Night-time visibility is essential for road traffic safety. It depends mostly on quantity of light falling on the objects important to be seen to avoid collision. The relatively simple and easily understood criterion for quality of passing beam is visibility distance. In fact visibility distance of driver using headlamps is a much more complicated function of many factors such as design of headlamp, light source used, mounting height, aiming, change of beam pattern inclination during change of vehicle load. From point of view of legal requirements it is important to meet all requirements concerning all mentioned factors. But the problem is that there are separate legal requirements for light sources, headlighting systems and mounting conditions on vehicle. Final visibility distance is significantly influenced by coincidence of all this performances but also by visual possibilities of driver and road conditions. The process of requirements creation is complicated. A number of experts work on them for a long time. It is influenced by technical progress, market needs, level of knowledge and experience. . In this paper author describes influence of important factors for present state of possible and real visibility distances in dependence on technical design, kind of light source used and way of creation of type approval requirements and propose improved concept for aiming and levelling.

The aim of the paper is to present the main guidelines of the Safeway2School European research project. The project's primary objective is to determine the safest route for school buses that transport children to school, through low traffic density areas, avoiding black spots. The project anticipates the use of Intelligent Transport Systems (ITS) in the process of children transportation. Within the project the Route Planning System, Rerouting System and Warning System will be designed and developed for school buses as well as for all surrounding vehicles. Project aims at designing the route for school buses and also the alternative route (in case the bus has to be rerouted due to traffic congestion or traffic incident) in order to maximize the safety of transported children with the use of localization and route planning tools, on-board safety systems and sensors in vehicles and road infrastructure. It is also crucial to design the network of ,"intelligent" bus stops (child-bus stop-bus communication) and equip the pilot group of children with special tags. The target group of the project consists of school bus drivers, children (pupils 6-16 years old) and their families, but also the road infrastructure authorities, car manufacturers, other road users and representatives of public administration. Within the project the training programs for school bus drivers, children, parents and other drivers will be elaborated. The aim of such activities is to result in unification of guidelines, training schemes and regulations concerning safe transportation of children to school. For the pilot realization of the above mentioned systems and training programs four European localizations have been chosen: Sweden, Austria, Italy and Poland. At the end of the project realization an evaluation of usability and effectiveness of applied technologies, as well as the level of system user's acceptance will be conducted. The project was submitted to the European Commission within the 7th Frame Program. Motor Transport Institute is the Polish project executor.

International aviation organizations require Poland to define the so-called acceptable level of safety for traffic accidents. To calculate this, one requires statistical data on accidents. These, however, in recent years did not occur, or the size of the sample is insufficient. In the paper a method for predicting the number of accidents on the basis of information on air incidents is mentioned. This method can be efficient and effective if any regular relation between the air traffic accident and serious incident exists. In the paper a way to find this relation is proposed, by analyzing the relevant simulation models of serious incidents and accidents. For this purpose Petri nets were used.

Poland has one of the highest fatal accidents and victims indicators in European Union. In 2010, there were 38 832 road accidents. 3907 people were killed and 48 952 were injured. It is assumed that road accidents are a cost of the growth of motorise and transport. Since year 2000, there were about 14 millions registered vehicles in Poland. Today there are more than 22 millions. Road safety system should be aimed at decreasing the number of the road accidents victims and assisting the victims. In the recent years, there has been a change in the approach to the programs on the social prevention. It has been stressed out that, the programs based on the intuition of their creators and operators, adapted at will from other groups, or developed for other problems and being treated as universal ones, cannot be effective, and on the contrary, can bring about the results opposite to the intended. This is, why the problems of constructing, running and evaluating the preventive programs, have become a subject of the scientific interest. Interdisciplinary analyses led to conclusions that road traffic safety consists of many different factors that influence road safety. In this system, prevention works in two ways. It can not only help to eliminate or reduce the risk factors but it can also strengthen the protective factors. Among them, the most important are human factors. Driver can cause the risk but also by changing and adapting his driving style to the road conditions he can avoid traffic accidents. In each population, including the population of road traffic participants, there are people under various degrees of danger and susceptible to the risk factors.

Road traffic poses high risk to human health and life and material objects. In an emergency situation, it is crucial for a driver to be able to reduce speed of the vehicle and pull up as quickly as possible. The braking distance of a vehicle depends on many factors including the surface condition and the braking system efficiency. During maintenance of a vehicle, the elements of a braking system undergo wear processes and failures. Therefore, producers equip vehicles with emergency braking systems, which can stop a car in the event of the main braking system failure. Cars in Poland are of diversified age therefore many different design solutions can be found. In this study, the problems connected with stopping a car in case of the brakes failure has been discussed according to the type of brake actuation system. Simulation calculations were performed with the use of computer tool V-SIM4, and the obtained results allow to find a braking design with the highest efficiency in terms of braking distance and maintenance of the vehicle direction in case of the main system failure. The research results make it possible to formulate a general conclusion that structures of emergency braking systems should be used in the following order: fully doubled, LL, HI whereas systems TT and X should be replaced by systems LL or possibly HI.

Over one million people die each year on the roads and about 20-50 million are injured. Traffic safety is a global problem that needs interdisciplinary scientific approach to develop methodology for safety studies that will lead to valid conclusions and in the end to suitable preventive measures. It is difficult to define what a safe and unsafe behaviour is. Transportation research tries to find relation between significant variables and traffic safety in the triangle of interaction between human, vehicle and environment. Raw accidents data excludes ex-ante evaluations and is insufficient due to the rare frequency and difficulty with investigating causes. There is still lack of consensus between researchers on usage of the traffic safety indicators and their cut-off values. Article presents different methods for measuring driver behaviour and objective behavioural indicators that are commonly used as traffic safety measures e.g. time to collision, post-encroachment-time, deceleration rate, time headway, red-light violations, lane deviations, gap acceptance and others. The aim of the paper is to provide general framework for exploring valid and reliable variables in the traffic safety studies.

On field requirements for headlights are significantly dependent on type approval requirements. But the type approval requirements are described differently than exploitation requirements. They assume that basic photometrical requirements tested during type approval are met. But this assumption is not described and checked. Finally on field real headlamp photometric values could be significantly different than expected because depends on factors as light source geometry tolerance, headlamp design sensitivity for filament geometry, possible precision of aiming/levelling method. Moreover drivers and services awareness of this situation is not meaningful. As result safety during nighttime traffic is significantly deteriorated. In paper are described important factors concerned way of defining present type approval requirements. It concern the way of defining of photometric criteria for vertical measuring screen in fixed distance, choice of points and zones for assessment, limits and their restrictions. Also differentiation of requirement in dependence on light source used is analysed as well as some other important factors. The important issue is glare caused by headlights and their restriction in type approval requirements. It is also analysed influence on headlights performance on field conditions as result of lack of reference to imperfect but defined type approval photometric requirements. The visual aiming on the base of cut-off line and subjective judgement is the only way to allow use of vehicle. Moreover as well service as drivers believes that this is sufficient for safety driving at night with speeds allowed by common road traffic law.

In many cases, the effects of road accidents have significant impact on human health. This translates directly into society, in both material and emotional terms. The severity of the injury in a road event depends largely on the speed of the vehicles. Excessive vehicle speed is of particular concern in incidents involving vulnerable road users. As confirmed by literature analysis and research, in most cases drivers do not respect the speed limits introduced by the road signs. Existing solutions allow to introduce permanent or temporary speed control. This paper investigates speeding and driver behaviour in built-up areas near schools and pedestrian crossings. The aim of the research described in the paper is to determine the influence of the effectiveness of police actions on speed reduction and improvement of road safety.

Opis:
One of the most common problems in the process of traffic management is the determination of the proper traffic volume. On the one hand there is a tendency of increasing traffic volume - it brings profits to all subjects involved in the transportation process. On the other hand there is a tendency to decrease traffic volume – it assures better safety. It is necessary to solve the problem of finding a compromise between those tendencies. Solving this problem is possible, based on developed methods of safety dimensioning that use the concept of traffic smoothness for quantitative evaluation of traffic safety level. In the paper the concept of those methods is explained. Besides, presented are results of simulation research on the relation between traffic smoothness and the safety level in a restricted control sector. Although the paper presents the implementation (examples) of the problem in the air traffic management, similar procedures and methods may be applied to the marine traffic.
Jednym z najważniejszych problemów w procesie zarządzania ruchem jest kwestia wyznaczenia właściwego natężenia ruchu. Z jednej strony pojawia się tendencja do zwiększania ruchu - daje to korzyści (zyski) wszystkim podmiotom biorącym udział w procesie transportowym. Z drugiej jednak strony pojawia się dążenie do zmniejszenia ruchu – co zapewnia większe bezpieczeństwo. Konieczne jest więc rozwiązanie problemu wyznaczenia kompromisowej wielkości ruchu. Możliwe staje się to w oparciu o opracowanie metod wymiarowania bezpieczeństwa, bazujących na pojęciu płynności ruchu, dlatego możliwe jest liczbowe wyrażenie poziomu bezpieczeństwa. W artykule przedstawiono koncepcję tych metod oraz wyniki symulacyjnego badania zależności płynności i poziomu bezpieczeństwa w ograniczonym sektorze kontroli. Podano implementację przykładu w zarządzaniu ruchem lotniczym, ale podobne procedury i metody mogą być używane także w ruchu morskim.

Pomimo systematycznego postępu w poprawie bezpieczeństwa ruchu drogowego w Polsce jego stan, na tle innych krajów UE, jest nadal niezadowalający. Ryzyko utraty życia na polskich drogach jest prawie dwukrotnie większe niż średnia europejska. Jesteśmy w tej dziedzinie niekwestionowanym liderem w Europie. Na utrzymujący się w naszym kraju wysoki wskaźnik ryzyka w ruchu drogowym, w szczególności na obszarach zabudowanych, wpływa wiele czynników, począwszy od nieprzestrzegania przepisów ruchu drogowego oraz niezadowalającego stanu technicznego dróg, po poważne braki w systemie zarządzania ruchem drogowym. Inwestycje w poprawę infrastruktury drogowej na obszarach zabudowanych, dostosowanie prędkości pojazdów do panujących warunków oraz poprawa kultury użytkowników dróg przyczyni się do poprawy brd w Polsce.
Despite the systematic progress in improving road safety in Poland its condition, compared to other EU countries, is still unsatisfactory. The risk of loss of life on Polish roads is almost twice the European average. We are the undisputed leader in this field in Europe. The persisting high traffic risk index in our country, especially in urban areas is affected by many factors, ranging from failure to comply with traffic law and unsatisfactory technical condition of roads after a serious deficiency in the management of traffic. Investments to improve the road infrastructure in urban areas, adjust vehicle speed to the prevailing conditions and to improve the culture of road users would contribute to the improvement of road safety in Poland.

The article deals with the problems connected with road traffic safety highlighting driver’s ability to notice an untypical obstacle in the light of low beam headlights while driving in the night. Visibility of an unlit object during the night is not only related to its motion but also to the necessity of its being lit to up to the required minimum height. On the basis of a study of a road accident, it was found that the standards accepted in reconstruction of the accident for determination of the light beam height to be used for lighting an obstacle should not be taken for granted. The driver’s surprise at the sight of an unlit obstacle is accompanied with the need to direct the light beam higher, which causes shortening of the distance available for a driver to react in an attempt to avoid hitting into an obstacle. An analysis of this case shows that verification of road accidents involving a crash with an untypical, incompatible obstacle that happen during the night needs to be carried out with attention and care. A simulation program V-SIM4 version and Ratschbacher AutoView database was used for calculation of the possibility to avoid an accident. The results obtained on the basis of the authors own investigations can also be used in information campaigns, education for road safety improvement and development of proper attitudes of the road traffic users.

Vehicle front-lighting is essential for road traffic sofety during night-time. It is a subject of continuous changes following the progress in technology. After the introduction of gas-discharge (xenon) light sources in 90-ties of the last century, in the recent years there were adaptive front-lighting systems (AFS) allowed to be used. This kind of front-lighting with significant complexity of functions and control, relatively limited lighting improvement and high costs, does not spread as quickly as it was predicted. For these reasons, the last two years saw automatic and adaptive driving beam offered, with electronic control based on the video camera image processing. It is done referring to the present in force, static technical requirements. But the automatic control o f these lights as well as reactions of other roads users could have wide spread implications for the night-driving comfort and safety. On one hand it should create much better road illumination, as it leads in many cases to road illumination closer to the standard driving beam, when at present the passing beam would be used. On the other hand, there is a significant risk of glaring other road users as a result of their improper recognition or erroneous activation/deactivation of these lights. It could be a result of imperfections in sensors, algorithm and devices controlling light beam changes. This could lead to lack of light reaction and glaring of improperly indentifled objects e.g. bicycles, pedestrians and to illumination deterioration in response to retro-reflectors (road signs). This paper describes most important issues concerning advantages and risks of introducing this kind of lights to the market and ways of defining requirements.

Every year too many people lose their lives and health on Polish roads. At best, it only ends with damage to their cars. The number of accidents is very high. Despite the construction of new, safer roads, the number of collisions continues to rise, and death, every year, is suffered by about three thousand accident participants. On average, forty-one thousand people are injured annually. The main causes of accidents are failure to adjust speed to prevailing conditions or traffic regulations, driving under the influence of alcohol and random events, as well as the technical condition of the vehicles. The purpose of the article is to answer the question of how the technical condition of the vehicles affects traffic safety. For this reason, an assessment of the technical condition of vehicles during a periodic examination at a vehicle inspection station was made. Based on the study, it can be concluded that the largest percentage of defects detected during the examination is in the tire 40% and steering 40%, defects that are particularly important from the point of view of traffic safety, which were demonstrated during the examination.

Na przykładzie pięciu państw z różnych kontynentów przedstawiono sposób realizacji tej międzynarodowej rezolucji. Bliższe poznanie różnych strategii poprawy bezpieczeństwa ruchu drogowego może pomóc w wyborze właściwych działań w tworzonym obecnie w Polsce Krajowym Programie Bezpieczeństwa Ruchu Drogowego, zastępującym dotychczasowy program GAMBIT.
Premises concerning road traffic safety 2011-2020 (so called Road Traffic Safety Decade) prepared for member states by the United Nations are described in the article. In the UN document entitled: "Global plan" 5 pillars of programs of road traffic safety have been indicated: management of road traffic safety, traffic participant, vehicle, infrastructure and traffic rescue service on which should be based national resolutions. On the examples of 5 states from different continents the method of realization of this international resolution has been presented. Acquaintance with different strategies for improvement of road traffic safety may help to choose suitable measures for the National Programme for Road Traffic Safety that is being created right now in Poland to replace previous GAMBIT programme.

Road freight transport is one of the main modes of transporting goods in the European Union. This reality puts pressure on carriers to make every transport of goods fast, safe, cheap, and efficient. Based on these requirements, lorry drivers are often forced by their employers to break the current social legislation in the European Union and the rules of the road. Compared to the current social legislation in force in different parts of the world, the European Union rules on driving times, breaks and rest periods for drivers engaged in road haulage and passenger transport are the strictest. An important factor and reason of serious and fatal traffic accidents, extensive damage to goods or property in road freight transport is a driver. This article presents three different types of experiments that were carried out, and the results may help to improve the current situation. The main aim of this study was to verify whether the actual regulations are safe and suitable and compare the results of daily work of professional drivers in two different measurements. Last measurement was conducted with using Eye-tacking technology, which aimed to verify impact of experiences on the reaction times of drivers. The authors believe that the results of individual measurements can contribute to increasing safety in road freight transport with preparing future extended studies and proposing the possible changes of current regulation.

The article describes interference affecting the operation of radiolocation and radionavigation devices used in the air traffic surveillance systems, caused by the proximity of building structures. The impact of a hypothetical structure on the operation of primary and secondary air traffic surveillance radars and DVOR/DME beacons was simulated. The results of this simulation are presented in the form of airspace sectors in which false identification of aircraft may occur, and where it will not be possible to identify aircraft or use beacons due to the certain portion of airspace being in the shadow created by the structure. Analysis of the possibility of the PSR radar receiver being blocked by a strong signal reflected from a nearby building was performed as well.

The intense human activity determines the continuous development of systems and means of transport, which contributes to the intensification of existing road traffic risks and the emergence of new ones. Reduction in the number of fatalities of road accidents is dependent on investment in transport infrastructure, the development of safety systems for means of transport and the care for the technical condition of vehicles. Furthermore, the human factor is manifested in the growing awareness of hazards and improving skills of vehicle drivers. The article presents the construction, operating principles and technical capabilities of the most commonly used hydraulic rescue tools. All this was presented against the background of selected problems occurring during rescue operations while releasing victims caught in car wrecks.

Budowa potencjalnie bezpiecznej infrastruktury drogowej warunkowana jest w dużym stopniu właściwą implementacją ogólnych wymagań bezpieczeństwa ruchu w szczegółowych zapisach przepisów techniczno-budowlanych, a także umiejętnym wykorzystywaniem tych zapisów w praktyce przez projektantów. W artykule przeanalizowano typowe błędy występujące na polskich drogach oraz wskazano możliwości eliminacji tych błędów poprzez zmiany istniejących przepisów; sformułowano także ogólne zalecenia dotyczące tych zmian.
Construction of a potentially safe road infrastructure is strongly determined by an appropriate implementation of overall traffic safety requirements in detailed technical and construction regulations, as well as skilful application of these regulations in practice by the designers. Therefore this paper contains analysis of typical errors occurring in Polish roads and it attempts at identifying possibilities to eliminate these faults through changes in the current regulations. General guidelines for these changes have also been formulated.

From 1992 in Poland was obligation to use passing beam headlights in automotive traffic during daytime in autumn and winter. From April 2007 was introduced extension of this obligation to spring and summer. This obligation caused controversies and discussions. In some, mostly European countries this obligation is present during part of year or during full year on all or selected roads. Known research shows that profits of this obligation understanding as decreased number of killed and injured people exceed costs understanding as additional fuel consumption and light sources replaced. This law in Poland is used till now some month more over one year. The results and differences can be observed only for few months of2007 in relation to adequate few months in 2006. It is to short period of time to reach final conclusions. Because in 2007 the total number of accidents increases comparing 2006 there is a pressure of part of mass media and public opinion to withdraw this law. Preliminary detailed analysis of accidents connected with using lights during daytime shows rather decreased number of daytime light-dependent accidents when is observed increased number of night accidents. It means that common feeling regarding using lights in daytime and nigh-time can be far from objective research results. The base is differences in perceptions between people and mistakes of subjective assessment. In this paper is presented preliminary analysis of problems and results of using lights during daytime in Poland in spring/summer period.

In analysing the causes of the dangers posed in road traffic, which often end up in accidents or other road incidents, we focus on evidence of violated road safety rules. This is an oversimplification of the problem, since it does not allow for getting to know the determinants of indicated violations which often come down to the broadly assessed state of health of road users, their psychophysical characteristics and personality, as well as their fatigue and mental state. The author of this paper not only analyses the aforesaid problems from the legal point of view, but also tries to look at them in an interdisciplinary way. The author further demonstrates how little we know about it; hence without in-depth exploration of the subject, preceded by credible scientific research, it will be extremely difficult to take reasonable preventive measures, whilst deterring with severe sanctions simply does not work.

This article analyses the traffic accident rate on roads and highways and possibilities of risk evaluation related to traffic accident occurrence based on factors that were the causes of accidents. A new term-risk of traffic accident occurrence is a product of probability of accident occurrence and its impacts. The results are presented by way of example that uses selected statistical data of the Czech Republic traffic accident rate between 1993-2001. The article provides a brief methodological procedure of evaluation of the traffic accident rate using the risk of traffic accident occurrence.

Starting from the 1990s a significant increase and modernisation of road traffic vehicles used can be observed. There are, however, some negative aspects of this development such as congestions of the traffic flow and road traffic damages.This document aims at verifying the legitimacy of a view that a description of the causes of road traffic damages is a parameter of systems vehicle and driver.
