    Ukraine has redeclared its way to European integration which means the arrangement of not only the information campaign directed at the Ukrainians but the promotion campaign directed at foreign public. A serious communication challenge was caused by the advisory referendum in the Netherlands concerning the ratification of the EU–Ukraine Association Agreement. Ukraine had to counteract the well-organized media campaign held by the Dutch Eurosceptics. The Ukraine’s communication efforts are analyzed within the context of the Dutch referendum, 2016.

    The article describes the antinomy of communicative activity and communication. The behavioral essence of (non-) verbal communication, its uniqueness and creative nature are proved; dominant continuum characteristics of verbal negotiation and conditions for their implementation are described. Impersonal nature of communication is opposed to the egocentric properties of communicative activity. Ethological essence of communication is postulated – its connection with linguistic ethos. The most important ethological characteristics of verbal communication are considered: motivation, appellativeness, reasonableness, relevance, arbitrality, devotion.

    The article deals with the issues of the sense of communication subjectivity of citizens and their actual activity in the local environment. In the article, the author's concept of communication subjectivity to be tested through the questionnaire survey conducted on 500 respondents in 2016 in Silesia district. The aim of the study was to analyze how the sense of communication subjectivity indicate the activity of citizens in the local environment. The central hypothesis of the study was as follows: the sense of subjectivity is associated with activity in the local government space. The article contains an introduction to the topic of the subject. The author characterizes the phenomena of subjectivity at the local level and distinguishes between the sense of general and communicative subjectivity. Then she discusses the results on the meaning of the sense of communication subjectivity for civic activity and draws the conclusions. Empirical findings confirm that communication activity correlates with actual action in the local environment, especially the aspects of communication subjectivity associated with two-way communication. The study showed a low level of the sense of communication subjectivity, which indicates about reasons for the low activity of citizens in the local environment. Moreover, the results reveal that the development of self government communication activities should lead to encouraging active participation in communication processes and building a reasonable belief in them about the importance and the effectiveness of these activities.
    Artykuł jest prezentacją wyników kwestionariuszowych badań przeprowadzonych w zakresie komunikacji samorządowej, z uwzględnieniem poczucia podmiotowości komunikacyjnej obywateli oraz ich faktycznej aktywności w środowisku lokalnym. Opierając się na autorskiej koncepcji poczucia podmiotowości komunikacyjnej, dokonano jej weryfikacji w wywiadach kwestionariuszowych przeprowadzonych na 500 respondentach w województwie śląskim w 2016 roku. Celem badania było wykazanie, na ile poczucie podmiotowości, szczególnie tej komunikacyjnej, jest wyznacznikiem faktycznej aktywności obywateli w otoczeniu lokalnym. Główną hipotezę badania stanowiło przekonanie, że poczucie podmiotowości jest związane z aktywnością w przestrzeni samorządowej. W artykule zamieszczono wprowadzenie w tematykę, charakterystykę podmiotowości na poziomie lokalnym, zdefiniowano poczucie podmiotowości ogólnej i komunikacyjnej, zaprezentowano wyniki badań własnych dotyczących znaczenia poczucia podmiotowości komunikacyjnej dla aktywności obywatelskiej oraz sformułowano wnioski. Wyniki potwierdzają, że aktywność komunikacyjna koreluje z faktyczną aktywnością w otoczeniu lokalnym, szczególnie istotne są aspekty podmiotowości komunikacyjnej związane z komunikacją dwustronną. W badaniu wykazano, że poczucie podmiotowości komunikacyjnej nie jest wysokie, co pozwala w pewnym stopniu wnioskować nie tylko o powodach znikomej aktywności obywateli w środowisku lokalnym, ale także stwierdzić, że rozwój samorządowej działalności komunikacyjnej powinien przebiegać w kierunku zachęcania obywateli do aktywnego uczestnictwa w procesach porozumiewania się oraz budowania w nich uzasadnionego przekonania o ważności i przede wszystkim skuteczności tych działań.

    The aim of the article is to present the concept of the sense of communication subjectivity from the perspective of its usefulness in research on media competences. The author discusses theoretical aspects of human subjectivity connected with communication activity referring to the literature in the field of political science, sociology, and psychology. She constructs a model of the sense of communication subjectivity based on available theories, then she verifies it in the questionnaire research on the relationship between the sense of communication subjectivity and social activity in territorial selfgovernments of the Śląskie Voivodeship. The results of the survey confirm the research hypothesis, according to which social activity is associated with a sense of communication subjectivity. Apart from the conclusions provided by the survey, the author formulates the proposal of further use of the concept in research on communication in various social situations, especially those involving asymmetric communication, for example, in work environment, health care, education, etc.

    The main purpose of this study was to check whether there are relationships between the partner’s communication behaviours and online activity. The aspect of online activity was divided into: self-disclosure, support-seeking, making and keeping interpersonal contacts. To measure it, an authorial tool was used, called the Questionnaire of Activity in The Internet’s Social Space. In order to measure the partner’s communication behaviours, the Communication in Marriage Questionnaire (Kaźmierczak and Plopa) was used. It includes the following dimensions: support, commitment, depreciation. It was assumed that the partner’s depreciation will correlate positively, and both the partner’s support and commitment negatively with individual dimensions of online activity. The group of respondents consisted 85 women and 63 men, aged 19 to 71. The results showed that there is a positive correlation between partner’s depreciation and also a negative correlation between partner’s support and online supportseeking. No other hypotheses regarding the relationship between partner’s communication and online activity were confirmed. The correlation between the partner’s commitment and online self-disclosure turned out to be positive and therefore opposite to the assumption. Age was considered a variable that could have an impact on this unexpected result, as it negatively correlates with both the partner’s commitment and all dimensions of online activity.

    The paper analyzes a notion of style developed by S. Gajda as a humanistic structure of a text. The characteristics of a scientist’s notion with presumably wide (for stylistics) subject area – implementation of personal author and social cultural manifestations of text activity in different versions of comprehensive organisation of a verbal product – and stylistics categories with huge potential for synthesis are given. The sources of a style as a higher organizational body for a text in the works of the representatives of aesthetic realism school, Russian and Czech scientists are looked at. The fruitfulness of the introduction of human activity understandings into the integrated research of style is justified.

    The purpose underlying this paper is to find out what purposes/functions people from a diverse background assess to be more important and central to human interpersonal communication. A list of 17 possible purposes and functions of interpersonal communication was derived from a literature review and used in a survey study. e questionnaire was lled out by 313 participants (international students being in Sweden) from diverse cultural backgrounds. The findings from this study suggest that the participants acknowledge very central aspects of human life to be the reason for communicating. The most agreed upon reasons why we communicate is to share and enhance enjoyment (share positive emotions) and to create and strengthen social bonds (manage relationships).

    Purpose – to analyze the impact of intercultural communication on the professional innovative activity, to assess the possibility of developing of the professional competencies to innovative activity through intercultural communication. The bilateral relationship between intercultural communication and innovative activity is grounded. A person, who is more capable of cross-cultural communication, is more capable of innovative activity too, he / she is more opened, flexible, adaptive and creative. It is therefore important to develop, in the professional training of future specialists, the intercultural competence - the ability to cross-cultural contacts: to teach them to recognize cultural diversity not as an obstacle but as a positive diversity, as a source of new potentially useful information. For future professionals of innovative activity, it’s even more important than for others. The process of innovations’ working out often deals with problems of creating something new, of forming of new ideas. And any variety can help, because another person is a treasure trove of new points of view. Intercultural communication can be a source of new ideas, new knowledge and skills, new professional competences, as well as a new channel to promote an innovative product to different target groups.

    The EC funded CyClaDes research project is designed to promote the increased impact of the human element in shipping across the design and operational lifecycle. It addresses the design and operation of ships and ship systems. One of the CyClaDes’ tasks is to create a crew-centered design case-study examination of the information that is shared between the Bridge and Engine Control Room that helps the crew co-ordinate to ensure understanding and complete interconnected tasks. This information can be provided in various ways, including communication devices or obtained from a common database, display, or even the ship environment (e.g., the roll of the ship). A series of semi-structured interviews were conducted with seafarers of diverse ranks to get a better idea of what communication does, or should, take place and any problems or challenges existing in current operations, as seen from both the bridge and ECR operators’ perspectives. Included in the interview were both the standard communications and information shared during planning and executing a voyage, as well as special situations such as safety/casualty tasks or heavy weather. The results were analyzed in terms of the goals of the communication, the primary situations of interest for communication and collaboration, the communication media used, the information that is shared, and the problems experienced. The results of seafarer interviews are presented in the paper to explore on-board inter-departmental communication.

Based on them, reconstructed elements of peer culture in the field of forms of gimbus activity. Specific features of children’s communication were also identified, which included: age separation, concentration on school problems, genre of subjects, showing off, using dialect.

    Information and communication policy aims to build effective, harmonious communication between all actors of the democratic process with extensive use of ICTs and direct communication. The war creates an aggressive environment, which also affects the communication processes in the information sphere of the state, in particular, there is more emphasis on information, less – on deliberation. The article examines the tools used by Ukraine’s state and non-state structures to: 1) objectively inform the citizens and avoid panic, 2) inform the world community about the war and intensify international support for Ukraine, 3) fight Kremlin fakes and convey reality to the RF citizens. The specifics of TV broadcasting in Ukraine during the war, media activity of officials, social pages and Telegram channels of ministries, the Armed Forces, the Office of the President, the Verkhovna Rada of Ukraine, public organizations fighting against disinformation and fakes are analyzed. It is found out that the chosen information and communication policy is efficient at the national level (mobilized citizens to fight for victory, reduced panic, increased awareness and criticism of fakes) and at the “western” level (international moral, financial and military support to Ukraine, sanctions against Russia). However, the work in the information space of the Russian Federation is problematic because it is exposed to fierce opposition by the objects of Russian propaganda.

    Podejmowana problematyka dotyczy wychowania, jako działalności twórczej sytuowanego w kontekście tego, co określamy mianem komunikacji zapośredniczonej. Głównym celem rozważań jest namysł nad tym czy wychowanie, od lat postrzegane i określane jako działalność twórcza, może być nią nadal w warunkach zmieniającej się rzeczywistości społecznej, a przede wszystkim w warunkach zmian w komunikacji między głównymi podmiotami wychowania – wychowawcami i wychowankami. Obserwowane współcześnie zmiany w procesach komunikacji międzypodmiotowej zapośredniczone w znaczącym stopniu przez media z Internetem na czele mogą sprzyjać wychowaniu czyniąc go twórczym w dwójnasób. Mogą też będąc pośrednimi quasi-interakcjami stanowić zagrożenie dla naturalnych więzi międzyludzkich, na których głównie powinno opierać się wychowanie. Zatem namysł nad tą problematyką jest potrzebny bowiem media, jako „nowy partner” w wychowaniu, zmieniając jego kształt, charakter i zakres, stanowią wyzwanie tak dla wychowawców, jak i szeroko pojmowanych edukatorów.
    The issues tackled in the article relate to education as a creative activity, situated in the context of what is referred to as mediated communication. The main purpose of these deliberations is to consider whether education, for years perceived as and referred to as a creative activity, may still be one in the conditions of changing social reality and, above all, in terms of changes in communication between the main subjects of education, i.e. teachers and students. Changes in the processes of intersubject communication observed today and largely mediated by the media, predominantly the Internet, can foster education by making it doubly creative. Being indirect quasi-interactions, however, they may pose a threat to natural interpersonal relationships, which education should primarily be based upon. Thus, reflection on these issues is needed since the media, as a "new partner" in education, which is currently changing its shape, nature and scope, represent a challenge both for teachers and widely understood educators.

    The article contains results of the experimental analysis of cooperation pecu- liarities of young people with different vision levels (blind, visually impaired, with normal vision). Greater focus is placed on the statement that serious vision disorders depending on their kind and grade make the process of verbal and especially non-verbal means of communication mastering much more complicated. It has been established that young people with serious vision disorders have a low level of integration into social groups, are not active enough in communication, avoid close relationships with those who do not have any vision problems. The authors argue in favour of the importance of blind and sighted people’s cooperation activity provision as an obligatory condition for the development of psychologically proper communication and for the formation of social maturity of a personality, regulating its process of social integration.

    The research is based on a range of scientific approaches such as communication and activity-oriented, dialogue-centered, personality-directed, culture-oriented and technological. The stages of the pedagogic technology of forming cross-cultural communication experience are outlined. They are orientation and motivation, cognitive and informative, transforming and analytical, reflexion and estimation. In accordance to each stage, some of the didactic means of preparation of future managers of foreign economic activity for cross-cultural communication are elaborated and characterized. During the outlined stages students develop their motivation for improving cross-cultural communication abilities, obtain skills for reflexivity of their own and others' communicative activity, get knowledge in different aspects of cross-cultural communication, acquire communicative skills, in particular those concerning managing cross-cultural conflicts.

    Opis:
    Verbal communication for specific purposes during language classes invariably involves the decision making process. Decisions primarily concern specialized content and linguistic expressions. The participants in the communication, i.e. teachers and learners, must there-fore have an appropriate level of language competence and expertise. This specialist knowledge, defined as specific knowledge of a professional area and activities related to it, includes both substantial knowledge of the field, knowledge of terminology and discourse structures. Expertise plays an essential role in every aspect of teaching a foreign language for business purposes, as oral communication skills are developed on the basis of specialist knowledge. Broadening specialist knowledge is hence both means and purpose. Deficiencies in specialist knowledge can be seen in the performance of communication tasks when it hinders the ability to reach an agreement. The aim of this article is to analyse the role of expertise in oral communication for specific purposes in business language classes with reference to the author's own research.

    This article outlines the main tenets and the working cycle of Design Thinking, which is a problem-solving methodology. We argue that this methodology helps train qualities and skills that are particularly beneficial for students of translator education programmes. We recommend Design Thinking for translation teachers who subscribe to post-positivist, constructivist and other problem-based, participatory and collaborative educational approaches. The latter part of the article presents examples of classroom activities developed with the use of Design Thinking methodology. The activities focus mostly on communicative interactions between participants, since we believe that the major advantage of Design Thinking for the translation classroom is that it offers a structured scaffolding to improve classroom communication.

    Social media are deemed influential in making decisions and seeking advice. Due to their explosive growth as critical channels for information, their content can trigger a place visit, a change of transport mode or destination, or plans’ cancellation. The main objective of this paper is to investigate the influence of social media on users’ activity and mobility planning. Responses of 738 participants in a digital survey were used to formulate ordinal regression models. The developed models determine the contribution of users’ demographic characteristics, travel characteristics and social media usage to mobility decisions after using social media as a source of information. These decisions were expressed in two dependent variables; (i) the impact of social media use in activity and mobility planning; (ii) the impact of the proposed transport mode by social media information, on mode choice. Analysis of the results indicated that the models, which considered all the characteristics together, could better predict the two variables.

    Background. It is important to recognize burnout symptoms among nurses, as it not only affects their wellbeing but can also compromise the quality of care they provide to patients. The aim of this study was to identify potential explanatory factors that help recognize nurse burnout. Material and methods. Nurses working in hospital settings were invited to take part in an online survey in 2023. Measurements included demographics, physical health (health status, physical activity), emotional states of depression, anxiety, and stress, as well as communication between nurses and physicians. To find explanatory factors for nurse burnout symptoms, hierarchical regression analysis was conducted using SPSS 28.0 statistical software. The significance level was set at p-values ≤ 0.05. Results. The data of 233 participants were analyzed, with 27.53±10.21 years of work experience. The majority of participants (93%) were female. The average age was 47.22±8.93 years. There were three significant variables that contributed to burnout symptoms: distress, nurse-physician communication and physical activity. Overall, the final model explained 58% of the variance. Conclusions. The results emphasize the significance of reducing distress, promoting healthy relationships between nurses and physicians, and encouraging physical activity as ways to lessen burnout among nurses. Since burnout among nurses doesn’t dissipate naturally, it necessitates deliberate intervention.
    Wprowadzenie. Rozpoznawanie objawów wypalenia zawodowego wśród personelu pielęgniarskiego jest ważne, ponieważ taki stan nie tylko wpływa na ich samopoczucie, ale może również pogorszyć jakość opieki, którą zapewniają pacjentom. Celem tego badania była identyfikacja potencjalnych czynników, które pomagają rozpoznać wypalenie zawodowe wśród personelu pielęgniarskiego. Materiał i metody. Pielęgniarki i pielęgniarze pracujący w warunkach szpitalnych zaproszono do wzięcia udziału w ankiecie internetowej w 2023 roku. Pomiary obejmowały dane demograficzne, zdrowie fizyczne (stan zdrowia, aktywność fizyczną), stany emocjonalne depresji, lęku i stresu, a także komunikację między personelem pielęgniarskim i lekarzami. W celu stwierdzenia czynników wyjaśniających objawy wypalenia zawodowego pielęgniarek i pielęgniarzy, przeprowadzono hierarchiczną analizę regresji przy użyciu oprogramowania statystycznego SPSS 28.0. Poziom istotności został ustalony na poziomie wartości p≤0,05. Wyniki. Przeanalizowano dane 233 uczestników, mających średnio 27,53±10,21 lat doświadczenia zawodowego. Większość uczestników (93%) stanowiły kobiety. Średnia wieku wynosiła 47,22±8,93 lat. Stwierdzono trzy istotne zmienne, które przyczyniły się do wystąpienia objawów wypalenia zawodowego: zaniepokojenie, komunikacja pielęgniarka-lekarz i aktywność fizyczna. Ogólnie ostateczny model wyjaśnił 58% wariancji. Wnioski. Wyniki podkreślają znaczenie zmniejszania stresu, promowania zdrowych relacji między personelem pielęgniarskim i lekarzami oraz zachęcania do aktywności fizycznej jako sposobów na zmniejszenie wypalenia zawodowego wśród pielęgniarek i pielęgniarzy. Ponieważ wypalenie zawodowe wśród personelu pielęgniarskiego nie ustępuje w sposób naturalny, wymaga ono celowej interwencji.

    The paper presents the sources of knowledge about professional development of man acquired by acmeology – the science dealing with the development of man considered as a subject of activity over his lifetime. The idea of subject synergy is shown for three main spheres of man activity: cognition, communication and professional activity. The analysis of the man development is carried out in terms of holistic approach.

    Статья посвящена изучению особенностей аннотирования текста гендерной языковой личностью на уровне дискурса. Языковая личность рассматривается с точки зрения гендерной дифференциации и направленности мышления. Исследование дискурсивной специфики речевой деятельности языковой личности осуществляется благодаря анализу текстов-аннотаций, созданных представителями разных полов с определенным типом мышления.
    This article concerns the peculiarities of text summaries created by different gender language users at the discourse level. The language user is examined from the point of gender differentiation and mind orientation. Discovery of discourse features of the language user’s speech activity is carried out by means of an analysis of texts written by men and women with different gender mind orientation.

    The Diocese of Katowice, in existence since 1925, elevated to the dignity of the archdiocese in 1992, just before its jubilee, on November 20, 2016, gave the People of God of the Katowice Church the gift of the synodal declarations. The declarations in question deepen the understanding of the Second Vatican Council and animate the faith, love, and hope of the Church of Katowice. The paper presents the norms about the teaching of the Church and considers them a useful tool for achieving the goal in question.
    Istniejąca od 1925 r. diecezja katowicka, podniesiona w 1992 r. do godności archidiecezji, w przededniu jubileuszu swojego istnienia, dnia 20 listopada 2016 r. przekazała ludowi bożemu Kościoła katowickiego dar w postaci uchwał II Synodu Archidiecezji Katowickiej. Ma on pogłębić nauczanie Soboru Watykańskiego II i ożywić wiarę, nadzieję i miłość wiernych tego Kościoła partykularnego.     The use of information and communication technologies (ICT) is an important element in the work of social workers. Recent progress in ICT creates fundamentally new opportunities for social work in the provision of social services, including high-quality and timely responses to the requests of vulnerable population groups and persons in crises. In the information sector, work in the social sphere requires knowledge and skills in effective search, accumulation, processing, storage, presentation, and transmission of data using computers and computer networks. A social worker must be able to use information and computer technologies both for self-development in the professional sphere and for organizing their daily practical activities and solving socially significant problems. Therefore, it is necessary to form and develop ICT competence in professional activities for the quality provision of social services. The purpose of the study is to determine the ICT tools used in the practical work of social workers in the provision of social services, the scope of ICT application, and the analysis of the needs of social workers in Kyiv regarding the introduction of ICT into the system of providing social services.An online survey of social workers of state and non-state organizations in Kyiv, which provide social services to vulnerable population groups and persons in crises, was conducted. The theoretical sampling method was used, which made it possible to formulate generalized recommendations regarding introducing ICT tools into the social services system. To determine the typical ICT tools and directions of ICT used in social work, an expert meeting was held with specialists of the Department of Information and Analytical Work of the Kyiv City Center of Social Services. Resource monitoring was used for the automated search of information on the Internet.The authors of the article researched the information and communication technologies used by social service providers in their work and highlighted the prospects of ICT tools in state and non-state organizations. The ICT tools that are most often used in the provision of social services have been determined as a result of a survey of social service workers of state and non-state organizations in Kyiv. These tools are grouped into three main categories: communication channels, information dissemination channels, and methods of building online service provision processes. The key needs of social workers regarding the use of ICT tools in the process of providing social services and the most typical challenges in the implementation of these technologies are presented in the article. The authors identified the advantages of using ICT in the provision of social services and proved the effectiveness of the use of electronic services as a quick and effective tool in the process of meeting the requests of vulnerable population groups. The prospects for the use of ICT in the provision of social services are highlighted as well. It has been shown that the use of information and communication technologies in the provision of social services will positively affect the quality of the provision of social assistance and social services. The use of these technologies by social institutions makes it possible not only to effectively respond to the challenges of the military situation in Ukraine but also to promptly respond to the requests and needs of social service recipients and provide them with quality services. The authors presented the main ICTs that can be used by social workers when providing social services.
     Ważnym elementem działalności pracowników socjalnych jest wykorzystanie technologii informacyjno-komunikacyjnych (ICT). Ostatnie zmiany w ICT stwarzają zasadniczo nowe możliwości pracy socjalnej w zakresie świadczenia usług socjalnych, w tym wysokiej jakości i terminowego reagowania na prośby słabszych grup ludności i osób w sytuacjach kryzysowych. W sektorze informacyjnym praca w sferze społecznej wymaga wiedzy i umiejętności skutecznego wyszukiwania, gromadzenia, przetwarzania, przechowywania, prezentacji i transmisji danych za pomocą komputerów i sieci komputerowych. Pracownik socjalny musi umieć wykorzystywać technologie informacyjne i komputerowe zarówno do samorozwoju w sferze zawodowej, jak i do organizowania codziennych zajęć praktycznych oraz rozwiązywania istotnych społecznie problemów. Dlatego konieczne jest kształtowanie i rozwijanie kompetencji ICT w swojej działalności zawodowej dla jakościświadczenia usług społecznych.Celem badania jest określenie narzędzi ICT wykorzystywanych w praktycznej pracy pracowników socjalnych przy świadczeniu usług socjalnych, zakresu zastosowania ICT oraz analiza potrzeb pracowników socjalnych w Kijowie w zakresie wprowadzenia ICT do systemu świadczenia usług socjalnych.Przeprowadzono internetowe badanie pracowników socjalnych organizacji państwowych i niepaństwowych w Kijowie, które świadczą usługi socjalne dla słabszych grup ludności i osób w sytuacjach kryzysowych. Zastosowano metodę doboru teoretycznego, co pozwoliło na sformułowanie uogólnionych rekomendacji wprowadzenia narzędzi teleinformatycznych do systemu świadczenia usług społecznych. W celu określenia typowych narzędzi ICT oraz kierunków wykorzystania ICT w praktyce pracy socjalnej odbyło się spotkanie eksperckie ze specjalistami wydziału pracy informacyjno-analitycznej Centrum Opieki Społecznej w Kijowie. Do automatycznego wyszukiwania informacji w Internecie wykorzystano monitorowanie zasobów.Autorzy artykułu przyjrzeli się technologiom informacyjno-komunikacyjnym wykorzystywanym przez świadczeniodawców usług społecznych w swojej pracy i naświetlili perspektywy ich wdrożenia w pracy organizacji państwowych i niepaństwowych. W wyniku badania pracowników socjalnych organizacji państwowych i niepaństwowych w Kijowie określono narzędzia teleinformatyczne, które są najczęściej wykorzystywane w świadczeniu usług społecznych.Narzędzia te są podzielone na trzy główne kategorie: kanały komunikacji, kanały rozpowszechniania informacji oraz metody budowania procesów świadczenia usług online. W artykule przedstawiono kluczowe potrzeby pracowników socjalnych dotyczące wykorzystania narzędzi teleinformatycznych w procesie świadczenia usług społecznych oraz najbardziej typowe wyzwania we wdrażaniu tych technologii. Autorzy zidentyfikowali zalety wykorzystania ICT w świadczeniu usług społecznych oraz wykazali skuteczność korzystania z usług elektronicznych jako szybkiego i efektywnego narzędzia w procesie zaspokajania żądań słabszych grup ludności. Zwrócono również uwagę na perspektywy wykorzystania ICT w świadczeniu usług społecznych. Udowodniono, że wykorzystanie technologii informacyjno-komunikacyjnych w świadczeniu usług społecznych wpłynie pozytywnie na jakość świadczenia pomocy społecznej i usług społecznych. Wykorzystanie tych technologii przez instytucje społeczne pozwala nie tylko skutecznie reagować na wyzwania sytuacji militarnej na Ukrainie, ale także szybko reagować na prośby i potrzeby odbiorców usług społecznych i dostarczać im usługi wysokiej jakości. Autorzy przedstawili główne ICT, które mogą być wykorzystywane przez pracowników socjalnych w świadczeniu usług socjalnych.

    Публикация содержит изложение методики и результатов эмпирического исследования связи рефлексивности и гибкости поведения учителей средней школы. Цель исследования – описание и объяснение характера и механизмов связи рефлексив-ности и гибкости поведения. Использованы: методика определения уровня рефлексив-ности (А.В. Карпов, В.В. Понаморева, 2000), шкала «гибкость поведения» самоактуали-зационного теста (САТ) – модификация Е.Ю. Алешиной, Л.Я. Гозмана, М.В. Загика и М.В., кроcc-опросника личностных ориентацией Э. Шострома (Personal Orientation Inventory – POI 1987). Определена и обоснована выборка. Полученные эмпирические данные обработаны с помощью компьютерной программы SPSS 17. Произведен анализ и интерпретация полученных результатов. Установлена связь рефлексивности и гибко-сти поведения. В исследовании приняли участие 80 школьных учителей: группа 30-40 лет (40 человек; медиана возраста 37 лет) и группа – 50-60 лет, (40 человек; медиана возраста 56 лет).
    The publication content includes the description of methodology and results for empirical research of relationship between secondary school teachers reflexivity and flexibil-ity of behavior. The objective of the research is to describe and to explain the relationship character and mechanisms between reflexivity and flexibility of behavior. The materials used: reflectivity level determination method (А.В. Карпов, В.В. Понаморева, 2000); and the scale «flexibility of behavior» from the self-actualization test (САТ) (Personal Orientation Invento-ry – POI; 1987, E. Shostrom, modified by E. Alyoshina, L. Gozman, M. Zagik, M. Kroz). The selection was defined and reasoned. The achieved empirical data was processed with SPSS 17 software. The results were analyzed and interpreted. Relationship between reflexivity and flexibility of behavior was stated. 80 school teachers were recruited for this research: a group of 30-40-year old people (40 people; age median 37 years) and a group of 50-60-year old people, (40 people; age median 56 years).

    Using a progressive information technologies for development of web-based courses and their administration brings a lot of practical and theoretical problems. We know web course problem is only small solution concerning construction of a large entire web-based e-learning environment. One of a practical problem is how to construct web-based electronic courses that have to meet international AICC standards. Implementation of such strict statements resulted in a lot of small or larger difficulties if we had used an elementary HTML editor. Using a special web course oriented editors can absolutely solve this problem. The second problem is construction of the web-based e-learning application that can administrate such web courses and takes into consideration AICC regulations. Development of such web applications is founded on the latest web technologies. This article introduces one approach to the modeling of the two most important components (web-based course, web-based application) of the web-based e-learning environment, convenient for Military Academy in Brno and Czech army. The article outlines the structure of web subject, e-learning environment and their implementation. The LMS's structure and its functionality, based on a snaps algebra, belong to important results of the article.

    Opis:
    The rapid development of the society requires changes in technologies and methods of the educational process. Therefore, the implementation of innovative technologies aimed at individual approach, mobility and distance in education is necessary and inevitable. In this regard, modern higher education institutions must radically change their educational objectives, update the content of education, implement innovative technologies in the development of student personality as a subject aimed at developing a competent person who is creative in solving problems. Nowadays, the students and teachers are the most important figures in educational institutions who should work creatively, learn, improve themselves as well as the teachers must work to develop and improve methods of teaching and education, including interactive ones. The article is devoted to the problem of preparing foreign students of specialized specialties for professionally oriented innovative technologies. Problems related to various methods and techniques of innovative technologies are highlighted. Emphasis is placed on the process of professional foreign language training, which should be aimed at the development of creative personality, its self-improvement, the formation of socially active and independent people in the context of intercultural dialogue, the disclosure of creative potential. The basic principles of realization of the communicative approach as a communicative method of teaching speech activity in the specialty in foreign language classes (Ukrainian) are formulated. The main features of the presentation as one of the types of information processing of the text as a practical result of research conducted in the framework of interactive forms of learning. The stages of preparation of foreign students to create and conduct a presentation on the specialty in foreign language classes (Ukrainian) are considered. The importance of formation of foreign language communicative competence in the context of professional training of future specialists is proved, attention is focused on one of the main types of information processing of professional text – compression. The list of features of presentation as one of the types of compression of a scientific text is given, the main stages of preparation of foreign students for creating and conducting a presentation in the specialty in foreign language classes (Ukrainian) are analyzed. It is proved that teaching compression is the formation of students’ culture of working with scientific text, improving skills and abilities of understanding, analysis of scientific text and writing a secondary scientific text based on the disclosure of the semantic structure of the original text.
    Стрімкий розвиток суспільства вимагає необхідності змін у технологіях та методиках навчального процесу. Тому впровадження інноваційних технологій, спрямованих на індивідуальний підхід, мобільність та дистанційність в освіті, є необхідним і неминучим. У зв’язку з цим сучасні заклади вищої освіти повинні докорінно змінити освітні завдання, актуалізувати зміст навчання, застосовувати інноваційні технології у розвитку індивідуальності студента як суб’єкта, спрямованого на розвиток компетентної особистості, яка підходить творчо до вирішення проблем. На сьогодні головними фігурами в освітніх закладах є студент і викладач, які повинні творчо працювати, вчитися, самовдосконалюватися, останні мають працювати над виробленням і вдосконаленням методів навчання і виховання, зокрема інтерактивних. У статті розглянуто особливості реалізації інноваційних технологій в освітній практиці та вихованні. Вказано особливості використання інтерактивних форм навчання. Висвітлено проблеми, повязані з різними методами та прийомами іноваційних технологій. Акцентовано увагу на процесі професійної іншомовної підготовки, який має бути спрямованим на розвиток творчої особистості, ії самовдосконалення, на формування соціально активної і самостійної людини в контексті діалогу культур, на розкриття творчого потенціалу. Сформульовано основні принципи реалізації комунікативного підходу як комунікативного методу навчання мовленнєвої діяльності зі спеціальності на заняттях з іноземної мови (української). Зазначено основні ознаки презентації як одного з видів інформаційної переробки тексту, як практичного результату досліджень, що проводяться в рамках інтерактивних форм навчання. Розглянуто етапи підготовки іноземних студентів до створення та проведення презентації зі спеціальності на заняттях з іноземної мови (української). Доведено важливість застосування інноваційних технологій у контексті професійної підготовки майбутніх фахівців; акцентовано увагу на одному з основних видів інформаційної переробки фахового тексту – компресії. Надано перелік ознак презентації як одного з видів компресії наукового тексту, проаналізовано основні етапи підготовки іноземних студентів до створення і проведення презентації за фахом на заняттях з іноземної мови (української). Доведено, що навчання компресії є формуванням у студентів культури роботи з науковим текстом, вдосконалення навичок та умінь розуміння, аналізу наукового тексту та написання вторинного наукового тексту, заснованого на розкритті смислової структури тексту-першоджерела.

    Glosowany wyrok WSA w Warszawie z dnia 20 września 2018 r. (III SA/Wa 2057/18) jest pierwszym dotyczącym problematyki regulacji Systemu Teleinformatycznego Izby Rozliczeniowej, który zapadł w związku z przedłużeniem przez szefa KAS stosowania blokady rachunku bankowego podatnika. W wyroku tym zawarto kontrowersyjne tezy dotyczące wykluczenia w toku postępowań zarówno o zastosowanie blokady, jak i jej przedłużenia przepisów procesowych zawartych w dziale IV Ordynacji podatkowej w zakresie prowadzonego postępowania dowodowego oraz czynnego udziału strony. Autor opracowania nie zgadza się z powyższymi tezami i wykazuje, że charakter blokady rachunku bankowego jako sankcji stosowanej wobec podatników wymaga, by zagwarantować uprawnienia procesowe strony co najmniej w stopniu, w jakim przewidziane zostały w jurysdykcyjnym postępowaniu podatkowym. W szczególności w tym zakresie ochronę praw podatnika gwarantują zasady prowadzenia postępowania podatkowego.
    The analysed judgment concerns the problem of the regulation of the Information and Communication Technology System of the Clearing House that was made in connection with the extension of freezing the taxpayer’s bank account. The judgment includes the exclusion to be applied in the course of proceedings of freezing the taxpayer’s bank account in matter of the procedural provisions of the General Tax Act and in the scope of evidence proceedings. The judgment also finds that in pending case the tax authority doesn’t strictly conduct evidence proceedings. The Author does not agree with this thesis. The Author claims that freezing the bank account is a sanction and it requires that the taxpayer’s procedural rights should be guaranteed on a high level. In particular the taxpayer’s rights are protected in this case by the principles of conducting tax proceedings.
    Комментированное решение, вынесенное Воеводским Административным судом в Варшаве от 20/09/2018 (III Административный суд / Варшава 2057/18) является первым по вопросу регулирования Системы Информационно-коммуникационных технологий Расчетной Палаты, которое было вынесено в связи с продлением главой Национальной фискальной администрации блокировки банковского счета налогоплательщика. В решении содержатся противоречивые тезисы об исключении в ходе производства как применения блокировки, так и ее продления по смыслу процессуальных положений, содержащихся в разделе IV Налогового кодекса, в отношении сбора доказательств и активного участия стороны. Автор исследования не согласен с вышеуказанными тезисами и демонстрирует, что характер блокировки банковского счета в качестве санкции, применяемой к налогоплательщикам, требует, чтобы стороне были предоставлены процессуальные права, по крайней мере, в объеме, предусмотренном судебным налоговым производством. В частности, в этом отношении защита прав налогоплательщика гарантируется принципами ведения налогового производства.
