Here’s one option for the diagnosis of literacy which is appropriate for use by children in pre-primary and primary education. At the same time, we present the results of research aimed at diagnosing literacy, which we have implemented for children of preschool age. The diagnosis is based on an innovative concept of understanding literacy and diagnosis, which is in Slovakia so far very little-used. We built a diagnostic tool through the application of digital technologies. We consider this a most effective and entertaining possibility for the diagnosis of children.

Polityka komunikacyjna obejmuje zestaw zasad i środków ukierunkowanych na obiektywne i bezstronne upowszechnienie informacji, ustanowienie przejrzystych stosunków między władzą a społeczeństwem obywatelskim i biznesem, przysłuchiwanie się potrzebom i wymaganiom obywateli, udział obywateli w procesie podejmowania ważnych decyzji. Państwa członkowskie na podstawie ustalonych zasad rozwijają przejrzyste stosunki między rządem i społecznością, licząc się z potrzebami i interesami swoich obywateli. Celem przeprowadzonego badania jest analiza konkretnych działań polityki komunikacyjnej Danii jako kraju, który zajmuje pierwsze miejsce wśród krajów członkowskich UE w zakresie poziomu umiejętności elektronicznych ludności. Badanie przeprowadzono na podstawie analizy aktów prawnych i stron internetowych.
Communication policy covers the set of principles and measures directed at objective and unprejudiced dissemination of information, establishment of transparent relations between the authority and civil society and business, listening to citizens’ needs and requirements, involving citizens in the decision-making process. The European Union elaborates the principles and directions of the communication policy implementation in a number of normative documents. The EU member-states take the defined principles as the basis and develop transparent relations between the authority bodies and society, paying great attention to the needs and interests of their citizens. The aim of the article is to analyze the specific measures of Denmark’s communication policy as the state that occupies the top ranking position according to the citizens’ e-skills level. The research is grounded on the analyses of normative documents and sites.

Mass media, and especially digital media, have become an important tool of literacy and have increased their use in classrooms for educational purposes. This is of great interest in scientific literacy and Brossard and Shanahan (2006) developed an instrument to evaluate the understanding of scientific terms and basic science concepts. In this quantitative study we analyse the relationship between Spanish digital mass media and scientific literacy in pre-service primary teachers (N = 189). Results showed that these university students have a term knowledge level lower than the one found by Brossard and Shanahan in the USA. On the other hand, conceptual knowledge was not correlated at all to the term frequency in the Spanish digital newspapers considered. The conclusions suggest that participants do not use digital newspapers to improve their science education so a change in students’ use of those digital media from ludic to educational purposes is needed.

A digitális kompetencia a magyar oktatásban is a kulcskompetenciák közé tartozik. Jelen tanulmány a dokumentumelemzés módszerével vizsgálja meg azokat az iskolai írásos dokumentációkat, amelyek a médiatudatossággal kapcsolatosak. A megvizsgált írásos iskolai dokumentumok és fejlesztési tervek alapján igazoltuk, hogy a jól átgondolt és megtervezett tanórai, és tanórán kívüli médiaoktatással nagyon különböző kereszttantervi területeteket vagyunk képesek lefedni, és ezáltal biztosítani a széles körű nevelési célokat.hu
Digital competens belongs to one of the key competens in the Hungarian education as well. This study examines the written documents which are related to media literacy with the help of the document analysis method. We have proved the fact, due to the written documents and the devel-opment plans, that with a well-planned and well-built media education we could cover several different cross-curriculum areas and ensure wide range of education goals.

W artykule podjęto problematykę ograniczonego dostępu do światłowodowego Internetu w Polsce i rejonie województwa pomorskiego w kontekście niedawno ogłoszonej koncepcji Europy dwóch prędkości. W tekście odwołano się do raportu DESI ukazującego niską pozycję Polski w zakresie cyfryzacji, a następnie dokonano analizy zjawiska w kontekście głównych obszarów wykluczenia ze względu na kryteria infrastrukturalne i psychologiczne. Wskazano również propozycje koniecznych działań, których podjęcie zmieni pozycję Polski i regionu pomorskiego, a także pozwoli na uniknięcie pozycji kraju drugiej prędkości.
The article concerns the issue of digital exclusion analyzed in the Two-Speed Europe concept frameworks. The DESI report showing Poland’s low rank in digitalization is mentioned as the background for main infrastructural and psychological exclusion challenges analyses. Next, the suggestion for certain steps to be taken is included as the chance for Poland and the Pomeranian region to avoid second speed country position.

Badania dotyczące kompetencji związanych z wykorzystaniem nowych technologii w różnych dziedzinach życia pokazują, że ich poziom jest u dorosłych Polaków stosunkowo niski. W tekście pochylam się nad tym zjawiskiem i jego przyczynami. Wykorzystuję w tym celu wyniki badań własnych. W ciągu ostatnich dwóch lat zrealizowałam badanie ilościowe (techniką ankiety) oraz jakościowe (oparte na wywiadzie pogłębionym) dotyczące praktyk związanych z wykorzystaniem przez dorosłych Polaków Internetu do poszukiwania informacji. W obu badaniach zapytałam respondentów m.in. jak oceniają poziom swoich kompetencji potrzebnych do poszukiwania informacji w Internecie, z jakimi problemami w tym zakresie najczęściej się spotykają, kto ewentualnie pomaga im w tych działaniach. W wywiadzie zapytałam także o to, jak respondenci nabyli te kompetencje. Relację z badań poprzedza w artykule omówienie zagadnienia kompetencji informacyjnych i prezentacja kontekstu społecznego, w którym Polacy w wieku 30–50 lat je zdobywali.
Studies suggest that the level of competences adult Poles have related to the use of new technologies in different areas of life is relatively low. In my article, I wish to analyse this phenomenon and its root causes using the results of my own research work. Over the last two years, I have carried out a quantitative study (survey by questionnaire) and a qualitative one (in-depth interview) focusing on adult Poles’ practices as regards Internet use in search of information. In both cases, my respondents were asked, inter alia, how they assessed their competences necessary to perform information search via Internet, what problems related to the process they encountered most frequently and who, if anyone, assisted them in looking for information on the Web. In the interview, I also asked how they acquired their competences. Before moving on to discuss the results of my research, I shall first introduce the notion of online information search competences as well as the social context in which Poles aged 30–50 acquired them.

In this paper, the author describes the cultural and technological context of visual literacy, resulting from the specificity of the evolutionarily expanding culture of image and the development of the information society, in the context of the concept of transliteracy. It presents the results of pilot studies of Polish university students for specific visual skills. Comparative material for research tasks of the prepared project “The legitimacy of visual literacy in the process of education” is a set of visual literacy (Visual Literacy Competency Standards for Higher Education, 2011) developed in academic and scientific environments in the USA (The Association of College and Research Libraries, ACRL).

Despite calls for contemporary English teachers to have strong digital literacy skills, there is a reported lack of digital training in English teacher education programs (Hubbard, 2008; Kessler, 2006). However, in this environment where higher-level digital skills and knowledge are criteria for prospective English teacher applicants, which digital literacies do contemporary EFL teachers possess? How confident are they using technology to augment their English lessons? How can the digital literacies of in-service EFL teachers be developed? This study aimed to survey the digital literacies of 42 English teachers employed at a private Japanese University. The questionnaire (adapted from Son, Robb & Charismiadji, 2011) considers ownership and accessibility to computers, ability to perform tasks electronically, personal and professional use of computers, CALL training, and interest in CALL. In short, this study found that teachers in this English program were very confident using digital technology to support their teaching both inside and outside their classrooms. In addition, respondents recognised the importance of developing their digital literacies and they were actively pursuing advanced skills.

Creating content providing systems and programming database connections, queries, and complex web platforms are primarily the tasks of information technology. However, the professional and content-related preparation of service engineering and the customisation and effective use of content providing systems belong to the librarians’ competences and therefore constitute an interdisciplinary area of our training. The so called Content Development Working Group of the Institute of Library and Information Science of the Faculty of Humanities at Eötvös Loránd University has, therefore, had a dual purpose since the mid-2000s. On the one hand, it involves future librarians in projects yielding tangible outcomes for the professional community, thus helping the students acquire competences relating to various aspects of the librarian profession through motivating and creative work. On the other hand, the working group studies and analyses the instruments of content provision, especially network-based information services. The results obtained through joint research and the display platform created are also published as a complex project, thus introducing students into the network-based forms of research support and scientific information provision. As an integral part of a modern librarian’s duties is to inform social media users of existing digital collections, within the framework of the programme we also test the effectiveness of libraries’ social media presence through short excerpts of our sample projects. Bearing all the above in mind, this paper aims to provide a detailed description of (1) the content development projects, (2) the experimental research projects and (3) the collaborative projects of the Content Development Working Group devised to enhance trainee librarians’ interdisciplinary competences. The study also highlights how the outcomes of the projects are integrated into the disciplinary (BA and MA) degree programmes of the Institute. To demonstrate the broader context of the undertaking, the study also includes a short section on the educational aspects of e-books and e-publishing and presents some of the internationally recognised results, the international connections and the future plans of the Centre for Digital Humanities founded in the Institute in 2017.

This article examines problems related to digital trends in economies and societies from two perspectives: the extension of a digital economy to social dimensions, and the role of digital government services in regional cohesion perspectives in Latvia. This methodological approach could serve as a tool for integrating a number of main goals related to the digitalisation trends in the EU, that require support of societies as well as the improvement of social welfare at the regional and national levels. The contribution aims to offer insight into the concept of social investment and innovation as well as co-creation concept and the impact of digitalisation of public services on regional cohesion. The study observes these implications in relation to the need to expand and adapt the content and approach of the digital services implementation. The further digital development as a precondition for diminishing regional and wellbeing divide, facilitating administrative processes for people and entrepreneurs, as well as e-services availability in Latvia is discussed. The article concludes that efficient decision-making related to social investment and innovation for improving social welfare at regional and national levels needs implementation of digitalised services in a wider scale as they inevitably become more important due to the increased digital competitiveness of countries.

The aim of the article is to show new perspectives of research and development of media, digital and information competences in the context of knowledge and research in (cyber) psychology. It draws attention to the functions of media education in relation to civil society, the society of knowledge, and the society of communication democracy. In the modern media civilization, these competences, acquired through formal and informal education, are the basis for conscious functioning in many social roles (eg citizen, consumer) and dealing with disinformation. The last part of the article is dedicated to shaping media competences in young children (2.5-7 years old), who should develop these skills under the care of an adult. The task of educational environments is the systematic implementation of home media education that facilitates the child's functioning in the environment of traditional and new media.

The features, functions, and usage of media and media environment which have an important role in the lives of today’s children are increasing day by day. This study aims to evaluate media environments and the children’s experience from their points of view. the study followed the qualitative design and the participants of the study consisted of 34 preschool students. Children were asked questions to learn their opinions about television, tablet computers, the internet, and smartphones. The results revealed that children had knowledge about the media environment and they used it intensively. However, they were not aware of the possible dangers of the media contents substantially. It was understood that children did not get any knowledge or education about media usage and most of the children encountered negative content. The results suggest a need for training in media literacy for children.

In the digitalization period projects to support the development of critical thinking are needed to maintain political and societal balance. Rapid changes in technology and information leave a space wherein can form many harmful groups or individuals to influence their respondents with false messages and hoaxes. It is necessary to develop the critical thinking of people from a young age, so the project Trust Me has been created. The aim of the project is to support the education of pupils of primary and secondary schools in the field of media literacy and critical thinking. Through two specialized curriculums students can understand the ways of manipulation with information and learn how to distinguish trustworthy contents on the Internet.
