Artykuł ma na celu dokonanie przeglądu obecnego stanu rynku samochodów autonomicznych, wskazanie głównych zalet i wyzwań związanych z ich wdrożeniem, a także podkreślenie znaczenia odpowiednich systemów legislacyjnych na poziomie krajowym i międzynarodowym umożliwiających ich testowanie. Struktura artykułu obejmuje w pierwszej kolejności charakterystykę rynku autonomicznych samochodów ze wskazaniem kontekstu historycznego. Następnie opisane zostały stopnie autonomii oraz rola komunikacji pomiędzy systemami zainstalowanymi w pojazdach oraz w infrastrukturze drogowej. Kolejno przedstawiono wpływ autonomicznych samochodów na gospodarkę i społeczeństwo oraz ukazano wyzwania związane z poziomem ich bezpieczeństwa. Ostatnia poruszana kwestia to przegląd istniejących regulacji i inicjatyw krajowych oraz międzynarodowych związanych z testowaniem autonomicznych samochodów.
The aim of the article is to review the current state of the autonomous car market, to indicate the main advantages and challenges related to their implementation, and to underline the importance of appropriate legislative systems at the national and international level. The structure of the article includes in the first place the characteristics of the autonomous car market with the historical context. Next, the article describes the levels of autonomy and the role of communication between systems installed in vehicles and in road infrastructure. Subsequently, it presents the impact of autonomous cars on the economy and society as well as the challenges regarding the level of their safety. The last issue raised is a review of existing national and international regulations and initiatives related to the testing of autonomous cars.

The article presents and evaluates the technical and operational possibilities of the maritime radio communications systems to be used especially for the exchange of information between the land users and ships. The basic functional requirements and regulations for Global Maritime Distress and Safety System (GMDSS) referring to the maritime radio information systems, resulting from the provisions of the International Convention for the Safety of Life at Sea (SOLAS) and Radio Regulations have been described. The article presents the role of information systems in the shipping and GMDSS as well. A current status of the maritime radio communication systems responsible for the exchange of information between the land users and ships has been presented. Operational and technical characteristics of the maritime radio systems used for the exchange of safety information and ships’ operating information have been described. The analysis of the systems responsible for broadcasting to the vessels the Maritime Safety Information (MSI) has been made. In this context, the operation, methods and ranges of broadcast of the Maritime Safety Information by the NAVTEX system and Inmarsat SafetyNet system have been discussed. The analysis of the systems responsible for the ships’ operating communications has been made too. The article also outlines the future of maritime radio information systems. In this context, two projects currently being implemented in the framework of the International Maritime Organization (IMO) by the Sub-Committee on Navigation, Communications, Search, and Rescue (NCSR) have been presented. The first of these projects under the name of e-Navigation refers to the use of the latest information and communication technologies in shipping. The second one concerns the modernization of the GMDSS. It is expected that as the outcome of these project works, among others, new maritime radio information systems presented here will be adopted.

Opis:
Communication infrastructure of vehicles sub-assemblies has undergone three phases of development. The first phase was initiated by the need to reduce emission levels. The function of vehicle sub-assemblies health monitoring was introduced simultaneously. This phase took place in the 70s and 80s of the 20th century. The second phase was focused on the elimination of redundant sensors and implementation of new functions of the vehicle. This phase has been particularly noticeable since the beginning of the 21st century. At the moment, there are 2 directions of development. On the one hand, the works are being continued in the scope of autonomous movement of vehicle and, on the otherhand multimedia solutions are being introduced in order to make the time spent in a vehicle more attractive (multimedia, the Internet, …). The present study is focused on the mechanisms of protection applied in communication protocols used in vehicles. Furthermore, it contains the classification of communication methods, characteristics of the basic methods of protection incorporated in the described protocols and the practical cases of security breach. Therefore, it is possible to answer the question why it is possible for third persons to interfere into the communication network of a vehicle and to indicate potential methods of protection against the functioning disturbance in such communication networks.

The article describes the transport process and the drivers’ approach with regard to respecting the applicable driver's working time standards. This paper presents and discusses the results of a survey conducted among professional drivers, the primary purpose of which was to obtain the response to the question whether drivers actually rest during the break. Legal regulations strictly determine the minimum daily and weekly rest periods and the maximum daily and weekly driving times. Appropriate advanced technologies represented by measuring tools to the great extent oblige drivers to take a rest at the right time. Nevertheless, on the basis of the research it was stated that drivers frequently execute other activities, thus trying to increase their profits during break time, and therefore they commit for a rest shorter time than this resulting from the current working time regulations. The introduction of newer and more advanced solutions in the recording equipment substantially limits the possibility of performing other activities related to the vehicle during a break, and forces drivers to have a rest, thereby they pose less risk on the roads.

The operation, application and basic properties of the Ship Security Alert System (SSAS) and Long Range Identification and Tracking system (LRIT) have been presented. In the subsequent part, the article outlines the future of maritime communications systems used to ensure the safety and security of ships. In this context, two projects currently being implemented in the framework of the International Maritime Organization (IMO) by the Sub-Committee on Navigation, Communications, Search, and Rescue (NCSR) have been presented. The first of these projects under the name of e-navigation refers to the use of the latest information and communication technologies in shipping. Opis:
Among the many ways in which workers can get safety information, the role of equipment warning labels has not been well articulated. Presumably, warning labels help prevent accidents, but questions remain about how well those labels can be expected to work. This essay describes how contextual analysis can assist our understanding of warning label effectiveness. A contextual approach was conceptualized in terms of underlying communication variables and an exploratory study was conducted in which workers were asked if they noticed and remembered warning labels on an industrial table saw that they used over a 3-month period. Results showed that equipment warning labels had a limited impact on workers. The contextual approach explained the relative effectiveness of multiple sources of information. Implications for safety training and accident liability are discussed.

The author attempts to describe innovative methods of communication in the area of public safety in Poland. He analyzes widely available examples of activities, examining the methods used by the press service of the Police. Through a review based on new media and Internet communication channels, including websites, online services, social networking and content websites, he tries to determine the possible prospects of the unification of these actions.

This study’s objective was to determine the level of safety measures used in mobile robot prepared for teleoperation tasks in long distances and harsh environment. The vehicle under test was six-wheeled Mars rover equipped with robotic arm, designed to compete in URC (University Rover Challenge). The analysis has been subjected to the following: communication system, performance of onboard computer and emergency stop system. Communication system has been tested for message exchange speed under various data transmission protocols. Link between base station and mobile robot has immediate influence on onboard computer performance. Emergency stop is an indispensable part of hardware and software, it was tested in different state of the robot to ensure it robustness. This study demonstrates that for the teleoperation control, the UDP protocol is suitable for communication while at the same time allows to maintain low usage of a computing power at the on-board computer.
