Physical changes of steel caused by fatigue processes affect simultaneously the magnetic permeability and electrical conductivity. Electric and magnetic properties of material describe not only the ability to maintain the established operational parameters, but also characterize the technical condition of machine component. This paper presents the usability of testing the effective permeability and electric al conductivity changes of steel in order to evaluate the condition of machine or equipment. The effective permeability and electrical conductivity of steel is measured by changes of impedance of testing probe. The testing methodology used in transportation is introduced to the power industry.
Zmiany fizyczne stali powodowane procesami zmęczeniowymi oddziaływają jednocześnie na przenikalność magnetyczną i konduktywność. Właściwości elektryczne i magnetyczne materiału opisują nie tylko zdatność do zachowania założonych parametrów pracy, ale i określają stan techniczny elementu maszyny. W artykule przedstawiono możliwość zastosowania badań zmian przenikalności skutecznej i przewodności elektrycznej stali do oceny stanu maszyny lub elementu. Przenikalność skuteczna i przewodność elektryczna stali badana jest poprzez zmiany impedancji sondy pomiarowej. Metodykę badań zastosowaną w transporcie wprowadzono do energetyki.

Nowadays the equipment used on ships is becoming more and more sophisticated, safety of shipping depends heavily not only on trustworthiness of high-tech products, but also on mariners’ competence. It is necessary to find methods to enable seafarers to keep track with technical developments. Simulators as a tool combined with a properly developed course curriculum and qualified instructors provide an appropriate method not only for training, but also for measuring, assessing and evaluating individual mariner performance in order to test levels of competency and proficiency. According to Nieri (1995, p. 1/6), “The development of performance-based assessment tools would utilize the widely-recognized advantages of simulators and part-task trainers to generate a scenario in which the license candidate must demonstrate his knowledge of system relationships, knowledge of operational procedures, monitor systems and situations, respond to unexpected occurrences, identify and diagnose problems, and manage personnel, in a dynamic world“. This paper discusses the usage of new capabilities of the NTPRO 4000 full mission ship handling simulator in the assessment and evaluation processes at Lithuanian Maritime Academy.

Opis:
This article concerns a new method of assessing the thread cutting process and the quality of the formed thread using the method of optical observation of the workpiece during machining. A series of digital images of the thread profile was taken in transmitted light for each tool infeed. Such images, obtained with high resolution for three angular positions, were binarized, with the space between ridges taken in successive infeeds identified as “void”, and its projection was then parameterized. Two of these parameters, area of void and aspect ratio, were used as indicators of the technological quality of the thread. The suitability of the selected parameters for technological description of the thread was verified using the example of titanium alloy thread turning under ambient and cryogenic conditions.

The publication presents the issues concerning the management of recruitment processes in public administration. Analysis of the phenomenon has been made on the example of the municipal authority. The aim of this work is the presentation of procedures used in the public administration for recruiting new employees on the example of the municipality, together with an assessment of the procedure, by people who have passed the recruitment process, and proposing changes.
W artykule zaprezentowano kwestie dotyczące zarządzania procesami rekrutacji w administracji publicznej. Analizy zjawiska dokonano na przykładzie wybranego urzędu miejskiego. Celem niniejszej pracy jest prezentacja stosowanej w administracji publicznej procedury rekrutacji nowych pracowników na przykładzie urzędu miejskiego, wraz z oceną tejże procedury przez osoby, które przeszły proces rekrutacji, oraz z przedstawieniem propozycji zmian.

Opis:
Health policy as a process and as activities in the sphere of public responsibility may cause different evaluation problems but at the same time the proper and reliable assessment should be understood as the essential interest of the engaged stakeholders: government at different levels, payers, providers and patients as well. The paper concerns the problem of difficulties influencing the research focused on the health policy description aiming at the indication of the most important factors, effects, possible development dimensions that may significantly change the health system. The methodology in this case is also a complicated issue: quite often based on the instruments typical for social disciplines but not completely applicable for the presented subject. The paper describes the new innovative and universal tool for the purpose of the analysis aiming at reliable and comparable health policy assessment, it presents the stages and objectives of such evaluation and the perspectives of the HPA matrix development both for research and for didactic purposes.

Opis:
The paper presents an original evaluation model for innovative research projects that can be used by entrepreneurs and other institutions in the process of project management. The model has two aims: to be a support for the organisations, which plan to submit the project proposal (ex-ante evaluation) and, on further stages of the project (on-going, ex-post, follow-up), to decide if the topics undertaken in the project are worth being continued or terminated. The requirements of the evaluation process from the 2014–2020 perspective are considered in the model as this perspective is directed to companies, although the research institutions also can take part in the projects. The aim of the 2014–2020 perspective is to support companies in developing products that should be successfully implemented in their business activity or on the market; therefore, the evaluation must be performed precisely and carefully, and it should indicate the elements that are compulsory for the ex-ante evaluation, and which must be considered when applying for funds.
Artykuł przedstawia autorski model ewaluacji innowacyjnych projektów badawczych, który może zostać zastosowany przez przedsiębiorstwa i inne instytucje w procesie zarządzania projektem. Model ma dwa cele: być narzędziem wspomagającym dla organizacji, które planują złożyć propozycję projektu (ewaluacja ex-ante) oraz, na dalszych etapach projektu (on-going, ex-post, follow-up), umożliwiać podjęcie decyzji, czy uruchomione tematy należy kontynuować, czy zaprzestać. W modelu uwzględniono wymagania dotyczące ewaluacji w perspektywie finansowej 2014–2020, jako że ta perspektywa skierowana jest głównie do firm, mimo że inne instytucje również mogą brać udział w projektach. Celem perspektywy finansowej 2014–2020 jest wspomaganie przedsiębiorstw w opracowywaniu produktów, które powinny być pomyślnie wdrożone w ich działalności gospodarczej lub na rynku, dlatego też ewaluacja musi być prowadzona starannie i dokładnie i powinna uwzględniać elementy, które są obowiązkowe w ewaluacji ex-ante propozycji projektu.

Ewaluacja procesu kształcenia w uczelniach wyższych, służąca w założeniach podnoszeniu jakości kształcenia, jest najczęściej kojarzona ze zbieraniem opinii o zajęciach dydaktycznych za pomocą tzw. ankiety studenckiej oraz z prowadzeniem hospitacji zajęć, zwykle przez przełożonego. Z reguły służy głównie rankingom i rozstrzygnięciom personalnym, nie dając konstruktywnego sprzężenia zwrotnego, pozwalającego na doskonalenie umiejętności nauczania i rzeczywiste podnoszenie jakości kształcenia. Celem artykułu jest zaprezentowanie modelu hospitacji zajęć wspierających rozwój kompetencji dydaktycznych nauczycieli akademickich jako metody ewaluacyjnej stosowanej w szkolnictwie wyższym. W związku z tym dokonano charakterystyki etapów hospitacji, ze szczególnym zwróceniem uwagi na rozmowę poobserwacyjną. W konsekwencji pokazano, że model hospitacji wspierających może być cennym narzędziem rozwoju umiejętności nauczania, stymulowania autorefleksji i świadomości dydaktycznej nauczycieli akademickich w procesie podnoszenia jakości kształcenia w uczelni wyższej.
The evaluation of the educational process is the most often associated with surveys including students’ opinion on classes and the teaching observations usually made by the department head. As a rule they are mainly used for rankings and personnel decisions, without giving constructive feedback to academics, which could help them to enhance teaching skills and really improve the quality of education. The aim of this article is to present a developmental model of teaching observation as a class evaluation method used in higher education. Therefore, we intend to describe the teaching observation stages, paying the particular attention to the last stage which in fact is a conversation between the observer and the observed teacher. As a result, we will also show that the developmental model of teaching observation might be a valuable method of the enhancing teaching competencies, that stimulates self‑reflection and the teaching awareness in the process of improving the quality of education at the university.
Оценка процесса обучения в высших учебных заведениях, которая предусматривает повышение качества обучения, чаще всего ассоциируется со сбором мнений на тему педагогических занятий при помощи так называемой студенческой анкеты и проведения оценки занятий, чаще всего вышепоставленным лицом. Чаще всего это нужно для составления определённых рейтингов и принятия персональных решений, но не даёт обратной связи, которая позволяет на усовершенствование педагогичеких навыков и реальное повышение качества обучения.Целью статьи является представление модели оценки занятий, которые помогают развитию компетенции преподавателей высших учебных заведений как метода оценки, применяемой в высших учебных заведениях.

The purpose of the paper is to evaluate the processes of welding aluminum alloys in terms of their applicability to the process of prefabrication of ship structures. The prefabrication process requires solving a number of problems related to the welding processes used (e.g. the problem of welding incompatibilities, deformations). Therefore, the key issue is to choose the right welding process, which is complex and difficult. It requires analysis of the process considering many points of view (e.g. technological, economic, security) in order to maximize the objectivity of the choice. Therefore, an attempt at a comprehensive view requires the formulation of a set of accurate evaluation criteria. The multi-indicator expert assessment presented in the article makes it possible to make such a choice. Currently used methods of welding aluminum alloys, both those from the group of conventional and innovative methods, were assessed. As a result of the analysis, the so-called technological hierarchy that allows to rank the assessed processes in terms of their suitability in the process of prefabrication of ship structures.

Humanlabor is one of the main factors influencing the nature, level and results of business process. Development of the company depends on the diligence and productivity of employees. Staffing processes preceding the acquisition, selection and recruitment. The onset of the employee's work is a process of adaptation. The employee, however, a new job must first be familiar with the work tasks and environments. Výsledkomeffective adaptation is an understanding of business goals, identify new employee with the company, quickly achieving the objectives of the individual and group, improving workingrelationships. Meeting the expectations of workers taken in the process of adaptation is evidence of appropriate processing andsubsequent implementation of the different steps of the adaptation process in the enterprise.

The article characterises essential issues applicable to the evaluation of the transport services quality. While quoting appropriate literature, the article discusses the term of transport service quality and its influence on the social and economic development. The objective of the quality evaluation has been presented, from the point of view of the consumers and ordering parties, transport enterprises and independent evaluating entities (e.g. certifying bodies). The attention has been focused on the examples of the characteristics of quality in respect to the transport means, human as well as infrastructure resources. Some of the aspects of the process and mathematical modelling of the transport services quality evaluation, have been presented, pointing at the use of the artificial neural networks. The process approach in the quality assessment has been used to create mathematical model. To teach the neural network, the real data has been used, from the certification conducted at the Quality Systems and Management Department of the Military University of Technology. The summary of the article points at the scientific areas, where the presented aspects of the transport services quality evaluation, can be used.

W pracy przedstawiono propozycję strategii postępowania w trakcie oceny zgodności zmian jakie zachodzą między dwoma dowolnymi sygnałami lub parametrami, mierzalnymi na wyjściu badanego procesu. Zaproponowana idea stanowi alternatywę dla tradycyjnie stosowanej metody statystycznej, opartej na wyznaczeniu związków korelacyjnych. Warunkiem poprawnego zastosowania proponowanej oceny zgodności jest rejestracja wartości sygnałów w sposób chronologiczny i synchroniczny. Metodę tą dotychczas użyto do analizy związków zachodzących między wielkościami wyjściowymi w procesie szlifowania, dowodząc jej efektywności, przy okazji ujawniając istotne cechy współwystępujących zjawisk w strefie szlifowania.
The paper proposes a strategy for analysis procedure during the conformity assessment of changes that occur between two signals or parameters measured at the investigated process output. The presented idea is an alternative to the traditional statistical method based on determining the correlation. The condition for correct application of the proposed assessment of compliance is recording the signals in a chronological and synchronous way. The method is based on determining the degree of similarity between the elementary lines creating a full course of the compared signals. For each line linking adjacent measurement points there is determined the slope angle and direction in relation to the axis. The similarity rate between any two signals is built based on weight assessment. The conventional methods for determining approximations can give a large error for estimated approximations (understate result) in case of repeated changes of direction of the parameter values in time domain. Such changes cause the accumulation of points in groups on the regression plot. The developed method introduces a strategy to consider this type of behavior. It can be expected that this method can be successfully used to describe correlations between the output signals parameters. It seems to be more appropriate than estimation of the correlation coefficient for non cause-effect relationships. This method was used for analysis of the relationships between the output signal values in the grinding process. Its effectiveness was proved and the important features of co-existing phenomena in the grinding zone were shown .

Our paper deals with the methods and techniques used in the educational process in the Maritime University of Constanta to develop the practical abilities and principles in applying the operational procedures and the utilization of the specific safe and rescue equipments at sea, by the students and maritime officers. The educational process has an outstanding role in the career of a maritime officer and the problem of the safety and security is essential in order to avoid catastrophes and for saving human lives. The paper presents the implementation, the role and function of the new simulators as part of the teaching process. Quality cannot be obtained without new teaching methods and training procedures, where IT and simulators occupy an outstanding place. These new methods and techniques have been introduced in the Maritime University of Constanta (MUC) step by step, from the multimedia tools to computers with dedicated complex software.

Opis:
Artykuł przedstawia ocenę wpływu polityki spójności na dyfuzję procesów rozwojowych w otoczeniu dużych miast. Ewaluację przeprowadzono w dwóch ujęciach: jako analizę zmiany wskaźników metropolitalnej i regionalnej koncentracji ludności, przedsiębiorstw, pracujących i dochodów własnych gmin oraz jako analizę oddziaływania polityki spójności na rozwój gmin położonych w otoczeniu dużych miast. Analizy opracowano na podstawie wyników ankiety skierowanej do władz gmin. W pierwszym ujęciu wykorzystano podział zasięgu oddziaływania miasta na dwie strefy – obszar metropolitalny oraz region metropolitalny (ten drugi uwzględniono wyłącznie w przypadku ośrodków wojewódzkich). To ujęcie pokazało brak wpływu polityki spójności na zachodzące procesy koncentracji lub dekoncentracji w wyróżnionych skalach przestrzennych. Natomiast drugie – umożliwiło wskazanie tych kategorii interwencji publicznej, które mają relatywnie największy wpływ na dyfuzję procesów rozwojowych z miast do ich otoczenia.
The paper presents the evaluation of Cohesion Policy impacts on diffusion of development processes from cities to their regional hinterlands. We evaluated two things: a) the indicators illustrating metropolitan and regional concentration of population, enterprises, employers, and local governments revenues, and b) the impact of EU funds on the development of municipalities located in the surroundings of large cities (based on local governments survey results). For the first type of analysis, we delimitated the regional surroundings into two zones: metropolitan area and regional hinterlands (the former was only applicable in case of capital cities of voivodships). The outcome of the analysis in this dimension indicates a lack of any significant impact of Cohesion Policy on agglomeration processes in the analyzed spatial scales. However, the studies in the second dimension allow us to identify the thematic categories of public intervention that have the largest relative impact on spread effects from developing large cities to their regional surroundings.

Aim/purpose – The aim of this article is to present the concept of a multicriteria model of process maturity assessment (MMPM), which allows to assess the degree of implementation of process solutions with respect to three dimensions: short-term, long-term and systemic. Design/methodology/approach – The characteristics of the model presented in the article was preceded by a review of the literature and the analysis of secondary research related to the assessment of the degree of implementation of elements of the process approach in management. Findings – As a result of the review of the literature and the analysis of secondary re-search, a thesis was formulated that quantitative research using the existing methodolo-gies for identifying the implementation of a process approach in management is insuffi-cient in the precise assessment of the organization’s process maturity. This means that they should be extended to include qualitative research. The solution to this problem may be the use of a multidimensional model of process maturity assessment of the organization. Research implications/limitations – The application of MMPM makes it possible to assess the degree of implementation of the process approach elements using the opinion poll method. This means that the results may be subject to random or non-random errors, depending on the selection technique of the research sample. At this point, it should also be emphasized that in order to provide a precision assessment of process maturity using the MMPM, the questions in the questionnaire should be adapted to the specifics of the area under examination. Originality/value/contribution – The scope of this article fills in the research gap that exists in terms of assessing the process maturity of the organization in the long run, understood as defining the direction of development, stagnation or atrophy of implementation of process solutions in the organization. The concept of the MMPM presented in the article makes it possible to assess process maturity in three dimensions: short-term, long-term and system-based. In addition, the structure of the model enables the reconfiguration of the research questionnaire with questions of a self-reinforcing character by the respondent to questions, enabling the assessment of the level of maturity on the basis of symptoms.

Background. There are many methods how specialists can evaluate return of online marketing activities. Most of the methods out there are designed for versatile use, but each online marketing tool has its own unique specific metrics that should be taken into account when measuring the return of marketing activities. The Authors believe that the methods designed to evaluate online marketing activities should also be more specific. Hence, the Authors believe that more specific online marketing revenue determination methods should be proposed. Objectives. The aim of this paper is to propose a formula that can be used to evaluate the return of social media activities while taking into account different consumer purchase decision stages. Methodology. To achieve the aim of this paper, following research methods were used: theoretical literature analysis, expert surveys, grouping and statistical analysis methods. Data. The proposed formula was based on the data that was collected from theoretical literature analysis and expert surveys. Results. The main result of this paper was to propose a formula, which can calculate the return of social media activities while taking into account different consumer purchase decision stages. Main contribution of the paper. This paper offers a new approach to evaluating the return of social media activities, depending on which purchase decision process stage online marketing activity was meant to influence. This paper can be used as a basis for further research where social media activity revenue evaluation methods are discussed. Marketing specialists can use this paper as an example of how to evaluate the return of social media activities.
