Night-time visibility is essential for road traffic safety. It depends mostly on quantity of light falling on the objects important to be seen to avoid collision. The relatively simple and easily understood criterion for quality of passing beam is visibility distance. In fact visibility distance of driver using headlamps is a much more complicated function of many factors such as design of headlamp, light source used, mounting height, aiming, change of beam pattern inclination during change of vehicle load. From point of view of legal requirements it is important to meet all requirements concerning all mentioned factors. But the problem is that there are separate legal requirements for light sources, headlighting systems and mounting conditions on vehicle. Final visibility distance is significantly influenced by coincidence of all this performances but also by visual possibilities of driver and road conditions. The process of requirements creation is complicated. A number of experts work on them for a long time. It is influenced by technical progress, market needs, level of knowledge and experience. . In this paper author describes influence of important factors for present state of possible and real visibility distances in dependence on technical design, kind of light source used and way of creation of type approval requirements and propose improved concept for aiming and levelling.

The purpose of this article is to estimate social awareness of personal safety danger of traffic participants and to estimate the sense of motor threats for the environment. It describes the results of public opinion poll over the individual troublesomeness and motor threats estimate on the young group of people on example of Lublin Province area and comparatively, of Riga City.

The aim of the paper is to present the main guidelines of the Safeway2School European research project. The project's primary objective is to determine the safest route for school buses that transport children to school, through low traffic density areas, avoiding black spots. The project anticipates the use of Intelligent Transport Systems (ITS) in the process of children transportation. Within the project the Route Planning System, Rerouting System and Warning System will be designed and developed for school buses as well as for all surrounding vehicles. Project aims at designing the route for school buses and also the alternative route (in case the bus has to be rerouted due to traffic congestion or traffic incident) in order to maximize the safety of transported children with the use of localization and route planning tools, on-board safety systems and sensors in vehicles and road infrastructure. It is also crucial to design the network of ,"intelligent" bus stops (child-bus stop-bus communication) and equip the pilot group of children with special tags. The target group of the project consists of school bus drivers, children (pupils 6-16 years old) and their families, but also the road infrastructure authorities, car manufacturers, other road users and representatives of public administration. Within the project the training programs for school bus drivers, children, parents and other drivers will be elaborated. The aim of such activities is to result in unification of guidelines, training schemes and regulations concerning safe transportation of children to school. For the pilot realization of the above mentioned systems and training programs four European localizations have been chosen: Sweden, Austria, Italy and Poland. At the end of the project realization an evaluation of usability and effectiveness of applied technologies, as well as the level of system user's acceptance will be conducted. The project was submitted to the European Commission within the 7th Frame Program. Motor Transport Institute is the Polish project executor.

International aviation organizations require Poland to define the so-called acceptable level of safety for traffic accidents. To calculate this, one requires statistical data on accidents. These, however, in recent years did not occur, or the size of the sample is insufficient. In the paper a method for predicting the number of accidents on the basis of information on air incidents is mentioned. This method can be efficient and effective if any regular relation between the air traffic accident and serious incident exists. In the paper a way to find this relation is proposed, by analyzing the relevant simulation models of serious incidents and accidents. For this purpose Petri nets were used.

Poland has one of the highest fatal accidents and victims indicators in European Union. In 2010, there were 38 832 road accidents. 3907 people were killed and 48 952 were injured. It is assumed that road accidents are a cost of the growth of motorise and transport. Since year 2000, there were about 14 millions registered vehicles in Poland. Today there are more than 22 millions. Road safety system should be aimed at decreasing the number of the road accidents victims and assisting the victims. In the recent years, there has been a change in the approach to the programs on the social prevention. It has been stressed out that, the programs based on the intuition of their creators and operators, adapted at will from other groups, or developed for other problems and being treated as universal ones, cannot be effective, and on the contrary, can bring about the results opposite to the intended. This is, why the problems of constructing, running and evaluating the preventive programs, have become a subject of the scientific interest. Interdisciplinary analyses led to conclusions that road traffic safety consists of many different factors that influence road safety. In this system, prevention works in two ways. It can not only help to eliminate or reduce the risk factors but it can also strengthen the protective factors. Among them, the most important are human factors. Driver can cause the risk but also by changing and adapting his driving style to the road conditions he can avoid traffic accidents. In each population, including the population of road traffic participants, there are people under various degrees of danger and susceptible to the risk factors.

Road traffic poses high risk to human health and life and material objects. In an emergency situation, it is crucial for a driver to be able to reduce speed of the vehicle and pull up as quickly as possible. The braking distance of a vehicle depends on many factors including the surface condition and the braking system efficiency. During maintenance of a vehicle, the elements of a braking system undergo wear processes and failures. Therefore, producers equip vehicles with emergency braking systems, which can stop a car in the event of the main braking system failure. Cars in Poland are of diversified age therefore many different design solutions can be found. In this study, the problems connected with stopping a car in case of the brakes failure has been discussed according to the type of brake actuation system. Simulation calculations were performed with the use of computer tool V-SIM4, and the obtained results allow to find a braking design with the highest efficiency in terms of braking distance and maintenance of the vehicle direction in case of the main system failure. The research results make it possible to formulate a general conclusion that structures of emergency braking systems should be used in the following order: fully doubled, LL, HI whereas systems TT and X should be replaced by systems LL or possibly HI.

Over one million people die each year on the roads and about 20-50 million are injured. Traffic safety is a global problem that needs interdisciplinary scientific approach to develop methodology for safety studies that will lead to valid conclusions and in the end to suitable preventive measures. It is difficult to define what a safe and unsafe behaviour is. Transportation research tries to find relation between significant variables and traffic safety in the triangle of interaction between human, vehicle and environment. Raw accidents data excludes ex-ante evaluations and is insufficient due to the rare frequency and difficulty with investigating causes. There is still lack of consensus between researchers on usage of the traffic safety indicators and their cut-off values. Article presents different methods for measuring driver behaviour and objective behavioural indicators that are commonly used as traffic safety measures e.g. time to collision, post-encroachment-time, deceleration rate, time headway, red-light violations, lane deviations, gap acceptance and others. The aim of the paper is to provide general framework for exploring valid and reliable variables in the traffic safety studies.

On field requirements for headlights are significantly dependent on type approval requirements. But the type approval requirements are described differently than exploitation requirements. They assume that basic photometrical requirements tested during type approval are met. But this assumption is not described and checked. Finally on field real headlamp photometric values could be significantly different than expected because depends on factors as light source geometry tolerance, headlamp design sensitivity for filament geometry, possible precision of aiming/levelling method. Moreover drivers and services awareness of this situation is not meaningful. As result safety during nighttime traffic is significantly deteriorated. In paper are described important factors concerned way of defining present type approval requirements. It concern the way of defining of photometric criteria for vertical measuring screen in fixed distance, choice of points and zones for assessment, limits and their restrictions. Also differentiation of requirement in dependence on light source used is analysed as well as some other important factors. The important issue is glare caused by headlights and their restriction in type approval requirements. It is also analysed influence on headlights performance on field conditions as result of lack of reference to imperfect but defined type approval photometric requirements. The visual aiming on the base of cut-off line and subjective judgement is the only way to allow use of vehicle. Moreover as well service as drivers believes that this is sufficient for safety driving at night with speeds allowed by common road traffic law.

In many cases, the effects of road accidents have significant impact on human health. This translates directly into society, in both material and emotional terms. The severity of the injury in a road event depends largely on the speed of the vehicles. Excessive vehicle speed is of particular concern in incidents involving vulnerable road users. As confirmed by literature analysis and research, in most cases drivers do not respect the speed limits introduced by the road signs. Existing solutions allow to introduce permanent or temporary speed control. This paper investigates speeding and driver behaviour in built-up areas near schools and pedestrian crossings. The aim of the research described in the paper is to determine the influence of the effectiveness of police actions on speed reduction and improvement of road safety.

One of the most common problems in the process of traffic management is the determination of the proper traffic volume. On the one hand there is a tendency of increasing traffic volume - it brings profits to all subjects involved in the transportation process. On the other hand there is a tendency to decrease traffic volume – it assures better safety. It is necessary to solve the problem of finding a compromise between those tendencies. Solving this problem is possible, based on developed methods of safety dimensioning that use the concept of traffic smoothness for quantitative evaluation of traffic safety level. In the paper the concept of those methods is explained. Besides, presented are results of simulation research on the relation between traffic smoothness and the safety level in a restricted control sector. Although the paper presents the implementation (examples) of the problem in the air traffic management, similar procedures and methods may be applied to the marine traffic.
Jednym z najważniejszych problemów w procesie zarządzania ruchem jest kwestia wyznaczenia właściwego natężenia ruchu. Z jednej strony pojawia się tendencja do zwiększania ruchu - daje to korzyści (zyski) wszystkim podmiotom biorącym udział w procesie transportowym. Z drugiej jednak strony pojawia się dążenie do zmniejszenia ruchu – co zapewnia większe bezpieczeństwo. Konieczne jest więc rozwiązanie problemu wyznaczenia kompromisowej wielkości ruchu. Możliwe staje się to w oparciu o opracowanie metod wymiarowania bezpieczeństwa, bazujących na pojęciu płynności ruchu, dlatego możliwe jest liczbowe wyrażenie poziomu bezpieczeństwa. W artykule przedstawiono koncepcję tych metod oraz wyniki symulacyjnego badania zależności płynności i poziomu bezpieczeństwa w ograniczonym sektorze kontroli. Podano implementację przykładu w zarządzaniu ruchem lotniczym, ale podobne procedury i metody mogą być używane także w ruchu morskim.
