Pojęcia kluczowe z punktu widzenia budżetu zadaniowego nie zostały jak dotąd w polskiej doktrynie jednoznacznie zdefiniowane, panuje wręcz swego rodzaju definicyjny chaos. Aby uporządkować, przynajmniej częściowo, terminologię w tym zakresie, niezbędne jest odróżnienie budżetu zadaniowego (budżetu jako instytucji prawnej), budżetu w układzie zadaniowym (budżetu w ujęciu ekonomicznym) oraz systemu planowania zadaniowego w sektorze finansów publicznych. Budżet zadaniowy jest jednym z podstawowych instrumentów nowego zarządzania publicznego (new public management) służących podnoszeniu efektywności (relacji nakładów do wykonanych usług publicznych) oraz skuteczności (jakości) funkcjonowania sektora publicznego. Pozwala on uzyskać istotne informacje na temat rezultatów uzyskiwanych przez administrację publiczną, jak również umożliwia uczynienie informacji budżetowych bardziej przejrzystymi (zrozumiałymi) zarówno na szczeblu centralnym, jak i lokalnym. Jednak aby budżet zadaniowy stał się rzeczywiście narzędziem racjonalizacji wydatków budżetowych, koniecznie jest dokonanie całościowej analizy funkcjonowania państwa w celu identyfikacji obszarów, w których konieczne jest dokonanie zmian w przepisach prawa, jak również zwiększenie egzekwowalności obowiązujących przepisów.
The key terms of performance budgeting have not yet been yet clearly defined in Polish practice, there is even a kind of definitional chaos. To systematise, at least in part, the terminology in this area it seems necessary to distinguish between a performance budget (the budget as a legal institution); a task-oriented budget (the budget in economic terms); and the system of performance planning in the sector of public finances. The performance budget is one of the main instruments of the New Public Management that is used to increase the efficiency (ratio of expenditure for public services performed) and the effectiveness (the quality) of the functioning of the public sector. This allows the obtaining of relevant information about the results achieved by public administrations and permits more transparent (understandable) budgetary information at both central and local level. However, if we want to use the performance budget as a practical tool for the rationalization of public expenditure it is necessary to conduct a comprehensive analysis of the functioning of the state, in order to identify areas where it is necessary to make changes in the law or increase the enforceability of existing laws.

W artykule przedstawiono projekt kryteriów i mierników oceny efektywności podsystemu bezpieczeństwa wewnętrznego obszaru działania Państwowej Straży Pożarnej (PSP) w Systemie Bezpieczeństwa Narodowego Rzeczypospolitej Polskiej. Stanowiły one głos w dyskusji nad opracowaniem metodologii i metodyki oceny efektywności systemu bezpieczeństwa narodowego wykonywanej przez zespół naukowo-badawczy w ramach projektu pt. System Bezpieczeństwa Narodowego RP . W artykule w pierwszej kolejności zdefiniowano zasady formułowania kryteriów efektywności podsystemu bezpieczeństwa wewnętrznego w obszarze działania Państwowej Straży Pożarnej, a następnie zaprezentowano kryteria oceny jego efektywności. Docelową część opracowania stanowią jednak metodyki oceny efektywności podsystemu bezpieczeństwa wewnętrznego w obszarze działania Państwowej Straży Pożarnej. Prezentowaną koncepcję odniesiono do przepisów obowiązującego prawa, zasad, wytycznych i analiz.
This paper presents the design criteria and metrics evaluation of the effectiveness of internal security subsystem area of operation of the State Fire Service in the National Safety System of the Republic of Poland. They were carried out in the discussion on the development of methodologies and methods for assessing the effectiveness of the National Safety System by a team of scientific – research in project National Safety System. In an article in the first place defined rules subsystem formulation of criteria for the effectiveness of internal security in the area of the State Fire Service, and then presents the criteria for assessing the effectiveness of internal security subsystem in the area of the State Fire Service. Third part of the report includes an evaluation of the effectiveness of the methodology of internal security subsystem in the territory of the State Fire Service. The whole of referred to the applicable laws, rules, guidelines and analysis.

Implementation of works on preparing production of new product should be justified by the positive evaluation of purposefulness, and structural, technological, organizational feasibility, as well as economic efficiency. The results of the latest evaluation are critical. Preparation of production of new product, even it is expedient and feasible, it should not be implemented if it is economically inefficient or has high risk of failure. In the article set out guidelines for the evaluation of economic efficiency and risk according to the features which are characteristic for preparation of production of new product. These features are related to the scope of work of construction, technological and organizational preparation, their duration and time of product life, as well as capital expenditure.
Realizacja prac z zakresu przygotowania produkcji nowego wyrobu powinna być uzasadniona pozytywną oceną celowości, konstrukcyjnej, technologicznej i organizacyjnej wykonalności oraz ekonomicznej efektywności. Wyniki tej ostatniej oceny mają decydujące znaczenie. Przygotowanie produkcji nowego wyrobu, nawet jeśli jest celowe i wykonalne, nie powinno być realizowane jeśli jest ekonomiczne nieefektywne lub jeśli towarzyszy mu zbyt wysokie ryzyko niepowodzenia. W artykule określono wytyczne w zakresie przeprowadzania oceny ekonomicznej efektywności i ryzyka odpowiednio do cech charakteryzujących przygotowanie produkcji nowego wyrobu. Cechy te związane są z charakterem i zakresem prac przygotowania konstrukcyjnego, technologicznego i organizatorskiego, czasem ich trwania oraz życia wyrobu, a także nakładami kapitałowymi.

Jak pokazuje kwerenda, zarówno w polskiej, jak i światowej literaturze tematyka profilaktyki stosowania substancji psychoaktywnych przez młodzież z niepełnosprawnością intelektualną jest zdecydowanie niedoreprezentowana. Tymczasem badania pokazują wysokie zapotrzebowanie na działania profilaktyczne w tej grupie. Artykuł zawiera prezentację założeń pionierskiego programu profilaktycznego adresowanego do młodzieży z niepełnosprawnością intelektualną w stopniu lekkim „Moje życie, mój wybór” oraz omówienie wyników jego ewaluacji. Analiza skoncentrowana jest w szczególności na skuteczności podjętych działań oraz postrzeganiu poszczególnych elementów programu przez odbiorców. Zebrane dane wskazują na skuteczność programu w czterech z pięciu obszarów, jak również istotność selektywnych oddziaływań profilaktycznych.
The subject of prevention of the use of psychoactive substances by young people with intellectual disabilities is definitely underrepresented, if at all present, both in Polish and world literature. Meanwhile, research shows a high demand for preventive measures in this group. The current article presents the assumptions of the pioneering preventive program “My life, my choice”, addressed to young people with intellectual disabilities and discussion of the results of its evaluation. The analysis focuses in particular on the effectiveness of the actions taken and the perception of individual elements of the program by the recipients. The collected data indicate a significan effectiveness of the program in four of the five areas, as well as the importance of selective preventive interactions.

Celem artykułu było wskazanie potrzeby badania skuteczności metod i programów resocjalizacyjnych. W krajach anglosaskich kryterium skuteczności decyduje o wyborze określonego programu, przy czym skuteczność definiowana jest przez pryzmat redukcji zaburzeń zachowania oraz redukcji czynników ryzyka recydywy. Niestety w Polsce obserwuje się deficyt w zakresie prowadzenia tego typu badań. W tekście opisano metodologiczne przesłanki prowadzenia badań ewaluacji wyniku oraz wskazano metody służące syntezie wyników pochodzących z niezależnych badań. Całość rozważań ulokowano w kontekście evidence-based practice, który opiera się na dostarczeniu dowodów empirycznych mogących usprawnić praktykę społeczną.
The aim of the paper was to indicate the need to test the effectiveness of correctional methods and programs. In Anglo-Saxon countries, the criterion of effectiveness determines the selection of a specific program, while effectiveness is defined through the prism of conduct disorders reduction and decreasing the risk of recidivism. Unfortunately, there is a deficit in the conduct of this type of research in Poland. The text indicates the methodological premises for conducting the evaluation research and indicates the methods for synthesizing the results from independent studies. All considerations are placed in the context of evidence-based practice, which is based on providing empirical evidence that can improve social practice.

Uwarunkowania prawne w zakresie transportu kolejowego w Polsce pozwoliły na dynamiczny rozwój prywatnych podmiotów gospodarczych zajmujących się kolejowymi przewozami ładunków i pasażerów. W ostatnich latach na rynku kolejowym obserwuje się duże zainteresowanie zakupem nowych pojazdów do przewozów pasażerskich: lokomotyw elektrycznych, zespołów trakcyjnych, autobusów szynowych, jak również modernizacją starego taboru szynowego do przewozów towarowych, przede wszystkim lokomotyw spalinowych. Ze względu na bardzo wysokie koszty, z jakimi związane są inwestycje dotyczące zakupu lub modernizacji pojazdów szynowych, przedsięwzięcia te powinny być dokładnie przeanalizowane pod kątem wykonalności i opłacalności.

The effectiveness of cast iron spheroidization with FeSiMg master alloy by the traditional method and using a reaction chamber placed in the cavity of foundry mould was compared. The method of cast iron treatment in mould cavity using a reaction chamber is an innovative technology developed by the Foundry Research Institute in Krakow. The effectiveness of the spheroidization process carried out by both methods was checked on a series of test castings. The article also presents the results of metallographic examinations and mechanical testing, including the discussion of magnesium yield and its assimilation rate.

Skuteczność działań resocjalizacyjnych oraz poziom efektywności procesu resocjalizacji podlegają obecnie systematycznej analizie. To działania wpisane dziś na stałe w realia funkcjonowania instytucji resocjalizacyjnej, często ujmowanej jako system złożony z powiązanych ze sobą elementów, które tworzą sieć określonych zależności oraz powiązań. Zarówno teoretycy, jak i praktycy resocjalizacji poszukują czynników leżących u podstaw skutecznych działań wychowawczych, edukacyjnych i terapeutycznych. Złożony charakter procesu resocjalizacji nie pozwala na identyfikację skuteczności pojedynczych interwencji; jest to możliwe tylko w przypadku kompleksowych oddziaływań, realizowanych wielotorowo na różnych płaszczyznach: edukacyjnej, wychowawczej i terapeutycznej. W prezentowanym artykule ewaluacja jest rozumiana jako szereg działań analizujących nie tylko efekty, ale przede wszystkim jak doszło do ich uzyskania i jakie czynniki miały na to wpływ. Wyniki ewaluacji pozwalają instytucji na modyfikacje prowadzonych działań oraz dostosowywanie ich do potrzeb, zasobów czy też deficytów nieletnich. Ponadto zwiększają możliwości projektowania oraz wdrażania przez instytucję działań adekwatnych do sytuacji problemowych, które pojawiają się w środowisku wychowawczym.
Nowadays the effectiveness of social rehabilitation process is the subject to a systematic analysis. These actions are included into the reality of the institution considered as the complex system which consists from elements connected with oneself. Both theoreticians and practitioners of the social rehabilitation pedagogy are seeking the factors underlying reasons of success for effectiveness in education and therapeutic process. It is difficult to find which factors influence on the effectiveness of isolated intervention. It is only possible to determine the effectiveness of education and therapeutic process only if they are analysed as a whole. The process of evaluation, in the presented article, is understood as the sequence of operations which analyse not only effects, but how reached them as well and which factors affected it. Results of the evaluation let the institution to find the proper action and adapting them to day-to-day issues. According to them the institution could design and implement the right action appropriate to problem situations turning up in the education environment.

This article provides a cluster analysis of existing technoparks, the sample of which was built according to the completeness of the data presented on the official websites of the Ministry of Industry and Trade of the Russian Federation and the terms of operation. The analysis is carried out in order to determine the best components of the effectiveness of the development of the technopark movement in Russia. According to the analysis of this article, we can talk about a weak relationship between the three sub-indices: the activities of the management company, the activities of residents, the activities of regional authorities. The obtained data can serve as a starting base for further construction of an econometric model of the efficiency factors of technoparks.

Cel i zakres: Tematem artykułu jest wykazanie zasadności stosowania pracy partycypacyjnej w trakcie szkolenia pracowników w organizacji. Możliwości takiej pracy dają wszechstronny wachlarz ewaluacji już w trakcie trwania szkolenia, z bezpośrednim nawiązaniem do środowiska pracy osób szkolonych. Artykuł zawiera zasady, jakimi osobiście kieruje się w przygotowaniach do przeprowadzenia szkolenia. Porusza tematy dotyczące analizy zachowań uczestników szkolenia oraz wskazuje na metody wzmacniania oraz sposobów niwelowania zachowań niepożądanych, które stanowią zagrożenie dla samego wzmacniania. Materiał i metody: Materiałem jest problematyka skutecznego szkolenia pracowników organizacji oraz zasady, jakimi należy się kierować stosując metodę szkolenia partycypacyjnego. Wskazuje na formy oddziaływania wobec pracowników poprzez wzmocnienie i niwelowanie zachowań trudnych. Wyniki: Znajomość problematyki szkoleń partycypacyjnych wpływa na szybszy rozwój pracownika oraz umożliwia uniknięcie niepożądanych zachowań. Wniosek: Uczestnik szkolenia wzmacniającego otrzymuje narzędzia w postaci wiedzy i umiejętności, które w sposób bezpośredni może przenieść w środowisko pracy.
Abstract: The theme of the article is to demonstrate the legitimacy of participatory work during the training of employees in the workplace. The possibilities of such work provide a comprehensive range of evaluation during the training, with direct reference to the work environment of the trainees. The article contains the principles that I personally use to conduct training. The article explores themes relating to analyze the behavior of participants and refers to methods of strengthening and ways of eliminating unwanted behaviors. Material and methods: The material is the issue of effective training of the employees of the organization and the principles to be guided by the method of participatory training. Indicates the ways in which employees interact by reinforcing and eliminating difficult behaviors. Results: Knowledge of the issues of participatory training influences the faster development of the employee and allows to avoid undesirable behaviors. Conclusion: The trainee will be equipped with the tools - knowledge and skills - that can be applied directly in the workplace.

Opis:
Aim/purpose – The aim of the paper is to introduce a concept for measuring effectiveness of communication in project teams, taking into account 19 effectiveness aspects which enables to evaluate individual communication effectiveness of each team member, the overall communication effectiveness of a team or organization and to compare teams or organizations for communication effectiveness. The results of a small scale study serve as a proof of the proposed concept comprising the questionnaire and the way of presenting its results. Design/methodology/approach – First, a list of communication effectiveness aspects is proposed, based on a literature review. They are additionally grouped into aspects dependent on the sender, the recipient, and both. On the basis of the identified communication effectiveness aspects a questionnaire for measuring the level of communication effectiveness is prepared and the way of presenting its results is demonstrated on a small scale research sample. The case study is used to validate the presented concept. Findings – The developed questionnaire, based on the identified communication effectiveness aspects, together with the proposed form of presenting its results can be successfully applied to evaluate individual communication effectiveness of specific team members, the overall communication effectiveness of a team or organization and to compare teams or organizations for communication effectiveness. Research implications/limitations – The presented concept enables a graphically enriched assessment of communication effectiveness of individual team members, whole teams or organizations and also brings to the attention of the respondents the various aspects which influence communication effectiveness. It should be, however, noted that the results of the questionnaire base on the declarations of the respondents, which makes them subjective. Originality/value/contribution – The proposed concept of measuring communication effectiveness can be used as a tool for enhancing the communication effectiveness in project teams where some flaws or infirmities are observed. It constitutes a comprehensive way of tackling this problem by addressing an extensive list of communication effectiveness aspects and provides clear and meaningful tools of presenting the results.

The work presents a methodology that allows us to evaluate the effectiveness of the system in accordance with accepted standards in terms of the three components of the “passenger–carrier–department” system, taking into account the interests of each side. The given comprehensive effectiveness evaluation of the urban public passenger transport system shows that a new scientific idea consists in forming fundamentally new sets of indicators for each participant of the system (passenger–carrier–department of transport) that correspond to the conditions of functioning of the urban passenger transport system in Russian Federation. The article presents a classification model for the formation of a basic system of indicators and a functional scheme for grouping and ranking them. The effectiveness of the urban public passenger transport system can be considered separately for each participant in the system from its side, in two directions: horizontal (by year, for example, for an enterprise) and vertical (in the current period for all participants).

Public relations effectiveness measurement is becoming more and more important in realization of public relations activities in Poland. It has been caused by the demand from people ordering such services to achieve measurable results and simultaneous increasing usage of research in public relations, which is related to growing ‘scientification’ of this field of knowledge. Basic requirement, which should be met to measure PR effectiveness, is such planning these activities to have measureable objectives and choosing the indicators and research methods for particular PR tools. It is worth remembering that some difficulties in measurement may occur – knowing them allows to minimize inadequate measurement results. Measuring PR effectiveness allows to continue the most efficient PR activities, resign from the less effective ones and also to search new ideas how to communicate with the target groups.

Opis:
The purpose of this paper is to present the findings of the experiment from the area of psychosemantics and psychology carried out among a hundred young managers and designed to measure the selected aspects of self-evaluation and peer evaluation of interpersonal attractiveness along with the effectiveness of a partner when negotiating in pairs. The research findings obtained due to the application of descriptive statistics methods and cluster analysis served to analyze the results in terms of elevation accuracy and differential accuracy. More specifically, the findings were used to investigate the compliance and diversity of self-description and the description made by a negotiation partner by the application of adjective scales.
