Opis:
Background. Dry Thai traditional tobacco (Nicotiana Tabacum L.) production involves a unique process: (a) picking tobacco leaves, (b) curing tobacco leaves, (c) removing stems of tobacco leaves, cutting leaves and putting on a bamboo rack, (d) drying in the sun, reversing a rack, spraying a tobacco extract to adjust the tobacco’s color, storing dried tobacco and packaging. These processes may lead to adverse health effects caused by dermal absorption of nicotine such as Green Tobacco Sickness (GTS). Objectives. The aim of this study was to determine the correlation between GTS resulting from dry Thai traditional tobacco production and salivary cotinine levels among Thai traditional tobacco farmers in Nan Province, Thailand. Materials and Methods. A prospective cohort study was conducted with 20 tobacco farmers and 20 non-tobacco farmers in Praputtabath Sub-District and Phatow Sub-District. The participants were randomly selected and interviewed using in person questionnaires with bi-weekly follow-up for 14 weeks. During each contact, the cotinine concentration was measured by NicAlertTM Saliva strip tests (NCTS). Descriptive statistics and Spearman’s correlation (Spearman’s rho) was used to examine the relationship between the variables at both 0.01 and 0.05 significant probability levels. Results. This study indicated that GTS from dry tobacco production has the potential to be considered a common occupational disease. This study demonstrated the usefulness of salivary cotinine level measurements by NCTS. The levels were well correlated with farmers who were employed in the dry Thai tobacco production industry. Salivary cotinine levels were also significantly correlated with the prevalence of GTS in the group of tobacco farmers at any given time within a crop season. However, the production process of dry Thai traditional tobacco is different from that evaluated in our previous studies where GTS and salivary cotinine level were correlated in workers working in humid conditions. Conclusions. The long-term effects of such exposure should be investigated and health education programs with health risk exposure studies to increase awareness amongst farmers is recommended.

Global Adult Tobacco Survey (GATS) Project in PolandSocial and economical consequences of using tobacco products are commonly known. This is an issue of a global scale and requires systematic monitoring. The need of in depth examination of this issue concerns also Poland. In 2008 Polish Ministry of Health joined Global Adult Tobacco Survey (GATS). This survey is conducted under Bloomberg Global Initiative to Reduce Tobacco Use. In Poland GATS is being coordinated by World Health Organization. Three institutions were selected to conduct the survey: Maria Sklodowska-Curie Oncology Center (Centrum Onkologii – Instytut im. M. Skłodowskiej-Curie), Pentor Research International and Warsaw Medical University (Warszawski Uniwersytet Medyczny). GATS survey is national, representative survey of households conducted amongst adult population. Globally standardized protocol is being used to implement the survey in Poland. The protocol has been adapted to the Polish needs and reality. The main aim of the project is to assess the usage of tobacco products and examination of the size of the problem, exposure to the tobacco smoke and perception, attitudes and knowledge regarding tobacco products use as well issues concerning taxes on tobacco products. Information gained during GATS will support tobacco control policy. Experience gained during the survey implementation will, in the future, allow building systematic monitoring system of tobacco use and other health behaviors in our country.

The purpose of this work is to analyze the regulatory environment for tobacco use, with particular reference to changes made in the last 10 years. An attempt was made to answer the question of the extent to which the regulatory environment has a real impact on the achievement of the objective set out in the existing legal provisions, which is to protect the health and rights of the persons concerned. An analytical method was used in the work to assess the application of legal principles. A method of analyzing the current line of jurisprudence was also used. In the process of final evaluation of public utilities, certain functional methods were used. The assessment was subjected to Polish law, within the scope of the currently binding Act on Health Protection Against the Consequences of Using Tobacco and Tobacco Products of 1995. The study states that the provisions of this Act are only a formal guarantee of protection. The liability arising from the application of its standard is illusory because the procedure for imposing penalties is ineffective. The pursuit of any property claims related to violation of the rights of related entities, as envisaged in this Act, is complicated. This does not apply to a case which is not affected by the decision.

Opis:
The main goal of this paper is to present contractual relations between Polish tobacco producer’s groups and their purchasers (contract seasons: 2010/2011, 2011/2012, 2012/2013). The hypothesis of the research is based on the statement: “horizontal (agricultural producers’ groups) and vertical (contracts) integration in agriculture lowers farmers’ income risk and reduces transaction costs, which strengthens farmers’ position in the negotiation process with their purchasers”. In verifying the hypothesis, the author conducted empirical research among Polish tobacco producers’ groups. The data were collected in the period between January and May 2013. The theoretical background for the research is built on the new institutional economics, contract theory and transaction cost theory. Results provide the supposition that contracts and cooperation within producer’s groups lower farmers’ income risk, but in the case of contractual arrangements not so signifi cantly. It is caused by following factors: contracts are signed for one season only; they do not fulfill all commitments in contracts and they do not provide financial sanctions, neither for farmers nor for purchasers/fi rst processors. Existing contracts between the tobacco industry and tobacco producers’ groups or tobacco growers can be categorised as production contracts in agriculture. Also individual farmer’s transaction costs of contracts are lower due to cooperation than tobacco producer’s groups. Therefore one can state that quasi-hierarchical structures in the tobacco sector improve efficiency of member’s farms.

Heated tobacco products (HTPs) are a form of nicotine delivery intended to provide an alternative to traditional cigarettes. The aim of this systematic review was to present the current state of knowledge on HTPs with an emphasis on the potential impact of HTP use on human health. During the preparation of this systematic review, the literature on HTPs available within Medline/PubMed, EMBASE, CINAHL, ScienceDirect, and Google Scholar was retrieved and examined. In the final review, 97 research papers were included. The authors specifically assessed the construction and operation of HTPs, as well as the chemical composition of HTP tobacco sticks and the generated aerosol, based on evidence from experimental animal and cellular studies, and human-based studies.Heated tobacco products were found to generate lower concentrations of chemical compounds compared to traditional cigarettes, except for water, propylene glycol, glycerol, and acetol. The nicotine levels delivered to the aerosol by HTPs were 70–80% as those of conventional combustion. The results of in vitro and in vivo assessments of HTP aerosols revealed reduced toxicity, but these were mainly based on studies sponsored by the tobacco industry. Independent human-based studies indicated that there was a potentially harmful impact of the active and passive HTP smoking on human health. Currently, a large body of knowledge on HTP exposures and health effects is provided by the tobacco industry (52% of identified studies). Based on the available evidence, HTPs produce lower levels of toxic chemicals, compared to conventional cigarettes, but they are still not risk-free. Objectives Exposure to environmental tobacco smoke (ETS) constitutes a threat to the health of many people. In order to diminish ETS exposure, countries (including Poland) implemented legal restrictions of smoking in public places and worksites. Currently more attention is also paid to reduce overall and residential ETS exposure by voluntary smoke-free home policy adoption. The aim of current analysis was to evaluate the prevalence and determinants of implementing smoking bans at place of residence among economically active males and females in Poland. Material and Methods Data from cross-sectional, household study – Global Adult Tobacco Survey (GATS 2009–2010) were analyzed. The logistic regression model was applied for appropriate calculations. Results Out of 3696 studied subjects only 37.1% adopted total smoking ban within the home. Decreased likelihood of adopting total smoking bans was associated with current smoker status, low education attainment, lack of awareness on adverse health consequences of ETS, low level of support for tobacco control policies, and cohabitation with a smoker in both genders. Having smoke-free homes was also linked with age in women, place of residence and work smoking policy in indoor areas in men. Conclusions Targeted activities to encourage adopting voluntary smoke-free rules among groups least likely to implement 100% smoking bans in the home and activities to decrease social acceptance of smoking in the presence of nonsmokers, children, pregnant woman are urgently needed.

ObjectivesUniformed services such as police employees are exposed to acute and chronic stressful events at work that may lead to tobacco use. This study aimed to assess the prevalence of cigarette smoking, e-cigarette use and heated tobacco use among police employees in Poland, and to investigate personal characteristics associated with tobacco or e-cigarette use.Material and MethodsThis cross-sectional study was carried out in June–July 2020 on a randomly selected sample of 8789 police employees from the Mazowieckie Province, Poland.ResultsCompleted questionnaires were obtained from 5082 police employees (79.2% being police officers) with an overall response rate of 57.8%. Smoking ≥100 cigarettes or similar amounts of other tobacco products was declared by 54.6% of the respondents, with significant differences (p < 0.001) between males (56.8%) and females (50.3%). Daily cigarette smoking was declared by 19.5% of the respondents, and 13.4% were occasional cigarette smokers. Daily e-cigarette use was declared by 3.1% of the respondents, and 3.2% were occasional e-cigarette users. Daily heated tobacco use was declared by 2.6% of the respondents, and 2.9% were occasional heated tobacco users. Higher odds of occasional cigarette smoking were observed among men compared to women (OR = 1.254, 95% CI: 1.009–1.558), and among the participants aged 20–29 years (OR = 7.982, 95% CI: 3.066–20.775) or 30–44 years (OR = 3.730, 95% CI: 1.44–9.599) vs. those aged ≥60 years. Higher odds of occasional e-cigarette use were observed among the participants aged 20–29 years (OR = 4.554, 95% CI: 1.213–17.101) vs. those aged 60 years. Police employees with office-based work had lower odds of daily cigarette smoking vs. those with fieldwork (OR = 0.726, 95% CI: 0.55–0.946). Police officers had higher odds of daily heated tobacco use compared to civil workers (OR = 3.362, 95% CI: 1.325–8.534). Conclusions The authors observed a marked proportion of police employees who declared occasional tobacco or e-cigarette use, which may indicate the common social smoking phenomenon in this occupational group.

Tobacco smoking is a major avoidable single cause of premature mortality in Poland. Almost one in three Polish males do not live to 65 years of age, and almost half of this premature mortality can be traced back to the much higher smoking prevalence in Poland than in Western Europe – every third Polish male and every fourth Polish female smokes daily. However, the current health situation in Poland is much better than two decades ago when the country entered a period of political and economic upheaval. In the early 1990s, the state of health of the Polish population was catastrophic and its tobacco consumption levels the highest in the world. In the early 1990s, the probability of a 15-year-old Polish boy living to the age of 60 was not just twice lower than in Western Europe, but also lower than in China or India. The health policy of limiting the health consequences of smoking conducted by the European Union and, in the last two decades, by the Polish parliament and government, helped to stop this health catastrophe. In Poland, cigarette consumption has decreased by 30% since 1990, as did lung cancer mortality among males. Despite this progress, tobacco smoking remains the most serious health problem in Poland. Therefore, comprehensive tobacco control policy should not only be continued, but expanded and accelerated. The EU Tobacco Products Directive proposes a package of actions for reducing tobacco-related health harm in Europe. The Directive proposal is rational, science-and-evidence based, and grounded on the best practice examples from other countries. Both the Polish tobacco control law and the WHO Framework Convention on Tobacco Control (FCTC), ratified by Poland in 2006, oblige our country to support tobacco control, including all the initiatives taken by the European Union.

Objectives This study aimed at assessment of the perceived barriers and motivators to smoking cessation among socially-disadvantaged populations in Poland. It is hypothesized that different factors can be considered depending on the level of smoking addiction. Therefore, a comparison between light and heavy smokers was performed. Material and Methods Data collected during the second wave of a cross-sectional study carried out in the Piotrkowski District in October 2016 – February 2017 among 1668 socio-economically disadvantaged persons constituted the source of information for the present study. Barriers and motivators to smoking cessation among daily smokers were identified via face-to face interviews. Results About one-third of the studied population admitted to being current daily smokers, almost 75% of whom were heavy smokers. The most common barriers to quitting smoking were related to difficulties in quitting (62%), the lack of willingness to quit (56%), as well as addiction and withdrawal symptoms (craving cigarettes [65%], habit [56%], stress and mood swings [55%]). A significantly higher proportion of such barriers was noted among heavy smokers compared to light smokers (p < 0.05). The following motivations to quit were pointed out by the respondents: available pharmacotherapy (47%), access to a free-of-charge cessation clinic (40%), and encouragement and support provided by their doctor (30%), with no differences between various levels of smoking addiction (p > 0.05). Conclusions Developing effective interventions targeted at unique deprived populations requires understanding the barriers and motivators to quitting smoking. Social support and financial issues, including free-of-charge pharmacotherapy and cessation clinics, as well as doctor’s encouragement and support, are crucial for successful smoking cessation in this vulnerable population. The author demonstrates that the Lukyanov record and the Kolobov record belong to type I of the Tale’s main revision by the Institute of Russian Literature, and the record of the Severodvinsk collection combined the patterns of type I and type II. Textual analysis helped to identify the records of type I and type II ex-amined earlier by the author which were most similar to the text of three Tale’s records analyzed in this article.

Opis:
Green Tobacco Sickness (GTS) has been one of the unexplored areas of occupational health safety. Green Tobacco Sickness is caused by the absorption of nicotine through the skin from wet tobacco plants who have direct contact with tobacco plants during cultivation and harvesting. The present review was carried out to discuss the etiology, symptoms, diagnosis, treatment and prevention of GTS. It is caused by the absorption of nicotine through the skin while the workers are engaged in handling the uncured tobacco leaves. The symptoms include nausea, vomiting, pallor, dizziness, headaches, increased perspiration, chills, abdominal pain, diarrhea, increased salivation, prostration, weakness, breathlessness, and occasional lowering of blood pressure. The use of personal protective equipment like water‑resistant clothing, chemical‑resistant gloves, plastic aprons, and rain‑suits with boots should be used by the tobacco farmers to prevent its occurrence. An international‑level awareness campaign has to be taken up and more stringent workers safety regulations have to be formulated.

Opis:
Objectives Expanding the information on exposure to environmental tobacco smoke (ETS) at home and its associates is of great public health importance. The aim of the current analysis was to evaluate associates of exposure to environmental tobacco smoke among economically active male and female adults in Poland in their place of residence. Material and Methods Data on the representative sample of 7840 adults from the Global Adult Tobacco Survey (GATS) carried out in Poland in the years 2009 and 2010 were applied. The Global Adult Tobacco Survey is a nationally representative household study. The logistic regression model was used for relevant calculations. Results The exposure to environmental tobacco smoke in the place of living affected 59% of studied subjects. Out of non-smokers 42% of males and 46% females were exposed to the ETS in the at home. Increased risk of residential ETS exposure was associated with low education attainment, lack of awareness on adverse health consequences of second hand smoke (SHS), low level of support for tobacco control policies, living with a smoker. One of the factors associated with the ETS exposure was also the approval for smoking at home of both genders. The residential ETS exposure risk was the highest among males (odds ratio (OR) = 7.1, 95% confidence interval (CI): 6.1–13.8, p < 0.001) and females (OR = 8.1, 95% CI 6.5–11.8, p < 0.001) who declared that smoking was allowed in their place of residence compared to respondents who implemented smoking bans at their place of residence. Conclusions Campaigns to decrease social acceptance of smoking and encourage adopting voluntary smoke-free rules at home might decrease the ETS exposure and reduce related risks to the health of the Polish population. Educational interventions to warn about adverse health effects of the ETS should be broadly implemented particularly in high risk subpopulations.

Opis:
The authors of the opinion point out that the proposed directive is aimed at the protection of consumer’s health and, as a consequence, the reduction of state budget spending on medical treatment. Nevertheless, the possible imposition of a ban on menthol and slim cigarettes may lead to the weakening of Polish tobacco sector, decrease in tax revenues for the State, withdrawal from farming by some tobacco growers and development of a grey market. In the authors’ view, the draft directive may infringe those provisions which determine the scope of competences transferred to the EU by its member states in the field of health protection. The coming into force of the proposed directive would require amendment of the Act of 9th November 1995 on the protection of health against the consequences of the use of tobacco and tobacco products.

ObjectivesIt is especially difficult for hospitality workers to avoid secondhand smoke (SHS), meaning that they are likely particularly vulnerable to the effects of SHS. The authors aimed to determine the degree to which smoke-free laws protect hospitality workers from SHS exposure, by examining biochemical markers of such exposure.Material and MethodsThis was a cross-sectional study examining SHS exposure in non-smoking employees working in hospitality settings where smoking is prohibited or permitted. The following biomarkers were selected: cotinine and tobaccospecific nitrosamines, which are known to measure SHS exposure, and 2 representative carcinogens: 4-(methylnitrosamino)-1-(3-pyridyl)-1-butanol and 4-(methylnitrosamino)-1-(3-pyridyl)-1-butanone (NNK). The authors compared these biomarkers between 3 hospitality settings. A descriptive analysis was performed. In addition, they conducted 1-way and 2-way analysis of covariance (ANCOVA) to compare the biochemical markers.ResultsSmoking substances were identified by smoking ban levels. In the case of hair nicotine and urine cotinine, their concentrations were lower in areas with a complete smoking ban than in both areas with a separate smoking room and no smoking ban; however, there was no statistically significant difference between these. In the case of dust NNK, its level was the lowest in areas with a complete smoking ban. To confirm the smoking ban effect by hospitality settings, the authors checked the results of the 2-way ANCOVA. In karaoke and billiard halls, the dust NNK concentrations were significantly higher in areas with no smoking ban than in areas with a separate smoking room.ConclusionsExposure to SHS is more prevalent in places that are more lenient when it comes to smoking (e.g., Internet cafés) than in places that are not (e.g., restaurants and cafés), even when smoking is similarly prohibited in both types of places.

Opis:
Objective: The aim of current analysis was to identify socio-demographic correlates of heavy smoking. Materials and Methods: Global Adult Tobacco Survey (GATS), a nationally representative household study was implemented in Poland between 2009 and 2010. We used data on representative sample of 1915 adults, age 25 years and older. The Odds Ratios (OR) and 95% Confidence Intervals (CI) for heavy smoking to the broad number of variables including age, age at smoking onset, education, occupational classification, living conditions, place of residence, place of residence at age about 14 years, awareness of smoking health consequences were tested in logistic regression model. Results: Among daily smokers the rate of heavy smokers was 63% in males and 45% in females (p < 0.001). The present study indicated that three characteristics: age, early age at smoking onset and lack of awareness of smoking health consequences were significantly associated with heavy smoking among both genders. Significantly higher risk of heavy smoking was observed among the 50–59 years of age population compared to the youngest group. The heavy smoking rate was highest among males who started smoking under age 14 years (OR = 3.1; 95% CI: 1.4–6.7; p < 0.001) and females that started smoking at age 14–17 years (OR = 2.3; 95% CI: 1.5–3.5; p < 0.0001) compared to those who started smoking at age 21 years or older. Heavy smoking was significantly correlated to lack of awareness of adverse health consequences of smoking (OR = 1.5; 95% CI: 1.1–2.03; p < 0.01 and OR = 1.5; 95% CI: 1.0–2.2; p < 0.01 for men and women, respectively) compared to aware respondents. Conclusions: These outcomes should be taken into account while developing tobacco control measures. Among other things, educational interventions to increase knowledge of adverse tobacco health effects should be widely implemented.

Each year smoking leads to the premature death of over 5 million people around the world. However, the tobacco industry took actions like introducing cigarettes which contain less nicotine and tar aimed at not only maintaining the old clientele, but also attracting a new one. The knowledge of the adverse health effects of smoking became widespread in the second half of the 20th century and changed attitudes towards smoking. In recent years, in many markets in the world a new device representing an alternative to tobacco products was introduced. Electronic cigarettes are designed to deliver nicotine into the respiratory system in the form of an aerosol. They have been gaining more and more popularity, as evidenced by the increase in the percentage of users as well as in the numbers of publications about them. Currently, opinions are divided and the e-cigarette has almost as many supporters as opponents. All this resembles the situation concerning conventional cigarettes in the 20th century. The aim of the study is to gather the most significant information concerning, on the one hand, the spreading popularity of tobacco smoking and, on the other, the research topics undertaken by contemporary scientists, as well as the government actions meant to protect from dangers of nicotine addiction in the 20th and 21st century. New developments of products containing this highly addictive substance call for systematic research in the interest of public health.

The shadow area is an illegal trade in legal goods and services. Poland is a significant producer of tobacco and tobacco products. The export of tobacco plays an important role in the balance of foreign trade. The tobacco industry is essential for the state budget due to a high share of indirect taxes on tobacco products in total budget revenues. In the structure of excise tax revenues, tobacco income amounts to around 28%. Due to the low base price of tobacco products and a large share of taxes in the price (around 80%), illegal production and smuggling of tobacco products is one of the most profitable activities of criminal groups. The aim of the article is to present the problem of the shadow economy in the tobacco industry and legal changes aimed at reducing it.

Objectives Tobacco smoking is a major organizational, economical, and public relations-related (PR-related) problem for the company. Moreover, it is an important health determinant of the working population. The paper reports the results of the research which analyzed the current state and the tobacco control activities’ transformations undertaken by Polish employers between 2003 and 2015. Material and Methods Data comes from the research performed in 2006, 2010 and 2015, involving random- selected representative samples of Polish enterprises, employing no fewer than 50 employees. The sampling pattern covered location and classification of activities (excluding public administration, national defense, social security, education, health care and social assistance sectors). Consecutive interviews were conducted with representatives of 611, 1002 and 1000 companies, respectively. Results The companies improved their compliance with the national regulations on smoking in the workplace. The strategy for limiting smoking in public places resulted in a steady increase in the number of companies (11%, 23%, 38%, respectively) that introduced smoking ban. Approximately in every second company, smoking was allowed only in the smoking room or outdoors. Voluntary activities (e.g., education and support for employees wishing to cease smoking) were very rarely undertaken by medium and large companies (several percent) and since 2010, when the law had become more restrictive, such tendency reinforced. Employers also were seldom interested in the prevalence of tobacco smoking among their personnel, its consequences for the company’s functioning and the effectiveness of the implemented tobacco control measures. Conclusions National anti-smoking policy caused that companies were more focused on smoking-bans at the expense of education and support for those who wanted to cease smoking. Although this contributes to reducing secondary smoking in the workplace, the companies’ potential to become a major agent for tobacco control policies is neglected while the downward trend of smoking in the Polish society has slowed down. The aim of this research paper is to realize an analysis of the tobacco market in Albania. We will be focused on some of the elements that have characterized this market, like the existence of monopoly situation. The study will help us reveal some of the problems that the monopoly as a competitive structure may have brought. We also want to treat some of the issues or problems that tobacco producers face. We want also to see how much they are supported from the government and also want to discover their opinion about different issues regarding the way in which this market functions. The results showed that there are several problems that tobacco producers in Albania face. These problems are related with the market competitive structure and also with the governmental intervention. Informality has been one of the elements that have been followed by some other problems for the producers; such as uncertainties for the producers. So the study revealed that not everything is going well for tobacco producers in Albania. One of the main elements that have done the producers not satisfied as been the lack of the necessary support from the government, which should be more helpful toward them. tobacco, monopoly, producer, damage, financial profits Celem tego artykułu badawczego jest przeprowadzenie analizy rynku tytoniu w Albanii. Objective: Although medicine students express positive attitudes toward providing lifestyle counseling, they require more instruction in many areas of health behavior in order to be helpful to their patients. The presented study included the students' questionnaires analysis regarding their lifestyle and exposure to tobacco smoke. The aim of this study was to examine students' exposure to chosen xenobiotics by determination of selected biomarkers in urine samples, which underlay the basis for exposure assessment towards tobacco smoke. Materials and Methods: The investigated group consisted of first- and second-year medicine students from the Silesian Medical University (N = 133). Data obtained from a questionnaire survey was compared with the results of chosen biomarkers determined in urine samples. The analyses of the main nicotine metabolites were carried out firstly with use of ELISA, followed by the TLC technique with densitometry. Results: According to questionnaires, every third student examined was exposed to passive smoking. The mean concentration of the main nicotine metabolites determined by ELISA in urine samples of smoking students was 1293.52±396.70 μg/g creatinine. The results of the TLC analysis in the group of smoking students were as follows: for cotinine - 523.10±68.10 μg/g creatinine and for trans-3'-hydroxycotinine - 653.81±62.30 μg/g creatinine. Conclusions: Medicine students, regardless of their area of study, are a highly-exposed part of the population to tobacco smoke, not only actively but also passively. Tobacco smoke exposure can be assessed by ELISA as a screening method as well as by more specific TLC technique with densitometry.

The aim of this study is to describe the conditions of citizens’ safety in relation to the elimination of economic availability of traditional cigarettes as harmful products. One of the tasks of the state is to ensure the “security of citizens”. Therefore, the most important aim of this text is to show the content relationship between “the elimination of traditional cigarettes” and the concept of “citizens’ safety”, as laid down in Art. 5 of the Constitution of the Republic of Poland. In the area of the program norms (program standards), special emphasis should be put on the category of “means to achieve” systemic aims. Thus, the excise duty imposed on certain tobacco products can be considered in this context as such a measure. It should be emphasized that objective circumstances, such as harmfulness of traditional cigarettes in the context of the state’s care for the safety of citizens, as well as the availability of less harmful alternatives to traditional cigarettes (such as “heat‐notburn tobacco product”), should affect the final shape of the law in this matter.

The essay introduces an approach called the semiotics of tobacco by analyzing one narrative poem. The analyzed poem is Fänrik Stål (1848) by Johan Ludvig Runeberg, the national poet of Finland. Fänrik Stål is traditionally considered nationalistic and patriotic. When analyzed in the context of semiotic of tobacco, the traditional way to interpret it is challenged. In the end, this case analysis of Finnish literature is used as an example of broader problems in representing tobacco in literature in order to establish the approach of the semiotics of tobacco.

This article presents selected results of a research project entitled Medicalization strategies of the World Health Organization1 in which the author analyzed and described three WHO policies characterized by a medicalizing approach. These three policies were compared with each other in terms of their conceptual (narrative) and institutional (practical) levels of medicalization and their effects. In order to better understand the role of a medicalized discourse in the global activities of the WHO, these three cases were also compared to one non-medicalizing policy. The aim of this article is twofold: firstly, to present two cases analyzed as part of the project, namely, the tobacco policy (a ‘medicalized’ one) and the ageing policy (a ‘non-medicalized’ one) and secondly, to consider the possible influence of WHO discourse on tobacco and ageing on public health policies in the European Union.

It was analytically examined how great amount of total iron can be absorbed during cigarette smoking. For this purpose, tobacco taken from cigarettes of selected brands (Marlboro, L&M, and Popular) was carefully analyzed before and after smoking. In addition, the cigarette filters were checked in terms of iron content. In all samples iron was determined by means of spectrophotometric method with sulfosalicylic acid. The method was realized with the aid of an original flow system allowing the analytical calibration to be performed with high reliability. As a result iron present in a sample in trace amount was able to be found with very good accuracy and with precision not exceeding 1.5% (in RSD). It was stated that typical amount of iron in a single cigarette is ranged between 0.3 and 0.4 mg. When smoking the risk should be taken into account that even 99% of this amount is transferred to human body without any chance to be limited by the cigarette filter.

Opis:
Tobacco (Nicotiana tabacum L.) is an important industrial crop. Among the diseases causing losses in tobacco cultivation, viral ones are of particular importance due to the very low effectiveness of chemical protection allowing only for vector control. The greatest threat to tobacco cultivation in Poland and in many countries of the world is posed by potato virus Y (PVY), tomato spotted wilt virus (TSWV) and, in recent years, the increasingly frequent tobacco mosaic virus (TMV). The genetic resources studies carried out in the genus Nicotiana have shown a wide variation in species resistance, assessed biologically, serologically and molecularly, depending on the virus used and, in the case of PVY, also on the specific isolate. The results of the assessment of resistance in Nicotiana accessions presented in this paper, gathered from literature data as well as from our own research, allow us to broaden and systematise our knowledge on the sources of resistance to viral diseases. This is the only such an extensive study in this field. It provides an excellent information base for the appropriate selection of accessions for use in resistance breeding.

Artykuł przedstawia dzieje i znaczenie zamku w Jagielnicy (a właściwie we wsi Nagórzanka k.
This paper presents the history and significance of Jagielnica Castle (more specifically, it is located in the village of Nagórzanka, near Jagielnica) mainly during the period when it served the Polish tobacco industry. The early days of the stronghold, which was built on a hill, date back to the 16th century. Throughout the centuries the fortunes of the castle changed. After restoration in the 18th century, it became the main residence of the Lanckoroński family. In 1817 the castle became a property of the Austrian government. A factory and a warehouse for tobacco and tobacco products were established there. During World War I the castle complex was destroyed. After war it was taken over by the Polish Tobacco Monopoly. After the old buildings were rebuilt and new ones were constructed, it became the seat of the Tobacco Cultivation Plant PTM in Jagielnica. After World War II the tobacco plant still operated, but it was in the Ukrainian Soviet Socialist Republic. In the early 21st century it was privatized. Today there are efforts to establish a tourist and leisure centre in the castle, taking into account the protection of cultural heritage.

Introduction. In today’s world, tobacco is the most common cause of morbidity and mortality and is associated with unhealthy behavior. Poland is among the countries with high rates of smoking, and occurrence of tobacco related diseases. Tobacco use by children and adolescents is a serious public health problem because of the immediate and long-lasting harmful effects on health. A large group of current smokers begin smoking during youth. The goal of the work was to culturally and linguistically adapt, and test and pre-evaluate a Polish version of the National Youth Tobacco Survey (NYTS), which identifies and monitors trends in tobacco use among young people. Materials and methods. The test was administered by a test-retest method in 2015 with participation of 47 (25 girls and 22 boys) people aged 17–18. Respondents filled out the questionnaire twice within two weeks. The compliance percentage of individual test items and correlations between individual items in repeated measurements were evaluated. Results. More than seventy percent have reliability ratios at very high or high levels with twenty five percent at moderate levels. Conclusion. The tested Polish version of the NYTS questionnaire may be used in adolescent studies.

Opis:
Background: The aim of this study is to compare the amount of exhaled carbon monoxide which can be an indicator of the phenomenon of tobacco smoking among youngsters in a group of students of Wroclaw’s universities. Materials and methods: The study was performed on 347 students living in dormitories of four Wroclaw universities: Wroclaw Medical University, University of Wroclaw, University of Physical Education and Technical University. Every tested student underwent a measurement of quantities of exhaled carbon monoxide by a Micro Medical Smoke Check device. Every participant took part in an anonymous survey, which was divided into three parts (for smokers/non-smokers/ex-smokers) and included exposure to tobacco smoke, length of time smoking etc. Results: No difference in the amount of exhaled CO between students of particular universities was observed. The Smoke Check measurements are higher in actively smoking students compared to nonsmokers. The results are higher in students declaring passive smoking compared with those not exposed to tobacco smoke at all. No difference in level of CO between genders and particular age groups was observed. Conclusions: Despite higher health awareness, students of the Medical University and University of Physical Education reach for cigarettes as often as the other tested students. Male students smoke as often as female students and CO result was not dependent on age.
Materiały i metody: Badanie przeprowadzono wśród 347 studentów zamieszkujących domy studenckie czterech wrocławskich uczelni: Uniwersytetu Medycznego, Uniwersytetu Wrocławskiego, Akademii Wychowania Fizycznego i Politechniki Wrocławskiej.

This study was undertaken to assess the pulmonary and respiratory problems of workers in a zarda factory. A total of 70 permanent zarda workers (50 manufacturing workers and 20 office ones) were studied in a factory in Baguihati, Kolkata, India. The study included (a) completion of a questionnaire (on pulmonary and respiratory problems), (b) measurement of physical parameters, (c) spirometry and (d) measurement of peak expiratory flow rate. At the same time, the worksite was analyzed with an OSHA-recommended ergonomics checklist. Many zarda manufacturing workers complained of respiratory symptoms. Continuous exposure to the tobacco processing environment reduced the workers lung volume and peak expiratory flow rates. Our study indicates that zarda manufacturing workers may have respiratory and pulmonary disorders related to exposure to tobacco dust in their work environment.

Opis:
Objectives At least 50% of smokers die prematurely. Those who smoke heavily are at an increased health risk. The purpose of the current report was to evaluate socio-demographic correlates of heavy smoking among employed men and women. Material and Methods Data derive from the representative, household study – the Global Adult Tobacco Survey conducted in Poland over the years 2008–2010. Results Of 14 000 households selected for the survey, 7840 sampled individuals completed the interviews. Among 1189 daily smokers, the rate of heavy smokers was 63.5% in males and 43% in employed females (p < 0.001). The study showed that age and age at the smoking onset were significantly associated with heavy smoking among both genders. Among males and females the heavy smoking rate was the highest in the subjects that started smoking at the age between 14–17 years compared to those who started smoking at the age ≥ 21 years (odds ratio (OR) = 3.3, 95% confidence interval (CI): 2–5.5, p < 0.001 and OR = 2.7, 95% CI: 1.4–5.3, p < 0.0001, respectively). The men with house rules that prohibited smoking with some exceptions were 2.4 times more likely to be heavy smokers in comparison with those having rules which completely prohibited it (p < 0.01). The men working in workplaces where smoking was prohibited in all indoor areas were at lower odds of heavy smoking relative to those working in areas where smoking was allowed everywhere (OR = 0.5, 95% CI: 0.3–0.9, p < 0.05). Among the men, there was also an association between job features and heavy smoking, which was not observed among the women. Conclusions These findings should be taken into account while developing tobacco control measures addressed to economically active population.

According to the author, the bill deserves further legislative consideration. Most of the provisions contained therein implement the provisions of the tobacco directive. Some of them impose on manufacturers, importers and distributors of e-cigarettes more far-reaching restrictions than those provided for in the Directive. She points out that the regulations that go beyond the scope of the Directive should be evaluated for compliance with the constitutional principles of freedom of economic activity. Moreover, it should also be considered whether the ban on the use of e-cigarettes in public places violates the constitutionally established right of individuals to make decisions about their own life. Doubts are also raised by the wording of Article 6 para. 1 of the proposed bill imposing a prohibition of making tobacco products, electronic cigarettes and refill containers available to people under the age of 18, whereas the existing prohibitions referred to “sale” of tobacco products.

This opinion deals with the relationship between the requirement for suspension of legislative work specified the notification procedure and the determination of the date of entry into force of a government bill amending the Act on the Protection of Health against the Consequences of the Use of Tobacco and Tobacco Products. According to the author, the provisions, which may unambiguously be considered as those implementing Directive 2014/40/EU, can be entered into force and effect on 20 May 2016, because they are exempted from the notification obligation under Directive 2015/1535. In contrast, the provisions of the bill, which implement the provisions of Directive 2014/40/EU, but at the same time leave regulatory discretion to the national legislature, as well as the provisions of the bill that go beyond the objective of implementation of this Directive, should not be adopted before 1 July 2016.

Towards the end of June of 1997 a massive outbreak of blue mold caused by Peronospora tabacina on the experiment plots of the Institute of Soil Science and Plant Cultivation gave an opportunity to observe and record the response to that disease of 192 different N. tabacum genotypes held at the institute’s tobacco germplasm collection. Both the date of the onset of the first symptoms and the intensity of the symptoms varied. Symptoms were from very severe (e. g. Virgin Mutant A, Burley White) to severe, moderate, mild and none. Less than 10% of the accessions scored for blue mold were symptom-free. They belonged to the flue-cured type (15 out of 71) and dark air-cured (5 out of 49). All the remaining entries including orientals and semi-orientals, burleys and cigar tobaccos were affected to some extent. Except the very susceptible Virgin A Mutant systemic symptoms were rare probably because the fungus attacked relatively late in the season when the majority of accessions had already grown out of the most vulnerable stage and were at either budding or flowering.

Opis:
The genus Nicotiana is one of the largest in the Solanaceae family and includes more than 80 species. The most well-known and widespread species of the genus Nicotiana is tobacco (Nicotiana tabacum), within which there are numerous cultivars. Tobacco is one of the most important industrial plants in Poland and worldwide. The great diversity within the genus makes it an excellent source of variation in a narrowing gene pool and can be used in breeding programmes. Studies of Nicotiana species also concern mechanisms of polyploidisation and evolution. There are also model species within the genus. However, in order to make full use of the collected germplasm resources, a detailed knowledge of the collection materials is necessary. While there are various reports in the international literature describing specific issues, the aim of this paper is to indicate the diversity of species in the genus Nicotiana as a whole on the basis of our own research and available studies. This review covers the characterisation of the genus Nicotiana in terms of origin and geographical distribution, as well as cytogenetic and molecular differences between species. An important aspect is the presentation of the morphological diversity of Nicotiana accessions and the variation in the most important tobacco alkaloids. A very important issue is the resistance of Nicotiana species to bacterial, fungal and viral diseases, which allows their use in resistance breeding.

Objectives Monitoring tobacco use is one of the most important tobacco control interventions recommended by the World Health Organization. This study aimed to assess the prevalence of cigarette smoking, e-cigarette use, and heated tobacco use in a nationwide sample of adults in Poland, as well as to identify factors associated with smoking, e-cigarette use, and heated tobacco use. Material and Methods This nationwide crosssectional survey was carried out in February 2–4, 2024 using the computer-assisted web interviewing method. The study questionnaire included 17 closed questions on smoking, e-cigarette use, and heated tobacco use. A sample of 1080 adults was selected using a non-probability quota sampling method. Results Data were collected from 1080 adults, age M±SD 48.4±15.5 years, 53% females. Past 30-day smoking was declared by 30.4% of adults in Poland, including 24.5% of daily smokers. Ever e-cigarette use was declared by 33% of respondents, and 20.6% had ever tried heated tobacco. Past 30-day e-cigarette use was declared by 15.2% of adults, wherein 5.9% were daily e-cigarette users. Past 30-day heated tobacco use was declared by 10.9% of respondents, wherein 4.9% were daily heated tobacco users. One-tenth of adults were dual users (cigarette and e-cigarette or heated tobacco), and 6.5% were past 30-day triple users. Age 40–59 years, having less than higher education, and bad economic status were significantly associated with daily smoking (p < 0.05). Age 18–39 years, having less than higher education, and active occupational status (employment/ self-employment) were associated with daily e-cigarette use (p < 0.05). Age 18–39 years and active occupational status were associated with daily heated tobacco use (p < 0.05). Conclusions This study provides comprehensive epidemiological data on the current prevalence of smoking, e-cigarette use, and heated tobacco use. The introduction of e-cigarettes and heated tobacco products evoked changes in social behaviors related to nicotine use.

Opis:
Conditions of achieving the maximal accumulation of sulfhydryl metabolites in the leaves of tobacco were explored. Simultaneous production of bacterial O-acetylserine (thiol)-lyase and serine acetyltransferase resulted in the increased thiols contents as compared to single transformants and controls. However, leaf discs feeding experiments differently affected thiols concentration in different plant groups and suggested that the most promising strategy to obtain plants with a high level of non-protein thiol-containing compounds might be sulfate feeding to plants overproducing serine acetyltransferase.Formation of cysteine from sulfide and O-acetyl-L-serine (OAS) is catalyzed by O-acetylserine (thiol)-lyase (OAS-TL) (EC 4.2.99.8) while OAS is synthesized by serine acetyltransferase (SAT) from acetyl-coenzyme A and serine. Molecular interactions between SAT and OAS-TL are involved in the regulation of the enzymatic activities of these proteins in bacteria (Mino et al., 2000) and in plants (Bogdanova & Hell, 1997; Droux et al., 1998). Experiments with Escherichia coli enzymes clearly indicated that OAS-TL activity was reduced to 30% in a complex (Mino et al., 2000). Similarly, a very dramatic decrease of the catalytic activity of OAS-TL bound in a complex has been reported for the plant enzymes (Droux et al., 1998). On the other hand, the bienzyme complex formation stabilizes bacterial SAT (Mino et al., 2000) and increases the apparent affinity for the substrates of plant SAT (Droux et al., 1998). The stability of the complex is negatively affected by OAS and positively by sulfide (Droux et al., 1998). Bacterial SAT is feedback regulated by cysteine, however, no relationship seems to exist between the complex formation and SAT sensitivity to this inhibition (Mino et al., 2000).Both enzymes, SAT and OAS-TL, are located in three compartments of the plant cell: the cytosol, chloroplasts and mitochondria. Different isoforms of these enzymes are in a different way regulated by sulfur nutrition (Nakamura et al., 1999; Takahashi et al., 1997; Warrilow & Hawkesford, 1998). The feedback regulation by L-cysteine of various isoforms of plant SAT has recently been studied (Inoue et al., 1999; Noji et al., 1998). According to the model proposed, the only role of the chloroplastic and mitochondrial isoforms (that are insensitive to the feedback inhibition) would be the production of OAS for cysteine biosynthesis. The cysteine-sensitive cystosolic isoform of SAT would, according to this model, have two roles: (i) OAS production for cysteine biosynthesis in the cystosol and (ii) control of OAS pool for regulatory purposes. The second postulated function is tightly connected with the fact that OAS acts as a positive regulator of genes whose expression is affected by sulfur status (Saito, 2000).Glutathione, the main low-molecular-mass thiol-containing compound in the plant cell, has multiple functions, including involvement in responses to various environmental stresses and maintenance of the redox homeostasis (Foyer & Rennenberg, 2000). Under non-stressing conditions the majority of glutathione is maintained in the reduced form (GSH) and its concentration is determined mainly by the rate of biosynthesis. GSH is produced from cysteine, glutamate and glycine in two steps catalyzed by γ-glutamylcysteinyl synthetase (γ-ECS) and glutathione synthetase (GS), respectively (Noctor et al., 1998). The biosynthesis and accumulation of GSH has been shown to depend on (i) the activity of γ-ECS, (ii) the availability of cysteine, and (iii) the light-dependent formation of glycine through the photorespiratory pathway (Foyer & Rennenberg, 2000).The main aim of this study was to identify the optimal conditions for the maximal accumulation of non-protein sulfhydryl metabolites in plant leaves. The transgenic tobacco plants with cytosolic production of bacterial enzymes of the cysteine biosynthesis pathway, SAT and OAS-TL, were obtained and analyzed for the transgenes expression. Additionally, leaf discs of either single or double transformants, as well as of control plants, were assayed for the thiol contents upon incubation in solutions of various compounds expected to have an influence on sulfur metabolism.

Opis:
For centuries humans have acted as if the environment was passive and as if the agency was related only to human beings. Both Indigenous and non-Indigenous writers, scholars, and artists express the need to narrate tales about the multitudes of the living earth, which can help perceive the Earth as vibrant and living. The following paper discusses Black/Cherokee Zainab Amadahy’s speculative fiction novel 2013 Resistance as an example of a story resisting the claim about human beings as the ultimate species. The paper initially scrutinizes the phenomena of “plant blindness” and then explores how Zainab Amadahy illustrates plant life in her book. Unlike in traditional literary depictions of botany, the writer presents tobacco as an active and responsive agent that influences the characters, which, consequently, opposes anthropocentrism. The article also addresses the cultural violence and disregard that has dominated the Western perception of animistic cultures and expresses the need to rethink the theory of animism. This paper draws from posthumanist writings by scholars including Donna Haraway, Bruno Latour, Jane Bennett, and Stacy Alaimo. It also refers to some of the most influential contributions to critical plant studies made by Indigenous thinkers such as Robin Wall Kimmerer’ s Braiding Sweetgrass (2013).

As well as being an extremely widespread addiction, tobacco smoking is a well-known cause of numerous deaths around the world. Most (80-90%) of lung cancer cases occur among smokers. The awareness of harmful effects of smoking is growing constantly. Manufacturers of tobacco products have recently opted to face this challenge by marketing heated tobacco products. Based on the performed research, tobacco companies maintain that these products are less harmful. They advertise their products as a  smokeless, unconventional, less harmful cigarette. Due to the short follow-up period, the studies on consequences of using heated tobacco products are still scarce. This article presents a review of the literature focused on the use of heated tobacco products as an alternative to traditional cigarettes.

Inoculation of tobacco cv. Xanthi nc or bean plants with the mixtures of benzothiadiazole (Bion) and tobacco mosaic tobamovirus (TMV) or alfalfa mosaic virus (AIMV), respectively did not show any inhibition of the number and size of the local lesions. Protective treatment of plants with Bion caused a significant decrease in disease incidence. In the case of tobacco cv. Xanthi nc and TMV or bean plants and AIMV that protective effect increased day by day and 6-7 days after treatment the production of local lesions was inhibited almost completely. Bean plants treated with Bion demonstrated resistance ranging between 60-90% also in nontreated parts. Bean and tomato plants pretreated with 0.01% Bion were effectively (in 60-70%) protected against systemic infection by tomato black ring nepovirus (TBRV).

Opis:
The purpose of the research is analysis of a model of influence of excise tax rate increase for tobacco products in Ukraine on financial indices of state funds, prevalence of tobacco smoking, and indices of society health. Due to the results of research, the author determined the opportunities of the excise tax for tobacco smoking prevalence regulation in Ukraine. The dynamics of changes of specific and ad valorem rates of the excise tax and the dynamics of its contribution to the revenues of the State Budget of Ukraine were analyzed. The author estimated the changes of tobacco smoking prevalence in Ukraine on the basis of an adapted imitation model under conditions of increase of excise tax rates to the level of rates of the European Union countries. The research shows the excise tax is an effective financial regulator of tobacco smoking prevalence in Ukraine and it influences a population health condition. Increase of the excise tax rates causes reduction of amounts of tobacco product consumption and decrease of the share of smoking adults. Gradual increase of the Ukrainian rates to the level of the EU before 2018 may allow pulling from 1.0 to 1.9 million of people through premature death. Aside from a positive social effect of health enhancement, increase of the share of excise tax within a structure of a retail price of tobacco products will positively influence the growth of tax incomings to the State Budget. Consequently, under the Ukrainian contemporary economic environment the excise tax is an effective financial regulator of tobacco smoking prevalence.

Opis:
Objectives: The aim of the study was to evaluate the prevalence and socio-demographic correlates of daily cigarette smoking among adults in Poland. Materials and Methods: A nationally representative household study was implemented between 2009 and 2010 to explore smoking pattern among the population aged 15 years and older. The smoking status and socio-demographic data were determined based on the Global Adult Tobacco Survey (GATS) questionnaire. Out of the 14 000 households selected for the survey, 7840 sampled persons completed the interviews, including 2162 respondents who declared daily smoking of cigarettes. Logistic regression models were applied to assess factors related to daily cigarette smoking. Results: Over 33% of men and 21% of women (p < 0.01) reported tobacco smoking on a daily basis. The significantly higher risk of smoking on a daily basis was observed among the male and female 20–59 years of age compared to the 60 or older population (p < 0.05). For men and women with the lower educational (primary/vocational/secondary) level, the risk of smoking was significantly higher than for the subjects with university degree (p < 0.05). The unemployed men smoked daily significantly more frequently than the employed ones (OR = 1.8; 95% CI: 1.4–2.4). This association was not observed among women (p > 0.05). The residents of urban areas smoked significantly more frequently than people living in rural settings (p < 0.05). Conclusions: Actions to tackle socio-economic inequalities in smoking need to be intensified. The antismoking efforts should be focused on the population of Poles at large and people with lower educational levels, unemployed men, and residents of large urban settings in particular. The tobacco control interventions should also address the population of women at reproductive age.

Opis:
Introduction and objectives. Inflammatory bowel disease (IBD) is long life disease that results from an interaction between a polygenetic predisposition and environmental factors, including smoking. The aim of this study was to evaluate beliefs about and awareness of smoking among adolescents with IBD compared to healthy controls. Materials and method. Patients with IBD, Crohn’s disease (CD) and ulcerative colitis (UC), and healthy controls were asked to complete a questionnaire on demographic data and smoking status. The questionnaire also included data on beliefs and awareness of smoking-related health effects, including effects on IBD. Results. A total of 139 IBD patients and 108 controls were enrolled in the study. Of the IBD patients, 17/139 (12.2%) were smokers compared to 18/108 (16.7%) of controls (p=0.3). Patients with IBD were nine times more likely to be everyday smokers than occasional smokers (OR=9.2, 95% CI: 1.9- 45.1, p=0.004). No difference was found between patients with CD and UC in their answers to the question of whether “smoking increases the risk for surgery in your type of IBD” (17/28 (60.7%) vs. 10/29 (34.5%), respectively (p=0.047). More patients with CD than UC were aware of the risks of smoking on their disease: extra-intestinal manifestations and disease exacerbation, OR=11.3 (95% CI: 4.1 – 30.9; p=0.000) and OR=19.3 (95% CI: 6.7 – 55.1; p=0.000), respectively. Conclusions. The data obtained demonstrated that adolescents with CD are much more aware of the role of smoking on CD than are their peers with UC; however, this awareness is still unsatisfactory. Therefore, there is an unmet need to implement better anti-smoking strategies for this group of patients.

Introduction and Aim. Breast milk is the first nourishment in the infancy period containing environmentally present chemical compounds. Literature data on the presence of heavy metals in mothers’ milk is insufficient. The study is to determine the influence of environmental factors on the content of heavy metals in breast milk. Material and Methods. This paper presents results of an investigation on the occurrence of heavy metals in breast milk. Absorption spectrometry technique using VARIAN Techtron Instrument type 5DA determined the content of Cu, Cd, Pb, Zn, Ni, Mn, Fe. The mothers were 16 to 40 years old and lived at least 5 years in the industrial region (Upper Silesia and Częstochowa, Cieszyn – Poland). Results. The co-occurrence of metals in the milk and the change of heavy metals concentration depends on the lactation time. Smoking and air pollution are important factors which influence the content of heavy metals in breast milk. Conclusions. Breast milk for infants is an important source of nourishment containing heavy metals.
Wstęp i cel. Materiał i metody.

Opis:
Tobacco consumption, as well as the consumption of any other psychoactive substances, lead to addictions, which is a serious problem that modern societies have to face. To reduce the negative consequences of nicotine consumption and to provide sustainable development, many governments, in both developed as well as developing countries, adopt policies to reduce tobacco production and consumption. For example, they implement various health programs to combat addiction, and they also provide appropriate financial and fiscal resolutions. Any actions taken at different decision-making levels are often bounded with economic and financial policies of a particular state, including fiscal policy. State interventionism concerning tobacco is most visible in developed countries such as the US, Canada, and European Union countries. Developing countries and Asian countries have also started to introduce regulations concerning tobacco consumption on a large scale in response to the negative effects of nicotinism. The main aim of the paper is to show consumption trends as well as the fiscal and price policies of tobacco products. The theoretical part is supplemented by data from reports and analyses presented by the World Health Organization (WHO).
Upowszechnienie się poglądów, iż uwarunkowania nieracjonalnych zachowań konsumentów podlegają działaniu praw ekonomicznych i można je odnosić do analiz dotyczących ograniczania konsumpcji i produkcji wyrobów tytoniowych. Rozważania teoretyczne zostaną uzupełnione wynikami badań prezentowanymi m.in. przez World Health Organization – WHO.
