methods of descriptive statistics. Findings: Between 2004 and 2020, the number of foreign students increased almost 10-fold. The average growth rate in the analyzed time series was 15.2% for the group of HEIs and 21.5% for non-public HEIs. The choices of foreign students most often group fields of study in the areas of social sciences, economy and medicine. There has been an increase in interest in studies in technology and services, while there has been a marked decline in fields of study related to the humanities and education. Research limitations/implications: The demographic perspective adds a new dimension to the issues of growth and development of HEIs, that is why this issue involves further in-depth analysis. Practical implications: Despite the apparent positive change with regard to the number of student-foreigners studying at Polish HEIs, this statistic, compared to other European countries, is still unsatisfactory. In the face of projected further unfavorable demographic trends, countries with positive natural increase and younger age structures, become an opportunity to compensate for the loss of Polish students. Efforts by the entire HE sector are needed to seize these opportunities. It is necessary to further correlate sectoral policies - HE with population, foreign and social policies. HEIs should improve processes related to caring for the broader relationship with foreign students. Originality/value: The paper is addressed to all interested in HE policy. The study should be seen as a contribution to the existing discussion in the issue of growth and development of HEIs.

W artykule podjęto problematykę relacji szkół wyższych w Polsce z otoczeniem. Głównym jego celem jest identyfikacja interesariuszy zewnętrznych szkół wyższych oraz określenie znaczenia, jakie nadają im te szkoły. Dla realizacji tych zamierzeń przeprowadzono analizę literatury przedmiotu a także badanie ankietowe wśród rektorów szkół wyższych. W świetle zaprezentowanych wyników można stwierdzić, że szkoły te status interesariusza przypisują wielu podmiotom ze swojego otoczenia. Ocena znaczenia, jakie im nadają, pozwoliła na stworzenie mapy interesariuszy szkół wyższych przez wyodrębnienie grup interesariuszy strategicznych, ważnych i pozostałych.
The paper discusses the issue of cooperation of higher education institutions (HEIs) with their environment. Its main aim is to identify HEIs’ external stakeholders and to determine the importance that HEIs give them. The Author discusses this problem by analyzing the literature and the results of her own survey among rectors of HEIs. In light of the presented results, HEIs give the stakeholder status to many entities from their environment. Autor przedstawia wybrane wyniki badania ankietowego przeprowadzonego wśród ponad 600 pracodawców z całej Polski, w tym prawie 90 z regionu Mazowsza, na temat zapotrzebowania na kwalifikacje i kompetencje absolwentów szkół wyższych wchodzących na rynek pracy. Badanie wskazuje na niedostosowanie kompetencji absolwentów do oczekiwań pracodawców oraz na wyraźną rozbieżność między strukturą kierunkową kształcenia w polskich szkołach wyższych a strukturą kształcenia oczekiwaną przez gospodarkę. Poszukiwane przez pracodawców kompetencje absolwentów znacznie odbiegają od kompetencji przez nich posiadanych. Szczególnie odczuwalny przez pracodawców jest brak u większości absolwentów dobrze rozwiniętych kompetencji ogólnych, miękkich, które w znaczącym stopniu zwiększają szanse zdobycia pracy i odniesienia sukcesu zawodowego. Artykuł zawiera również informacje o strukturze planowanego w badanych firmach w latach 2012-2015 zapotrzebowania na absolwentów określonych grup kierunków studiów.
The author is presenting chosen results of the questionnaire survey conducted amongst over 600 employers from the entire Poland, this comprising almost 90 from the region of Masovia, pertaining to the demand for qualifications and competence of graduates of higher education institutions entering the labor market. The survey is pointing to a maladjustment of competence of graduates to the expectations of employers, and to a distinct divergence between the directional structure of education in Polish higher education institutions and the structure of the education expected by the economy. Graduates’ competence sought by employers are different from competence possessed by these graduates. Employers notice particularly the lack of well-developed generał, soft competence of the majority of graduates, competence that considerably increase the chances to get work and have a professional success. The article also contains information about the structure of the demand for graduates of specific groups of studies planned in surveyed companies for 2012-2015.

Education, in particular tertiary education, as the main “tool” in forming a person intellectually, has always been among the scope of interest of the country’s politics. In the old days, universities were considered as the place where one could get accumulated knowledge and graduates were simply “carriers” of that knowledge. In the modern society, universities are seen as having power to influence the socio-political development of a country. A modern educated person is intelligent enough to have an individual outlook on things or events. It is very hard to change an intellectual’s mind about something he/she does not believe. If a person is educated, he/ she can and will be engaged in political matters, social life or contribute greatly to the development of the country’s better future. Enquiries proved that a person’s level of intelligence is directly connected with his/her political participation and voting behavior, as well as social interaction. The Bologna Process has helped the Georgian higher education system in its transitional period. Owing to this process, Georgia managed to effectively change the education system from a centralized Soviet system to a modern, democratic system. Launching mobility projects, diploma recognition, and quality enhancement projects played a great role in the development of the Georgian modern society and in forming their national as well as pro-European attitude.

The aim of this study is to recognize the external conditions for establishing cooperative relations between public higher education institutions. At the same time, these conditions constitute the context in which a cooperative relation is or is not established. The article points out that establishing such relations is intentional. It is the external conditions (context) and benefits of adjusting to them that are of key importance for their creation and, in the long run, foe their maintenance. The study focuses on the possibilities of cooperation between public higher education institutions in the legal form of a federation. The study was based on the results of reviewing the literature and current legal acts regulating the higher education system in Poland.
Celem opracowania jest rozpoznanie zewnętrznych uwarunkowań nawiązywania relacji współdziałania publicznych szkół wyższych między sobą. Uwarunkowania te stanowią zarazem kontekst w jakim zostaje ustanowiona, bądź też nie relacja współdziałania. W artykule zwrócono uwagę, że nawiązywanie tego rodzaju relacji ma charakter intencjonalny. To warunki zewnętrzne (kontekst) i korzyści wynikające z dopasowania się do nich mają kluczowe znaczenie dla ich tworzenia a w dalszej perspektywie utrzymywania. W badani skoncentrowano się na możliwości współdziałania uczelni publicznych w przewidzianej prawem formie federacji. Badanie przeprowadzono w oparciu o wyniki przeglądu literatury oraz aktualnych aktów prawnych regulujących ustrój szkolnictwa wyższego w Polsce.

This article discusses the phenomenon of plagiarism in the academic world. Its purpose is to familiarize the readers with this phenomenon and to point out that this is not a marginal problem at modern universities. The author presents the definitions of plagiarism, ghostwriting, and the results of research into the scale of plagiarism among students and academics. She also explains its multi-faceted causes.

Szkolnictwo wyższe stoi przed wyzwaniem ciągłego rozwijania umiędzynarodowienia, intensyfikowania zakresu, form i obszarów aktywności zagranicznej. Dla planowania i skutecznej realizacji strategii rozwoju niezbędny jest pomiar efektów, ukierunkowany na analizę, ocenę i doskonalenie działalności o wymiarze międzynarodowym. Problematyka pomiaru internacjonalizacji szkół wyższych jest złożona i wymaga uwzględnienia szeregu uwarunkowań, wynikających z roli i specyfiki działalności, określenia zasad, celów, zakresu i sposobów mierzenia założonych rezultatów. Celem rozważań podjętych w artykule jest opis istoty, uwarunkowań, form pomiaru internacjonalizacji oraz przesłanek formułowania i doboru miar, wskaźników uwzględniających zakres i specyfikę działalności uczelni. Podkreślając konieczność dokonywania pomiaru internacjonalizacji uczelni w ujęciu jakościowym i ilościowym, zwrócono uwagę na aspekty związane ze strategicznym, kompleksowym podejściem do mierzenia internacjonalnych wartości i korzyści. Wnioski końcowe dotyczą rekomendacji, odnoszących się do planowania pomiaru internacjonalizacji, uwarunkowań formułowania oraz doboru miar i wskaźników. Dla realizacji celów badawczych przyjętych w artykule posłużono się metodą analizy literatury i dokumentów.
Higher education faces the challenge of continuously developing of inter-nationalisation, intensifying the scope, forms and areas of international activity. The measurement of effects, focused on the analysis, assessment and improvement of activities with an international dimension is essential for the planning and effective implementation of the development strategy. The issue of measuring the internationalisation of higher education institutions is complex and requires taking into account a number of conditions resulting from the role and specificity of the activity, defining the principles, objectives, scope and methods of measuring the assumed results. The aim of the considerations undertaken in the article is to describe the nature, conditions, forms of internationalisation measurement and the premises of formulating and selection of measures, indicators taking into account the scope and specificity of the university's activity. Emphasizing the need to measure the internationalisation of universities in qualitative and quantitative terms, the attention was paid to aspects related to a strategic, comprehensive approach to measuring international values and benefits. The final conclusions concern recommendations related to planning the measurement of inter-nationalisation, conditions of formulation and selection of measures and indicators. In order to achieve the research objectives adopted in the article, the method of analysing literature and documents was used.

Summing up, it should be emphasized that in the age of globalization it is impossible to omit the learning process internationalization, and there is no other way than to promote learning of foreign languages, especially English. Globalization does not give a choice, nor does it absolve anyone from the need to deepen knowledge and skills. Regardless of whether a given organization is a large university or a small non-public institution, each one must submit to this process in order to maintain the activities on the educational services market. Otherwise, such an institution will educate graduates doomed to unemployment which, in turn, will make it unpopular and sometimes worthless. Hence, university authorities should be open to inevitable changes and introduce innovative actions in this area.

A meaningful and relevant “Excellence in Education Spaces” is imperative so that future generations can address societal risks. This inevitably requires education to integrate strategies to transform the current approaches and build on sustainability strategies. Education for sustainable development (ESD), considered a pivotal vehicle, is, nevertheless, relegated to science and environmental-related courses at most schools and universities. ESD is treated as one off-topic for discussion, creating an information deficit, implying that a few future leaders get knowledge about sustainability. The practices and attitudes about sustainable development goals (SDGs) are not universal, failing to achieve equitable SDGs. A few purposive studies from engineering were analysed to confirm that the ESD must be mainstreamed in education, allowing future generation delegates to build knowledge capital at the individual and institutional levels, equip future practitioners and decision-makers with strategic capabilities to resolve unforeseeable problems, drive societal transformation, and impact climate change, honouring SDGs

The aim of this study is to identify the effects of cooperation of public higher education institutions with external entities. Realization of the study will allow to distinguish fields in which knowledge is subject to commercialisation. The financial effects of cooperation of public higher education institutions (measured with the value of income) in the scopes of action as well as legal regulations applied within them have been analyzed. Cooperation of public higher education institutions with external entities is mainly aimed at education, conducting research and promoting its results as well as undertaking actions in the scope of business activity. Cooperation of higher education institutions is executed on the grounds of the rules of law regulating activity of public sector organisations. Legal regulations make the realization of tasks more efficient, they facilitate their functioning. They also support decisions concerning management of complex organisations to which a higher education institution belongs. Conducting research and development works with the cooperation of entrepreneurs or by their order contributes to exploitation of the scientific potential of higher education institutions as well as to implementation of new solutions which correspond to the market’s needs. Knowledge and experience of researchers (employees of a higher education institution) – when used in a proper manner – can have their potential value and ability to bring financial advantages. They can be commercialised by the managing staff of a higher education institution.
Celem opracowania jest identyfikacja efektów współdziałania publicznych szkół wyższych z podmiotami zewnętrznymi. Jego realizacja pozwoli rozpoznać obszary, w których wiedza poddawana jest komercjalizacji. Analizie poddano finansowe efekty współdziałania publicznych szkół wyższych (mierzone wartością przychodów) w obszarach działań oraz regulacje prawne w nich stosowane. Współdziałanie publicznych szkół wyższych z podmiotami zewnętrznymi nakierowane jest głównie na kształcenie, prowadzenie badań naukowych i propagowanie ich wyników, a także na działanie w zakresie działalności gospodarczej. Współdziałanie szkół wyższych odbywa się na podstawie przepisów prawa regulujących działania organizacji sektora publicznego. Unormowania prawne usprawniają realizację zadań, ułatwiają ich funkcjonowanie i wspierają decyzje, dotyczące zarządzania tak złożoną organizacją, jaką jest szkoła wyższa. Prowadzenie badań naukowych i prac rozwojowych przy udziale lub na zlecenie przedsiębiorców przyczynia się do wykorzystywania potencjału naukowego szkół wyższych oraz do wdrażania nowych rozwiązań, odpowiadającym potrzebom gospodarki. Odpowiednio wykorzystana wiedza i doświadczenie naukowców (pracowników uczelni) może mieć swoją potencjalną wartość i posiadać zdolność do przynoszenia korzyści finansowych. Zarządzający szkołą wyższą mogą ją komercjalizować.

Aim. The paper is aimed to investigate the students’ opinion about the social responsibility carried out by higher education institutions (HEIs) in Ukraine. Nowadays social responsibility has become one of the key characteristics of modern HEIs. Ukrainian universities are trying to become 'civic universities', i.e., institutions which contribute to the development of the local community. The students, as key stakeholders of the university activities, also take part in this process. Methods. To investigate the social responsibility of the Ukrainian HEIs, the case study method is used in the present paper: the case of Mariupol State University and its social functions within the city are highlighted. The online survey was applied to investigate the level of students’ awareness of the university social functions and the role played by the university in the local community. Materials published by the university and the results of the survey have been analysed to test the hypothesis that students consider Mariupol State University to be a socially responsible university which cooperates with the local community. Results. The students’ opinion on the social functions carried out by Mariupol State University is that this local university has strong ties with the local community and authorities and perform its social mission. However, the social functions of the university, according to the students, are limited by teaching and research activities. Few students consider social responsibility of the university in a wider context. Conclusion. On the example of the MSU the paper shows that modern universities in Ukraine perform social functions and try to become truly civic universities to contribute to the development of the local communities in cooperation with different stakeholders. Nevertheless, students as a key stakeholder of the university activities still consider social responsibility of the university primarily aimed at teaching and research.

The relevance of the survey is due to the need to understand the role of the manager of a higher education institution in conditions of uncertainty against the background of socio-economic crises, when the organizational culture of the management of an educational institution is being formed. Large-scale transformations in all spheres of life are outlined, which drive the economy, science, culture, education, industry and lead to the development of innovative approaches to the formation of organizational culture, based on the need to use professionalism and deeper experience of professional managers of higher education institutions. The article highlights the essence and conceptual and terminological apparatus of the researched topic. The content of the concepts “organizational culture” and “innovative management” is considered. The article highlights the issues of organizational culture as a tool for increasing the competitiveness of the institution in the system of higher education. The essence of organizational culture in a higher education institution is considered and revealed. The relevance of the study of organizational culture is connected with the fact that knowledge of the characteristics of the organizational culture of a higher education institution will allow to assess the degree of its stability, predict possible directions of management decisions, and also contribute to the achievement of planned results. The article focuses on the fact that the success of a higher education institution is directly linked to its culture. After all, the main indicator of a good state of affairs in a higher education institution is the ability to attract and retain talented employees. The impact of organizational culture on various aspects of higher education institution activities, which are considered by a number of sciences, such as personnel management, economics and sociology of work, organization theory, strategic management, management psychology, management sociology, is singled out. In the article, it is determined that organizational culture in an educational institution is formed under the influence of management consulting. The essence of consulting activity in a higher education institution is considered and disclosed. The main functions of consulting in institutions of higher education, which contribute to the qualitative formation of organizational culture in the institution of higher education, are highlighted. Content aspects of the process of modeling organizational culture in a higher education institution are highlighted. Emphasis is placed on the components of the model based on the application of modern principles and innovations for the perspective development of the higher education system and assistance in providing higher education institutions with highly qualified personnel. An analysis of the theoretical foundations and classification identification of the design of consulting activities in a higher education institution as a tool for the formation of organizational culture is carried out. The difficulties and contradictions inherent in the formation of the organizational environment of a higher education institution are considered.

An analysis of literature shows that higher education institutions can actively influence the development of students' cultural intelligence (CQ) and thus express their social responsibility. The article's main aim is to diagnose the level of cultural intelligence among students of public economics universities in Poland and to determine the relationship between CQ and factors such as field of study, degree, and gender. This article was developed using research methods such as literature analysis, organizational documentation analysis, participant observation, and a Computer-Assisted Web Interview (CAWI) survey. The respondents were second-year full-time students, both bachelor and master’s degree, of two majors: Management and International Economic Relations (in Polish Międzynarodowe Stosunki Gospodarcze – MSG for short). The study shows that the cultural intelligence of students of public economics universities in Poland is relatively high. No influence of gender on CQ was determined. Contrary to assumptions, it was not observed that MSG studies influence students' CQ development. The correlation between the degree of reflection and the level of cultural intelligence differs depending on the field of study. At each of the three universities studied, no significant differences were found in the overall level of cultural intelligence between students of the two studied majors.
