    The article shows the study about functional concepts of a small apartment. For the research the author has chosen 27,3 m2 apartment from the estate „Za Żelazną Bramą” in Warsaw. The study works on the optimization of minimum apartment model for 1-2 occupants that could meet contemporary standards. The study has proved that the original layout of the apartment can be improved to bring it closer to contemporary requirements. It turned out that improvements and changes mainly concerned dimensions and arrangement of the kitchen and bathroom. Theliving space could also be modified – good results have been obtained by implementing innovative details. The last simulation performed in the research (purely hypothetical) showed that the best optimization result could be obtained by slightly enlarging the basic plan of the apartment.

Podkreślono znaczenie tego ujęcia dla pracy nauczycieli i wychowawców oraz podnoszenia ich samoświadomości w zakresie rozwoju osobistego i zawodowego, a także perspektyw edukacyjnej analizy transakcyjnej.
    The article discusses Servaas van Beekum’s attempts of developing graphic separation of structural and functional models and presents the development of Susannah Temple’s concept of Functional Fluency (FF) and a psychometric tool called Temple Index of Functional Fluency (TIFF). It also underlines the significance of this concept in teachers’ and educators’ personal and professional development and in the perspectives of educational transactional analysis.

    The author undertook to interpret the linguistic assumptions of language education in the field of the Polish language course in the new core curriculum of general education effective from 2017. In the analysis, the author took into account the functionalist / functionalism slogans often used in the framework plan as the theory of language underlying the language education and the Polish language as a subject. The author in the elaboration: – presented a semantic analysis of operational passwords with the functional component, – indicated deficiencies in the language theory, which lacks logical explanations of the idea for recipients (teachers), – showed the absence of the teaching / learning concept, – presented an analysis of the basis assumptions in specific programs for teaching Polish, – compared the analyzed concept to the authentic ideas of functionality. Interpretation and analysis of the core curriculum have proved that it is difficult to find in it a coherent and a functional action plan.

    The dynamie chaos theory applied to linguistics casts light on the role of Perm school of functional stylistics (M.N. Kozhina) as an odd attractor promoting the study of text in dynamics, especially the functional stylistic-semantic categories of text.It is argued here that modem situation in linguistics is shaped by the application of global context (individual cognitive system - on the personal level, and culture in all its heterogeneity - on the social level) to the mainstream research of language in use. This methodological demand is met by functional pragmatics as whole semiotics embracing all aspects of semiosis. lt ensures the blend of cognitive and interpretive models with their specific procedures in revealing the subtleties of language in use. That is exemplified in the analysis of a chunk of fictive text. Besides, we set forth the category of tonality which denotes attitudes and tones permeating discourse, in the light ofM.N. Kozhina's contribution to the field.

    The aim of this article is to present the essence of a functional area as a new tool of the EU regional policy and the course of designing an integrated approach to the development of the functional area. The study is a case study and relates to the methodical process of creating a development concept for the Functional Area of Oder Communes (FAOC). This article is based on the analysis of the domestic and foreign literature on regional development and own experiences and reflections of authors resulting from the work in the team for the development of a strategy for this area. The analysis of domestic and foreign literature allowed for presenting a new paradigm of the local development. The current approach is characterized by a focus on the use of endogenous potentials and territorial targeting of the development, which promotes the creation of functional and spatial structures such as functional areas. Their development requires integrated development planning that provides benefits both in the social and economic dimension. The study presents the new paradigm of the local development in the context of the National Spatial Development Concept 2030. The study presents the theoretical and practical basis for creating a concept for integrated development of a functional area.

    W artykule poddano analizie wybrane obowiązujące akty prawne, krajowe dokumenty planistyczne (KPZK 2030) i programowe (Umowa partnerstwa), wybrane instrumenty finansowe (zintegrowane inwestycje terytorialne) oraz Założenia krajowej polityki miejskiej. Przeprowadzone badanie stanowiło podstawę do sformułowania wniosków dotyczących szans i zagrożeń, jakie niesie za sobą realizacja analizowanych dokumentów w kontekście planowania zrównoważonego rozwoju miejskich obszarów funkcjonalnych (MOF). Analiza dowiodła, że obowiązujące przepisy i wytyczne wykazują wiele nieścisłości w zakresie ustalenia zasad planowania funkcjonalnego w MOF, co skutkuje niedostosowaniem obecnych dokumentów poziomu wojewódzkiego do wytycznych ministerialnych (dotyczy to zwłaszcza delimitacji MOF) oraz wprowadza dualizm opracowań strategicznych (strategia rozwoju MOF i strategia ZIT). Z kolei możliwość finansowania inwestycji publicznych w MOF-ach w ramach ZIT niesie pozytywne skutki w sferze planowania strategicznego.
    The article analyses selected binding legal acts, national planning documents (Concept of the National Spatial Planning 2030) and programme documents (Partnership Agreement), selected financial instruments (Integrated Territorial Investments), and assumptions of the National Urban Policy. The conducted study permitted drawing conclusions regarding the opportunities and threats involved in the implementation of the analysed documents in the context of planning of sustainable development of functional urban areas (FUA). The analysis documented many inconsistencies in the binding provisions and guidelines in the scope of determination of the rules of functional planning in FUA. This results in the failure to adjust the binding documents at the provincial level to ministry guidelines (this particularly concerns the delimitations of FUA), and introduces the dual character of strategic documents (Strategy of Development of FUA and Strategy of Integrated Territorial Investments). The possibility to finance public investments in FUA in the scope of Integrated Territorial Investments brings positive results in terms of strategic planning

    We współczesnym świecie charakteryzującym się szybkim rozwojem cywilizacyjnym, wyrażającym się ekspansją urbanistyczną, infrastrukturalną, industrialną, rozlewaniem się osadnictwa oraz nasilającymi się procesami degradującymi naturalny potencjał środowiska, jednym z bardzo istotnych wyzwań jest optymalizacja działań mających na celu racjonalne gospodarowanie przestrzenią i krajobrazem. W skali każdego kraju instrumentem do prowadzenia działań planistyczno-operacyjnych w zakresie kształtowania i zagospodarowania przestrzeni są polityki sektorowe, jak przestrzenna, ekologiczna, czy krajobrazowa. To przez zapisy postulatywne oraz regulacje prawne można oddziaływać na ład przestrzenny, ochronę najcenniejszych z punktu widzenia potencjałowego zasobów naturalnych, czy krajobrazowych, zarówno w wymiarze przyrodniczym, jak i kultury materialnej.
    Rational management of landscape resources is now one of the very important challenges facing the civilization. The article highlighted the weakness of the impact of the coherent landscape policy in Poland within the process of our country space shaping, as well as in the planning and formal-legal activities, which constitute a unique opportunity to improve the situation of the pro-landscape actions in terms of their effectiveness enhancement. Moreover, works were presented that aim at the implementation of the provisions of the European Landscape Convention, National Spatial Development Concept up to the year 2030, or new legislation that is formed by the so-called Landscape Act. The article reinforced the substantive importance for the strengthening of the landscape policies effectiveness of recently undertaken studies on the landscape audit methodology or analysis of the strengths and weaknesses of the landscape functioning, especially in the context of its conservation and rational management. Additionally, threats of the implementation of the landscape protecting actions were identified, due to the very poor understanding of the landscape issue by the society, and a low acceptance level of the actions supporting the improvement of the current state.

    Opis:
    The objective of the paper is presentation of the basic research approaches which significantly enhance designing the development of an organisation (activities of companies, institutions, larger systems). They constitute concepts of attitudes to problems in designing and, at the same time, express a specific research angle for creating future economic, organisational, technical and others solutions. The structure of the paper follows a specific chronology of changes in universal research approaches, that is the ones that were relatively most commonly applied. It has to be emphasised that research approaches only give directions to studies and implementations, and the developed formula of analytical instruments is represented by detailed methodologies and their methods, techniques, and algorithms (which corresponds with methodology understood pragmatically). The research approaches highlighted in the paper are: the functional approach, the methodology of the functional analysis of the product, the value analysis, the expert approach, benchmarking, improvement and base designing, the scenario method and foresight. These approaches are based to a higher or lesser degree on diagnostic research (assessment of the actual situation), relating them then with development of template models. The latter form the basis for preparation of functional solutions, that is various types of designs, products, strategies, plans, scenarios, systems of management and other. The paper consists of eight sections. Preliminary notes define the review function of text and the reference of the selected research approaches. Functional approach discusses the scope of applications of this concept and the essence of the technique of function study. Then, Methodology of functional product analysis presents the characteristics of its individual stages, with special attention paid to determination of the degree of meeting the function. This section is supplemented with presentation of the scope of applications of the Method of value analysis and the stages of the research proceedings in this method. The next section is dedicated to the Expert approach, which presents the Delphic method and the cycle of organisation of expert research. The next section, Benchmarking, highlights the template issue and presents types of benchmarking and its methodology (according to R.C. Camp). Improvement and base designing discusses the scope of these concepts and explains the essence of the system-based approach, pattern modelling and idealisation. The last section of the paper deals with the Scenario method and the Foresight concept. It presents different research attitudes towards the future, the specific nature of the scenario method and its close relation to the foresight concept. As regards the last issue, its features, the scope of applications and methodology are discussed.
    Celem artykułu jest przedstawienie podstawowych podejść badawczych, jakie w istotny sposób wspomagają projektowanie rozwoju organizacji (działalności przedsiębiorstw, instytucji, większych systemów). Stanowią one koncepcje ujęcia problemów projektowania, a zarazem wyrażają określoną postawę badawczą względem kreowania przyszłych rozwiązań gospodarczych, organizacyjnych, technicznych i innych. Struktura artykułu zachowuje określoną chronologię kształtowania się uniwersalnych podejść badawczych, a więc tych, które miały stosunkowo najbardziej powszechne zastosowania. Należy przy tym podkreślić, iż podejścia badawcze ukierunkowują jedynie prace studialne i wdrożenia, natomiast rozwinięta formuła instrumentarium analitycznego jest reprezentowana przez szczegółowe metodyki i właściwe dla nich metody, techniki, algorytmy (czemu odpowiada metodologia rozumiana w sensie pragmatycznym). Wyróżnione w prezentowanym opracowaniu podejścia badawcze to: podejście funkcjonalne, metodyka analizy funkcjonalnej wyrobu, analiza wartości, podejście eksperckie, benchmarking, projektowanie usprawniające i bazowe, metoda scenariuszowa i foresight. Podejścia te w większym lub mniejszym stopniu opierają się na badaniach diagnostycznych (ocenie stanu faktycznego), wiążąc je następnie z tworzeniem modeli-wzorców. Te ostatnie są podstawą przygotowania rozwiązań użytkowych, a więc różnego rodzaju projektów, wyrobów, strategii, planów, scenariuszy, systemów zarządzania i innych. Charakterystyka artykułu dotyczy ośmiu punktów. W Uwagach wstępnych sformułowano funkcję przeglądową tekstu oraz przedmiotowe odniesienie wyróżnionych podejść badawczych. W punkcie Podejście funkcjonalne omówiono zakres zastosowań tej koncepcji oraz istotę tech¬niki badania funkcji. W kolejnym punkcie Metodyka analizy funkcjonalnej wyrobu przedsta¬wiono charakterystykę poszczególnych jej etapów, zwracając szczególną uwagę na określenie stopnia spełniania funkcji. Dopełnieniem niniejszego punktu jest prezentacja zakresu zastosowań metody analizy wartości oraz etapy postępowania badawczego w tej metodzie. Dalszy punkt artykułu to Podejście eksperckie. Tu zaprezentowano metodę delficką oraz cykl organizacji badań eksperckich. W następnym punkcie Benchmarking wyeksponowano problem wzorca, a także przedstawiono rodzaje benchmarkingu i jego metodykę (według R.C. Campa). W punkcie Projektowanie usprawniające i bazowe omówiono zakres tych koncepcji, jak również wyjaśniono sens podejścia systemowego, modelowania wzorcującego oraz idealizacji. Ostatni punkt artykułu to Metoda scenariuszowa i koncepcja foresight. Tu przedstawiono różne postawy badawcze wobec przyszłości, specyfikę metody scenariuszowej i jej ścisłe powiązanie z koncepcją foresight. W odniesieniu do tej ostatniej scharakteryzowano jego wyróżniki, zakres zastosowań oraz metodykę.

Jednym z nowych aspektów takiej polityki jest możliwość planowania dla różnych kategorii obszarów funkcjonalnych. Artykuł wskazuje, że podobne działania prowadzono już wcześniej, oraz podaje możliwe do ujawnienia trudności, które można podzielić na 4 grupy: organizacyjno- prawne, finansowe, metodologiczne i pozostałe.W celu uniknięcia barier Ministerstwo Rozwoju Regionalnego i środowiska branżowe proponują nowe rozwiązania legislacyjne i organizacyjne, jednak trudno obecnie ocenić ich ewentualną skuteczność.
    EU regional policyfocused on reducing inter-regional disparities and sectoral approach is being replaced byintegrated territorial approach, aimed at activating endogenic potentials of each region. In Poland the new paradigm has been revealed in governmental documents: National Strategyfor Regional Development and National Spatial Development Concept 2030. These have introduced new planning categories: functional areas. This paper is a description of a few examples of such planning which have been prepared in recent years. An outcome of such research is author’s list of potential barriers in new applications. The barriers maybe classified into 4 groups: institutional/legal, financial, methodological and other. In order to avoid these, the Ministryof Regional Development and professionals project new legal and institutional solutions. It is now difficult to estimate their chances.

    W pierwszej części artykułu przedstawiono zarys uwarunkowań dotyczących oddziaływania miast na otoczenie, związanych z tym problemów delimitacyjnych oraz przykładów zastosowań badawczych dla miast Polski w ostatnich pięćdziesięciu latach. W drugiej części zaprezentowano wyniki delimitacji miejskich obszarów funkcjonalnych 18 stolic województw, wykonanej przez autora dla Ministerstwa Rozwoju Regionalnego w 2012 r. w ramach prac nad wdrożeniem zapisów nowej „Koncepcji Przestrzennego Zagospodarowania Kraju 2030” (Śleszyński 2013a).
    In the first part of the article presented outlines the conditions of the cities impact on the surroundings, including issues related to the delimitation o f research and examples o f applications for Polish cities in the last fifty years. The second part p resents the results of the delimitation of functional urban areas performed for the 18 capitals of voivodeships, made by the author for the Ministry of Regional Development in 2012 in the framework o f the implementation of the National Spatial Development Concept 2030. Detailed criteria were as follows: 1) The number of people commuting (wage labour) to the core FUA (Functional Urban Area) per 1,000 population o f working age over 50 (2006); 2) The number o f registered immigration (check-ins) from the core FUA per 1000 population above 3 (2009); 3) The share of employed in non-agricultural occupations as a proportion of the voivodship average above 75% (2002); 4) The number of businesses entities per 1,000 population as a proportion of the provincial average above 75% (2011); 5) Participation of economic operators of higher order (sections J-R of NACE) relative to the core FUA above 50% (2011); 6) The population density (without forests and water) compared to the voivodship average of over 50% (2011); 7) The number of completed dwellings per 1000 inhabitants in 2002-2011 compared to the voivodship average of over 75%. The inclusion of the MOF was when fulfilled at least 6 of the 7 criteria.
