In the near future the city of Opole, as well as the whole Opole Voivodship are going to suffer from a serious problem connected with the traffic system which provides for closing of the core bridge crossing from one part of the city to another one – the Ulga canal. The condition of the bridge crossing at Niemodlińska Street is constantly deteriorating. After the first expertise had been conducted by a construction supervision, the decision to close the bridge on 1st June 2015 was made. The decision is justified by the safety reasons and disastrous technical state of the bridge crossing. In order to delay the moment of the closing and lighten the bridge, the inside lanes were changed into bus lanes and thereby the centre of gravity has been moved closer to the bridge crossing axis. Cars are going to use outside lanes. In front of the bridge vehicles height limiters were set in order to eliminate trucks from the traffic. For this kind of vehicles a special detour was created (Wrocławska Street, Road No 45). After this procedure the next expertise of construction supervision was conducted whereby the exclusion of the bridge from the traffic was delayed for one year. For the time being, it is known that the third expertise is being prepared. During the bridge renovation the car drivers and public transport passengers who travel to work every day are going to come across the serious communication problem.

This article analyses the traffic accident rate on roads and highways and possibilities of risk evaluation related to traffic accident occurrence based on factors that were the causes of accidents. A new term-risk of traffic accident occurrence is a product of probability of accident occurrence and its impacts. The results are presented by way of example that uses selected statistical data of the Czech Republic traffic accident rate between 1993-2001. The article provides a brief methodological procedure of evaluation of the traffic accident rate using the risk of traffic accident occurrence.

Opis:
Traffic incidents between pedestrians and cyclists result in an incomparably smaller number of victims (injured and killed) than accidents between unprotected traffic participants and other vehicles. However, such incidents cannot be underestimated, as in most cases they take place on elements of infrastructure designed for pedestrians and cyclists, and thus negatively affect the sense of safety of users in places where they should not only feel safe but also comfortable. This paper presents an analysis of such traffic incidents, aimed at recognizing the share of pedestrians and cyclists as perpetrators and also victims of accidents. Three research hypotheses were examined: that the type of infrastructure and also light and weather conditions influences the structure of perpetrators and victims, that the proportion of accidents between pedestrians and cyclists caused by pedestrians is increasing, and that the proportion of victims of accidents between pedestrians and cyclists in the pedestrian group is decreasing. Analyses were performed based on the number of traffic incidents involving cyclists and pedestrians in the six largest Polish cities, registered in the Police Accident and Collision Records System. A total of 1,702 incidents involving 1,034 injured and killed people in years 2007-2018 were considered. Each traffic incident was considered individually, taking into account changes in perpetrator and victim proportions depending on the type and purpose of the infrastructure and external conditions, as well as variability of these proportions over subsequent years. The tools of mathematical statistics were used, including – among others - significance tests for independent proportions and Chisquared test for trend. On the basis of the conducted statistical analyses, all research hypothesis were proved. It also confirmed that although the proportions are changing, there are still much more traffic incidents are caused by cyclists, but more victims are in group of pedestrians. The results of the research confirm the need to take action to develop effective mechanisms of mutual interaction between pedestrians and cyclists. Especially in view of the growing bicycle traffic in Polish cities.

Even in the ancient times, the need to ensure the safety of human life and the willingness and the possibility of free movement of people with the simultaneous development of means of transport, was noticed by people responsible for the safety of other people. There, where danger was noted, the rules for moving along the routes were gradually introduced. These rules were applied to pedestrians and riders, and later they were adapted to the development of communication technology and they also concerned people using mechanical and non-mechanical vehicles. The sustainable development of technologies related to the road traffic, combined with the rule of adapting the regulations defining the principles of moving on the roads and at the same time ensuring safety for all road users, continues to this day. The constant need to improve the road infrastructure or the need and possibility of free movement is reflected in the revisions of road traffic regulations, which not only ensure our safety at the present time, but also impose obligations on us. The need to make revision of the regulations, resulting from continuous safety analyses, shows which traffic-related areas should be focused on. Among others, such areas are infrastructure, safety related services and supervision over road traffic, the need to introduce innovative safety systems and preventive measures. With reference to the aforementioned areas, an analysis of road safety was carried out on the basis of the road incidents and their participants. The aforementioned safety analysis was carried out on the basis of the statistical data on road incidents that occurred in Raciborz County in the years 2015-2019, where the number of road incidents is presented, divided by legal qualifications, groups of road users, testimonies of road users in connection with the violation of road traffic regulations, the results of road incidents, with indication which “areas” should be focused on in order to improve road safety.

The method for the choice of rational regimes of traffic light control is developed based on the minimization of the number of violations the requirements of traffic light signals by pedestrians depending on the volume-capacity ratio of traffic lanes and control of vehicular queue on the approach to the stop-line. Assessment of rationality is carried out considering the simultaneous impact of such factors as roadway volume-capacity ratio, traffic light restrictive signal duration, the number of violations of the traffic rules by pedestrians, and maximal queue length of vehicles. The model of the change of the number of violations of the rules of crossing the roadway by pedestrians depending on the volume-capacity ratio of different intersection types is developed in this paper. The model of determining the maximal vehicular queue length before intersections depending on the volume-capacity ratio and the share of the restrictive signal on the lane in the control cycle is developed. Recommendations about the choice of rational regimes of traffic light control depending on traffic delay, planning parameters of the road network, and pedestrian behavior are proposed.

This paper analyses road traffic volumes in the urban environment for the purpose of traffic planning and creation of traffic models. For modelling traffic in a certain area, the initial information about transport demand and distribution in given area is required. The demand for transport is further re-distributed to the transport network and measured against the current road traffic volumes / intensity of traffic. Traffic volumes over time are characterized by various periodic and non-periodic influences (variations). By studying these variations, the tools can be specified for making the final estimate of traffic volumes for a specific time period, a specific type of road or specific vehicle category, and for improving the traffic models for a specific area. In this paper, the authors study time variations in traffic volumes using the data obtained from vehicle detectors for monitoring traffic located on roads in the city of Ceske Budejovice, the Czech Republic.

Począwszy od połowy lat 90. XX w. w Polsce zauważalny jest proces intensyfikacji ruchu drogowego, objawiający się przede wszystkim wzrostem liczebności eksploatowanych środków transportu drogowego. Rozwojowi ruchu drogowego towarzyszą negatywne zjawiska, w postaci zatorów płynności potoków ruchu oraz wzrostu liczby szkód komunikacyjnych. Niniejsze opracowanie stanowi próbę analizy przyczynowości szkód komunikacyjnych, wynikających z charakterystyki układu pojazd-kierowca.
Starting from the 1990s a significant increase and modernisation of road traffic vehicles used can be observed. There are, however, some negative aspects of this development such as congestions of the traffic flow and road traffic damages.This document aims at verifying the legitimacy of a view that a description of the causes of road traffic damages is a parameter of systems vehicle and driver.

W artykule przedstawiono wnioski z przeprowadzonych jesienią 2013 roku badań konfliktów pomiędzy rowerzystami i innymi uczestnikami ruchu na ulicach jednokierunkowych, gdzie dopuszczono ruch rowerów pod prąd, a także na wyznaczonych w obrębie skrzyżowań śluzach rowerowych. Poligony badawcze zostały zlokalizowane w czterech miastach: Gdańsku, Krakowie, Warszawie i Wrocławiu. Badania zostały podjęte z inicjatywy i na zamówienie Ministerstwa Infrastruktury i Rozwoju, w którym przeprowadzany jest obecnie proces zmian legislacyjnych dotyczących ruchu rowerowego. Liczba rowerzystów w polskich miastach stale wzrasta, a jednym ze stymulatorów są udogodnienia infrastrukturalne, takie jak budowa nowych dróg dla rowerów, wydzielanie na jezdni pasów tylko dla rowerzystów, nowe parkingi, fizyczne uspokajanie ruchu urządzeniami brd, a także dopuszczanie ruchu rowerów pod prąd na ulicach jednokierunkowych oraz wyznaczanie śluz rowerowych na wlotach skrzyżowań. Ostatnie dwa rozwiązania wzbudzają obecnie najwięcej emocji w środowiskach inżynierów, urzędników odpowiadających za zarządzanie ruchem i aktywistów rowerowych, głównie z powodu niejednoznacznych zapisów prawnych, ale również niewystarczającej liczbie badań w zakresie bezpieczeństwa rozwiązań. To powoduje, iż w jednych miastach kontraruch i śluzy rowerowe są wprowadzane projektami organizacji ruchu, w innych opornie lub w ogóle. Wychodząc naprzeciw oczekiwaniom, przygotowano i przeprowadzono w okresie dwóch dni roboczych obserwacje wybranych poligonów badawczych z wykorzystaniem techniki wideo, na podstawie których powstał raport dla Ministerstwa Infrastruktury i Rozwoju. Niniejszy artykuł zawiera jego najważniejsze wnioski.
This paper presents conclusions from the researches taken in the spring of this year in four Polish cities (Cracow, Gdańsk, Warsaw and Wroclaw), concerning potential conflicts between cyclists and other road users, when two way cycling is allowed on one-way street. Researches were also conducted on intersections with the Advanced Stop Line. The study was undertaken with initiative and on request of the Ministry of Infrastructure and Development, which is currently processing a legislative changes relating to cycling. Cycling in Polish cities is increasing, mostly due to the new infrastructure facilities, such as a construction of new bicycle paths and lanes, new bicycle parking lots, physical traffic calming devices, as well as allowing of two-way traffic for bicycles on the one-way streets and creating the Advanced Stop Lanes. A lot of strong emotions among engineers, officials in charge of traffic management and cycling activists, have aroused about the last two solutions mainly due to the ambiguous legal provisions, but also the lack of safety research conclusions. To meet these expectations observations were prepared and carried out within two working days on selected polygons using video technology. A report from research was prepared for the Ministry.

Jednym z głównych przedsięwzięć, które Generalna Dyrekcja Dróg Krajowych i Autostrad zamierza zrealizować w najbliższych latach jest budowa Krajowego Systemu Zarządzania Ruchem (KSZR). Systemem tym zostaną objęte wszystkie autostrady i drogi ekspresowe oraz pozostałe drogi krajowe, które są objęte system elektronicznego poboru opłat. Jednym z głównych zadań systemu będzie wykonywanie zarządzania ruchem w trybie on-line na potrzeby którego będą wykonywane krótkoterminowe prognoz warunków ruchu w sieci drogowej. W artykule opisano i scharakteryzowano dylematy towarzyszące procesowi opracowywania wymagań w zakresie analizowania i prognozowania ruchu przed przyszłymi wykonawcami Krajowego Systemu Zarządzania Ruchem. Przedstawiono również końcową wersję opracowanych wymagań.
One of the major projects that the GDDKiA intends to implement in the coming years is the construction of the National Traffic Management System (KSZR). This system will be implemented on all motorways and expressways and other roads that are included in the electronic toll collection system. One of the main functions of the system will be execution of on-line traffic management. For that main purpose there will be a need for constant short-term traffic forecasts preparations. The dilemmas associated with the process of requirements preparation for analysis and forecasting in the National Traffic Management System have been described and characterized in the paper. The final version of developed requirements has been also given.

Niniejszy artykuł dotyczy modelowania ruchu drogowego dla potrzeb zarządzania ruchem w czasie rzeczywistym. Realizacja tego zadania jest jednym z największych wyzwań dla specjalistów zajmujących się modelowaniem ruchu. W artykule przedstawiono funkcje modeli ruchu, które są stosowane w krótkookresowych prognozach ruchu oraz ich podział na kategorie. Wykonano przeglądu wyników badań nad wpływem treści komunikatów VMS na zachowania kierowców. Przedstawiono przykład zastosowania modułu VMS w programie Paramics w zarządzaniu ruchem na obwodnicy miasta Maastricht w Holandii. Przedstawiono dwie koncepcje prognozowania i modelowania ruchu umożliwiającego uwzględnienie wpływu komunikatów VMS na rozkład ruchu na modelach sieci drogowych.
The traffic modelling for on-line traffic management has been considered in this paper. This task is one of the biggest challenges for specialists in traffic modelling. The functions of traffic models, which are used in the short-term traffic forecasts, and their categories have been presented. It contains also review of the results of studies performed on the effects of VMS message content on the drivers behaviour. One example of the application of VMS module in Paramics used for traffic management on the ring road in of one Dutch cities has been described.There are presented two concepts of traffic forecasting that enable including VMS messages impact on the of traffic assignment.

International aviation organizations require Poland to define the so-called acceptable level of safety for traffic accidents. To calculate this, one requires statistical data on accidents. These, however, in recent years did not occur, or the size of the sample is insufficient. In the paper a method for predicting the number of accidents on the basis of information on air incidents is mentioned. This method can be efficient and effective if any regular relation between the air traffic accident and serious incident exists. In the paper a way to find this relation is proposed, by analyzing the relevant simulation models of serious incidents and accidents. For this purpose Petri nets were used.

This paper will give an intro into the technical backbone of the EMSN and derive necessary specifications to allow for objective testing in large scale. Further, it will demonstrate the potential of EMSN as a maritime safety test-bed on the STM case. Therefore, the simulations executed within the EMSN are evaluated regarding their safety level in order to demonstrate the effects of various measures to improve safety. Based on a fuzzy logic approach, numerical Data from the EMSN Data-Tracker is used as an input to assess a present traffic situation from the perspective of a specific ship and outputs a comprehensive safety index developed by expert opinions. The safety index is used to further analyze navigators’ behavior and decisions in different maritime traffic scenarios that are executed within the EMSN.

Opis:
In order to study the characteristics of mixed vessel traffic flow, based on classical head distance model and probability analysis, by studying the combination time head way of different vessel-following sequences, the capacity model of mixed vessels traffic flow was established. Through analyzing two representative types of vessels, research results indicate that the capacity of mixed traffic increase with the traffic flow speed in a certain speed range, but the increasing trend slow down. The closer length and inertial stopping distance of different kind vessels are, the more capacity of mixed traffic increases. And the influence of reaction time on the capacity is related to proportion of different kind vessels.
