Opis:

According to the Act on Voivodeship Self-Government, the chairman of the Audit Committee must be a member of the largest club of councilors. The fact, that submission of a candidacy meeting this requirement requires the approval of the largest political club, is determined by non-legal circumstances (political pragmatism), not normative ones. The composition of the committee must also comply with absolute statutory requirements. The author also points out that the paralysis of the audit committee due to the failure to appoint the chairman may lead to the suspension of the voivodeship self-government bodies and the establishment of a commissioner’s board on the basis of relevant rules.

Artykuł składa się z trzech części. Pierwsza stanowiąca krótki wstęp przedstawia drogę do powstania województwa śląskiego w II RP, zarówno jego części poaustriackiej jak i popruskiej. Część druga charakteryzuje przejęcie wymiaru sprawiedliwość w b. dzielnicy pruskiej, co prawda nie dotyczyło to bezpośrednio Górnego Śląska, ale rozwiązania zastosowane w Wielkopolsce i Pomorzu zostały przeniesione w swoim zasadniczym zrębie na Górny Śląsk;   krótko został też przedstawiony system sądownictwa administracyjnego obowiązujący na tym terenie przed odzyskaniem niepodległości. Część trzecia – zasadnicza – omawia budowę sądownictwa administracyjnego w województwie śląskim. Poza sądownictwem ogólnoadministracyjnym porzedstawiona została też problematyka administracyjnego postępowania spornego w sprawach górniczych. Całość kończy kilka uwag na temat języka urzędowego w postępowaniu przed śląskimi sądami administracyjnymi.
The article consists of three parts: The first one — a short introduction — presents the process of creation of the Silesian Voivodeship in the Second Republic, both its post-Austrian and post-Prussian part. The second part of the article presents the takeover of the justice system in the former Prussian district. Although it did not concern Upper Silesia directly, the solutions applied in Greater Poland and Pomerania were transferred in their essence to Upper Silesia; the article presents also the system of administrative courts in force in this area before regaining independence. The third part — the main one — discusses the structure of the administrative courts in the Silesian Voivodship. Apart from general administrative courts, the article focuses also on the problem of administrative litigation in mining cases. The article ends with some re- marks regarding official language in proceedings before the Silesian administrative courts.

Sejmiki w Rzeczypospolitej były pierwszym i podstawowym forum edukacji politycznej każdego szlachcica. To na nich rozwiązywano problemy lokalnej społeczności, kontrolowano pobór podatków, organizowano oddziały wojskowe, przeprowadzano elekcje kandydatów na urzędy ziemskie, wreszcie wybierano posłów na sejm, deputatów do Trybunału Koronnego i delegacje do ważnych osób w państwie. Zazwyczaj zwoływał je król lub lokalny przedstawiciel władzy państwowej. W okresie bezkrólewia były zwoływane przez interrexa – prymasa. Ich znaczenie wzrosło zwłaszcza po śmierci w 1572 r. ostatniego z męskich przedstawicieli Jagiellonów zasiadającego na tronie polsko-litewskim. W połowie XVII w. kontrolowały już niemal wszystkie aspekty życia politycznego w państwie, pozostając aż do 1717 r. istotnym czynnikiem kształtującym świadomość mieszkańców Rzeczypospolitej i wpływając na decyzje podejmowane przez Sejm. Wszystkie podjęte na sejmikach decyzje były spisywane w specjalnych aktach, zwanych laudami. Wraz z instrukcjami poselskimi dokumenty te stanowią podstawowe źródło do badania ich dziejów, w tym tworzących te instytucje ludzi: świeckich i duchownych dygnitarzy, urzędników, szlachty i innych uczestników obrad. Podstawą artykułu są akta wytworzone przez trzy sejmiki województw Małopolski właściwej: krakowski, sandomierski i lubelski. W odniesieniu do najnowszej literatury i wydawnictw źródłowych przedstawia on ich organizację, dokonuje analizy łączących ich więzi i omawia uczestników biorących udział w obradach.
Sejmiks in the First Polish Republic were the first and primary forum for the political education of every nobleman. It was during those assemblies that problems of the local community were solved, tax collection was controlled, military troops were organized, elections of candidates for land offices were held, and finally, deputies to the Sejm, deputies to the Crown Tribunal and delegates to important persons in the state were elected. They were usually convened by the king or local representative of the state government. During the interregnum, they were convened by the interrex primate. Their importance increased especially after the death of the last of the male representatives of the Jagiellonian royal family to sit on the Polish-Lithuanian throne in 1572. By the middle of the 17th century, they controlled almost all aspects of political life in the country, remaining an important factor shaping the consciousness of the inhabitants of the Republic and influencing decisions made by the Sejm until 1717. All decisions made at the sejmiks were recorded in special files, known as lauds. Together with parliamentary instructions, these documents constitute the primary source for studying their history, including the members of these institutions: secular and clerical dignitaries, officials, nobles and other participants in the proceeds. The source basis of the article is the records produced by the three sejmiks of the Lesser Poland Voivodeship, assembled in Krakow, Sandomierz and Lublin. With reference to the most recent literature and source publications, it presents their organization, analyses the links that bind them together, and portrays their participants.

Aim – The study aimed at defining the role of innovation as a factor related to shaping the regional labor market. The Author, based on the results of the available data, attempted to define the relation between innovative activity companies and employment and to verify the hypothesis that the implementation of innovation has influence on the increase of working positions and results in a change in the structure of employment in the region. Research methodology – The paper presents selected data from the Central Statistical Office, including mainly the results concerning the outlays on R&D, the activity of companies in Podlaskie voivodeship, and employment, including the division into PKD sections from 2007. On the basis of the conducted study there was conducted analysis of the impact that the implementation of innovations in particular sections has had on the increase of employment in them. Result – The influence of innovation on employment is connected to so-called creative destruction, which means that on the one hand innovation destroys existing working positions, but on the other hand it creates new ones – more specialized and requiring new knowledge. Originality/value – The analysis of the impact of implementing innovations on the employment level in particular sections of Podlaskie voivodeship.

The aim of the article is to indicate the role of the voivodeship government administration in the field of information and education of the region’s inhabitants in the area of security with the use of websites run by the sixteen voivodeship offices of Poland. The author formulates the following research questions: What contents on the topic related to security are posted on the websites of individual voivodeship offices? Are they valuable and helpful for the user who is seeking information and assistance? What are their educational qualities? Are the site and its navigation user‑friendly? In the age of information society, when information is a key value, we want to know quickly and with confidence, which is why we choose those sources of information whose reliability is guaranteed by the authority of the office and the function exercised. As a representative of the Council of Ministers in the area, the voivode isresponsible for security matters there. His or her tasks include information and education of the inhabitants of the regions, and the Internet is undoubtedly a tool for this purpose nowadays. Therefore, the focus was on the content of websites of sixteen voivodeship offices, in terms of the usefulness of the information and materials contained therein for the users seeking advice, and perhaps even help in the event of a threat to life and health.

This article constitutes the second part of the study entitled International cooperation of the Mazowieckie Voivodeship. Foreign Cooperation Agreements. It was published in the 46th issue of the quarterly journal MAZOVIA Regional Studies. In this presented section, the international activity of the Mazowieckie Voivodeship is discussed, which constitutes the implementation of directions indicated in the documents analysed in the first part of the article. Therefore, the international activity of Mazovia is presented, grounded in programme documents and the foreign policy of the largest Polish region.

Opis:

Subject and purpose of work: The aim of the research was an attempt to define the interest in horseriding recreation within the territory of Sub-Carpathian voivodeship. Materials and methods: The analysis was conducted with the use of survey questionnaire which included 21 closed and semi-open questions of single and multiple choice. Research was conducted in 2014. Answers were obtained from 120 respondents which allowed to divide the obtained material depending on gender, age and place of residence. Results: Conducted research indicated that persons with higher education availed of horse-riding at least once a week, defining at the same time their skills as good and very good. The fact that this activity was realized mostly under the supervision of instruction, despite the declared level of training is beneficial. This allows to maintain high standards of safety and also work places. Conclusions: Despite borne significant costs related to practising horse-riding (at least 500 PLN/ month) vast majority of the respondents did not have their own horse, declaring at the same time a will to purchase one in the future.
Przedmiot i cel pracy: Celem badań była próba określenia zainteresowania rekreacją konną na terenie województwa podkarpackiego. Materiały i metody: Analizę przeprowadzono przy użyciu badania ankietowego, które zawierało 21 pytań zamkniętych i półotwartych, jednokrotnego i wielokrotnego wyboru. Badanie zostało przeprowadzone w 2014 roku. Odpowiedzi uzyskano od 120 respondentów, co pozwoliło podzielić uzyskany materiał w zależności od płci, wieku i miejsca zamieszkania. Wyniki: Przeprowadzone badania wykazały, iż osoby z wyższym wykształceniem korzystały z jazdy konnej co najmniej raz w tygodniu, określając jednocześnie swoje umiejętności jako dobre i bardzo dobre. Za korzystny należy uznać fakt, iż aktywność ta realizowana była głównie pod opieką instruktora, mimo deklarowanego stopnia wyszkolenia. Pozwalało to na zachowanie wysokich standardów bezpieczeństwa, ale również utrzymanie miejsc pracy. Wnioski: Mimo ponoszonych znacznych kosztów związanych z uprawianiem jazdy konnej (co najmniej 500zł/miesiąc), zdecydowana większość respondentów nie posiadała własnego konia, deklarując jednocześnie chęć jego zakupu w przyszłości.

Analizie poddano połączenia komunikacyjne związane z przewozami pasażerskimi w zakresie komunikacji autobusowej, prywatnej (bus) oraz kolejowej.
The following article will be submitted to the issue of marginalization of transport accessibility the border provinces of Lower Silesia, Lubusz and Wielkopolska voivodships. There are roughly outline the importance of interregional communication for of peripheral areas surveyed voivodships. The regional connections will be analyzed associated with the carriage of buses (PKS), a private vehicles (bus) and the rail.

It is composed of nineteen land districts and four city counties, including Bydgoszcz, Torun, Wloclawek and Grudziadz. According to the data provided by the Public Electoral Commission (PKW), in 2009 the Kuyavian-Pomeranian Voivodeship was inhabited by more than 2 million people, 1.65 million of whom had the right to vote. Despite the relatively small number of inhabitants, due to provisions of the act regulating the process of voting for the Members of the European Parliament, the voivodeship in question became a separate electoral district with the electoral commission located in Bydgoszcz. This decision was infl uenced mostly by members of the Democratic Left Alliance (SLD) representing this region in the Polish Parliament. This lobbing activity seemed benefi cial from the party’s perspective, since SLD has been gaining extraordinary support in the region. But for this lobbing, the voivodeship under consideration would have been included in one district together with the Pomeranian Voivodeship, where the majority of voters are prone to give their support to the right-wing and centre-wing parties.

The purpose of the analysis, the results of which are presented in this paper was to determine the amount of methane emitted from livestock farming into the atmosphere from the area of the Podlaskie Voivodeship in the years 1999–2012. The analysis was conducted according to guidelines developed by the IPCC and concerned two sources of methane: enteric fermentation and manure management. According to KOBIZE data, in Poland, in both cases systematic decrease in CH4 emission into the atmosphere is observed. In contrast to this trend, in Podlaskie Voivodeship methane emission, related to enteric fermentation in the period of 1999–2012 increased by 32%, while the amount associated with manure by about 15%. The main reason for these differences is a steady increase of the number of cows, which are the main source of methane.

Artykuł prezentuje aktualny stan i wykorzystanie zasobów zabytków techniki transportu w czterech województwach południowo-wschodniej Polski (małopolskim, podkarpackim, lubelskim i świętokrzyskim). Dokonano ich zinwentaryzowania w oparciu o materiały źródłowe, zestawienia w formie tabel, przestrzennego ujęcia na tematycznej mapie i opisu zasadniczych walorów w miejscach najbardziej zasobnych w zabytki. Z ich analizy wynika, że województwo małopolskie ma takich zabytków najwięcej (4 miejsce według krajowej ewidencji zabytków) i są one związane głównie z transportem kolejowym. Względnie mało jest ich w województwie świętokrzyskim (11 miejsce), ale za to, oprócz zabytków kolejowych, duży odsetek stanowią tam zabytki sztuki inżynierskiej. Wśród placówek muzealnych wyróżniają się dużymi zasobami zabytków muzea małopolskie (krakowskie Muzeum Inżynierii Miejskiej i Muzeum Lotnictwa Polskiego, szczucińskie Muzeum Drogownictwa i Skansen Taboru Kolejowego w Chabówce). Kursujące okresowo zabytkowe kolejki wąskotorowe są lokalnymi atrakcjami turystycznymi (bieszczadzka „Ciuchcia”, przeworski „Pogórzanin”, nałęczowska Nadwiślańska Kolejka Wąskotorowa, Starachowicka Kolej Wąskotorowa, świętokrzyska „Ciuchcia Express Ponidzie”). Wykorzystanie dziedzictwa kulturowego z zakresu technicznego, w tym również zabytków transportu, może ożywić rozwój turystyki w słabiej dotąd wykorzystanych turystycznie rejonach omawianych województw. Wiele obiektów – świadectw dawnej techniki transportowej czeka jeszcze na objęcie ich ochroną.

From the 14TH to the end of the 18TH century, Szadek was the place where political sejmiks of the Sieradz Voivodeship were held (exeptions were the election sejmiks, which took place in Sieradz). This article focuses on the reasons why Szadek was chosen as a place of Sieradz Voivodeship sejmiks. It also discusses the role which sejmiks played in local life and shows the political and economic situation of this land at the beginning of the 18TH century, connected with economic crisis, epidemics, political chaos and the Northem War. These were the reasons why Sieradz Voivodeship nobility joined the Confederetion in Targowica in 1716. The article also presents the resolution of the confederate sejmik of Sieradz Voivodeship Nobility, adopted in Szadek on 8111 June 1716. This source document, being part of the collection of the Bartoszewicz family, is kept in the State Archive in Łódź.

The aim of the article was to present electoral activities diversification as well as political preferences of the citizens of the Subcarpathian Voivodeship in years 1989-2014. The measure of the conducted analyses were the results of parliamentary and European Parliament elections, by means of which it was possible to indicate recurring cyclicality of right-wing political sympathies of the citizens of the Subcarpathian Voivodeship, as well as noticable, with regards to the whole country, election turnout. The primary part of the conducted analysis was an attempt to answer the question of what determined the change of political preferences and if contemporary electoral activity and political sympathies reflect historical and cultural determinants.

There is a lot of confusion with regard to the meaning conveyed by the name of a person who farms land. It is hard to unequivocally determine who a farmer is in social awareness. This entry elicits many connections. One thing is certain, i.e., that a farmer is the owner of a farmstead and s/he works the land. Some agricultural producers achieve impressive results, others manage poorly, as it was decades ago. All farmers are workers not only task-oriented, but more often time-oriented and bound with their profession. This very specific occupation combines many other jobs and is linked to many skills connected with management.

This paper compare educational achievements of students in Podlaskie Voivodeship in the context of other regions of Poland. As has been shown in previous research students is southern, central and eastern Poland (Małopolskie, Mazowieckie, Podlaskie, Lodzkie, Podkarpackie, Świętokrzyskie) score higher on external exit exams compared to student from western regions. Among the other factors, the size of the differences depends on the exam subject – it is larger for mathematics, but blurs in computer science and nonsexist in English. Educational advantage of Podlaskie Voivodeship disappear when percent of population with tertiary education is analyze. Three main hypothesis has been discussed to explain those differences: demographical, exam frauds and cultural impacts.

Subject and purpose of work: The purpose of this study was to analyse and evaluate the operation of argritourism farms in Podlaskie Voivodeship (voivodeship is an equivalent of province in Polish administration), conducted with regard to their structure and market functioning, and the possibility of using the advisory and financial support existing in the region. Materials and methods: The research had a survey form and was conducted in the second half of 2014 on a sample of 120 agritourism farms, which constitutes more than 13% of all entities in Podlaskie Voivodeship. Results: Most of the agritourism farms in the Podlaskie Voivodeship are ones that do not exceed the area of 5 hectares. They are focused on hosting individual guests and families with little children. The majority of farm owners do not have adequate experience in providing agritourism services. The activity of agritourism farms is based primarily on the proprietary capital. Conclusions: Better education and more complete information about the possibilities and ways of obtaining financial support seem to be the key to a more dynamic and efficient development of agritourism in the rural areas of Podlaskie Voivodeship.
Przedmiot i cel pracy: Celem badań była analiza i ocena działalności gospodarstw agroturystycznych w województwie podlaskim przeprowadzona pod kątem ich struktury i funkcjonowania na rynku oraz możliwości korzystania z istniejącego w regionie systemu wsparcia doradczo - finansowego. Materiały i metody: Badania miały charakter ankietowy, wykonano je w drugiej połowie 2014 roku na próbie 120 gospodarstw agroturystycznych, stanowiących ponad 13% wszystkich podmiotów znajdujących się w województwie podlaskim. Wyniki: Większość gospodarstw agroturystycznych na obszarze województwa podlaskiego to takie, których powierzchnia nie przekracza 5 hektarów. Nastawione są one na przyjęcie gości indywidualnych oraz rodzin z małymi dziećmi. Przeważająca część właścicieli gospodarstw nie ma odpowiedniego doświadczenia w świadczeniu usług agroturystycznych. Działalność agroturystyczna gospodarstw opiera się głównie na kapitale własnym. Wnioski: Lepsza edukacja i pełniejsze informacje o możliwościach i sposobach zdobywania środków wsparcia finansowego wydają się być kluczem do bardziej dynamicznego i efektywnego rozwoju agroturystyki na obszarach wiejskich województwa podlaskiego.

This paper presents examples of several original tourism products available in the rural areas of the Lublin Voivodship (Eastern Poland) which in the context of empirical research have contributed to the development of tourism. The primary objective is to determine how selected tourism products are created, and their role in the development of the tourism function and local development in general. The article employs the case study method and concerns four tourism products in four communes of the Lublin Voivodeship. An assessment of the effect of the created product on local development was based on research employing a diagnostic survey in the form of a questionnaire and interviews. The interviews concerned the process of the creation of a tourism product and its effects was undertaken among entrepreneurs from the tourism industry, and the questionnaire concerning the effects of the resulting tourism product on local development was addressed to residents. The survey results showed that in each of the analysed cases, the creation of the tourism product could have considerably contributed to the development of the tourism function and economic development of rural areas where such products were created. Socio-economic phenomena accompanying the development of the tourism function are perceived as positive by residents of selected communes that see the development of tourism as a chance to improve their image and improve living conditions.

The article presents the numerical and structural changes of unemployment in rural communities in Lower Silesia Voivodeship. The basic scope of the conducted analyzes included the time period between 2005-2010. It is worth noting that during the period under studies, the number of unemployed people on rural areas decreased in Lower Silesia Voivodeship. Although the problem of unemployment in the studied area concerns mainly middle-aged people, the percentage of people aged over 55 years grew relatively fast in the structure of the unemployed in the studied years. While in 2005. the share reached 5.5%, in 2010 it already reached 11.8%. As it clearly results from the analysis in two districts of Lower Silesia (Wrocław and Jelenia Góra) in 2010 the share of people over 55 years in the structure of unemployment in rural areas exceeded 15%. It is a big challenge for government and non-governmental organizations performing services on the labor market directed at those people. The changes in the structure of the studied phenomenon were noted also when considering the education of the unemployed. In the studied period in the unemployment structure the share of people with vocational and primary education decreased (a total of 6.85 percentage points) and the share of people with higher education increased (by 3.6 percentage points). The highest percentage of unemployed people with higher education in 2005 and 2010 was reported in the district of Wrocław (4.5% and 13.1% respectively). The article seeks to analyse the accessibility of hospital healthcare to inhabitants of Łódź voivodeship in 2015. The analysis comprises all the communes of the Łódź region as well as those of the neighbouring voivodeships from which the theoretical time of reaching hospitals in Łódź voivodeship does not exceed the maximum time assumed in the research. Accessibility was determined in reference to 51 hospitals, assuming that their ‘attractiveness’ was related to the number of permanent beds they offered. The research was conducted using the three-step floating catchment area method (3SFCA).

The author states that in the case of the death of the chairperson of the voivodship (regional) council, his or her duties shall be assumed by the vice-chair indicated in the authorisation. A similar rule applies in the absence of the chairperson of the voivodship council. In the absence of such authorisation, the oldest vice-chair should assume the chairperson’s duties. The opinion also stresses that the voivodship council is obliged to elect a new chairperson, if this position becomes vacant.

Ustanowienie od 1999 r. województwa, jako jednostki samorządu terytorialnego w Polsce miało przełomowe znaczenie w procesie decentralizacji państwa. Województwo uzyskało nie tylko klasyczne atrybuty samorządu terytorialnego, ale wyraźnie ewoluuje w kierunku instytucji regionu. Proces ten uległ intensyfikacji wraz z wstąpieniem Polski do Unii Europejskiej. Szczególne znaczenie w tym procesie mają zarządy województw, którym ustawa z 6 grudnia 2006 r. o zasadach prowadzenia polityki rozwoju powierza szereg istotnych zadań w zakresie rozwoju regionalnego. Zadania te, realizowane w okresie recepcji środków europejskich tj. w latach 2007–2013 (2015) oraz w latach w latach 2014–2020 w zasadniczy sposób wpływają na dynamiczny rozwój społeczno-gospodarczy wspólnot lokalnych, ale przede wszystkim stymulują przekształcanie się samorządu województwa w region europejski.
The establishment of voivodeship in 1999, as the unit of local government, had a break- through role in the process of decentralization of the state. Voivodeship has gained not only the traditional attributes of the local government, but is clearly evolving in the direction of the institution of the region. This process has intensified because of the accession to the European Union. The voivodeship board has got major importance in this process on the basis of The Act of Regional Development, which ensures the voivodeship board a lot of undertakings in the area of regional development. These undertakings, performed during the reception of EU funds in the years 2007–2013 (2015) and in the years between 2014–2020 have significantly affected the dynamic socio-economic development of local communities, but above all have stimulated the transformation of the self-government of the voivodeship into the European region.

Local products can create region’s market advantage and affect the development of its tourist function. Increasingly, a tourist looks for real products, which have their own history, manufacturer, are specific and unique for the area. Such products are objects, crafts, manufactory or culinary unique and unavailable in other places. Promotion of such products is often included in the activities of local authorities, various organizations and associations. Podkarpackie voivodship undoubtedly has a rich and interesting offer of local products, which are one of the basic factors that build the tourist attractiveness of the region. This paper presents several examples of the use of local products in the construction of the regional tourist potential. It is a review article which contains theoretical considerations in relation to the literature. It describes various examples and case studies within a specific topic.
Konkurencyjność i atrakcyjność turystyczna danego regionu jest determinowana wieloma czynnikami, m.in. dostępnością komunikacyjną, stanem środowiska przyrodniczego, a także ofertą produktową. Produkty lokalne mogą tworzyć przewagę rynkową danego obszaru i wpływać na rozwój jego funkcji turystycznej. W polskiej turystyce oraz innych państw europejskich można zaobserwować nową tendencję polegającą na podkreślaniu własnej przynależności regionalnej, budowaniu mechanizmów rozwoju lokalnego i regionalnego opartego na promocji oraz ochronie dziedzictwa kulturowego i przyrodniczego poszczególnych obszarów. Coraz więcej regionów uświadamia sobie, że wyroby lokalne o wyjątkowych walorach wynikających z historii, kultury i tradycji danego środowiska należy kultywować i chronić, bowiem mogą one stanowić markę dla danego miejsca.

The aim of this paper is to analyse human capital problems faced by entrepreneurs, on the example of Świętokrzyskie Voivodeship. Both theoretical and empirical methods of analysis are used. The descriptive method of research is used to conduct a survey of the literature on the topic. The notion of human capital is presented, as well as the structure thereof in the individual dimension. Next, the paper includes the methodological premises of the empirical research and defines the research sample. It also discusses the results of qualitative research, which used the research method of a focus group. Finally, research conclusions are drawn, and recommendations are made regarding the possible ways of solving human capital issues faced by Świętokrzyskie entrepreneurs.

Opis:

The main purpose of this paper is to asses the differences in levels of productive inputs in the agriculture of Zachodniopomorskie voivodeship. The research was conducted based on 2010 data from the Local Data Bank of the Central Statistical Office of Poland. The differences in levels of productive inputs were assessed with the synthetic indicator covering three groups of resources: land, labor and capital. As shown by the analysis, 37.9% of municipalities are characterized by high and very high levels of productive inputs, while 34% of municipalities demonstrate low and very low levels. The most favorable situation, in terms of the levels of productive inputs, was reported in the northern and western parts of the region. In turn, the worst situation was observed in the central and eastern parts of the region.

Opis:

Podkarpackie Voivodeship is one of the regions of Poland in which the number of agritourism entities is very high. Therefore tourism plays a significant role in its development strategy. The aim of the paper is to identify the current state of agritourism and the changes that have occurred in the region in the years 2000-2016. Specific objectives are to determine the distribution of agritourism farms and their offer, together with a comprehensive analysis of the environmental and socio-economic factors, as well as the impact of the Slovak-Ukrainian border. The report was developed on the statistical materials from the Polish Central Statistical Office, Podkarpackie Agricultural Advisory Centre in Boguchwała and data collected from municipalities and district offices that is published on their websites, as well as through interviews with 100 owners of agritourism farms in the Podkarpackie Voivodeship. The research has shown, on the one hand, the decline in the number of farms in the region and, on the other hand, the increase in the diversity of the tourist offer of these entities. Distribution of agritourism farms is closely linked to the attractiveness of natural environment and quality of secondary tourism resources. Traditional agritourism has not yet fully used its countryside, as well as cross-border advantages of its location.

The aim of this article is to show the impact of demographic changes on the situation in the services of the Silesian Voivodeship and its selected cities. The analysis covers the period of 1999–2019. The method of comparative analysis was applied in the study. The presented material does not allow defining the nature of this impact unambiguously. The dominant trend in the population decline in the voivodship and in most of its cities does not automatically result in a decline in the level of the development of services. We also observe stabilization or even its increase. This also applies to those services that are addressed to people of pre-working age, i.e. the group with the largest regression in the population. However, the dynamic growth in the number of seniors results in a significant increase in the number of institutions and social programs addressed to them. Yet, there is no doubt that services addressed to the elderly do not fully meet the needs of this group of residents today, and taking into account demographic forecasts, they must show high dynamics of development in the forthcoming years.

The aim of the article is to determine the importance of soft competencies in developing the employability of vocational school graduates in the opinion of employers from the Świętokrzyskie Voivodeship. The article presents literature studies and analyzes the results of empirical research using the IBM Predictive Solution 5. The study shows the essence of soft competencies and employability as well as the specificity of vocational education in the context of contemporary labour market requirements. The next part of the article presents the methodological assumptions of the research and the research sample statistics. The last part of the article discusses the results of surveys carried out among enterprises from the Świętokrzyskie Voivodeship. The final part of the article indicates the limitations of the completed tests and the directions of further research in the discussed area.
Celem artykułu jest określenie znaczenia kompetencji miękkich w rozwijaniu zatrudnialności absolwentów szkół zawodowych w opinii świętokrzyskich pracodawców. Na potrzeby artykułu przeprowadzono studia literatury przedmiotu oraz dokonano analizy wyników badań empirycznych z wykorzystaniem pakietu IBM Predictive Solution 5. Na początku opracowania ukazano istotę kompetencji miękkich oraz zatrudnialności, a także specyfikę szkolnictwa zawodowego w kontekście wymagań współczesnego rynku pracy. Następnie zaprezentowano założenia metodyczne badań oraz dokonano charakterystyki próby badawczej. Omówiono także wyniki badań sondażowych zrealizowanych wśród przedsiębiorstw z województwa świętokrzyskiego. Na zakończenie wskazano ograniczenia zrealizowanych badań oraz kierunki dalszych badań w omawianym obszarze.

State of the environment and environmental infrastructure is one of the factors determining the quality of life of residents in a given territory. The main objective of the Regional Operational Programme for the Lower Silesia voivodeship for 2007-2013 was to increase the level of living in Lower Silesia, and to improve the competitiveness of the region while respecting the principles of sustainable development. Implementation of this objective was to be achieved through the implementation of the objectives assigned to individual priorities. The aim of the priority IV Environment and Ecological Safety was the improvement of the environment, preventing its degradation and conservation of biodiversity and natural assets of Lower Silesia, as well as the improvement of safety in the region through counteracting natural and technological risks and eliminating their effects and to support active in this range of emergency services. Objective of the study is to show how the implementation of projects funded under Priority IV contributed to improve the environment and infrastructure for environmental protection. For this purpose, will be compared with the results of completed projects statistics regarding the state of the environment and environmental infrastructure in the region. The analysis will be carried out in the various environmental components that correspond to the thematic focus of the various activities carried out under Priority IV. The analysis will therefore be conducted in the area of waste, water and wastewater management, air quality, flood protection infrastructure, restoration of degraded land, protect the environment from natural and technological risks and to protect biodiversity.

Podstawowy cel opracowania stanowiła analiza natężenia procesu depopulacji w województwach, powiatach i gminach makroregionu wschodniego, w tym identyfikacja tych jednostek administracyjnych, które w drugiej dekadzie bieżącego stulecia doświadczały corocznego ubytku ludności. Celem dodatkowym była ocena zaawansowania starości demograficznej i postępu tego procesu w gminach depopulacyjnych. W badaniu zastosowano indeksy dynamiki, wskaźniki natężenia oraz wskaźniki struktury. Podstawę analiz stanowiły dane statystyczne GUS. Uzyskane wyniki wykazały, że w drugiej dekadzie XXI w. najmniej korzystną sytuacją demograficzną charakteryzowały się gminy (głównie wiejskie) położone w obrębie województw lubelskiego i podlaskiego doświadczające długotrwałej depopulacji.
The Eastern Poland Macroregion – which comprises the Lublin Voivodeship, the Subcarpathia Voivodeship, and the Podlasie Voivodeship – has seen a real annual decline in the population since 1999, which resulted mainly from the migration loss (an annual natural decline has occurred since 2013). These are areas that are rather unattractive in terms of settlement: all three of the above-mentioned voivodeships have shown a negative migration balance for over two decades. Additionally, in the regions of Lublin and Podlasie, the effect of the migration loss is amplified by the natural loss. These two voivodeships differ in terms of the course and intensity of depopulation processes in urban and rural areas. Within each of them there are poviats and municipalities which have experienced depopulation in a long period, as well as those in which an actual population increase is observed. The study seeks to analyse the intensity of the depopulation process in voivodeships, poviats, and municipalities of the Eastern Macroregion, including the identification of those administrative units which experienced an annual decline in population in the second decade of the 21st century. An additional goal was to assess the advancement of demographic ageing and the progress of this process in the depopulation municipalities of the Macroregion in the period of 2011–2020. The study employed dynamics indices, intensity indices, and relative frequencies. The analyses were based on statistical data from the Central Statistical Office. Summarising briefly the results, it should be stated that in the second decade of the 21st century, a relatively least favourable demographic situation could be observed in the municipalities (mainly rural ones) of the Lublin and Podlasie voivodeships, in most cases characterised by a significant, long-term intensity of the depopulation process as well as a high level of advancement of demographic old age. On the other hand, the areas surrounding the cities (especially large in terms of the number of inhabitants) were in a relatively favourable situation.

Opis:

The aim of this study was to prepare geomorphological maps of pomorskie and warminsko-mazurskie voivodeships in scale 1:300 000. Analysis primarily were based on the General Geomorphological Map of Poland 1:500 000 and Landsat 5 TM satellite images in RGB 453 composition, and alternatively with Geological Map of Poland 1:200 000, Topographic Map of Poland 1:100 000 and Digital Terrain Model from Shuttle Radar Topography Mission. These materials were processed into digital form and imported them PUWG 1992 coordinate system. Based on them was lead interpretation and vectorization of geomorphological forms. It was detailing the boundaries in accordance with the content of the General Geomorphological Map of Poland 1:500 000. Then polygons were coded according to the numbering of J. Borzuchowski (2010). Very important was process to design a legend and then editing maps. The last stage of this study was to prepare a composition for printing maps. The effect of studies are geomorphological maps of pomorskie and warminsko-mazurskie voivodeships in scale 1:300 000, and an interactive databases in ESRI shapefile format (*.shp).

The aim of the article is to assess the functioning and scope of spatial interaction of the Świętokrzyskie Health-Resorts Cluster. It is one of the younger clusters of this type operating in the country. The study found that cluster functioning was not fully effective as the networks of cooperation and competition were mainly confined to members’ participation in conferences and working meetings. The biggest shortcoming of this cluster is the lack of formalized cooperation of members. Cluster functions as regional and supra-regional. The therapists come mainly from the Świętokrzyskie region and the neighboring regions.

W prognozach rozwoju sektora energetycznego naszego kraju biogaz uwzględniany jest jako nośnik energii, który będzie miał znaczący udział w zakresie produkcji energii pochodzącej z zasobów odnawialnych. Wytwarzanie biogazu i jego energetyczne wykorzystywanie powinno być więc wydatnie wspomagane przez odpowiednią politykę państwa. Przedstawiono wyniki obliczeń potencjału produkcji biogazu rolniczego i metanu dla województwa lubelskiego oraz ilości energii możliwej do wykorzystania z biogazu. Określono jednostkowy koszt produkcji biogazu z hodowli zwierząt dla przyjętych danych wejściowych. Wskazano na zalety zagospodarowania biomasy z odpadów hodowlanych w systemach biogazowych. Wykorzystywanie biogazu do zasilania silników gazowych wymaga j ego wcześniejszego oczyszczania zwłaszcza ze związków siarki i wilgoci.
Biogas, as energy carrier, would have significant share in energy manufactured from renewable stock, on the forecast of development of Polish energy sector. Biogas manufacturing and energy utilizing should be aided by suitable public policy. Results of calculations of potential biogas and methane manufacturing in Lublin Voievodship presented in the paper, as well as sum of energy obtained from biogas. Operating costs of biogas production from animals breeding for acceptable data input were obtained. Advantages of biomass utilized from breed wastes in biogas systems were shown. Biogas need cleaning to use it as gas-engine supply, especially sulphur compounds and moisture reducing.

The aim of the article is to illustrate the specificity of the new paradigm for the de-velopment of tourism as well as the evaluation – in its framework – of the selected stra-tegic documents concerning two underdeveloped Voivodeships of Eastern Poland, i.e. the Lublin and Subcarpathian Voivodeships. The choice of those two Voivodeships was intentional, since they are both characterised by interesting natural and cultural values, however, tourism is not a significant stimulus for development and competitiveness enhancement within either the national and international dimension. From the analysis of the selected strategic documents one may conclude that strategic planning of a new ap-proach towards development of tourism is becoming more widespread, though its possi-ble innovative nature is barely noticeable.
