This paper focuses on monetary policy transparency. Central banks’ practice in the field of communication, especially while signalling their intentions, is not reflected in most known transparency measures. The following paper presents a comparison of the best-known transparency indices and offers an extension to them that focuses on the forward-lookingness of the central bank. A more elaborate approach to signalling intentions is not covered by transparency measures developed in the pre-crisis period. Thus the purpose of this paper is methodological: developing extended transparency measures. Additionally, the application of these extensions is presented. The empirical part of the research covers the Czech Republic and Poland.

The purpose of this article is to show the relationship between art, photography and architectural spaces that create new creative visions in these areas. The explored topic reveals a situation that affects the understanding of the current role of architecture, where previously there was no place for abstract concepts. Today this gap is complemented by artists as well as by architects, who often straddle architectural practice and a desire to be an artist. The penetration of these attitudes creates a situation in which the previously outlined boundaries of both disciplines are being crossed, in what might be called the transgression of art and architecture. As a result, a relationship between an artist and a given space is created. But what effect has this on the understanding of the relationship? What can we learn from these relationships?

From the perspective of the political party, defining the sources and funding models are very important issues. Defining the legal standards, which provide in particular the certain and secure political parties funding, in a right manner, enables to direct their main activity on the more substantive areas. The subject area of the sources and models of political parties funding causes a great deal of emotions and controversy, not only among the political class, but also among the representatives of the science world and scholars. While the issue concerning the scope and amount of the funds has been revived at almost every single local, parliamentary or presidential elections, the analysis of and debate on the systemic solutions have been continued permanently.
Niezwykle ważnym z punktu widzenia funkcjonowania partii politycznych zagadnieniem jest określenie źródeł i modelu ich finansowania. Odpowiednie sformułowanie norm prawnych zapewniających w szczególności pewne i stałe źródła finansowania partiom politycznym pozwala skierować ich główną aktywność na bardziej merytoryczne obszary. Tematyka źródeł i modeli finasowania partii politycznych budzi wiele emocji i kontrowersji nie tylko wśród klasy politycznej, ale także w gronie przedstawicieli nauki i doktryny. O ile samo zagadnienie źródeł i wysokości środków odżywa przy okazji praktycznie każdych wyborów samorządowych, parlamentarnych czy prezydenckich, o tyle analiza i debata nad rozwiązaniami systemowymi trwa w zasadzie permanentnie.

In Economics, the Impossible Trinity of free capital movement, an independent monetary policy and a stable foreign exchange rate is well known. There is a similar, though less explored trilemma in modern governance operating with more basic concepts: that of security, freedom and privacy. The aim of the study is to clarify this latter trilemma, as well as to offer a theoretical long-term solution. After expounding the general nature of trilemmas and the three main concepts, the impossible trinity of security, freedom and privacy is examined by taking three extreme scenarios. The scenarios are based on partially hypothetical situations in developed countries, where encryption debates or terrorist attacks took place recently. The study then turns to the solution of the situation. In order to understand the origin of the problem, it takes a step back to the dilemma of security and freedom. The fourth important concept the study operates with is transparency. The study suggests increasing transparency. A mathematical projection of the scenarios is introduced, and the suggested solution is derived in an equation as well.

Purpose – With pay transparency (PT) as an emerging trend in organizations around the world and the European Union promoting open pay regulations, PT is of increasing interest to scientists, managers and policymakers. However, it is still unclear what people think about PT and what theoretical perspectives might explain people’s views on transparent pay. Therefore, the purpose of this paper is to explore and systematize opinions about PT and to propose theoretical frameworks to understand different reactions to it. Design/methodology/approach – Qualitative reflexive thematic analysis of the Internet debate that emerged in Poland in 2019 in response to the proposition of new law regulations aimed to improve PT by introducing obligatory pay ranges in job offers. Findings – The author’s analysis revealed a set of 41 specific and often opposite opinions about PT, which allow for the systematization of hopes and concerns related to PT around the 7 favorable and 6 unfavorable higher-order themes. Social implications – The author’s results might inform policymakers and managers about the possible risks and benefits of PT implementation. Revealed opposite opinions about PT raise awareness that PT policies, while solving some social problems, might simultaneously create others. Originality/value – The author provides new insights into opinions that people hold about transparent pay based on real-world data. The author suggests theoretical perspectives for understanding and predicting reactions to PT, such as Hobfoll’s Conservation of Resources Theory and Adam's Equity Theory. Based on this, the authors propose that opposite opinions about PT might be explained by (a) perceived pay dispersion fairness and (b) perceived PT costs-benefits ratio.

We discuss a Λ-like model of atomic levels involving two autoionizing (AI) states of the same energy. The system is irradiated by two external electromagnetic fields (strong – driving and weak – probing). For such a system containing degenerate AI levels we derive the analytical formula describing the medium susceptibility. We show that the presence of the second AI level leads to the additional electromagnetically induced transparency (EIT) window appearance. We show that the characteristics of this window can be manipulated by changes of the parameters describing the interactions of AI levels with other ones. This is a new mechanism which leads to additional transparency windows in EIT model, that differs from the mechanism where a bigger number of Zeeman sublevels is taken into account.

English suffixes have been the object of sustained inquiry across most phonological schools and paradigms, e.g. Chomsky‒Halle’s SPE, Lexical Phonology, Distributed Phonology (see, e.g. Booij 2005; Scheer 2011; Chornogor 2007; Rakić 2007; Carr 1993, for overviews and a sample discussion). In the current article I assume a ‘panchronic’ view (cf. Pociechina 2009) of selected issues implicated in English Latinate prefixation ({con-} and {ex-}) and I propose interpreting the apparent contrarieties in their productivity and phonological behavior as a canonical case of segmentability (cf. Bynon [1977] 1996; Nagano 2007).

Should the artistic activity be understood as a reflection of the world or maybe a semi-transparent veil in front of the eyes of dilettantes, which is removed without their knowledge and will only serve for special occasions? The phenomenon of transparency accompanies humans from their first glimpse on the surface of a frozen lake. In case of visual arts, it refers both to the visible aspects of an artwork which result from its plastic form and to its intended intellectual features which impact its meaning. Individual nature of painting makes this field of art not entirely transparent, not entirely understandable, inaccessible for dilettantes and demanding effort from its recipient. Having in mind the thesis about not full transparency of the painting medium, one can say that it is the surface of the paint that enables to unite form and content of a painting, therefore, it is worth to remember the role of the surface, which in this case has the key meaning.

A distinction should be made between institutional media accountability and journalistic accountability. The latter individualizes the accountability of media organizations and enables the public to see the individual journalist (with his own ideas, sense of moral values) instead of a homogeneous mass that fits into the corporate journalistic system. This paper focuses on the possibilities accomplished by journalists’ blogs: are these new instruments of accountability that enable individual journalists to highlight their personal moral sensitivity and open their information processing practices to the public? Do Estonian journalists have enough incentives and autonomy to use weblogs as an opportunity to explain their professional decisions or even openly confront the editorial opinion? The analysis draws on 11 qualitative interviews conducted with Estonian journalists and editors. The findings indicate that the fading interest in weblogs is not the main reason why personal blogs of professional journalists would not function as accountability instruments. Journalists seldom describe attitudes that would characterize the “socially responsible existentialist.”
