Migration is a mass phenomenon of our time, a permanent phenomenon which takes many forms, affects all continents and all countries. This phenomenon is one of the most important social and international issues of the modern world. In this context, the Russian Federation is not free from problems arising from migration processes. Migration policy of the Russian Federation is a very important part of that country’s geopolitical game. Location Russia between the European Union and China creates considerable scope to influence the shape of migration processes not only regional but also global. Russia has become a country of immigration. There are two very important aspects in the migration policy of Russia: the internal and external aspects. The internal aspect relates to such phenomena as the fight against the demographic crisis and related deficits in the labor market, national and religious revival of ethnic groups living in Russia, the low level of social integration of immigrants. In terms of external migration policy is treated as an instrument of pressure on the countries of the former Soviet Union, a way of shaping relations with China and the element of national security. Russian migration policy is an active instrument for solving problems within the country, as well as a very important foreign policy wizard. Pejorative side of this policy is that it is planned from above, without taking into account the needs and nature of various Russian regions.

Artykuł stanowi analizę pierwszej znanej całościowej koncepcji polityki migracyjnej, wchodzącej w skład projektu państwa, opisanego przez Platona w „Prawach”. Zwrócono uwagę na kompleksowe ujęcie tej polityki, na adresowanie jej rozstrzygnięć do wszystkich definiowanych ówcześnie zjawisk migracyjnych, na różnorodność proponowanych rozwiązań. Artykuł podkreśla podobieństwa między problematyką projektu polityki migracyjnej, opisanej przez Platona, a strukturą współczesnych polityk migracyjnych. Zwraca uwagę na istotną cechę projektu platońskiego: polityka migracyjna Platona nie jest polityką samoistną; nie ma celów własnych a jest służebna w odniesieniu do celu wobec niej zewnętrznego, tj. utrzymania spoistości społecznej w formule starożytnego miasta-państwa. Takie ujęcie polityki migracyjnej pozwala na zaprojektowanie jej struktury z logiczną konsekwencją. Artykuł kończy się sugestią poszukiwania ogólnej formuły organizacyjnej także i dla polityk migracyjnych projektowanych współcześnie.
The article provides an analysis of the first known comprehensive concept of a migration policy contained in the design of a state, described by Plato in the “Laws”. The author pays attention to the all-encompassing character of the policy, the solutions of which addressed all migratory phenomena defined at the time of Plato. The article highlights thesimilarities between the issues of migration policy, as described by Plato, and the structure of contemporary migration policies. The article also emphasizes one important feature of Plato’s concept: that a migration policy is not an independent policy, but rather one which serves a purpose external to it, specifically the maintenance of social cohesion in the framework of the functioning of an ancient city-state. Such an approach to migration policy allows to design its structure with logical consequences. The article concludes with a suggestion to design contemporary migration policies with the consciousness of what such policies are really for, i.e. what is (should be) their external purpose.

The article attempts to analyse the challenges facing Polish state migration policy regarding of persons trying to obtain refugee status. We use the metaphor „refugee field,” and focus both on the evolution of the refugee policy and the problems it may face in the near future. We discuss successively: changes in refugee movements the development and differentiation of relevant laws, the transformation of administrative structures dealing with these issues, as well as attitudes to the refugee theme in Polish public opinion. We attempt to demonstrate that the evolution of administrative and legal provisions for the protection of refugees (or „refugee field”) during the last two decades reveals tensions between the internationalization and adoption (transposition) of European solutions and the need to adapt them to Poland’s administrative conditions and geopolitical situation. The challenges faced by institutions dealing with these issues – and particularly state institutions (Office for Foreigners) – are in the short term related to legal and institutional changes (especially the new Aliens Act), and in the long run to the changing global trends in refugee movements, and Poland’s increasing role as an immigration country. The very specific problems arising in „the refugee field” (and in the migration policy) are difficult to predict and they will always show tensions between legal and humanitarian procedures, owing to the specifi c, individual life situations of refugee candidates.

Numerous studies have been devoted to the analysis of the migration policy of the Polish state. However, the majority of them have focused on the normative analysis of its development without looking at its dynamic and examining it within the theoretical framework of political science. Therefore, the aim of this paper is to overview the available analytical tools which might be useful when characterizing and evaluating the development, directions and aims of the migration policy of the state. Appliance of the proposed analytical tools in the empirical research on the Polish migration policy would enable conceptualization of its dynamic, as well as allow conducting comparative studies.

The aim of the study is to present the phenomenon of population migration and migration policy as part of the state’s economic policy based on the example of OECD (Organization for Economic Cooperation and Development) countries, with particular emphasis on the area of migration policy, which is border control and related illegal migration. The temporal scope of the empirical analysis covers the period 1990-2016. The article consists of four main parts. The discussion began with a presentation of the balance of migration, the scale and dynamics of population immigration in OECD countries. Furthermore, the significance, areas and process of shaping migration policy as a part of the economic policy of the country are presented. Then, it focused on the migration policy in the area of border control in OECD countries. The discussion was crowned with the conclusions that followed.

Celem artykułu jest pogłębienie rozważań nad konceptualizacją polityki migracyjnej jako szczegółowej polityki państwa. Autorka analizuje definicje tej polityki sformułowane przez rodzimych badaczy i wskazuje, że ich charakterystycznymi cechami są: koncentracja na działalności instytucji państwowych oraz odnoszenie się do funkcjonalno-technicznej płaszczyzny polityki, właściwej dla polityki publicznej. Jednocześnie zauważa, że do zakresu polityki migracyjnej włączane są konkretne szczegółowe obszary działalności publicznej państwa, w tym przede wszystkim polityka imigracyjna, polityka emigracyjna oraz często także polityka integracyjna. Autorka formułuje własną definicję, zgodnie z którą polityka migracyjna jest całokształtem instrumentów oraz działań i decyzji politycznych projektowanych bądź/i podejmowanych przez organy państwa w odniesieniu do procesów migracyjnych oraz ich uczestników. Politykę migracyjną odróżnia od zarządzania migracjami, który to termin został wypracowany po to, aby nazwać (pozornie) odpolityczniony, globalny system kontroli migracji.
The aim of the article is to deepen the discussion on the conceptualisation of migration policy as a specific public policy. The author analyzes the definitions of this policy formulated by Polish researchers and points out that their characteristic features are: the concentration on activities of state institutions and the reference to the functional and technical level of policy appropriate for public policy. At the same time, she observes that particular areas of public activity, including immigration, emigration and often also integration policies, are included in the scope of migration policy. The author proposes her own definition of migration policy as the totality of instruments, political actions and decisions designed and/or undertaken by the state authorities in relation to migration processes and their participants. She argues that migration policy should be distinguished from migration management, the term which was coined in order to name the (ostensibly) depoliticized, global migration control system.

The paper aims at analysing the relation between the model of social policy implemented in Poland after 1989 and the scale and structure of migration processes. The statistical data analysed in the paper show the impact of the deficit of good jobs, weakening protection of workers' rights, and low levels of social security in Poland on the post-accession emigration of Poles. The paper has tried to challenge the strategy implemented in Poland after 2004, which is based on compensating for the effects of emigration of young and well-educated Poles with the influx of foreign workers. It has been also emphasized that social policy instruments towards immigration and immigrants tend to be one-sided, as they focus on the labour market needs and do not provide enough support for the process of adaptation and integration of immigrants in Poland. Moreover, a verification of the assumptions of the governmental document "Migration policy of Poland” (2012) has been suggested, i.e. taking into account the negative effects of the post-accession economic emigration and recognizing the issue of contemporary Polish emigration as an important area of Poland’s migration policy. Finally, the paper has outlined the role of social policy in stimulating migration processes in accordance with the principle of protection of native human capital, the needs of the economy, and the Polish raison d'etat. It has also identified spheres of social policy development which are necessary to achieve this objective.

Nowadays the European Union migration policy towards is one of the most important aspects in ensuring internal security of the EU. At the end of the XXth – beginning of the XXI century, Europe faced a new phenomenon – the intensification of migration processes, namely the influx of refugees and migrants-asylum seekers from third countries. Therefore, it led to the creation and development of common migration policy of the European Union. In this regard, it was important to create legislation that could regulate such issues as border security and combating illegal migration, as well as to create a common asylum system. The need to study the legal framework on which the EU policy on migrants and refugees is based, and to study the current state and trends in the migration policy of the member-states of the EU has determined the relevance of this study. The importance of this topic is intensifi ed by the European migration crisis of 2015, which is even described as a humanitarian catastrophe caused by a massive influx of refugees from Africa and the Middle East. It showed the main problems in the sphere of migration policy and policy towards refugees: imperfection of the system of delimitation of the EU competencies; a large number of countries with confl icting interests in various spheres; fragmentation of programs in force at the national level. To address the migration crisis, the EU used a multifaceted strategy: improving and creating new migration management institutions, expanding crossregional dialogue with the countries of the Mediterranean region, Africa and the Middle East; continued to reformat the Mediterranean region (region-building). Potential approaches range from an internal search for strategies in which each member state seeks to defend its own interests (sometimes even against European integration processes) to a more farsighted approach in which member states work together to address a wide range of migration issues.

The article aims at analyzing Polish migration policy and in particular, an access to education system for children migrants in refugee centers and detention centers. In recent years, much has been written about Polish migration policy (e.g., Kicinger 2009; Górny, Grabowska-Lusińska, Lesińska, Okólski 2011; Kicinger Koryś 2011, Okólski 2012) as well as the education of migrant children in Poland. While the former approach has been developed in academia and framed in public policy analysis, the latter has been developed by NGOs, the Ministry of the Interior and Ombudsman Office, and from results of monitoring of refugee centers and detention centers. The two fields rarely meet - therefore, this article addresses this gap by embedding the analysis of educational access for migrant children in a broader context of migration policy, and argues that the existing policy actually results in direct and indirect discrimination of migrant children. Access to education is either strictly limited (in case of detention centers) or hindered (children in refugee centers). Lack of systematic approach to education for children migrants reflects in lack of training for teachers to teach Polish as a foreign language, lack of multicultural training, even if there are some specific tools such as multicultural assistants, they are rarely used because the need is not recognized by local administration. We recognize positive impact of different social actors to introduce changes in the system. The actors are nongovernmental organization assisting migrants and researchers and academics analyzing Polish migration policy. Nevertheless, we argue that the problems faced by migrant children within Polish education system can only be solved by introducing systematic approach to Polish migration policy.

Celem artykułu jest przybliżenie polityki migracyjnej Szwajcarii od II połowy XX wieku aż do czasów współczesnych. Polityka migracyjna Szwajcarii ewoluowała przez ostatnie dziesięciolecia uwarunkowana z jednej strony dużym zapotrzebowaniem na siłę roboczą z drugiej jednak silnymi poglądami ksenofobicznymi wpływającymi m.in. na zaostrzenie polityki migracyjnej. Szczególna uwaga zostanie poświęcona referendum z lutego 2014 r., w którym naród szwajcarski opowiedział się za ograniczeniem swobodnego przepływu osób między Szwajcarią a Unią Europejską.
The main aim of the paper is to present Swiss migration policy from the second part of the 20thg century till present. This policy has evolved over recent decades. It was strongly influenced by the economic need for workers on the one hand, and by xenophobic opinions that made this policy more strict. The central part of the paper concerns the popular initiative voted through on 9 February 2014, when the Swiss nation decided to limit the free movement of people between Switzerland and the European Union.

The aim of the article is to attempt to identify the state of, and prospects for, the development of the common policy of the European Union regarding legal migration from third countries. The subject of interest is, above all, legal economic migration, which is crucial from the perspective of certain demographic processes taking place in the EU, the changes and needs of the Community's labour market, and the challenges posed by the digital transformation. The adopted hypothesis assumes that, within the framework of EU migration and asylum policy, policy as regards legal economic migration is still an underdeveloped area and remains in the hands of individual Member States. Initiatives undertaken in this area remain overshadowed by the main focus of the common migration and asylum policy, namely the development of a common asylum system and the prevention of irregular migration. Policy regarding legal economic migration in the near future will mainly be created by Member States and play out on the domestic stage due to the lack of direct motivation for its development at the Community level. In this case, the strength of particular stakeholders' interests is not balanced out by any direct and easily identifiable benefits to be gained from the adopted common solutions.

The European Union’s refugee policy started to develop after the migration crisis in the beginning of the 21st century. In that perspective the refugee issue became the main topic in a public debate in the European Union which divided Member States for supporters and opponents of the common migration and asylum policy for the whole organization. Article presents an issue of the European Union’s migration and asylum policy which was implemented because of the mass incoming of migrants and refugees to the Europe. That situation intensified in 2015 after the beginning the conflict in Syria. The article is theoretic and explanatory. Realization of that purpose required using typical methods for social science - document and literature analysis. The investigations of documents and literature allowed to present the European Union’s common migration and asylum policy as well as the Member States’ domestic policy. In the article there was an analysis of the chosen EU legislation and regulations which decide about the protection of the rights of refugees, the rules of admitting and relocation refuges by the European Union’s Member States as well as collaboration and action to protect the rights of refugees.

The development of migration policies, as well as the processes of tying them to the questions of security (which have been going on in Western Europe since the mid-1970s) has already been extensively analyzed by many scholars. However, so far the focus has only been on the European and national levels of analysis. This paper takes on a different perspective on the matter, arguing that the process of securitization of migration takes place on a number of levels. The regulations set up at the European level and subsequently introduced into the legal systems of particular EU Member States undergo many modifications before being implemented in the regional and local dimension. This leads to the question about the role of the regional level in the process of the securitization of migration. This paper analyses this question using the example of the Subcarpathian Voivodship, a region at the Polish-Ukrainian border.

The migration crisis of 2015 has left its mark on many EU countries. Some, such as Greece or Spain, were countries on the front line. Others, namely Germany, Great Britain, and Sweden became destination countries for many newcomers. Some, like the countries of the Visegrad Group, opposed the actions and decisions of the EU made in the face of the crisis. European solidarity has become a big question mark and we can observe a serious upsetting of the whole integration project which is, of course, up for discussion. This state of affairs consisted of the attitudes towards the crises of such countries as Poland or Hungary, here anti-immigration and populist parties came to power, creating a vision of flexible solidarity on the European political scene. The purpose of this article is to analyse the Polish migration policy, show the direction of the changes in its construction along with the change of government and the societal reaction to strangers, as a direct result of actions taken by the ruling parties. It is important to understand the political, economic and social context of the changes occurring in the social consciousness and to attempt to formulate a forecast for the future.

Throughout its history, Ukraine has been both a country of origin andtrans it or destination for migrants. Ukraine has always been actively involved in the migration processes of Europe and the world. Poland has always attracted Ukrainians because of its territorial proximity, minor language barrier and higher salaries. After 2014, Poland became the most popular destination among Ukrainian workers. The significant increase in the number of migrants from Ukraine is due not only to economic reasons but also to the military conflict in Eastern Ukraine which had an impact on the geography of migration flows, gender composition etc. At the same time, Poland experienced a shortage of workers amid successful economic development and record low unemployment. The situation connected with the spread of the virus, the pandemic, and the closure of borders have significantly affected the economic situation in the world, migration flows, migration policy etc. However, it is difficult to predict migration flows after the end of quarantine, but it is clear that the EU member states will primarily need seasonal workers from Eastern European countries (including Ukraine). As Poland will also need additional labour forces, it can be argued that it will consolidate its position as the leading destination for Ukrainian labour migrants.

The policies relating to the management of migration - control of external borders, asylum and immigration have been, as is well known, sovereign prerogatives for excellence. The long-standing refuse of the EU Member States to provide them to a supranational government is a clear evidence of that. Determined to retain the exclusive control over the migrants, States have continued, to handle the situation. This paper aims to reconstruct the foundations of the external dimension of EU migration policy, in order to highlight its complexity, resulting from the global scope of the problem and by its sensitive nature. If the global reach of migration invites the adoption of a coherent strategy that, gives substantial and structural interdependence between internal and external dimensions, allows to strengthen the Union’s credibility on the international stage, the sensitive nature of migration policy confirms ‘the opportunity to implement flexible solutions suitable to shape the criterion of added value. Defining the conditions of consistency and flexibility to which the Union’s external action can bring the management of migration - a management which will pursue all objectives of the EU’s migration policy in accordance with the its principles, such as solidarity and the protection of fundamental rights - is the focus of this paper.

Proces akumulacji kapitału ludzkiego, tak istotnego dla konkurencyjności gospodarki, napotyka na bariery: czasowe, finansowe czy wynikające z mobilności tego kapitału. Alternatywą może być imigracja wysoko wykwalifikowanej kadry. Szereg państw prowadzi politykę migracyjną ukierunkowaną na napływ specjalistów. Rodzą się stąd pytania: które państwa wygrywają w globalnym wyścigu o talenty i jakie polityki migracyjne są skuteczne w tym zakresie? Celem artykułu była odpowiedź na nie. Rozważania pozwalają wnioskować, że o ile system punktowy jest skuteczny w procesie akumulacji kapitału ludzkiego, to z punktu widzenia konkurencyjności gospodarek zarówno w krótkim, jak i w długim okresie najkorzystniejszy jest jednak system hybrydowy.
The process of accumulation of human capital (important for the competitiveness of the state) encounters barriers: in the scope of time, financial constraints or arising from human capital mobility. Alternative may be immigration of highly qualified staff. A number of countries have a migration policy aimed at influx of professionals. A few questions arise at this point: which countries win in the global race for talents and what migration policies are effective in this scope? The purpose of this article was to answer these questions. Considerations allow one to conclude that, while the point system is effective in the process of accumulation of human capital, the hybrid system is the most advantageous in terms of competitiveness both in the short and in the long run.

Przedmiotem prezentowanych badań są organy administracji rządowej biorące udział w przygotowaniu i realizacji współczesnej polityki migracyjnej w Polsce. Celem artykułu jest ich ustalenie i określenie kompetencji w zakresie polityki migracyjnej. W osiągnięciu tego zadania wykorzystano głównie metodę instytucjonalno-prawną oraz decyzyjną i porównawczą. Cechą charakterystyczną polityki migracyjnej w Polsce jest to, że mimo, iż biorą w niej udział różne podmioty, to kluczową rolę odgrywają właśnie orany administracji rządowej. W polskiej administracji rządowej nie ma jednak jednej instytucji, która zajmowałaby się całością problematyki dotyczącej polityki migracyjnej. Funkcjonuje tu wiele podmiotów, które prowadzą działania dotyczące różnych aspektów tej polityki – głównie bezpieczeństwa, ochrony granic, rynku pracy, polityki polonijnej. Niektóre mają podobne zadania, czego konsekwencją jest to, że ich działania nie zawsze są ze sobą dobrze skoordynowane. Ta wielość instytucji rządowych angażujących się w politykę migracyjną w Polsce może także tworzyć konkurencję między nimi oraz różne podejście do problematyki migracji. Powstanie niektórych z tych podmiotów było spowodowane pojawieniem się nowych, istotnych w tej materii wydarzeń (kryzys migracyjny i związana z tym relokacja, masowy napływ uchodźców wojennych z Ukrainy). Jak dotychczas głównym podmiotem rządowym tej polityki jest Ministerstwo Spraw Wewnętrznych i Administracji, które postrzega imigrację przez pryzmat bezpieczeństwa państwa.
The subject of the presented research are government administration bodies involved in the preparation and implementation of contemporary migration policy in Poland. The aim of the article is to determine them and determine competences in the field of migration policy. In achieving this task, the institutional-legal method as well as the decision-making and comparative method was mainly used. A characteristic feature of migration policy in Poland is that although various entities take part in it, the key role is played by government administration. However, there is no single institution in the Polish government administration that would deal with all the issues related to migration policy. There are many entities that carry out activities related to various aspects of this policy – mainly security, border protection, labor market, Polish diaspora policy. Some have similar tasks, with the consequence that their actions are not always well coordinated with each other. This multiplicity of government institutions involved in migration policy in Poland may also create competition between them and different approaches to migration issues. The creation of some of these entities was caused by the emergence of new, important events in this matter (the migration crisis and the related relocation, the massive influx of war refugees from Ukraine). So far, the main governmental entity of this policy is the Ministry of the Interior and Administration, which perceives immigration through the prism of state security.

The article analyses the conclusions of the European Council in the years 2011–2017 from the perspective of the implementation of the so-called principle of migration security priority in the area of EU’s return and asylum policy. In accordance with the theses of the current article, there exists an overarching principle of migration security priority, which is applicable at the level of the shaping of EU’s migration policy, whereas the European Council has a real infl uence on the shape and directions of the development of EU’s migration policy. In actual fact, the European Council performs the function of the creator within the sphere of asylum and return policy – develops programme guidelines, provides solutions to problems and proposes possible changes in the instruments of the law. The article presents the results of an in-depth analysis of the conclusions of the European Council with regard to the management of migration processes in the era of the migration crisis, which escalated in April 2015.

As a process of broadening the security category, securitisation is used to draw attention to urgent and existential threats that cannot be resolved through ordinary political decisions. It presupposes the authorisation of extraordinary measures as long as they are accepted by the “audience” (the elite or society as a whole). Due to the growing importance of these processes, more and more objections and doubts have been formulated towards the theory of securitisation regarding, inter alia, the morality of these processes, including the intentions of securitising actors (just or unjust securitisation). This article presents case studies on the Poland’s migration policy, in which securitisation movements reinforced social mobilisation by referring to the category of security. The methodological framework of the securitisation theory and the just securitisation theory have been implemented. The presented results indicate that in the process of extending the security category, it is important to study the intentions of securitising actors and the existential dimension of the reported threats due to the power of influence and the effects of securitisation measures.

Analysing national programmes, state strategies and other documents that regulate immi- gration and migrant integration in Lithuania, this article provides an overview of policy priorities in this field before and after the enlargement of the European Union (EU). The main theoretical approaches of migration processes and policies are reviewed to conceptu- alise the field in which the Lithuanian immigration and migrant integration polices are to be analysed. The article covers different types of immigration, reveals main immigration trends and provides contextual information: policy responses and political discussions, public debates and societal attitudes towards immigration. It touches on the newest legi- slative and institutional developments in the field concerned and reveals that before 2014, immigration policy in Lithuania was based on the so-called ad hoc principle, while during the first half of 2014, a new trend emerged as the government adopted the ‘Lithuanian Migration Policy Guidelines’ and ‘Action Plan for Implementation of the Policy for the Integration of Foreigners’. At the same time, integration of foreigners as a new area of policy emerged in the Ministry of Social Security of Labour. Migrant integration is beco- ming a prioritised policy area. However, its challenging aspect has to be emphasised as deeper analysis of migrant integration infrastructure revealed that project-based activities, supported by the EU funds, have already managed to ‘change’ the implementation of migrant integration policy at state level.
