The article is showing a concept of critical infrastructure systems’ safety states model. Model construction is basing on: popular technical systems’ safety states models, and notions specified in acts of law and other studies concerning crisis management. Paper is including some concept of proposed model usage possibilities ‐ methods and procedures for estimating unknown basic parameters of safety states transitions process: identifying the distributions of its conditional lifetime at safety states, estimating probabilities of its staying at safety states at the initial moment, probabilities of its transitions between safety states and parameters of the distribution for the description of its conditional lifetimes at safety states.

Obiekty budowane dla prowadzenia morskich operacji górniczych narażone są na liczne zagrożenia. Największe zagrożenie dla tych konstrukcji stanowi falowanie morskie. W czasie silnych sztormów pojawiają się od czasu do czasu fale o niezwykle dużej wysokości i ogromnej sile niszczącej, określane jako fale monstrualne. W artykule przedstawiono szereg przypadków pojawiania się takich bardzo rzadko występujących fal oraz opisano warunki dla ich powstawania a także ich podstawowe charakterystyki. Przy projektowaniu obiektów oceanotechnicznych posadowionych na dnie morza a także obiektów pływających związanych z operacjami górniczymi niezbędne jest uwzględnienie możliwości pojawienia się fali monstrualnej, której uderzenie obiekty te muszą przetrzymać.
Offshore structures designer for deep sea mining operations Or prone to many different hazards. The most import ant hazards are from the sea waves. During violent storm huge waves possessing extremely high devastating force appear from time to time. Such waves are called freak waves or rogue waves. The paper described several case of meeting such very rare waves by ships. It described also conditions that are necessary to their appearance and their basic characteristics. Because offshore structure must withstand devastating force of such a wave, the possibility of meeting it should be taken into account in the design process of those structures.

Officially, at the end of 2019, a correction of the Baltic Sea Location was published in the Sailing News, which at the same time informed about the change of the operator of the Polish GMDSS Responsibility Zone, excluding Witowo Radio so far and transferring the Polish Rescue Radio (SPL) service. Starting from 2020. PSL began operational service of GMDSS in Poland. This article is the first presentation of the experience from the implementation of this project “Construction of maritime communication system in danger, GMDSS-PL”. mainly focusing on the OpenEye_ GMDSS operating system. In addition to the technological layer of the project, the procedural and organizational part of the GMDSS service has been equally important. The maritime emergency response system can be compared to the operation of 112 on land. The operation and efficiency of this system directly translates into human health and life as well as the quality of the marine environment around us. The technical means provide a high quality and certainty of business continuity. Communication in danger is one of the basic and most important tasks of the Polish maritime service. At this point, all operators and GMDSS services in the Maritime Office in Gdynia and Szczecin deserve praise.

This paper presents an application of selected methods of optimal and game control theory to determine own ship safe trajectory when passing other ships encountered in good and in restricted visibility at sea. Five algorithms for determining safe trajectory of the own ship in a collision risk situation: non-cooperative positional game, non-cooperative matrix game, cooperative positional game, dynamic optimization, and kinematic optimization are compared. The analysis is illustrated with examples of computer simulations of the algorithms to determine safe and optimal own ship trajectories in the real navigational situations at sea.

Opis:
Simulators are useful in very wide field of current life. Very important is to know their advantages and disadvantages. One of the most important of navigational simulator using is deck officers training. Possibilities of using real collision situations for officers training can seriously improve knowledge about deck officers behavior in dangerous situations. Analysis of the possibility of using the NMS-90 simulator for ship's collision reconstruction was the aim of experiment. Some problems of recorded data accuracy and simulator possibilities influence on accident reconstruction process are described in this paper.
Symulatory są obecnie szeroko wykorzystywane w wielu dziedzinach życia. W związku z tym bardzo istotną kwestią jest znajomość zarówno ich wad, jak i zalet. Jedną z dziedzin, w których wykorzystuje się symulatory nawigacyjne, jest szkolenie oficerów pokładowych. Wykorzystanie w trakcie symulacji sytuacji nawigacyjnych, w których doszło do kolizji statków, powinno znacząco wpłynąć na poznanie sposobu zachowania się nawigatorów, jak i przebiegu procesu podejmowania przez nich decyzji w trudnych sytuacjach nawigacyjnych. Istotą przeprowadzonego w symulatorze eksperymentu było sprawdzenie możliwości wykorzystania symulatora NMS-90 do rekonstrukcji wypadków morskich. W artykule przedstawione zostały wybrane problemy związane z wpływem dokładności zarejestrowanych danych źródłowych oraz możliwości samego symulatora, związanych z dokładnością rekonstrukcji sytuacji kolizyjnych.

Gospodarka morska jest w szczególny sposób narażona na niebezpieczeństwo ze względu na środowisko swojej działalności. Zagrożenia te wynikają zarówno z działań umyślnych, jak i przypadkowych (warunki hydrometeorologiczne, mechaniczne itp.). Są to zagrożenia zależne i niezależne od człowieka np. środowiskowe, bezpieczeństwo zdrowia i życia ludzi, czy mienia. Pomimo podejmowania prób ograniczania ryzyka niebezpieczeństwa, niemożliwe jest jego całkowite wyeliminowanie. Pomocne mogą być wszelkiego rodzaju systemy bezpieczeństwa, alarmowe, ratunkowe, oraz działania legislacyjne i edukacyjne armatorów i załóg statków do działań obronnych. W artykule przedstawiono wybrane aspekty bezpieczeństwa transportu w basenie morza Bałtyckiego oraz podjęto próbę analizy stanu bezpieczeństwa na tym akwenie.
The maritime economy is particularly exposed to danger due to the environment of its operations. These risks result from deliberate actions, as well as incidental (hydrometeorological conditions, mechanical, etc.). These are the threat dependent and independent of human eg. environmental, safety health and life of humans or belongings. In spite of attempts to limit the risk of danger, it is impossible to completely eliminate it. May be helpful here all kinds of security systems, alarm, emergency, legislative and educational of ship owners and crews to the defense activities. The article presents some aspects of the state of transportation safety in the Baltic Sea Basin as well as undertaken the attempt to analyze the security state of this sea area.

The Strait of Istanbul, 17 nautical miles long, is one of the main routes of international maritime trade. Connecting the Black Sea countries with other countries of the world, the Strait is the second busiest waterway in the world in terms of international ship traffic. In addition to busy sea traffic, limited geographical conditions also make it difficult to navigational safety. The Strait of Istanbul is the only chokepoint that stands out with the risk of maritime accidents on the primary routes of world maritime trade. This situation poses a risk for both the transiting ships and the city of Istanbul, which has a dense population around it. Some of the accidents that took place in the recent history have caused worldwide concern due to the environmental pollution they cause. Considering the advantages provided by the developing shipbuilding technology and today load capacity of the ships, a disaster that will occur in a possible accident today will cause much greater destruction than in the past. In this direction, it has become a necessity to examine the accident profile in the strait in order to develop effective accident prevention measures and to strengthen the level of navigational safety in the region. In this study, maritime accidents that occurred in the Strait of Istanbul over a 16-year period were discussed in terms of their types and the response time of tugboats to a possible accident was examined.

This paper presents the key assumptions and preliminary research on an integrated system called ESABALT, for enhancing maritime safety, which incorporates the latest technological advances in positioning, e-Navigation, Earth observation systems and multi-channel cooperative communications. The most novel part of the ESABALT concept, however, is a focus on user-driven crowdsourcing techniques for information gathering and integration. The system will consist of a situational awareness solution for real-time maritime traffic monitoring via utilizing various positioning technologies; an observation system of the marine environment relevant to transportation and accidents including assessing the sea ice, oil spread, waves, wind etc.; and a methodology for context-aware maritime communication with cooperative, multi-channel capabilities. The paper presents the intelligent, novel, user-driven solution and associated services developed in ESABALT for enhancing the maritime safety in the whole Baltic area.

This paper presents the research results of identifying and analyzing key requirements for the ESABALT system based on pre-defined user profile groups. These requirements have been identified through multiple sources, which include an electronic survey of potential users of the system, interviews with specialists in navigation, law and computer science, analysis of state-of-the-art in maritime safety procedures, and study of past R&D projects in this field. Finally, these requirements are classified into user level, domain level and system level requirements for easy interpretation while designing the system architecture and its function-al specifications. The presented system specification is discussed.

The use of the Automatic Identification System (AIS) devices for ensuring the safety of navigation and the errors occurring when using AIS equipment have been the focus of a number of research studies. The users of AIS equipment installed onboard sea-going vessels are required to familiar with the proper use of the devices and potential errors that may occur. A significant problem revealed in this study is the lack of understanding of potential error sources and the necessity to eliminate such errors prior to transmission of the AIS data message reading of the errors and failure to update the data processed by the AIS system. This results in a hypothesis on the insufficient training of seafarers and their familiarisation with the AIS devices and errors. This research is aimed at increasing the safety of navigation in the Adriatic Sea, as well as other seas, i.e. better accident prevention and protection of human life and material property at sea. The results produced by the research are used as an input for creating a model for enhancing the safety of navigation when using the AIS, through additional training of the seafarers.

The growing demand for transportation has brought even larger quantities of traffic in spatially limited port areas. Considering a diverse traffic mix, infrastructural overcapacity and busy schedule, port communities have started to face possible degradation of safety and environmental standards. To mitigate these problems, a number of different monitoring solutions of marine environment were deployed. Since conventional environmental and traffic data gathering by physical monitoring and sampling was logistically complicated and inefficient in time and resources, different approaches had to be considered. With the rise of accessible Internet of Things (IoT) technology some ports already installed smart monitoring devices such as smart buoys. The goal of this paper is to examine the concept and benefits of an automated smart buoy as a cost effective, easy to install device capable of real-time remote information sharing. Furthermore, the design and operational processes of existing automated smart buoy will be presented, along with solutions for tackling navigational safety and environmental problems.

Strong expansion of cruise ships traffic and cruising destinations in the Adriatic makes the region ideal for cruise ships routing analysis. The aim of this paper is to detect real cruise ships traffic movement in order to understand how present cruise ships routes are navigationally and environmentally sustainable and safe. Cruise ships characteristic operational demand and navigational routine in relation with regions indented coast line with high level of environmentally preserved areas in landscape of high national value, emphasise importance of real cruise ships routing awareness. The research is based on one year cruise ships traffic monitoring and routes analysis in the Central Adriatic East coast. The results offer detail insight of cruise ships navigational routines in navigationally less defined area that has not been frequent cruising region before. Cruise ships routes comparison is carried out between North Adriatic region, which is well defined with traffic separation schemes and navigational aids and less defined Central and South Adriatic regions. The results show that principle of cruise ships routing differ from standard maritime practice and that operational demand for attractive cruising and passenger experience bring cruise ships close to shores in various demanding navigational situations. That routing practice does not meet criteria of sustainability as it often present high navigational, safety and environmental risk.

As a result, such regulatory mechanism, which is getting throughout international, strongly affects the real sphere of maritime transport as well as its productivity and efficiency. Maritime transport operators have to apply to many new standards and rules set by international public regulators aimed mainly at improving and enhancing safety and security at sea. It is sometimes very painful process in terms of costs and time but inevitable to survive in the highly competitive environment. The author analyses the nowadays existing regulatory mechanism in maritime transport and tries to evaluate it in terms of its impact on effectiveness of maritime transport processes.

This paper explores concerns regarding the design, implementation, and management of alarms in DP vessels that, while in operation, need an incredibly high level of accuracy along with high reliability and safe operations. The Human, Technological, and Organizational factors (HTO) method is primarily used as analysis tool to find weaknesses in alarm handling during DP operations. The research focuses on results collected from Dynamic Positioning Operators (DPO) and instructors. Findings from the survey are presented and compared to the results from past accidents and technical requirements from Petroleum Safety Agency Norway via YA 711. Three accidents from past are referred to picturize the findings from the survey results. Furthermore, the conclusion is given with recommendations reflecting the findings from the survey. The main findings are an urgency to establish a centralized marine accident investigation system which enforces learning and recommendation to make operations safer. In addition, the survey also suggests that prohibition of clients or limiting their access to the bridge is necessary. Manufacturers could focus on research and development of alarm prioritization, on structuring and presentation, and profiting by taking feedback from end-users to make DP operations safer.

In the paper the study of radio communication system design process for systems based on OFDM transmission is considered. The signal propagation model for 1.4 GHz frequency band is discussed, and the study of signal propagation characteristics, important from the point of view of OFDM system design, is presented. The methodology of OFDM interface design is proposed and some characteristics of the OFDM-based radio communication system are analysed.

Over the years, many publications have been published on planning ship’s passage through the NSR and input and output data modeling. Results were not considered in terms of errors of modeled output data. Basic research for the years 2008 - 2020 was carried out in the study on opening and closing dates of ice-free transit corridor on the NSR and probable number of tariff zones where paid assistance of icebreakers would be required. Mathematical relationships of average values and probable errors of navigational, ecological and economic ship voyage performance were developed. For this purpose, partial derivatives of functions were used. The outcomes of the study have shown that changes of total average cost of vessel’s transit voyage depends mostly on number of tariff zones where assistance of icebreakers is required. But navigation with icebreakers assistance ensures smaller standard deviation of total voyage time and thus more precise scheduling of ship's voyage timetable through the NSR. The higher probability of meeting requirements set by decision-maker when planning a long-term voyage of ship, the shorter time window for meeting these requirements. Outside the favorable time window, the navigational, ecological and economic results of voyage deteriorate very quickly.

The paper investigates the impact of a precise ship domain shape on the size of collision avoidance manoeuvres. The considered collision avoidance manoeuvres include both course and speed alterations. Various ship domains are compared with their polygonal approximations, which vary in the number of points of a domain contour and placement of these points. The best of all considered approximations is determined in the course of simulation experiments performed for head-on, crossing and overtaking situations. The chosen number and placement of contour points combine precision of domain approximation with reasonable computational time.

In this paper, we introduce a new risk evaluation model for evaluating the navigation safety zone for an entire ship route. This model considers a new algorithm to determine the navigational safety zone in real-time, and also takes the navigation officers’ perception while navigating a ship into consideration. The risk quantification has been developed using a questionnaire and incorporated into the new model. A simulation was carried out for the Osaka bay area in order to verify the usefulness of the proposed model. A new approach was employed to monitor the level of navigation safety along a ship route. The entire ship route is divided into small sections as a gridded matrix. The level of navigation safety can be quantified by means of a safety index on the basis of the ship’s navigation data within a specified distance range. The results show that the comparison between risks identified for different sections across the entire ship route is easy, which helps determine the navigational safety zone quickly. This model is expected to be able to serve as a new tool for managing safety throughout an entire ship route area in real-time in order to support the port safety authority or vessel traffic service center.

The study is research and development by utilizing the ex post facto approach. The research area is at the KM. Gunung Dempo. The research information was collected using a questionnaire method and then analyzed using evaluative analysis techniques via descriptive-quantitative analysis. This study is evaluative research with N-Gain. The data were collected through questionnaires and interviews. Valid data in the validity test results can be used for research. Two items of data were found to be invalid during the validity test. Result of N-Gain was 0.766 which was in high category, meaning that implementation of system model changed into suitable and powerful to enhance understanding. Result of t-test showed that t for statistical test was 93.398 with significance level = 0.000 (p<0.05), meaning that the model was effective. Drill Program implemented is in a good category. Correlation coefficient of pre-test and post-test was 0.878. Result of N-Gain was 0.766 which was in high category, meaning that implementation of Training application system version turned into top and powerful to enhance learning. Result of t-test showed that t for statistical test was 93.398 with significance level = 0.000 (p<0.05), meaning that the model was effective.

The paper describes new directions in which the safety of navigation in Pomeranian Bay (Poland) became into a new era since the LNG Terminal in port of Świnoujście begun to attend to a large gas tankers at around 320 meters length, 50 meters breadth, and draught of 12.5 meters. For the safety of naviga-tion in Pomeranian Bay, the Maritime Administration has modified the traffic regulations, directing the ship's traffic to the zones outside the main approaching channel. For some of the ships navigating in to Świnoujście the new regulations mean the necessity of passing the shallow waters, with all consequences of that. The most important effect, being predominating in shallow waters, it is the squat effect. This effect is causing the ship's speed reduction and the increase of fuel consumption. It is very difficult to select the influence of the squat effect from others, like weather conditions, waves high and direction, and sea keeping qualities for ships of different type. This paper is giving the contribution to deep analysis of the above, and is presenting the test results done for passenger/cargo Ferries, travelling as per regular service to the port of Świnoujście: M/F "Gryf" and M/F "Wolin".

Poor lookouts, i.e. one of errors in situation awareness, are pointed out as the major cause of collisions of ships, through investigations of collision accidents. In order to evaluate safety measures for preventing collisions caused by poor lookouts, it is necessary to understand background factors, so called “contexts”, of errors in situation awareness regardless of occurrence of collisions. The purpose of this study is to point out the possible significant contexts, using a navigator’s situation awareness model. As a result, we point out that one of the possible significant contexts is a problem on judgment of priority levels of other ships with regard to attention.

The article presents differences between tidal datum of predictions taken from six official data sources (British, American and Caribbean comprising both paper and electronic form) for three pairs of ports located on the Atlantic coast of North, Central and South America. Two day of predictions represent spring and neap tide. It can be treated as a continuation, a deeper stage of works focused on tidal comparisons. The most essential trial of tidal datum unification for particular ports gives the more adequate base for comparison of Height Deviations from reference values (for particular ports: local or mean) and shows wide variety of the results.

The paper deals with most recently damages caused ship accidents and their number in the World Ocean. A lot of them are a result of bad technical condition or human mistake. The first reason is due to ship age, non- qualitative maintenance and non- qualitative repair of ship hull thought its life cycle, while the second reason is mainly of labour safety neglect. Analyzed period covers 27 years, from 1994 up to 2021. The analyze is done for two ships group- merchant and special ships. The paper described damages on ship hull and its structural members caused ship accidents and environmental pollution in relation with age of ships. The number and degree of marine causalities are analyzed. Moreover, statistical analysis presents the often causalities and areas in the World Ocean by ship and damage types. Finally, probabilistic density distributions of damages were shown by Fisher distribution curve. The damages on Fisher distribution curve are presented independent one another.

Offshore wind farms can improve safety at sea because they are clearly visible landmarks at sea. Although they limit the sea area available to sailors and ships, they will increase the scope of observation of the sea traffic from land, constitute additional landmarks and, thanks to the installation of additional devices in their waters, expand the area of communication between ships and land services, and increase the scope of information on sea traffic available to the services. They also practically do not limit the possibility of observation through the farm's reservoir.

The high rates of casualties in bulk carrier shipping have attracted a worldwide concern for safety and regulatory control from numerous governmental and private agencies. Between 2011 and 2020, a total number of 34 bulk carriers’ ships has been identify as total loos, resulting to the death of 128 seafarers. In this study, the statistically analysis of bulk carrier accident occurring from 2011 to 2020, in terms of their frequency, types of accident, locations of incidents and the factors that influence their occurrence has been reviewed. This study will contribute to decision-making and guidance on rational safety resource allocation that will help reduce the high casualty rates in bulk carrier.

Reviving is noticeable in the field of oil and gas production located under the seabed. The off-shore projects are being implemented. Due to this, the risk of accidents at each stage of production should be considered continually. The offshore market, both oil and gas as well as renewable energy, is estimated to increase steadily in the coming years. Therefore, the operations on the production oil field must be suitably protected at every stage of performing work. The paper describes how important Job Safety Analyses are for proper operations. The main aim of the article is to indicate steps and the best way of performing JSA on board of the offshore installation to reduce the risk of emergency. The selected disasters and major accidents indicate that the conducted activity is exposed to the risk of hazards to the natural environment and to people at every stage of the reservoir exploitation. The authors use the analysis of available international reports, the experience gained while working on different types of the offshore vessels and installations as well as in the Polish offshore company.

Safety, along with the issue of security, is the most substantial and critical issue to any society and nation of the mankind. The fact that human elements contribute dominantly, in particular, to the transportation – marine, air and road traffic – accidents requires not only the technical approaches, but also cultural configuration inherent to the accidents. This paper tries to incorporate Hofstede’s dimensions of national culture to identify possible interaction with accidents. It will be of help to figure out the need to consider the aspect of national culture to be efficient in dealing with policies for safer communities and nations.

Low maneuverability of ships together with growing intensity of marine traffic result in new challenges related to navigation safety. This paper reports a research aimed at design of methodology of operation of recommender systems for navigation safety. First, a specification of requirements to systems of the considered class has been carried out. Based on these, the major principles of functioning of such systems have been defined. The principles were a basis for development of the mentioned above methodology, which is based on the usage of context patterns and characterized by the presence of feedback to update the system’s knowledge base.

W artykule omówiono problem poważnych skutków wynikających z kolizji statków. Dzięki nowoczesnym technikom kontroli ruchu statków, obszarów rozgraniczenia ruchu, stosowaniu systemów antykolizyjnych itp. udaje się utrzymywać liczbę wypadków morskich na podobnym poziomie w poszczególnych latach mimo wzrastającego natężenia ruchu statków. W artykule skupiono się na wybranych kolizjach statków między sobą oraz kolizjach statków z infrastrukturą brzegową lub portową wskazując na poważne skutki tych zdarzeń dla statków, infrastruktury i środowiska naturalnego. Postawiono pytanie, na które trudno znaleźć jednoznaczną odpowiedź, czy można było uniknąć przedstawionego zdarzenia. Próbuje się znaleźć metody, które zmniejszyłyby ryzyko takich zdarzeń. Jedną z nich jest zobrazowanie na mapie elektronicznej położenia statku (nie tylko jego punktu ciężkości, ale także rozmiarów, kształtu kadłuba i jego zorientowania) i innych obiektów znajdujących się w pobliżu wraz z dynamiką ruchu obiektów. Pozwala to analizę i predykcję, jaka może być sytuacja położenia statku w najbliższej przyszłości. Dzięki temu mamy pewne szanse na podjęcie działań, które pozwolą na uniknięcie niebezpiecznych sytuacji lub zmniejszenie skutków kolizji.
Paper discussed the problem of ships’ collisions and consequences. Due to implementation the vessel traffic control systems (VTS), area of traffic separation, anti-collision systems etc. the number of marine accidents is stable in situation of increased vessel traffic. It was discussed the impact of chosen ships’ collisions on shore and port infrastructure and their environment. It was given the question with no explicit answer, was it possible to avoid such accident. It was tried to find out the methods to minimize the risk of collision. The vessel position displays on electronic chart (not only the centre of gravity but the shape of hull and its orientation) and other objects situated nearby and dynamics of objects’ motion. It allows for prediction where the vessel will be situated in the future. We have some chances to avoid dangerous situations or to minimize the impact of vessels’ collisions.

This article tries to show the relationship between one important set of deficiencies included in the Paris Memorandum of Understanding on Port State Control procedures, propulsion and auxiliary machinery, the importance of this set of deficiencies for the PSC inspection and also its importance for the Maritime Safety. The maintenance of the propulsion and auxiliary machinery systems has become less important that it deserves, that means while the ship sails everything is supposed to be properly maintained, this is the most extended policy in the Companies and accepted and supported by the Owners. This article studies the deficiencies included in the category propulsion and auxiliary machinery detected by the Port State Control Officers (PSCO) of the Paris MOU area, and tries to demonstrate how important they are in these inspections. At the same time can be seen the professional profile of the PSCO’s as well as the assessment made by them of those areas included in this set of deficiencies.

The inflatable liferaft layout applied to passenger ships for the effectiveness of the evacuation process must be based on IMO MSC.1/Circ. 1533 regulations with the maximum evacuation duration is n ≤ 60 minutes. Based on the data from KNKT, in 2021, sea transportation became the biggest contributor to accidents with 342 people dying and missing. Liferaft is one of the main safety tool used during an emergency to save the people and leave the ship. This study used Thunderhead Pathfinder software which was Agent Based Evacuation Simulation combined with 3-D simulation results. The modeling was conducted with two types of layout liferaft and two scenarios of dangerous conditions, the first was a fire in the engine room and the second is the ship experiencing a 20° of heel. The results of this study indicate that there was a difference in the total evacuation duration between the existing layout and the layout that has been changed according to the writer's suggestion. In fire conditions there is a difference of 1 minute 18 seconds in case 1, 1 minute 16 seconds in case 2, 1 minute 38 seconds in case 3, and 22 seconds in case 4. In the heel condition there is a difference of 1 minute 19 seconds in case 1 and 1 minute 25 seconds in case 2. The results of the evacuation simulation modeling with the liferaft layout on the navigation deck that have been modified according to the writer’s suggestion in all cases are getting a value of n ≤ 60 minutes and also have complied with the IMO MSC.1/Circ. 1533 regulations.

Marine abandonment immersion suits are a vital piece of safety equipment intended to protect individuals from exposure to harsh environmental elements. The operational effectiveness of a well maintained and fitted suit depends on the ability of a user to correctly don a suit system. Thirty-two participants performed immersion suit donning trials in six experimental conditions. Dynamic, pre-abandonment marine emergency scenarios were simulated using a six degrees of freedom motion platform and varying environmental lighting levels. This article details user-suit interaction challenges encountered throughout immersion suit donning tasks and examines their connection to safety and survival in marine emergencies. Analysis of user-suit functionality during the donning process is critical for identifying current deficiencies in order to develop future design solutions, training methodologies and ultimately improve users’ practical competencies.

Safety of crew, passengers, cargo and vessel is the most important aspect in terms of navigation. Boat Captain’s is responsible for the safety of vessel of less than 35GRT. The primary reason while MARINA conducting the MBSTC Training with Typhoon Awareness together with the ISCOF to be sure that they are enough knowledge in terms of safety at sea. Life is a very important to all of us that’s why the boat Captain must be aware about the safety of his crew, passengers, cargo and vessel. When disaster and emergency happen onboard you must know what to do. Based on this premise, the objective of this study is to train the Boat Captain and Motormen in Medical First Aid, Advanced Fire Fighting, Personal Survival Techniques and Collision Regulations. The study employed qualitative research using purposive sampling to gather the opinions and ideas of the respondents.

Opis:
Ship manoeuvrability is a wide term which consist of number of various parameters. Knowing the influence of these parameters on ship manoeuvrability is a first condition to ensure and maintain safe navigation. However, many of these parameters are external forces and, in some cases, cannot be calculated and prediction may be complicated. Analysing the influence of external forces can give as an insight into ship manoeuvrability when such external force occurs. The main purpose of this paper is to analyse the influence of wind on ship manoeuvrability. The best way to make such analysis is during turning circle because in this case wind acts in all 360°. Analysis is made using empirical equations and in situ with the real vessel. The results provide the better understanding of vessel trajectory and show that in some cases vessel may respond in unexpected manner.

Climate change provides for improved conditions for maritime navigation and results in increased activity in the Arctic. Those increased activities influence the safety at sea and risk of accidents. A disaster as the Costa Concordia incident would have far more serious consequences in Greenlandic waters than it had in Italy, therefore the question of prevention and disaster-preparedness is crucial. One approach to avoid risks is to create specific legislation. The legal system guiding safe navigation of cruise ships in/around Greenlandic waters is complex: the legal regime for navigation is set in different general and specific international, regional and national legal acts, partly non-binding, therefore issues of effectiveness arise. Safety is also influenced by practical issues, e.g. the lack of sufficient nautical charts for Greenlandic waters and “preparedness” at land to handle potential disasters, such as the SAR-system and preparedness of different actors, for example hospitals.

Safety and efficiency of fishing fleet activity depend largely on the quality of management decisions. Cause-and-effect relationships of accidents involving fishing vessels were identified by means of an analysis of emergencies and fishing incidents. The suggested method of risks calculation is based on the use of statistical methods, fuzzy sets/expert estimations method and the probability theory. The following most common tasks are presented and solved: - there is an impact of two or more independent negative factors/events on the vessel such as failure of a sonar, a vessel operator error, another vessel operator error. - a transport vessel carries out loading and unloading of fishing vessels under different environmental conditions. The value of the risk of an emergency incident is determined. - the fishing vessel navigation performs under various meteorological conditions. A priori probability of incident-free operation is calculated according to expert estimations.

A complex of ice cover characteristics and the season of the year were considered in relation to vessel route planning in ice-covered areas on the NSR. The criteria for navigation in ice - both year-round and seasonal were analyzed. The analysis of the experts knowledge, dissipated in the literature, allowed to identify some rules of route planning in ice-covered areas. The most important processes from the navigation point of view are the development and disintegration of ice, the formation and disintegration of fast ice and behavior of the ice massifs and polynyas. The optimal route is selected on basis of available analysis and forecast maps of ice conditions and ice class, draught and seaworthiness of the vessel. The boundary of the ice indicates areas accessible to vessels without ice class. Areas with a concentration of ice from 0 to 6/10 are used for navigation of vessels of different ice classes. Areas of concentration of ice from 7/10 up are eligible for navigation for icebreakers and vessels with a high ice class with the assistance of icebreakers. These rules were collected in the decision tree. Following such developed decision-making model the master of the vessel may take decision independently by accepting grading criteria of priorities resulting from his knowledge, experience and the circumstances of navigation. Formalized form of decision making model reduces risk of the "human factor" in the decision and thereby help improve the safety of maritime transport.

SAFEMODE is an EU-funded project under the Horizon 2020 programme. The project brings together experience from the whole safety value chain including manufacturers, service providers, regulators, academia, and small-medium enterprises. This paper focuses on two core aspects the project is addressing: 1) the systematic collection, analysis, and categorization of Human Factors (HF) data from maritime and aviation safety events, and 2) the development of a Just Culture framework for maritime to encourage reporting of safety events and learning from them, and at which respondents feel they are treated in a fair and just manner when reporting. Learning from safety events is only possible if root causes of accidents and incidents are properly and systematically identified, analysed, and categorized, and reporters know that reporting is a “safe” and beneficial practice. The implementation of these two outcomes as part of the institutionalization strategy of the project includes recommendations to industry guidance and practice and proposals to the International Maritime Organization (IMO).

W artykule omówiony został problem zdarzeń wypadkowych na morzu. Mimo znaczących postępów w technologii budowy i wyposażania statków, wraz ze wzrostem ilości ładunków i pasażerów przewożonych drogą morską, rośnie liczba wypadków, w tym związanych ze śmiercią członków załóg i pasażerów. Na podstawie opracowań instytucji międzynarodowych zajmujących się bezpieczeństwem transportu morskiego, autor wskazał własne spostrzeżenia oraz uwagi. Pod względem zagrożenia wypadkowego, transport morski sytuuje się jako jeden z bardziej niebezpiecznych dla ludzi, statków, ładunku i środowiska. Oznacza to, że należy poszukiwać sposobów poprawy sytuacji, a obecne sposoby uznać za niewystarczające. Wskazano główne przyczyny zdarzeń wypadkowych na morzu oraz sugestie sposobów poprawy bezpieczeństwa w transporcie morskim.
Paper discussed the problem of accidents at sea. Despite the meaningful development in shipbuilding technology and ship equipment, together with the cargo and passenger transport growth by sea, the number of marine accidents are still increasing with accompanying them the lives lost of crew and passengers. On the basis of international institutions’ reports being concerned with the marine transport safety the author indicates own observations and remarks. In respect of accident menace the transport by sea seems as one of more dangerous means for people, ships and environment. It means it ought to find out the ways of bettering the situation and present methods to recognize as unsatisfactory. It was indicated the main reasons of accidents at sea and suggestions of improving the safety in marine transport.

This article provides insights into proactive safety management and mitigation. An analysis of accident reports reveals categories of supervening causes of accidents which can be directly linked to the concept of generic competencies (information management, communication and coordination, problem solving, and effect control). These findings strongly suggest adding the human element as another safety-constituting pillar to the concept of ship safety next to technology and regulation. We argue that the human element has unique abilities in dealing with critical and highly dynamic situations which can contribute to the system’s recovery from non-routine or critical situations. By educating seafarers in generic competencies we claim to enable the people onboard to successfully deal with critical situations.

For oil and gas transportation in some places used SPM (Single mooring point) system, this is located in the open sea and very often not so far away from the shore. Differences between the wind loads, waves and current forces can take a place. More complicate conditions can be in case if FSU is still in ballast and more influence has wind and waves as current and in the same time tanker in loaded position is more influenced by the current. Navigational safety ensure in SPM regions requests deep theoretical studies and very clear understanding of forces and moments, which influence on all the system (SPM, FSU, Tanker, tugs), practical implementation of proper equipment and use of correct methods of navigational safety. In this article there is made analysis of possible failures and necessary actions to ensure navigational safety in SPM regions.

Obserwacja małych jednostek na morzu jest utrudniona. Radar statkowy jest wrażliwy na zakłócenia spowodowane warunkami pogodowymi i wówczas prawdopodobieństwo wykrycia jachtu jest małe. System Automatycznej Identyfikacji pozwala obserwować na wskaźnikach nawigacyjnych jachty w każdych warunkach pogodowych, ale on również ma ograniczenia. Przedstawiono je również w opracowaniu.
Observation of the small boats in the sea is difficult. Ship radar is sensitive to disturbances caused by weather conditions and then yacht detection probability is low. Automatic Identification System enables yacht observation on navigation display during all weather conditions but it also has its limitations described in this paper.

The paper introduces methods of dynamic games for automation of ship control in the collision situation, the game control processes in marine navigation and the fundamental mathematical model of the game ship control. First, state equations, control and state constraints and then control goal function in the form of payments : the integral payment and the final one, have been defined. Multi-stage positional , and multi-step matrix, non-cooperative and cooperative, game and optimum control algorithms for a collision situation, have been presented. The considerations have been illustrated with an exemplary computer simulation of algorithms to determine a safe own ship’s trajectory in the process of passing the ships encountered in Kattegat Strait.

W artykule przedstawiono próbę stworzenia matematycznego modelu systemu obiegu informacji nautycznej w oparciu o teorię niezawodności. Zdefiniowano pojęcia dostępności, niezawodności, ciągłości oraz wiarygodności w odniesieniu do systemu obiegu informacji nautycznej. Ocena parametryczna systemu wykorzystana została do porównania i oceny dwóch modeli — istniejącego i postulowanego.
The article presents an attempt to develop a mathematical model of a system of nautical information circulation based on the theory of reliability. Definitions of availability, reliability, continuity as well as credibility are defined with reference to the system of nautical information circulation. The parametric assessment of the system is used to compare and the assess two models — existing and proposed.

Navigational charts are a basic source of information for seafarers. But how accurate and reliable are they? How much trust and confidence can be put in them? Unfortunately, the answer is not so simple; it is far more complicated than merely saying that one chart is accurate and reliable while another is not. However, any seafarer navigating in unfamiliar waters should have the necessary skills. It is a great challenge – some may say an impossibility – to keep the thousands of navigational charts up to date. But exactly how out of date, how inaccurate, are the chart data? Chart users will have a better idea now that the Hydrographic Office is gradually implementing a new chart feature called the Zone of Confidence (ZOC) box which replaces the Source Diagram that is currently in use on large-scale charts. Source Diagrams, and now the improved ZOCs, assist seafarers in assessing hydrographic survey data and the associated levels of risk of navigating in a particular area. According to the new edition of the International Hydrographic Organization (IHO) specifications, S-4 navigational charts will provide more information on ZOCs. The current paper discusses these new regulations.

The paper introduces application of selected methods of a game theory for automation of the processes of moving marine objects, the game control processes in marine navigation and the base mathematical model of game ship control. State equations, control and state constraints have been defined first and then control goal function in the form of payments – the integral payment and the final one. Multi-stage positional and multi-step matrix, non-cooperative and cooperative, game and optimal control algorithms in a collision situation has been presented. The considerations have been illustrated as an examples of a computer simulations mspg.12 and msmg.12 algorithms to determine a safe own ship’s trajectory in the process of passing ships encountered in Kattegat Strait.

This research is focused upon the evaluation of safe berth clause pursuant to US law, in conjunction with UK law, based on the recent US Supreme Court ruling over “ATHOS I”, which was fixed pursuant to an ASBATANKVOY charterparty to carry a cargo of heavy crude oil from Venezuela to Paulsboro, New Jersey. The dispute arose during the final stretch of the voyage, as the vessel entered the Delaware River, an uncharted abandoned ship anchor ruptured the vessel’s hull causing 264,000 gallons of oil to spill. The Oil Pollution Act 1990 required the Owners to fund the clean-up costs in the first instance (limited to US$45 million) and the US Federal Government’s Oil Spill Liability Trust Fund reimbursed Owners for an additional US$88 million in clean-up costs. Owners and the US Federal Government filed suit against voyage charterers for breach of the ASBATANKVOY charterparty safe berth clause. The case went through two trials, and before the Court of Appeals for the Third Circuit twice, before the Supreme Court were asked to determine ultimate liability. The question before the Court was whether the safe berth clause was a warranty of safety, which meant that liability for an unsafe berth would be imposed on voyage charterers irrespective of whether they exercised due diligence. The answer to that question was yes; the language of the safe berth clause in this case was unambiguous and unqualified. The obligation on the voyage charterers was to designate a berth that was free from harm or risk such that the vessel come and go from always safely afloat. The Court went on to comment that “charterers remain free to contract around unqualified language that would otherwise establish a warranty of safety, by expressly limiting the extent of their obligations or liability. In the absence of any such qualifying language however the Supreme Court has made it clear that a charterer is liable to the owner for any consequences arising out of the ship being ordered to an unsafe berth, an obligation unfettered by any issues of due diligence or the degree of knowledge on the part of the charterer.

Considering growing intensity of navigation on Northern Sea Route and of continuous exploration and development of Arctic shelf, problems of maritime situation monitoring in Arctic become particularly important. Firstly, complex operational informational support of activities in Arctic is needed. Secondly, constant access to actual and valid information about hydro-meteorological, navigational and ice situations is required. Solution of stated problems entails integration, processing and analysis of large amounts of heterogeneous data. Consequently, development of unified system for situation monitoring and intellectual support is essential. Such system allows to execute operational monitoring of dangerous situations of different sort (natural or anthropogenic) that influence safety of objects in Arctic region, and to perform intellectual analysis of such situations and prompt provision of suitable recommendations.

It is the basic requirement of maritime safety education to guarantee the safety of teaching operation while training the crew's occupation safety capability. Marine Training Center of Shanghai Maritime University has undertaken the practical teaching of "marine survival" for many years and come up with the whole safety procedures of training. Based on the requirements of SOLAS convention and regulations of STCW over crew training, this paper introduces the safety allocation, utilization and maintenance of teaching equipments. Through the investigation of the safety situation of students' practical operation, the safety teaching method named "four in one" has been put forward, which includes the pre-teaching safety precaution, the whole monitor during the teaching process, the post-teaching summary evaluation, and the reset and standby of teaching facilities. Finally, during the learning and training of "marine survival", crews and students are called on to place priority on personal safety rather than acquisition of knowledge and skills. Only in this way can they be capable of self-protection and protection of others in the career of seafaring.

The ship domain is one of the criteria for navigational safety assessment. It is particularly important in restricted areas with high intensity traffic, where the criteria of closest point of approach (CPA) and time to CPA are difficult to apply. This research continues to examine ship domains in Traffic Separation Schemes (TSS). We have analyzed precautionary areas established within TSSs in connection with changed arrangements of vessel traffic. Besides, we have defined ship domains in a precautionary area of a specific TSS, and compared them to domains of vessels proceeding along traffic lanes.

This study presents the results of the content analysis of articles related to "Ship Safety Do-main". The content and statistical analysis of 44 articles that published in 21 different journals between 1970 and 2016 were conducted. This study includes various data types such as publishing years of articles, obtaining the type of data, the contribution of authors, the contribution of countries, the contribution of the institution, the rank of the journal, keywords of articles and etc. The content analysis aims to provide necessary indicators for readers, followers, and contributors of relevant discipline and a glimpse of lots of articles. The published articles about ship safety domain are discovered by this study so as to contribute lecturers and researchers interested in navigation especially ship domain concept. The results of the research were revealed that Poland and China are the most contributing countries, Dalian Maritime University and The Maritime University of Szczecin are the most contributing institutions and Ning Wang and Rafal Szlapczynski are the most contributing researchers.

Situation awareness is the key element of the decision-making process. In navigation safety domain, monitoring, control, assessment of dangerous situations, support of operators of decision-making support system should be implemented in real time. In this paper we present the problem of situation awareness applied to navigation safety control. The paper considers existing models of situation awareness and ontology-based approach for maritime situation awareness. We introduce the situation concept using infons. Finally, we give an example how use these methods for design and creation of decision-support system for navigation safety control.

Opis:
People responsible for crisis management, especially in coastal voivodships (Pomeranian, West Pomeranian and Warmian-Masurian Voivodeship) must be aware and prepared to take effective action in the event of emergencies in maritime waters. The geographical, hydro meteorological conditions and geographical conditions of the Baltic Sea of the Baltic Sea and the increasing intensity of Baltic shipping, and in particular the increase in oil transport, mean that the likelihood of maritime accidents that can generate crises in sea areas increases significantly. There are about 2000 ships in the Baltic marine area at any given moment and about 3500 - 5500 ships navigate through the Baltic Sea per month. Approximately 20% of the ships in the Baltic Sea are tankers. Despite different uncertainties some trends in the Baltic shipping can be expected. For example ship traffic is likely to increase yearly and it is expected that vessel size will increase because the maritime transport must be more efficient and cost-saving. Such trends create serious threats for Baltic States. The maritime administrations of the Baltic States and international maritime organizations undertake a number of actions to increase maritime safety in the Baltic Sea. The publication characterizes Baltic shipping and analyzes the scale of threats generated by maritime accidents, as well as ways of responding and minimizing the probability of emergencies in the Baltic Sea. Activities including: legislative and organizational activity were also characterized; practical use of modern technology both on vessels and in land navigation monitoring systems; marine traffic engineering and shipbuilding, which aim is to minimize the likelihood of maritime accidents in the Baltic Sea and analyses of Baltic states capacity to oil spill response. In addition, the publication proposes a definition of a crisis situation in relation to sea areas and presents when a maritime accident or incident can generate a crisis situation in sea areas. The result of the research process is proposals for actions that, in the author's opinion, should be taken to reduce the number of maritime accidents in the Baltic Sea.

The report depicts technical and organizational possibilities with an aim to increase situational awareness and sea travel safety on the entry to Polish seaports on the base of the dedicated radar system on the aerostat platform. The radar system based on the aerostat can work at the altitude of 3,000 meters, which allows detecting sea vessels and low level flying aircrafts in the range of 150 nm and more. The aerostat based in Siemirowice gives opportunities to monitor movements of sea vessels all over the South Baltic Sea, starting with the Lithuanian seaside with Klaipeda seaport in the east where the sea enters Zatoka Gda?ska and Trójmiasto seaports, movements along the whole Polish seaside up to Sund Straid near Copenhagen and sea routes all along south Swedish coast. On those bases, it is possible to observe movements of sea transports of special interest including Maersk’s big container vessels and gas delivering vessels to Lithuania and to ?winouj?cie. The proposed radar system is using solutions of towed aerostats tested in working conditions which are exploited by the United States of America to monitor its border with Mexico and to observe movements of sea vessels and low flying aircrafts around Florida Peninsula and Puerto Rico islands on the Caribbean. The radar systems used by the USA are depicted with organizational rules of their exploitation. Advantages and these advantages of such a radar system were depicted and some information about dangers related to aerostat’s exploitation is also provided. Additional possibilities of using the radar system based on the aerostat are depicted in the role of a new and important part of the country’s defense system.

Niniejszy artykuł przedstawia wspomniany w tytule rodzaj informacji nautycznej oraz działania BHMW w tym zakresie.
Collection and promulgation of navigational and hydrographic information are one of the basic elements in navigational-hydrographic support in the Polish EEZ. The Hydrographic Office of the Polish Navy is responsible for preparing and distributing this type of information. This paper presents the nautical information mentioned in the title and activities by The Hydrographic Office in this respect.

Marine accidents are caused by complex and diverse causes. Therefore, it is necessary to analyse accidents from the perspective of the whole system rather than the existing analysis models that focus on cause-effect. The STAMP analysis is a constraint-based model that focuses on improper management or enforcement of safety-related constraints in system operation. Thus, as a case study of the application of the STAMP technique in marine accident analysis, the Milano Bridge pier contact accident that occurred on April 6, 2020 in Busan New Port of South Korea was analysed by the STAMP technique in this study. Through this study, it was proposed to break away from the domestic accident investigation, which focused only on the punishment of the ship operator, and to suggest improvements that enable organizations related to the marine accidents to take initiative to take efforts for safety.

As a complex socio-technical system marine transportation is open to risks. Due to the efforts of international organisations, flag and port administrations, classification societies and ship-owners the safety record has steadily improved. However, marine accidents resulting from inadequate safety culture still occur. In this paper examples of recent accidents related to different dimensions of safety culture are provided. The role of the master in achieving an enhanced safety is emphasised.

Over the past generation, the ISM code has brought forth tremendous opportunities to investigate and enhance the human factor in shipping through the implementation of Safety Management Systems. One of the critical factors to this implementation has been mandatory compliance and a requirement for obtaining a Document of Compliance (DOC) for vessels operating globally or at least internationally. A primary objective of these systems is to maintain them as “living” or “dynamic” systems that are always evolving. As the ISM code has evolved, there have been instances where large organizations have opted to maintain a voluntary DOC from their respective class society. This has been accomplished with a large human factor element as typically an organizational culture does not always accept change readily especially if there is not a legal requirement to do so. In other words, when considering maritime training is it possible that organizations may represent cultural challenges? The intent of this paper will be to research large maritime operations that have opted for a document of compliance voluntarily and compare them to similar organizations that have been mandated by international law to do the same. The result should be to gain insight into the human factors that must contribute to a culture change in the organization for the purposes of a legal requirement versus the human factors that contribute to a voluntary establishment of a safety management system. This analysis will include both the executive decision making that designs a system implementation and the operational sector that must execute its implementation. All success and failures of education and training can be determined by the outcome. Did the training achieve its goal? Or has the education prepared the students to embrace a new idea in conjunction with a company goal or a new regulatory scheme? In qualifying the goal of a successful ISM integration by examining both mandatory and voluntary ISM implementation in large maritime operations, specifically ferry systems, hopefully we can learn from the various factors that have gone into each.

Modern industries often attempt to implement innovations that have a disruptive potential. In shipping, this included a largely unsuccessful introduction of nuclear propulsion in late 20th century, among other concepts. Nowadays, introduction of increased autonomy is being associated with prospects of various industry-wide benefits, but is also burdened with serious obstacles. The objective of this study is to investigate reasons behind the failure of nuclear-powered merchant ships introduction and whether lessons learnt from it can be applied to the prospective implementation of autonomous merchant ships. It advocates that three aspects of maritime technology are crucial for its successful implementation: perceived level of safety, economical feasibility, and legal setup.

Thanks to the standardization of information format, automatic information exchange gets increasingly wider. Another step ahead is automatic interpretation of information and automation of negotiation processes - intelligent communication. Rapid development of IT and ICT technologies creates such opportunities. This article presents the results of research on a system of automatic communication and co-operation in maritime transport.

This paper presents the methodology and research results on identification of potential users of the ESABALT system, which is targeted towards improving the situational awareness in the Baltic Sea region. We describe the technique of analysing the stakeholders involved in maritime sector processes, especially in maritime transport processes, while also taking into account their different classification criteria. The resulting list of stakeholders is used to identify system users and their classification into user profiles groups. This study will form the basis for the identification of user requirements of the ESABALT system.

Navigational charts are essential tools for marine navigation. But how accurate are the navigational charts that we use when going sailing? Do we really know how much faith can be placed in them? All charts, whether paper or electronic, contain data, which varies in quality due to the age and accuracy of individual surveys. In general, remote areas away from shipping routes tend to be less well surveyed, and less frequently, while areas of high commercial traffic are re-surveyed frequently to very high levels of accuracy, particularly where under-keel clearances are small. It is quite accurate to consider a chart as a jigsaw of individual surveys pieced together to form a single image. Having the necessary skills to determine how much confidence should be placed in the surveys, which combine to form a chart, should be a requirement for any sailor venturing into unfamiliar waters. When the International Hydrographic Organization (IHO) developed the S-57 standard for Electronic Navigational Charts (ENCs), this problem was recognized and it was decided that the quality of survey data used to compile ENCs had to be encoded within a composite data quality indicator ‘Category of Zone of Confidence’ (CATZOC) to assist seafarers in assessing hydrographic survey data and the associated level of risk of navigating in a particular area. According to IHO S-67, the accuracy of Electronic Navigational Charts is not impressive and leaves much to be desired. The author discusses these apparent shortcomings of ENCs and present erroneous approaches to this problem, so common in the seafaring community.

This paper presents an application of the Ant Colony Optimization (ACO) technique in a safe ship control system. The method developed solves the problem of path planning and collision avoidance of a ship in the open sea as well as in restricted waters. The structure of the developed safe ship control system is introduced, followed by a presentation of the applied algorithm. Results showing the problem-solving capability of the system are also included. The aim of the system developed is to increase automation of a safe ship control process. It is possible to apply the proposed method in Unmanned Surface Vehicles (USVs) control system, what will contribute to the enhancement of their autonomy.

This article considers a new method of decomposing the ship route into global and local planning using MATLAB and Simulink developed by the authors. The authors propose to create a program code in MATLAB and operate it into Simulink. Wherein, the corrective coefficients were written in MATLAB. Such trajectories are constructed as a set of points, collected into the special matrix. In determining of the angle value of the rudder was used the ship’s turning ability such as: high (HG), middle (MD) or low (LW) with regard to passage area. Moreover, in the article were analyzed and calculated the ship rudder effectiveness for Proportional-Integral-Derivative (PID) control. The paper is devoted to the problem of safety navigation. First of all is the task of planning the path: the trajectory of the vessel’s movement in the local water area. The purpose of planning the vessel trajectory in the local water area is to ensure navigation safety due to marine traffic and environmental conditions. One of the tasks of the present work is controlling following a desired trajectory. The article notes affect of the vessel motion deviation into control process.

The paper deals with the issue of analysis of Safety Management System supported on International Management Code for the Safe operation of ships and for Pollution Prevention and on Revised guidelines on implementation of The International Safety Management (ISM) Code by Administrations Res.A.1022(26), mandatory standard of the Safety Management System on the example of "Baltic Beta" IMO Nr 8756588 and "Petrobaltic" IMO Nr 8753940 Mobile Offshore Drilling Units. The objectives of the Code is to ensure safety at sea, prevention of human accidents, loss of life and investment goods, and avoidance of deterioration of the natural environment, in particular, to the marine environment, it means mostly in practice to minimization of Human and Organizational Errors - (HOE), which are the reason of much percentage of marine accidents.

EDA is a tool for auditing vessel’s performance that helps installing strict safety navigation standards on ships. The practice of investigating every near-miss event is common in aviation, but unheard of in the maritime industry. At the same time, major accidents attributed to human errors are increasing, including collisions and groundings that cost lives, pollute the seas and lose property. The idea of EDA, short for E-navigation Data Audit, is simple: analyze the navigational data from VDR and/or ECDIS, find the events that should not have happened (“near misses”), and instruct your ships that it is not the standard you want on your vessels. EDA allows remote auditing on how the bridge team is performing and how the ship is handled, as required by ISM but seldom done. A pilot project for the EDA was carried out during 6 months. The first data showed 18 events of close proximity (“Near-collision”); 4 of them showed severe violation of the International Regulations for Preventing Collisions at Sea (COLREG, 1972). As expected, after sending the EDA first report to the ship, NO such events were found in the next 5 months of the pilot project.

In this manuscript, development and preliminary results of a simulation based risk modeling study for the Strait of Istanbul is presented. The goal of this research is to analyze the risks involved in the transit vessel traffic in the Strait of Istanbul. In the first step of the study, the transit vessel traffic system in the Strait of Istanbul has been investigated and a simulation model has been developed. The model gives due consideration to current traffic rules and regulations, transit vessel profiles and schedules, pilotage and tugboat services, local traffic, meteorological and geographical conditions. Regarding risk assessment, two sets of factors are used to evaluate the risk of accident in the Strait: the proba-bility of an accident and its potential consequences, as estimated and evaluated at various points along the Strait. Experience has shown that maritime accident occurrences can be very dissimilar from one another and therefore, probabilistic analysis of accidents should not be done independent of the factors affecting them. Thus, in this study, we have focused on the conditional probability of an accident, under a given setting of various accident causing factors. Unfortunately, historical accident data is by far insufficient for a proper sta-tistical consideration of all possible settings of these factors. Therefore, subject-expert opinion is relied upon in estimating these conditional accident probabilities. Assessment of the consequences of a given accident (in terms of its effects on human life, traffic efficiency, property and environment) was also accomplished using a similar approach. Finally, by integrating these assessments into the developed simulation model, the risks observed by each vessel at each risk slice are calculated in regard to the natural and man-made conditions surrounding. A sce-nario analysis is performed to evaluate the characteristics of the accident risk as the vessel moves along the Strait. This analysis allows us to investigate how various factors impact risk. These factors include vessel ar-rival rates, scheduling policies, pilotage service, overtaking and pursuit rules, and local traffic density. Policy indications are made based on the results of these scenarios.

This paper presents the consequences resulting from the guidelines on the display of navigation-related information elaborated by the IMO, related to ECDIS, as part of S-Mode proposal in the implementation process of e-Navigation concept. The idea to develop standard icons to control the chart display functions in ECDIS is discussed. The use of these icons will ensure that navigation information presented on ECDIS screen will be displayed in a harmonized manner on the ships’ navigational bridge. Today many function-related icons vary across different electronic chart systems and between producers. The paper provides information on icons, symbols and abbreviations that required standardization. It was necessary to develop standard icons whose consistency will allow easy and intuitive use of user interfaces of different navigation systems.

Opis:
It is essential to evaluate safety of marine traffic for the improvement of efficiency and safety of marine traffic. Spread of AIS makes observation of actual marine traffic more easily and faster than before. Besides, description of collision avoidance behaviours of ships are indispensable to simulate a realistic marine traffic. It is important to develop and implement an algorithm of collision avoidance corresponding to a target traffic or target area into the marine traffic simulation because actual actions for collision avoidance depend on circumstances where ships are sailing. The authors developed an automated marine traffic simulation system with AIS data. And in this paper, we proposed a series of systematic procedures for marine traffic simulation including analysing for collision avoidance behaviours using AIS data.

Vessels’ traffic in the area of Southern Baltic has not been organized yet. Therefore a risk of potential grounding or collisions is imminent. Organization the traffic by means of passive methods like determination the ships’ routes or traffic separation schemes is one of the better measures to improve navigation safety. Although such activities should take into account interests of coastal countries. The whole area should be considered, and the needs arising from traffic at present and in the future should be met. Due to complexity of above problem, solutions that are fragmentary may lead to deterioration of existing situation and cause new threats for all Baltic countries.

The priority of the maritime transport operation is a high level of security, which must be constantly monitored by shipowners with a security management system. The origin of the International Code for the Management of Safe Ship Operations and Pollution Prevention and the revised guidelines for the administration of the ISM Code by administrations, the first formal mandatory standard for safety management and pollution prevention goes back to the early 1980s. Arrangement of safe ship management and operation and consequent minimization of errors human being by far the most common cause of marine disasters is its main. The shipowner's and ship's certification procedure for the Safety Management System (SMS) is in line with Regulation (EC) No 336/2006 [1] of the European Parliament and the Council of Europe of 15 February 2006 on the implementation of the ISM Code in the Community, together with the Commission's amendment European Union of June 16, 2008. The documentation contains a developed Safety Management System adapted to the conditions of a given shipowner. All elements of the system must be documented, and, above all, the duties must be described in the organizational structures. Documentation must indicate how management supervises activities at various levels, employee participation and individual management representatives in individual processes, and how the safety management system is constantly improved. The shipowner maintains a security management system in line with the requirements of the Code and complies with the requirements of the certification system. The amount of information and the speed of changes taking place in the environment makes it necessary to introduce a system of information management and channels of their flow not only within the organization, but also in communication with third parties. Proper management of information resources increases the efficiency and effectiveness of the system. In the publication, the possibility of a formalized description of information flow in a well-functioning shipowner's safety management system.

Our paper deals with the methods and techniques used in the educational process in the Maritime University of Constanta to develop the practical abilities and principles in applying the operational procedures and the utilization of the specific safe and rescue equipments at sea, by the students and maritime officers. The educational process has an outstanding role in the career of a maritime officer and the problem of the safety and security is essential in order to avoid catastrophes and for saving human lives. The paper presents the implementation, the role and function of the new simulators as part of the teaching process. Quality cannot be obtained without new teaching methods and training procedures, where IT and simulators occupy an outstanding place. These new methods and techniques have been introduced in the Maritime University of Constanta (MUC) step by step, from the multimedia tools to computers with dedicated complex software.

Detection of small crafts/targets, in particular, sailing yachts with the ship's radar is not always possible. Radar reflectors are used to improve their detection. The AIS (Automatic Identification System) transmits position, motion vector and identification signals of a vessel to other ships and VTS (Vessel Traffic Services) centers . This system significantly increases the possibility to detect small crafts. The paper presents results of comparative study of using information from the Automatic Identification System and from radar to determine the accuracy of tracking the position and motion vector of ships in the Gulf of Gdansk. Possibilities and limitations of the AIS are also presented.

The paper describes the use of matrix game theory for the synthesis of safe control of a ship in collision situations. An analysis of the sensitivity of the ship control algorithm to the inaccuracy of process state information and changes in its parameters was presented. Sensitivity characteristics were compared on the example of the navigational situation in the Kattegat Strait for good and restricted visibility at sea.

The paper discusses ships’ routes to Polish ports in the Gulf of Gdańsk determined on the basis of data obtained from the Baltic Ship Monitoring System by means of AIS coast stations and defined by the Baltic Sea Hydrographic Commission (BSHC). The measures to regulate maritime traffic implemented by the Polish maritime administration in order to reduce the identified risk of groundings and ship collisions are presented, as well as the author's opinion on their effectiveness.

To reflect the safety degree of marine traffic in real-time and intuitively, this paper put forward a concept of real-time safety index of marine traffic, established marine traffic real-time safety index system, and constructed a real-time safety index evaluation model by using vessel traffic and navigation environmental data provided by shore-based AIS base station network, and quantifying a variety of data which impacts the safety of marine traffic such as ships’ real-time dynamic data, weather changes and so on. A continuous real-time evaluation to a specific area was carried out in the form of real-time index curve, taking the Waigaoqiao Channel of Port Shanghai as an example, to verify the feasibility and effectiveness of marine traffic real-time safety index.

One of the primary factors that affect the safe maritime navigation is the insufficient experience and skill of an apprentice officer, which may be improved using simulation-based training by ensuring operational efficiency. This study aims to determine appropriate factors for achieving effective and intensive simulation-based training of apprentice officers and present the guidelines for such a training scheme. Initially, a marine traffic risk model, which interprets and accurately measures the risk of collision with other vessels, is analyzed to derive the most influential factors in safe navigation. Subsequently, simulation experiments are conducted by applying machine learning to verify the required safe navigation factors for effectively training the apprentice officers. As a result of the above analysis, it was confirmed that the factor affecting safe maritime navigation was the distance from other vessels. Finally, the differences between these distances in the simulations are analyzed for both the apprentice officers and the experienced officers, and the guidelines corresponding to both these cases are presented. This study has the limitation because of the difference between the ship maneuver simulation and the actual ship navigation. This can be resolved based on the results of this study, in combination with the actual navigation data.

In this paper author presents the methods that can be used for estimating the safety of shipping (navigational risk) in the restricted sea areas of the Gulf of Gdansk by means of a three-dimensional model of ship’s domain specified for the PS Class container vessels “Emma Maersk”. The essence of the method suggested in the thesis is the systematic approach to a sea vessel operation in the aspect of estimating its safety while approaching DCT terminal in Gdańsk Port Północny in the divergent exterior conditions.

Opis:
The operation of an autonomous movable objects, such as a sea transport vessels, implies the presence of a source of potential energy on board the vessel and the possibility of converting this energy into the work required for the autonomous movable object (vessel). Being an autonomous object, a transport vessel should be provided with energy for it moving, energy for heat exchange processes on board and electricity for powering electrical equipment, automation and navigation systems, and household needs on board. An analysis of the component of the engine room equipment made it possible to designate (combine) the generating equipment of mechanical energy flow, equipment which are generating the heat energy flow and equipment which are generating the electric energy flow. Based on the results of the research the relationships between the energy flows are identified connections and ways to ensure stabilization of energy generation on board the cargo vessel is outlined. Using the results of the research the relationships between the energy flows will reduce the likelihood of accidents on board a cargo vessel due to a stop in the generation of one of the energy flows and thereby ensure increased safety of man at sea. Taking into account the peculiarities of the distribution of energy flows in ship power plants can be an effective tool not only to improve the economic performance of it, but also to increase the safety of navigation and navigation in general, due to the reliable provision of uninterrupted and efficient operation of ship power plants.

Autonomous and remotely controlled ships present new types of human factor challenges. An investigation of the underlying human factors in such operations is therefore necessary to mitigate safety hazards while improving operational efficiency. More tests are needed to identify operators’ levels of control, workload and stress. The aim of this study is to assess how increases in mental workload influence the stress levels of Shore Control Centre (SCC) operators during remote ship operations. Nine experiments were performed to investigate the stress levels of SCC operators during human-human and human-machine interactions. Data on the brain signals of human operators were collected directly by electroencephalography (EEG) and subjectively by the NASA task load index (TLX). The results show that the beta and gamma band powers of the EEG recordings were highly correlated with subjective levels of workload and stress during remote ship operations. They also show that there was a significant change in stress levels when workload increased, when ships were operating in harsh weather, and when the number of ships each SCC operator is responsible for was increased. Furthermore, no significant change in stress was identified when SCC operators established very high frequency (VHF) communication or when there was a risk of accident.

The Electronic Chart Display and Information System (ECDIS) became the central navigational tool on modern ships. The system comprises numerous navigational and other components, each of them with its limitations and reliability. Due to ECDIS's revolutionary features, navigators are tempted to place excessive reliance on the system. Such reliance on it as a sole navigational aid is undoubtedly a problematic issue. The proposed paper is a segment of a systematically carried out research among ECDIS stakeholders. ECDIS EHO (Experience, Handling, and Opinion) research aims through research activities based on a user-centred approach to develop and improve the educational framework. The overreliance on the ECDIS system motivated the proposed research, which focused on system users' opinions and practice regarding confirmation of the accuracy of information displayed on ECDIS, particularly concerning positional sensors. Analysis of answers collected by the ECDIS EHO questionnaire represents a backbone of the research supported by previous achievements. The answers have been categorized and discussed, revealing certain worrying aspects referring to the system's positional error experienced by users. Furthermore, preferred methods of cross-checking ECDIS information have been identified and have differed among respondents based on their rank on board. Additionally, answers indicate certain doubts between users’ interpretation of the best confirmation method and the actual selection of the used method. The importance of cross-checking navigational data in avoiding overreliance and maintaining situational awareness has been presented in the conclusion chapter and the proposal for further work.

In this study, AIS is used as a data source. Sea condition data collected actual traffic through the Automatic Identification System (AIS) equipment installed at Kobe University, Japan, and Universiti Teknologi Malaysia (UTM) in Johor, Malaysia. The data is applied to define a method with the help of Geographic Information Systems (GIS).

Pilotage operations require close interaction between human and machines. This complex sociotechnical system is necessary to safely and efficiently maneuver a vessel in constrained waters. A sociotechnical system consists of interdependent human- and technical variables that continuously must work together to be successful. This complexity is prone to errors, and statistics show that most these errors in the maritime domain are due to human components in the system (80 ? 85%). This explains the attention on research to reduce human errors. The current study deployed a systematic human error reduction and prediction approach (SHERPA) to shed light on error types and error remedies apparent in pilotage operations. Data was collected using interviews and observation. Hierarchical task analysis was performed and 55 tasks were analyzed using SHERPA. Findings suggests that communication and action omission errors are most prone to human errors in pilotage operations. Practical and theoretical implications of the results are discussed.

The purpose and scope of this paper is to present the demand of Polish waters for the boat MoB MEDS the Mobile Base of the Marine Emergency Diving Service, which would enable necessary underwater works (repairs and inspections) for ships requiring immediate assistance. The MoB MEDS boat could also protect sensitive sea areas against potential oil and / or chemical spills from the ship, which could seriously threaten the safety of human life, the safety of navigation and the protection of the natural environment with its unique ecological values. Mentioned demand is supported by the analysis of selected statistical data on maritime accidents in Polish waters and planned maritime investments.

W artykule autorzy zaprezentowali podstawowe elementy procesu decyzyjnego w statkowym systemie wspomagania decyzji w akcjach poszukiwawczo-ratowniczych na morzu. Jako przykład akcji SAR wybrano statek na mieliźnie i związane z tym podstawowe procedury zaliczane do działań poawaryjnych na morskich statkach handlowych i pasażerskich. Przedstawiono schematy blokowe analizy podstawowych danych na wejściu oraz rozbudowane schematy wybranych decyzji i działań poawaryjnych. Ze względu na złożoność procesów, prezentowane w artykule schematy ograniczono do bloków procedur, a szczegółowe algorytmy zaimplementowane zostaną w budowanym systemie. Problem przeprowadzania skutecznych akcji na morzu jest istotny w punktu widzenia procesu logistycznego w transporcie morskim.
In this paper the authors presented the basic elements of decision-making in the ship's decision support system in search and rescue operations at sea. As an example of SAR action a ship aground was chosen and associated basic procedures included in the emergency procedures on passenger and merchant ships. Block diagrams analysing basic data input and complex patterns of selected decisions and emergency procedures were presented. Due to the complexity of processes, the article is limited to the block diagrams of procedures, and the detailed algorithms are implemented in the currently built system. Problem of performing effective action at sea is important in point of view of the logistics process in maritime transport

The e-Navigation initiative of IMO and IALA has stimulated and inspired a number of ambitious research projects and technological developments in the maritime field. The global transportation of goods is not only facing rapidly growing ship dimensions but also increasing industrial off shore activities, changing the relation between the need of areas for safe and reliable vessel traffic and its availability. Off shore activities is increasingly limiting the available navigable spaces and concentrating traffic flows, especially in coastal waters and port approaches. Enhanced technical systems and equipment with numerous added functionalities are in use and under further development providing new opportunities for traffic surveillance and interaction. Integrated Bridge and Navigation Systems on board modern ships not only support the bridge teams and pilots on board, but also allow for more comprehensive shore-based traffic monitoring and even allow for re-thinking of existing regimes and procedures on traffic management. A sophisticated manoeuvring support tool using fast real-time simulation technology and its application for on board support as well as for its potential integration into enhanced shore-based monitoring processes when linked with the ‘Maritime Cloud’ will be introduced. The potential for contribution to generate harmonized collision warnings will be discussed and explained. This paper is a reviewed and extended version of (Baldauf, Benedict & Gluch, 2014).

The paper argues for the necessity of a combination MMR methods (questionnaire, interview) and sentiment/opinion techniques to personal satisfaction analysis at the maritime and training education and proposes a generic, but practical research approach for this purpose. The proposed approach concerns the personal satisfaction evaluation of Engine Room simulator systems and combines the speech recording (sentiment/opinion analysis) for measuring emotional user responses with usability testing (SUS tool). The experimental procedure presented here is a primary effort to research the emotion analysis (satisfaction) of the users-students in Engine Room Simulators. Finally, the ultimate goal of this research is to find and test the critical factors that influence the educational practice and user’s satisfaction of Engine Room Simulator Systems and the ability to conduct full-time system control by the marine crew.
