Aim/purpose – The aim of the paper is to introduce a concept for measuring effectiveness of communication in project teams, taking into account 19 effectiveness aspects which enables to evaluate individual communication effectiveness of each team member, the overall communication effectiveness of a team or organization and to compare teams or organizations for communication effectiveness. The results of a small scale study serve as a proof of the proposed concept comprising the questionnaire and the way of presenting its results. Design/methodology/approach – First, a list of communication effectiveness aspects is proposed, based on a literature review. They are additionally grouped into aspects dependent on the sender, the recipient, and both. On the basis of the identified communication effectiveness aspects a questionnaire for measuring the level of communication effectiveness is prepared and the way of presenting its results is demonstrated on a small scale research sample. The case study is used to validate the presented concept. Findings – The developed questionnaire, based on the identified communication effectiveness aspects, together with the proposed form of presenting its results can be successfully applied to evaluate individual communication effectiveness of specific team members, the overall communication effectiveness of a team or organization and to compare teams or organizations for communication effectiveness. Research implications/limitations – The presented concept enables a graphically enriched assessment of communication effectiveness of individual team members, whole teams or organizations and also brings to the attention of the respondents the various aspects which influence communication effectiveness. It should be, however, noted that the results of the questionnaire base on the declarations of the respondents, which makes them subjective. Originality/value/contribution – The proposed concept of measuring communication effectiveness can be used as a tool for enhancing the communication effectiveness in project teams where some flaws or infirmities are observed. It constitutes a comprehensive way of tackling this problem by addressing an extensive list of communication effectiveness aspects and provides clear and meaningful tools of presenting the results.

The effectiveness of cast iron spheroidization with FeSiMg master alloy by the traditional method and using a reaction chamber placed in the cavity of foundry mould was compared. The method of cast iron treatment in mould cavity using a reaction chamber is an innovative technology developed by the Foundry Research Institute in Krakow. The effectiveness of the spheroidization process carried out by both methods was checked on a series of test castings. The article also presents the results of metallographic examinations and mechanical testing, including the discussion of magnesium yield and its assimilation rate.

Sprawozdania finansowe stanowią główne źródło informacji o sytuacji ekonomicznej jednostki i efektywności prowadzonej działalności zarówno dla zarządzających jednostką, jak i jej otoczenia zewnętrznego. Jednostki budżetowe i samorządowe zakłady budżetowe stanowią grupę podmiotów zobowiązanych do sporządzania tych sprawozdań. Uwzględnienie szczególnych zasad finansowania i funkcjonowania tych podmiotów warunkuje poprawność wniosków wynikających z analizy danych sprawozdawczych. Celem artykułu jest przedstawienie i ocena walorów poznawczych sprawozdań finansowych jednostek budżetowych i samorządowych zakładów budżetowych.
Financial statements are the main source of information on the economic situation of individuals and business efficiency for both management unit and its external environment. Budgetary entities and local government budgetary establishment are a group of obliged entities for the preparation of these reports. Taking into account the specific rules of the financing and functioning of these entities is a prerequisite for the validity of the conclusions resulting from the analysis of the data. The aim of the article is to present the values of cognitive accounts of budgetary entities and local establishments.

Materiał i metody: Materiałem jest problematyka skutecznego szkolenia pracowników organizacji oraz zasady, jakimi należy się kierować stosując metodę szkolenia partycypacyjnego. Wskazuje na formy oddziaływania wobec pracowników poprzez wzmocnienie i niwelowanie zachowań trudnych. Wyniki: Znajomość problematyki szkoleń partycypacyjnych wpływa na szybszy rozwój pracownika oraz umożliwia uniknięcie niepożądanych zachowań. Wniosek: Uczestnik szkolenia wzmacniającego otrzymuje narzędzia w postaci wiedzy i umiejętności, które w sposób bezpośredni może przenieść w środowisko pracy.
Abstract: The theme of the article is to demonstrate the legitimacy of participatory work during the training of employees in the workplace. The possibilities of such work provide a comprehensive range of evaluation during the training, with direct reference to the work environment of the trainees. The article contains the principles that I personally use to conduct training. The article explores themes relating to analyze the behavior of participants and refers to methods of strengthening and ways of eliminating unwanted behaviors. Material and methods: The material is the issue of effective training of the employees of the organization and the principles to be guided by the method of participatory training. Indicates the ways in which employees interact by reinforcing and eliminating difficult behaviors. Results: Knowledge of the issues of participatory training influences the faster development of the employee and allows to avoid undesirable behaviors. Conclusion: The trainee will be equipped with the tools - knowledge and skills - that can be applied directly in the workplace.

Implementation of works on preparing production of new product should be justified by the positive evaluation of purposefulness, and structural, technological, organizational feasibility, as well as economic efficiency. The results of the latest evaluation are critical. Preparation of production of new product, even it is expedient and feasible, it should not be implemented if it is economically inefficient or has high risk of failure. In the article set out guidelines for the evaluation of economic efficiency and risk according to the features which are characteristic for preparation of production of new product. These features are related to the scope of work of construction, technological and organizational preparation, their duration and time of product life, as well as capital expenditure.
Realizacja prac z zakresu przygotowania produkcji nowego wyrobu powinna być uzasadniona pozytywną oceną celowości, konstrukcyjnej, technologicznej i organizacyjnej wykonalności oraz ekonomicznej efektywności. Wyniki tej ostatniej oceny mają decydujące znaczenie. Przygotowanie produkcji nowego wyrobu, nawet jeśli jest celowe i wykonalne, nie powinno być realizowane jeśli jest ekonomiczne nieefektywne lub jeśli towarzyszy mu zbyt wysokie ryzyko niepowodzenia. W artykule określono wytyczne w zakresie przeprowadzania oceny ekonomicznej efektywności i ryzyka odpowiednio do cech charakteryzujących przygotowanie produkcji nowego wyrobu. Cechy te związane są z charakterem i zakresem prac przygotowania konstrukcyjnego, technologicznego i organizatorskiego, czasem ich trwania oraz życia wyrobu, a także nakładami kapitałowymi.

In the postmodern era, individuals are facing new challenges for career management and life management arising from the complexity of the current world of work. This article discusses the importance of individual resources in a positive psychology framework, introducing a new concept called Positive Lifelong Management: Self and Relationship (Di Fabio, 2014g). Subsequently, the article explores career counselling accountability and the related issue of evaluation of intervention effectiveness from a quali+quanti perspective in the positive framework, suggesting new guidelines for the 21st century and describing new measures of effectiveness.
W erze ponowoczesności jednostki stają wobec nowych wyzwań związanych z kierowaniem własną karierą i życiem, wynikających ze złożoności współczesnego świata pracy. W tym artykule zostanie omówione znaczenie zasobów jednostki znane w psychologii pozytywnej, oraz nowa koncepcja nazwana Pozytywne Całożyciowe Kierowanie Sobą i Relacjami (Positive Lifelong Self and Relational Management (PLS&RM).) (Di Fabio, 2014g). W artykule rozważany jest również problem odpowiedzialności w poradnictwie kariery i związane z tym kwestie oceny skuteczności realizowanych w nim działań, w kontekście psychologii pozytywnej. Zamieszczone są także propozycje nowych wytycznych dla poradnictwa XXI wieku i opis aktualnych miar jego efektywności z uwzględnieniem perspektywy ilościowej i jakościowej w tych pomiarach.

The work presents a methodology that allows us to evaluate the effectiveness of the system in accordance with accepted standards in terms of the three components of the “passenger–carrier–department” system, taking into account the interests of each side. The given comprehensive effectiveness evaluation of the urban public passenger transport system shows that a new scientific idea consists in forming fundamentally new sets of indicators for each participant of the system (passenger–carrier–department of transport) that correspond to the conditions of functioning of the urban passenger transport system in Russian Federation. The article presents a classification model for the formation of a basic system of indicators and a functional scheme for grouping and ranking them. The effectiveness of the urban public passenger transport system can be considered separately for each participant in the system from its side, in two directions: horizontal (by year, for example, for an enterprise) and vertical (in the current period for all participants).

Public relations effectiveness measurement is becoming more and more important in realization of public relations activities in Poland. It has been caused by the demand from people ordering such services to achieve measurable results and simultaneous increasing usage of research in public relations, which is related to growing ‘scientification’ of this field of knowledge. Basic requirement, which should be met to measure PR effectiveness, is such planning these activities to have measureable objectives and choosing the indicators and research methods for particular PR tools. It is worth remembering that some difficulties in measurement may occur – knowing them allows to minimize inadequate measurement results. Measuring PR effectiveness allows to continue the most efficient PR activities, resign from the less effective ones and also to search new ideas how to communicate with the target groups.

The purpose of this paper is to present the findings of the experiment from the area of psychosemantics and psychology carried out among a hundred young managers and designed to measure the selected aspects of self-evaluation and peer evaluation of interpersonal attractiveness along with the effectiveness of a partner when negotiating in pairs. The research findings obtained due to the application of descriptive statistics methods and cluster analysis served to analyze the results in terms of elevation accuracy and differential accuracy. More specifically, the findings were used to investigate the compliance and diversity of self-description and the description made by a negotiation partner by the application of adjective scales.

The idea of students giving official grades to teachers is new in the centuries-old history of education. Today, the technical side of its implementation is usually discussed, while the purposefulness and usefulness are rarely in focus. The article provides a justification for the view that the student survey is a poor measuring instrument and it is used contrary to its intended use. First, it is unclear what exactly it measures, but it does so imprecisely as there are many known factors that are potentially sources of bias. Second, only to a small extent is the survey actually used to improve the quality of teaching. A separate argument was also given for the opinion that student evaluation of classes not only brings little benefit, but also causes some harm.

This article provides a cluster analysis of existing technoparks, the sample of which was built according to the completeness of the data presented on the official websites of the Ministry of Industry and Trade of the Russian Federation and the terms of operation. The analysis is carried out in order to determine the best components of the effectiveness of the development of the technopark movement in Russia. According to the analysis of this article, we can talk about a weak relationship between the three sub-indices: the activities of the management company, the activities of residents, the activities of regional authorities. The obtained data can serve as a starting base for further construction of an econometric model of the efficiency factors of technoparks.

Projekty finansowane z funduszy zewnętrznych, zwłaszcza z funduszy Unii Europejskiej, powinny być oceniane pod kątem ich efektywności. Bez takiej oceny nie ma możliwości stwierdzenia, czy zostały osiągnięte przyjęte w nich cele oraz założone rezultaty. Pomiar efektywności projektu dostarcza również informacji, czy dokonany został transfer nowej wiedzy i czy w wyniku tego transferu nastąpiły oczekiwane zmiany. Celem niniejszego artykułu jest przedstawienie znaczenia ostatniego etapu projektu ,,miękkiego” – oceny jego efektywności. W pierwszej części artykułu opisano specyfikę projektów wdrażanych przez jednostki samorządu terytorialnego oraz zdefiniowano pojęcie efektywności projektów nieinwestycyjnych, a także ich ocenę – ewaluację. Dokonano analizy efektywności edukacyjnego projektu partnerskiego wdrażanego przez powiat nowosądecki oraz zaprezentowano model wdrażania projektu partnerskiego zakończonego sukcesem.
In case of projects financed from external funds, especially from funds of the European Union their effectiveness should be assessed. Without such an evaluation it is impossible to state, whether their goals have been reached and planned results obtained. The purpose of this article is to present the importance of the last phase of the „soft” project – an assessment of its effectiveness. The first part of the article describes the specifics of the projects implemented by local government units and defines the concept of the effectiveness of non-investment projects, as well as their evaluation. The analysis of the effectiveness of the educational partnership project implemented by the Nowosądecki County and presented a model of implementation of the Partnership completed successfully.

Pojęcia kluczowe z punktu widzenia budżetu zadaniowego nie zostały jak dotąd w polskiej doktrynie jednoznacznie zdefiniowane, panuje wręcz swego rodzaju definicyjny chaos. Aby uporządkować, przynajmniej częściowo, terminologię w tym zakresie, niezbędne jest odróżnienie budżetu zadaniowego (budżetu jako instytucji prawnej), budżetu w układzie zadaniowym (budżetu w ujęciu ekonomicznym) oraz systemu planowania zadaniowego w sektorze finansów publicznych. Budżet zadaniowy jest jednym z podstawowych instrumentów nowego zarządzania publicznego (new public management) służących podnoszeniu efektywności (relacji nakładów do wykonanych usług publicznych) oraz skuteczności (jakości) funkcjonowania sektora publicznego. Pozwala on uzyskać istotne informacje na temat rezultatów uzyskiwanych przez administrację publiczną, jak również umożliwia uczynienie informacji budżetowych bardziej przejrzystymi (zrozumiałymi) zarówno na szczeblu centralnym, jak i lokalnym. Jednak aby budżet zadaniowy stał się rzeczywiście narzędziem racjonalizacji wydatków budżetowych, koniecznie jest dokonanie całościowej analizy funkcjonowania państwa w celu identyfikacji obszarów, w których konieczne jest dokonanie zmian w przepisach prawa, jak również zwiększenie egzekwowalności obowiązujących przepisów.
The key terms of performance budgeting have not yet been yet clearly defined in Polish practice, there is even a kind of definitional chaos. To systematise, at least in part, the terminology in this area it seems necessary to distinguish between a performance budget (the budget as a legal institution); a task-oriented budget (the budget in economic terms); and the system of performance planning in the sector of public finances. The performance budget is one of the main instruments of the New Public Management that is used to increase the efficiency (ratio of expenditure for public services performed) and the effectiveness (the quality) of the functioning of the public sector. This allows the obtaining of relevant information about the results achieved by public administrations and permits more transparent (understandable) budgetary information at both central and local level. However, if we want to use the performance budget as a practical tool for the rationalization of public expenditure it is necessary to conduct a comprehensive analysis of the functioning of the state, in order to identify areas where it is necessary to make changes in the law or increase the enforceability of existing laws.
