This article attempts to determine the rules for lawful use of floating objects for residential purposes. It presents the currently existing legal solutions applied in Europe for such floating structures. Further, the article describes a classification of residential floating objects from the legal perspective. The existing regulations are analyzed with regard to the provisions of the Water Law Act and the Inland Navigation Act. Moreover, the paper describes three different types of water usage, i.e. common, ordinary and special, and discusses in which of these forms the residential use of public waters falls. The analysis allows for the determination of the directions of further research, so that an accurate procedure ensuring a lawful use of houseboats can be adopted.

Opis:
In many cases, sea ships are required to call at ports situated several hundred kilometers inland, including several different types of ship (freight, passenger, recreational). The main benefit of sea-river navigation is that ships may enter inland and carry cargo to the ports of other countries without their cargo having to be transferred several times. This method significantly reduces the risk of damage to the cargo and also lowers transport costs. An important element in sea-river shipping which is showing an increasing trend is that of passenger shipping (cruisers). This article analyzes the current situation of this type of navigation in Poland. Several examples of shipping routes on inland waters are presented.

This paper describes the case of an unsuccessful introduction of the common pleco Hypostomus plecostomus (Linnaeus, 1758) (Loricariidae) in an artificial water reservoir near Warsaw Citadel, which is the second instance described for representatives of American loricariid fish species in Poland. A landed individual has been labelled and presented in the photographs. The finding is discussed with available polish inland waters data and authors observations.

This work describes the case of an introduction of the guppy Poecilia reticulata in a thermally polluted canal of the Żerań CHP plant in Warsaw. Captured individuals were identified and described. The find is discussed along with available scientific literature describing introductions of alien species of aquarium origin in Polish and European waters.

Aquarium fish are often kept pets. Due to inappropriate actions of fishkeepers some of them are released into natural environment in many countries around the world, also in Poland. Species of exotic ichthyofauna usually do not have the possibility of survival and reproduction in a temperate climate, however the environment of thermally polluted waters in Poland could provide the tropical fish with appropriate living conditions. Cold water species may settle stable populations and threaten native fauna and flora. This work, based on the available scientific literature, describes the invasive potential of aquarium fish species introduced in Poland. The scale of introducing alien species of aquatic origin into Polish waters is difficult to estimate. It is recommended that monitoring should cover the largest possible number of water reservoirs in this country.

Route planning is one of the core functionalities of modern navigational systems also in inland waters. There is a possibility of at least partial automation of this process with the use of graph searching algorithms. Main problem here is to create a graph based on nautical spatial data. The paper presents research on examining dif-ferent graph searching methods for inland waters. The concept of using combined approach for vector and ras-ter data is given, followed by research results for raster data.

With the development of tourism in the inland waters, various types of accidents in the waters have posed a great threat to human life, property, and the environment. This has caused concern in all circles of society. According to water tourism safety issues, and relying on Internet technology, shipping safety, and public safety management theory, this paper has proposed the concept and design plan of an Internet + maritime emergency management platform. This platform includes functions such as the intelligent perception of a ship’s navigation status, the scientific selection of a maritime emergency rescue site, the emergency rescue scene, the online dynamic management of maritime emergency resources, and the online production of a maritime emergency rescue plan. The design scheme has been used in the platform’s development. This paper has taken the application of the Internet + maritime emergency management platform for the Liujiaxia reservoir in the Gansu Province of China as an example. The results showed that the design of the platform that has been proposed in this paper is reasonable and that it can provide scientific, fast and accurate decision information for emergency command in the Liujiaxia reservoir and improve the effective control of the accident site as well as the use of resources.

China's extensive inland navigable water system determines that inland navigation must be an important part of China's shipping industry. The collision process of ship striking the anti-collision pier is analyzed through simulation experiment in this paper. The results show that the collision process usually lasts less than 2 seconds, and the peak value of the collision force, friction and resultant force appears 0.5 after the start of the collision.

The Quai des Trois Fontaines is a berthing area in Chooz, France, which was designed for 80 m long vessels (CEMT Class IV) plying the River Meuse. A turning basin is located in front of the Quai des Trois Fontaines to allow vessels to turn before loading at the quay. Real time simulations on a dedicated inland ship manoeuvring simulator at Flanders Hydraulics Research were carried out with experienced skippers to study how the safety of the turning manoeuvre could be improved and which measures are required for safe manoeuvres with longer vessels, i.e. vessels of 85 and 90 m in length. In the first phase of the study, turning manoeuvres of CEMT Class IV vessels of 80 m, 85 m and 90 m long were studied in the existing environment. The manoeuvres were evaluated based on different safety criteria and on the feedback of the pilots. The real time simulations have shown that the actual design of the turning basin is suitable for the 80 m long vessels in any hydro-meteorological condition. However, the manoeuvres become risky with 85 m long vessels under certain conditions and impossible with longer ships. Although the current can be very strong on the river Meuse, the local width turned out to be the most critical parameter. In the second phase of the study, measures were proposed to allow the safe turning of 85 m and 90 m long vessels. Local widening of the river to 100 m and to 105 m were proposed for 85 m and 90 m long ships respectively. A third proposed measure is to provide a fixed point near the end of the quay, to which the vessels can attach and around which they can then turn.

Celem badań było określenie ilościowej i jakościowej oceny stanu wód na obszarach chronionych dolnego odcinka Wisły. Badania obejmowały analizę sieci monitoringu wód powierzchniowych płynących w zlewni Dolnej Wisły w cyklu wodnym 2010-2015. Podmiot badań stanowiła Dolna Wisła na odcinku od Zbiornika Włocławskiego (km 675) do ujścia rzeki do Zatoki Gdańskiej (km 941). Do najważniejszych rezultatów przeprowadzonych badań zaliczyć można: analizę kompletności sieci monitoringu wód Dolnej Wisły w świetle obowiązujących aktów prawa krajowego i europejskiego oraz dokonanie kwantyfikacji osiągniętych ocen stanu / potencjału ekologicznego oraz stanu chemicznego. Wyniki mają służyć racjonalnemu gospodarowaniu wodami w dorzeczu, rozpoznaniu presji ze strony gospodarki komunalnej, przemysłu, rolnictwa oraz presji hydromorfologicznej. Zakres (ilościowy i jakościowy) sieci monitoringowej wód powierzchniowych Dolnej Wisły jest wystarczający do określenia ich stanu, zgodnie z aktualnymi wymaganiami prawa.
The main aim of the research was to determine the quantitative and qualitative assessment of the condition of surface waters in the protected areas of the Lower Vistula River. The research included the analysis of the surface water monitoring network in the Lower Vistula catchment area in the water management cycle 2010-2015. The research subject was Lower Vistula on the section from the Wloclawek Reservoir (km 675) to the estuary of the river to the Gdańsk Bay (km 941). The most important results of the conducted research include: the analysis of the completeness of the Lower Vistula water monitoring network in the light of the existing Polish and European laws and the quantification of achieved assessments of ecological status / potential and chemical status. The results can be used for the rational management of basin’s water, recognizing the pressure from the municipal utilities, industry, agriculture and the hydromorphological pressure. The range (quantitative and qualitative) of the surface water monitoring network of the Lower Vistula is sufficient to determine their state, in accordance with the current requirements of the law.
