Central Asia is revealing itself as an area where the problem of access to water and its current regional dynamics are almost at a radically critical level, where the potential risk of water disputes is still one of the highest in the world. Therefore, water scarcity issues and challenges triggered by the Aral Sea syndrome, the existing water mismanagement system, infrastructural and investment projects of dams and water reservoirs (Rogun, Naryn, Kambarata, Toktogul, etc.) and their transformation towards an existential threat will be analyzed within the securitization prism through the selected speech acts. This article will contribute to developing a new analytical framework of Regional Security Complex Theory (RSCT) and the securitization theory in water stress. The efforts undertaken in this article will ultimately lead to the development of a new approach to issues of water security and hydro politics within the concept of the Regional Water Security Complex (RWSC) on the example of the Central Asian region. The main research question will be to what extent water, as an immanent feature of this complex, is politicized and securitized. An important question will also be how the formulated security language indicates the existential nature of water as a security problem in the region.

Water. In the existence and activities of each individual it is water that (un) consciously essentially defines them. Therefore, water is called the source of life, but nowadays we know it under the new concept: blue gold. The reason for such a modern understanding of the role of water lies in the increasing limitations of access to sufficient quantities, which first results in water stress – the situation where needs remain unmet, but water scarcity does not yet interfere with the foundations of the activities of societies. Water stress is thus the first form of threat to water security, especially when deficiency destroys all basic social systems that cannot function without water. The question of the role of water between them is increasingly being raised, as the operation of one system in the area of water consumption or management can mean interfering with the water potential of another system. This confronts us with the effect of the definite quantities of water, although countries with ample water resources and quantity (still) often do not understand or perceive it. Of course, this does not mean that the debate is not necessary; it is, conversely, necessary, and it is only in this way that it is possible to prevent or at least control the situation in which many countries around the world have found themselves and there is a total lack of water resources in the most existential aspects. Under these conditions, water security has become the most essential element of national security of these countries and thus a potential weak link in ensuring security.

The aim of the article is to explain the key definitions connected with water security and to analyse state relations in the context of water issues. In this context therefore water can be seen to be a precious resource because there it has no substitute. Thus the lack of water security is emerging as one of the major barriers for economic and social growth in developing countries and a source of domestic conflicts. On the other hand, water-related events might result in international cooperation, as Kofi Annan noticed during the celebration of World Water Day: “Fierce national competition over water resources has prompted fears that water issues contain the seeds of violent conflict. [...] If all world’s peoples work together, a secure and sustainable water future can be ours”. What is certain, in the near future any environmental security planning will have to take into consideration the prime issue of water security.

Security is constantly changing, which means security professionals need to be proactive, says a former US military Chief Information Officer. Water security has become a central feature of the global policy agenda. Climate change, population growth, and pollution are altering the distribution of water resources and the political control of these resources is becoming increasingly contested. These and other water security threats are a source of conflict not only within countries but across international boundaries. Security is a multidimensional issue, because individual welfare is more central to policy-making than it was fifty years ago. Individual security can no longer be satisfied only through military measures; it needs a multidimensional understanding. Security is elusive; more than ever, it is embedded in the interaction of localizing and globalizing forces. The axes of conflict in the shadow of the Cold War and under the impact of 9/11 are already proven to be more complex, not less, and more difficult to manage, not easier. The Word is in a very fast changing prosess including international security paradigm. Indeed, everything has not changed - but what has changed did so faster than we ever expected.The Cold War superimposed on the international security agenda a political and conceptual framework that simplified most issues while magnifying some and obscuring others. During this period, almost every western government defined national security in excessively narrow military terms. That meant there was an enduring acceptance of the need for a balance of terror, with mutually assured destruction ensuring a stable international system. The end of the Cold War revealed a different set of threats and dangers, not really new but previously kept outside the Cold War context. These new threats are again global in scope, persistent in nature, and potent in their implications [12]. It’s easy to equate “national security” or “global security” with military defense against rogue states and terrorism, but a leading U.S. military expert says that view is far too narrow—and could lead to catastrophe if not changed. The environmental matters had little overall public concern before. It was a reflection of how limited and unstrategic our thinking about security. Environmental change, in general, can lead to a decrease in the quality of life and increased tension, competition, instability and conflict. In parallel to climate change, water security is an issue today closely linked to environmental security. Natural resources, such as water, show a number of threats and risks that may contribute to the amplification of a conflict. Perhaps if we were to pay more attention to the documented effects of particular conditions and events, rather than to the threat-worthiness, we could see the world differently-and more accurately. The question of the water and environmental security is more ominous than that of peace and war.

The summer 2019 in Poland was hot and dry. A similar trend was also observed in previous years, so Poles partly got used to the view of extremely low levels of rivers. But at the beginning of June, Skierniewice – a town of 47 000 people, ran out of water. Similar situations, which are expected to happen in Poland repeatedly, undermine the social sense of security, indicating that access to water may be at risk and it cannot be taken for granted. They also trigger discussion on the state’s responsibility to secure water of adequate quality and quantity to meet social and environmental water-related needs, in other words – to provide water security. The purpose of this article is to analyze a complex issue of “water security” in Poland, through the lenses of its general constitutional conditions. The article is divided into four sections. The first section considers the concept of “water security” as a theoretical framework and increasingly significant water governance paradigm; the second one briefly outlines the most pressing water security problems in Poland; the third one is focused on the constitutional characteristics of water security as a special task norm of the Polish basic law; finally, the fourth section analyzes water security as the constitutional right of an individual.
Lato 2019 r. w Polsce było rekordowo upalne i suche. Podobne tendencje widoczne były w poprzednich latach, dlatego po części przywykliśmy do widoku ekstremalnie niskich poziomów rzek. Jednak na początku czerwca w Skierniewicach – mieście zamieszkałym przez 47 000 osób, po prostu zabrakło wody. Tego typu sytuacje, które mają powtarzać się w Polsce, zakłócają społeczne poczucie bezpieczeństwa, wskazując, że dostęp do wody może być zagrożony i nie można go uznać za absolutny pewnik. Sprzyjają także dyskusji na temat odpowiedzialności państwa za zapewnienie bezpieczeństwa dostępu do wody. Celem artykułu jest analiza złożonego zjawiska bezpieczeństwa dostępu do wody w Polsce, przez pryzmat jego ogólnych uwarunkowań konstytucyjnych. Rozważania podzielono na cztery części. W pierwszej analizie poddano koncepcję bezpieczeństwa dostępu do wody jako formułę teoretyczną i zyskujący na znaczeniu paradygmat zarządzania zasobami wodnymi; w drugiej zwięźle omówiono najistotniejsze problemy bezpieczeństwa dostępu do wody w Polsce; w trzeciej dokonano ogólnej konstytucyjnej charakterystyki bezpieczeństwa wodnego jako szczególnej normy programowej polskiej ustawy zasadniczej, a w czwartej jako konstytucyjnego prawa jednostki.

Celem artykułu jest analiza bezpieczeństwa hydrologicznego Iranu i weryfikacja następującej hipotezy: niski poziom bezpieczeństwa hydrologicznego stanowi jedno z najważniejszych zagrożeń ekologicznych tego państwa. Przy wykorzystaniu metody ilościowej, decyzyjnej i analizy instytucjonalno-prawnej podjęto próbę odpowiedzi na następujące pytania badawcze: (1) jakimi zasobami wodnymi dysponuje Iran i czy obywateli dotykają niedobory tego surowca?; (2) czy zarządzanie wodami podziemnymi, zbiornikami zamkniętymi i rzekami odbywa się w sposób zrównoważony? (3) czy działania irańskich władz zapewniają bezpieczeństwo hydrologiczne państwa? Analizowane w artykule komponenty bezpieczeństwa wodnego Iranu prowadzą do wniosku, że państwo to stoi w obliczu poważnego kryzysu ekologicznego wynikającego z kurczących się zasobów wody słodkiej.
The main objective of this paper is to analyze Iran’s hydrological security and to verify the hypothesis that the low level of Iran’s hydrological security is one of the country’s most important ecological threats. An attempt to answer the following research questions is made using the quantitative method, decision-making method and institutional and legal analysis: (1) what water resources does Iran have, and are citizens suffering from a shortage of water?; (2) is the management of groundwater, closed reservoirs and rivers sustainable?; (3) do the actions of the Iranian authorities safeguard the hydrological security of the state? The analysis of the factors of Iran’s water security carried out in this paper leads to the conclusion that this country is facing a serious ecological crisis resulting from shrinking fresh water resources.

The dynamics of hydrochemical parameters of surface waters from the upper, middle and lower reaches of the river was analyzed. On the basis of the analysis of temporal and spatial monitoring data, a comprehensive assessment of the environmental status of the Inhulets river (Ukraine) waters by hydrochemical indicators was carried out. The study performed a comparative analysis of the river water quality assessment using different methods: an integrated assessment based on the calculation of water pollution indexes, pollution rate. A result of the evaluation of water quality in certain classes: in terms of ammonium ions and BOD5 – III quality class, the water is slightly polluted; phosphate content – V quality class, water is very low in the bottom; according to the content of suspended solids, in phosphates and BOD5 – III class of water quality, water is polluted; by a concentration of chlorides – V class of quality, degree of purity – very dirty; the value of suspended solids and chlorides – III class; in terms of the sulfate content – IV class. In general, the very excessive concentration of substances in the middle course remains stable, the environmental state is poor (quality class IV).

Aside from the issues peace and stability, one of Afghanistan’s most vital needs is safe and reliable supplies of water. But Afghanistan faces certain economic, political, institutional problems to develop water resources potential. These problems will increase as the years go by. Afghanistan is one of the world’s poorest countries, with an economy largely based on subsistence agriculture. Afghan farmers depend on reliable, year-round sources of surface water and groundwater. Seasonal flows of streams and rivers fed by melting snowpack high in Afghanistan’s mountains recharge alluvial aquifers located in populated valleys and provide city dwellers with drinking water. The current population of Afghanistan is about 31 million and it is projected to increase by nearly 80 percent by the year 2050 to approximately 56 million. This will raise demand on the country’s already economic stressed water resources. Almost all of the river basins are transboundary in the country. The Country due to the political unrest has not participated in many of the agreements regulating water resources in Central Asia. its current “non-player” and "outsider" status of the Central Asian Hydropolitics has to be changed when starting water resources development. This could create an international dispute in future regional water sharing discussions. In addition, recent research suggests that global climate change could alter precipitation patterns in Afghanistan. In particular, both the amount and the timing of snowfall received at higher elevations could change, impacting the major source of water for many areas in Afghanistan. Development of Afghanistan’s most transboundary water resources is a vital need for its own national interest, but it is also directly related with a transboundary water management dispute issue in the region. In other words, Afghanistan should find the best way to develop its transboundary water resources for national development as well as peace and stability of the region. But this development won't be so easy if current amount of water use of riparian states will be same when Afghanistan plans to release smaller amount of water.

On the basis of the analysis of wide temporal monitoring data, a forecast of the integrated hydrochemical indicators of the waters of the Inhul river (Ukraine) was carried out. The performed analysis was also the basis for the determination of a mathematical model of natural fluctuations of the indicators studied. The determined sinusoidal dependence of the integrated water quality indicators allowed determining the average time of fluctuations concerning the processes of self-organisation of river waters. In practice, the developed mathematical models may constitute a valuable support and supplement to the existing models in the field of prediction of self-organization processes of river waters. They may also contribute to even more effective minimization of undesirable effects of anthropogenic impact on aquatic ecosystems.

The purpose of the research is the creation of an effective didactic system through the integrated approach to the content of natural education with a special emphasis on professional orientation. Methods of the analysis, synthesis of knowledge, educational experiment, and mathematical statistics were used for the fulfillment of the purpose. The effective didactic system of interdisciplinary knowledge of natural-science course, namely the water security course, was created. The educational experiment proved the effectiveness of building the educational content of the training course based on an integrated approach.

The paper includes specific characteristic of WCSP for small water supply system taking into account the water intake protection zone, and suggested method of risk assessment and proposed questionnaire for operators.

Cel: Doniesienie wstępne dotyczące udzielenia prawa ochronnego na wzór użytkowy pt. „Tymczasowe mobilne stanowisko do uzdatniania wody do spożycia” szczególnie przydatne w sytuacjach kryzysowych, głównie powodzi, kiedy następuje skażenie wody w ujęciach powierzchniowych i głębinowych. Jest ono końcowym efektem badań statutowych autora w Szkole Głównej Służby Pożarniczej. Właścicielem wzoru użytkowego jest Szkoła Główna Służby Pożarniczej, natomiast twórcą wzoru użytkowego jest prof. dr hab. inż. Sławczo Denczew. Obecnie w ramach badań podjęto próbę wykonania prototypu, następnie realizowane będą prace badawcze dotyczące zastosowania wzoru użytkowego w warunkach rzeczywistych. Metody: W artykule zaprezentowano aktualny wykaz sposobów dostarczania wody dla ludności w sytuacjach kryzysowych. Uwzględniając obecny stan wiedzy na ten temat w Europie i na świecie, zaproponowano innowacyjne mobilne stanowisko uzdatniania wody, mające na celu remedium na problem dostaw wody dla ludności w sytuacjach kryzysowych. Stanowić ma ono alternatywne rozwiązanie przydatne szczególnie w przypadkach powodzi, kiedy poprzez zalewanie terenów objętych stanem powodziowym następuje zanieczyszczenie oraz skażenie źródeł wody w systemach zaopatrzenia w wodę. Wyniki: Na podstawie przeglądu literatury, patentów i wzorów użytkowych w bazach urzędów patentowych w Europie i na świecie opracowano wzór użytkowy pt. „Tymczasowe mobilne stanowisko do uzdatniania wody do spożycia”, który posiada prawo ochronne wydane przez Urząd Patentowy do 2023 roku. Brak takich rozwiązań na świecie potwierdza jego innowacyjny i oryginalny charakter. Wnioski: Opracowanie dokumentacji wzoru użytkowego pt. „Tymczasowe mobilne stanowisko do uzdatniania wody do spożycia” oraz udzielenie prawa ochronnego stwarzają możliwości wykonania prototypu i zrealizowania badań dotyczących dostawy wody dla ludności w sytuacjach kryzysowych. Może ono być zastosowane zarówno na terenach miejskich, jaki na niezurbanizowanych, gdzie istnieje rozproszona zabudowa oraz przeważają duże odległości pomiędzy zagrodami i –co za tym idzie – mobilność jest jednym z warunków szybkiego dotarcia do zabudowań i dostarczenie wody niezbędnej do życia.
Aim: Preliminary application for a utility model entitled „Temporary mobile station for the treatment of water for consumption”, particularly useful in emergency situations, such as floods, when both surface and deep water is contaminated. It is the final result of statutory research of the author at the Main School of Fire Service. The owner of the utility model is the Main School of Fire Service, while the author of the utility model is Prof. Slawczo Denczew. Currently, research is underway to develop a prototype and then carry out research on the use of the utility model in real life situations. Methods: The article presents current ways of supplying water to the general public in crisis situations. Taking into account the state of the art in Europe and worldwide, an innovative mobile water treatment post has been proposed to tackle the problem of emergency water supply to the public in emergency situations. It is intended to constitute an alternative solution, useful especially during flooding, when water sources within water supply systems are contaminated and polluted. Results: Based on a review of literature, patents and utility models in the patent offices in Europe and worldwide, we have developed a temporary mobile station for the treatment of water for consumption, which is protected by a utility model granted by the Patent Office until 2023. The lack of such solutions in the world confirms its innovative and original character. Conclusions: Following the development of utility model documentation for the temporary mobile station for the treatment of water for consumption and the granting of utility model protection, we are able to build a prototype and carry out studies on the supply of water to the public in crisis situations. Our invention can be used in both urban and rural areas with dispersed housing and generally large distances between the farms, where mobility is one of the conditions for quick access to buildings and the supply of water necessary for life.

Water related problems are continuously affecting the social infrastructures and jeopardizing the productivity of modern globalized society. As the water crisis intensifies, several governments around the world are advocating a radical solution: the privatization, commoditization and mass diversion of water. Water privatization involves transferring of water resources control and/or water management services to private companies. The water management service may include operation and management, bill collection, treatment, distribution of water and waste water treatment in a community. The privatization of water has already happened in several developed countries and is being pushed in many developing countries through structural adjustment policies. Water privatization will invariably increase the price of this common property resource because there are hidden costs involved in water collection, purification and distribution systems. Increase in water consumption will be satisfied through the market dynamics often at the cost of the poor who cannot afford the increased water tariffs. The corporations will recover their costs by exploiting the consumers irrespective of their economic conditions. Another possible threat of water privatization is the unsustainable water extraction by the water corporations for maximizing profits and subsequent destructions of water bodies and aquifers. Corporations in search of profits can compromise on water quality in order to reduce costs. Privatization can also favour bulk water exports as the control over water will be transferred from local communities to global corporations, which will have disastrous ecological and environmental consequences. Indiscriminate mining of groundwater by multinational companies in Andhra Pradesh, Tamil Nadu and Kerala has resulted behemoth threats to the local water resources, biodiversity and economic structures. Water pricing and privatization will inevitably increase the price of the major crops and vegetables all around the world, which, in turn, can adversely affect the food security of the common people. Community based water management practices like rainwater harvesting, sustainable watershed management, integrated river basin management and irrigation efficiency are sustainable alternatives to water privatization in the third world countries including India.

Each country has an obligation to provide its society with a sense of broadly understood security. Public safety occupies a special place in this catalogue both in everyday life and at mass events. At such gatherings, the participant has the right to require decent entertainment, a good atmosphere, but above all the awareness that his property, health and life will not suffer. One has the right to expect this without wondering who is responsible for his safety at this place and time. Additionally, he has the right to believe that the event organizer has fulfilled all his duties. The above article focuses on changes in the approach to securing mass events and actions aimed at introducing statutory regulations on this issue. The manner in which the police conducted their duties due to imposed changes to the law on the security of mass events and the Police Act was analysed. The role of the Water Police Station in protection of public safety and order in waters intended for general use was also indicated, especially in the context of securing mass events of an artistic and entertainment nature.

Water resources are basic condition for survival and development of mankind on certain territory. The quantity of water resources in community depends on geographical location and certain hydro-geological, hydro-logic and hydro-biologic conditions on certain area. It means, that water resources are measurable and strictly defined. Due to consumption of water to different purposes (municipal entrepreneurship, industry, agriculture), the quantity of water resources may be depleted both quantitatively and qualitatively. The local self-government, according to provisions of law has possibility and obligation to pursue a policy of providing ecological security for its citizens. Creation of civic consciousness among the citizens of communities is also an important factor for providing the ecological security.
