Many European cities have initiated actions in the matter of creating sustainable transport systems that is useful for the society, economical and ecological, through utilization of modes of transport of better environmental performance. Many solutions promoting sustainable transport are being implemented such as electric vehicle rentals, separate infrastructure for collective transport, joint ticket systems, low emission zones or park&ride systems. The paper presents legal regulations and guidelines related to the principles and methods of creation of sustainable urban transport. In second part of paper, actions and measures facilitating the reduction of the impact of transport on the environment carried out by selected European cities are discussed.

Ponadto przedstawiono model systemu przewozowego oraz scharakteryzowano jego elementy, przedstawiono zapis formalny modelu systemu przewozowego. Szczególną uwagę zwrócono na potencjał systemu przewozowego i jego ocenę w aspekcie realizacji zadań przewozowych. Przedstawiono formalny zapis potencjału systemu przewozowego oraz zdefiniowano wskaźniki jego oceny zarówno cząstkowe jak i wskaźnik ogólny. Teoretyczne aspekty związane z potencjałem systemu przewozowego i jego oceny zweryfikowano na przykładzie problemu badawczego, który został przedstawiony w końcowej części artykułu.
The article discusses the problem of potential of transportation system and its evaluation. For this purpose, the identification of the transportation systems and their classification were done. More over the transportation system model, its elements and mathematical formulation were performed. Particular attention has been paid to the potential of the transport system and its evaluation in terms of the transportation task realization. Also the mathematical formulation of the potential of transportation system and its partial and general evaluation indicators were presented. The theoretical aspects of potential of transportation system and its assessment were verified on the calculation example, which was presented at the end of the article.

The transport systems are sociotechnical systems in which the direct realization of the tasks is dealt with by an executive subsystem consisting of the elementary subsystems of a human – a technical object (an operator – a means of transport) type realizing the tasks within the system environment. In respect of a human located within a transport system the most significant criterion in the evaluation of transport being realized is their safety. The safety level of the task realization is influenced by the risks resulting from the interaction of the forcing factors, affecting an elementary executive subsystem. These factors may be divided into [8]: - working; - external; - antropotechnical. Due to the complexity of the systems being analysed in the paper, it has been attempted to evaluate the influence of the forcing factors on the safety of this system operation.
Systemy transportowe sa systemami socjotechnicznymi, w których bezpośrednia realizacja zadań zajmuje się podsystem wykonawczy złożony z podsystemów elementarnych typu człowiek – obiekt techniczny (operator – środek transportu) realizujących zadania w otoczeniu systemu. Ze względu na człowieka umiejscowionego w systemie transportowym najistotniejszym kryterium w ocenie realizowanych przewozów jest ich bezpieczeństwo. Na poziom bezpieczeństwa realizacji zadań wpływają zagrożenia wynikające z oddziaływania czynników wymuszających, oddziałujących na elementarny podsystem wykonawczy. Czynniki te można podzielić na [8]: - robocze; - zewnętrzne; - antropotechniczne. Ze względu na złożoność analizowanych systemów w pracy podjęto próbę oceny wpływu oddziaływań czynników wymuszających na bezpieczeństwo działania tego systemu.

Paper presents simulation model of pro-ecological transport system (PTS). Model allows computational experimentation and inference on transport modal split and emission of pollution in a national scale. The characteristics describing infrastructure, vehicles, and harmful compounds emission are given. Model is implemented in VISUM – a tool supporting planning of transport processes as well as analysis and designing of transport systems. The demand for transport services and emission of exhaust gases components are reflected in model of pro-ecological transport system of Poland. In particularly, Representation of model of pro-ecological transport system, transport sub-systems and segments of demand in freight transport in simulation model of PST, detailed assumptions of onboard measurements for Mercedes C200, detailed results of on-board measurements of pollutants, CO2 emission in function of instantaneous velocity and acceleration, representation of pollutants emitted by freight transport in Poland, as well general assumptions for designing simulation model of pro-ecological transport system and material and passenger flows distribution and the pollution emission are presented in the paper.

Safety is a priority criterion of the transport systems operation referred to as a total of means and activities connected with carrying of people and cargo. The main goal of systems of this typ e is safe carrying people in set quantities and over an assigned area, by means of transport means used in the system. Road transport is the most frequently used branch of transport. It is characterized by high speed and flexibility of transport tasks accomplishment resulting from a big number of roads which enable carrying passengers or cargo directly to the place of destination. Road transport can be distinguished from other transport branches by the following features: unlimited access to road transport means, high serviceability, high transport speed, providing services according to the schedule andpunctually. The system environment includes all components which belong to it in terms of the carried out analysis. External factors of the environment, due to a system approach to the analyzed system safety assessment include: weather conditions, road surface, inappropriately designed infrastructure, kinds of roads. The paper identifies the source of safety threats of transport systems caused by the influence of weather conditions on people and technical means of transport.

An anthropo-technical system is a pair Human -Technical Object performing their tasks in the environment E . In systems of this type threats can be posed by a human H, technical object TO, and the environmental impact on the technical object and people present within the system or its environment. The level of undesirable influence of the human factor on safety of the system operation depends on the human location in the analyzed system. In the work there has been madę an attempt to develop a method for assessment of undesirable errors of people situated in an anthropo-technical system and its environment. Error is an inseparable attribute of human behaviour. Depending on the situation, a human error can lead to deviations from the terms of task accomplishment, it can threaten their safety and be the cause of an undesirable event occurrence. Errors can be divided into the following groups: Training errors these are errors connected with the technique of vehicle driving, decision errors which in situations posing a threat to the system safety largely depend on the situation assessment, making and following a decision of rational control of the vehicle, and Information reception errors resulting from failing to notice signals informing about operation of the vehicle particular subsystems or a change of the road conditions or noticing them too late. For this purpose an algorithm of assessment of people 's undesirable actions has been developed. The proposed method for assessment of the impact of undesirable actions of people involved in an antropo-technical system and its environment is a complex method which accountsfor different human behaviours.

Transport is one of the major and economically most important branches of industry that provides employment opportunities and welfare for population. However, despite beneficial aspects that come together with transport development, it is often associated with potential threat to people's health and lives. It is needless to say that road safety has a great influence on society mobility. Out of all branches of industry, wad transport is considered to be the most dangerous. Such conclusions are drawn on the basis of statistics according to which the greatest numbers of people die in road accidents. Analysing the data gathered in given period, it can be estimated that more 90 per cent of the whole number of fatalities died in road accidents. Constantly increasing amount of incoming automotive vehicles as well as outdated road injrastructure in Poland contributes to the growth of various security threats connected with road transport. Due to the facts mentioned above, it is necessary to introduce important changes that would help to modify present road infrastructure and arrangement so that they are adjusted to continuously expanding transportation demands and needs. Therefore, the following changes shall be paid additional attention: quality ofroad infrastructure. Therefore, particular attention should be paid to the changes that are to be introduced. Such steps of modification aim at road infrastructure quality enhancement, improvement of the highway code, stricter requirements of different means of transport technical condition and changes concerning country transportation policy approach. These ideas are expected to result in increased road safety.

As far as the current rules involved in business enterprise operation process are concerned, one of the most significant characteristics is specified by the need of engaging economic criterion in all procedures involved. Thus, it is required to introduce deep and extensive analysis concerning economic aspects ofpassenger transport. First of all, it is essential to specify currently existing demand for passenger transport service and compare it in relation to the supply capabilities offered by a transport enterprise. Business advantages created by the enterprise are also necessary to be considered and analysed. The basis for transport enterprise operation should be provided with order placed by Passenger Transport Executive, subcontracting firm of a chosen line according to valid schedule including both, rush and after-rush hours. In order to avoid any possible difficulties it is very important that the hired company is informed about all factors influencing economic efficiency of the serviced bus line. As a result, subcontractor is enabledto make right decisions and eliminate potential problems. Important processes having a considerable influence on proper functioning and effectiveness of public means of transport are connected with its usage, diagnosing and making it fitness for use. Operation effectiveness aspects that are the most frequently discussed in professional literature is described as relations existing between the profits and the input. It takes form of difference or quotient of the values mentioned above. This paper presents evaluation and analysis method controlling different means of transport operation system effectiveness. Method developed with the aim of analysing and evaluating public means of transport operation effectiveness, provides managerial staff with feedback, which is helpful as far as taking right decisions, is concerned. Making proper choices has a great influence on the process and it bears the responsibility for functioning of the system in terms of reliability and cost efficacy. Certainly, the more professional service is, the more satisfied customers are. Moreover, customer demands are more likely to be met, which means that all involved procedures related with functioning of the system are carried out in the accordance with regulations and reguirements, being currently inforce.

Dokument ten wyznacza najważniejsze kierunki działań oraz ich koordynację w obszarze swojego funkcjonowania. Wdrożenie strategii ma pozwolić nie tylko na usunięcie aktualnie istniejących barier, lecz także na stworzenie nowej jakości w infrastrukturze transportowej, zarządzaniu i systemach przewozowych.

The purpose of this article is to show how important it is to respect the rules of road safety related to the work of drivers and what the consequences of breaking them are. The problem of the manipulation of working time is widely discussed as it contributes to creating dangerous situations not only for operators but for other road users as well. On the basis of the questionnaire investigation, the most popular methods of changing data in analogue and digital recording equipment are described. On the basis of them, technological and organizational changes are proposed in the existing transport system.

These factors may be divided into [8]: working, External, antropotechnical. In order to structure safety evaluation model of the road transport system we need to: build the algorithm for evaluating safety of analysed system, establish safety criterion for the system's performance, structure a model using the algorithm of safety evaluation of the system. Due to the complexity of the systems being analysed in the paper, it has been attempted to evaluate the influence of the forcing factors on the safety of this system operation.

The article presents the concept of building a transport system model based on the example of maritime aviation SAR service. Istotnym czynnikiem kreowania nowoczesnego systemu transportowego Olsztyna był Program Operacyjny Rozwój Polski Wschodniej 2007-2013. W ramach III Osi Priorytetowej „ Wojewódzkie Ośrodki Wzrostu" dofinansowany został projekt „Modernizacja i rozwój zintegrowanego systemu transportu zbiorowego w Olsztynie". Jego głównym założeniem było przywrócenie trakcji tramwajowej. Zrealizowano także zadania związane z rozwojem inteligentnych systemów transportowych oraz budową ciągów pieszych i buspasów. W artykule zaprezentowano najważniejsze efekty zrealizowanego projektu.
Very important factor of creating modem transportation system in Olsztyn was the Operation Project: Development of Eastern Poland In the years of 2007-2013. In the frame of the Third Axis of Priority „Regional Growth Hubs’ City of Olsztyn received the subsidy for the project „Modernization and Development of integrated public transportation system in Olsztyn". The main purpose of the project was restoration of the railway traction. Project implementation also covered the tasks related to intelligent transportation systems as well as pedestrian and bus passes building. This article presents the most important results of Project implementation.

Systems of public transport carry out their tasks on the territory of a given town and in the suburbs performing the same functions as in towns. A distinctive feature of this type of system is performance of its task for twenty four hours, in different traffic intensity conditions over an assigned administrative area. This type of variables has a large influence on occurrence of undesirable events (failure of vehicles and their devastation, collision and accidents). In the work, an attempt of identification of undesirable events occurring in the analyzed transport system has been made. Moreover, an analysis has been made which covers one day of the week, time of the day and weather conditions in which particular events took place. Another aspect of the work was to make an analysis of the vehicle driver's age, job experience and a given hour of work on the day of the event occurrence. Obtainment of such data allowed demonstrating the structure of events according to the criterion of the event type, and costs connected with bringing the damaged transport means to the state of serviceability. The obtained results of experimental tests provide a basis for taking rational decisions by decision makers employed in a given system. These decisions are supposed to reduce the number of undesirable events occurrence and costs connected with them.
