Opis:
Let P(G, λ) be the chromatic polynomial of a graph G. Two graphs G and H are said to be chromatically euqivalent, denoted G ∼ H, if P(G, λ) = P(H, λ). We write [G] = {H/H ∼ G}. If [G] = {G}, then G is said to be chromatically unique. In this paper, we discuss a chromatically equivalent pair of graphs in one family of K4-homeomorphs, K4(1, 2, 8, d, e, f). The obtained result can be extended in the study of chromatic equivalence classes of K4(1, 2, 8, d, e, f) and chromatic uniqueness of K4-homeomorphs with girth 11.

Let $D$ be any of the 10 digraphs obtained by orienting the edges of $ K_4 − e $. We establish necessary and sufficient conditions for the existence of a $ (K_n^*, D)$-design for 8 of these digraphs. Partial results as well as some nonexistence results are established for the remaining 2 digraphs.

Opis:
Methylation of specific lysine residues in histone tails has been proposed to function as a stable epigenetic marker that directs biological functions altering chromatin structure. Recent findings have implicated alteration in heterochromatin formation as a contributing factor in cancer development. In order to verify whether changes in the overall level of H3K4 histone methylation could be involved in oral squamous carcinoma, the levels of H3K4me1, me2 and me3 were measured in oral squamous carcinoma, leukoplakias and normal tissues. The levels of H3K4me2 and me3 were significantly different in oral squamous cell carcinoma in comparison with normal tissue: the level of H3K4me2 was increased while that of H3K4me3 decreased. No significant differences could be found between the two types of tissues in the level of H3K4me1. A similar trend was found in the leukoplakias that appeared more like the pathological than normal tissue. These results support the idea that alteration of chromatin structure could contribute to oncogenic potential.

With growing popularity of unmanned aerial vehicles (UAVs), the importance of flying ad-hoc networks (FANETs) is enhanced by such applications as 4K video recording, communications in search and rescue missions and goods deliveries, to name just a few. This, in turn, stimulates research on different topologies of networks existing between UAVs, with studies in this field being essential to improving performance of such networks. Several problems must be solved to effectively use UAVs in order to offer stable and reliable massive data transmission capabilities, taking into consideration quickly changing FANET topologies, types of routing, security issues, etc. In this paper, a comprehensive evaluation of FANETs used by UAVs is presented in terms of communication network challenges, data types, mobility models and standards applied in order to achieve best performance. The evaluation presented herein covers such areas as data throughput, retransmission attempts and delay.

Histone N (C)-terminal tails play an important role in chromatin remodeling and gene regulation. Posttranslational modifications (PTMs) of histone tails are known to be correlated to distinct states of gene activity, but the molecular mechanism of these processes is largely unknown. PTMs alter the electrostatic environment and conformation of histone tails, as w ell as their interaction with other components. Here we performed extensive Replica Exchange Molecular Dynamics (REMD) simulations for the H4 and H3 tails, isolated and with inclusion of a nucleosome. Our results agree with the predictions of previous the teoretical studies for the secondary structure of isolated tails, but show strong dependence on the force field used. In the presence of the nucleosome, the secondary structure of histone tails is destabilized. Furthermore, H4K16 is found to insert into the DNA minor groove, whereas the acetylated H4K16 stays on the surface of DNA .

Celem artykułu jest przedstawienie koncepcji wskaźnika oceny istotności regulacji jako narzędzia do wykorzystania w parlamentarnej ocenie skutków regulacji, ze szczególnym uwzględnieniem oceny ex-post. Wskaźnik jest elementem szeroko rozumianej ekonomicznej analizy prawa, która umożliwić może skuteczniejszą kontrolę stanowienia prawa przez parlamenty. Wskaźnik umożliwia także weryfikację RIA przeprowadzonego przez projektodawcę na etapie oceny skutków regulacji ex-ante. Ponadto wskaźnik służyć może do przeprowadzenia analizy całego procesu legislacyjnego w parlamencie w danym okresie na podstawie przyjętych kryteriów prawnych i merytorycznych.
This article aims to present the concept of the Index for the Assessment of Regulations’ Significance as a tool used in parliamentary regulatory impact assessment, with a special focus on expost assessment. The Index is an element of the broadly defined economic analysis of law, which can facilitate a more effective scrutiny of parliamentary lawmaking. The Index also enables theRIA (Regulatory Impact Assessment) to be verified by the act originator at the stage of the ex-ante regulatory impact assessment. Furthermore, the Index can also serve as a tool for conducting an analysis of the overall legislation process employed in parliament over a given period of time, on the basis of the adopted legal and substantive criteria.

A graph G = (V, E) of order n is said to be arbitrarily partitionable if for each sequence λ = (λ1, λ2, …, λp) of positive integers with λ1 + … +λp = n, there exists a partition (V1, V2, … , Vp) of the vertex set V such that Vi induces a connected subgraph of order λi in G for each i ∈ {1, 2, …, p}. In this paper, we show that a threshold graph is arbitrarily partitionable if and only if it admits a perfect matching or a near perfect matching. We also give a necessary and sufficient condition for a {2K2, C4}-free graph being arbitrarily partitionable, as an extension for a result of Broersma, Kratsch and Woeginger [Fully decomposable split graphs, European J. Combin. 34 (2013) 567–575] on split graphs.

This article presents a driving ban in the context of the amendments of the Criminal Code from 1997. The changes concerning the penal measure have tightened criminal responsibility by introducing, among other a driving ban imposed on forever (art. 42 § 3 and 4 k.k.) and which led to increase of the number of legal grounds for adjudication under a mandatory ban. Obligatory character of the penal measure adversily affects the freedom of decision of the court leading to automatic and schematic delivering judgement. Regulations of de facto lifelong driving ban is inconsistent with other provisions of the Criminal Code, including possibility of seizure of conviction (art. 107 § 6 k.k.).

Kontrolerzy NIK nie zawsze posiadają wiedzę specjalistyczną niezbędną do zbadania określonych zagadnień. Realizacja celu kontroli wymaga w takiej sytuacji skorzystania z umiejętności i doświadczenia innych osób, powoływanych do pełnienia funkcji biegłego. Przedstawiona przez nich opinia, podobnie jak każdy dowód uzyskany w postępowaniu kontrolnym, musi być poddana ocenie przez kontrolera. W artykule dokonano analizy znamion przestępstwa polegającego na przedłożeniu przez biegłego fałszywej opinii, ze szczególnym uwzględnieniem ich zaistnienia w postępowaniu kontrolnym NIK.
The broad and practically unlimited scope of audits conducted by the Supreme Audit Office calls for using support of persons with expert knowledge, which is necessary to examine audited areas. The provisions of the Act of 23 December 1994 on the Supreme Audit Office allow for appointing experts or specialists. Their opinions, like all other evidence obtained during the audit process, must be judged by the auditor. In his ar ticle, the author analyses a criminal offence consisting in submitting a false opinion by an expert, with special attention to such cases occurring during the audit process.

W artykule omówiono problematykę dotyczącą możliwości zastosowania art. 37a k.k., przewidującego możliwość zamiany kary pozbawienia wolności na kary o charakterze wolnościowym, który obowiązuje od 1 lipca 2015 roku, w wypadku popełnienia występku o charakterze chuligańskim. Analizie poddano wprowadzony art. 37a k.k., a w szczególności kwestie dotyczące charakteru tego przepisu jako normy przednawiasowej wpływającej na zagrożenie ustawowe przepisów zrębowych. W konkluzji wskazano, że poprzez eliminację art. 58 § 4 k.k. i wprowadzanie art. 37a k.k. jest możliwe zastosowanie grzywny albo kary ograniczenia wolności w przypadku sprawców występków o charakterze chuligańskim.
The article discusses the issues concerning the applicability of Article 37a Criminal Code, providing the possibility of commutation of the sentence of imprisonment for a penalty to be libertarian, which came into force on 1 July 2015, in case of committing a transgression of a hooligan. A new Article 37a Criminal Code, and in particular the issues concerning the nature of that provision as a standard of “beforebracket” influencing the threat of statutory regulations of the framework. The conclusion was that by eliminating Article 58 § 4 Criminal Code and the introduction of Article 37a Criminal Code it is possible to use fines and penalties of restriction of liberty for perpetrators of crimes of a hooligan.

The aim of the article is to examine whether a pandemic, such as the one caused by the SARS-CoV-2 virus, which exerts a significant impact on the economic life and the administration of justice, and which has already resulted in many specific legal regulations and the declaration of the state of epidemic, may lead to the suspension of the limitation periods as force majeure under Article 121 point 4 of the Polish Civil Code. The article is directed to practitioners and contributes to an ongoing discussion.

Opis:
Let D be a digraph with set of vertices V and set of arcs A. We say that D is k-transitive if for every pair of vertices u, v ∈ V, the existence of a uv-path of length k in D implies that (u, v) ∈ A. A 2-transitive digraph is a transitive digraph in the usual sense. A subset N of V is k-independent if for every pair of vertices u, v ∈ N, we have d(u, v), d(v, u) ≥ k; it is l-absorbent if for every u ∈ V \ N there exists v ∈ N such that d(u, v) ≤ l. A k-kernel of D is a k-independent and (k − 1)-absorbent subset of V. The problem of determining whether a digraph has a k-kernel is known to be NP-complete for every k ≥ 2. In this work, we characterize 4-transitive digraphs having a 3-kernel and also 4-transitive digraphs having a 2-kernel. Using the latter result, a proof of the Laborde-Payan-Xuong conjecture for 4-transitive digraphs is given. This conjecture establishes that for every digraph D, an independent set can be found such that it intersects every longest path in D. Also, Seymour’s Second Neighborhood Conjecture is verified for 4-transitive digraphs and further problems are proposed.

k-quasi-transitive digraph
Opis:
Let D be a digraph, V (D) and A(D) will denote the sets of vertices and arcs of D, respectively. A digraph D is transitive if for every three distinct vertices u, v,w ∈ V (D), (u, v), (v,w) ∈ A(D) implies that (u,w) ∈ A(D). This concept can be generalized as follows: A digraph is k-transitive if for every u, v ∈ V (D), the existence of a uv-directed path of length k in D implies that (u, v) ∈ A(D). A very useful structural characterization of transitive digraphs has been known for a long time, and recently, 3-transitive digraphs have been characterized. In this work, some general structural results are proved for k-transitive digraphs with arbitrary k ≥ 2. Some of this results are used to characterize the family of 4-transitive digraphs. Also some of the general results remain valid for k-quasi-transitive digraphs considering an additional hypothesis. A conjecture on a structural property of k-transitive digraphs is proposed.

pLrec plasmid DNA was introduced into Chinese hamster cell lines defective in DNA repair (Pa13, Pb4, xrs6) and the parental CHO-K1 cell line. Clones with stable integrated plasmid were isolated and integrity of the incorporated DNA was checked by Southern blotting and PCR. Intact pLrec plasmid was found in 11% of the isolated CHO-K1 clones. In contrast, intact plasmid copies were found in 68.8%, 50%, 35.7% clones of Pa13, Pb4 and xrs6 cell lines, respectively. We conclude that certain DNA repair defects may facilitate intact plasmid integration. The higher frequency of integration of the intact vector into the genome of cell lines defective in DNA repair as compared to the parental cell line points to two possibilities, not mutually exclusive: (1) these cells possess a mechanism that facilitates the process of plasmid incorporation and hence, plasmid DNA is incorporated into the genome before extrachromosomal recombination takes place; (2) the vector is inserted into a less recombination prone site in the genome.

Opis:
The paper presents the results of characterization of MOS structures with aluminum oxide layer deposited by ALD method on silicon carbide substrates. The effect of the application of thin SiO2 buffer layer on the electrical properties of the MOS structures with Al2O3 layer has been examined. Critical electric field values at the level of 7.5–8 MV/cm were obtained. The use of 5 nm thick SiO2 buffer layer caused a decrease in the leakage current of the gate by more than two decade of magnitude. Evaluated density of trap states near the conduction band of silicon carbide in Al2O3/4H-SiC MOS is about of 1×1013 eV−1cm−2. In contrast, the density of the trap states in the Al2O3/SiO2/4H-SiC structure is lower about of one decade of magnitude i.e. 1×1012 eV−1cm−2. A remarkable change in the MOS structure is also a decrease of density of electron traps located deeply in the 4H-SiC conduction band below detection limit due to using of the SiO2 buffer layer.

This review concerns reversion of the argE3 (ochre) nonsense mutation to prototrophy in E. coli AB1157 strain as an informative system for mutation detection. Strain AB1157 bears the argE3 (ochre), hisG4 (ochre) and thr-1 (amber) mutations, and the supE44 amber suppressor on its chromosome. The Arg+ phenotype can be restored by (i) any base substitution at the argE3 site that changes the nonsense UAA codon to any sense nucleotide triplet or to UAG recognized by the supE44 amber suppressor, or (ii) suppressor mutations enabling the reading of the UAA nonsense codon. The argE3 → Arg+ reversion-based system enables (i) determination of the spontaneous or induced mutation level; (ii) determination of base substitutions (suppressor analysis); (iii) examination of transcription-coupled repair (TCR) since targets for DNA damage are situated on the transcribed or coding strand of DNA; (iv) detection of mutations resulting from single stranded DNA damage. This review focuses on studies carried out since the early 1990s till now with the application of the AB1157-based mutation detection system. Recently, the system has been used to obtain new data on the processes of methyl methanesulfonate-induced mutagenesis and DNA repair in E. coli alkB- mutants.

Unmanned aerial vehicles (UAVs) or drones have made great progress in aerial surveys to research and discover heritage sites and archaeological areas, particularly after having developed their technical capabilities to carry various sensors onboard, whether they are conventional cameras, multispectral cameras, and thermal sensors. The objective of this research is to use the drone technology and k-mean clustering algorithm for the first time in Nineveh Governorate in Iraq to reveal the extent of civil excesses and random construction, as well as the looting and theft that occur in the archaeological areas. DJI Phantom 4 Pro drone was used, in addition to using the specialized Pix4D program to process drone images and make mosaics for them. Multiple flights were performed using a drone to survey multiple locations throughout the area and compare them with satellite images during different years. Drone’s data classification was implemented using a k-means clustering algorithm. The results of the data classification for three different time periods indicated that the percentage of archaeological lands decreased from 90.31% in 2004 to 25.29% in 2018. Where the work revealed the extent of the archaeological area’s great violations. The study also emphasized the importance of directing authorities of local antiquities to ensure the use of drone’s technology to obtain statistical and methodological reports periodically to assess archaeological damage and to avoid overtaking, stolen and looted of these sites.

Opis:
In this paper, the future Fifth Generation (5G New Radio) radio communication system has been considered, coexisting and sharing the spectrum with the incumbent Fourth Generation (4G) Long-Term Evolution (LTE) system. The 4G signal presence is detected in order to allow for opportunistic and dynamic spectrum access of 5G users. This detection is based on known sensing methods, such as energy detection, however, it uses machine learning in the domains of space, time and frequency for sensing quality improvement. Simulation results for the considered methods: k-Nearest Neighbor sand Random Forest show that these methods significantly improves the detection probability.

The evaluation of the world's first MOSFETs with epitaxially-grown rare-earth high-k gate dielectrics is the main issue of this work. Electrical device characterization has been performed on MOSFETs with high-k gate oxides as well as their reference counterparts with silicon dioxide gate dielectric. In addition, by means of technology simulation with TSUPREM4, models of these devices are established. Current-voltage characteristics and parameter extraction on the simulated structures is conducted with the device simulator MEDICI. Measured and simulated device characteristics are presented and the impact of interface state and fixed charge densities is discussed. Device parameters of high-k devices fabricated with standard poly-silicon gate and replacement metal gate process are compared.
