Foster family is one of the most beneficial forms of support for family in crisis. It should provide the same or a very similar care environment as the natural family. The functioning of the foster family is based on the use of a variety of educational methods, among which an important place is occupied by the system of rewards and punishments. Research carried out in the Biała Podlaska region in 95 foster families living in urban and rural areas showed that among rewards used in the foster environment there are: cash rewards, gifts, compliments, friendly gestures from caregivers, and others. Punishments used are pedagogical ones such as explanation, interpretation, and not pedagogical ones such as shouting, warning, prohibitions, bans on leaving the room or the house, picking up material things. The most common rewards are compliments, whereas the most common punishment is a warning.

Opis:
For one’s proper maturation, every child needs a family which would provide him or her with care, love, food or shelter and would take care of his or her both emotional and educational development. When family is in crisis originating from different circumstances – not only the lack of functionality but also the illness or death of the parents, their lack of resourcefulness, the fact that they do not fulfill their parental duties in a right way, while the closest relatives are unable to take care of and help a child a very important role is played by intervention as well as institutional support and, above all, the placement of a defenseless child with a right foster family. The purpose of this article is to illustrate how foster families as well as institutions exercising control over the foster care system function after January 01, 2012 when the Act on Family Support and Foster Care System was introduced. The Act at hand is aimed at counteracting negative trends of removing children from their dysfunctional families in order to place them within the foster care system. The purpose of the Act is to reduce the number of children placed within the foster care system and to assure that the ones who have already been included into the system would be entrusted to foster families or placed in small environmental care facilities. Social work with dysfunctional family is now to be the basic instrument for acting in favor of a child. However, the introduction of this new Law raised many concerns and criticisms from institutions to which new roles and responsibilities were assigned and aroused the interest of existing foster families. A child leaving his or her home, often all of a sudden, feels very lonely, unwanted, and is forced to look after one’s place in the world, acceptance, and understanding.The work carried out by foster families should then consist in rebuilding the child’s self-esteem and his or her sense of belonging to a particular group and environment. It is a hard and time-consuming task which requires a lot of understanding and acceptance.Therefore, regular cooperation with different institutions which support both biological family – in restoring the appropriate way of fulfilling parental roles,as well as foster family, the aim of which is to assure the replacement of a child with his or her family of origin, is necessary. Promotion and development of the foster family care system have profound social and economic justification. It is one of the most effective and desirable ways of protecting and helping children who do not have “normal” and well-functioning families. The institution of a foster family becomes an asylum in which at child is to recover from ingrown traumaand rebuild his or her self-esteem.

A certain percentage of disabled children are not raised in their biological families. It happens more and more often that the place of residence of such a child is not an institution but the adoptive or foster family. Increased prevalence of this type of families makes the study of this area of functioning of children with disabilities more and more important. The paper covers the issue of dealing with a child’s difference by their adoptive/foster parents. The difference has its source e. g. in a disability. The empirical part of the article is the result of qualitative research conducted with parents from 20 adoptive/foster families that raise a child with a disability (this is a part of a broader research project conducted by the authors with these families). The analysis of the interviews shows the ways to discover the otherness, the difference of the child, the ways to accept this otherness, and the importance they ascribe to the otherness of the child.

Family constitutes a basic upbringing environment where people grow up, obtain knowledge about themselves and their surroundings. Parents should therefore be the ones who see and satisfy the needs of their children and provide them with appropriate conditions for development.. Several factors may have a great impact on youth and children such as leaving family home, different events from childhood as well as separating from their parents. The adolescents educated in a foster family are conscious of the fact that they have biological parents whom they may contact or not. The following article focuses on the dilemmas or difficulties that the adolescent children may face during their time spent with their foster families, regardless of having or not having contact with their biological caregivers.

This paper discusses changes in the functioning of foster care since it was reformed in 1999. Its focus is to demonstrate changes in Polish law and evolution in pedagogical views as well as in administrative practice in the context legal standards of foster care set forth in international documents (Convention on the Rights of a Child, European Convention on Human Rights and many others) and in the constitutional principle of subsidiarity. Much attention was also devoted to provisions of the Act of 9 June 2011 on support for Families and Foster Care system as well as to new laws of the Family and Guardianship Code. Of paramount importance is the right of children in care to return to their families (family reintegration), a right that derives from international standards. In this context evolution in pedagogy and the significance of social care were emphasized. The author highlights emotional problems of foster families which hinder efforts aimed at supporting children’s parents.
Artykuł omawia zmiany, jakie zaszły w funkcjonowaniu pieczy zastępczej, począwszy od rozpoczęcia jej reformowania w 1999 roku. Akcent położono na pokazanie zmian polskiego prawa i ewolucji pedagogicznej oraz administracyjnej praktyki, w kontekście standardów prawnych pieczy zastępczej wyznaczonych w międzynarodowych dokumentach (Konwencja o Prawach Dziecka, Europejska Konwencja Praw Człowieka i wiele innych) oraz w konstytucyjnej zasady pomocniczości. Szczególnie wiele uwagi poświęcono uregulowaniom Ustawy z 9 czerwca 2011 roku o wspieraniu rodziny i systemie pieczy zastępczej oraz nowym przepisom Kodeksu rodzinnego i opiekuńczego. Najistotniejsze znaczenie ma wynikające z międzynarodowych standardów prawo wychowanków rodzin zastępczych i placówek opiekuńczo-wychowawczych do powrotu do rodziny (reintegracja rodziny). Na tym tle pokazano przemiany w pedagogice i znaczenie pracy socjalnej. Autor zwraca uwagę na emocjonalne problemy rodzin zastępczych, które odmawiają działań wspierających rodziców wychowanków.
