This paper investigates the relationship between demographic change and economic growth and confirms that the process of society ageing effects the economy. The impact is transmitted through social security, healthcare and, the most important, labour market. Ageing society results in the growing number of older workers and older customers. There is a strong need to adapt products, services and procedures to the new expectances of this older society. Nevertheless, the mentioned challenges should be treated more as a threat for public finances. In Poland, the process of ageing society is running. Combined with economic transition, which is not finished yet, it is becoming one of the major barriers in Polish way to achieve global competitiveness. There are several examples of political decisions, which indicate the growing concerns of this demographic change. However, there is much more to be done in that matter, and new channels must be created in order to solve this problem.

In the field of education, human rights have played an important role over the past decades, especially in relation to the idea of civil dialogue and demographic changes. This paper examines human rights issue through the prism of the ageing societies and demographic changes taking place in contemporary Europe. In order to demonstrate the activities and involvement of the AGE Platform Europe and its impact on the reception of ageing in contemporary European politic, it offers a systematic analyses of the different phases of AGE’ actions engagement during the preparation process of the 2019 European parliamentary election.
Od szeregu dekad, w płaszczyźnie szeroko rozumianej edukacji, prawa człowieka odgrywają istotną rolę. Poprzez wspieranie państw członkowskich w walce z ageizmem UE dąży do wzmocnienia integracji i spójności europejskiego społeczeństwa oraz do umożliwienia wszystkim obywatelom korzystania z równych szans w zakresie edukacji praw człowieka. Artykuł bada problematykę praw człowieka poprzez pryzmat dyskryminacji, wykluczenia społecznego seniorów i zmian demografi cznych zachodzących we współczesnej Europe. Celem przedstawienia aktywności i zaangażowania AGE Platform Europe i jej wpływu na społeczny odbiór rosnącego starzejącego się społeczeństwa we współczesnej polityce europejskiej, publikacja oferuje systematyczną analizę szeregu faz działania AGE w trakcie przygotowań do europejskich wyborów parlamentarnych w 2019 roku.

The article attempts to compare social structures of Russian provincial gubernial urban centers in Siberia (Tobolsk) and in the Central Black Earth Region (Tambov) in the watershed period for the Russian Empire at the turn of the 20th century. The authors have analyzed the occupational, class and social composition of Tobolsk and Tambov. Age, gender and social characteristics of occupational and urban class groups, as well as composition and specific weight of the elite, middle layers and bottom layers of the gubernial centers have been studied. The study of two gubernial cities of the Russian Empire embedded in different historical environments permits the authors to single out general and specific features of the processes of social change related to urbanization and modernization.
Artykuł stanowi próbę porównania struktur społecznych prowincjonalnych gubernialnych ośrodków miejskich na Syberii (Tobolsk) oraz w Obwodzie tambowskim, w okresie przełomowym dla Imperium Rosyjskiego na początku XX wieku. Autorzy przeanalizowali strukturę społeczną i zawodową obu miast, biorąc pod uwagę takie czynniki jak wiek, płeć i wykonywane zawodowo zajęcie w odniesieniu do poszczególnych grup miejskich i klas społecznych, tj. elity, klas średnich oraz niższych warstw społecznych. Badanie miast gubernialnych Imperium Rosyjskiego o odmiennych kontekstach historycznych pozwoliło autorom wyodrębnić ogólne i partykularne właściwości zachodzących w ówczesnej Rosji przemian struktur społecznych, w szczególności w odniesieniu do tempa i bezpośredniego wpływu urbanizacji i modernizacji na strukturę społeczną populacji miejskich.

This article offers an overview of the longer-term migratory and demographic developments in eight South-East European countries (Austria, Bulgaria, Italy, Hungary, Romania, Serbia, Slovenia and Slovakia). The main research question aims to analyse the different demographic historical developments and to examine whether convergent or divergent processes are dominant. Over the whole reference period, the population size in these eight South-East European countries (the SEEMIG region) grew from around 100 million people in 1950 to 122 million in 2011. This is surprising, as the public image of the region is linked to decline and backwardness and to being peripheral. However, major differences in the demographic developments of the countries can be observed. Some countries, including Austria, Italy and, with some fluctuations, Slovakia and Slovenia, experienced constant population growth during the entire reference period. All other countries were affected by a decrease in population, as was the case for Hungary in the early 1980s, Bulgaria at the beginning of the 1990s and Serbia and Romania since the start of the new millennium. The fertility trend shows a convergence while the mortality trends (including average life expectancy at birth) prove to be divergent. The net migration pattern seems to follow a migration cycle concept which postulates a general shift from emigration to immigration as a consequence of a declining natural increase on the one hand and a growing demand for new labour on the other. Some countries show trends that do not yet follow this pattern, which might indicate that additional factors and interpretative models should also be taken into account. The long-term distribution of growth and decline in the region is quite diverse and underlines the need for differentiation and specific explanations.

Zachodzące zmiany demograficzne stają się wyzwaniem dla krajów współczesnej Europy. Przeobrażenia te coraz częściej warunkują funkcjonowanie społeczeństwa i gospodarki, przekładając się na polityczne uwarunkowania kształtowania podstaw rozwojowych różnych jednostek przestrzennych, w tym małych miast. Artykuł, którego celem jest scharakteryzowanie głównych kierunków zmian demograficznych zachodzących w małych miastach województwa śląskiego, został opracowany z wykorzystaniem klasycznej metody przesunięć udziałów (shift share analysis), tak by odróżnić wpływ trendów ogólnokrajowych od lokalnych uwarunkowań tych miast.
Demographic change is becoming a challenge for European countries. These transformations are increasingly conditioned by the functioning of society and economy. Changes are translating into the political determinants of shaping the developmental basis of various spatial units, including small towns. The article, which aims to identification of the main directions of demographic change taking place in small towns in the Silesian voivodeship, was developed using the classic shift share analysis to distinguish between the impact of national trends and the local conditions.

W artykule przedstawiono zmiany podstawowych elementów ruchu naturalnego w Polsce na początku XXI w. oraz ich przewidywany przebieg do 2035 r. w wybranych dużych miastach. Efektem spadku liczby urodzeń oraz umieralności jest postępujące starzenie się społeczeństwa polskiego. Zmniejsza się nie tylko liczebność populacji Polaków, ale następują również niepokojące, z punktu widzenia odnawialności pokoleń, zmiany. Stawiają one nowe wyzwania polityce społecznej. Wyniki przeprowadzonych badań pokazały, że w perspektywie 2025 r. w obszarze edukacji na poziomie szkół podstawowych i gimnazjów utrzymanie wartości wskaźników charakteryzujących dostępność uczniów do nauczycieli i bazy materialnej na poziomie 2012 r. będzie wymagać znacznego poszerzenia zasobów kadrowych i rzeczowych. W 2035 r. tak duże zasoby nie będą już potrzebne. W całym rozważanym horyzoncie czasowym, czyli do 2035 r., utrzymanie dostępności ludzi starszych do świadczeń szpitalnych oraz instytucjonalnej pomocy społecznej wymaga natomiast znacznej rozbudowy jednostek przeznaczonych do realizacji takich świadczeń.
The paper presents the changes in the basic elements of natural movement in Poland in selected large cities in the early XXI century and their predictable course until 2035. The result of the fall in the number of births and the mortality rate is progressive aging of Polish society. This reduces not only the population of Poles but also leads to disturbing changes in demographic renewal and pose new challenges of social policy. Study results showed that in the year 2025 in the field of education at elementary and secondary level, maintaining the value of indicators characterizing the availability of students to teachers and the material base level of the year 2012 will require a significant enlargement of resources in staff and equipment. However, already in 2035 as large means will no longer be needed. As regards to the entire considered time horizon, that is, by 2035 to maintain the availability of elderly people to hospital services and institutional social assistance requires a substantial expansion of units designed to provide such benefits.

Adverse demographic changes (ageing of the population, negative population change, depopulation) and their negative effects are currently among the key barriers to development, not only in developed countries. Particularly affected by such challenges, in 2014 the Opole region (admin. Opolskie Voivodeship, Pol. województwo opolskie) launched a Special Demographic Zone (SDZ) programme covering the entire administrative area. One of the four thematic packages of the programme is addressed to people aged 50+ and entrepreneurs are among the key programme implementing partners. This article aims to assess the initiatives created for seniors by selected enterprises seated in the SDZ; the assessment is based on conducted surveys.

The aim of the article is to identify the main characteristics and problems of housing development in the greater post-socialist city. The Poznań Agglomeration (Poznań and 17 communes of the Poznań), the earliest of the metropolitan areas in Poland (with the exception of Lodz), began the process of depopulation of the city center, accompanied by a dramatic increase in the number of inhabitants in neighboring municipalities. The main reason is migration of residents to Poznań suburban area, which intensified especially after 2004. The paper presents estimates of the development of urban residential areas on the basis of local planning studies. It has been shown a significant overestimation of the absorbency of land for housing in relation to demographic forecast.
Celem artykułu jest rozpoznanie głównych cech rozwoju budownictwa mieszkaniowego w aglomeracji poznańskiej (Poznań i 17 gmin powiatu poznańskiego). Tu najwcześniej z obszarów wielkomiejskich w Polsce (za wyjątkiem Łodzi), zaczął się proces depopulacji miasta centralnego, któremu towarzyszy lawinowy wzrost liczby mieszkańców w gminach ościennych. Główną tego przyczyną są migracje rezydencjalne mieszkańców Poznania do strefy podmiejskiej, które nasiliły się szczególnie po 2004 roku. W pracy przedstawiono szacunki rozwoju terenów mieszkaniowych aglomeracji na podstawie lokalnych studiów planistycznych. Wykazano znaczne przeszacowanie chłonności terenów przeznaczonych pod budownictwo mieszkaniowe w stosunku do prognoz demograficznych.

This research paper explores the impact of sociological perspectives on the relationship between natural resources and conflicts. From these theoretical perspectives, many fundamental sources of conflict over natural resources are identified and defined. This research takes the approach of a case study in which the researchers investigate and analyze the sources of conflict happening in the Darfur region of Sudan. This case study explores the demographic changes, economic development, and social inequality among some factors contributing to conflict over resources in this region. The research findings demonstrated that various factors play a vital role in the availability of natural resources, which is the main reason sides other reasons flaring conflict in the Darfur region in Sudan. These factors are related to climate change, destruction of ecosystems, immigration, demographic change, and political changes. Even though various factors could impact the conflict of resources in the Darfur region in Sudan, these researchers focused in this research paper on the sociological perspective only.

The aim of this study was to present basic trends in population processes in rural areas of the Świętokrzyskie Voivodeship. With the period of 2003-2008 the main subject focused on changes in population size, elements responsible for the character of population changes with components of natural and migratory movement. Changes in the labour market against changes in the number of people em-ployed and unemployment were also discussed. The analysis proved considerable spatial diversification of the processes in question.Positive population-related phenomena were recorded in municipalities located in a suburban zone, whereas negative phenomena occurred in the outskirts of the area and locations of economic restructuring.

System ochrony zdrowia stoi w obliczu wyzwań związanych ze zmianami demograficznymi i ograniczonymi możliwościami wzrostu nakładów finansowych na zdrowie. Wzrost liczby ludzi starszych w życiu społecznym na skutek wydłużania się przeciętnego dalszego trwania życia oraz osiąganie wieku starości demograficznej, a także spadek liczby urodzeń w ostatnich latach będą powodować narastanie problemów związanych z zaspokojeniem potrzeb zdrowotnych. Wobec zjawiska przesuwania się ludności z grupy wieku produkcyjnego do grupy w wieku poprodukcyjnym spadać będą wpływy do Narodowego Funduszu Zdrowia poprzez utrzymywanie się niskiego poziomu aktywności zawodowej ludności Polski, co w efekcie zmniejsza liczbę osób opłacających składkę na ubezpieczenie zdrowotne. Powstrzymanie kryzysu demograficznego i ograniczenie negatywnych konsekwencji wymaga podjęcia głębokich reform systemowych, w szczególności w takich obszarach jak: ochrona zdrowia, pomoc społeczna, polityka zatrudnienia, ubezpieczenia społeczne oraz polityka rodzinna.
The health care system is facing the challenges of demographic change and growth opportunities limited financial outlays for health. The increase in the number of older people in society due to longer average life expectancy and the achievement age demographic aging and declining birth rates in recent years will lead to widespread problems with meeting health care needs. The phenomenon of moving the population of productive age group to group retirement age will fall proceeds to the National Health Fund by maintaining a low level of economic activity of the Polish population, which in turn reduces the number of people paying premiums for health insurance. Halting the demographic crisis and limit the negative consequences requires a deep systemic reforms, in particular in areas such as health care, social assistance, employment policy, social security and family policy.

The aim of this research was to prove that in ageing society the increasing number of the seniors has significant role in employment. The study included Visegrad 4 countries (Czech Republic, Hungary, Poland and Slovakia). The determination and correlation coefficients and the trend equations show the different but significant connection between the employment of senior workers and their increasing number in society. If the state does not take any proactive measure to invest into the value of the human capital of older workers, the ageing, sick, unemployment citizens will cause a serious social and financing problem in the near future.
Celem badań było wykazanie, że w starzejącym się społeczeństwie wzrastająca liczba seniorów odgrywa znacząca rolę w zatrudnieniu. Badaniami objęto 4 kraje należące do Grupy Wyszehradzkiej (V4), tj. Polskę, Węgry, Czechy i Słowację. Obliczone współczynniki korelacji i determinacji oraz równania trendu wskazują na różne w poszczególnych krajach, ale istotne zależności pomiędzy zatrudnieniem starszych pracowników a ich rosnącą liczbą w społeczeństwie. Opis:
Purpose: the main aim of the article is to determine whether demographic changes and automation threaten the development of the labor market. Design/methodology/approach: theses and research questions presented in the article were verified by means of qualitative research conducted among representatives of national trade union organizations. Findings: the conducted research and analyses show that breaking the mental barriers to demographic changes and automation in order to strengthen their acceptance may play a decisive role in creating the development of the labour market. Originality/value: As evidenced by numerous sources cited in the text, the pursuit of development – in the phase of demographic change and the dynamic growth of automation – directly leads to economic growth in the dimension of both the state and local communities – favoring the social dimension of the individual and strengthening the human feeling of fullness of life.
